Prime Minister Benjamin Netanyahu said Israel extends its hand to the Palestinians in peace, but also said that peace — and Israel’s survival — depends on its strength, as he was formally tapped by President Reuven Rivlin Thursday to form the next government.Speaking at the President’s Residence, Netanyahu promised to patch up ties with the US and within Israel, but insisted Israel would do everything to thwart the emerging Iranian nuclear deal, which he said was “an agreement that endangers us, our neighbors and the world.”“Our hand is extended in peace to our Palestinian neighbors,” Netanyahu said. But he quickly added: “The people of Israel know that real peace, that our entire future, will only be secured if Israel remains strong,” Netanyahu said.Israel can only meet the many challenges it faces in the region if it is strong and united, he said.The prime minister’s comments came amid heightened tensions with the US over the Iranian nuclear deal, which Israel opposes, and comments by Netanyahu before the election that there would be no Palestinian state under his leadership.The prime minister walked back those comments after the election, but the White House has refused to accept the retraction.On Tuesday, President Barack Obama weighed in with a fierce criticism, saying the US could not base its diplomacy on the “dim” peace prospects under Netanyahu’s leadership. While stressing that the tensions were not personal and the two had a “businesslike” relationship, Obama said: “We believe two states is the best path forward for Israeli security, for Palestinian aspirations and regional stability. Netanyahu has a different approach and so this can’t be reduced to a matter of somehow let’s all hold hands and sing Kumbaya.”Speaking before Netanyahu, Rivlin said the next government has three major responsibilities — protecting relations with the US, stabilizing the Israeli political system and restoring the public’s faith in it, and healing the social discord that arose during the elections.“I have decided to give you the role of putting together the government,” Rivlin told Netanyahu at a ceremony marking the event, noting that a majority of Knesset members had recommended the Likud leader for the task. He urged Netanyahu to build a coalition that is stable “and as wide as possible.”The president spoke of the stormy election, during which, he lamented, “things were said that should not have been said, not in a Jewish state and not in a democratic state. The height of the flames serves nobody. The fire will not only heat, it is likely to burn.”He urged Netanyahu to start working to “heal the rifts” exposed during “a hard election campaign.” And he said it was important that Israel not find itself holding elections again two years from now. The March 17 elections were triggered two years early when Netanyahu fired his finance and justice minister in December.Netanyahu, in turn, vowed to lower housing prices and the cost of living, as well as to defuse social tensions. Earlier on Wednesday, Rivlin held a joint press conference with Central Elections Committee head Salim Joubran, who formally handed over the election results to the president. The president said he would give the candidate who received the most recommendations for the premiership the first opportunity to build a coalition. Netanyahu received 67 votes from MKs earlier in the week, clinching support from a majority of Israel’s 120 lawmakers.The prime minister has already begun coalition talks, meeting with the leaders of the Kulanu, Jewish Home, Shas, United Torah Judaism and Yisrael Beytenu parties in the last few days, but is expected to run into some difficulties in distributing senior positions among his future partners.He is likely to encounter challenges over the defense portfolio — a position sought by Jewish Home head Naftali Bennett and Yisrael Beytenu leader Avigdor Liberman, while Likud hopes to keep Moshe Ya’alon in the position.According to Channel 2, Netanyahu met with members of United Torah Judaism on Wednesday, and promised them the Health Ministry and control over the Knesset Finance Committee. On Tuesday he reportedly promised Kulanu leader Moshe Kahlon the Finance Ministry portfolio.Netanyahu also met with Yisrael Beytenu chief Avigdor Liberman earlier Tuesday. Liberman told Channel 2 that his meeting with Netanyahu went well, but would not elaborate. He said that nothing has yet been promised to him, and emphasized he understands that he will not receive all of his demands.The Jewish Home party announced Tuesday its demands in the coalition talks – the defense, education and religious affairs ministries, Haaretz reported.The party — which holds eight Knesset seats — will likely join the coalition even if it does not receive all three portfolios, analysts say.Netanyahu also met with Shas chairman Aryeh Deri, who is vying for the Interior Ministry, on Wednesday.Netanyahu will have four weeks to form his government, with an option to extend talks for another two.Aside from handing appointments to coalition partners, Netanyahu will also have to find roles for several MKs in his Likud faction, which won 30 seats in last week’s election, becoming the largest faction in the Knesset.Likud party officials announced that they would move to ensure that no. 3 on the party’s list, Yuli Edelstein, will be reelected as Knesset speaker. Coalition talks got underway Thursday in the Knesset as the Likud party made its first official bid to cobble together a coalition amid competing interests between various potential partners.Party officials are meeting with each potential coalition partner’s negotiating team to hear their expectations and hopes for the next government.Each party has two hours to make its initial case. Likud’s four-member