The Strategy Behind Israel’s Attack on Iran and Hizballah-By Jonathan Cook-Global Research, January 22, 2015-In-depth Report: IRAN: THE NEXT WAR?

Israel’s claims of an imminent threat of Hizballah attack are not credible. More likely it wants to subdue the Lebanese militia so that it has a free hand to manipulate the Syrian battlefield to its advantage.Israel has good reason to fear that the Lebanese militia Hizballah and Iran’s Revolutionary Guard will seek dramatic revenge for the killing of 12 senior figures from the two organisations in an air strike in Syria on Sunday.Israel’s concerns were underscored on Wednesday by the decision of its military chief of staff, Benny Gantz, to cancel a trip to meet his European counterparts, as the Israeli army remained on high alert.Earlier, on Monday, Israel moved an Iron Dome anti-missile battery to the northern border, in case of rocket fire from Hizballah. That is precisely what Hizbullah leader Hassan Nasrallah had vowed only last week if Israel continued to launch attacks on Syrian soil.“We consider that any strike against Syria is a strike against the whole of the resistance axis, not just against Syria,” he said, adding that he had many long-range Iranian rockets that could reach deep into the Galilee.General Ali Jafari, commander of the Revolutionary Guard, echoed that warning on Tuesday, saying Israel should wait for “devastating thunderbolts”, and that Israel’s air strike had created “a new beginning point for the imminent collapse of the Zionist regime”.Rhetoric aside, however, Hizballah and Iran are likely to try to avoid the inevitable direct military confrontation with Israel that would follow a decision to fire some of Hizballah’s thousands of rockets into the Galilee.That certainly appears to have been Israel’s calculation in launching the attack.Hizballah and Iran – both stretched militarily in Syria as they try to bolster Bashar al-Assad’s regime from the threat posed by various opposition and extremist groups – have no interest in opening an additional front, this time with Israel.In addition, Iran is suffering economically from a US-Saudi engineered fall in oil prices and cannot risk an intensification of sanctions – currently being advanced in the US Congress – by being blamed for a major escalation of hostilities with Israel.Likewise, Iran will be averse to falling into a trap set by Israel, aggravating tensions with western powers as Tehran tries to negotiate a deal with them on its nuclear programme. Israel would be only too delighted to see the talks collapse.And Iran has invested heavily in arming Hizballah with rockets and missiles to provide a deterrent against Israel launching a strike on Iran. Using that arsenal now, as one Israeli analyst surmised, would be “wasting [it] on border skirmishes that have no strategic significance for Iran”.Hizballah, meanwhile, will be reluctant to fire rockets for fear of weakening its domestic political position. It has no popular mandate – explicit or implicit – to drag Lebanon into another devastating confrontation with Israel, like the one in 2006, in retaliation for military losses it sustained on Syrian rather than Lebanese soil.Boutros Harb, Lebanon’s telecoms minister, warned as much: “It’s not in anyone’s interest for a front to be opened [with Israel] and for Lebanon to enter a war.”More likely Iran and Hizballah will seek revenge at a later time, either by attacking Israel from Syria or by hitting a high-level target abroad. Such a strike could itself escalate into a wider conflict, as occurred both in Lebanon in 2006 and in Gaza with Hamas last summer.

Power vacuum

It is not surprising that Quneitra province, the area of southern Syria next to the Israeli-occupied Golan Heights where Israel’s air strike occurred, has become a flashpoint. Israel, on the one hand, and Hizballah and Iran, on the other, have been sucked into the relative power vacuum created there since the Syrian army lost its grip on the territory last summer.Al-Nusra Front, an al-Qaeda affiliate, is reported to have strongholds in the area and controls the Quneitra crossing on the 1967 ceasefire line with the Golan Heights.Israel has engaged in a range of activities in the Quneitra region in support of the rebel groups.It appears to have been quietly trying to gain a foothold by recruiting collaborators among the local population, in what Hizballah fears may eventually become a replication in Syria of the South Lebanon Army, a militia Israel created to help destabilise southern Lebanon throughout the 1980s and 1990s.Israel has also assisted rebel groups, including al-Nusra Front, allowing its wounded fighters to access its medical services, as a report last month by United Nations monitors in the area confirmed. Israel is also said to have been arming and training these groups, and providing them with maps and intelligence. The strong suspicion is that Israel is trying to forge links with these fighters to help them attack Hizballah and the Syrian army.According to some reports, Israel’s downing of a Syrian military aircraft over the Golan Heights in late September was intended to aid al-Nusra Front as it fought for control of Quneitra crossing.And most visibly, Israel has carried out a series of air strikes against targets in Syria, of which Sunday’s was only the latest. The Israeli media have claimed that the earlier attacks were designed to stop Syria and Iran transferring weapons to Hizballah to strengthen its fighters as they take on opposition forces. However, there are also reports that Israel is trying to weaken Syria’s military infrastructure to assist the rebels and give its own aircraft unhindered access to Syria’s skies.However unlikely the alliance may seem, there are strategic reasons why Israel might wish to help al-Nusra Front and even the more extremist fighters of the Islamic State group.Israel appears to prefer that the Syrian army, Hizballah and Iran remain trapped in an endless struggle against the opposition – whatever their hue – that saps their resources and military strength, leaving Israel to control the playing field.

