Israeli says he has found King David's citadel

JERUSALEM (AP) — An Israeli archaeologist says he has found the legendary citadel captured by King David in his conquest of Jerusalem, rekindling a longstanding debate about using the Bible as a field guide to identifying ancient ruins.The claim by Eli Shukron, like many such claims in the field of biblical archaeology, has run into criticism. It joins a string of announcements by Israeli archaeologists saying they have unearthed palaces of the legendary biblical king, who is revered in Jewish religious tradition for establishing Jerusalem as its central holy city — but who has long eluded historians looking for clear-cut evidence of his existence and reign.The present-day Israeli-Palestinian conflict is also wrapped up in the subject. The $10 million excavation, made accessible to tourists last month, took place in an Arab neighborhood of Jerusalem and was financed by an organization that settles Jews in guarded homes in Arab areas of east Jerusalem in an attempt to prevent the city from being divided. The Palestinians claim east Jerusalem, captured by Israel in 1967, as the capital of a future independent state.Shukron, who excavated at the City of David archaeological site for nearly two decades, says he believes strong evidence supports his theory.
"This is the citadel of King David, this is the Citadel of Zion, and this is what King David took from the Jebusites," said Shukron, who said he recently left Israel's Antiquities Authority to work as a lecturer and tour guide. "The whole site we can compare to the Bible perfectly."Most archaeologists in Israel do not dispute that King David was a historical figure, and a written reference to the "House of David" was found in an archaeological site in northern Israel. But archaeologists are divided on identifying Davidic sites in Jerusalem, which he is said to have made his capital.Shukron's dig, which began in 1995, uncovered a massive fortification of five-ton stones stacked 21 feet (6 meters) wide. Pottery shards helped date the fortification walls to be 3,800 years old. They are the largest walls found in the region from before the time of King Herod, the ambitious builder who expanded the Second Jewish Temple complex in Jerusalem almost 2,100 years ago. The fortification surrounded a water spring and is thought to have protected the ancient city's water source.The fortification was built 800 years before King David would have captured it from its Jebusite rulers. Shukron says the biblical story of David's conquest of Jerusalem provides clues that point to this particular fortification as David's entry point into the city.In the second Book of Samuel, David orders the capture of the walled city by entering it through the water shaft. Shukron's excavation uncovered a narrow shaft where spring water flowed into a carved pool, thought to be where city inhabitants would gather to draw water. Excess water would have flowed out of the walled city through another section of the shaft Shukron said he discovered — where he believes the city was penetrated.Shukron says no other structure in the area of ancient Jerusalem matches what David would have captured to take the city. The biblical account names it the "Citadel of David" and the "Citadel of Zion."Ronny Reich, who was Shukron's collaborator at the site until 2008, disagrees with the theory. He said more broken pottery found from the 10th century BC, presumably King David's reign, should have been found if the fortification had been in use then.Shukron said he only found two shards that date close to that time. He believes the reason he didn't find more is because the site was in continuous use and old pottery would have been cleared out by David's successors. Much larger quantities of shards found at the site date to about 100 years after King David's reign.Reich said it was not possible to reach definitive conclusions about biblical connections without more direct archaeological evidence."The connection between archaeology and the Bible has become very, very problematic in recent years," Reich said.Critics say that some archaeologists are too eager to hold a spade in one hand and a Bible in the other in a quest to verify the biblical narrative — either due to religious beliefs or to prove the Jewish people's historic ties to the land. But other respected Israeli archaeologists say recent finds match the biblical account more than naysayers claim.Shukron, a veteran archaeologist who has excavated a number of significant sites in Jerusalem, said he drew his conclusions after nearly two decades exploring the ancient city."I know every little thing in the City of David. I didn't see in any other place such a huge fortification as this," said Shukron.The biblical connection to the site is emphasized at the City of David archaeological park, where the "Spring Citadel" — the excavation's official name — has been retrofitted for tourists, including a movie projected on a screen in front of the fortification to illustrate how it may have looked 3,800 years ago. The City of David — located in east Jerusalem — is one of the most popular tourist sites in the holy city, with 500,000 tourists visiting last year."We open the Bible and we see how the archaeology and the Bible actually come together in this place," said Doron Spielman, vice president of the nonprofit Elad Foundation, which oversees the archaeological park. He carried a softcover Bible in his hand as he ambled around the excavation.The site has come under criticism because of the Elad Foundation's nationalistic agenda. Most of the foundation's funding comes from private donations from Jews in the U.S. and U.K., and its activities include purchasing Arab homes near the excavated areas and then helping Jews move in, sometimes under heavy guard.Critics say this political agenda should not mix with archaeology.

