Merkel and Hollande call for full-time euro President

BRUSSELS - One day after he rejected EU "dictates" on economic policy, French leader Francois Hollande and Germany's Angela Merkel have called for the creation of a full-time euro "President."The idea came in a joint text published on Thursday (30 May) during Merkel's visit to Paris.The paper says that "a full-time President for the Eurogroup of finance ministers relying on wider resources" should be created after the EU elections in 2014.It calls for: more frequent eurozone summits; a "specific fund for the euro area" alongside the general EU budget; and new "structures" in the European Parliament to oversee euro-level economic governance.It says eurozone countries should sign binding contracts on economic reform with EU institutions.
It also makes a number of concessions on French concerns.It says that a new resolution mechanism for failed banks "should be established on the basis of the current [EU] treaties."It calls for €6 billion of EU spending on youth unemployment to be "front-loaded" in the first two years of the 2014 to 2020 EU budget. It also says the EU should co-ordinate "minimum wage floors" to keep workers out of poverty.Meanwhile, a 50-minute-long Merkel-Hollande press conference at the Elysee palace was punctuated by a moment of hilarity.At one point, the German Chancellor said "the issues on which we are working have been discussed by [former French leader] Francois Mitterand," before correcting herself to say: "Francois Hollande, not Francois Mitterand. Francois Hollande."The meeting tried to make a show of good Franco-German relations following a series of Hollande-Merkel disagreements.Hollande said: "Everyone says we don't agree. Most of the time we do agree. There are nuances, but you [the press] emphasise those nuances."Merkel's remarks showed that gripes remain, however.In the context job security laws in France, she said: "We reformed our labour markets … We put flexibility into labour law. He added: "Hollande's severe reaction shows the considerable desperation that, one year after coming to power, his government has still not found effective answers to the economic and fiscal problems of their country."CDU deputy speaker Michael Fuchs noted: "It [EU-level governance] can't work when a big country like France says it can do what it wants."Referring to the commission's extra time on the French deficit, the CDU's budgets spokesman, Norbert Barthle, said: "France won't be able to bank on such indulgence again."Hollande and Merkel on Thursday also visited an exhibition at the Louvre museum to mark 50 years of Franco-German unity.Merkel said the paintings are "very beautiful."But the display itself has become a minor irritant.Some of the pictures - such as the Hell of Birds by Max Beckmann, which depicts a four-breasted female monster doing a Nazi salute - have attracted angry comment in German newspapers.

UN says EU border policy harms human rights

BRUSSELS - EU border policies focus too much on security instead of human rights, a UN official has said.
"Within EU institutional and policy structures, migration and border control have been increasingly integrated into security frameworks that emphasise policing, defence and criminality over a rights-based approach," Francois Crepeau, the UN special rapporteur on human rights of migrants said on Thursday (30 May) at a panel in the European Parliament.Crepeau has drafted a study on migration and policy concerning transit countries Tunisia and Turkey and entry countries Italy and Greece.He said systematic detention of migrants is used as a form of border control.He noted that EU policy, which requires fundamental rights to be respected, is flouted when member states detain migrants for unlimited periods of time.He said that in Italy and Greece, officers from the EU border agency Frontex are allowed access to detained migrants within 48 hours of their arrival. But the same rapid access is denied to the Red Cross.He also highlighted detentions of children.
“Detention is never in the best interest of children,” he said.His comments on EU migration and border policy follow a political agreement between member states and the European Parliament late on Wednesday evening.The European Commission says the deal will strengthen governance of the EU borderless Schengen zone and introduce a new EU-level mechanism to address “persistent and serious deficiencies.”Under the agreement, a member state unable to secure its external border will be entitled to EU financial support and additional aid from Frontex, the European Asylum Support Office or the EU police agency Europol.
The commission, backed by qualified majority of member states, could propose to allow a temporary reintroduction of border controls for a limited period of time.Member states could also shut down their own internal borders on a unilateral basis if they feel threatened by political demonstrations, high-profile political meetings, or sporting events.They will still need to consult the commission on the closures, which will issue a non-binding opinion.“What we are trying to do is to make sure that member states cannot close the border, claiming that there is a massive migration pressure or things like that,” the EU commissioner for home affairs, Cecilia Malmstrom, noted.The parliament and the commission have praised the agreement, saying it will also help save the lives of migrants who attempt the perilous sea journey across the Mediterranean.Malmstrom said that a new structure, the European external border surveillance system (Eurosur) will help "prevent irregular border crossing, to counter cross-border crime, and very importantly to reduce the loss of life at sea."Not all MEPs are convinced.German Green deputy Ska Keller said the new system is designed to seal off Europe’s borders and prevent refugees from setting off from North Africa towards Europe.“In practical terms, this means the EU is effectively shifting its borders to countries that lack an asylum system and may not even be signatories to the Geneva Convention,” she said in a written statement.Drones and satellites imagery will be used to detect the sea-crossings, she noted.The parliament’s civil liberties committee will vote on the Eurosur agreement on 10 June.It is set to become operational on 2 December 2013 in member states with external borders and from 1 December 2014 everywhere else.

