In a previous iteration of the release, the State Department separated Jerusalem from Israel.An official State Department communication has labeled Jerusalem and Israel as separate entities.In an official press release yesterday, the State Department announced that Acting Under Secretary Kathleen Stephens Travels to Algeria, Qatar, Jordan, Jerusalem, and Israel.Keeping up with its longstanding policy, the State Department refuses to recognize Jerusalem as Israel’s official capital—despite a U.S. law stating otherwise. Obama faced criticism on the issue last year, when it was revealed that the White House had scrubbed all references to Jerusalem being part of the Jewish state from a collection of photos on its website.

WASHINGTON (JTA/Washington Jewish Week) -- Jerusalem: To be or not to be part of Israel. That’s the question that White House administrations have tiptoed around for decades.The State Department neither recognizes Jerusalem as Israel’s official capital nor views the eastern part of the city -- captured from Jordan in the 1967 Six-Day War and subsequently annexed -- as part of Israel. But Congress passed a law in 2002 that effectively recognized Jerusalem as Israel’s capital.Presidents have been caught in the middle, cautiously balancing their pro-Israel rhetoric against longstanding U.S. policy.That’s exactly where the Obama administration found itself last week after news reports revealed that the White House quietly had removed all references to Jerusalem as being part of Israel from a collection of photos on its website.The Weekly Standard reported Aug. 9 about a set of White House photos from Jerusalem that had been scrubbed of all explicit references to Israel. Whereas a caption for a shot of Vice President Joe Biden once said that he was dining at the David Citadel Hotel in Jerusalem, Israel, it has since been altered to read just Jerusalem.

Some pro-Israel activists were incensed by the change, charging a White House whitewash and claiming definitive proof that President Obama disdains Israel. If nothing substantial had changed from Bush to Obama, why did the photo snafu receive so much attention? First there was the public relations gaffe: Jerusalem’s status is a highly charged political issue, and the Obama administration was caught red-handed fixing an embarrassing mistake.Perhaps more significant, however, the error came just as the U.S. Supreme Court is preparing to examine the constitutionality of the State Department’s policy on Jerusalem. The litigants in a case scheduled to be heard by the court in the fall session want their Jerusalem-born son to have his birthplace listed as Jerusalem, Israel on his passport, as is permitted by a 2002 federal law.But the State Department has not implemented that law (under either Obama or Bush) because it says the law violates the department’s ability to set foreign policy. The Israeli-Palestinian peace process is so sensitive, the State Department maintains, that it is critical that U.S. passports only say Jerusalem.Presidents often have found themselves at odds with Congress over Jerusalem. President Truman favored an international regime for Jerusalem, while Presidents Carter, Reagan and Clinton all believed that negotiation should resolve the status of Jerusalem.Congress has been more hawkish on the issue. If the Obama administration wants to soften its image among Israel supporters as being questionably interested in Israel's interests, then refusing to describe Jerusalem as Israel's capital was probably not the way to do it. In a press conference today, State Department spokeswoman Victoria Nuland did exactly that, to the consternation of many reporters who repeatedly kept trying to clarify her remarks, only to be repeatedly stonewalled. The Weekly Standard has a transcript of the exchange, of which the relevant passage is as follows:

Q: Is it the view of the -- of the United States that Jerusalem is the capital of Israel, notwithstanding the question about the embassy -- the location of the U.S. embassy?
MS. NULAND: We are not going to prejudge the outcome of those negotiations, including the final status of Jerusalem.
Q: Does that -- does that mean that you do not regard Jerusalem as the capital of Israel?
MS. NULAND: Jerusalem is a permanent-status issue. It's got to be resolved through negotiations.
Q: That seems to suggest that you do not regard Jerusalem as the capital of Israel. Is that correct or not?
MS. NULAND: I have just spoken to this issue --
Q: (Inaudible.)
MS. NULAND: -- and I have nothing further to say on it.
Q: You've spoken to the issue --
MS. NULAND: Yeah.
Q: -- but (haven't answered ?) the question. And I think there's a lot of people out there who are interested in hearing a real answer and not saying -- and not trying to duck and say that this has got to be resolved by negotiations between the two sides.

MS. NULAND: Our policy with regard to Jerusalem is that it has to be solved through negotiations. That's all I have to say on this issue.

The story comes just after the Washington Free Beacon noted that the State Department had listed Israel and Jerusalem as separate entities in a press release, which has since been amended. Originally, the release read as follows:

The Club Of Rome

Founded in 1968, the Club of Rome is a global think tank that deals with a variety of international political issues. According to its website, the Club of Rome is composed of "scientists, economists, businessmen, international high civil servants, heads of state and former heads of state from all five continents who are convinced that the future of humankind is not determined once and for all and that each human being can contribute to the improvement of our societies.

