Palestinians say they will press on with UN bid

RAMALLAH, West Bank (AP) — The Palestinians say a last-minute American effort has failed to stop them from moving ahead with their U.N. statehood bid.Two senior White House envoys met Wednesday with Palestinian officials and tried to persuade them to drop their plan to ask the U.N. this month to approve their independence and instead resume peace talks with Israel.A senior Palestinian official, who spoke on condition of anonymity because he was not authorized to disclose the information, said the American envoys did not bring anything new concerning the peace process that would enable talks to resume.The Palestinians say they are turning to the U.N. after years of sporadic, and inconclusive, peace talks with Israel. The United States and Israel fiercely oppose the U.N. bid.

RAMALLAH, West Bank (Reuters) - President Barack Obama is an unlikely participant in a Palestinian campaign to drum up support for a bid to win U.N. recognition of their statehood -- a diplomatic move opposed by both his administration and Israel.But as part of an official media campaign begun this week, Palestinians have pulled from the archive some words spoken by Obama during the 2010 U.N. General Assembly, in which he alluded to the prospect of a Palestinian state joining the world body.When we come back here next year, we can have an agreement that can lead to a new member of the United Nations, an independent, sovereign state of Palestine living in peace with Israel, Obama says in his 2010 speech.Although described by U.S. officials as no more than an expression of hope, the Obama remarks are one factor cited by Palestinians when explaining their push for U.N. membership at this year's General Assembly, due to convene in a few weeks.If he said it, he must have meant it, Palestinian President Mahmoud Abbas says during a 36-second radio spot.The ad is a reflection of Palestinian frustration with the Obama administration. Spain says supports Palestinian bid for statehood

MADRID (Reuters) - Spain hopes a meeting of European Union foreign ministers on September 2 will bring progress toward the recognition of a Palestinian state, Minister of Foreign Affairs Trinidad Jimenez said.There's the feeling that now is the time to do something, to give the Palestinians the hope that a state could become reality, she said in an interview with El Pais newspaper published on Sunday.
We have to give them some signal, because if we don't it could generate great frustration for the Palestinian people.The meeting of EU foreign ministers in Sopot, Poland comes ahead of a United Nations General Assembly meeting later in September where President Mahmoud Abbas is seeking to upgrade the Palestinians' status, but is unlikely to emerge with full U.N. membership for his country.More likely is an upgrade of the Palestinian territories to become a non-member state from its current status as an observer. JENIN, West Bank (Reuters) - Once again, it can be easier to find a rifle than a job in the West Bank refugee camp of Jenin.Residents say occasional bursts of gunfire in its narrow streets are an economic indicator as telling as any. Many see the renewed disorder as a consequence of despair.The scene of heavy fighting in 2002 during the last Intifada, or uprising, Jenin camp today challenges the picture of a West Bank prospering under the Palestinian Authority (PA), the Western-backed and internationally-funded government.Young men who fought in the last uprising have since emerged from Israeli prisons to bleak prospects. Their local standing as heroes has not helped them to find work. They hold the PA responsible and say their anger is growing.I live in total despair,said a 25-year-old ex-fighter jailed by Israel at the height of the Intifada and jobless since his release five months ago. To me, the whole world seems black.The camp's 16,000 people, mostly descendants of Palestinians dispossessed when Israel was created in 1948, live with memories of a violent past and little hope for a better future.Some view the camp as a ticking bomb, especially at a time when Palestinian belief in any chance of peace with Israel -- or the removal of half a million Israeli settlers in the West Bank and east Jerusalem, annexed by Israel in 1967 -- has dissolved.Plans by the Palestinian Authority leadership to press a claim to statehood at the United Nations in September offer something to talk about, but little more.Its consequences hard to fathom, the diplomacy planned for New York appears a world away from the daily worries of getting by and the tensions that have surfaced recently within the camp.
In Jenin camp, locals say small groups of masked men have reappeared in the streets, reviving memories of lawless armed gangs that roamed here during the last Intifada.

