EU scolds Israel for destroying Palestinian homes-By EUOBSERVER-JULY 28,16

Today, 09:08-The EU's ambassador to Israel on Wednesday criticised Israel for destroying Palestinian homes in the West Bank. Israel razed 168 homes in the so-called area C, under full Israeli control, as well as EU humanitarian structures."In the first six months of 2016 alone, 91 EU structures in Area C have been demolished. This is more than all of 2015," said Lars Faaborg-Andersen. Israel has demolished 170 EU structures since 2009.

Netanyahu: Any Hamas attack will bring ‘devastation’ on Gaza-PM, embattled over 2014 war in the Strip, claims conflict ‘changed the rules of the game,’ dealt terrorists an unprecedented blow-By Times of Israel staff July 28, 2016, 7:51 pm

Touring communities in the vicinity of the Gaza Strip Thursday, Prime Minister Benjamin Netanyahu proclaimed that Israel’s 2014 war against Hamas had produced “the two quietest years in a long time.”He said “the rules of the game have changed” since the war, which Israel dubbed Operation Protective Edge.Sixty-six Israeli soldiers and six civilians were killed in the 50-day conflict, along with over 2,000 Palestinians, of whom Israel says at least half were combatants.Netanyahu said Hamas was dealt a hard and “unprecedented” blow during the war, touting a policy of “responding decisively to any violation of the calm” as crucial to maintaining deterrence two summers later.“Quiet here equals quiet in Gaza,” while “an attack on us will lead to destruction and devastation on the other side of the fence,” added the prime minister, who in recent days has faced withering criticism from political rivals and bereaved parents over the degree of Israel’s preparedness for the war.Netanyahu was visiting the border town of Sderot to mark the completion of a project, begun in 2008, to heavily fortify Gaza borer towns, providing new shelters and new safe rooms to families and communities that have often been targeted in rocket attacks. While the two years since the end of the 2014 conflict have seen relative calm, Hamas has been working hard to replenish its arms and rebuild its cross-border tunnel infrastructure, much of which was destroyed by Israel. On Wednesday Israeli defense and diplomatic officials said they believed Hamas was digging more than six miles of tunnels into Israel each month.Israel located and destroyed two Hamas attack tunnels in April and May. Both were discovered in the southern Gaza Strip and ran into Israeli territory.A number of tunnels were used by Hamas fighters to infiltrate Israel and carry out deadly attacks on troops during the 2014 conflict.Since then, Israel invested an estimated NIS 1 billion (approximately $250 million) in developing detection technology to locate such tunnels.Netanyahu has taken flak from rival politicians for the handling of the conflict ahead of its second anniversary.Education Minister Naftali Bennett accused him Tuesday morning of refusing to learn from mistakes in the lead-up to the war.“Every platoon leader draws conclusions at the end of an exercise in order to prevent future mistakes and to improve,” Bennett, who heads the right-wing Jewish Home party, wrote on Twitter. “What is true for an infantry division is doubly true for the diplomatic-security leadership of the State of Israel.”An unnamed Likud official later said Bennett’s accusations were a “total lie.”“Bennett’s comments sound nice. It’s a shame it’s a total lie,” the Likud official said.

Israel: Hamas digs 6 miles of tunnels each month-Unnamed officials say there is ‘no perfect solution’ to threat posed by subterranean cross-border network-By Times of Israel staff July 27, 2016, 9:20 pm