With Israeli-Palestinian peace negotiations at a dead end, analysts and pundits are busy determining who’s to blame. For Palestinian officials, the issue is clear: Prime Minister Benjamin Netanyahu is not interested in a deal, hence he was unwilling to negotiate sincerely. Opposed to Palestinian statehood, he merely went through the motions, never really intending to make substantive concessions, certainly not those needed for an agreement, they argue.“Unfortunately, Israel never gave the negotiations a chance to succeed,” Palestinian chief negotiator Saeb Erekat said last week, after the nine months allotted for the talks elapsed without a tangible result.A few days later, Israelis read that senior US officials also blame Israel for the failure, and especially the government’s refusal to freeze settlement construction.“There are a lot of reasons for the peace effort’s failure, but people in Israel shouldn’t ignore the bitter truth – the primary sabotage came from the settlements,” one unnamed US official (said by some to have been special envoy Martin Indyk) told Yedioth Ahronoth’s Nahum Barnea on Friday. “The Palestinians don’t believe that Israel really intends to let them found a state when, at the same time, it is building settlements on the territory meant for that state. We’re talking about the announcement of 14,000 housing units, no less. Only now, after talks blew up, did we learn that this is also about expropriating land on a large scale. That does not reconcile with the agreement.”Still, according to some Israeli sources familiar with the peace talks, Netanyahu was genuinely considering all the issues raised by the negotiators, weighing earnestly the pros and cons of every idea brought to his desk. That same Netanyahu who for years campaigned against a Palestinian state, never publicly committed to negotiating on the basis of the 1967 lines, and never ceased to expand Jewish settlements? Would this man eagerly search for ways to establish the state of Palestine? The answer to those questions may be found in a speech Netanyahu gave one year ago: “The purpose of the future agreement with the Palestinians is to prevent the eventuality of a binational state and to guarantee stability and security,” he told top officials at the Foreign Ministry in Jerusalem on May 1, 2013, three months before the ill-fated talks commenced.In late January, he reiterated this position: “We do not want to annex the Palestinians as citizens of the State of Israel and we do not want to control them,” he said at a conference in Tel Aviv.This Sunday, in explaining his new initiative seeking to anchor Israel’s status as a Jewish state in the country’s Basic Laws, Netanyahu said that separating from the Palestinians in order to prevent a binational state “has a certain logic.” As opposed to the pro-settler elements in coalition, the sources said, Netanyahu no longer dreams of a one-state solution. He knows that Palestinian statehood is inevitable, yet still tries to get the best possible deal for Israel.While unwilling to compromise on his core convictions — especially regarding security arrangements and Jewish state recognition — Netanyahu understands that a two-state solution is required if Israel wants to remain a Jewish and democratic state. We wanted to believe that for the Palestinians this was a tactical move — they wanted to get something (in return) and that’s why they were saying ‘no.’ The more Israel hardened its demands, the more the Palestinian refusal deepened.”Critics of the prime minister assert that he invented the demand for Palestinian recognition of Israel as a Jewish state as a ploy to derail the negotiations. Netanyahu, these critics argue, knows the Palestinians will not accept the demand, as they claim it would force them to accept the Zionist narrative, relinquish the right of return and compromise the standing of Arab citizens of Israel.But the formulation proposed by the Israeli negotiating team does seek to answer such concerns. As reported by The Times of Israel last week, Israeli negotiators were willing to work with Abbas and his team on the wording of the desired declaration, toward wording that would have described the Jewish people’s and the Palestinian people’s right to self-determination in precisely equivalent terms, and would have also included phrases to guarantee the rights of Israel’s Arab minority. The Palestinians refused to even consider this.It is Netanyahu’s profound and unshakable belief that without Palestinian recognition of Israel as the nation-state of the Jewish people a peace agreement is fundamentally flawed. (Three out of four Israeli Jews share that view, some polls suggest.)After Netanyahu for the first time accepted, in principle, the idea of a Palestinian state in his 2009 Bar-Ilan University speech, many people were skeptical about his real intentions. If he really sought a two-state solution, skeptics mused, he would stop building in the West Bank and earnestly negotiate a peace treaty.But despite the prime minister’s tough rhetoric, the ongoing settlement expansion and the suspension of talks after Fatah reconciled with Hamas, the Israeli sources stressed that Netanyahu was willing to sacrifice a lot to get the negotiations off the ground — and also to keep them going. Firstly, he agreed to release 104 terrorists in four phases, a decision for which he continues to draw heavy criticism, most acutely from bereaved families. (He did this to avoid a revolt by his far-right coalition partners, who would have voted down a settlement freeze.) In March, Netanyahu went from minister to minister to convince them to agree to a deal that would include the release of Arab-Israelis in the fourth and final phase, in addition to some 400 additional prisoners, and an almost-freeze of settlement construction in the West Bank, in return for the release of Jonathan Pollard and a Palestinian commitment to continue to negotiate.A few years ago, no one would have believed that Netanyahu would pay so steep a price for the mere right to have Tzipi Livni sit down with Erekat.When all is said and done, whether Netanyahu acted sincerely or not in his pursuit of an agreement over the past nine months, the future of the peace process doesn’t solely depend on him right now. After Israel suspended talks last week because of Abbas’s Fatah reconciliation deal with Hamas, there are two main scenarios:One, plans for a Palestinian unity government, headed by technocrats but backed by Hamas, might fail to materialize, due to unbridgeable difference between Fatah and Hamas. That has occurred in the past and could easily happen again, theoretically allowing Israel and the Palestinians to continue forging a deal to extend the talks. But there are few signs that Abbas, for one, has any interest in doing so.Two, if a unity government does arise, and Hamas expectedly does not disavow its commitment to Israel’s destruction, Jerusalem will refuse to continue talking, and the death of the latest round of US-brokered peace talks will be plain for all to see.Kerry and his team might then decide to publish their formula for a permanent accord, and let the sides take it or, far more likely, leave it — and live with the consequences.

