Israel intercepts communication equipment en route to Gaza terror groups-Drones, rifle scopes, and radio and video receivers discovered in mail packages bound for Palestinian enclave, Defense Ministry says-By Times of Israel staff May 30, 2016, 3:51 pm

Dozens of packages containing drone parts and other communications equipment en route to terror cells operating inside the Gaza Strip were intercepted by Israeli security forces in recent weeks, the Defense Ministry said Monday. The packages, which were shipped through the Israeli postal service, contained disassembled drones, rifle scopes, radio receivers, cellphone signal boosters and video transmitters, a statement from the ministry said. Some of the equipment, including the 5.8 GHz video transmitters confiscated at the border crossing earlier on Monday morning — are banned for private use both in Israel and Palestinian Authority-controlled areas of the West Bank.According to the statement, a joint operation by border authorities, police, the Shin Bet security agency, and the Coordinator of Government Activities in the Territories intercepted the packages at the Erez border crossing at the Gaza-Israel border over the past several weeks.Security forces have launched an investigation into locating the source of the equipment and those responsible for their attempted smuggling into Gaza. The ministry said a number of other smuggling attempts of drones have been foiled by the Shin Bet in recent weeks.Earlier this year, guards at the Kerem Shalom border crossing into the southern Gaza Strip uncovered a shipment of drones equipped with high-quality cameras hidden in an Israeli truck carrying toys.In March, Hamas drones reportedly flew out of the Gaza Strip and into Egyptian airspace above the Sinai Peninsula several times as the Egyptian army stood by helpless to prevent the incursions. Egyptian radar picked up three drones flying out of the southern Gaza Strip on numerous occasions, the Egyptian Al Osboa newspaper reported at the time. The unmanned aerial vehicles penetrated as far as El Arish and Sheikh Zuweid, some 50 kilometers from the Egypt-Gaza border.Border forces opened fire on the drones but couldn’t hit them because they were flying at an altitude of 750 meters (2,250 feet), the report said. Under the terms of the 1979 peace deal with Israel, Egypt is not allowed to station any anti-aircraft weapons in the Sinai region. In December 2014, Hamas’s military wing launched a locally manufactured drone during a Gaza City march in honor of the founding of the group, prompting the Israel Air Force to summon jets to the area, but no shots were fired at the unmanned aircraft.Earlier that year, during Israel’s war against Hamas in Gaza, the terrorist group launched two drones into Israeli airspace before they were promptly blasted out of the sky by IAF-launched Patriot missiles.

Reform Jewry waits for answers as Knesset reboots-With a new coalition deal, will Israel’s non-Orthodox Jews see further reversals of newly granted ‘reforms’?-By Amanda Borschel-Dan May 30, 2016, 5:01 pm-THE TIMES OF ISRAEL

On the face of it, 2016 looked to be a banner year for Reform Jewry. On January 31, the government passed a much-celebrated “historic” decision promoting egalitarian prayer at the Western Wall. A mere few weeks later in mid-February, the Supreme Court gave Israel’s Reform and Conservative movements blanket use of state mikvehs (ritual baths), heralded as a “significant step on the road to full recognition.”But after the champagne glasses were emptied, Reform Jewry found itself in a familiar situation: while one hand of the government gives, another attempts to take away.“There’s no question: You win one and then you have to hold your breath to see whether it’s going to go back to the Knesset to see if someone will try to cancel your success by passing a law to try to stop it,” said Nicole Maor, a leading lawyer at the Reform movement’s Israel Religious Action Center.Maor, who largely deals with legal aid for immigrants, told The Times of Israel on Monday that it is not uncommon for a “reform” to be followed by ploys for delays in implementation or legislation which would negate a ruling.“It’s very much a cat-and-mouse situation,” said Maor.Case in point: After an uproar from the ultra-Orthodox factions in the tenuous coalition, Prime Minister Benjamin Netanyahu’s chief of staff, David Sharan, was tasked with forming a committee to review the Western Wall compromise. The deal, a labor of love, sweat and tears masterminded by Jewish Agency head Natan Sharansky, calls for a new permanent prayer pavilion to be erected in the Davidson Archeological park, which abuts the southern end of the Western Wall.Sharan, who was appointed cabinet secretary on May 23, was given 60 days to review the plan and meet with the various players involved in drafting the deal. His time runs out on June 1. According to The Forward, only one or two such meetings have been held. This week, as the government reboots with the addition of new Defense Minister Avigdor Liberman’s Yisrael Beytenu to the coalition, there is much speculation over how, if at all, pending issues of religion and state will be affected.According to section 36 of the coalition agreement, a committee headed by Tourism Minister Yariv Levin (Likud) will be created to discuss issues of religion and state, made up of representatives of the coalition parties. (Levin, one may recall, was “boycotted” by Reform leadership after stating in mid-February that the movement represents a “dying world” that has succumbed to assimilation.)-One could see the Levin committee as a forum in which Liberman’s party would be able to stymie ultra-Orthodox-proposed legislation, as no religion-state bill can progress without the unanimous support of the committee’s members. On the flip side, the coalition is expected to vote as a bloc if such bills do reach the Knesset floor, a provision that will soon be tested as a bill rejecting the Supreme Court decision opening state mikvehs to non-Orthodox conversions is made ready. The court decision was decried instantly upon its announcement by Chief Sephardic Rabbi Yitzhak Yosef, who said the court’s “miserable decision to allow reform Jews and Conservatives to immerse in mikveh baths intended to serve the entire public is outrageous.”It is therefore unsurprising that a bill to bar non-Orthodox use was quickly proposed by members of the United Torah Judaism party and heavily supported by Shas, which was founded by Yosef’s father Rabbi Ovadia Yosef. It passed a preliminary law committee vote on March 14, and on June 6 there is a follow-up committee meeting before the law’s first reading in the Knesset.Although there are indications that some state ritual baths have already begun to allow non-Orthodox conversions, as part of the newly inked coalition agreement, in the upcoming vote on a law rejecting non-Orthodox use of state ritual baths, Yisrael Beytenu must vote as part of the coalition bloc in support of the bill.In conversation with The Times of Israel on Monday, IRAC’s Maor is still optimistic of progress for Reform and Conservative Jews in Israel..Last week, on the heels of an April 1 sweeping court decision calling for the acceptance of independent Orthodox conversions in Israel, the High Court directed the attorney general’s office to explain why non-Orthodox converts whose conversions were performed in Israel are not eligible for citizenship under the Law of Return. The new government has 60 days to respond.

Fiji pulls some peacekeepers from Sinai amid security fears-Several dozen troops withdrawn from restive peninsula in Egypt; US and Colombia also said planning to reduce numbers-By AP May 29, 2016, 2:09 pm-the times of israel

WELLINGTON, New Zealand — Fiji said Sunday it’s bringing home about 65 of the 300-plus peacekeepers it has stationed in Egypt’s Sinai Peninsula and has closed remote bases there as the security situation deteriorates.Commander Humphery Tawake, who heads the South Pacific nation’s foreign peacekeeping force, said Fiji was asked to scale down its presence by the leaders of the international peacekeeping operation in Egypt.Tawake said the US and Colombia were also planning to reduce troop numbers as peacekeepers in the northern Sinai found themselves increasingly caught in the middle of fighting between Egypt’s armed forces and militants affiliated with the Islamic State group.“It’s not only affecting us, it’s affecting the whole mission,” Tawake said. “The threat and the danger that has pre-existed since 2013 has spilled over. Some of our locations were hit by indirect fire and mortars last week.”He said that five of Fiji’s remote outposts in the Sinai have been closed recently, leaving just two or three operating. He said only about 10 to 15 troops operate the small outposts, making them more vulnerable to attack than larger bases.Tawake said the decisions about troop numbers were coming from the headquarters of the Multinational Force and Observers group, and exact numbers for Fiji’s drawdown had yet to be finalized. He said Fiji had stationed peacekeepers in Egypt since 1982, with the latest group of a little over 300 beginning a planned one-year rotation in February. The Multinational Force and Observers group has continually monitored compliance with the 1979 peace treaty between Egypt and Israel. Twelve nations currently contribute a total of about 1,700 troops to the force, with Fiji authorized to contribute up to 338 troops. The US is authorized to contribute up to 707 troops. The Associated Press reported last year that the Obama administration was quietly reviewing the future of America’s role in the Sinai, with options ranging from beefing up protection for US troops to pulling them out altogether. In 2014, 45 Fijian peacekeepers were held captive in Syria for two weeks by the al-Qaeda linked Nusra Front before being released unharmed.