SHOOTING, ARSON

A few weeks ago, dozens of bullets were fired at a community services center. Separately, UNRWA, the U.N. agency which cares for Palestinian refugees, was forced to suspend its operations temporarily following threats to its staff. The car of one local notable who lives just outside the camp was torched.Adding to the pressures, Israeli security forces have stepped up raids and arrests in the camp in recent months as part of investigations into the killing in April of an Israeli actor and director who ran a community theater.I won't tell you the situation is out of control, but it is not under full control,said Atta Abu Irmaila, a local leader in Fatah, the ruling party in the West Bank led by PA President Mahmoud Abbas. Things are very difficult. If it stays like this, anything is possible.Addressing the camp from mosque minarets, community leaders recently appealed for an end to displays of arms by masked men.Palestinians who know the camp's politics attribute recent disturbances to individual rivalries rather than friction between factions such as Fatah, Hamas and Islamic Jihad.Used to much worse, they say the trouble should not be overdrawn, but talk of tensions rooted in poverty -- at least some of the gunmen belong to the camp's jobless generation.A decade ago, the workforce of Jenin camp and the adjacent city of the same name would have found jobs in nearby Israel. That was before the last Intifada, when Israel identified Jenin as a hub for suicide bombings and shooting attacks.Its military response led to a 10-day assault in 2002 known among Palestinians as the Battle of Jenin.Today, tighter restrictions on access to Israel mean its labor market remains cut off to many. Veterans of the fighting also complain that the PA has failed to offer them employment.What's going on in the camp is because there is no work for the youth,said a 28-year old, a veteran of the fighting who was jailed by Israel for eight years and arrested recently by PA security forces on suspicion of opening fire in the camp.He was cleared of the charges. His treatment by the police has bred more resentment of the PA.When they come into the camp, they come in as if they are going into a war zone, he said. Like others, he would not give his name for fear that talking to the media would bring more police attention.I want to work. Tell me to demolish a mountain and I'll do it, said another Intifada fighter of the same age.We see that our children are going to be worse off than us. If things stay as they are, the pressure will generate an explosion,he said.

ANGER INSIDE

In a report issued in June, UNRWA highlighted a divergence between refugee and non-refugee prosperity in the West Bank, showing higher rates of unemployment among the refugees.Registered refugees account for close to 700,000 of the West Bank's Palestinian population of 2.4 million.Across the Palestinian workforce in the West Bank, one in four were unemployed, the report said.For the most vulnerable, UNRWA runs a job creation program that pays laborers $420 a month for short-term projects, such as building repairs. But it isn't enough to make Jenin prosper.By contrast, the city of Ramallah, the PA's administrative capital, has boomed, thanks in large part to injections of aid from international donors who have backed the PA's efforts to build institutions for statehood.Economic conditions have also improved in other West Bank towns, partly because Israel has relaxed some of the crippling restrictions on movement it imposed during the Intifada.The PA recognizes that Jenin needs more attention to remedy above average unemployment. The government is aware of the need to double the efforts,said Ghassan Khatib, PA spokesman.But the Authority faces an uphill struggle to win local confidence. Its economic policies are seen to be failing and its security forces are also looked upon with a degree of suspicion, their credibility undermined by repeated Israeli raids.Some question the Palestinian security forces' role when the Israeli army still acts as it pleases. Such sentiment generates warnings that the PA could be the focus of future anger.

I am the regional secretary general of Fatah but I do not work in politics. My job is social work,said Abu Irmaila. I cannot do politics -- I can't say: Come, there is a Fatah conference, or a march, or support the president, to someone who can't find food to eat.People are saying: We fought the Israelis, we offered martyrs and prisoners and our homes were destroyed. But you, oh Palestinian Authority, Fatah -- what have you done to us? he said.He believes trouble in Jenin camp could spark wider West Bank instability. If there is going to be an explosion in the country ... its starting point will be Jenin camp, he said.People have felt more hounded by the Israelis and the PA since the killing of Juliano Mer Khamis, the Israeli founder of the Freedom Theater, said Jacob Gough, who is now its director.Founded in 2006, the theater aims to provide a creative outlet for youths who have grown up through years of turbulence. There's a billiard hall, and there's us, said Gough.There's this anger inside and it's going to come out in certain ways. RAMALLAH, West Bank (AP) — The Palestinians on Tuesday said they would not give in to American pressure to drop their bid for statehood at the United Nations, taking a tough position ahead of a meeting with a senior U.S. delegation.Two senior White House envoys, David Hale and Dennis Ross, arrived in the region on Tuesday for talks with Israel and Palestinian officials. The U.S. has been trying to persuade the Palestinians to drop their plan to ask the U.N. this month to approve their independence and instead resume peace talks with Israel.Yasser Abed Rabbo, a top adviser to Palestinian President Mahmoud Abbas, said there was little the Americans could do to change the Palestinians' plans.We are going to the United Nations, regardless of objections or pressure, he said. Abbas is expected to meet with Hale on Wednesday. Ross, who is viewed by the Palestinians as pro-Israel, was not scheduled to attend the meeting.The comments signaled more frustration for President Barack Obama, who has made little progress in nurturing peace talks despite pledges to make Mideast diplomacy a priority.The Palestinians say they are turning to the U.N. after years of sporadic, and inconclusive, peace talks with Israel.