Hamas is digging more than six miles of tunnels each month toward Israel, which has no guaranteed techniques for detecting them, Israeli officials said Wednesday.Amid an ongoing argument among politicians and bereaved Israeli families over whether the Netanyahu government dealt with the Hamas tunnel threat appropriately and effectively before and during the 2014 war in Gaza, the unnamed Israeli defense and diplomatic officials were quoted by Channel 2 news as saying that Israel knows that Hamas is constantly extending its underground network.“We have no perfect solution” to the threat, the officials were quoted as saying, “and neither does any other country.”Israel located and destroyed two Hamas attack tunnels in April and May. Both were discovered in the southern Gaza Strip and ran into Israeli territory. The tunnels were the first discovered inside Israeli territory since the end of the war in the Gaza Strip in the summer of 2014. During that operation, dubbed in Israel Operation Protective Edge, at least 34 tunnels were discovered and destroyed by Israeli forces, many of them leading into Israeli territory.A number of tunnels were used by Hamas fighters to infiltrate Israel and carry out deadly attacks on troops during the 2014 conflict.Following the 50-day conflict with Hamas in the Strip, Israel invested an estimated NIS 1 billion (approximately $250 million) in developing a detection system to locate such tunnels. The anonymous statements given to Channel 2 emerged as Prime Minister Benjamin Netanyahu took flak from rival politicians for the handling of the conflict ahead of its second anniversary.Netanyahu has claimed he was well-apprised of the threat posed by Hamas tunnels ahead of the war, dismissing claims that he was caught off guard.Education Minister Naftali Bennett had accused Netanyahu Tuesday morning of refusing to learn from mistakes in the lead-up to the war.“Every platoon leader draws conclusions at the end of an exercise in order to prevent future mistakes and to improve,” Bennett, who heads the right-wing Jewish Home party, wrote on Twitter.

UN: Israel ‘systematically’ emptying Area C of Palestinians-Opposition lawmakers accuse government of deliberately embittering West Bank residents to facilitate a future annexation-By Dov Lieber July 28, 2016, 9:31 pm-the times of israel

In a bid to force Palestinians to leave their homes, Israel is creating miserable humanitarian conditions in the parts of the West Bank that are under its full control, a UN official warned in Jerusalem on Wednesday.Natalie Grove, a representative of the UN’s Office of the High Commissioner for Human Rights said Israeli policy in Area C, where Palestinians live under full IDF martial law, creates a “highly coercive environment that forces [Palestinians] to leave.”This policy, she charged, is “systematic and comprehensive.”Grove was speaking at a conference in the Knesset organized by lawmakers on the Israeli left meant to draw attention to tough conditions for Palestinians in Area C.The Israeli government “forcefully” denied any mistreatment of Palestinians.Grove outlined a bleak environment in which Palestinians lack access to food, shelter and clean water — 180 communities are not connected to the water system, she said — and have only partial access to healthcare and education. Many children in the area, she said, must walk long distances to schools, sometimes through military checkpoints. The most serious claim made by Grove, as well as by lawmakers at the conference, was that Israel was making it “virtually impossible” for Palestinians to build homes legally in Area C, forcing them to build illegally and risk having their homes demolished.Under such conditions, Grove argued, any agreement by a Palestinian to leave Area C is not really consent, but “coercion,” and “amounts to forcible transfer, which is a great breach of the Geneva conventions.”The Israeli lawmakers who organized the event — Joint (Arab) List head Ayman Odeh and fellow party member MK Dov Hanin, Zionist Union MK Ksenia Svetlova, and Meretz MK Michal Rozin — all agreed Israeli policy in Area C was a deliberate attempt to expel Palestinians ahead of a future annexation.“Israel is paying lip service to the international community without any intention of actually doing a thing,” said Odeh.A few powerful ministers in the current right-wing government are pushing to annex Area C.During the conference, EU Ambassador to Israel Lars Faaborg-Andersen accused Jerusalem of skirting its obligations toward Palestinians under its administration, but stopped short of claiming there was a systematic policy to forcibly remove them.A total of 70 percent of Area C has been designated as Israeli state land, with 30% being left to the Palestinians, the EU ambassador said, adding, however, that the Palestinians were not allowed to do much with their land.According to Faaborg-Andersen, in 2014 only one building permit was granted to Palestinians. In 2015, none were granted. And of 2,000 applications between 2009 to 2013, only 34 building permits were granted. In contrast, Fauborg-Andersen said, Israeli construction in Area C has continued at a rate of approximately 1,500 new homes per year in recent years. The EU Ambassador also said Israel has demolished nearly a million euros worth of modular homes donated by the EU to the Palestinians in Area C.During the first six months of 2016, Israel demolished 91 houses built with “support of the European Union.” In all of 2015, that number was 70 buildings.Faaborg-Andersen made it clear that the EU would continue to provide aid to the Palestinians in Area C, despite the tension it generates with Israel. Area C, he said, will constitute an important part of any future Palestinian state, which is why the EU has invested €21 million in the last two years for development and humanitarian assistance there.-‘Palestinians treated fairly, instrumentalized by PA’-Foreign Ministry spokesman Emmanuel Nahshon told The Times of Israel on Thursday that his government “forcefully and categorically rejects the allegations of discrimination or mistreatment against the Palestinian population in Area C.”Regarding the issue of housing, Nahshon said, “Israel is a country of law and it is only reasonable to request that housing and building projects be conducted according to general regulations and building permits. Just as an American or British citizens would not be allowed to build without a permit, so do we expect of Palestinians living in Area C, and of foreign countries and donors assisting those Palestinians.”When asked how it could be that only one housing permit was granted to Palestinians in Area C in 2014 and 2015, Nahshon answered: “One has to take into account the particular condition. We see a lot of activity which is not really meant for the welfare of the population but rather as a political statement, and we have the clear impression that the Palestinians are being instrumentalized by the Palestinian Authority in order to create situations of conflict and friction.”Speaking after Wednesday’s conference, Bezalel Smotrich, a member of the right-ring Jewish Home party that wants to annex Area C, argued Palestinians choose to build illegally in the area because they believe asking permission from Israel to build would be a de facto recognition of the Jewish state’s legitimacy.Smotrich, who before launching a political career co-founded a watchdog group for illegal Arab building in Israel and the West Bank, said there are plans for Palestinians to build legally in Area C in proportion to their population growth rate through the year 2030.The military-controlled Civil Administration, which is responsible for housing and water for Palestinians in Area C, blamed the Palestinians for the 180 communities without water. It said in an email that the Palestinian Authority has been preventing the convening of the Joint Water Committee formed in 1995 as part of the Oslo peace accords. It also accused the PA of “refusing to promote water infrastructures designed to increase the water supply for the Palestinians.“In addition,” the Civil Administration wrote, “the water theft culture of the Palestinians themselves harms the rest of the residents in the region.“Furthermore, the Palestinian Authority is responsible for directing water to its residents; that is in addition to the quantity that Israel provides and increases every year,” it said.