American intelligence officials have linked the US visa crisis to Israeli espionage, Newsweek reports Tuesday, saying in closed conversations that "Israel crosses the line for espionage in the United States." Intelligence officials are firmly against relieving the US visa crisis for Israelis, according to the outlet. The officials have claimed that Israel "is the only country which takes advantage of the security cooperation with the US to spy on it." The statements, if true, touch on two very delicate nerves for US-Israel relations: the visa crisis, and the life imprisonment of Jonathan Pollard. U.S. intelligence agencies, as well as the Israeli Embassy in the United States, did not respond to inquiries by IDF Radio.

Visa Crisis: a Security Issue?

Last month, US Secretary of State John Kerry announced an internal review into claims that hundreds of young Israelis were being barred from entering the US for political reasons. An initial investigation found that the rejection rate of visa applications for young Israelis ages 21-26 had doubled, from 16% in 2009 to 32% in 2014; Ambassador to Israel Dan Shapiro stated that the visa crisis is close to coming to an end several days later. "The department will take immediate steps to increase the number of young Israelis that can travel to the US according to our immigration laws," Shapiro wrote, in a Facebook post. "The law dictates that applicants must prove that they intend to return to Israel in making the request, and that the visa does not allow recipients to stay beyond the designated time period or to work legally in the US," he said. "But we are aware of the fact that although two-thirds of young applicants receive visas, some people harbor a misconception that young Israelis are not welcome in the USA.""Surely that's not true," he continued. "Israel is one of the US's closest allies, and we welcome all networking between Israelis and Americans, including visits to the United States."Israeli officials have yet to respond to the letter, which responds to earlier claims that political motivations were at stake in the visa rejections. Earlier this year, Israeli security officials also claimed they were being targeted by the US, and that hundreds of defense officials were turned away from making important visits to Washington.

Jonathan Pollard has recently been the subject of a high-profile campaign for his release. He is now in his 29th year of incarceration in a US jail for passing classified security-related information from America to Israel. He was arrested by FBI agents in 1985 and has been held ever since, including eight years in solitary confinement.Pollard was arrested on charges far less serious than those that landed other spies in jail, yet those spies served a few years's jail time at most, critics noted, slamming the US for "hypocrisy." Over 106 MKs attended a special Knesset session in December to protest US President Barack Obama's refusal to release the prisoner, and signed a petition urging the President to reconsider. Several top US officials, including Former Deputy National Security adviser Elliott Abrams, US Assistant Secretary of Defense during the Jonathan Pollard affair Lawrence Korb, and former CIA chief James Woolsey, have also called for Pollard to be released. Several senior senators have opposed freeing the longtime captive, despite the sharp criticism of Israeli politicians, and even top American officials over the US's harsh treatment of the case. Pollard has been described multiple times as a "hostage" of the US, a notion which has ramped up criticism against the White House over recent weeks; outrage has simmered further after a reported deal to release Pollard before the Passover holiday last month never materialized.

An immense explosion has been heard throughout the northern Iranian city of Qazvin, semi-official Fars news agency reported, and many casualties are expected from the blast. Around 1.1 million people live in the city, which is located about 100 miles north of Tehran. The blast may be related to nuclear development in Iran, according to the Los Angeles Times. Iranian officials in the past have strongly denied claims by Mujahedin Khalq Organization, or MKO, a cult-like Iranian exile group, that it has a secret nuclear enrichment facility in Abyek, near the major city, according to the daily. The source of the blast remains undetermined. Several mystery explosions have been reported in the past several years in the region, none of which were ever verified. A fire has now broken out in the city, local reports say, and as many as 50 people are injured. State media blames an oil depot for the blast.