team is spending as much as 11 hours Thursday hearing and challenging the other parties’ demands.It’s the start of a grueling process for all concerned — and a critically important one. While Israel’s politicians are understandably focused on the jobs up for grabs, the coalition talks are about much more than seats.They’re also about legislation. Each potential coalition partner is seeking to secure from Likud a written promise in their bilateral coalition agreements to advance their favored legislation.For some lawmakers on the right, that means pushing forward the so-called “nation-state bill” that stalled when the previous government fell last December. It also means advancing proposals for changing the relationship between the Knesset and the High Court of Justice, giving the political system more power in judicial appointments (an area where the High Court itself and the Israel Bar Association currently have a majority), and empowering the Knesset to override constitutional rulings if it can muster sufficiently large majorities.For Jewish Home chairman Naftali Bennett, that means obtaining guarantees that the coalition will support some sort of resolution to land ownership claims related to some West Bank settlements built on land of questionable provenance.It also means advancing bills that will dramatically raise taxes on foreign governmental donations to Israeli political organizations – a deeply controversial measure favored by the right.For Moshe Kahlon’s Kulanu party, it means ensuring its proposed reforms for lowering housing prices and the cost of living will be part of the coalition’s fundamental written policy guidelines.For the ultra-Orthodox parties, it means ensuring that the universal draft bill passed in the last Knesset is weakened or overturned.And for Yisrael Beytenu, it means putting into law Avigdor Liberman’s election mantra of “a death penalty for terrorists.” This particular campaign promise, as Liberman well knew, has almost no chance of ever being realized, but the party may make a show of demanding it nonetheless.In straightforward political terms, all these issues and more may well be decided before the government is formed and before the 20th Knesset holds a single vote.And the coalition talks are a fight, as well, for vast amounts of public funds. The ultra-Orthodox want to restore past levels of funding that once flowed from state coffers to their educational institutions. Jewish Home wants to ensure new funds for settlement building and West Bank infrastructure through institutions such as the Settlement Division. And on and on.In the end, the coalition agreement will consist of five bilateral agreements between the ruling Likud and each of its five likely coalition partners — Yisrael Beytenu, Jewish Home, UTJ, Shas and Kulanu — and a sixth document laying out the coalition’s “guidelines” and values.Crucially, these agreements have the force of a legal contract, a status that has already withstood judicial review, which is a major reason the talks are so fierce. Whatever one obtains in a coalition agreement one might reasonably expect to see implemented by the new government.

Seats

Of course, the parceling out of ministries and committees is nothing to sneeze at either. Ministers have a profound influence on policy and can move vast budgets around to reflect their priorities, while Knesset committee chairs often have the power to expedite or bury legislation at will.Even at this early stage, with only informal talks and a handful of leaks to go on, it is possible to discern some of the characteristics and political fault lines of the nascent government from the emerging fights over seats.Prime Minister Benjamin Netanyahu’s obsession with stability and continuity is already on full display. In each government he has led, he has always preferred to let ministers remain in their jobs if it was at all possible to do so.Thus on Wednesday, Netanyahu suggested – but didn’t promise, Likud insists – that United Torah Judaism’s MK Yaakov Litzman return to the Health Ministry and the party’s MK Moshe Gafni chair the Finance Committee, positions both held in the recent past.This non-promise met with bitter rebuke from Kulanu’s Moshe Kahlon, and thus revealed another key feature of the new government: unlike Yair Lapid during his first term in power, Moshe Kahlon is no neophyte. Where Lapid almost entirely ignored the chairmanship of Knesset committees in his coalition demands — apparently not understanding how key they were — and so could only have his way in the Knesset by turning every legislative initiative into a coalition crisis, Kahlon, a veteran of three Knessets and once a successful cabinet minister, is keen on securing the entire pipeline of government finances in order to control all the levers he will need to push through his reforms smoothly and efficiently.He has already secured Netanyahu’s promise that he will hold the Finance Ministry. Now he aims to gain control of the Knesset Finance Committee. A finance minister from a minority party (Kulanu has just 10 seats in a 120-seat Knesset, a scale that will be reflected in its representation on the Finance Committee) who does not also control the chairmanship of the Finance Committee could find his initiatives defunded and stymied at every turn.In an important sense, the 2015 election has not yet ended-And so Kulanu announced on Thursday morning it would not attend the opening round of coalition talks with Likud in protest at the “handing out” of such a critical Knesset post to MK Gafni before the coalition talks even began.It’s a crisis the sides are sure to weather. And Kulanu may well emerge the winner, as Netanyahu needs Kulanu to give his otherwise stable right-wing coalition a secure Knesset majority.