Bennett steps up threats to quit coalition, topple government-Jewish Home leader says he’ll protect soldiers ‘from within coalition or outside it’; Knesset speaker urges parties to reach deal to avoid ‘unnecessary elections’-By Marissa Newman and Times of Israel staff May 29, 2016, 1:35 pm-the times of israel

Jewish Home leader Naftali Bennett on Sunday threatened to quit the coalition over his demands for greater intelligence-sharing in the high-level security cabinet, as Knesset Speaker Yuli Edelstein urged the Likud and Jewish Home parties to cut a deal quickly to avoid new elections.Bennett is demanding Prime Minister Benjamin Netanyahu appoint a military attaché for each member of the sensitive 10-member cabinet committee to provide ministers with real-time security updates, coordinate additional fact-finding visits to IDF bases and other military zones, and facilitate easier access to classified information.Bennett has threatened that his party will vote against incoming defense minister Avigdor Liberman’s appointment, scuttling the coalition deal signed Wednesday with the Yisrael Beytenu party. The 61-seat coalition needs Jewish Home’s eight votes to pass the appointment in the 120-member Knesset.“We are not demanding jobs and not demanding money. We are asking to save people’s lives. Human life is more important that government portfolios. I will continue to fight to protect IDF soldiers and the residents of the Gaza periphery from everywhere, from within the government or outside it,” Bennett said.Edelstein on Sunday called on Netanyahu and Bennett to bridge the “small gaps” and avert “unnecessary” elections.“I know the gaps are small and both sides have good intentions,” said Edelstein. “We must not forget that the larger goal is to serve the citizens, and not lead them to unnecessary elections every year.”Earlier Sunday, Justice Minister Ayelet Shaked insisted new elections were “a possibility” if the government did not accede to the party’s demands.“There don’t need to be elections, but if they want to downgrade the situation to that — it’s certainly a possibility,” Shaked told Army Radio on Sunday.Meanwhile, Kulanu party leader Moshe Kahlon on Sunday said he had no intention of bringing down the ruling coalition, days after a minister appointed by his party resigned to protest the “extremist” government he said is leading Israel to destruction.“The government will last,” Kahlon, who serves as finance minister, told Israel Radio on Sunday.“We have large, important challenges, and you can’t bring down a government every month, you can’t go to elections every year. The government needs to function,” he added from Rome, where he is visiting. The standoff between Bennett and Netanyahu over the reform threatens to topple the government, according to Netanyahu confidant Likud MK Tzachi Hanegbi. But a source close to the prime minister told Israel Radio the issue was expected to be resolved on Sunday.Likud has warned that a vote against Liberman’s appointment would mean the immediate firing of Jewish Home’s three cabinet ministers — Education Minister Bennett, Justice Minister Shaked and Agriculture Minister Uri Ariel — and likely the collapse of the coalition.Even with the five-seat Yisrael Beytenu on board, a coalition without Jewish Home would shrink to 58 seats, losing its parliamentary minority and possibly triggering new elections.“We are on the brink of a political crisis, which may get worse on Monday if Bennett votes against the government and as a result the Jewish Home is no longer in the coalition,” Hanegbi told Channel 2 on Saturday.Hanegbi, who heads the powerful Knesset Foreign Affairs and Defense Committee, said there was justification for the call to improve how the security cabinet operates. “But this improvement cannot, in my opinion, come through an ultimatum,” he said, but rather through coordination.Netanyahu on Friday offered to establish a committee headed by former National Security Council head Yaakov Amidror that would examine ways to reform the security cabinet. Jewish Home rejected the idea out of hand, accusing the prime minister of stalling.Netanyahu canceled Sunday’s regularly scheduled cabinet meeting amid the crisis. The security cabinet meeting will go ahead as planned late morning or afternoon, where the two will reportedly try to work out some compromise.Liberman’s appointment must be approved by the cabinet, and then by the Knesset. Netanyahu is believed to have a majority among government ministers even without Jewish Home, but will need the party’s votes for the Knesset vote. Both votes are currently scheduled for Monday.Hanegbi said that Bennett’s ultimatum was essentially “political suicide,” especially if the threat is carried out and Jewish Home votes against the government to torpedo the coalition deal.If this right-wing government falls, or, alternatively, if a left-wing party joins the coalition instead of Jewish Home, the party will pay a heavy political price with its own constituents, Hanegbi cautioned.Bennett’s demands are only the latest crisis for Netanyahu to result from his appointment of Liberman. The move led the sitting defense minister, Likud’s Moshe Ya’alon, to resign and issue a bitter critique of the government, warning that “extremist and dangerous forces have taken over Israel and the Likud movement.”

Playing coalition chicken-Papers seem to agree that the government won’t be toppled, at least not quite yet; plus one writer opines that killing is okay, so long as someone else tells you to do it-By Joshua Davidovich May 29, 2016, 3:50 pm-the times of israel

Like a riddle wrapped in an enigma wrapped in the puzzle that is Israeli politics, Prime Minister Benjamin Netanyahu’s bid to stabilize his government looks like it could lead to its fall, in the latest twist of a slow-burn coalition crisis bubbling for weeks. That fear/hope dominates the news agenda Sunday morning, after a minister quit over the expected appointment of Avigdor Liberman as defense minister and senior coalition partner Jewish Home is saying loudly that it will block the appointment if Netanyahu doesn’t reform his top-level security cabinet.Jumping on any chance to oppose Netanyahu, Yedioth Ahronoth seems to forcefully take Jewish Home leader Naftali Bennett’s side in the fight, running as a headline a quote from a Bennett talking point: “I’m not ready for soldiers to die because of somebody’s ego,” reflecting his belief that his demand for greater ministerial oversight over security matters will somehow save lives. The paper reports that Bennett and Netanyahu will meet later Sunday to try to put the crisis behind them.“If they don’t, it’s likely Jewish Home will torpedo the Knesset vote on expanding the government,” the paper reports, though it notes that two Jewish Home MKs have not come out and said they support Bennett’s position.Analyst Yoaz Hendel, seemingly speaking as Bennett’s mouthpiece, writes that Netanyahu will fold.“In a few hours – or a few days in a worst-case scenario – the crisis will end with the signing of an agreement. This will happen just after Netanyahu accepts Bennett’s demands. That’s the way of the world, that’s the way of Netanyahu. Pressure works,” he writes. “Representatives of the prime minister and education minister know well the starting point of educators in the Jewish nation: What a person learns at the start of his journey he can never forget. This is true in politics as well. Bennett learned the significance of a power play, and he’ll use it in concert with his worldview.”Left-leaning Haaretz, which would be loath to back Bennett even if he is the enemy of enemy No. 1 Netanyahu, instead leads off with the resignation of Environmental Protection Minister Avi Gabbay, describing his protest of the coalition deal as “sharp.”Yet what the paper really wants to get across to readers is its own take on the coalition bedlam, which it puts on the front page instead of any actual news coverage. Thus instead of reading about Gabbay or Bennett, readers are treated to analyst Yossi Verter predicting that even if this crisis doesn’t bring down the government, bad blood will remain.“The moment the coalition of 66 MKs is approved in the Knesset, which is likely early in the week, the dust will settle and events will move on. But the residue has accumulated and the expectations will fulfill themselves in the end,” he writes. “It could happen over some foolish thing, something unexpected that develops under the radar.”Israel Hayom is the only paper not to lead with the story, and editor Haim Shine is uncharacteristically forgiving in taking aim at Gabbay for daring to compare the appointment of Liberman and the death of the coalition as he knew it to the loss of the Third Temple – yes that Temple – in an homage to Moshe Dayan’s mournful quote during the darkest moments of the Yom Kippur War.“One can sharply criticize the government’s actions, including the appointment of a minister. It’s allowed and important to call on Israeli society to fix itself, but from there to the prophesies of doom on the destruction of the Third Temple is quite distant,” he writes. “The job of the leadership is to give hope, to raise spirits and to look upon the great awakening of Jerusalem. Anyone not ready to raise the nation’s spirits does not have a place in the leadership.”Any balance Shine may have given the paper is immediately thrown out of the window, though, with a column that stretches the bounds of humanity beyond its breaking point, essentially justifying the killing of a wounded Palestinian assailant and attacking the military leadership for daring to say such a thing is immoral.“Our soldiers got a little confused,” reads a headline that the paper felt so good about it also put it on the front page, and gave Amos Regev two pages to spew his ideas. And what ideas they are. Regev argues that the army “went out on a limb” by claiming to be moral in the wake of the Hebron incident, writing that the soldier who shot the assailant dead should be prosecuted not for killing but solely for disobeying orders.“The Hebron terrorist that was shot with his friend who was killed beforehand didn’t go out for a walk with a chihuahua. He came to kill Jewish soldiers, our forces. The soldier shot him, and he has his own version, which a judge didn’t automatically discount at a remand hearing, and now he can present his case to the bench. The case has just begun,” he writes. “The correct thing would have been if the soldier didn’t shoot in this case, after the incident occurred, unless he was given an order. He wasn’t given an order. He damaged the military echelon. For that he should stand trial, not for murder, not for manslaughter. Whoever claims otherwise should take a glance at history. War is hell. Things happen. We had Kafr Kassem in 1956, the American had Mai-Lai in Vietnam. Hebron is neither. How about some proportionality?”The other story dominating the news agenda is about another dead person – the suspected killer of two people in Rishon Lezion last week and the subject of a massive manhunt — though with little hemming and hawing over the cop that shot him dead.Seeing an opportunity for some hard-boiled storytelling, Yedioth’s news coverage tries to put readers inside the suspect’s head.“Jan Gabrieloff understood, it seems, that the cops has closed in on him. After three days of hiding, the suspected killer of Anastasia Rostov and Eliezer Kandinov found himself in the heart of a residential area of Lod, surrounded on all sides. When an unmarked car rammed against his car from behind he drew his weapon,” the story reads. “But Gabrieloff wasn’t fast enough. Even before the killer could pull out his weapon and shoot it at cops, district commander Motti Cohen shot and killed him.”All that’s missing from the cliched scene is Gabrieloff growling “you won’t take me alive.” While he might have had a death wish, he also might have gotten an early whiff of a front page story in Haaretz reporting that conditions in prison aren’t quite at “Orange is the New Black” standards, and may not be getting any better. For years, a panel has issued reports pointing to prison overcrowding, unsanitary or inhumane conditions and other problems in the lockup, and the wardens heard just about enough, the paper notes.“Some of the external bodies’ reports have been submitted to Israel Prison Service Commissioner Ofra Klinger, who has told justice and public security ministry officials privately that the number of external overseers visiting prison facilities should be reduced. Instead, Klinger would like to see internal oversight by medical personnel, social workers and other officials. However, some insiders say Klinger is still angered by the external bodies’ reports, which she considers too harsh and are released to the media in a prejudicial manner,” the paper reports. “The prison service does have its own oversight department, but it doesn’t extend such oversight to senior officers and is yet to publish reports that are transparent enough to show a serious approach when it comes to self-criticism.”