Many cargo depots are located in the city, some 130 kilometers (80 miles) west of the capital, Tehran.State television citied Gov. After presenting the Holy See’s first report yesterday, today the head of the Vatican delegation responded to questions put to him by a panel of UN experts, many of which focused on the issue of clerical sex abuse.“The figures relating to cases reported to the Congregation for the Doctrine of the Faith between 2004 and 2013, based on credible accusations made against a priest for committing acts of sexual abuse against minors below the age of 18, are as follows: 713 in 2004, 184 in 2005, 218 in 2006, 216 in 2007, 191 in 2008, 196 in 2009, 464 in 2010, 402 in 2011, 418 in 2012 and 401 in 2013. That accounts for a total of 3420 cases. It should be noted that these cases do not correspond to the year in which they were reported. Most of them refer to abuse which took place in the fifties, sixties, seventies and eighties. Now I will give you some more figures: the numbers of priests the Holy See directly dismissed from the clerical state between 2004 and 2013 are as follows: 89 in 2004, 84 in 2005, 114 in 2006, 84 in 2007, 68 in 2008, 69 in 2009, 84 in 2010, 143 in 2011, 70 in 2012 and 43 in 2013. That accounts for a total of 848 cases. The figures relating to the number of cases that were resolved through the implementation of canonical and disciplinary measures, such as the imposition of a life of prayer and penitence, the enforcement of criminal measures or other disciplinary measures, are as follows: 641 in 2004, 100 in 2005, 104 in 2006, 132 in 2007, 123 in 2008, 127 in 2009, 380 in 2010, 259 in 2011, 348 in 2012, 358 in 2013. That accounts for a total of 2572 cases.” “I do not have any figures relating to the number of cases reported by the ecclesiastical authorities to the civil courts. Tomasi said. He went on to say that the way in which bishops in the United States and Australia responded to the sex abuse scandal had been particularly positive. As far as compensation is concerned, the archbishop placed particular emphasis on the case of the US: 2,5 billion dollars have been spent on agreements with victims, 78 million on therapy for victims and 47 million has gone towards other expenses. During today’s three-hour meeting the Holy See’s Permanent Observer to the UN also answered a number of specific questions put to him by the panel of experts. Among these was a question relating to the case of Mgr. Jozef Wesolowski, a former Apostolic Nuncio to the Dominican Republic who was accused by Dominican and Polish prosecutors of committing sex crimes against minors. Last August the Apostolic Palace in Rome announced he was to undergo a double trial, a criminal and canonical one. “If the accusations prove to be true he will be tried according to the laws currently in force” in the Vatican, Mgr. Tomasi said, before revealing that the procedure has been “delayed”  because “certain documents which the Vatican had requested from the Santo Domingo court, have not yet been sent to the Vatican.”In response to those who asked him about the Church’s position with regard to abortion, Mgr. Tomasi stated that “the Holy See condemns torture, that includes torture inflicted on the unborn.” A very specific question was asked regarding the abuse Benedict XVI’s butler Paolo Gabriele claimed he had suffered in the cell he was held in after he was arrested for leaking confidential documents belonging to the former Pope. The Vatican delegation informed the UN committee that checks were carried out by an engineer and ophthalmologist to verify whether the space inside the cell was too small and the results proved Gabriele’s claims to be false. The UN commission will publish its conclusions on 23 May.

This does not mean, however, that the role of the Secretary of State will be diminished.Although Pietro Parolin continues to embody the figure of a discreet “prime minister” who does not seek the spotlight (he does not act as “deputy Pope” or play the role his predecessor did when it comes to nominations), Francis is involving the Secretary of State in both the Curia reform process and the administration of the Holy See’s economic and financial affairs.It is the Pope who wanted him by his side and it is the Pope who wanted him to be directly involved in the reform process that is underway in the Vatican. In the past few weeks, Cardinal Parolin has taken part in the Financial Information Authority (AIF)’s board of directors meeting and has been tasked with overseeing Vatican financial bodies. The AIF had not met since last November and had been through a period of tension after its president, Cardinal Attilio Nicora, left the scene.In the days following the canonizations of John XXIII and John Paul II, Parolin took part in the meeting held by the Commission of Cardinals nominated by Francis to oversee the IOR (which he is a member of but not president). The IOR’s heads hoped they would only be overseen by the Secretary for the Economy, headed by Pell. Parolin has taken part in all of the C8’s meetings on Curia reform, a sign that the Pope wants to involve him directly in the dicastery reorganization process.Finally, Parolin also took part in the first meeting held by the Council for the Economy headed by Cardinal Reinhard Marx who has started to discuss its draft statutes. President Peres remained resolutely unmugged by the bloodiest and bleakest of realities. But there are few, even among those critics, who doubt that his insistence on the possibility of a better future, and his determination to work for it, has been beneficial to his country.To this reporter, over the years (as to much of the Israeli media), Peres has proved both gracious and available. (The latter is a quality — no, a requirement in a democracy — that our prime minister has abandoned.) Also good-humored: At the start of this interview, he took great pleasure in ridiculing my antiquated tape-recording devices, asking if, perhaps, they yield different and more interesting content than do the MP3 digital devices favored by my colleagues.As time has passed, Peres’s voice has softened and his rhetorical flourishes have become more familiar. So, too, his diplomatic positions. The politician who once outflanked his rival-turned-partner Yitzhak Rabin from the right has long since metamorphosed into the most prominent peacenik in a nation that says it wants peace while voting for governments that are disinclined to take risks for the cause. While Israel remains uncertain, Peres is convinced. And since he has failed to win us all over as president, he’ll keep on trying when he steps down.

I don’t think we have that many problems with Abbas

Knowing that this would be my final interview with the serving President Peres was more than a little moving. In a year that also saw the death of Ariel Sharon, the imminent departure from office of this hitherto ubiquitous figure, whose public life has escorted Israel from its first growing pains, truly marks the end of “Modern Israel: The early decades.” And to watch relative mediocrities squabbling over the presidential succession only underlines a certain sense of national orphanhood as this last of the old guard prepares to move on.