Prime Minister Binyamin Netanyahu hinted in a meeting with Russian President Vladimir Putin that if Russia sends S-300 missiles to Syria, Israel will destroy them before they become operational. So reports Maariv based on reports from diplomatic sources who were updated regarding the meeting between the two leaders.Netanyahu’s language reportedly was echoed by National Security Advisor Yaakov Amidror, who told EU diplomats that Israel would prevent Russian S-300s delivered to Syria from becoming operational.
Those present at the meeting were reportedly “shocked” by Netanyahu’s bold language in speaking to the leader of a world power.On Thursday Syrian President Bashar Assad told the Lebanese television channel Al-Manar that if Israel carries out another airstrike in Syria, Syria will strike back.“There is clear popular pressure to open a new front of resistance in the Golan… The next time Israel attacks, if it attacks, we will have a strategic response. A bombing against a bombing,” he said.Israel is believed to be behind several recent airstrikes on Syrian weapons sites. The strikes were reportedly motivated by concern over the possible transfer to Hizbullah or other anti-Israel terrorists of Syria’s chemical weapons. It is believed that Assad might trigger a conflict with Israel in a last ditch attempt to unify Syria behind his rule.

Prime Minister Binyamin Netanyahu recently ordered the defense system to ensure that personal protection kits, which include gas masks, are distributed to all Israelis, Channel 10 News reported on Thursday.
Netanyahu’s order comes in the wake of reports that chemical weapons have been used in the Syrian civil war and the recent escalation along Israel’s northern border.According to the report, only about 42% of Israelis currently possess these kits due to budgetary issues related to the financing for their distribution. Netanyahu has asked to speed up the steps that are necessary to be taken in order to quickly equip 100% of Israelis with gas masks.In order to carry out the order, a significant investment of 1.3 billion shekels to complete the distribution of the kits, and another 300 million shekels per year for their maintenance, will be required. This will be taken from the citizens’ pockets in the form of an increase in the amounts paid to the National Insurance Institute.Another option being examined is asking citizens to pay for the kits when they are handed out, reported Channel 10.On Thursday, Syrian President Bashar al-Assad said that despite the portrayal by the media of a deal for advanced missiles to be purchased from Russia as a future event, the fact is that Syria has already begun acquiring the S-300 missile system from Moscow.Assad said that shipments of the S-300 system were already underway, and that some had already arrived. Relating to the possibility that Israel would attempt to eliminate the missiles once they were in Syria, Assad said that Damascus would “immediately retaliate.” He added that he would “not hesitate to arm groups that were working to liberate the Golan.”Speaking to Hizbullah’s Al-Manar network, Assad said, “There is clear popular pressure to open a new front of resistance in the Golan. This is a political-ideological matter that will eventually turn into a military one.”

There is no contradiction between the proposed amendment to the Israeli Basic Law—which affirms the state of Israel’s Jewish identity—and the country’s democratic value system, said a representative of the Institute for Zionist Strategies (IZS).The proposed amendment to the Israeli Basic Law, which seeks to uphold the essence of the Land of Israel as “the historic homeland of the Jewish people and the birthplace of the State of Israel” is not a novel idea, but was “inspired by the Israeli Declaration of Independence”, said Adi Arbel, project manager for the IZS.Commenting on the initiative revealed Monday by Coalition Chairman Yariv Levin (Likud Beitenu), Arbel maintained that the concepts of a Jewish state and a democratic state are not antithetical, but rather affirm the original intent behind the Declaration of Independence, as initially proposed by first Israeli Prime Minister David Ben-Gurion.The new bill amends a previous version introduced by former Kadima MP Avi Dichter in November 2011 which similarly declared Israel "the national home of the Jewish People, wherein the Jewish People fulfills its aspiration for self-determination in accordance with its historical and cultural heritage." “This is a Jewish state that’s a democracy, not a democracy with some Jewish elements,” said MK Levin, commenting Monday on the proposal. “We need to strengthen these principles, and give them legal priority,” he maintained.The bill calls for Jewish tradition to be the guiding force behind laws and court rulings, granting priority to the inherent Jewish character of the country.It further establishes Hebrew as the official national language, but allows the Knesset the ability to grant secondary status to other commonly used languages.There are currently eleven Israeli basic laws, said Arbel, noting that 9 of the 11 attest to Israel’s democratic nature. None of the laws, however, have yet sought to safeguard the state’s Jewish character and identity, he said.In the founding years of the state there was a great deal of deliberation as to whether Israel should implement a British-inspired legal system which would not contain a formal constitution, as proposed by David Ben-Gurion, or whether writing a formal constitution would be an imperative step in maintaining the fledgling democracy, as advocated by the leader of the opposition Herut party and Zionist visionary, Menachem Begin.In 1950 the Knesset arrived at a compromise and accepted the Harari Decision, which stipulated that rather than drafting a comprehensive Constitution, it would write chapters in various stages and later compile them into an inclusive document.Known as the Israeli Basic Laws, the Knesset passed nine laws that dealt with the structure and authority of the government during the fist decades of the state.  In 1992, however, the Knesset passed "Basic Law: Human Dignity and Liberty" and "Basic Law: Freedom of Occupation”, which for the first time dealt with human rights.  These laws vastly expanded the power of the Israeli judiciary to impede legislation that it claims conflicts with the principles articulated in the two Basic Laws.Since then, the Supreme Court, under the auspices of Justice Aharon Barak, has sought to create a paradigm in which Israel’s Jewish nature and democratic nature are diametrically opposed, said Arbel.The state’s Jewish identity does not undermine its democratic value system, nor does its democratic value system impede its Jewish growth, Arbel explained.  The two ideals are not only completely compatible, but are inspired by the vision and foresight of the founding Zionist leaders to safeguard their original intent of securing a Jewish and democratic homeland, he said.