Some other emerging lessons are also the most obvious ones. For instance, the settlers are seeking control of the government’s settlement construction organs. A shrunken Jewish Home may lose control of the Housing Ministry in the next government, Jewish Home officials acknowledge, but the party hopes to lasso the Settlement Division, the body that actually builds settlements and is currently under the authority of the Prime Minister’s Office, into whatever coalition package it ends up with.In an important sense, the 2015 election has not yet ended. The new parliament was elected on March 17; the new prime minister-designate was formally appointed on Wednesday. But Israel’s cabinet ministers, its parliamentary agenda for the coming years and the values and assumptions that will guide the new government will only be determined in the coming weeks.

US Secretary of State John Kerry and his Iranian counterpart held down-to-the-wire talks in Switzerland Thursday, with US officials insisting the contours of a historic nuclear deal were in sight just days before a deadline.“We very much believe that we can get this done by (March) 31,” said a senior State Department official traveling on Kerry’s plane to the Swiss lakeside city of Lausanne.“We can see a path forward here to get to an agreement, we can see what that path might look like,” the official told reporters, cautioning however that this “doesn’t mean we’ll get there.”Six world powers negotiating with Iran since late 2013 want Iran to disable parts of its nuclear infrastructure in order to put an atomic bomb out of reach and end a 12-year standoff.After missing two deadlines in 2014 to turn a interim accord struck in November 2013 into a lasting deal, the parties set March 31 for a “framework” agreement with a full pact to be agreed by July.But it remains unclear how detailed the framework between Iran and the six powers will be, particularly with the United States and France appearing split on the issue.A senior European official also said any deal may only be an internal document, a fact sheet — or not a text at all.The State Department official said the format of what, if anything, is agreed by March 31 was still under discussion but that it “needs to address in some way all of the major elements of a final agreement.”“We have always said it needs to have specifics. Improved relations

Britain’s Philip Hammond, who like other foreign ministers is on stand-by to come to Lausanne, warned of the consequences of failure.“No deal means no restrictions on (Iran’s nuclear program) … It means a fundamentally more unstable Middle East, with the prospect of a nuclear arms race in the region,” Hammond said in a speech.The mooted deal could boost relations between Iran and the West after decades of acrimony, potentially including more cooperation fighting Islamic State militants in Syria and Iraq.But Iran, which denies wanting the bomb, is loath to dismantle any of its nuclear facilities unless in return the powers dismantle painful UN, US and EU sanctions that have choked its economy.The six powers counter that they can only be suspended — not terminated — over a long period, allowing them to be “snapped back” if Iran violates the deal.And even before a deal is agreed, critics have been lining up to say that it will not do enough to stop Iran getting the bomb.These include Sunni Muslim Gulf monarchies like powerhouse Saudi Arabia, Shiite Iran’s main regional rival, and Israel, the Middle East’s sole if undeclared nuclear power and a close US ally.“We will continue to act to prevent the emerging agreement with Iran — an agreement which endangers us, our neighbours and the world,” newly re-elected Israeli Prime Minister Benjamin Netanyahu said Wednesday.But the main thorns in Obama’s side have been his Republican opponents, who sparked a furor by warning Iran in an open letter that Obama does not have the power to conclude a durable agreement without their backing.Republicans are also readying legislation that could oblige Obama to get any deal approved by Congress and impose fresh sanctions on Iran — something which would may well torpedo the entire process if passed.