The Times of Israel: So how are you going to save the negotiations with the Palestinians?

Shimon Peres: Look, you have to work out what aspect is causing the most delay. In my opinion, today, that’s Hamas. I don’t think we have that many problems with Abu Mazen [PA President Mahmoud Abbas]. Quite the contrary. I can understand why he wants to unify the two camps. The problem is that you cannot unify contradictory forces. It’s either terrorism or peace. You can’t have both.There’s a highly unusual situation at present. Gaza, which is free (of any Israeli presence), supports terrorism. The West Bank, which is not yet entirely free, supports demilitarization. There’s no logic in that. We completely left Gaza. There are no settlements, there are no settlers, there is no army. What else do they want? What do they need 10,000 missiles for? Why are they building tunnels? They’ve got almost 1.9 million people to look after. The people are hungry.The secretary general of the UN calls me all the time asking us to let in wood, concrete. I’m all in favor, but if they use it to build tunnels, that’s crazy. Hamas has to be told (by the world), if you’re a party, you’re a party, but without terrorism, in favor of peace, respecting agreements. If not, then you’re an enemy.
And until then, Israel should not be negotiating with a Hamas-backed Palestinian government?
Our government doesn’t need to take the lead on this. The international community needs to do this.
I’ll tell you a short story. I was one of the deputy presidents of the Socialist International. There were 15 of us, deputy presidents. Fourteeen of them wanted to accept Arafat as a member and I was the only one who was opposed. They treated me fairly. But the trio of leaders — Willy Brandt, Bruno Kreisky and Olaf Palme — said to me, Shimon, you’re a democrat. Fourteen against one. You have to give in. Why are you opposed? I said, why do you say I’m opposed? Not at all. If you can prove to me that Arafat’s a socialist, that he supports peace and rules out terrorism, I’ll vote in favor. And what happened? They left me alone and they went to Arafat. They spoke to him. And it was them, I believe, who wrought the change in Arafat.I expect the same thing to happen with Hamas. Decisions the Israeli government makes aren’t binding on Hamas. But if all governments say to Hamas, listen, if you want funding, you want help, you want development, stop [the terrorism]… Answer the question: Why are you shooting [at Israel]? For what purpose are you shooting? Your friend, someone you trust, Abbas, signed a reconciliation agreement with an unreformed Hamas, however…I’m not at all sure how this is going to play out. This kind of thing has happened several times in the past. I’m not sure it will come to pass this time. But I actually hope it does succeed, since the only way in which it can succeed is if [Hamas abandons terrorism]. All that is asked of Hamas is to do what is normal. I’d like to hear one Hamas leader tell me why they are firing [at Israel]. You wanted us to leave Gaza. We left Gaza. You wanted a free Gaza. Gaza is free. Why are you shooting? Why should one and a half million mothers lose sleep at night because you have a screw loose? But I don’t want it to be Israel that has to say this. I don’t want to get into that argument. I want it to be the world that says it, an international effort. And I intend to devote a great deal of effort to galvanize the world, to make clear that we are not opposed to Palestinian unity, not opposed to people, but we are opposed to murder. It’s unthinkable and it destroys peace.What do you make of Abbas’s condemnation of the Holocaust? I greatly appreciate it. He had a different view in the past? What’s wrong with him changing his mind. It’s the first time Arabs are hearing this from an Arab leader, I believe. So I think it was a good step and I greatly respect it.And what of John Kerry’s warning that Israel risks becoming an apartheid state if no agreement is reached? You know, you can talk of peace in two ways. You can take the negative approach: what will happen if there’s no peace? Or you take the positive approach: what will unfold if there is peace? Personally I tend to stress the positive approach: What will peace bring — for Arabs, Jews and for the Middle East. There is no shortage of positive reasons. Unfortunately what began as discreet negotiations [under Kerry's stewardship] became a public debate. And now the rhetoric has overwhelmed the methodology. I would tone down the proclamations where each side rules out this and that, saying no and no. All these declarations create more extreme positions. I would remind ourselves that peace will offer amazing achievements. I would tell the Arabs that peace will offer amazing achievements.The real problem in the Arab world is that the birthrate has outstripped the growth of industrial production. There is no way to dramatically boost an economy on the ground, only through science. The Arabs have to make a calculation to join the scientific era. We can help them in many ways, and we must help.I see an Israeli interest to separate from the Palestinians. On the Palestinian side, I see the opposite — the people seeking to prevent their leader from compromise. Paradoxically, even separation takes two. You can’t get divorced if one side isn’t willing to. I much prefer living together than living separately. You can’t actually separate. You can’t divide the Jordan and you can’t divide the climate and you can’t divide the pollution and you can’t divide the diseases. It doesn’t work that way. The world is moving away from separation, toward globalization. Because in the scientific era there are no borders. In the scientific era, armies cannot conquer anything. They can’t conquer information.Let me ask you the question differently. It seems to me that the Israelis see self-interest in an agreement with the Palestinians and the Palestinian public does not.I wouldn’t jump to conclusions. People aren’t so knowledgeable about the details. There are general perceptions and those general perceptions are greatly influenced by what is said in public. In the surveys I see, essentially the Arabs want peace and we want peace. And there can’t be a separate peace. Peace needs to be comprehensive. You can’t have a partial peace. You can’t have temporary peace. You can’t have a peace only in certain places. Every people can retain their culture, their identity, their language. That certainly remains, but you can’t put up borders to science.

