Intifada 1987 After 20 years of occupation, friction peaked again when Palestinians living in Gaza, the West Bank and Jerusalem rioted against the Israelis in what came to be known as the intifada, or "uprising." The demonstrations continued for years, and Yasser Arafat proclaimed that the PLO was the government in exile of a "State of Palestine." The PLO formally recognized Israel's right to exist in 1988. When peace talks began in 1991, however, the PLO was excluded.