SANAA, Yemen — Jordan joined the Saudi-led coalition attacking Houthi rebels who had driven Yemen’s president from the country.Pakistan, Morocco and Sudan were also joining the mission, the Saudi Press Agency reported Thursday.Other regional players were involved in the Saudi operation: The United Arab Emirates, Kuwait, Qatar and Bahrain joined Saudi Arabia in a statement published by the Saudi Press Agency, saying they would answer a request from Hadi “to protect Yemen and his dear people from the aggression of the Houthi militias which were and are still a tool in the hands of foreign powers that don’t stop meddling with the security and stability of brotherly Yemen.” Oman, the sixth member of the Gulf Cooperation Council, didn’t sign onto the statement.Egypt also announced political and military support. “There is coordination ongoing now with Saudi Arabia and the brotherly gulf countries about preparations to participate with an Egyptian air and naval forces and ground troops if necessary,” it said in a statement carried by the state news agency.Saudi Arabia launched airstrikes Thursday targeting military installations in Yemen held by Shiite rebels who were taking over a key port city in the country’s south and had driven the embattled president to flee by sea, security officials said.Saudi-owned Al-Arabiya News reported that the kingdom had deployed 100 fighter jets, 150,000 soldiers and other navy units. News footage of the strikes aired by Saudi-owned Al-Hadath TV showed flashing lights and what sounded like machine gun fire.The departure of President Abed Rabbo Mansour Hadi, a close US ally, and the imminent fall of the southern port of Aden pushed Yemen further toward a violent collapse. It also threatened to turn the impoverished but strategic country into another proxy battle between the Middle East’s Sunni powers and Shiite-led Iran.Saudi ambassador to the United States Adel al-Jubeir announced the military operation in a news conference in Washington. He said his government had consulted closely with the US and other allies but that the US military was not involved in the operations.The White House said in a statement late Wednesday that the US was coordinating military and intelligence support with the Saudis but not taking part directly in the strikes. Saudi Arabia and its Gulf allies believe the Shiite rebels, known as Houthis, are tools for Iran to seize control of Yemen and say they intend to stop the takeover. The Houthis deny they are backed by Iran. Security officials in Yemen said the Saudi airstrikes targeted a camp for US-trained special forces, which is controlled by generals loyal to former president Ali Abdullah Saleh. The officials said the targets included the missile base in Sanaa that was controlled by the Houthis earlier this year. One of the Yemeni security officials said the strikes also targeted the fuel depot at the base.The Houthis said in a statement to reporters that Saudi jets hit the military base, known as al-Duleimi, and that they responded with anti-aircraft missiles. Riad Yassin, Yemen’s foreign minister, told Saudi’s Al-Hadath TV that the airstrikes were welcomed.“I hope the Houthis listen to the sound of reason. With what is happening, they forced us into this,” he said.The crumbling of Hadi’s government is a blow to Washington’s counterterrorism strategy against al-Qaeda’s branch in Yemen, considered to be the most powerful in the terrorist network. Over the weekend, about 100 US military advisers withdrew from the al-Annad air base where they had been leading a drone campaign against al-Qaeda in the Arabian Peninsula, or AQAP.Yemen now faces fragmentation, with Houthis controlling much of the north, including the capital of Sanaa, and several southern provinces. In recent days, they took the third-largest city, Taiz, as well as much of the province of Lahj, both just to the north of Aden.The Houthis are backed by Saleh, the autocrat who ruled Yemen for three decades until he was removed amid a 2011 Arab Spring uprising. Some of the best- equipped and trained military and security units remained loyal to Saleh and they have helped the Houthis in their rapid advance.Hadi left Sanaa for Aden earlier this month after escaping house arrest under the Houthis, who overran the capital six months ago. In Aden, he had sought to make a last stand, claiming it as the temporary seat of what remained of his government, backed by allied militias and loyal army units.With Houthis and Saleh forces closing in on multiple fronts, Hadi and his aides left Aden Wednesday on two boats in the Gulf of Aden, security and port officials told The Associated Press. The officials would not specify his destination.