To say ‘never again’ means you have to make peace

You can’t place red lines. Lenin and Stalin had a red line, and murdered millions of people. Along comes a 27-year old boy, Mark Zuckerberg. No borders. And wrought a revolution. One approach went bankrupt. The other conquered the world. You can’t arrange things differently.Has the Holocaust made us too defensive, too wary, even paranoid when it comes to the security of our state? I don’t think you can generalize about the impact. The one unifying consequence is the insistence: Never again. But to say “never again” means you have to make peace. There are those who say never again means you have to be more forceful. The conclusions are different.And you tend to the less forceful approach? That’s not an inclination. That’s the necessary direction. The world has changed. There are two approaches to leadership — one that is built on force and the other that is built on good will. Good will is winning. Reliance on force is losing. Good will is the global companies that don’t have armies or police forces. They are built on good products and good relations. You can’t be racist. You can’t be nationalistic. You have to be global. What’s the conclusion? That through good will you can achieve more than through bureaucratic administrations… Governments always have to justify their existence and to badmouth their rivals. Companies have to cooperate.

Another Hitler would have a very hard time rising

I take the view that to be generous is smarter than to be cruel. It’s more beneficial to give than to take. America’s greatness lies in what it has given.Where do you place the Iranian threat in that vision of being constructive and generous and full of good will? Look, we’re not sheep to the slaughter. Iran isn’t a country free to get up and do outrageous things. We have ways to prevent outrageous things from happening.And the comparison that some people draw between the Iranian threat and the Nazis? I think another Hitler would have a very hard time rising. Apart from the horrifying genocide that killed six million Jews, he killed another 60 million.To look at the historical perspective, no military victory ultimately prevailed. Only values prevailed. There was 300 years of Ottoman rule here. Then came the British and French empires. What remains of any of that? Then came the Cold War, which was really surreal. The Americans and the Russians spent billions, on what? Now there’s an investigation under way in Russia, on how much they invested in Egypt. About 60 billion dollars, largely in weaponry. Did they win wars? No. Is there a Communist party there? No. It’s banned. So why did they spend all that money?

So many victims. So much money. Enough.

What’s your message for Israel on Independence Day?

We have to conduct our policy of peace in a Jewish way. We have to conduct our future according to Jewish values. This is the greatest strategy.‘Through good will and generosity, although not without strength, you can achieve peace, and by wrong policies you can postpone it’Everybody was born in the image of the Lord, whether you’re an Arab or whether you’re a Jew. Some people say with the Arabs you cannot make peace. Well, what do you know? We made peace with the Arabs. In Jordan there are Arabs. We didn’t make peace with them? We did. With Egypt? We did. Didn’t the Palestinians split — part for peace, part for terror? I believe that through good will and generosity, although not without strength, you can achieve peace, and by wrong policies you can postpone it. And, by the way, in order to achieve peace, the first party you have to convince is your own party. Because your own party says we are for peace, we are ready to pay the price, but why do you pay so much, why are you so naive? Look, what is the alternative? Not to pay? Not to believe? I saw things that at the beginning were considered unbelievable, coming true, like peace with Egypt, like peace with Jordan, like a partial peace with the Palestinians. And we have to go on.

And what do you say to the Jewish world?

We are a united Jewish people spiritually. Our spiritual union kept us together even when we didn’t have an independent state. Now that we have an independent state, we can be more united, without giving up the individual preferences.You know The Times of Israel appears in Arabic now, as well. So a message for the Arab world? There are 350 million Arabs in the Middle East. Sixty percent of them are below the age of 25. Hundreds of millions of them are already connected [to the internet]. I think this is the beginning of the change because if the young generation is connected, like all young generations in the world, they will search for peace and search for answers to their real problems, instead of continuing old images and old mistakes. This is your last Independence Day as president. Does Israel need a president and why? Israel needs a president because I think you need to have more than just one person at the top. One represents the administration, the government. The other represents the people and the mood. One represents the present situation. The other should act for the desired situation.

Advice for your successor?

Pay attention to the culture of the national life. As our sages say, derech eretz kadma l’Torah (roughly: Be a mensch). The president can contribute greatly if he will understand that a president is serving, not ruling. To serve is not less important than to rule.To sum it up with a joke: The British High Commissioner used to sign himself as “your obedient servant.” Once an Israeli official wrote him a letter, addressing it to: “My dear obedient servant.” I suggest that the president be the obedient servant.