Participants included Eric Bissell, President of B'nai Brith Canada, and Dr. Frank Dimant, CEO of B'nai Brith Canada, as well as other officers and directors of the organization. "It is critical that all Birthright, Federation and Jewish groups include a visit to the Temple Mount,” Dimant told Canada's Jewish Tribune newspaper.

ROME ITALY DESCOVERS OLD TORAH SCROLL

ROME (AP) — An Italian expert in Hebrew manuscripts said Wednesday he has discovered the oldest known complete Torah scroll, a sheepskin document dating from 1155-1225. It was right under his nose, in the University of Bologna library, where it had been mistakenly catalogued a century ago as dating from the 17th century.The find isn't the oldest Torah text in the world: the Leningrad and the Aleppo bibles — both of them Hebrew codexes, or books — pre-date the Bologna scroll by more than 200 years. But this is the oldest Torah scroll of the Pentateuch, the five books of Moses, according to Mauro Perani, a professor of Hebrew in the University of Bologna's cultural heritage department.Two separate carbon-dating tests — performed by the University of Salento in Italy and the Radiocarbon Dating Laboratory at the University of Illinois, Urbana-Champaign — confirmed the revised dating, according to a statement from the University of Bologna.Such scrolls — this one is 36 meters (40 yards) long and 64 centimeters (25 inches) high — are brought out in synagogues on the Sabbath and holidays, and portions are read aloud in public. Few such scrolls have survived since old or damaged Torahs have to be buried or stored in a closed room in a synagogue.In a telephone interview Wednesday, Perani said he was updating the library's Hebrew manuscript catalogue when he stumbled upon the scroll in February. He said he immediately recognized the scroll had been wrongly dated by the last cataloguer in 1889, because he recognized that its script and other graphic notations were far older.Specifically, he said the scroll doesn't take into account the rabbinical rules that standardized how the Pentateuch should be copied that were established by Maimonides in the late 12th century. The scroll contains many features and markings that would be forbidden under those rules, he said.
The 1889 cataloguer, a Jew named Leonello Modona, had described the letters in the scroll as "an Italian script, rather clumsy-looking, in which certain letters, as well as the usual crowns and strokes show uncommon and strange appendices," according to the University of Bologna release.Perani, however, saw in the document an elegant script whose square letters were of Babylonian tradition, the statement said.
Perani told The Associated Press it was "completely normal" for a cataloguer to make such a mistake in the late 1800s, given the "science of manuscripts was not yet born."Outside experts said the finding was important, even though older Hebrew bibles do exist."It is fairly big news," said James Aiken, a lecturer in Hebrew and Old Testament studies at Cambridge University. "Hebrew scholars get excited by very small things, but it certainly is important and clearly looks like a very beautiful scroll."However, Giovanni Garbini, a leading expert on ancient Semitic languages and retired professor at Rome's La Sapienza university, said the discovery doesn't change much about what the world knows about Hebrew manuscripts."It's an example of an ancient scroll, but from the point of view of knowledge, it doesn't change anything," he said in a telephone interview.But Stephen Phann, acting president of the University of the Holy Land in Jerusalem and an expert in ancient Jewish manuscripts, said if accurately dated, the scroll is a rare and important find. The Cenacle on Mount Zion where, according to Christian tradition, the Last Supper was held, will become a Catholic place of worship once again.According to the “Protocol Activity” – a permanent protocol between the Holy See and the State of Israel which both sides have agreed on -, it will now be possible to celebrate mass in the Cenacle. The room will be managed by the Franciscan Custody but will remain the property of the State of Israel and will not be handed back to the Franciscans who owned it in the past.The same sources said an agreement has been reached over the issue of the Church’s exemption from property taxes. The Holy Places, places of worship and Catholic cemeteries will be completely exempt from tax payments, but buildings or parts of buildings that are used for commercial purposes e.g.: souvenir shops, bars and restaurants, will be taxed.The Vatican and Israeli delegations will meet again in Rome on 3 and 4 June for bilateral technical meetings and a plenary session. Given the difficulty of the whole process and the numerous crises along the way, it is unlikely the meeting in Rome will result in the two sides signing a definitive agreement. Both Israel and the Holy See’s heads of delegations are newbies: Israel will be represented by its Deputy Minister of Foreign affairs, Zeev Elken and the Vatican by the new Under Secretary for Relations with States, Antoine Camilleri.The two issues which apparently remain unresolved are a parking lot on Mount Zion, where the Cenacle is and a place of worship in Caesarea. While the Custody is claiming ownership of the parking lot, the State of Israel says it cannot change the land’s use as a car parking space, but in exchange, it is offering the Custody a piece of land in different area.The situation is different with the archaeological site of Caesarea. The Latin Patriarchate had a small church dedicated to St. Paul here (St. Paul left Caesarea to go to Rome). When the State of Israel was created, the Patriarchate was dispossessed of the land and the church was demolished. Now the Holy See would like to have a place of worship in the area. The archaeological site which still contains the remains of an old crusader church is a national park and cannot be touched or an entity granted exclusive use of it. The Vatican and Israel are working together to come up with a solution that would make it possible to grant access to and to worship somewhere within the site without ownership being passed on to the Church. Another alternative would be to allocate a piece of land outside the site, where a pilgrim’s residence could be built.The negotiations have been long and complex. Official communiqués always make it look like progress has been made and on numerous occasions announcements – particularly Israeli ones – have indicated that the two sides were on the verge of finally reaching an agreement. This time, the finishing line really does seem to be in sight. If it is not reached on 4 June, then perhaps it will be at the next bilateral meeting.