Israel captured the West Bank and east Jerusalem — areas claimed by the Palestinians — in the 1967 Mideast war. Both Israel and the U.S. oppose the U.N. initiative, saying peace can be reached only through negotiations. Israel has called for a resumption of talks without preconditions.The American team was meeting with Israeli Defense Minister Ehud Barak, and Prime Minister Benjamin Netanyahu on Tuesday.Barak's office said his discussions focused on the regional situation and strategy issues,including the Palestinians. He did not elaborate. There was no immediate comment from either Netanyahu's office or the Americans.Abbas confirmed this week that he has held secret talks with the Israeli president and defense minister in recent weeks, but was unable to reach any breakthrough.In a separate matter, an Israeli defense official said Tuesday that the military has temporarily suspended its contentious policy of demolishing illegally built Palestinian homes in the West Bank. The official said the order was issued after determining the policy is not equally enforced against illegally built Jewish settler homes.Palestinians have bitterly complained that demolitions are arbitrary and lopsided and that it's difficult for them to get Israeli construction permits.The official spoke on condition of anonymity to discuss the order, which was issued in an internal memorandum. He didn't say how long the order would last.Also Tuesday, Netanyahu condemned the torching of a mosque in the West Bank earlier in the week, that came a few hours after the Israeli military dismantled structures in an unauthorized West Bank outpost. The name of the outpost, Migron, was spray painted on the mosque, suggesting the act was settler retaliation for the demolitions.Menachem Froman, a rabbi from the settlement of Tekoa who promotes coexistence between Palestinians and settlers, visited the mosque on Tuesday to reconcile between the two sides.In Gaza Tuesday, a Palestinian militant was killed by an Israeli missile as he fired rockets at southern Israel, Gaza Health Ministry spokesman Adham Abu Salmia said. BERLIN (Reuters) - Former German chancellor Gerhard Schroeder on Sunday called for the creation of a United States of Europe, saying the bloc needed a common government to avoid future economic crises.Schroeder, a Social Democrat who ran the country from 1998 to 2005, said in an interview with Der Spiegel that European Union leaders were wrong to expect the euro to drive the bloc on its own.The current crisis makes it relentlessly clear that we cannot have a common currency zone without a common fiscal, economic and social policy, Schroeder said.He added: We will have to give up national sovereignty.From the European Commission, we should make a government which would be supervised by the European Parliament. And that means the United States of Europe.Schroeder, who nurtured a close relationship with France during his leadership, welcomed an initiative launched by German Chancellor Angela Merkel and French President Nicolas Sarkozy to move toward a fiscal union in 2012.Their proposal, which would mean giving up sovereignty over budgetary policies with the aim to shore up the 17-nation currency union, has received a lukewarm response from other euro zone countries.Germany and France have sent a strong signal with the plan for a European economic government, if it is meant seriously and receives suitable authority such as a European finance minister, Schroeder said.

