The Palestinian Authority (PA) is continuing its efforts to join the International Criminal Court (ICC), the Ma’an news agency reported on Tuesday.According to the report, the PA’s Foreign Affairs Minister, Riyad al-Maliki, met with ICC officials to discuss the Israeli operation in Gaza.During his visit, Al-Maliki inquired about the legal procedures necessary for the PA to join the ICC and sign the Rome Statute in order to take action against possible Israeli war crimes in Gaza, according to the report.Al-Maliki said he would consult members of the Palestinian Authority government on the matter after his visit.He noted that the PA should now qualify for ICC membership due to its status as a UN non-member observer state.PA officials realize, however, that joining the ICC is a calculated risk because it would give Israel a forum to pursue war crimes charges against the PA as well and particularly against Hamas.In a recent interview, the PA's envoy to the United Nations Human Rights Council (UNHRC) admitted the PA has no hope of pressing charges against Israel in international courts - because Palestinian terrorist groups are far worse violators of international law themselves.Noting concerns that Israel could launch legal offensives of its own against the PA should it sign up to the ICC, the presenter asked whether such a move would be realistic. The response was unequivocal."The missiles that are now being launched against Israel - each and every missile constitutes a crime against humanity, whether it hits or misses, because it is directed at civilian targets," he said.Shurat Hadin, a non-governmental organization that operates against terrorists through the courts, has warned it would lodge 'a tsunami' of criminal complaints against senior PA officials, should the PA go through with its application to join the ICC.

A phone call between Prime Minister Binyamin Netanyahu and U.S. Secretary of State John Kerry was mysteriously disconnected on Sunday, Channel 2 News reports.According to the report, State Department spokeswoman Jen Psaki admitted to reporters on Tuesday that the call was disconnected, though she said it was due to a “communications issue”.Psaki did, however, say that the two have not spoken since the phone call was cut off.“Their phone call was cut off,” she said, adding when asked whether she thinks Netanyahu hung up on Kerry, “Sometimes calls get cut off...it was a brief call, is what I’m trying to convey.”While there is no indication that there was any reason other than a technical one for the call being cut off, there have been tensions between Washington and Jerusalem recently.Last week it was reported that President Barack Obama had placed heavy pressure on Netanyahu to concede to Hamas's unprecedented demands for a ceasefire. The IDF has published excerpts from a captured Hamas combat manual on "Urban Warfare", showing how the Islamist terrorist group exploits civilian casualties - and the knowledge that the IDF will seek to avoid them - to its advantage.The IDF says the manual was captured in Shujaiya suburb of Gaza City, which was the scene of particularly heavy fighting between Israeli forces and Hamas and Islamic Jihad terrorists.Among other things, the manual urges Hamas fighters to exploit the IDF's desire to minimize civilian casualties, noting:"The soldiers and commanders (of the IDF) must limit their use of weapons and tactics that lead to the harm and unnecessary loss of people and [destruction of] civilian facilities. It is difficult for them to get the most use out of their firearms, especially of supporting fire [e.g. artillery]."Echoing official Hamas rhetoric, which glorifies civilians used as human shields as "holy warriors" and "martyrs", the manual says that the "presence of civilians are pockets of resistance", in that their presence can contribute to the organization's war effort in three specific ways:
(1) Problems with opening fire
(2) Problems in controlling the civilian population during operations and afterward
(3) Assurance of supplying medical care to civilians who need it