IDF commandos, US Marines train together against terror threats-‘Noble Shirley’ drill in Israel’s Negev desert aimed at preparing American forces for combating Islamic State-By Times of Israel staff July 28, 2016, 8:20 pm

Elite Israel Defense Forces naval commandos and the US Marine Corps last week conducted a joint military exercise in the Negev Desert aimed at preparing American forces for combating regional terror groups, including the Islamic State. The “Noble Shirley” exercise involved units from Israel’s ground, air and naval forces, and focused on urban warfare and counterterrorism tactics. The soldiers took part in simulated helicopter landings in enemy territory, tunnel warfare scenarios and extractions under fire, a Channel 2 TV report said Thursday.Israeli commanders reportedly demonstrated IDF counterterrorism tactics to US forces to be used in the US campaign against the Islamic State and other jihadist groups in the Middle East.Israeli commandos from the elite naval unit Shayetet 13 trained alongside the US Marines Corps Battalion Landing Team, the 6th Marine Regiment, and the 22nd Marine Expeditionary Unit. The exercise also tested the real-time response time of the joint US-Israeli missile defense systems, and the yet-to-be-completed David’s Sling missile interceptor system was deployed. An IDF official participating in the drill said the system “performed very well.”The US has either jointly developed or financed all three tiers in Israel’s missile defense program — Iron Dome (short-range missile interceptor), David’s Sling (medium range) and Arrow (long range).Earlier in 2016, Israel hosted the Juniper Cobra drill, in which over 1,700 US servicemembers, civilians and contractors took part.