If Islamic State loses Fallujah and Raqqa, the ‘caliphate’ will be over-Attacked on numerous fronts, the brutal jihadist group is no longer certain to survive; it may ultimately become ‘just’ another evil terrorist organization-By Avi Issacharoff May 28, 2016, 5:31 am-the times of israel

It may be too soon to write off Islamic State, the fundamentalist Sunni terror organization controlling large swathes of land in Syria and Iraq, but there are hints that the terror group is beginning to crumble under the pressure of attacks from multiple fronts. In a series of deadly attacks in the Alawite region of Syria just this week, Islamic State bombs killed some 150 people; in Fallujah, Iraq, only an hour’s drive from Baghdad, at least 35 Iraqi soldiers and Shiite militia forces were killed when they were trying to liberate the city from IS control; and earlier this month, a series of deadly terror attacks ripped through the city of Baghdad, killing hundreds. But despite the death and destruction Islamic State is leaving in its wake, an examination of recent developments on both the Iraqi and Syrian fronts demonstrates how dire the organization’s state has become, as an Iraqi-Iranian alliance is closing in on it from the east while Kurdish and American forces are advancing from the north.-Outnumbered to the east-In the east, war is raging on the outskirts of Fallujah, where IS is attempting to reap as many casualties as it can by employing its tried and true fighting techniques – those that helped it capture the city in the first place – namely the use of suicide attackers driving cars rigged with explosives into Iraqi army posts.Fallujah is extremely important to IS; it was the first city to be seized by the organization and the base from which it began its violent escapades into the region. As a result, fighting at Fallujah may drag on for months to come. It’s fair to assume that IS will do almost anything to defend the city and to prove it can survive. But IS fighters’ famously fearsome reputation and high motivation – the elements that often gave them the upper hand even when outnumbered – may not be enough to help them out of their current plight. The city of Ramadi, a symbol of resistance against American forces just a decade ago, was recaptured from IS in a mere month. The Iranians, perhaps out of concern for the Iraqi and militia forces fighting IS, sent Qassem Sulaimani, head of the Islamic Revolutionary Guards Corps, to oversee fighting at Fallujah. His forces, alongside militia fighters and Iraqi soldiers, comprise some 20,000 men facing only around 1,000 IS fighters barricaded inside the city.In light of the Iraqi offensive that began again this week, IS may try to demonstrate its ongoing capacity to wreak havoc by targeting locations across Europe and the West. Whatever horrors it can unleash, however, the fall of Fallujah would constitute a crushing blow to IS sovereignty in the east.-Trouble from the north-Fighting on the northern front will take longer to be resolved. Although Syrian opposition forces have already begun carpet bombing villages in the Raqqa district, the fighting there is still some 60 kilometers (37 miles) away from the heart of the IS stronghold in the city of Raqqa itself.Operations carried out against IS in the Raqqa district are being overseen and aided by American forces. The American contribution to the offensive against IS was underlined by a recent visit to the front by the commander of the United States Central Command, Josef Votel, where he met with representatives of Syrian and Kurdish forces fighting IS, such as the Syrian Democratic Forces and the YPG, which is the armed wing of the Democratic Union Party in Rojava, the Kurdish region of Syria. The joint Kurdish-Syrian offensive on Raqqa may take some time, but even the mere announcement of its commencement is reason for IS to worry.-Is this the end?-It may be that the fighting around Fallujah and Raqqa is only just beginning, but we can cautiously say at this point that the survival of IS is no longer a given. If the IS strongholds in Raqqa and Fallujah fall, all the organization will have left is control over the small area of Mosul, which is bound to be captured by the Iraqi army or by pro-Iranian militia forces.Overpowered on its home turf, IS would shift from the bureaucratic enterprise of running a sharia state to become one of the pedestrian variety of terror groups — the kind that “only” conduct terror and guerrilla attacks.

Hamas cell accused of bombing Jerusalem bus nabbed-Shin Bet says group of 6 Palestinians from Bethlehem planned suicide blast, as well as future attacks in capital-By Judah Ari Gross May 29, 2016, 1:13 pm-the times of israel

Israeli security forces arrested six alleged members of a Hamas terror cell accused of planning and carrying out a suicide bombing in Jerusalem last month, the Shin Bet security service announced Sunday. On April 18, Abed al-Hamid Abu Srour boarded the number 12 public bus in the capital and detonated an explosive device, injuring 19 people and killing himself, in the first suicide bus bombing in Israel since 2004.The Shin Bet, Israel Defense Forces and Police launched an investigation to track down Abu Srour’s accomplices. Details of the case were placed under a court-approved gag order, which was removed Sunday morning. The alleged Hamas terror cell was made up of six Palestinian men, all from the Bethlehem area, the Shin Bet said. The security agency would not reveal the precise dates of the arrests, only that they’d happened “in recent weeks.”In addition to the April bus bombing, the Shin Bet found the cell had planned additional attacks, mostly car bombings and shootings, and had been creating improvised explosive devices based off “educational videos from the internet,” the security service said.Muhammad Sami Abd Alhamid al-A’zza, a 28-year-old resident of Beit Sahour near Bethlehem, admitted to investigators that he’d crafted the explosive device used by Abu Srour in the Jerusalem bus bombing, the Shin Bet said.“Once the creation of the device was completed, they worked together to enlist a suicide bomber and then prepare the attack, specifically planning how to infiltrate Jerusalem,” the Shin Bet said al-A’zza revealed during his interrogation.“At the same time, they worked to plan additional attacks and tried to obtain additional weapons and explosive material,” the security service said.In addition to the plans for future acts, the Shin Bet found that al-A’zza and another suspect, 28-year-old Muhammad Issa Mahmoud al-Barbari, had carried out a shooting attack near the Jewish settlement of Tekoa in 2015, albeit one that resulted in no casualties.Al-A’zza had previously served a prison sentence from 2004 to 2007 for planning terror attacks with Hamas.According to investigators, Muhammad Majdi Mustafa al-A’zza, 21, worked alongside al-A’zza in creating the explosive device used in the attack and also recruited members of the cell, including Abu Srour.Ahmad Muhammad Mahmoud al-Mashaiekh, a 19-year-old from the al-Ayda refugee camp, has been accused of driving the suicide bomber to the Jerusalem for the attack, though the security service did not reveal how exactly they sneaked into the capital.Israeli forces also picked up Ali Ahmad Muhammad al-A’rouj and Sai’d Usama Issa Hermes, who were found to be involved, though to a lesser extent in the attack, according to the Shin Bet.Al-A’rouj, who was also imprisoned from 2004 to 2007 for planning an IED attack, helped raised money for the group, assisted in the production of the bomb used in the April attack and filmed Abu Srour’s testimonial video before he carried out the attack, the security service said.Hermes, meanwhile, helped Abu Srour write the testimony and helped al-A’rouj film it, the Shin Bet said. The agency also found that after al-A’zza and al-Barbari’s 2015 shooting, Hermes offered his home as a hiding place for the homemade gun used in the attack. The Shin Bet’s findings have been handed over to a military court and in the coming days the members of the alleged terror cell will be indicted.