That is the correct way forward and the precondition for the correct funding -- euro bonds, he said.Germany, which enjoys lower costs for issuing debt than its single currency partners, has led resistance to joint euro-denominated bonds.It is a huge bond market -- speculators would no longer harbor hopes of splitting it up, Schroeder said.In order to initiate these changes, Schroeder said EU member states would have to return to the negotiating table and hammer out a new treaty to replace the one agreed in Lisbon that currently serves as the bloc's institutional framework.
In the crisis lies a real opportunity to achieve a political union in Europe, he said.Schroeder, who says the EU can only respond to growing competition with the United States and Asia by being fully united, has long pointed to Britain as a hurdle to further EU integration.Great Britain causes the greatest problems. (It is) not in the euro but the British nevertheless always want to participate when it comes to designing a European economic area, he said. Tension, confusion behind EU facade on Palestine

Hostility toward foreign affairs chief Catherine Ashton, confusion over what the Palestinians will ask for and how major EU countries will react marked behind-closed-doors talks of EU foreign ministers in Poland.Briefing press in the town of Sopot on Saturday (3 September) after the talks on Friday, Ashton said there is a strong EU position and a common belief that the Middle East conflict can only be solved via Arab-Israeli negotiations.She added: We do not have the resolution before the UN at the moment and therefore this was not the time to discuss the EU's repsonse to such a resolution.The EU meeting comes three weeks before Palestine is to submit a draft text to the UN General Assembly in New York asking the body to upgrade its status.While EU countries agree on basic principles - the importance of Arab-Israeli talks and the need for a two-state solution based on 1967 borders - Europe is split on whether or not to back Palestine's unilateral bid for statehood.

Some ministers put a positive spin on the Sopot talks.Sweden's Carl Bildt said they brought the EU closer to agreement on the issue. Estonia's Urmas Paet told EUobserver: My feeling is Yes, the EU will eventually agree on its position and will not split into 27 or two or three different directions.Other sources said the mood was not so friendly, however.One EU diplomat said Bulgaria, the Czech republic, Hungary, Italy and the Netherlands called for the EU to oppose Palestinian independence but that Ashton sided with more Palestinian-friendly countries.She's going her own way, freewheeling a bit. Vice Prime Minister and Minister for Regional Cooperation Silvan Shalom, hosted on Monday the first International Regional Cooperation Conference in Tel Aviv. The conference was attended by diplomats, Israeli politicians and Palestinian Authority Arab businessmen.Addressing the conference participants, Shalom said that the conference shows that regional cooperation can continue even when problems exist.
Shalom spoke of the peace treaties Israel has with Jordan and Egypt and said that one must remember the common people in those countries who want peace and not just look at the extremists who are against peace.I would like to believe that after the election in Egypt the new government will be committed to the peace treaty that was achieved between our two countries more than 30 years ago, he said. I was very happy to find out that all the candidates said very clearly that they are committed to the idea that the peace treaty between our two countries should last forever.Shalom said that the moderate regimes in Islamic countries should be supported rather than the extremist regimes led by Iran, including in his definition of moderate regimes also the current leaders of the Palestinian Authority.

I really believe that the current leadership of the Palestinians would like to achieve peace with Israel, he said. I talked to Abu Mazen (Mahmoud Abbas –ed.) as well as to Prime Minister Salaam Fayyad and I found them to be really committed to the idea of peace with Israel.Unfortunately, I don’t think that a unilateral move will be helpful to achieve an understanding that will move us toward peace, added Shalom, referring to the PA’s unilateral statehood bid at the United Nations on September 20.We have been trying to resume negotiations for a very long time. We have tried it since we took power. That date is Sept. 20, when the Palestinian Authority's Mahmoud Abbas is expected to petition the United Nations for statehood.What would a U.N.-ordained Palestinian state have to do with global jihad? Practically everything, because such statehood would mark a major victory in the long war on Israel's existence. And, whether unadmitted or unimagined, it is Israel on which the axis of Islamic jihad turns.I've never been more convinced of this than after reading four, clarifying pages of Bat Ye'or's new book, Europe, Globalization, and the Coming Universal Caliphate (Lexington Books). In a first-chapter primer on the relationship between the European Union and the Organization of the Islamic Conference, much of which revolves around mutual animus toward Israel,Ye'or revisits the hateful perversion that passes for political normal: the relentless mission of the Islamic world, with EU encouragement, to appropriate a tiny piece of land -- Israel -- as a political and religious cause despite the fact, as she reminds us, no town, village or hamlet of Israel is mentioned in the Koran or early biographies of Muhammad.