Christians are the Arab Spring’s biggest losers, says Melkite archbishop Chacour

The Archbishop of Israel’s Greek Melkite Catholic Church, told Vatican Insider the situation in Syria is tragic and asked why the West is doing nothing to help

ANDREA TORNIELLI Haifa “Arab Spring is not the right term. This was no spring. It was a monumental bloodbath. So many died, but the biggest losers are the Christians…” Elias Chacour, the Archbishop of Akko, Haifa, Nazareth and All Galilee of the Melkite Greek Catholic Church is the elder of one of the largest communities of Arab Catholics in Israel. The Church has 80 thousand faithful, 32 parishes and 28 priests. The archbishop met Vatican Insider and other Italian media in his residence in the Israeli city of Haifa, a shining example of peaceful co-existence between religions. During his meeting with journalists, he expressed his concerns about the fate of Christians who have been forced to flee Syria, about the dialogue process with the Orthodox Church and about Pope Francis.“I do not know why so many lost their lives in the Arab “Spring” – which was not a spring at all since it produced no fruits and new life was nowhere to be seen. The Chaldean bishop in the U.S., Ibrahim Ibrahim told me that Detroit’s 4000 Chaldean Christians have now become 130 thousand because many fled the countries where they had previously been living. I ask myself why the West is doing nothing to stop what is going on in Syria. 160 little Christian villages have been completely abandoned. Many are fleeing to Lebanon but we do not know how many. I saw our bishop of Damascus cry like a baby: every single Christian in Syria needs our help; they need every bit of bread and every glass of water they can get…”Archbishop Chacour said all that has happened in Tunisia, Egypt, Libya and Syria over the past few years has been “a turning point in Islamic history. Before, leaders would engage in power struggle without involving the public. We were not happy with the totalitarian regimes but we are not happy today either. This is partly because of the risk of Islamic Sharia law coming into force, which would be abominable. We don’t know what will happen further on down the line,” the archbishop said.The head of the Greek Melkite Church then went on to talk about the domestic situation: “We are Israeli citizens; we have not yet resolved all our problems but we are soldiering on: we must resist any assimilation and work towards integration. Unlike other Christian communities we do not have any foreign protectors.” Chacour saw the agreement over the Easter Sunday date as a big step forward in achieving Christian unity in Israel. We have decided to go by the Julian calendar. This has reduced our differences. The Latin Patriarchate and the Anglicans switched to this calendar too… The streets of Haifa have been blocked off to traffic for three days now. It was such a joy to join our Orthodox brothers and sisters for the Palm Sunday procession. The mayor of Haifa saw this and said: “If you do this every week, I’m behind you.”The archbishop also answered a question about Pope Francis’ decision to emphasise his Bishop of Rome role. The Orthodox looked very favourably upon this, as the Ecumenical Patriarch of Constantinople, Bartholomew I, confirmed in an interview. “It was an act of humility; By focusing on his ole as Bishop of Rome, Francis showed himself to be a hero of humility. Other Popes have often neglected to do this and have ended up seeing themselves as bishops of the world.”But Elias Chacour was keen to stress that “Rome should not be forgotten. But more importantly, we must not forget that it was here that it all started, not in Rome. When my priests go on pilgrimages to Lourdes and Medjugorje, I always say to them: “Tell Mary it’s time she comes home.” People tend to forget Mary is from Nazareth and that Jesus was the man who lived in Nazareth; he’s my fellow countryman.”The Melkite archbishop also talked about the Latin Rite Catholics. “There are fewer of them compared to us. The community of Arab Catholics under the Latin Rite is composed of 10 thousand people but they have a Patriarch, four bishops, hundreds of priests and numerous women religious: lucky them! We need to do more in terms of sharing not just communion. It is not just our problems we should share. You will know that every year we hold a Good Friday collection for the Holy Land’s Christians. I can assure you that although I am Catholic, I see nothing of these offerings.” The collection Chacour was referring to, is traditionally split between the Franciscan Custody of the Holy Land and the Latin Patriarchate.