The Ten Kingdoms - The ten regions originated with the Club of Rome think tank, and was established by the United Nations. The Club of Rome was given the task of uniting Europe, and dividing the world into manageable blocks. The world’s 190-plus states now co-exist with a larger number of powerful non-sovereign and at least partly (and often largely) independent actors, ranging from corporations to non-government organisations (NGOs), from terrorist groups to drug cartels, from regional and global institutions to banks and private equity funds. The sovereign state is influenced by them (for better and for worse) as much as it is able to influence them. The near monopoly of power once enjoyed by sovereign entities is being eroded.As a result, new mechanisms are needed for regional and global governance that include actors other than states. This is not to argue that Microsoft, Amnesty International, or Goldman Sachs be given seats in the United Nations General Assembly, but it does mean including representatives of such organisations in regional and global deliberations when they have the capacity to affect whether and how regional and global challenges are met.Moreover, states must be prepared to cede some sovereignty to world bodies if the international system is to function.

This is already taking place in the trade realm. Governments agree to accept the rulings of the World Trade Organisation because on balance they benefit from an international trading order, even if a particular decision requires that they alter a practice that is their sovereign right to carry out.Some governments are prepared to give up elements of sovereignty to address the threat of global climate change. Under one such arrangement, the Kyoto Protocol, which runs through 2012, signatories agree to cap specific emissions. What is needed now is a successor arrangement in which a larger number of governments, including the United States, China and India, accept emission limits or adopt common standards because they recognise that they would be worse off if no country did.All of this suggests that sovereignty must be redefined if states are to cope with globalisation.At its core, globalisation entails the increasing volume, velocity and importance of flows within and across borders of people, ideas, greenhouse gases, goods, dollars, drugs, viruses, emails, weapons, and a good deal else, challenging one of sovereignty’s fundamental principles: the ability to control what crosses borders in either direction. Sovereign states increasingly measure their vulnerability not to one another, but to forces beyond their control.

Globalisation thus implies that sovereignty is not only becoming weaker in reality, but that it needs to become weaker. States would be wise to weaken sovereignty in order to protect themselves, because they cannot insulate themselves from what goes on elsewhere. Sovereignty is no longer a sanctuary.This was demonstrated by the American and world reaction to terrorism. Afghanistan’s Taliban government, which provided access and support to al-Qaeda, was removed from power. Similarly, America’s preventive war against an Iraq that ignored the UN and was thought to possess weapons of mass destruction showed that sovereignty no longer provides absolute protection. Imagine how the world would react if some government were known to be planning to use or transfer a nuclear device or had already done so. Many would argue correctly that sovereignty provides no protection for that state.

Necessity may also lead to reducing or even eliminating sovereignty when a government, whether from a lack of capacity or conscious policy, is unable to provide for the basic needs of its citizens. This reflects not simply scruples, but a view that state failure and genocide can lead to destabilising refugee flows and create openings for terrorists to take root.The North Atlantic Treaty Organisation’s intervention in Kosovo was an example where a number of governments chose to violate the sovereignty of another government (Serbia) to stop ethnic cleansing and genocide. By contrast, the mass killing in Rwanda a decade ago and now in Darfur, Sudan, demonstrate the high price of judging sovereignty to be supreme and thus doing little to prevent the slaughter of innocents.Our notion of sovereignty must therefore be conditional, even contractual, rather than absolute. If a state fails to live up to its side of the bargain by sponsoring terrorism, either transferring or using weapons of mass destruction, or conducting genocide, then it forfeits the normal benefits of sovereignty and opens itself up to attack, removal or occupation. The diplomatic challenge for this era is to gain widespread support for principles of state conduct and a procedure for determining remedies when these principles are violated.The goal should be to redefine sovereignty for the era of globalisation, to find a balance between a world of fully sovereign states and an international system of either world government or anarchy.The basic idea of sovereignty, which still provides a useful constraint on violence between states, needs to be preserved. But the concept needs to be adapted to a world in which the main challenges to order come from what global forces do to states and what governments do to their citizens, rather than from what states do to one another.