Why Israel? Ye'or asks. Given the immense territories conquered and Islamized over thirteen centuries of expansion and war, she writes, why would Muslim countries keep plotting to destroy Israel? And further: Why does the immense oil wealth of Muslim nations nourish a flood of hatred that poisons the heart of humanity against such a small nation? Why is Israel considered so alarming? What Israel possesses is the Bible. It is Israel on which the axis of Islamic jihad turns.The well-read global citizen might regurgitate something about land, modern Zionism and the post-1948 plight of the Palestinians, but these are stock narratives overwriting the age-old reason. What Israel possesses,Ye'or explains, is the Bible.To appreciate the depth and breadth of this perhaps obvious but seldom pondered explanation, it's essential to realize that Jewish and Christian Bible characters, from Abraham to Moses to Jesus, pop up in the Koran as Muslim prophets who actually preach Islam, not Judaism or Christianity. This is the time-wrinkling, religion-morphing way in which Islam repudiates what it regards as falsifications in both the first (old) and second (new) testaments.Given that the Jewish and Christian religious books long predate the Islamic religious book, it's not surprising that in their Koranic guises the biblical characters wander, as Bat Ye'or writes, in uncertain space with no geographical or temporal references. Still, Muslims claim that these same Muslim characters lived in Palestine, Bat Ye'or writes, on the basis of the Jewish and Christian scriptures that they reject.

It follows from this highly unstable construct that Islam sees the biblical past as Islamic history usurped by Jews and Christians. Thus, the land in which it took place -- though ... never mentioned in the Koran -- is (considered) a Muslim land, and Jewish and Christian holy sites are all (considered) Muslim, writes Ye'or, the pre-eminent modern historian of dhimmitude, the diminished condition of non-Muslims under Islamic law (Shariah).The land of Israel itself -- whose every region, town and village is mentioned in the Bible with historical and chronological precision -- is thus sacrilegious to Muslims, she explains. They observe with destructive rage this unfolding return of history that they claim as their own. ... Any confirmation of the veracity of the Bible is seen as an attack on the Islamic authenticity of the Koranic figures taken from the Bible.So much for those slivers of real estate as being the driver of war on Israel. It is, in fact, a jihad, a religious war against Judaism and the land of the Bible, root of Christianity. As Ye'or puts it, Israel, in the land of its history, towns and villages, resuscitates the Bible, the book the Koran must supplant.This back-to-basics interpretation allows us to see through the masks and deceptions to a war on Israel that is also a jihad against Christianity. Remember that the Koranic Jesus, Isa, has Muslim, not Jewish roots. As Ye'or writes, Muslims see Christians as having gone astray by placing themselves in the lineage of the Hebrew Bible, because their real origin is Islam.The Islamic answer is to return Christianity to its supposedly Koranic origins.And then? Bat Ye'or believes the destruction of Christianity's sustaining Jewish roots (would) facilitate its Islamization.And the world's.

After seeing a list of the world's richest Jews (in JPost, gave rise to much controversy on why the list was made at all, ed.), I was inspired to create a list of my own -- not of Jews, but of non-Jews, specifically those that are having the most positive influence in shaping the Jewish future.A year later, much has changed, new figures have emerged, others have faded and some have remained. But the importance of bringing attention to this group is constant. For this reason I have sought to make this a regular endeavor, as such I present the second-annual list.
Similar to the criteria used by other list makers, I chose my candidates from around the world and from all walks of life. The list includes, politicians, activists, business giants and more, all of whom have made a significant constructive impact on Israel and the Jewish world. Last year I only listed the top six, but wanted to make the list slightly more comprehensive, so it is now expanded to include the top 10. They are in ascending order.Although by no means an exact science, my aim in this compilation, is to provide some insight into the playing field of this unique yet modest group. Additionally I aim to provide a glimpse at their often courageous, sometimes unacknowledged activities on behalf of Israel and the Jewish people.

A Roman Catholic priest, Debois is head of the Commission for Relations with Judaism of the French Bishops' Conference and Consultant to the Vatican. He is the co-founder and president of Yahad-In Unum, an organization whose mission is to document the murder of the 1.5 million Jews of Ukraine, shot dead by the Nazis and buried throughout the country. This work is vital in ensuring that the memory of these victims will not fade with the death of the last witnesses.