As citizens set to miss hajj, Iran says Saudi Arabia ‘blocking path to Allah’-In latest spat between regional rivals, Tehran claiming Riyadh ignored ‘the security and respect’ of its pilgrims to Mecca-By Siavosh GHAZI May 29, 2016, 4:54 pm-the times of israel

TEHRAN (AFP) — Iran said Sunday its pilgrims will miss the pilgrimage this year because Saudi Arabia, custodian of Islam’s holiest sites, was raising obstacles and “blocking the path to Allah” for its faithful. The Iranian Hajj Organization said: “Saudi Arabia is opposing the absolute right of Iranians to go on the hajj and is blocking the path leading to Allah.”The Saudi side had failed to respond to Iranian demands over “the security and respect” of its pilgrims to Mecca, of whom 60,000 took part in last year’s hajj, the organization said.In the latest dispute between regional rivals Tehran and Riyadh, “after two series of negotiations without any results because of obstacles raised by the Saudis, Iranian pilgrims will unfortunately not be able to take part in the hajj” in September, Iran’s Culture Minister Ali Jannati said.Saudi officials have said an Iranian delegation wrapped up a visit to the kingdom on Friday without reaching a final agreement on arrangements for pilgrims from the Islamic republic. The Saudi hajj ministry said it had offered “many solutions” to meet a string of demands made by the Iranians in two days of talks.Agreement had been reached in some areas, including to use electronic visas which could be printed out by Iranian pilgrims, as Saudi diplomatic missions remain shut in Iran, it said.It would be the first hajj in almost 30 years to take place without the participation of pilgrims from Iran.Riyadh-Tehran ties were severed for four years after more than 400 people were killed in Mecca during clashes between Iranian pilgrims and Saudi security forces in 1987.In January, relations were severed again after Iranian demonstrators torched Saudi Arabia’s embassy and a consulate following the kingdom’s execution of a prominent Shiite cleric.Shiite Iran and predominantly Sunni Saudi Arabia are at odds over a raft of regional issues, notably the conflicts in Syria and Yemen in which they support opposing sides.-Hajj ‘sabotage’-Earlier this month, Iran had accused its regional rival of seeking to “sabotage” the hajj, a pillar of Islam that devout Muslims must perform at least once during their lifetime if they are able.Tehran said Riyadh had insisted that visas for Iranians be issued in a third country and would not allow pilgrims to be flown aboard Iranian aircraft. But the Saudi hajj ministry said on Friday that Riyadh had agreed to allow Iranians to obtain visas through the Swiss embassy in Tehran, which has looked after Saudi interests since ties were severed in January.Riyadh also agreed to allow some Iranian carriers to fly pilgrims to the kingdom despite a ban imposed on Iranian airlines following the diplomatic row between the two countries, the ministry said.Last week’s talks were the second attempt by the two countries to reach a deal on organizing this year’s pilgrimage for Iranians after an unsuccessful first round held in April in Saudi Arabia. The Saudi ministry said at the time that the Iranian Hajj Organization would be held responsible “in front of God and the people for the inability of its pilgrims to perform hajj this year.”Another contentious issue has been security, after a stampede at last September’s hajj killed about 2,300 foreign pilgrims, including 464 Iranians.

Hopes for Temple Mount to be ‘flattened’ expressed at Passover sacrifice ceremony-apr 19,16-jpost

The model ceremony included the various ancient Temple rites prescribed by the Torah and Jewish law, including the slaughtering of a lamb by Cohanim, priests, in the white robes used in Temple times.Passover third temple At a model Passover sacrifice ceremony on the Mount of Olives attended by approximately 400 people, several public figures expressed the hope that the Dome of the Rock shrine and the al-Aqsa mosque will soon be removed from the Temple Mount. Hard-right Jerusalem city council member Arieh King said he hoped that the Temple Mount would soon be free of what he termed “the abomination” currently at the site, while Rabbi Yisrael Ariel, head of the Temple Institute and a former Knesset candidate for the banned Kach party said the event was preparation for when the Temple Mount would be “flattened and cleaned” and the Temple rebuilt. The model ceremony included the various ancient Temple rites prescribed by the Torah and Jewish law, including the slaughtering of a lamb by Cohanim, priests, in the white robes used in Temple times, the sprinkling of the blood and the burning of fats and other parts of the lamb on a model altar, and the blowing of trumpets by the Cohanim. It was conducted just next to the Beit Orot yeshiva on the Mount of Olives in full view of the Temple Mount. The Passover Sacrifice is one of the religious commandments of the Torah obliging Jews to sacrifice a lamb on the Temple Mount on the day before the Passover pilgrimage holiday and eat on the first night of the festival. The organizers, the Joint Staff of Temple Organizations, emphasized that the event on Monday was a simulation and not supposed to represent the actual sacrifice. Speaking before the ceremony began, King, who heads the United Jerusalem faction in the Jerusalem Municipal Council decried the current situation in which said that Jews were still prevented by the government from going to the Temple Mount and performing the Passover sacrifice.“We’re here opposite the Temple Mount,” he continued. “We can see the abomination upon it and we need to wish that even in our days we won’t see it anymore and we’ll see there the altar, the Cohanim and Levi’im and we’ll see ourselves there.”Also addressing the crowd was Rabbi Yisrael Ariel, who expounded on passages from the Talmud relating to the Temple Mount. He added “We came here to say we are preparing for when the day will come, when they will flatten the Temple Mount, clean everything out, build the Temple, offer the Passover sacrifice, and all the Jewish people will come up in their droves for the pilgrimage and we’ll see the Cohanim and Levi’im at their service.”Rabbi Shmuel Eliyahu, another leader of the religious hard-right sector, was also in attendance, and underlined what he said was the importance of realizing that prayers for the rebuilding of the Temple which appear frequently in Jewish are practical.“When we talk of the Temple we’re talking about something practical and not something imaginary,” he told The Jerusalem Post. “In order to feel how practical this is we are doing this Passover sacrifice ceremony. All Jews, every day for 2,000 years prays three times a day that this will be practical.”The Hallel prayer service was sung to musical accompaniment after the animal was slaughtered, which was done behind a curtain, and the Cohanim blew ceremonial silver trumpets belonging to the Temple Institute which are designed to be fit for use in the Temple itself. MK Miki Zohar of Likud attended the event as well, and told the crowd that there had been pressure on him not to attend.“But I wanted to come to perpetuate the inheritance of the Jewish people,” he said. “My goal in the Knesset is to protect and strengthen the Jewish idea in the State of Israel. Strengthening this principle is an integral aspect of my work, because this is the only way to justify our rights to this land.”

Abbas, Sissi discuss French peace push in Cairo-Palestinian official says Abbas-Netanyahu meeting not on the table; PA president to attend Arab League session Saturday-By Avi Issacharoff and Times of Israel staff May 28, 2016, 2:34 pm

Palestinian Authority President Mahmoud Abbas met with Egyptian President Abdel-Fattah el-Sissi in Cairo Saturday amid reports of a new Egyptian peace initiative and French plans to hold a summit on renewing Israeli-Palestinian negotiations. The two discussed the Palestinian demand for a unified Arab front at the Paris summit on June 3, calling for an Israeli withdrawal to the pre-1967 lines and the establishment of a Palestinian state.Israel and the PA will not take part in the conference. US Secretary of State John Kerry will attend, as will representatives of 20 countries, including Egypt, Saudi Arabia and Jordan.Abbas was set to meet with Arab League diplomats as they convened in Cairo later Saturday to discuss the Palestinian position ahead of the summit.A senior Palestinian official told The Times of Israel that a meeting between Abbas and Prime Minister Benjamin Netanyahu under Egyptian auspices was not currently on the table. The official said the next steps in the diplomatic arena would become clearer after the French summit.Israel has rejected the French initiative, saying direct negotiations are the only way to resolve the conflict with the Palestinians. The PA, however, has welcomed the plan.Sissi earlier this month called for a renewal of peace talks between Israel and the Palestinians. The Egyptian president, together with John Kerry and former Quartet envoy Tony Blair, was reportedly among foreign leaders who pushed for Zionist Union chair Isaac Herzog to join Prime Minister Benjamin Netanyahu’s government. Herzog-Netanyahu negotiations collapsed, however, when Netanyahu turned to Avigdor Liberman to expand his coalition.A report in the Palestinian news agency Ma’an on Tuesday claimed that an Israeli delegation flew to Cairo to meet with senior officials in the Egyptian ministries of foreign affairs and defense. The delegation reportedly arrived in Cairo to prepare the ground for a meeting between Netanyahu and Sissi.