Nearly a quarter of Arab Israelis say they mark Israeli Independence Day as a holiday, a poll from the Israel Democracy Institute revealed Sunday.The survey — released ahead of the national holiday which begins Monday at sundown — evaluated questionnaires from 600 participants from various communities regarding their attitudes to Independence Day, their preference for next president, and their stance on cutting government funding for institutions that mark the Palestinian Nakba (or “catastrophe,” as the Palestinian national movement refers to the 1948 war in which Israel was founded).When it came to celebrating Independence Day, results differed across national, religious, political, and age groups, with 87% of Jewish Israelis and 24% of Arab Israelis considering the day a holiday.By self-identified religiosity, 93% of the secular population, 97% of the “traditional non-religious,” 90% of the “traditional religious,” 94% of the Orthodox, and 35% of the ultra-Orthodox said they celebrated the holiday.When grouped by political affiliation, the left showed higher rates of self-reported celebration of the holiday, with 95% of the left and moderate left, 94% of centrists, 88% of the moderate right, and 79% of the right observing the day.Finally, respondents over 45 were far more likely to celebrate Independence Day (with 95% of people over 55 and 96% of 45- to 54-year-olds) than their younger counterparts, and the numbers declined with age: 69% of those aged 18-24, 77% at 25-34 and 87% of those aged 35-44.The poll also asked respondents if they would support a law permitting the government to limit funding to institutions that commemorate the Nakba. Fifty-eight percent said they would support the law, and 33% would oppose it. Support was strongest among those who self-identified as “moderate right” (70%), followed by “center” (62%), “right” (57%), and “moderate left” (41%), with the “left” voicing the least support (19%) for such limits on state funding.
The poll also examined the different communities’ support for candidates competing in next month’s Knesset vote to succeed President Shimon Peres this summer.Likud MK Reuven Rivlin was the leading contender with 32% of the vote. Prime Minister Benjamin Netanyahu visited the grave of his brother, Yoni, at the military cemetery on Mount Herzl, in advance of Memorial Day.Netanyahu and his wife, Sara, visited the grave on Saturday night, in order to not interfere with the crowds who will visit Mount Herzl and the more than 50 military cemeteries throughout the country on Yom Hazikaron, or Memorial Day, which starts on Sunday night.Yoni Netanyahu was killed during a rescue operation to release hostages during Operation Entebbe in 1976.Israel’s Memorial Day, which will honor the 23,169 casualties of war and terrorism who have been killed since 1860, will begin on Sunday night with a one-minute long siren at 8 p.m. and mark the beginning of the national memorial service at the Western Wall, which is broadcast on all Israeli television channels.A second siren on Monday at 11 a.m. will last for two minutes and mark the beginning of memorial services at Israel’s 52 military cemeteries.On Monday morning, the annual ceremony in memory of victims of anti-Semitic incidents and terror attacks around the world will take place at the Jewish Agency for Israel in Jerusalem, in a program sponsored by: The Jewish Agency for Israel, the World Zionist Organization, the Jewish National Fund (KKL-JNF), Keren Hayesod-UIA, the Jewish Federations of North America (JFNA), and the Jewish Federations of Canada-UIA.According to Jewish Agency figures, some 200 Jews have been killed in anti-Semitic terror attacks around the world since Israel’s establishment.

Israel came to a standstill Sunday evening at 8 p.m. for a minute-long memorial siren during which Israelis stood at attention to commemorate the 23,169 fallen soldiers and 2,495 terror victims who have fallen throughout the history of the State of Israel and the Zionist movement.The siren was followed by the lighting of a memorial flame to the fallen at the Western Wall, the site of the official state commemoration ceremony.“ It wasn’t a declaration that founded this wonderful country. It was founded upon the blood of its sons and daughters, upon the sweat of the pioneers and the vision of its prophets,” President Shimon Peres said at the Western Wall ceremony. “Israel today is a strong country, a miracle in the eyes of the Jews, a wonder in the eyes of the world. We, the Israelis, are not like any other people. For a generation already the sadness does not release us, even for joy. Our joy is always incomplete. A cloud of sadness envelops us. It is hidden deeply but stares out of our eyes,” the president lamented to an audience of IDF soldiers and families of the fallen.Peres then sounded an optimistic note for a sad day.“We still live by the sword but seek peace with all our hearts. The battle is not over, we have not reached our goals…. To our neighbors we offer a true partnership and a new life, where trees bearing fruit will replace arrows inflicting agony. Commemoration ceremonies will continue throughout the country until Monday night, when Memorial Day ends abruptly with the start of celebrations marking Independence Day.The first official event began at 4 p.m. Sunday at Yad LaBanim, or “Memorial for the Sons,” in Jerusalem. The event was attended by Prime Minister Benjamin Netanyahu, whose brother Yoni fell during the IDF’s rescue of Jewish hostages in Entebbe, Uganda, in July 1976. This right, this sacrifice, the ability to risk their lives in the face of the horrors of war — all this was not available to us before the founding of Israel.”“No one has to remind you how to remember. You never forgot,” Edelstein said in a statement Sunday addressed to bereaved families. “Memorial Day is the commandment of the entire nation, a nation that stands and bows its head respectfully and with humility at the [soldiers'] dedication and contribution.”In a statement, opposition leader MK Isaac Herzog (Labor) said, “It’s important that tonight and tomorrow, as we gather to remember the IDF fallen, that we remember those heroes who paid with their lives so that Jerusalem will return to be the beating heart of the Jewish nation and the capital of the state.”

