The eight day festival that consists of Sukkot and Shmini Atzeret/Simchat Torah comes to an end Monday night, bringing an end to the month long holiday season and starting the regular year.In Israel, a popular expression is "Acharei Hachagim" - lets' wait till after the holidays - as the entire country seems to put off whatever it can from Rosh Hashannah, sometimes even from the preceding month of Elul,  until the day after Shmini Atzeret/Simchat Torah.The Sukkot holiday marks the last of three yearly pilgrimage festivals to Jerusalem and the Holy Temple - preceded by Pesach and Shavuot - and also the end of the Tishrei holidays, Shmini Atzeret, which begins Sunday evening and is mandated in the Torah as a final "encore" holiday.It is an additional day, celebrated on the day immediately following Hoshanna Raba, the solemn last and seventh day of Sukkot which is observed with mystical prayers for salvation in which the congregation marches around the bimah (table for reading the Torah, in the center of the synagogue, ed.) seven times holding the Four Species and then slams five willow branches on the floor to sympbolize the destruction of our sins but also that awaiting Israel's enemies - the latter reason not made public knowledge for obvious reasons, as the Maharsha says, positing it as the real meaning of the willow beating.Hoshanna Raba is also the day on which the Sages said that one's year is finalized by the Almighty and Jews greet one another with the words "Pitka Tava" - hope the Heavenly note with your future is a positive one.As Sukkot ends, G-d feels for the Jewish people, who want just one more day of joy before returning home from Jerusalem for the winter season and grants it to them. Jewish sages said that G-d, too, says: "It is hard for Me to see you leaving [for home]" and added the "encore" day. In Israel, Shmini Atzeret and Simchat Torah are combined in a one-day holiday. Outside of israel, they are separate and celebrated for two days - Shmini Atzeret on the first day, and Simchat Torah on the second.On Shmini Atzeret, the solemn prayer for winter rains is said, as well as the Yizkor prayer for deceased parents.

The Simchat Torah final holiday marks the conclusion - and starting again - of the annual public weekly readings of the Five Books of Moses, and commemorates the supreme Jewish idea of Torah study in general. Hours-long dancing with the Torah (known as hakafot) in synagogues, yeshivot, and even in the streets marks the day in Jewish communities around the world.Every male in the synagogue gets called to the Torah, necessitating, in large congregations, using several scrolls and repeating the reading several times. The young children are called up together at the end of the reading, standing - or held - under a prayer shawl while the congregation recites Jacob's blessing to his grandsons.It has become customary of late for large groups of youths to spend the holiday in towns where the Jewish community is in need of "strengthening," to extend the Simchat Torah joy as far and wide as possible.In Israel, once the holiday is over, tens of thousands of people attend Hakafot Shniyot, another round of dancing and singing, at celebrations with live music in honor of the Torah that take place all over the country, indoors and outdoors.Two of the most well known are the outdoor Hakafot Shniyot honoring the different Jewish "edot" [customs of Jews in different parts of the Diaspora] in Jerusalem's Liberty Bell Park sponsored by philanthropist Eugen Gluck and the Hakafot Shniyot at Beit HaRav, the Jerusalem home of Israel's first Cheif Rabbi , Rav Avraham Yitzchak Hakohen Kook.Chag Sameach from Arutz Sheva! Tishri 22, the day after the seventh day of Sukkot, is the holiday Shemini Atzeret. In Israel, Shemini Atzeret is also the holiday of Simchat Torah. Outside of Israel, where extra days of holidays are held, only the second day of Shemini Atzeret is Simchat Torah: Shemini Atzeret is Tishri 22 and 23, while Simchat Torah is Tishri 23.These two holidays are commonly thought of as part of Sukkot, but that is technically incorrect; Shemini Atzeret is a holiday in its own right and does not involve some of the special observances of Sukkot. We do not take up the lulav and etrog on these days, and our dwelling in the sukkah is more limited, and performed without reciting a blessing.Shemini Atzeret literally means "the assembly of the eighth (day)." Rabbinic literature explains the holiday this way: our Creator is like a host, who invites us as visitors for a limited time, but when the time comes for us to leave, He has enjoyed himself so much that He asks us to stay another day. Another related explanation: Sukkot is a holiday intended for all of mankind, but when Sukkot is over, the Creator invites the Jewish people to stay for an extra day, for a more intimate celebration.
Simchat Torah means "Rejoicing in the Torah." This holiday marks the completion of the annual cycle of weekly Torah readings. Each week in synagogue we publicly read a few chapters from the Torah, starting with Genesis Ch. 1 and working our way around to Deuteronomy 34. On Simchat Torah, we read the last Torah portion, then proceed immediately to the first chapter of Genesis, reminding us that the Torah is a circle, and never ends.This completion of the readings is a time of great celebration. There are processions around the synagogue carrying Torah scrolls and plenty of high-spirited singing and dancing in the synagogue with the Torahs. Drinking is also common during this time; in fact, a traditional source recommends performing the priestly blessing earlier than usual in the service, to make sure the kohanim are not drunk when the time comes! As many people as possible are given the honor of an aliyah (reciting a blessing over the Torah reading); in fact, even children are called for an aliyah blessing on Simchat Torah. In addition, as many people as possible are given the honor of carrying a Torah scroll in these processions. Children do not carry the scrolls (they are much too heavy!), but often follow the procession around the synagogue, sometimes carrying small toy Torahs (stuffed plush toys or paper scrolls).In some synagogues, confirmation ceremonies or ceremonies marking the beginning of a child's Jewish education are held at this time.