Nasty wake-up call

Hizballah, by contrast, has every reason to want to cement its position in southern Syria. Nasrallah and Assad received a nasty wake-up call last summer when the rebels seized Syrian positions in the Quneitra area.Sunni opposition forces thereby gained control both of the border with the Golan Heights, giving them access to Israel, and moved into position next to south Lebanon, home to much of Lebanon’s Shia majority and Hizballah’s heartland.For this reason, Israeli leaks to the media that Hizballah and Iran have been trying to establish missile bases in the Quneitra area cannot be discounted.However, claims from Israel that it was under imminent threat of a Hizballah attack from the Quneitra area – justifying the strike – are implausible. If Hizballah is now averse, as seems to be the case, to hitting Israel after it killed so many of its commanders, why would it have been preparing to attack Israel before the strike, when it had far less cause? Israel appears to prefer that the Syrian army, Hizballah and Iran remain trapped in an endless struggle against the opposition.More likely, the team were there to assess ways to tighten their hold on the area, compensating for Syria’s weakness, to prevent both further territorial losses to opposition forces and Israel’s continuing military interference.Veteran Israeli military analyst Alex Fishman observed: “The Iranians and the Syrians reached the conclusion that Israel is no longer deterred on the Syrian front and is carrying on uninhibited.” For this reason, they are under pressure to create a new “balance of deterrence” with Israel.Israel’s Channel 2 TV quoted Lebanese sources on Tuesday confirming that the team were establishing missile bases in southern Syria, presumably with Assad’s assent. If that was the case, then most likely the goal was to create a stockpile of rockets similar to the one that exists in south Lebanon to deter Israel both from striking in Syria and from helping rebel groups.Israel’s desire to stop Hizballah and Iran’s counter-move – and thereby keep its free hand in Syria, launching attacks when it pleases – seems a more probable explanation for its attack on Sunday.

Iran plans to continue its efforts to “destroy the Zionist entity” - and that includes arming terrorists in Judea and Samaria.“The arming policy of the West Bank is one of the policies of Iran and we will use all our capabilities in this way,” said Iranian Defense Minister Hossein Dehghan.Dehghan made the comments at a memorial service for General Abu Ali Tabtabai, who along with Jihad Mughniyeh and a crew of Hezbollah terrorists, were eliminated in an Israel Air Force strike Monday. The vehicles in which the two were riding had left Lebanon a few hours earlier, Lebanese sources said. The purpose of the tour, the sources said, was to allow Tabtabai to review the situation on the border with the purpose of developing new attacks on Israel.Commenting on the attack, Deghan said “The Zionist attack will not be passed over,” and that Iran would take the “appropriate action” when it wished to.Tensions remained high in northern Israel in the aftermath of the elimination of Mughniyeh, said to be Hezbollah's “commander of the Golan Heights area,” and Iranian General Tabtabai.Roads in the area of the Israel-Lebanon border have been closed, and tanks and armored personnel carriers were reportedly deployed along the northern border. Lebanese media outlets are reporting Israeli jets and helicopters over the Har Dov area along the Lebanese border.Late Wednesday, the US issued a travel warning to American citizens and government personnel in Israel, citing the recent tensions along Israel’s northern borders and the terrorist stabbing attack in Tel Aviv.“Because of concerns about security on Israel’s northern borders, U.S. government personnel are currently required to obtain advance approval if they wish to travel within 1.5 miles (2.4 kilometers) of the Lebanon border, or travel on or east of Route 98 in the Golan Heights,” the advisory said.“Further, in light of the stabbing attack on a public bus in Tel Aviv on January 21, U.S. citizens are reminded that due to security concerns, U.S. government employees are prohibited from using public buses throughout Israel and the West Bank (Judea and Samaria -ed.),” the statement added.Despite the increased tension, residents have been urged to continue with their regular daily routines.Giora Zeltz, chairman of the Upper Galilee Regional Council, said Wednesday that despite the large deployment of IDF troops and the increased police and border guard presence in the area, “we have not received any instructions to change our normal activities. The message we are getting from security officials is that life should continue as usual.”Zeltz said that IDF officials had given him three reasons for the increased vigilance: Besides concerns that Hezbollah will try to carry out revenge terror attacks against Israel - “for which we must be ready,” he said - “the IDF is also sending a message to our neighbors that we will not tolerate attacks, and to give residents a sense of safety.”