Abbas in Cairo urges coming Israel-Palestinian talks be based on two-state solution-may 28,16-jpost

Abbas said the French initiative must be based on the de facto border between Israel and the Palestinian territories established in 1967.Palestinian President Mahmoud Abbas met with Arab foreign ministers in Cairo on Saturday (May 28) ahead of Palestinian-Israeli peace talks set to take place on June 3 in Paris."And now we talk about the French initiative which will be held on the third of the coming month. And I want to empathize some of the understandings or some of our positions which we've announced in regards to this initiative. Firstly, in regards to its purpose; its purpose must be to implement the visions of both states, based on the border agreement of 1967 and the capital of the Palestinian state being eastern Jerusalem, so that both countries can live side by side, in safety, stability and peace - if Israel wishes to seek peace," he said.Abbas stressed on a fair and agreed-upon solution for Palestinian refugees based on the 1948 United Nations resolution 194."We also take under consideration, an issue that came in this initiative that's very important, related to Palestinian refugees - there's a crystal clear article stipulating a fair and agreed upon resolution, I repeat fair and agreed upon, for the problem of Palestinian refugees, in accordance with decision 194."

Abbas: Yes, Palestinians incite, but so does Israel-In speech to Arab League ahead of Paris peace summit, Abbas reissues call to renew trilateral committee against incitement-By Times of Israel staff May 28, 2016, 7:11 pm

Palestinian Authority President Mahmoud Abbas on Saturday addressed the Arab League in Cairo, telling Arab leaders that PA-controlled media outlets and school programs indeed incite against Israel but that Israel does the same against Palestinians.“Yes, we incite [against Israel] in the media and in educational institutions, but so does Israel,” he told the 22-member Arab body, according to Channel 2.Abbas further called on the US to intervene in the issue, as he did last month when urged to renew the Trilateral Anti-Incitement Committee, which monitors cases where incitement to violence and terror is suspected. The committee — whose members include Israeli, Palestinian and American officials — was formed as part of the Wye River Memorandum in 1998, and met every two months until the outbreak of the Second Intifada in September 2000.Israel has repeatedly accused Abbas of failing to condemn the wave of Palestinian attacks on Israeli civilians and security forces that erupted in mid-September, and says his PA hierarchy presides over incitement to violence against Israel.“The United States must examine and judge cases on incitement on both sides — Israeli and Palestinian — and stop them,” Abbas told the Arab League on Saturday, where he presented the Palestinian position ahead of a planned peace summit initiated by France, set for June 3.Abbas reiterated Palestinian demands that a future Palestinian state have east Jerusalem as its capital and that it be established within the borders that had existed before 1967 when Israel captured the then Jordanian-administered West Bank and east Jerusalem.“When we need to demarcate these borders, we will be prepared to accept a slight exchange of territory,” he told the Arab ministers. He also demanded that all Palestinians jailed by Israel be released and said the Palestinians would never recognize a “Jewish” state as Netanyahu has long demanded. The Palestinians recognized Israel in 1993 in the Oslo Accords, he recounted, and is sufficient.Abbas also told the League that if any Palestinian-Israeli negotiations are relaunched by the conference due in Paris next month, they should have a time cap and a mechanism to implement their resolutions. The Arab ministers are expected to adopt a resolution on the plan to revive negotiations between Israel and Mahmoud Abbas’s Palestinian Authority.Earlier Saturday, the PA president met with Egyptian President Abdel Fatah al-Sissi, who, earlier this month, called for a renewal of peace talks between Israel and the Palestinians. The two reportedly discussed the stalled process and the French peace initiative.Sissi told Abbas that “the Palestinian issue would continue to be a priority for Egypt,” and that Egypt welcomed international efforts to solve the conflict.”A solution to the conflict would contribute to a better reality and to a better, more secure future for all regional nations and peoples,” Sissi said, according to Channel 2.The Egyptian president, together with John Kerry and former Quartet envoy Tony Blair, was reportedly among foreign leaders who pushed for Zionist Union chair Isaac Herzog to join Netanyahu’s government earlier this month. Negotiations collapsed, however, when Netanyahu turned to Avigdor Liberman to expand his coalition.A report in the Palestinian news agency Ma’an on Tuesday claimed that an Israeli delegation flew to Cairo to meet with senior officials in the Egyptian ministries of foreign affairs and defense. The delegation reportedly arrived in Cairo to prepare the ground for a meeting between Netanyahu and Sissi.Representatives of some 20 countries, including Egypt, Saudi Arabia and Jordan, will attend the French-backed peace summit next month, as well as US Secretary of State John Kerry. Israel and the PA will not take part in the conference.Israel has rejected the French initiative, saying direct negotiations are the only way to resolve the conflict with the Palestinians.AP contributed to this report.

Arab League chief calls Israel a ‘bastion of fascism’-Nabil al-Arabi bashes Jewish state in Cairo meeting with Arab foreign ministers to discuss French peace initiative-By AFP May 28, 2016, 7:21 pm-the times of israel

Cairo, Egypt — Arab League chief Nabil al-Arabi blasted Israel as a bastion of “fascism and racial discrimination” on Saturday at a meeting of foreign ministers to discuss a French Middle East peace initiative. The Arab ministers are expected to adopt a resolution on the plan to revive negotiations between Israel and Mahmoud Abbas’s Palestinian Authority. In his speech to the ministers, Arabi, who has been a vocal critic of Israel, said the country “has truly become today the last bastion of fascism, colonialism and racial discrimination in the world.”Abbas has rejected an Israeli offer for direct negotiations instead of the French multilateral peace initiative, which Israel has turned down.On Saturday, he blamed Israel for stalling the talks.“We tried hard with the Israeli government to implement signed treaties and respect our and their commitments, but they refused,” he said. The French initiative involves holding a meeting of foreign ministers from a range of countries, including US Secretary of State John Kerry, on June 3, but without the Israelis and Palestinians present. An international conference would then be held in the autumn, with the Israelis and Palestinians in attendance. The goal is an eventual relaunch of negotiations that would lead to the creation of a Palestinian state.Negotiations between the Israelis and Palestinians have been at a standstill since a US-led initiative collapsed in April 2014.

Deceiving Cairo and helping IS, Hamas sets Gaza on course for new troubles-Hamas officials promised Egypt two months ago they’d end cooperation with IS fighters in Sinai. But Gaza’s rulers have done nothing of the kind, and the repercussions could impact Israel-By Avi Issacharoff May 28, 2016, 5:06 pm-the times of israel