The situation in the Middle East is grave. War in Syria threatens to drag the region into prolonged conflict. Sectarian strife is tearing countries and communities apart. Fully 85 million – some 30% – of Middle Eastern youth are in need of a job that will enable them to build themselves and their families a future.And in the middle of the region, peace talks between Israel and the Palestinian Authority have been at an impasse for over a decade. Efforts from all sides have been challenged here.Where will the optimism come from?
There remains one powerful motivating force: the yearning of the majority of people on both sides for a durable solution. Beyond national, religious and political concerns, a fundamental human driver is the need for peace and stability, the ability to provide for ourselves and our families, to fulfil our potential and build something for our futures. That is why a group of hundreds of energetic and motivated businesspeople from both Israel and the Palestinian territories have come together to push political leaders back to the negotiating table.The Breaking the Impasse (BTI) initiative, nurtured and supported by the World Economic Forum, is not a political movement. It is the manifestation of a sincere yearning for a durable two-state solution from the business leaders of Israel and the Palestinian territories. These leaders recognize that resolution of the conflict is the single most important means to create jobs and generate growth and prosperity throughout the greater Middle East.They also recognize that making a durable two-state solution a reality is beyond their remit. The leaders of the BTI, Yossi Vardi and Munib Masri, have brought together their compatriots and colleagues in an active show of support for their political leaders, to emphasize to them that “the silent majority will no longer be silent”.By providing a platform for this initiative, the World Economic Forum hopes to help amplify the voices of those who want to encourage political compromise and the development of a political settlement that all sides will stick by.The majority on both sides of the Israeli–Palestinian conflict yearn for peace and prosperity, and the BTI provides a focus for this energy. Kerry Announces US$4 Billion Economic Plan to Break Israeli-Palestinian Impasse

Dead Sea, Jordan, 26 May 2013 – John Kerry, US Secretary of State, in a passionate speech at the World Economic Forum on the Middle East and North Africa, announced plans for a US$ 4 billion economic programme designed to kickstart the Palestinian economy and provide the basis for sustainable peace. “It is time to put in place a new model of development … that is bigger and bolder than anything proposed since the Oslo Accord (10 September, 1993),” he said.The plan, put together by a group of international regional experts, would increase Palestine’s GDP by 50% and cut unemployment from 21% of the workforce to 8% in just three years. Kerry said that US$ 4 billion dollars can make an enormous difference in a relatively small area with a population of just 4 million. “The intention is not just to make it transformative, but to make it different from anything ever seen before,” he added.Shimon Peres, President of Israel, said: “We and our Palestinian neighbours must return to negotiations as soon as possible and bring peace. Let us cast away the divides and suspicions of the past and focus on a future of harmony.”Mahmoud Abbas, President of the Palestinian National Authority, said: “We all have the chance to be on the right side of history. We must take a collective stand against the status quo. If we don’t seize this opportunity, we will fall into the abyss of conflict.”Kerry’s plan supports the initiative to break the impasse in the peace process announced at the Dead Sea meeting by a group of more than 200 Israeli and Palestinian business people. The goal is to leverage their collective business experience and influence to convince leaders to begin serious negotiations.“This forum has provided a platform for a creative initiative to support efforts to relaunch Palestinian-Israeli negotiations. Your engagement can help to break the impasse. Let us help the parties get on with it,” said H.M. King Abdullah Ibn Al Hussein, King of the Hashemite Kingdom of Jordan.