Contentions-Iran Looking for Missile Base Against Israel, Not Nuclear Peace

What was an Iranian general doing hanging around on the Syrian side of the Golan Heights border with Israel? The answer is that, along with several high-ranking figures in the Hezbollah terrorist group, General Mohammed Ali Allahdadi, a reputed ballistic missiles expert, was there helping to set up a missile base from which the terror group would, with Iranian aid and instructions, strike at the State of Israel. But before he completed his mission Allahdadi was killed along with some of the Hezbollah personnel in an Israel strike on their base near the town of Quenetra. The mission nipped the Iranian scheme in the bud but it’s doubtful that anyone in the Israeli government is under the impression that the strike ended the threat of attack from Iranian forces and their auxiliaries. But the revelation of the Iranian effort near the Golan is significant because it illustrates how deeply involved Iran is in fomenting a new terror war against Israel as well as the peril presented by Western policies that would, at best, make Iran a threshold nuclear power in the years to come.The purpose of the Iranian effort wasn’t just to make mischief for the Israelis under the cover of the chaos engendered by the Syrian civil war. The point of the plot was to allow Hezbollah to create a missile base from which it could rain death and destruction down on Israelis without involving the country of Lebanon. Hezbollah is still smarting from the negative feedback created by the 2006 war it started with Israel and which left much of that country in ruins. So what the group and its Iranian masters wanted is a secure base from which it could pepper Israel with rockets from the north in much the same manner that Hamas has done from the south. But, fortunately, as it has with various other terror plots involving Hezbollah in Syria, Israeli action has made the execution of this plot more difficult if not impossible in the short run.But the significance of this goes beyond the threat to Israel’s missile defense efforts or its desire to keep the north peaceful even as Hamas stirs the pot in the south.It’s no surprise to learn that senior Iranian military personnel are wandering around loose in Syria. Hezbollah and Iranian Revolutionary Guard personnel have been deployed to Syria to aid efforts to preserve the rule of dictator and Iranian ally Bashar Assad. But what is also now becoming clear is that the Iranians are looking to use their entry into Syria as part of an effort to, at the least, revive a northern front military option against Israel.That this effort involved a ballistic missile export should, however, interest observers. While it is possible that the initial hopes for Allahdadi’s efforts were limited to attempts to launch the kind of middle-range rockets Hamas lobbed at Israel last summer, it is impossible to ignore the implications of Iran expanding its ballistic missile program to Syria.While the world has focused its attention on Iran’s nuclear program and the effort to force the Islamist regime to abandon its ambitions for a bomb, relatively little notice has been paid to Iran’s ballistic missile program. Indeed, the Iranians have been as reluctant to discuss their rockets as they have been to reveal the details about their military research on nuclear material. But if Tehran is already sending generals to the border with the Golan to build up a missile threat against the Jewish state, it doesn’t take much imagination to think what will happen once the U.S. drops sanctions on the regime as part of a new and weak nuclear deal that let the Iranians keep their program and its infrastructure.That puts the effort by the Obama administration to appease Iran and to work for a new détente with the regime rather than pressing it to give up its nuclear capability in a very different light. Previously, when one spoke of Iran’s state-sponsored terrorism, it brought to mind their using Hezbollah operatives to launch atrocities such as the 1994 AMIA bombing in Buenos Aires or the attack on Israeli tourists in Bulgaria. But now when we link Iran and terror, it must be acknowledged that it is possible that one day the primary Iranian threat to Israel will be nuclear and that missiles based in Syria will be the method by which Tehran will cause trouble and perhaps even launch a nuke at Israel.If Israelis are more nervous about Iranian intentions in nuclear talks that Tehran has been, it is not just because they may think President Obama has proved himself a terrible negotiator in the peace talks. Rather, it is due to a sensible fear about Syria becoming nothing more than a launching pad for rockets in the same way Gaza has been transformed into a bastion of terror. Throw in the potential for nuclear weapons and you have a formula that ensures chaos and future bloodshed. Unless the U.S. wakes up to this threat and the folly of its stance toward Iran’s nuclear infrastructure, the consequences could be catastrophic.