Ya’alon: Netanyahu was prepared to cede Jordan Valley-Likud party spars with former defense minister after he claims PM was willing to part with strategic area in peace deal-By Ilan Ben Zion July 27, 2016, 7:48 pm-THE TIMES OF ISRAEL

Former defense minister Moshe Ya’alon traded barbs with the Likud party Wednesday after claiming that Prime Minister Benjamin Netanyahu had agreed to cede control over the Jordan Valley as part of a peace deal with the Palestinians. Netanyahu’s Likud party dismissed the allegation. In a speech at Bar Ilan University, Ya’alon said that unlike Netanyahu, “I wouldn’t give up complete Israeli control over the Jordan Valley and Jewish settlements in the West Bank and all of Jerusalem.”Throughout the last round of peace talks between Israel and the Palestinians that ended in a stalemate in 2014, Netanyahu insisted that Israel maintain a long-term military presence in the Jordan Valley under any agreement with the Palestinians. But Palestinian Authority President Mahmoud Abbas publicly stated that he would only accept a three-year Israeli presence in the strategic region running along the border with Jordan.During the nine-month-long negotiations with the Palestinians, Ya’alon dismissed the American security proposal as “not worth the paper it’s written on” in a closed-door meeting with colleagues leaked to the press. “Only our continued presence in Judea and Samaria and on the Jordan River will ensure that Ben Gurion Airport and Netanya will not become targets for missiles from every which way,” he said at the time.“Among us on the right there are leaders today who would be satisfied with military presence alone,” he said. “Where have we come?”Ya’alon, a former IDF chief of staff and Netanyahu’s defense minister for over three years, until his dismissal earlier this year in a cabinet reshuffle, has since butted heads with his former political ally, throwing down the gauntlet earlier this summer with an announcement that he’d challenge Netanyahu for the premiership in the next elections. The Likud party shot back at its former senior member, saying, “This is the same [Ya’alon] who said over the course of a few months that Iran was a concern for the existence of Israel, and when the defense portfolio was taken from him he changed his version.“He’s prepared to say anything today for someone to remember he exists,” the party said in a statement. “We won’t be surprised if next week he says that Netanyahu accepted the Uganda Scheme and that thanks to him we remained in Israel, just to grab some more headlines.”The party was alluding to the plan in the early 1900s to establish a Jewish state in British East Africa instead of Ottoman Palestine, which was ultimately rejected by the Zionist Congress.Ya’alon shot back sardonically on Twitter, saying Netanyahu “accepted the Uganda Scheme, and only thanks to me we remained in Israel. Someone here is under pressure.”

Mashaal: Hamas is no IS, will accept state based on ’67 lines-Palestinian terror group’s political chief rejects terrorist label, even as he justifies rocket fire from civilian areas, demands ‘right of return’-By Times of Israel staff July 27, 2016, 3:07 pm

Khaled Mashaal does not believe that Hamas is a terrorist organization, and would be prepared to accept a Palestinian state along the pre-1967 lines with Jerusalem as its capital and with the “right of return” for Palestinian refugees, he told India’s English-language New Delhi Television (NDTV) station .Speaking from his home in Doha, Qatar in an interview aired on July 18, Mashaal stated that Hamas would accept a Palestinian state along 1967 borders.“We are keen to unify the Palestinian front, the Arab front and attract the support of the world for our rights. And that’s why we have agreed in consensus among us Palestinians on a national program that is supported by the Arabs on establishing a sovereign independent Palestinian state along the lines of the 1967 borders, with Jerusalem as the capital, with the right of return for the Palestinians in exile,” he said, according to a translation provided by NDTV. His statement contradicts the infamous Hamas charter, which states that the movement “strives to raise the banner of Allah over every inch of Palestine.” The Palestinian demand for a “right of return” for millions of Palestinians — refugees and their descendants — would also remake Israel’s demography and wipe out its Jewish majority, and as such is a demand flatly rejected by Israeli governments.Hamas, which is designated a terror group by Israel and the US, has been the de facto ruler of the Gaza Strip since it seized power in a bloody internecine battle against Mahmoud Abbas’s Fatah movement in 2007.Mashaal rejected comparison to the Islamic State and dismissed claims that Hamas is a terrorist organization. There is, he said, a fundamental difference between “legitimate resistance” and terror on the basis of religion.“[Prime Minister Benjamin] Netanyahu and the Israelis have always thrown those allegations against our people, since they are the real terrorists,” he said. “There is a vast difference between us as a national liberation movement, a legitimate resistance against [Israeli] occupation, which is a right reserved for all people under occupation in international law, in the divine faiths, in all human experience. We are against those random killing extremist movements who are killing on the basis of religion or faith or sect.”In the past, Mashaal has, however, praised terror numerous occasions, and as recently as last December reiterated that jihad is the only option available to his people.“The Palestinians have reached the realization that negotiations with the (Israelis) are useless,” he said during a visit to the Malaysian capital of Kuala Lampur on December 10. “The so-called peace process is futile. There is no peace. Only the path of jihad, sacrifice, and blood (will bear fruit).”In his recent interview, Mashaal also defended Hamas fighters’ practice in Gaza of using human shields and its habit of firing rockets from civilian areas indiscrimnately into Israel — most recently during the 2014 conflict with the IDF, known by Israelis as Operation Protective Edge.“Gaza is a very small area… condensed with its occupants,” he said. “The resistance has the right to choose places where they can cover up their defensive weaponry to respond to the aggression of the enemy.”Despite his ostensible willingness for compromise, Mashaal said that negotiations with Israel were currently doomed to fail due to Israeli intransigence.“The Palestinian Authority is negotiating. It has been engaging in this process for a long time,” he said. “But the Israelis are denying them that basis [for a deal]. That’s why the negotiation process has been useless. It’s just been a mirage for repression.”