The fallen soldiers and terror victims accompany us in their absence at every step of the way, at every crossroads that life throws at us,” IDF chief of staff Lt. Gen. Pakistani intelligence and the country’s embassy in Sri Lanka planned to carry out terror attacks against the Israeli consulate in Bangalore, India, and the US consulate in Chennai, The Times of India reported Sunday.Mohammed Sakir Hussain, a 37-year-old Sri Lankan national arrested on April 29, revealed during the course of an interrogation by Indian security agencies that he had been tasked by Pakistan’s embassy in the Sri Lankan capital Colombo — on behalf of the Pakistani intelligence agency ISI — with orchestrating the attacks on the two consulates, unnamed sources told the paper.Hussain allegedly said that he was instructed to arrange documents for two bombers traveling from Maldives to Chennai, and to oversee their accommodations.The investigators claimed photographs of the two consulates from various angles had been mailed to the two suspects, as well as to the embassy. An unnamed source maintained that a PDF file with detailed sketches of the two buildings was sent as well, and that an electronic signature shows that the images were downloaded by embassy employees.Muhammad Daud Ehtisham, press attache of the Pakistani embassy in Sri Lanka, denied the reports, calling them “a malicious media campaign to tarnish the image of Pakistan. This story is of a highly speculative nature and bears no truth,” he said.“The government of Pakistan and [its] state institutions are very responsible entities, and they don’t indulge in such…tactics.”

A group of 19 Ukrainian Jews were immigrating to Israel on Sunday amid an escalating crisis that has seen a rising tide of anti-Semitic attacks.The group, whose arrival was coordinated in advance with the Jewish Agency for Israel, includes three families and three single women, according to a press release from the International Christian Embassy in Jerusalem, which raised funds for the flight.“The unfolding crisis in Ukraine has meant an even more uncertain future for the Jewish community there, and we have acted swiftly once again to bring needy and endangered Jews home from this troubled region. It will be a privilege for our staff to welcome this first group home on Sunday,” ICEJ Executive Director Jürgen Bühler said in a statement.The ICEJ said it has been “raising funds from Christians worldwide over recent weeks” and has so far collected enough to bring 100 Jews to Israel, including the 19 set to arrive Sunday.According to a Jewish Agency blog post from last week, so far 2014 has seen a 142% increase in immigration to Israel from Ukraine, as compared to 2013. Almost 800 people arrived in the country over January-April, and over 200 have signed up for May. The agency noted these figures do not include those who have arrived as tourists and later completed the immigration process while already in the country.In November, a revolution erupted in Ukraine over the policies of former president Viktor Yanukovych, which many perceived to be pro-Russian. He was ousted from power in February and replaced by a provisional government which scheduled elections for next month.Hundreds died or were injured in deadly clashes between government troops and protesters. Prime Minister Benjamin Netanyahu repeated his promise on Sunday to advance a constitutional Basic Law expressly identifying Israel as a Jewish nation-state.Speaking at the start of his weekly cabinet meeting, Netanyahu rebuffed criticism of the plan, saying the state currently lacked “adequate expression” of Israel’s “existence as the nation-state of the Jewish people” in the country’s set of Basic Laws.“It will define the national right of the Jewish people to the State of Israel, and will do so without harming the individual rights of all Israeli citizens in the State of Israel,” he said. “It will fortify the Law of Return as a Basic Law. It will anchor in Basic Laws the status of the national symbols – the flag, the anthem, the language and other components of our national existence.”Explaining the immediate trigger for the bill, Netanyahu said Israel’s Jewish status is under “constant and increasing assault from the outside, and even from within.”Israel does not have a constitution, but the country’s set of Basic Laws have been given the standing of one by the courts.As he did when announcing the legislative campaign Thursday, Netanyahu tied the new bill to the Israeli demand that the Palestinians recognize Israel as the Jewish nation-state.“There are of course those who do not want the State of Israel to be defined as the nation-state of the Jewish people,” he told the cabinet ministers. “They want to establish a Palestinian nation-state next to us, and that Israel slowly transform into a binational Arab-Jewish state in its shrunken borders.“The State of Israel grants equal rights, full individual rights, to all its citizens. But it is the nation-state of one nation only – the Jewish nation – and not of any other nation. Therefore, in order to fortify Israel’s status as the nation-state of the Jewish people I intend to lead the legislation of a Basic Law that will anchor this status,” he said.Netanyahu first proposed the new initiative at a Thursday press event in Tel Aviv. His announcement immediately sparked debate between the right-wing and center-left elements of his coalition on balancing the Jewish identification of the state with the country’s democratic constitutional commitments.