BEIRUT - Syrian activists said Monday that pro-government gunmen have killed at least 16 people — including children — in a rebel stronghold recaptured by the government in the embattled central city of Homs.The state media in Damascus, which often ignores claims by activists, confirmed killings in Homs but blamed armed terrorists as it frequently calls those behind the uprising.Fresh from stamping out rebel centres of resistance in Homs, government forces are pressing on with new offensives in other parts of central and northern Syria. The reports of the killings add to concerns that the hundreds of civilian deaths caused by the fighting will be compounded by reprisals against opposition supporters in the recaptured towns and neighbourhoods.They will add to the pressure on U.N. Security Council members who are meeting to decide what to do next to stop the violence, as the international community's current ongoing effort — a peacemaking mission by U.N. envoy Kofi Annan — falters with both government and opposition refusing to talk to one another.The Britain-based Syrian Observatory for Human Rights said at least 16 people were killed Sunday night while the Local Coordination Committees said 45 were murdered. Homs is the Syrian city hardest hit by violence since the uprising against President Bashar Assad's regime began in March last year. Several Homs, including Karm el-Zeytoun where Sunday's deaths occurred, were controlled by rebels and retaken by government forces earlier this month.Karm el-Zeytoun has witnessed intense anti-regime protests in the past months. It is one of several neighbourhoods in Homs that have large populations both of Alawites — a Shiite offshoot that dominates the Damascus regime — and of Sunnis — who make up much of the opposition against it.The Observatory said that after the killings, many people fled Karm el-Zeytoun as well as the nearby neighbourhoods of Bab Dreb and Nazihin, for fear pro-government gunmen might carry out similar attacks.Pictures posted online by activists showed the bodies of five children who were disfigured after being apparently hit with sharp objects. At least six dead adults were covered with sheets.An amateur video posted online showed men wrapping the bodies of the dead with white cloth in accordance with Muslim tradition before burial.This is what they do to us, the Sunnis. The group urged citizens to carry black ribbons and flags and wear black shirts in sign of mourning.Syria's state-run media quoted an unnamed official as saying that armed groups in some areas in Homs are kidnapping people, then killing and disfiguring them in order to bring international condemnation to the regime.Assad's regime blames the uprising on armed groups and terrorists acting out a foreign conspiracy.The bloody conflict in Syria is likely to dominate public and private talks Monday when key ministers meet at the United Nations on the Israeli-Palestinian conflict and challenges from the Arab Spring.U.S. Secretary of State Hillary Rodham Clinton and Russian Foreign Minister Sergey Lavrov will hold bilateral talks as ministers from the 15 council nations attend an open Security Council meeting to look ahead after last year's Arab uprisings.Much attention is likely to be focused on the private meeting between Clinton and Lavrov, which is expected to be dominated by serious differences over how to address the violence in Syria, which the U.N. estimates has killed over 7,500 people.

Damascus blames them on armed groups but the opposition says they are caused by government shelling.In the northeastern city of Qamishli, hundreds of Kurds marched to mark the eighth anniversary of clashes between Syrian Kurds and security forces that began in the city then spread to the nearby cities of Hasaka and Aleppo. The 2004 violence left 25 killed and 100 wounded.
Kurds — the largest ethnic minority in Syria — make up 15 per cent of the country's 23 million people and have long complained of neglect and discrimination. However, since the uprising began they have not taken a major role in anti-Assad activities.
The gathering in Qamishli observed a moment of silence to protest the killings of civilians in Homs, said Osso, who spoke from the area.

Q&A: When And How Israel Will Attack Iran

A very big question mark hanging over the global table is what the heck is going to happen between Iran and Israel. I spoke with a fellow in Europe I know who has an informed opinion. There were no secrets discussed, but his thoughts on some of the variables including Syria, bunker bombs and timing were interesting.

Will Israel allow Iran to develop a nuke? Not a chance in hell.What is the over - under on timing? Certainly less than two years.Does Israel have the capacity to take out concrete hardened facilities in Iran? Yes, but this is by no means an easy task.

Explain?
It is not possible for the Israel Air force to attack without going over some other country’s border. The choices are Turkey (Iraq then Iran), Jordan (Saudi Arabia, Iraq then Iran), Syria (Iraq then Iran) or Saudi Arabia (Direct to Iran).

Which route will Israel choose?
It will go over Syria. There would be heck to pay if Israel went over Turkey or Jordan. If the Saudis permitted it, the Iranians would retaliate by assassinating Saudis all over the world. So it will be Syria. This is especially true as the country is in chaos today.Will Syria attempt to shoot down Israeli aircraft flying over its territory? Yes, it has surface-to-air capability and it also has MiG-23 and MiG-27 fighters. The Israelis will escort their bombers over Syria with their F16s. These fighters will wipe out anything that Syria puts up. The ground-based defenses are old, and no doubt poorly manned these days.Is it a problem if Israeli attack bombers fly over Iraqi territory? No one gives a s--- about Iraq anymore.