Palestinians gear up to sue the UK – over 1917 Balfour Declaration-PA top diplomat tells Arab League that Britain is responsible for all ‘Israeli crimes’ committed since the end of the mandate in 1948-By Times of Israel staff and AFP July 25, 2016, 8:47 pm

The Palestinian Authority is preparing a lawsuit against the British government over the issuing of the 1917 Balfour Declaration that paved the way for the creation of the State of Israel. The PA’s Foreign Minister Riyad al-Malki told Arab League leaders gathered in Mauritania Monday that London is responsible for all “Israeli crimes” committed since the end of the British mandate in 1948.Signed by British Foreign Secretary Lord Arthur James Balfour in 1917, the declaration was seen as giving the Zionist movement official recognition and backing on the part of a major power, on the eve of the British conquest of the then-Ottoman territory of Palestine. The decision, al-Malki said, “gave people who don’t belong there something that wasn’t theirs.”There was no immediate reaction from Britain.A report in the official Wafa news agency did not note where the PA plans to file the lawsuit.Last year, a group calling itself the Popular Palestinian Campaign to Sue the United Kingdom sued the UK in an Egyptian court. In 2008, a Palestinian youth group said it would attempt to sue the UK over the Balfour Declaration in Britain or in the ICC.It was not clear if either effort bore fruit. On Monday, the Arab League summit, despite splits over Iran and Turkey, was cut back to a single day due to the ongoing absence of the heavyweight leaders of Egypt and Saudi Arabia.Egyptian President Abdel Fattah el-Sissi stayed at home because of “a busy domestic schedule” — amid unconfirmed reports of an assassination plot against him — while Saudi King Salman’s no-show was due to “health reasons,” an Arab League source told AFP.Mauritania’s head of state Mohamed Ould Abdel Aziz, who is hosting the summit, slammed the “blind violence of terrorists,” as well as foreign interventions that feed instability in the Arab world. The Mauritanian president also called for fresh efforts to end the Israeli-Palestinian conflict, saying that regional instability would continue until the issue was settled.Arab foreign ministers meeting ahead of the summit on Saturday urged a “definitive solution” to the conflict and welcomed a French and Egyptian initiative to help revive dormant peace talks.Joshua Davidovich contributed to this report.