7. John Hagee-Founder, Christians United for Israel
Hagee's Christians United for Israel continues to experience rapid growth, now boasting upwards of 600,000 members. The group makes significant contributions to Jewish causes, and has become a potent political force in support of Israel. Author of Jerusalem Countdown and In Defense of Israel, the pastor from San Antonio has met with every Israeli prime minister since Menachem Begin and his ministries have given more than $8.5 million to bring Jews from the former Soviet Union to Israel.

6. Warren Buffet-Investor
The famed investor has been a strong supporter of Israeli innovation, and has bought into it significantly. Last year, while visiting the country, he famously said that Israel has shown that it has a disproportionate amount of brains and energy. Buffet's strong statement of confidence has gone a long way in encouraging significant foreign investment in the Jewish State.

5. Jose Maria Aznar-Former Prime Minister of Spain
In 2010, Aznar founded the Friends of Israel Initiative, with the stated goal to counter the attempts to delegitimize the State of Israel and its right to live in peace within safe and defensible borders. Referring to the ill-fated takeover of the Mavi Marmara by Israeli commandos, Aznar said in 2010 that the world must support Israel because if it goes down, we all go down. His unique organization provides a strong voice of reason in circles where it might otherwise not be heard.

4. Manmohan Singh-Prime Minister of India
The largest customer of Israeli military equipment and Israel's second-largest economic partner, Indian ties with Israel are now stronger than ever and advanced negotiations for an extensive bilateral trade pact are well under way. Singh is largely responsible for cultivating and developing this crucial alliance that is vital to Israel's economic stability and continued growth.

3. John Boehner-Speaker of the U.S. House of Representatives
Among the many friends of the Jewish community in the U.S. Congress, Boehner's recent actions have made him stand out. Centrally involved in the recent invitation of Israeli Prime Minister Benjamin Netanyahu to address a joint session of Congress, Boehner provided the platform for the Jewish narrative to be conveyed to a pivotal audience at an important time.

One of the leading rabbis in Judea and Samaria on Wednesday expressed his support of the Palestinian Authority’s unilateral bid for statehood in the United Nations on September 20.According to a report in the PA-based WAFA news agency, Rabbi Menachem Froman of Tekoa supported and expressed his and other Israeli rabbis’ wishes for success to the PA bid to gain full United Nations membership of a Palestinian state.
The report said Rabbi Froman made the comments during a meeting with PA President Mahmoud Abbas in Ramallah.Froman said that establishing a Palestinian state benefits the peace process and Israel and also works to achieve comprehensive, just peace and stability for the region and the world.For his part, Abbas reiterated his commitment to the peace process with Israel and claimed that the PA’s statehood bid is a result of Israel’s refusal to abide by international law and agreements.WAFA said Rabbi Froman congratulated Abbas on the occasion of Eid al-Fitr, the Islamic holiday which marks the end of Ramadan.Rabbi Froman also reportedly offered to establish a committee made up of both Arab and Israeli religious figures to stop mutual instigation.Establishing a Palestinian state in cooperation with the State of Israel is good for peace and for Israel and it will inspire the building of a just and lasting peace and stability in the region and the world, Rabbi Froman was quoted as saying.

He warned, however, that resistance by Israel on the one hand and the establishment of the Palestinian state contrary to Israel’s position on the other hand, will harm Israel, the Palestinians and the establishment of peace in the region and such a state would very quickly become an Iranian state.Meanwhile on Wednesday, Israel’s Ambassador to the United States Michael Oren said the PA statehood bid would likely jeopardize all existing agreements between the PA and Israel.In an interview with Foreign Policy magazine, Oren said the move would render invalid economic treaties, including export, import and water sharing, as well as security cooperation agreements.Finance Minister Yuval Steinitz said Wednesday the statehood bid at the United Nations is a greater threat to Israel than terrorism.This Palestinian initiative represents a more serious threat than that posed by Hamas,Steinitz told Voice of Israel radio.

We have to widen the circle of negotiation, think of the role and the pertinence of the Quartet.Sarkozy added that the world could not continue to leave the Israeli-PA peace process frozen while the Arab Spring causes change elsewhere in the region.Up until now most EU countries have refrained from committing on how they would vote on the resolution, saying it would depend on the text of the resolution itself. EU foreign policy chief Catherine Ashton is scheduled to convene an informal meeting of the EU’s 27 foreign ministers to discuss the issue on September 2.Sarkozy's comments have been criticized by some commentators as being driven by a desire for Arab trade - and to silence nations who dissent from his views - rather than principle, amid fears that France's triple-A credit rating could come under threat if the European sovereign debt crisis worsens.