A few days ago, Hamas’s security forces in Gaza arrested a group of Salafi activists — members of Salafiya Jihadiya, a movement made up of Islamist groups that identify mainly with Islamic State. The head of the group is the son of a well-known Salafi preacher from the Shahin family. Hamas officials claimed that the group was planning to cross Gaza’s border into Sinai to join members of Islamic State in their fight against Egypt.News of the arrests created the sense that Hamas was working to stop attempts by these Gazan activists to help Islamic State in its war against the Egyptian army. The arrests were presented as part of an impressive operation by Hamas, fulfilling promises its representatives made to Egypt during a visit to Cairo two months ago. At that time, amid escalating tension between Egypt and Hamas and accusations of close collaboration between Hamas’s military wing and Walayat Sinai (Islamic State’s branch in Sinai), the high-ranking Hamas delegates assured Egyptian officials that Hamas would end its relationship with Islamic State there and then.Hamas has indeed since reinforced its troop deployment along the Gaza-Egypt border, and promised to stop all smuggling done via the tunnels there. The Salafi arrests thus provided further ostensible proof of the new Hamas commitment to Egypt’s well-being. (Those arrests, in turn, prompted rocket fire at Israel two days ago, for which the Sheikh Omar Hadid Brigade, a Salafi group, claimed responsibility — a case of Israel being targeted by a Gaza terror group angry with Hamas.)Yet there seems to be a wide gap between what senior Hamas officials are telling the Egyptians and what the heads of its military wing are actually doing on the ground. Despite the promises by Gaza’s rulers to stop the smuggling to and from Sinai and the recent arrests, Hamas continues to maintain a delicate and complicated web of interests and alliances with Islamic State in Sinai.According to an abundance of Arab, Israeli and Palestinian sources, wounded members of Islamic State are still being brought into Gaza for medical treatment at almost the same rate as before the Hamas delegation’s visit to Cairo two months ago. Likewise, arms smuggling from the Gaza Strip to Sinai and vice versa continues, albeit at a reduced rate, supervised by members of Hamas’s military wing. Overall, in short, it is largely business as usual. When Maj. Gen. Yoav Mordechai, the Coordinator of Government Activities in the Territories (COGAT), mentioned some of these facts in interviews on the Saudi Arabian news site Elaph two weeks ago, Hamas issued vigorous denials, of course. But other sources — not Israeli ones, but sources actually living in Gaza — confirm that over the past 10 months, dozens of Islamic State fighters have received medical treatment in the hospital in Khan Yunis, for example. This is astonishing considering Hamas’s delicate relationship with Egypt. The transfer of wounded Islamic State fighters is not the work of some low-ranking activist looking for a quick way to make money. It is a deliberate policy of Hamas that began in mid-2015. The Hamas official in charge of arranging medical treatment for Islamic State members is Mohammed Sutari, a well-known activist from the Khan Yunis refugee camp. This is the same place that produced the hard core of Hamas’s military wing, including notorious terror chief Mohammed Deif and Yahya and Muhammad Sinwar. This week the Elaph website, quoting a Palestinian source, published the name of one Islamic State fighter who is receiving medical treatment in Gaza. Maj. Gen. Mordechai named two more: Ibrahim Matar, who helps Sutari coordinate medical treatment for Islamic State members, and Said Abdelal, a Gazan from Rafah who is responsible for coordinating Islamic State’s military activities (apparently training) in the Gaza Strip. The most problematic factor for Cairo may be the smuggling of arms between Gaza and Sinai. There’s been a dramatic reduction in the scope, but Hamas still manages to bring quantities of arms into the Gaza Strip and to move arms and ammunition from Gaza to Sinai. Constrained by Egypt’s crackdown on the border tunnels, some of the smuggling has been done recently by sea.In addition, despite those widely reported Salafi arrests, several former Hamas activists (whose ideology leans toward that of those same Salafist groups) have crossed the border in recent weeks to join the fighting in Sinai against the Egyptian army. The best-known case is that of Musa Abdallah el-Mor, a former member of Hamas’s military wing whose family set up a mourning tent in Rafah after he was killed in Sinai while fighting against the Egyptian army there. All of this cross-border activity takes place under the noses of Egyptian officials, who heard the promises of the Hamas senior officials and then watched in dismay over the past two months as Hamas, and especially its military wing, did as they pleased and kept up their relationship of interests with Islamic State.Egypt’s response to this, it must be said, shows a degree of confusion and perhaps a lack of clear strategy. The Egyptians opened the Rafah border crossing briefly, for humanitarian reasons. At the same time, they allowed tons of concrete into the Gaza Strip when concrete and wood were in short supply there. They did this even though they knew that Hamas was using such materials to build tunnels, including tunnels that crossed into Sinai. These might have been interpreted as goodwill gestures by Egypt, but Egyptian intelligence heads quickly realized that the likes of Deif and Yahya Sinwar were unmoved, and have no intention of ordering a complete halt to cooperation with Islamic State anytime soon. It is doubtful, then, that Cairo will again open the Rafah crossing for periods longer than just a day or two, even with Ramadan approaching. In other words, almost two years after the 50-day Operation Protective Edge Israel-Hamas war, and despite several statements suggesting that relations between Cairo and Gaza might be about to improve, that’s not happening.Instead, the Gaza Strip is spiraling back to the dangerous routine of tension with Egypt and a humanitarian situation that is slowly but consistently deteriorating. One can only hope that we are not in for a rerun of the summer of 2014.

Iran's uranium stockpile stays within limit set by nuclear deal: IAEA-[Reuters]-By Shadia Nasralla-May 27, 2016-YAHOONEWS

VIENNA (Reuters) - Iran has stayed within the limits of a nuclear deal it reached with world powers last year on its stockpiles of uranium and heavy water, two chemicals that could be used for atomic bombs, the U.N. nuclear agency said on Friday. In exchange for sanctions relief, Iran last July committed to keeping its reserve of low-enriched uranium below 300 kg (662 pounds) and its stock of heavy water, a non-radioactive product, at less than 130 metric tonnes."Throughout the reporting period, Iran had no more than 130 metric tonnes of heavy water ... Iran's total (low) enriched uranium stockpile did not exceed 300 kg," the International Atomic Energy Agency said in a quarterly report on Iran. The IAEA is in charge of verifying Iran's compliance with the deal it reached with the United States, Russia, China, Britain, France and Germany."There shouldn't be any surprises for anyone. Iran continues to honor its commitments," a senior diplomat said. "At this point in time it's clearly below the 300 kg limit. It's not close to making us nervous."In its last Iran report in February, the IAEA said Iran had briefly overstepped the limit for its heavy-water stock, but then came quickly back within the bounds of the deal. The breach did not worry diplomats.(Editing by Francois Murphy/Mark Heinrich)

The Wide World of Truly Horrible Soviet Aircraft-[Popular Mechanics]-Kyle Mizokami-May 26, 2016-YAHOONEWS

The Soviet Union was a juggernaut of a state given to grandiose statements of power, especially the military and industrial kind. It threw immense amounts of scientific and financial resources at projects aimed to prove the superiority of the socialist system over capitalism. Often, it failed. But state control over information and the press meant that the extent of many of its failures were hidden until after the collapse of the USSR in 1991.The excellent aviation blog Hush-Kit has put together a list of the worst military and civilian aircraft produced by the Soviet Union from 1917 to 1991. Many of the aircraft are designs that were looked upon with fear and trepidation when first observed in the West were actually terrible airplanes.Take the Tupolev Tu-144, for example. The Soviet Union's answer to the Anglo-French Concorde supersonic transport, the Tu-144 actually flew two months before the Concorde did. As Hush-Kit notes, "in the rush to achieve this symbolic victory, Tupolev had made a dog. The first flight was misleading–the production machine was virtually a complete redesign, most notably in the critical relationship between the wing and the engine."Another example, the Tu-22 "Blinder" medium bomber, was seen as a hotrod of a nuclear bomber that could penetrate enemy airspace at supersonic speeds. And yet, it was actually a dangerous airplane that had a string of lethal accidents. The Tu-22 needed constant maintenance, couldn't fly (or land) at less than 180 miles an hour, and had terrible visibility. For those reasons, the Tu-22 was known as "Blind John" (the Tu-22's NATO code name, "Blinder", may be a nod to this) and the "Man-Eater."And that's just a taste of the whole horrible menagerie which also includes the Lavochkin LaGG-3-which couldn't pull out of a dive-and of course, the monstrous Kalinin K-7. Read about them all at Hush-Kit.

Column / Crude World-Why countries are not rushing to join Putin's union By Sijbren de Jong-may 27,16-euobserver

The Hague, Today, 09:22-During the ASEAN-Russia summit held in Sochi from 19-20 May, Russian president Vladimir Putin claimed ASEAN member states voiced their support for integration with the Eurasian Economic Union (EEU).The diplomatic value of such a statement at a time of Russian relative isolation notwithstanding, there are ample reasons to take this statement with a grain of salt. Now at about one-and-a-half year into its existence, the EEU is rapidly turning into a flawed motor of regional integration. After failing to entice Ukraine to join the bloc in 2014, Russia firmly turned the screws on its neighbour by annexing Crimea and stoking conflict in eastern Ukraine.Putin’s belligerence swiftly caused anxieties in other prospective members of the Union. Russia's subsequent economic crisis served to further undermine the attractiveness of the EEU compared to other projects in the region, such as China's One Belt One Road initiative. With the European Union to its West and China’s New Silk Road to its East, EEU member countries are gradually starting to voice their disillusionment of having joined the bloc. It appears that almost 25 years after the demise of the Soviet Union the Kremlin still has not learnt that countries simply do not like to be coerced into closed-member blocs and alliances. If they won't join you, beat them-Attempts at regional integration in the post-Soviet space on the basis of equality and mutual respect for state sovereignty should be wholeheartedly embraced and encouraged. Sadly, the EEU does not profess this kind of integration. When the Ukrainian population rebelled against Russian coercion to ditch the EU Association Agreement in favour of joining the EEU in late 2013, Putin was quick to react by annexing Crimea and invading the Donbas. The message is clear: If invited for dinner in the Kremlin, it is not in your interest to decline.Russia does not ‘invite’ countries into the EEU because it would like these countries to join, but rather it does so because it does not want these countries to make alternative choices. Sovereignty for me, but not for you is the motto of integration a la Russe.-Rouble pro quo-Sadly for Putin, what goes around comes around. Although the other prospective members of the EEU had no desire to end up in a Ukraine-like situation, they certainly put up a fight with Moscow, extracting hefty concessions in the process. For example, Belarus managed to secure subsidies of up to $10 billion (€8.9 billion) per annum, consisting primarily of cheap oil and natural gas deliveries.Armenia similarly only accepted to join the EEU and decline the EU Association Agreement after Putin promised it similarly low gas prices as offered to Belarus.Furthermore, Russia has had to commit to numerous investment projects in Kyrgyzstan. Enticing countries to join a bloc they have no desire of joining comes at a price.-Russia's economic fallout-Rattled by sanctions and low energy prices, the effects of Russia's economic downturn are being felt throughout the region. The damage to EEU members has been extensive, highlighting concerns in national capitals that Moscow is dragging the entire region down with it.Due to the rouble’s devaluation, non-Russian goods have suffered a competitive setback, forcing other EEU members to devalue their own currencies. The resultant economic disgruntlement among the region’s population added to ongoing frustrations about how Russia blocks many agricultural goods from entering its territory on the basis of obscure sanitary regulations, how Gazprom and Transneft do not open their gas and oil pipelines to competitors, and how Russia forced the other countries to raise their import tariffs to the higher Russian level.A country such as Kyrgyzstan, which is heavily reliant on the resale of cheap Chinese merchandise, is particularly affected by this. More worryingly perhaps from the point of view of regional stability, the economic crisis in Russia is causing many migrant workers to lose their jobs, thus greatly decreasing migrant remittances; traditionally a major source of revenue for countries in Central Asia.-Looking East-Where Russia’s economic appeal in the region is going down, China’s, by contrast, is rising fast.Already the region's largest investor since the late 2000s, China pledged to invest $46 billion (€41 billion) as part of its Silk Road initiative. The construction of the new Silk Road is gradually eroding the attractiveness of Russia as an economic partner and EEU members are scrambling to claim a place along the route. The Silk Road will gradually strengthen Beijing’s bargaining power vis-a-vis Moscow, which is already playing second fiddle in the bilateral relationship owing to its expulsion from international capital markets. The completion of the Silk Road looks set to further undermine Moscow’s power in Central Asia. Illustrative of the EEU’s relative decline were the remarks by Kazakh president Nursultan Nazarbayev, who in an appeal to Eurasian leaders in February this year, outlined the argument for closer integration with both China’s Silk Road and the European Union.Unless Russia’s leadership learns to understand that regional integration can only succeed on the basis of ties that bind, rather than creating binds that tie, the future of the EEU already looks doomed barely two years after it first saw the light. The Crude World monthly column on Eurasian (energy) security and power politics in Europe’s eastern neighbourhood is written by Sijbren de Jong, a strategic analyst with The Hague Centre for Strategic Studies (HCSS), specialised in Eurasian (energy) security and the EU’s relations with Russia and the former Soviet Union.