Apart from the use of human shields, the manual also sheds light on Hamas's use of the civilian infrastructure of Gaza to rally support.Much of Hamas's military infrastructure and hardware is stored in residential homes - usually of its members - complicating the IDF's efforts to reach them in aerial strikes.An expose by Indian NDTV highlighted how terrorists deliberately set up rocket launchpads in heavily-populated residential areas, risking severe collateral damage in the event of an IDF retaliation. GAZA CITY, Gaza Strip (AP) — The outlines of a solution for battered, blockaded Gaza are emerging after Tuesday's tentative Israel-Hamas cease-fire: Norway is organizing a donor conference and Western-backed Palestinian President Mahmoud Abbas aims to oversee rebuilding and reassert his authority in the territory, lost to Hamas in 2007.Forces loyal to Abbas would be deployed at Gaza's crossings to encourage Israel and Egypt to lift the closure they imposed after the Hamas takeover.Indirect Israel-Hamas talks in Cairo are to tackle the details. Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. The Palestinian Authority (PA) is continuing its efforts to join the International Criminal Court (ICC), the Ma’an news agency reported on Tuesday.According to the report, the PA’s Foreign Affairs Minister, Riyad al-Maliki, met with ICC officials to discuss the Israeli operation in Gaza.During his visit, Al-Maliki inquired about the legal procedures necessary for the PA to join the ICC and sign the Rome Statute in order to take action against possible Israeli war crimes in Gaza, according to the report.Al-Maliki said he would consult members of the Palestinian Authority government on the matter after his visit.He noted that the PA should now qualify for ICC membership due to its status as a UN non-member observer state.PA officials realize, however, that joining the ICC is a calculated risk because it would give Israel a forum to pursue war crimes charges against the PA as well and particularly against Hamas.In a recent interview, the PA's envoy to the United Nations Human Rights Council (UNHRC) admitted the PA has no hope of pressing charges against Israel in international courts - because Palestinian terrorist groups are far worse violators of international law themselves.Noting concerns that Israel could launch legal offensives of its own against the PA should it sign up to the ICC, the presenter asked whether such a move would be realistic. The response was unequivocal."The missiles that are now being launched against Israel - each and every missile constitutes a crime against humanity, whether it hits or misses, because it is directed at civilian targets," he said.Shurat Hadin, a non-governmental organization that operates against terrorists through the courts, has warned it would lodge 'a tsunami' of criminal complaints against senior PA officials, should the PA go through with its application to join the ICC.

A phone call between Prime Minister Binyamin Netanyahu and U.S. Secretary of State John Kerry was mysteriously disconnected on Sunday, Channel 2 News reports.According to the report, State Department spokeswoman Jen Psaki admitted to reporters on Tuesday that the call was disconnected, though she said it was due to a “communications issue”.Psaki did, however, say that the two have not spoken since the phone call was cut off.“Their phone call was cut off,” she said, adding when asked whether she thinks Netanyahu hung up on Kerry, “Sometimes calls get cut off...it was a brief call, is what I’m trying to convey.”While there is no indication that there was any reason other than a technical one for the call being cut off, there have been tensions between Washington and Jerusalem recently.Last week it was reported that President Barack Obama had placed heavy pressure on Netanyahu to concede to Hamas's unprecedented demands for a ceasefire. In a leaked transcript of the phone conversation between the two, Obama appears downright hostile at points, and even cuts off Netanyahu in the middle of his protestations over the one-sided truce proposal.Israel said that the leaked transcript "bore no resemblance to reality." The IDF has published excerpts from a captured Hamas combat manual on "Urban Warfare", showing how the Islamist terrorist group exploits civilian casualties - and the knowledge that the IDF will seek to avoid them - to its advantage.The IDF says the manual was captured in Shujaiya suburb of Gaza City, which was the scene of particularly heavy fighting between Israeli forces and Hamas and Islamic Jihad terrorists.Among other things, the manual urges Hamas fighters to exploit the IDF's desire to minimize civilian casualties, noting:"The soldiers and commanders (of the IDF) must limit their use of weapons and tactics that lead to the harm and unnecessary loss of people and [destruction of] civilian facilities. It is difficult for them to get the most use out of their firearms, especially of supporting fire [e.g. artillery]."Echoing official Hamas rhetoric, which glorifies civilians used as human shields as "holy warriors" and "martyrs", the manual says that the "presence of civilians are pockets of resistance", in that their presence can contribute to the organization's war effort in three specific ways:
(1) Problems with opening fire
(2) Problems in controlling the civilian population during operations and afterward
(3) Assurance of supplying medical care to civilians who need it
Apart from the use of human shields, the manual also sheds light on Hamas's use of the civilian infrastructure of Gaza to rally support.Much of Hamas's military infrastructure and hardware is stored in residential homes - usually of its members - complicating the IDF's efforts to reach them in aerial strikes.An expose by Indian NDTV highlighted how terrorists deliberately set up rocket launchpads in heavily-populated residential areas, risking severe collateral damage in the event of an IDF retaliation. Thee manual illustrates how even if civilians heed IDF warning to leave - which Hamas encourages them to ignore - the destruction to homes can be used to their advantage as well:"The destruction of civilian homes: This increases the hatred of the citizens towards the attackers [the IDF] and increases their gathering [support] around the city defenders (resistance forces[i.e. Hamas])."Illustrating the point, a recent AFP report told of how a Palestinian civilian returned to his house following the 72-hour ceasefire currently in effect - only to find evidence it had been taken over and used as a military position by terrorists."Is this is really my town?" asked Khayri Hasan al-Masri, a father of three who returned to heavily-damaged Beit Hanun in the north for the first time since fleeing for his life when the ground offensive began on July 17. GAZA CITY, Gaza Strip (AP) — The outlines of a solution for battered, blockaded Gaza are emerging after Tuesday's tentative Israel-Hamas cease-fire: Norway is organizing a donor conference and Western-backed Palestinian President Mahmoud Abbas aims to oversee rebuilding and reassert his authority in the territory, lost to Hamas in 2007.Forces loyal to Abbas would be deployed at Gaza's crossings to encourage Israel and Egypt to lift the closure they imposed after the Hamas takeover.Indirect Israel-Hamas talks in Cairo are to tackle the details. The hope is that promises of a better life for Gazans will coax compromise and avert what had been looking like a fight to the finish.The gaps remain wide, especially between Israel and Hamas.Israel says it has inflicted a painful blow to Hamas' military capabilities in the monthlong fighting and wants to make sure the group cannot re-arm if border restrictions are eased."The extent to which we are going to be ready to cooperate with the efforts to have better access and movement in Gaza will deeply depend on the kind of arrangements that would secure our peace and security," said Yossi Kuperwasser, a senior official in Israel's Strategic Affairs Ministry.Hamas, in turn, has signaled flexibility on ceding some authority to Abbas in Gaza, but insists on having a say on reconstruction and that it will not disarm.Izzat Rishq, a senior Hamas official, said disarming isn't up for discussion."We'd take the life of anyone who tries to take the weapons of resistance," he told The Associated Press.Despite such tough talk, Hamas is in a position of relative weakness.The Islamic militant group's fortunes changed dramatically last year after the Egyptian military deposed a Hamas-friendly government in Cairo and began closing hundreds of smuggling tunnels under the Gaza-Egypt border.The closures deprived Hamas of a key source of revenue — the taxation of goods brought through the tunnels — and prevented weapons and cash destined for Hamas from flowing into Gaza.By this spring, Hamas was in such a severe financial crisis that it accepted a reconciliation deal with Abbas. Under that agreement, an Abbas-led government was to run both the West Bank and Gaza, though thorny issues were put off, including Hamas' insistence that it retain control over its security forces. The unity government was stumbling by the time Israel-Hamas fighting erupted on July 8.Even before the war, Gaza was in bad shape because of the prolonged blockade.Unemployment in the impoverished territory of 1.8 million people had risen well above 50 percent, in part because of Egypt's tunnel closures. Only half of Gaza's electricity needs were being met, and the closure prevented most Gaza residents from travel.After four weeks of intensive fighting, including close to 5,000 Israeli strikes on Gaza targets, the devastation is widespread.According to initial figures from Gaza's