But co-operation stopped due to the war, posing the question: “Does the Russian military believe it can still count on them to detach their payload?”.

BEIJING/WASHINGTON (Reuters) - China will soon complete some of its land reclamation on the Spratly islands in the disputed South China Sea, the Foreign Ministry said on Tuesday, indicating that Beijing is close to setting up new outposts in the maritime heart of Southeast Asia.The United States, which has called for a halt in China's island building in the South China Sea, said it had "noted" Beijing's announcement, but was concerned about its plans for more construction work, including for military defense."China's stated plans do not contribute to a reduction in tensions, support the emergence of diplomatic and peaceful solutions, or bolster China's disputed maritime claims," a State Department spokesperson said.China stepped up its creation of artificial islands last year, alarming several countries in Asia and drawing growing criticism from Washington. An Israeli source confirmed on Tuesday night there had been indirect contacts between Israel and Hamas, hours after sources in the terrorist group said Israel and Hamas have been holding indirect contacts about ideas for cementing a long-term truce in Gaza."There are contacts with Egypt and other elements over an easing of the blockade and the entry of materials to Gaza in exchange for quiet," the Israeli source told AFP."But Hamas is finding it difficult to control Islamic Jihad and other elements in order to do this," he said, referring to the recent flurry of sporadic rocket fire from Gaza, most of which have been claimed by a small Islamic extremist group bent on challenging the ruling Hamas movement.A source with Hamas told AFP earlier that the contacts with Israel have gone through a number of Arab and European channels in a bid to firm up an informal ceasefire agreement that took hold last August, ending a 50-day war in Gaza started when Hamas escalated its rocket attacks on Israeli civilian centers."There has been indirect contact between Israel and Hamas, messages passed via Arab channels as well as through European and Turkish sources," one of the sources said, describing it as "an indirect exchange of ideas."The Egyptian-brokered truce came into effect on August 26, with the sides pledging to resume indirect contacts within a month to pin down a lasting ceasefire and discuss crunch issues.But the follow-up talks were delayed several times and never formally resumed."We are ready for an agreement. The Defense Ministry announced Tuesday that it is making unprecedented "gestures" and is letting in hundreds of Arab residents of Gaza, Judea and Samaria to pray at the Al-Aqsa Mosque on the Temple Mount - the holiest site in Judaism - for the Muslim month of Ramadan.The announcement on eased traveling regulations comes a day before Ramadan begins, and may strike many as controversial given that the Jordanian Waqf has been allowed to ban Jewish prayer on the Mount, despite Israeli laws ensuring freedom of religion and freedom of worship.Arab men aged over 40 and all Arab women in Judea-Samaria will have access to the Mount, and 800 Arab residents of Gaza will be allowed in for Friday prayers. Another 500 Arabs in Judea-Samaria will be let into Gaza, 300 Palestinian Arabs living abroad will be allowed into Gaza to visit family, and 500 Arab residents of Judea-Samaria will be permitted to fly from Ben-Gurion International Airport."For the first time, the arrival of worshipers will be allowed via bus directly from the city centers to the Temple Mount," Maj. Gen. Yoav Mordechai announced, indicating that Arab residents of Judea and Samaria will have direct access from their cities in a "first," with security checks presumably being conducted there by Palestinian Authority (PA) security forces."The IDF will allow the entry of all Palestinians, men and women without a special permit, with the exception of men between the ages of 30 to 40," he added. Another 500 Arabs in Judea-Samaria will be let into Gaza, 300 Palestinian Arabs living abroad will be allowed into Gaza to visit family, and 500 Arab residents of Judea-Samaria will be permitted to fly from Ben-Gurion International Airport."For the first time, the arrival of worshipers will be allowed via bus directly from the city centers to the Temple Mount," Maj.