EU and US threaten to increase Russia sanctions By Andrew Rettman-may 27,16-euobserver

BRUSSELS, Today, 09:26-Western leaders have threatened to increase sanctions on Russia on the eve of Vladimir Putin’s visit to Greece. The leaders of France, Germany, Italy and the UK as well as Canada, the US and Japan said in a joint statement after the G7 summit in Japan on Thursday (26 May) that they “stand ready to take further restrictive measures in order to increase the cost on Russia should its actions so require”.They noted that the duration of existing sanctions was linked to Russia’s fulfilment of the so called Minsk peace plan for Ukraine, which involves Russian troops leaving Ukraine and restoring control of the border to Kiev.“Sanctions can be rolled back when Russia meets these commitments”, they said. They also said they “recognise the importance of maintaining dialogue with Russia” on Ukraine and on broader issues, such as Syria, Islamic State and nuclear non-proliferation.“In the context of the ongoing crisis between the Russian Federation and Ukraine, we reiterate that energy should not be used as a means of political coercion or as a threat to security”, the G7 added.German chancellor Angela Merkel said the situation in Ukraine was “discussed in great detail” and that she had “hope” of progress.UK prime minister David Cameron said on Twitter that: “On Russia, the #G7 has agreed on the vital importance of sanctions rollover in June”.US president Barack Obama said “we’ve started to see some progress in negotiations, but we're still seeing too much violence” in Ukraine. Shelling by pro-Russia forces in east Ukraine killed seven Ukrainian soldiers this week.Donald Tusk, the head of the EU Council, who also attended the Japanese event, told media: “The test of our credibility at the G7 is our ability to defend the common values that we share”.The G7 statement comes amid internal EU talks on whether to extend the duration of existing economic sanctions on Russia when they expire in July.-Greek visit-Previous EU options papers said if the sanctions were to be increased, that would likely involve greater curbs on international credit and on sales of high-end technology to Russian firms. The G7 group of wealthy nations suspended Russia’s membership after it invaded Ukraine in 2014.But the diplomatic freeze has not stopped Moscow from cultivating ties with Russia-friendly EU states.Russian leader Vladimir Putin will, on Friday and Saturday, visit Athens and the Orthodox Christian monastery of Mount Athos in northern Greece.Putin said in an op-ed in the Kathimerini newspaper on Thursday: “Russia's starting point is the need to build an equal and fair dialogue of partners with the European Union on a wide range of issues - from simplifying visa processes to building energy alliances”.-'Absurd connection'-He raised the prospect of a new gas pipeline to the EU involving Greece despite having abandoned two previous plans to do so - via the Black Sea and via Turkey."The issue of our energy resources being carried through southern corridors to the countries of the European Union is still on the agenda,” Putin said. He said a new oil supply deal and investments in Greek railways are also on the cards.Russia's foreign minister, Sergei Lavrov, was in Budapest on Thursday. He repeated Russia’s widely-disproved claim that it has no troops in Ukraine.“The European Union has linked this [sanctions] to Russia fulfilling the Minsk agreements … Such a connection is absurd, because our country, as is well known, is not party to the conflict in Ukraine”, he told Hungary’s Magyar Nemzet newspaper.“Attempts to pressure Russia through unilateral sanctions will not force us to abandon our principled line or to sacrifice our national interests,” he said.

G7 agrees need strong message on South China Sea; China says don't 'hype'-[Reuters]-By Thomas Wilson and Kiyoshi Takenaka-May 26, 2016-YAHOONEWS

ISE-SHIMA, Japan (Reuters) - Group of Seven (G7) leaders agreed on Thursday on the need to send a strong message on maritime claims in the western Pacific, where an increasingly assertive China is locked in territorial disputes with Japan and several Southeast Asian nations. The agreement prompted a sharp rejoinder from China, which is not in the G7 club but whose rise as a power has put it at the heart of some discussions at the advanced nations' summit in Ise-Shima, central Japan."Prime Minister (Shinzo) Abe led discussion on the current situation in the South China Sea and East China Sea. Other G7 leaders said it is necessary for G7 to issue a clear signal," Japanese Deputy Chief Cabinet Secretary Hiroshige Seko told reporters after a session on foreign policy affairs. At a news conference late on Wednesday, Abe said Japan welcomed China's peaceful rise while repeating Tokyo's opposition to acts that try to change the status quo by force. He also urged respect for the rule of law. Both principles are expected to be mentioned in a statement after the summit. The United States is also increasingly concerned about China's action in the region.Chinese Foreign Ministry spokeswoman Hua Chunying retorted in Beijing that the South China Sea issue had "nothing to do" with the G7 or any of its members."China is resolutely opposed to individual countries hyping up the South China Sea for personal gain," she said.U.S. President Barack Obama called on China on Wednesday to resolve maritime disputes peacefully and he reiterated that the United States was simply concerned about freedom of navigation and overflight in the region.Obama on Thursday pointed to the risks from North Korea's nuclear and missile programs, saying the isolated state was "hell bent" on getting atomic weapons. But he said there had been improved responses from countries in the region like China that could reduce the risk of North Korea selling weapons or nuclear material."It's something that we've put at the center of discussions and negotiations with China," Obama told reporters.Seko, speaking the first of two days of the summit in central Japan, said Abe told G7 counterparts that Pyongyang's development of nuclear technology and ballistic missiles poses a threat to international peace, including in Europe."It is necessary to make North Korea realize that it would not be able have a bright future unless such issues as abduction, nuclear and missile development are resolved," Abe told the group, according to Seko. The G7 groups Britain, Canada, France, Germany, Italy, Japan and the United States.-GLOBAL HEALTH CHECK-The global economy topped the agenda earlier in the day, when G7 leaders voiced concern about emerging economies and Abe made a pointed comparison to the 2008 global financial crisis. Not all his G7 partners appeared to agree. The G7 leaders did agree on the need for flexible spending to spur world growth but the timing and amount depended on each country, Seko told reporters, adding that some countries saw no need for such spending. Britain and Germany have been resisting calls for fiscal stimulus."G7 leaders voiced the view that emerging economies are in a severe situation, although there were views that the current economic situation is not a crisis," Seko said.Abe presented data showing global commodities prices fell 55 percent from June 2014 to January 2016, the same margin as from July 2008 to February 2009, after the Lehman collapse.Lehman had been Wall Street's fourth-largest investment bank when it filed for Chapter 11 protection on Sept. 15, 2008, making its bankruptcy by far the biggest in U.S. history. Its failure triggered the global financial crisis.Abe hopes, some political insiders say, to use a G7 statement on the global economy as cover for a domestic fiscal package including the possible delay of a rise in the nation's sales tax to 10 percent from 8 percent planned for next April.Obama ripped into Republican presidential candidate Donald Trump, saying the billionaire had rattled other G7 leaders and that his statements were aimed at getting headlines, not what was needed to keep America safe and the world on an even keel.Trump has been accused of racism, misogyny and bigotry for saying he would build a giant wall to keep out illegal Mexican immigrants, would temporarily ban Muslims from the United States and issued a series of comments considered demeaning to women.Summit pageantry began when Abe escorted G7 leaders to the Shinto religion's holiest site, the Ise Grand Shrine in central Japan, dedicated to sun goddess Amaterasu Omikami, mythical ancestress of the emperor. On Wednesday night, Abe met Obama for talks dominated by the arrest of a U.S. military base civilian worker in connection with the killing of a young woman on Japan's Okinawa island, reluctant host to the bulk of the U.S. military in Japan. The attack dimmed Obama's hopes of keeping his Japan trip strictly focused on his visit on Friday to Hiroshima, site of the world's first atomic bombing, to highlight reconciliation between the two former World War Two enemies as well as his nuclear anti-proliferation agenda.(Reporting by Thomas Wilson and Kiyoshi Takenaka; Additional reporting by Matt Spetalnick, Tetsushi Kajimoto, Kylie MacLellan, Ami Miyazaki and Ben Blanchard; Writing by Linda Sieg; Editing by Nick Macfie, Robert Birsel, William Mallard; Editing by Mark Heinrich)