Dead Sea, Jordan, 26 May 2013 - Nearly 200 leading Israeli and Palestinian business people and executives of some of the largest companies called today for their respective governments to urgently move towards a two-state solution to end the conflict between their two peoples.Members of the Breaking the Impasse Initiative (BTI), meeting at the World Economic Forum on the Middle East and North Africa at the Dead Sea, Jordan, said they would leverage their collective business experience and influence to convince leaders on both sides to begin serious negotiations with the goal of reaching a peace agreement.The group called on the Israeli and Palestinian leaderships, with the active support and encouragement of the international community, to take urgent action to renew the political process in order to end the Israeli-Palestinian conflict. In its call to action, the BTI said: “The current situation endangers the economy and the social fabric of both nations, and may render the two-state solution unattainable.” The BTI also stated: “Therefore, we call on the political leaders to move forward with boldness, courage and a sense of historic mission – to provide a comprehensive vision necessary to resolving all the final-status issues, ending all claims and securing peaceful and good neighbourly relations between the two states.”The Initiative was launched jointly by Munib R.Masri, Chairman, PADICO Holding, and Yossi Vardi, Chairman, International Technologies Ventures, in May 2012, and has been facilitated by the World Economic Forum. Thank you, Your Majesty, for graciously hosting us under your roof.
Your Majesty, thank you for inspiring the Middle East with responsibility and hope.

Ladies and Gentleman,
History is made of biographies of men and women who failed to forecast the future. We were born in the age of agriculture, and reborn in the age of science.This new age changed our agenda and our lives. Depending on land divided people. Borders were marked and armies were built to defend them. The yields of the land hung on the travail of farmers, and the grace of heaven that blessed us with rain or punished us with drought.
The yields were limited.Science is borderless, and its achievements are limitless. Armies cannot control science. Police cannot arrest innovation. Globality and isolation do not go together. Modern agriculture is cultivated with computers, rather than with ploughs. Sciences enables us to make three drops of water from one drop.Israel’s shortage of soil and rain has created an agriculture based on hi-tech. Israel is sharing its experience with many other countries and is willing to share it with its neighbors as well. Israel is moved by developments, not just by events.Looking at the developments in the Middle East today, it is blessed with a young generation, one of the youngest in the world. 99 million of its inhabitants are already online. The young generation uses modern tools to enter the new age.Friends, the Arab Spring voiced by so many youngsters may become an opportunity for jobs and progress. The age of science calls for economic cooperation, educational exchanges, and scientific collaboration. It provides equal opportunities for young and old, and equal rights for women.Despite the many hurdles on the way to peace, we must never lose sight of the positive developments in our region. Egypt and Israel made peace. Jordan and Israel made peace. These agreements stand the test of time.We extend our hand in peace to all countries in the Middle East.There is no country, no religion, which we consider as enemies. The only enemies are the enemies of peace. The Iranian people are not our enemies. It is the Iranian regime’s policy which is a threat to us all.Our region, and the whole world, cannot accept this brutal regime’s hegemonic ambitions. And the international community cannot tolerate brutal threatening weapons as a norm for the rest of the world.Friends, we and our Palestinian neighbors must return to negotiations as soon as possible and bring peace. President Abbas, you are our partner and we are yours. You share our hopes and efforts for peace, and we share yours. We can and should make the breakthrough. We should not permit the hurdles to overcome us. History will judge us not by the process of negotiations, but by its outcome. The today obstacles will pale in the light of peace.
The “Arab Peace Initiative” is a meaningful change and a strategic opportunity. It replaces the strategies of war with the wisdom of peace. We must depart from the skepticism that claims that war is inevitable. War is not inevitable. Peace is inevitable.We appreciate the presence of the American Secretary of State John Kerry at this gathering. Secretary Kerry brings with him an impressive momentum and desire to contribute to the completion of the peace process. It will be matched with an imaginative economic plan. President Obama, while visiting our region, offered a new opening for the peace prospect. Dear John, I know that all sides can count on your determination.The peace process already has a beginning. We have agreed on a common ground to complete it. A two state solution. A Jewish state — Israel — and an Arab state — Palestine. Living side by side in peace, dignity and freedom.Friends, we Israelis and Palestinians are aware that peace is first and foremost for us and depends upon us. I know from experience how difficult these decisions are to make, on both sides. But this is the time.Our leaders must say yes to a future of peace.
Our leaders must overcome the difficulties and the dangers, and lead their peoples to a better tomorrow. What holds back the renewal of the peace negotiations are some gaps in the bridge between the beginning and the conclusion. Knowing very well the nature of the missing link, I am convinced that this gap can be bridged.Ladies and Gentlemen, there is still an open wound on the map and this is the terrible bloodshed in Syria. Secretary Kerry is currently trying to bring an end to this tragedy. Israel is not intervening in the Syrian crisis. We support the Secretary’s efforts to bring an end to the violence. We are silent, but not indifferent. There is a need to lower the flames.Ladies and Gentleman, the potential in our region is remarkable. The attempts to release this potential are worthy and needed. The United States Senate unanimously backed on Wednesday a pro-Israel resolution calling for U.S. assistance for Israel, should it be forced to attack Iran in self-defense.
Senate Resolution 65, introduced by Senator Lindsey Graham (R-SC) and U.S. Sen. Robert Menendez (D-NJ), Chairman of the Senate Foreign Relations Committee, condemns Iran’s pursuit of nuclear capability.
The resolution supports Israel’s right to self-defense and reaffirms the close security cooperation between the United States and Israel.It states that the United States has a vital national interest in and unbreakable commitment to, ensuring the existence, survival, and security of the State of Israel; reaffirms the United States support for Israel’s right to self-defense; and urges that if Israel is compelled to take military action in self-defense, the United States will stand with Israel and provide diplomatic, military, and economic support in its defense of its territory, people, and existence.It also states that U.S. policy is to halt Iranian nuclear ambitions “to take such action as may be necessary to implement this policy”.Resolution 65 was adopted last month by the Senate Foreign Relations Committee.“Iran’s provocative actions threaten not just regional stability, but pose an existential threat to our ally Israel, and clearly are a very real threat to U.S. national security,” Menendez said in a statement after Wednesday’s vote. “Iran’s leaders must understand, that unless they change course their situation will only get worse. Their economic struggles and international isolation will only grow,” he added.“While this resolution makes absolutely clear that we are not authorizing the use of force, it does make clear that we have Israel’s back,” stressed Menendez. “If Israel is compelled to take military action in self-defense against Iran’s nuclear program, we should stand with Israel – using all the tools of our national power – to assist Israel in defense of its territory, people and existence.”