main U.N. aid agency, some 10,000 homes were destroyed or damaged beyond repair. Gaza's only power plant was forced to shut down last week after being shelled by Israel, and repairs will take months, Gaza officials said.One of the hardest-hit areas was the southern town of Rafah, where intense shelling over the weekend appeared to have spared little. Mosques, homes, offices, stores and at least one school either lay in ruins or were badly damaged, hit by shrapnel or gunfire.After Tuesday's cease-fire took effect at 8 a.m. (0500 GMT), thousands of Rafah residents returned home to try to salvage belongings.Ahmed Barbakh, a 36-yer-old government employee, emerged from his badly damaged home with a plastic bag containing the birth certificates of his five children and other crucial documents.A lone chicken was all that was left of the dozens he raised at home. "I am not taking it. What am I supposed to do with a chicken now? I need a place to live with my wife and children," Barbakh said as he made his way out of his crushed home.Nearly 1,900 Palestinians have been killed, the vast majority civilians, according to Gaza health officials and U.N. figures. On the Israeli side, 64 soldiers and three civilians were killed.The truce is to remain in effect for at least three days, with an expectation that it will be extended to allow Cairo talks on a Gaza solution to proceed. Both the United States and the U.N. are sending representatives.Mohammed Mustafa, a deputy prime minister in the Abbas-led government, said he has already started preparing a Gaza reconstruction plan that would be presented at an international pledging conference in Norway.He said the usual lineup of donors — the United States, European Union, Japan, Arab states and international organizations like the World Bank are likely to be there.Norwegian Foreign Ministry spokeswoman Veslemoey Salvesen confirmed that Norway will host the conference in early September in Oslo, but said no date has been set.International Mideast envoy Tony Blair is also involved in arranging the conference, his office said.Mustafa, an economist, said in a phone interview from the West Bank that the war caused at least $6 billion in immediate damage, but the figure is expected to rise once inspectors can survey the territory.Abbas expects to take the lead in any reconstruction effort, Mustafa said, suggesting that Hamas should step aside and enable the Abbas-led unity government to carry out the task. "This is the deal, this is my understanding of our role in the future," he said.Rishq, the Hamas official, said his movement does not have a problem with Abbas raising money for Gaza, but expects to have a say about rebuilding the territory. "I think the appropriate approach for rebuilding Gaza is having a national commission," he said.In the Cairo talks, Hamas is part of a Palestinian delegation led by an Abbas confidant, Azzam al-Ahmed, and also includes members of other Palestinian factions.The Palestinian delegation has presented a list of demands, including a lifting of the border closure and a release of Palestinian prisoners arrested by Israel in a recent West Bank sweep.A three-member Israeli delegation arrived in Cairo late Tuesday, according to an Egyptian airport official who spoke on condition of anonymity because he was not authorized to speak to the media. Israeli government officials have refused to discuss the delegation's travel plans or its composition.In Washington, State Department spokeswoman Jen Psaki said the U.S. expects to participate in the Cairo talks to negotiate a longer-term truce between Israel and Hamas. It's still unclear what role the U.S. would take, or when that would happen, she said, but "our effort and our engagement on this process from the beginning has been welcomed by the parties."The United Nations will be represented in Cairo by Robert Serry, the U.N. special coordinator for the Middle East peace process, a spokeswoman said.Kuperwasser, the Israeli official, told reporters earlier Tuesday that having forces loyal to Abbas deployed at the Gaza crossings would likely not be enough to allow restrictions to be eased, and that there should also be international supervision."Yes, they (Abbas' forces) can have a role in the crossings, but we can't say we can fully trust just Abu Mazen," he said, referring to Abbas. "It's got to be something more robust. International and Egyptian elements should be involved in it. And other means of supervision should be involved as well."One key sticking point will be the import of construction materials, including cement and steel.