In Netanyahu’s new illustrated world, Israel has just five enemies-The PM this week prepared a map to show MKs how he sees Israel’s place among the nations. It makes for fascinating, and surprisingly optimistic, viewing-By Raphael Ahren July 27, 2016, 4:17 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu loves maps. Considering them a helpful tool to illustrate his view of global affairs, he often brings them along to public speeches, to briefings with the press and to hearings in the Knesset.“May I reveal to the members of the press that there is a big map in my office, and it’s been made bigger,” he said last week during a meeting with Paraguayan President Horacio Cartes in Jerusalem. “It used to be the Middle East. Now it encompasses a good chunk of the Eastern hemisphere.”The map of the world Netanyahu brandished Monday at the Knesset State Control Committee, where he defended his foreign policy record, offers some valuable insights into his view of Israel’s place among the family of nations. (A quarter-century ago, as he was rising to become the leader of the then-Likud opposition, Netanyahu published a book entitled, “A Place Among the Nations: Israel in the World.”) The map, a copy of which was made available to The Times of Israel, is meant to highlight positive trends in Israel’s foreign relations. It divides the world’s countries into different categories: those with which Jerusalem has “recently developed/upgraded” relations are marked in red; states that entertain “good relations” with Israel are in blue; and “overtly hostile enemy states” are in black. With the rest of the world, in green, “Israel does not have special relations,” according to the prime minister’s aides, who created the map especially for Monday’s Knesset session. The prime minister is widely regarded as having a fairly bleak outlook when it comes to the international community’s relations with Israel, or perhaps more accurately as regards the dependability of certain allies, but his new map actually belies this. Drawn up for the specific political purpose of asserting that global ties are flourishing under the current foreign minister (Netanyahu), the multi-colored message, overall, is that Israel has lots and lots and lots of friends. And, most remarkably, that even among those nations that might think of themselves as deeply hostile to the Jewish state, only very few are deemed to merit the black mark of a real enemy. The countries in red are those the prime minister sought to highlight as they ostensibly prove the success of his foreign policy. Those eye-catching red patches indicate improved ties with diplomatic and economic powerhouses such as Japan, China, Russia, South Korea, Singapore and India; increasing cooperation with Greece and Cyprus; normalization with Turkey; and robust ties with Azerbaijan, which Netanyahu plans to visit soon. A striking omission from this category is Egypt, which the map shows in green despite a noticeable rapprochement between Cairo and Jerusalem.Ten countries in Africa are colored red: Ethiopia, Uganda, Rwanda, Kenya, (states Netanyahu visited earlier this month) Tanzania (which recently announced its intention to open its first-ever embassy in Israel), Guinea (which last week re-established diplomatic ties with Jerusalem after a 49-year hiatus), Chad (where Foreign Ministry director-general Dore Gold visited last week), South Sudan, Zambia and Ivory Coast. In August 2015, Netanyahu declared Latin America to be “one of the main objectives of the State of Israel in the context of its efforts to develop markets that will contribute to increasing economic growth.” As things stand, on his map, only three countries there are marked red: Colombia, Paraguay and Argentina.Brazil, the world’s seventh largest economy — with which Israel seeks to further develop commercial ties, but with which it had a diplomatic falling out over the aborted appointment of ex-settler leader Dani Dayan — appears in green, signifying the absence of “special relations.”Mexico, Chile, Panama and South Africa — countries that have full diplomatic ties with Israel and significant Jewish communities — are likewise in green. There are plenty of obvious and some interesting inclusions among the countries colored blue on Netanyahu’s map, signaling “good relations” with Israel: The United States, Canada, Australia, New Zealand (despite a recent diplomatic spat) and all of Europe — East and West — despite ongoing tension over the European Union’s critical approach to Israeli policies vis-a-vis the Palestinians and other differences. But two European countries are singled out as a little less friendly than the others: Sweden and Ireland appear in light blue, illustrating their particularly critical attitudes toward Israel. Sweden is the only Western European nation that recognized a Palestinian state, but what Ireland did to deserve a lighter shade of blue than similarly pro-Palestinian EU member states is somewhat unclear. (Denmark is also in light blue but this appears to be a technical error).“Today Israel is perceived more and more as an asset and an influencing element in the world because of our war on terror and our technological achievements,” Netanyahu told the State Control Committee on Monday.”We have achieved free trade with China, a 30 percent increase in trade with India, an agreement with Japan on protecting rigs, military coordination with Russia, initial ties with a host of African countries, heads of state visiting Israel for the first time, the normalization of ties with Turkey, and every week I meet with four heads of state. Israel’s foreign policy is a great success,” he declared.A map Netanyahu showed the 2015 AIPAC summit in Washington, DC, to illustrate Iran’s ‘tentacles of terror’-And what about those countries that do not perceive Israel as an asset and a positive influence? On his map, which he waved around several times during Monday’s two-hour session, only five countries are colored in black, thus identified as enemy states: Iran, Iraq, Syria, Afghanistan and North Korea. (Lebanon’s status is indiscernible). Perhaps most instructive about this category is those nations it does not include: Yemen, Saudi Arabia (both countries Israelis are forbidden by law from entering), Qatar, Bahrain, Kuwait, the United Arab Emirates, Oman, Sudan, Pakistan, Libya, Algeria, Tunisia, Indonesia, Cuba, Venezuela and other states with which Israel does not have diplomatic ties. Thus one conclusion students of Netanyahu’s map might be forgiven for drawing is this: Israel has plenty of friends in the world — about 30 old friends, 20 new friends, countless of potential future friends — and very, very few enemies.