Kerry meets Israelis, Palestinians in bid to revive talks

JERUSALEM (Reuters) - U.S. Secretary of State John Kerry held separate talks with Israeli and Palestinian officials on Thursday and acknowledged there was considerable skepticism that the two sides would resume peace negotiations.There were no signs of any breakthrough as Kerry visited Israel for the fourth time in his four months in office to try to revive a peace process that has been moribund for more than two years.
Israeli-Palestinian negotiations broke down in late 2010 in a dispute over Israeli construction of Jewish settlements on occupied West Bank land that the Palestinians want for a state."I know this region well enough to know that there is skepticism. In some quarters there is cynicism and there are reasons for it. There have been bitter years of disappointment," Kerry said as he and Israeli Prime Minister Benjamin Netanyahu posed for pictures."It is our hope that by being methodical, careful, patient, but detailed and tenacious, that we can lay out a path ahead that can conceivably surprise people but certainly exhaust the possibilities of peace."Kerry met Palestinian President Mahmoud Abbas for lunch in the West Bank city of Ramallah and was to return to Jerusalem to see Shimon Peres, who holds Israel's largely ceremonial post of president, and have breakfast on Friday with Netanyahu.Before their meeting on Thursday morning, Netanyahu said he wanted to restart peace talks."It's something I hope the Palestinians want as well and we ought to be successful for a simple reason - when there's a will, we'll find a way," Netanyahu said.The two men discussed ways to advance peace, Kerry's ideas for an economic plan to boost Palestinian growth and the "escalating violence" in neighboring Syria's civil war, a senior U.S. State Department official told reporters after the meeting.