Israeli military: Armed Syrians approach border

JERUSALEM (AP) — Dozens of armed men gathered on the Syrian side of the cease-fire line in the Israel-controlled Golan Heights Wednesday, prompting authorities to close a tourist site as a precaution, the Israeli military said.An Israeli spokesman said it was unclear what the armed Syrians were doing. He said there was no violence or attempts to cross the border. He spoke on condition of anonymity under military rules.
Israeli forces there were on alert.The armed men were not wearing uniforms. It was not clear if they were soldiers from the Syrian army or rebel forces battling President Bashar Assad's regime.Israelis are concerned that fighting from Syria's civil war could spill across the border. Last month, several mortar shells exploded in Israeli-controlled territory. Nobody was hurt. Israel said the shells were misfired.Israeli officials have also expressed concern that the frontier region could turn into a lawless area like Egypt's Sinai desert, where Islamic militants have gained strength since the ouster last year of Egyptian President Hosni Mubarak.
Israel and Syria have been bitter enemies for decades, but there is concern in Israel that if the Assad regime is toppled, the country could fall into the hands of Islamic extremists or descend into sectarian warfare, destabilizing the region.An Israeli tour group visiting Mount Hermon, the Golan site closest to the border spot, left without incident, and the site was temporarily closed Wednesday as a precaution. "It happened far away from the site, but to be on the safe side, the tourists were told to go down from the mountain to the lower part of the resort," said Shaul Ohana, who manages the site.Last year in a demonstration, thousands of people stormed the border fence from Syria, and hundreds burst through. At least 15 infiltrators were killed that day in clashes on the Syrian and Lebanese borders.Israeli officials accused Damascus of promoting the clash to try to divert attention from the violence within Syria.Since then Israel has beefed up security in the area.Israel captured the Golan Heights from Syria in the 1967 Mideast war. It later annexed the strategic territory overlooking northern Israel in a move that is not recognized internationally.

France’s most populous administrative zone, encompassing the capital Paris, has signed a cooperation agreement with the Palestinian district of Jerusalem, a move organizers say is designed to send a “political message” of solidarity with the Palestinians and their aspirations for a future capital in the city.The French region described the agreement as the “first of its kind.”The decision is a blow to Israel’s claim that the eastern sector is part of its united capital. A spokesman for Israel’s Foreign Ministry said east Jerusalem “does not exist” as a separate entity and that the French council was “living in a make-believe world.”
The Regional Council of Île-de-France voted September 28 in favor of a “decentralized cooperation agreement” with the Palestinian Authority (PA) district of Jerusalem, making it “the first French community to sign an agreement of cooperation with the Arab part of the holy city,” a statement on the council’s website read. The agreement is to be officially signed during the month of October.Israel extended its sovereignty to the entire city of Jerusalem following the Six-Day War of 1967, and does not recognize the PA’s Jerusalem district, which incorporates some 400,000 Palestinian residents in Jerusalem and its outskirts.Île-de-France has earmarked 300,000 euros for the cooperation agreement, which will support vocational training, entrepreneurship, culture, health and social action, as well as “institution building.”In Jerusalem, 78 percent of Palestinian inhabitants live below the poverty line, the statement continues, and the French projects will focus on “improving the living conditions of local populations.”The agreement was initiated in early 2011 by Green Party councilmen Jacques Picard and Michel Bock, who also serves as chairman of the international and European action committee in the  regional council of Île-de-France.
‘That Palestinian entity [the Jerusalem district]  does not exist,’ Hirschon told The Times of Israel. ‘[the French Region] seems intent on ignoring reality and living in a make believe world’
Picard told The Times of Israel that the idea of collaborating with a Palestinian district was first raised in 2004. It was only natural to twin Paris with the capital of the future Palestinian state, Jerusalem, he said.
“There is very high sensitivity to the Palestinian cause in France,” Picard said. “This symbolic move is certainly intended to send a political message. If such regional exchanges can contribute to peace, all the better.”Picard noted that the cooperation with Jerusalem was endorsed by French Minister for Cooperation Henri de Raincourt in a public speech delivered in Hebron in January 2012.Paul Hirschon, a spokesman for Israel’s Foreign Ministry, said the ministry was unaware of the agreement. But he added that such initiatives discouraged the Palestinians from returning to the negotiating table with Israel.