Sanders campaign chair: Bernie wants ‘fresh thinking’ on Israel-Palestinian conflict-After endorsing Hillary Clinton, Vermont senator seeks to give US policy on region ‘a new look,’ Jeff Weaver says-By Eric Cortellessa July 27, 2016, 6:01 pm-THE TIMES OF ISRAEL

PHILADELPHIA — Shortly after Bernie Sanders unequivocally endorsed Democratic presidential nominee Hillary Clinton at the party’s national convention Monday night, his campaign chair said the Vermont senator would continue to encourage “fresh thinking” on the Israeli-Palestinian conflict. While the Sanders camp has taken steps in recent days to project an image of party unity and shepherd its grassroots base into the Clinton coalition for the general election, Jeff Weaver acknowledged that differences remained between the former rivals vis-a-vis the region, but that Sanders would “stress issues where they are very much together.”Sanders does not intend to highlight any variations between his camp’s stance on the Israel-Palestinian conflict and that of the former secretary of state during the coming five months, Weaver said, but would advocate the US policy take “a new look” on the enduring issue.“He knows we’ll have to work through this,” Weaver told The Times of Israel on Tuesday. “It’s a very difficult situation over there, obviously. It’s very complicated. And it’s a situation we’re going to have to work through.”During his speech here, Sanders tried to persuade his base to back Clinton in November by providing a litany of shared policy priorities, like expanding Americans’ access to healthcare, opposing the Trans-Pacific Partnership trade accord and combating climate change.“If you look at one issue after the other issue in terms of who the candidate is that we need to lead this country, there is no debate,” Sanders told his supporters. “The choice in this campaign is very, very clear, and I think the overwhelming majority of my supporters will see it that way.”He did not mention matters of foreign policy; Weaver indicated that those differences were far less acute than Sanders’s differences with Republican nominee Donald Trump, which is what the self-avowed democratic socialist wants to highlight from now until November. He would, however, be willing to advocate his policy positions, but more likely so after Clinton secures the White House. “It’s a problem that needs a new look,” he said. “There hasn’t been a lot of progress in recent years, and I know that Sen. Sanders thinks we have to kick-start it, so I’m sure he’ll have that discussion with Sec. Clinton if there’s a time when he feels that’s appropriate.”During the primary, Clinton and Sanders clashed on the Israel issue, with Sanders accusing his former rival of not putting enough focus on the plight of the Palestinians in her speech at the AIPAC Policy Conference. “I heard virtually no discussion at all about the needs of the Palestinian people,” Sanders said. “Almost none in that speech.”They also differed on how to classify Israel’s military operations during the 2014 war with Hamas in the Gaza Strip, with Sanders calling Israel’s conduct “disproportionate” and Clinton defending the Jewish state’s right to defend itself from indiscriminate rocket attacks. But none of those disputes have been on display between the two campaigns this week, as they have attempted to join forces, even after DNC chair Debbie Wasserman Schultz resigned amid an email scandal that proved a bias for Clinton during the primary and revealed internal deliberations over how to undermine Sanders’ candidacy.Weaver, for his part, said Sanders supporters should not linger on those revelations, despite his having accused the DNC of playing favorites for months.“Debbie Wasserman Schultz has resigned, it’s time to move on,” he said. “It’s time to unify the party and go out and beat Donald Trump. And that’s what we’re going to do.”