Last week, Kerry telephoned Netanyahu to voice U.S. concern at Israel's plan to declare legal four unauthorized West Bank settler outposts.Most of the world deems all Israeli settlements in the West Bank as illegal. Israel, which captured the land in the 1967 Middle East War, disputes this and distinguishes between about 120 government-authorized settlements and dozens of outposts built by settlers without official sanction.The main issues that would have to be resolved in a peace agreement include the borders between Israel and a Palestinian state, the future of Jewish settlements, the fate of Palestinian refugees and the status of Jerusalem.In his visits to the region, Kerry is also trying to put together an economic package for the Palestinians to go alongside the U.S. political initiative. European diplomats, in meetings with Palestinian leaders, have been trying to steer them away from any notion the European Union might present a peace plan of its own. A sketched map of Israeli prime minister Ehud Olmert’s land-for-peace offer to Palestinian Authority President Mahmoud Abbas in 2008 — hurriedly drawn up by Abbas after a meeting with Olmert that December, and made public for the first time on Thursday — suggests that Israel was prepared to withdraw to borders very similar to the pre-1967 lines and swap areas of northern and southern Israel in return for maintaining the larger settlement blocs.The map, published by Walla news, was based on an offer Olmert made to Abbas on December 16, 2008, during a meeting in Jerusalem. Olmert presented Abbas with a large formal map showing his territorial compromise proposal for the contours of a Palestinian state as part of a permanent peace accord, and demanded that Abbas initial the proposal before taking it back to Ramallah for consideration by the Palestinians. Abbas refused to do so, but on his return to his headquarters, he gathered his officials and asked them to remain silent while he hastily recreated the offer on a sheet of official Palestinian Authority notepaper.The sketch, which includes no place names, indicates that Olmert was apparently willing to more or less return to the pre-1967 lines, while maintaining the Gush Etzion settlement bloc south of Jerusalem, the settlement city of Ma’ale Adumin to the east, and a slice of territory that apparently would encompass the large settlement of Ariel in Samaria. In exchange for expanding Israeli sovereignty to those areas, Israel would have given up some of its own land to the new Palestinian state.
According to Walla, Olmert envisaged relinquishing Israeli territory on a one-for-one basis to the Palestinians in areas including near Afula; near Tirat Zvi south of Beit She’an; north of Jerusalem; in the Judean Desert, and in the Lachish area. He also endorsed a tunnel route to link Gaza and the West Bank.Olmert, as he has subsequently confirmed, was also prepared to divide Jerusalem into Israeli- and Palestinian-controlled neighborhoods, and to relinquish Israeli sovereignty at the Temple Mount and the entire Old City. He proposed that the “Holy Basin” be overseen instead by a five-member, non-sovereign international trusteeship, comprising Israel, the PA, Jordan, the US and Saudi Arabia.

According to Walla, Olmert has confirmed that Abbas’s sketched map is similar to that depicted in his proposal, and reconfirmed his readiness to have relinquished sovereignty at the Temple Mount.
The map shows no Israeli presence in the Jordan Valley. Walla said Olmert confirmed he was ready to forgo an Israeli presence in the Jordan Valley — a key strategic area, control of which Prime Minister Benjamin Netanyahu has defined as vital to Israel’s security. In return, Walla cited Olmert as saying, Israel expected full security cooperation with Jordan.In March, the New Republic reported that in September 2008 Abbas was close to signing an agreement that would have seen him give up on the so-called “right of return” for Palestinian refugees and their descendants beyond a symbolic number of several thousand.
Overall in recent years, Olmert has been widely reported to have proposed that Israel annex some 6.3 percent of the West Bank to encompass the key settlements, and compensate the Palestinians with a corresponding 5.8% of territory from within Israel, plus the corridor linking Gaza to the West Bank. The Palestinians have been reported to have countered with a proposal for a far smaller, 1.9% land swap. Abbas told the Washington Post in 2009 that Olmert’s offer was insufficient. “The gaps were wide,” he said.
Some analysts suggest Abbas backed out at the time in large part because he believed that Olmert, who had announced that he planned to resign in order to fight corruption allegations, did not have the political clout to see the deal through. Others see Abbas’s failure to seize the most far-reaching offer even made by an Israeli prime minister as proof that no offer that Israel might reasonably make would be accepted by the Palestinian leadership.Publication of the map Thursday drew a sharp response from Deputy Minister Ofir Akunis (Likud), a staunch Netanyahu loyalist who acts as a liaison between the government and the Knesset. Akunis said that what he called the PA’s rejection of the Olmert offer shows that the Palestinians are not really interested in peace.“It is further proof that the argument is not about Judea and Samaria [the West Bank] but on the very existence of Israel,” Akunis told Walla. “Even though Olmert sold out on everything, gave in, for nothing in return, the Palestinians didn’t accept the offer. Their continued refusal of even the most generous offer should present a warning sign to the whole world: The Palestinians are the obstacle to peace.”
Olmert has said that Abbas did not accept the offer but also did not specifically reject it. Rather, according to Olmert, Abbas failed to respond to it.

National Post – “LONDON — One person has died and at least two people were wounded in a violent attack near a military training barracks in London, British officials said Wednesday, as Prime Minister David Cameron called an emergency meeting in response.While details were scant, Cameron called the killing ‘truly shocking’ and said he had asked Home Secretary Theresa May to call an urgent meeting of the government’s emergency committee.The Daily Telegraph reported that a solider had been beheaded by a machete.The series of events described by the paper had a black car crashing into a poll on the side of the road followed by two men coming out of the car with machetes.