What happens when the Israeli bombers get over Iranian air space? This question has no answer. If it happens, this would be the most advertised air attack in history. The Iranians have sophisticated radar and surface to air capability they bought from China. It would be a mistake to assume that an attack can be made without losses.
How would the attack take place? Israel will use its F15s. Each plane will be armed with a single laser-guided bunker buster bomb. It will use their F16s as escorts.

Palestinians to give Israelis deadline on talks

As he threatened to cancel previous agreements with Israel and continued to set preconditions for peace negotiations, Palestinian Authority Chairman Mahmoud Abbas claimed Saturday the Hamas terror group has agreed to accept a Palestinian state along the pre-1967 borders.In an interview with the Al Jazeera television network, cited by Channel 10 News, Abbas said that the Ramallah-based PA government that controls Arab areas in Judea and Samaria, and Hamas, do not have any political differences. We agreed that the negotiations with Israel will continue provided that Israel stops building settlements. There is also an agreement on non-violent demonstrations, Abbas claimed.Abbas recently reached a unity deal with Hamas, his longtime political rival. The unity deal called to have Abbas lead an interim unity government ahead of general elections. During subsequent talks in Cairo last, however, Hamas reneged on the previous agreement and outlined new terms.During the interview with Al Jazeera, however, Abbas denied there were any issues with Hamas and proceeded to blame Israel for the stalled peace talks.The day the agreement was signed I said there would be a transitional autocratic government which will be led my own way, he said.The problem is with Israel. No matter how much we try to talk, Israel is always against. At first they said that cannot make peace only with Judea and Samaria, and then they asked me to choose between Hamas and Israel. It's all an excuse because they do not want peace.

The interview concluded with Abbas being asked whether he was optimistic about the peace process, to which he responded by hinting that the PA would continue to seek statehood unilaterally.I'm neither optimistic nor pessimistic, he said.How are we going to reach a solution using the data that we have? Many countries have recognized us so far. Most European countries recognize us and will upgrade our representation to an embassy level. There is no other way.Earlier on Saturday it was reported that Jordanian Foreign Minister Nasser Judeh is set to deliver a letter in which the government of Israel and Palestinian Authority detail their conditions for peace talks to resume.The Al-Arabiya network reported that the letter repeats the PA’s previous demands, which are seen by Israeli officials as an excuse to forestall talks. These include a demand that Israel accept the indefensible pre-1967 lines as a basis for future borders, release terrorists who were imprisoned before 1994, and halt settlement construction in the disputed territories.While these demands are ones the PA has made for a long time, there is a new demand this time around. The PA is now demanding that Israel respect agreements signed between the parties. It does not make sense that only the Palestinians abide by these commitments,it claims.The entity is also threatening to cancel all agreements signed after 2000 if Israel does not agree to their demands before peace talks.

At the EU summit meeting in Brussels on Friday, all countries in the union, with the exception of the United Kingdom and the Czech Republic, signed a fiscal governance pact that would compel the signatories to incorporate the principle of a balanced budget into national law.Countries that flouted the rules and ran up a deficit would be under surveillance and would be forced to carry out structural reforms. If they did not, they could be hauled before the European Court and fined. When 12 of the 17 eurozone countries have ratified the treaty it will go into law. The enticement t sign is that only signatories will be entitled to draw upon the European bailout funds.No sooner was the ink dry on the treaty, when two signatories – Spain and Holland, let it be known that they would find it difficult to meet the 3% of GDP deficit limit. Spain is in a particularly difficult situation as the new Popular Party government of Mariano Rajoy inherited a deficit of over 8% and even with Herculean efforts, the government cannot meet its target of halving the deficit . Spain's economy is contracting and already high unemployment grew by an additional 2%. Spain, however, encountered little sympathy aside from praise for its efforts up to now.

Finnish Prime Minister Jyrki Katainen told reporters we have common rules for everybody and we have just agreed on new, tougher rules so it would be completely wrong...to give more room for the deficit.Spain's difficulties were known. Holland, with its AAA rating and previous insistence on fiscal discipline, is an unpleasant surprise. The Dutch government predicts deficits of 4.5%, 4.1% and 3.3% during the next 3 years in violation of the treaty that Holland just signed.The government had planned to stagger €18 billion in budget cuts over the next 4 years, Now, if it is to conform to the budget, it will have to cut €15 billion next year alone. This will pose both a fiscal and coalition crisis. Holland is governed by a minority government that receives external support from the Freedom Party, which advocates restrictions on immigration and a populist economic policy. It is doubtful that the Freedom Party can swallow such massive cuts.