Russia positioning nukes to confront NATO?-Moscow said to be moving missiles to Crimea, Kaliningrad-JAN 22,15-WND

WASHINGTON – Moscow could be preparing to move nuclear weapons into the Crimean Peninsula, which it annexed last year, and also position them around the strategic Russian enclave of Kaliningrad near the periphery of NATO countries, in possible violation of the 2010 Strategic Arms Reduction Treaty, according to a WND source.The move would send a message to NATO to limit its eastward progression, in line with the new military doctrine Moscow released in December.A source who has worked in past U.S. administrations on nuclear-weapon issues told WND that such a buildup in Crimea could include nuclear weapons, and there is a question whether it would be a violation of the 2010 START treaty, since Crimea has been annexed by Russia.If not strategic nuclear weapons, Moscow could move tactical nukes into Crimea, the source said.Moscow may already have moved nuclear weapons into Kaliningrad and Crimea, but WND was unable to independently verify the reports.A May 16, 2002, Congressional Research Service report released by Wikileaks suggests the presence of nuclear weapons already in Kaliningrad, the non-contiguous Russian coastal territory surrounded by Poland and Lithuania.U.S. Gen. Philip Breedlove, who heads U.S. European Command and is NATO supreme allied commander in Europe, said last November that Russia’s military buildup on the Crimea Peninsula includes cruise and surface-to-air missiles, allowing Moscow to assert military influence in the region.When Moscow announced its new military doctrine, Russian Foreign Minister Sergei Lavrov staked the claim that Russia has the right to station nuclear weapons in Crimea.“Crimea was not a non-nuclear zone in an international law sense but was part of Ukraine, a state which doesn’t possess nuclear arms,” Lavrov said. “Now, Crimea has become part of a state which possesses such weapons, in accordance with the Nuclear Nonproliferation Treaty.“In accordance with international law,” he said, “Russia has every reason to dispose of its nuclear arsenal … to suit its interests and international legal obligation.”

Preparing for nuclear war

Peter Vincent Pry, former analyst for the Central Intelligence Agency and director of the U.S. Nuclear Strategy Forum, said Moscow has been preparing for a nuclear war, but its intentions have been largely unreported by the establishment media.“For years, Russia has been embarked on a massive program modernizing its strategic and tactical nuclear forces,” Pry said.Pry, who also is executive director of the congressional advisory Task Force on National and Homeland Security, said Moscow’s preparation for nuclear war with the U.S. are frequent themes on Russian television, “as if preparing the population psychologically.”He noted Russian President Vladimir Putin on April 6, 2014, told a French television audience that Russia has global nuclear superiority and “is the first in the world in nuclear weapons.”“ Unfortunately,” Pry said, “Putin is right.”Pry said Moscow is giving strategic nuclear forces the highest priority in its defense budget. He said the Strategic Rocket Forces, as during the Cold War, is “still Russia’s elite service.”Russia also has a major advantage over the U.S. in tactical nuclear weapons, Pry said, since the U.S. has dismantled virtually all of its tactical nuclear weapons with just a few hundred “obsolete gravity bombs” bunkered in Germany.Russia has thousands of tactical nuclear weapons, variously estimated at 3,000 to 20,000, he said.Pry said the Obama administration has tried to “low ball” the numbers and the significance of Russia’s tactical nuclear weapons, which he said “is a grave mistake.”He said Russia’s advantage today in the nuclear balance is “unprecedented.” The advantages, he said, give Russia “escalation dominance,” which allows Russia to commit aggression unopposed by the U.S. and its allies.Moscow’s large-scale military exercises aimed at European NATO and the U.S., Pry said, go unanswered, “even by so much as a diplomatic protest.”The new military doctrine, however, stresses more of a “non-nuclear deterrence” against information warfare and an increase in Special Forces and intelligence to deal with terrorism from Islamic jihadist groups. The threat includes groups resident in Russia’s southern provinces of Chechnya, Dagestan and Ingushetia, which have many fighters now in Syria.However, nuclear deterrence will remain part of the new Russian military doctrine, along with maintaining a strong military presence in Kaliningrad and in the Arctic region to stake a claim on valuable untapped energy and mineral resources.