Jerusalem’s status as Israel’s capital is not up for debate

“Jerusalem is and will remain the capital of Israel. The parties have agreed that Jerusalem is a matter for final status negotiations. It should remain an undivided city accessible to people of all faiths.” This statement, taken from the 2008 Democratic Party platform, was removed from the Democrats’ 2012 platform last week, only to be reinstated by President Barack Obama after an onslaught of opposition. Fortunately, Obama made the right decision in reaffirming Jerusalem as Israel’s capital.Jewish national identity was formed over 3,000 years ago in the land of Israel, with King David making Jerusalem the capital of the Israelite Kingdom in 1000 B.C.E. and his son, King Solomon, building the First Jewish Temple in Jerusalem 40 years later. Throughout history, Jews have regarded Jerusalem as the capital of their ancient ancestral homeland, facing Jerusalem during prayer in a similar fashion to Muslims who pray towards the Kaaba in Mecca. While the number of Jews in Israel has fluctuated across the centuries (the Jewish community significantly declined from massacres by Crusaders in the 12th century, for example), Jews have maintained a continuous presence in the land of Israel.Therefore, as the only sovereign Jewish state, Israel has a right to declare Jerusalem as her capital. America’s denial of that right only isolates a valuable ally in the Middle East, and increases political tension in already troubled times considering Iran’s nuclear ambitions. Furthermore, it is not the Democrats’ role to dictate the capital city of an ally — after all, Americans would never grant Britain or France the right to determine whether Washington, D.C. is the capital of the United States. Every autonomous, self-governing state has the right to decide their own capital city within their borders and control. Therefore, the political status of Jerusalem, although one of the most contentious issues in any future peace agreement between the Israelis and Palestinians, can only be determined by Israel; it cannot be imposed by foreign nations or international bodies.Furthermore, the clause that Obama reinstated into the 2012 Democratic platform not only called for Jerusalem to remain as the eternal capital of Israel, but also recognized the importance of Jerusalem continuing to remain open and accessible to all of the world’s faiths. This distinction is important because historically, access to holy cities for pilgrimages and worship has been limited. For example, from 313–637 C.E., Jews were prohibited from entering Jerusalem, and even today access to Mecca and Medina is strictly prohibited to non-Muslims. With Jerusalem under Israeli control, all religions will have access to their holy sites in the city.It is also important, however, that Jerusalem not become a partisan issue in the upcoming presidential election because this will detract attention from more serious foreign policy issues like Iran’s nuclear program. Instead, American politicians should be concerting their efforts to prevent Iran from developing nuclear capabilities, which would have dire consequences for the United States, Israel, and the entire Western world. Unfortunately, Jerusalem has already begun to turn into a partisan issue, with Republican presidential candidate Mitt Romney asserting that Obama has “thrown Israel under the bus” for not standing by Israel and unequivocally declaring Jerusalem as Israel’s capital. By officially declaring that “Jerusalem is and will remain the capital of Israel” in the Democrats’ 2012 platform, Obama has hopefully side-stepped a potentially very dangerous and distracting partisan debate on the heels of the upcoming election.

New York Times ad seeks candidates for joint Israeli-Palestinian parliament

An initiative to establish an Israeli-Palestinian confederation and joint parliament was publicized Monday with a full page advertisement in the New York Times, aimed at recruiting 1,500 parliamentary candidates from both sides of the conflict.The initiative was launched by Israeli-born lawyer Josef Avesar, a California resident, and has been endorsed by former Israeli foreign minister Shlomo Ben Ami and Palestinian peace activist and National Council member Hanna Siniora.Elections for a planned joint Israeli-Palestinian parliament are to be held on December 12, and the Confederation’s website allows Israeli and Palestinians over the age of 21 to submit their candidacy for parliament member or president. The parliament is to include 300 members, elected by 300 voting districts encompassing Israel and the Palestinian territories. Candidates must declare online “under penalty of perjury” that they are residents “of Israel or Palestine.”The joint parliament is not intended to replace the existing Israeli and Palestinian legislatures, organizers explain, but rather help bridge the gap between the sides. According to the parliament’s constitution, legislation can only pass with the consent of both sides.With a board of directors located in the United States, it is unclear where the parliament would convene once elected. Article 1 of the Israeli-Palestinian Confederation’s constitution stipulates only that “the time, place, and manner of the Parliament’s legislative sessions and voting mechanism shall be prescribed by the Parliament.”

JTA — Seventy percent of Americans view Israel favorably, according to a survey conducted by the Foreign Policy Initiative.Moreover, when asked their view of Israel, nearly 81 percent of political conservatives shared that favorable view, while the number was at 68.5 percent for moderates and approximately 63 percent of liberals.The survey, called “Foreign Policy Matters in 2012,” was conducted Sept. 15-17 by Basswood Research for the Foreign Policy Initiative.