The European Parliament's International trade committee voted 27-0 to fully open markets to farm and fish products from PA enclaves in Judea, Samaria, and Gaza. The vote paved the way for full parliamentary approval for a deal later this year.This deal is enormously important. It gives more power to the Palestinians to trade directly with the EU. And it's a signal of good will from the international community that comes at an important time,said Maria Eleni Koppa, a Greek socialist lawmaker who led the committee's discussion on the issue.The full European Parliament is due to vote on the trade agreement in late September.As part of an economic agreement between Israel and the European Union (EU) to avoid total boycotting, labels distinguish between products made in pre-1967 Israel and products made in parts of Israel liberated during the Six Day War. Products made by Jews in Judea and Samaria are subject to higher tariffs.While it is widely expected the trade agreement will be approved, Sarkozy's desire for consensus on the PA statehood bid among member nations - some of whom are on friendly terms with Israel - may prove unrealistic.

Israel's security forces and the Palestinian Authority are cooperating on containing the riots expected in September, when the PA asks the United Nations for recognition as a full-fledged state. This – according to a report in IsraelDefense.com's Hebrew edition. The PA security forces are preparing to keep possible riots from deteriorating into mass assaults on Israeli communities, or a third intifada.PA security forces have largely been trained and funded by the United States. They play a double game, cooperating with Israel on containing Hamas but also committing terror themselves as the PA leadership frees Hamas prisoners. Abbas has reportedly given instructions to keep riots in Judea and Samaria on a low flame in September. PA forces are supposed to prevent rioters from crossing certain red lines around IDF bases and Jewish communities. There have also been reports that PA security chiefs are concerned that a declaration of a statehood would force them to exert sovereignty in areas where the IDF is in control, leading to a direct armed conflict with Israel which they would be bound to lose.

According to Oren, the statehood declaration will provide the Palestinian Authority with lawfare against Israel in the international arena, which will further diminish the chances for reaching a negotiated agreement.We want to be able to negotiate but we won't be able to negotiate if they are attacking our legitimacy in every international court. We're not going to negotiate under fire and it's a mistake for the Palestinians to think that we would,the ambassador said.Oren warned that in the absence of a negotiated solution, Israel's support for the creation of a PA state might be jeopardized. The Palestinians risk all that has been achieved if they go forward with this ... and that would be a great tragedy.Oren's comments on the heels of Finance Minister Yuval Steinitz telling reporters the PA Statehood Bid was more dangerous than Hamas and would force Israel to respond.Foreign Minister Avigdor Lieberman has already said a unilateral declaration of statehood by the PA would render the Oslo Accords null and void and would result in a diplomatic eye for an eye on Israel's part.Earlier, Florida's Republican Congresswoman Ileana Ros-Lehtinen, chairwoman of the House Foreign Affairs Committee, announced she is advancing a measure to block US funding to any UN member or group that supports the PA bid.

The U.S. State Department has slammed a Florida lawmaker for trying to block the Palestinian Authority from seeking recognition as a new country and membership in the United Nations in September.U.S. House Foreign Affairs Committee chairwoman Ileana Ros-Lehtinen announced Tuesday she had advanced a measure to block U.S. funding to any U.N. member or group that supports an upgrade to the PA's diplomatic status next month.State Department spokeswoman Victoria Nuland told reporters the Republican Congresswoman's proposed measure would seriously undermine our international standing and dangerously weaken the U.N. as an instrument to advance U.S. national security goals.The measure is actually a clause folded into a larger proposed bill that would transform the U.S. portion of United Nations funding into a voluntary contribution, one conditional upon American agreement on each funding target.We believe in U.N. reform, added Nuland,[but] we just don't think that this is the right way to go about it.The Obama administration warned long before Ros-Lehtinen submitted her proposal that the president would oppose it, according to the Reuters news agency.The Congresswoman said her efforts were aimed not only at preventing the PA from gaining recognition as a new country, but also at stopping the entity from achieving a second option in lieu of the first – upgrading its current status from that of a U.N. observer to a non-member state.