North Korea threatens retaliation after South Korean warning shots-[Reuters]-May 27, 2016-yahoonews

SEOUL (Reuters) - North Korea threatened retaliation on Friday after South Korea fired what it said were warning shots when a patrol boat and fishing boat from the North crossed the disputed sea border off the west coast of the Korean peninsula. The two vessels from the North retreated about eight minutes after the South Korean navy fired five 40 mm artillery shots at around 7:30 a.m. local time, South Korean officials told Reuters. The North Korean boats had crossed the Northern Limit Line, a border that the North disputes, near the South Korean border island of Yeonpyeong, according to the South Korean military.North Korea accused the South Korean navy of intruding into its waters and said the South fired at its ships in a "grave provocative act," the Supreme Command of the North's Korean People's Army was quoted as saying by the official KCNA news agency late on Friday."The provocation-makers are going to regret for ever how horrible the aftermath of their reckless firing first will be," it was quoted as saying.North Korea frequently makes threatening statements against the South. Tensions have been high since the North conducted a nuclear test in January and a space rocket launch in February, prompting a United Nations Security Council resolution in March tightening sanctions against the isolated state.North Korean fishing boats occasionally stray into South Korean waters. Over the years, navy vessels from both sides have traded fire in sometimes deadly incidents. In 2010, 46 South Korean sailors were killed when their ship sank in what the South says was a torpedo attack by the North. North Korea has denied responsibility. The two countries remain in a technical state of war since their 1950-53 conflict ended in a truce, not a peace treaty.Pyongyang recently proposed military talks with Seoul, but the South dismissed the offer as "a bogus peace offensive" because it lacks a plan to end the North's nuclear program.(Reporting by Ju-min Park; Editing by Tony Munroe and Mark Trevelyan)

Korea A-bomb victims angered by Obama's Hiroshima visit-[AFP]-May 25, 2016-YAHOONEWS

A group representing Korean victims of the US atomic bombings of Japan protested Thursday that their suffering was being neglected ahead of President Barack Obama's historic visit to Hiroshima. The Association of Korean Atomic Bomb Victims estimates that anywhere between 40,000 and 70,000 Koreans died in Hiroshima and Nagasaki when atomic bombs laid waste to the two cities in August 1945.The Korean peninsula was under Japanese colonial rule at the time, and most of those who died had been conscripted by the Japanese military or forced into hard labour.Consequently, the association argues that Koreans were multiple victims, deserving not only of an apology from the United States, but also from Japan.Around two dozen members of the group -- including survivors and relatives of those who died -- gathered outside the US embassy in Seoul with placards reading:"Apologise to Korean victims of the Atomic Bomb" and "Acknowledge the 2nd generation victims".Obama on Friday will become the first sitting US president to visit Hiroshima and, while he has made it clear there will be no apology, there is concern in South Korea that his trip will play into a narrative that focuses on Japan's suffering, rather than the pain its colonial ambitions and wartime aggression inflicted on others."The world thinks Japan is the atomic bomb victim. That is wrong," said 73-year-old Shim Jin-Tae, one of two-dozen protestors gathered outside the embassy."Japan is the country that began the war. Koreans are the victims of the atomic bomb," said Shim, who was two years old and in Hiroshima when the first bomb fell.Shim's parents had been moved to Japan as forced labourers."The United States has never apologised for the atomic bomb and Japan, as a country that started the war, has never apologised," he said. After the embassy protest, a 10-member delegation from the association was scheduled to fly to Japan to hold a separate ceremony in Hiroshima on Friday at a small memorial erected for Korean victims.Shim said Obama should visit that memorial if he truly intended to commemorate all the victims of the bombings.Shim's group is also angry with their own government, saying Korean victims were ignored when they returned home because their plight didn't fit the official line that the atomic bombs were necessary to end Japan's colonial rule of the Korean peninsula."Korea has never looked after its people for the past 71 years," Shim said.

BY THE NUMBERS: The atomic bombing of Hiroshima-[Associated Press]-May 27, 2016-yahoonews

HIROSHIMA, Japan (AP) — President Barack Obama visits Hiroshima on Friday, the first sitting American president to do so since the U.S. dropped an atomic bomb on the city in western Japan on Aug. 6, 1945. A second atomic bomb was dropped on Nagasaki three days later. The U.S. has said the bombings hastened Japan's surrender and eliminated the need for a U.S. invasion that would have cost many more lives. The toll on the two Japanese cities was heavy. Here's a look, by the numbers, at the atomic bombing of Hiroshima:___350,000: Population of Hiroshima before the bombing, of which 40,000 were military personnel.___140,000: Estimated death toll, including those who died from radiation-related injuries and illness through Dec. 31, 1945.___300,000: Total death toll to date, including those who have died from radiation-related cancers.___1.2 million: Population of Hiroshima today.___31,500: Height in feet (9,600 meters) from which the B-29 Enola Gay dropped the "Little Boy" bomb.___2,000: Height in feet (600 meters) at which the bomb exploded 43 seconds after it was dropped.___3,000-4,000: The estimated temperature in Celsius (5,400-7,200 Fahrenheit) at ground zero seconds after the detonation.___8,900: Approximate weight of the "Little Boy" bomb in pounds (about 4 metric tons).___1,600: Radius in feet (500 meters) from ground zero in which the entire population died that day.___90: Percent of Hiroshima that was destroyed.___45: Minutes after the 8:15 a.m. blast that a "black rain" of highly radioactive particles started falling.___3-6: Weeks after the bombing during which most of the victims with severe radiation symptoms died.___10 million: Folded paper ("origami") cranes that decorate the Children's Peace Monument in Hiroshima each year.___Sources: Hiroshima city government; Japan Ministry of Health, Labor and Welfare; Japan Foreign Ministry.

Nightmare' infection found in US for first time-AFP Relax News-•May 27, 2016-yahoonews

A superbug resistant to all known medications has been found in the United States for the first time, raising new concern about the dwindling effectiveness of antibiotics, the top US public health official said on Thursday. The case involved a 49-year-old woman in Pennsylvania whose urinary tract infection tested positive for a strain of E. coli that is resistant to the antibiotic of last resort for such infections, known as colistin."It was an old antibiotic, but it was the only one left for what I call nightmare bacteria," a family of germs known as carbapenem-resistant Enterobacteriaceae (CRE), said Thomas Frieden, chief of the US Centers for Disease Control and Prevention. The recently discovered antibiotic-resistant gene, known as mcr-1, has also been found in China and Europe. Its emergence in the United States for the first time "heralds the emergence of truly pan-drug resistant bacteria," said a report on the finding, published in Antimicrobial Agents and Chemotherapy, a journal of the American Society for Microbiology. The report gave no details about the outcome of the Pennsylvania woman's case. Superbugs can be deadly, but not in all cases. The woman had not traveled outside the United States, so could not have acquired the resistant bacteria elsewhere, Frieden said."We know now that the more we look, the more we are going to find," he added. "We risk being in a post-antibiotic world."Colistin has been available since 1959 to treat infections caused by E. coli, Salmonella, and Acinetobacter, which can cause pneumonia or serious blood and wound infections. It was abandoned for human use in the 1980s due to high kidney toxicity, but is widely used in livestock farming, especially in China. However, colistin has been brought back as a treatment of last resort in hospitals and clinics as bacteria have started developing resistance to other, more modern drugs."We need to do a very comprehensive job of protecting antibiotics so we can have them and our children can have them," Frieden said, calling for more research into new antibiotics and better stewardship of existing drugs."The medicine cabinet is empty for some patients," he added. "It is the end of the road for antibiotics unless we act urgently."