Protesters burn Israeli flag outside Democratic convention-Demonstrators in Philadelphia chant ‘Long live the intifada,’ also set light to pro-Bernie Sanders fliers-By AP July 27, 2016, 9:05 am-THE TIMES OF ISRAEL

PHILADELPHIA — Protesters set an Israeli flag on fire and chanted “Long live the intifada” outside of the Democratic National Convention site in Philadelphia on Tuesday night, as others clashed with police.A woman wearing a black bandana on her face lit the flag on fire, as protests continued outside of the secure zone around the Wells Fargo Center in Philadelphia. Someone stood nearby waving a Palestinian flag.Protesters also set alight pro-Bernie Sanders fliers that were hanging on steel fencing around the site.Meanwhile, die-hard Sanders loyalists demonstrated inside and outside the Wells Fargo Center, where the convention is taking place, and clashed with police after Hillary Clinton won the party’s presidential nomination Tuesday.Despite calls by the liberal Vermont senator for them to support the nominee, thousands of activists have taken to the streets during the convention to voice support for Sanders and his progressive agenda.Moments after Clinton became the first woman to ever be nominated for president by a major US political party, a large group of Sanders delegates and supporters exited the site to hold a sit-in inside a media tent. Some had their mouths taped shut. A few spontaneously sang the chorus of the folk song “This Land Is Your Land,” and a banner read “We the people.” They said they were holding a peaceful protest to complain about being shut out by the Democratic Party.“This was not a convention. This was a four-day Hillary party. And we weren’t welcome,” said Liz Maratea, a New Jersey delegate at the media tent protest. “We were treated like lepers.”In the streets outside, Sanders supporters who had spent the day protesting began facing off with police. Protesters began scaling eight-foot-high walls blocking off the secure zone around the arena parking lot, and several were detained. An officer sprayed one of the protesters.

Israeli archaeologist says he was attacked on Temple Mount-Two Jerusalem Islamic Waqf members arrested after clash with group visiting Jerusalem holy site-By Stuart Winer and Ilan Ben Zion July 27, 2016, 2:48 pm-THE TIMES OF ISRAEL

Two members of the Jerusalem Islamic Waqf were arrested Wednesday after allegedly attacking Israeli archaeologist Zachi Dvira on the Temple Mount in the Old City of Jerusalem.A group of six Israeli archaeologists were attacked by eight Waqf members as the they toured the holy site, the Hebrew language Ynet website reported. The clash began after the Israeli group refused to leave the compound when ordered to do so by the Waqf personnel.Dvira, who is in involved in the Temple Mount sifting project, told Ynet “it looked like the start of a lynching.” He was not injured in the assault. The two Waqf members were taken away for questioning by police.Israeli archaeologists say Waqf workers have carted off hundreds of tons of artifact-laden earth from the Temple Mount during renovations and construction work in the compound that also contains the al-Aqsa Mosque and the Dome of the Rock.A project, led by Dvira and others, to sift through debris dumped in the Kidron Valley outside the Old City has rescued many artifacts from the Second Temple and other periods.Jews regard the Temple Mount as their holiest site, where the First and Second Temple were located. Muslims call it the Noble Sanctuary and regard it as their third holiest site after Mecca and Medina. According to the existing arrangement, the Jerusalem Islamic Waqf, or trust, administers the Temple Mount complex. There have been frequent and often violent clashes between Arab protesters and Jews over Jewish rights to visit the site. Jews are not allowed to pray there, under arrangements agreed by Israel after it captured the area in the 1967 war.

Church attackers claimed Islamic State link, France confirms-President Hollande says killing of priest in northern France a terror attack; Pope Francis denounces ‘absurd violence’-By AFP and Times of Israel staff July 26, 2016, 2:57 pm

French President Francois Hollande on Tuesday said the attackers at a northern France church, who slit the throat of an elderly priest, had “claimed to be from the Islamic State.”Hollande’s comments were the first official confirmation that the deadly attack on a church in the northern French town of Saint-Etienne-du-Rouvray on Tuesday was a terror attack.“We are faced with a group which has declared war,” said Hollande, after noting the attackers’ allegiance with the jihadist group.Tuesday’s incident comes as France remains on high alert nearly two weeks after Tunisian Mohamed Lahouaiej Bouhlel plowed a truck into a crowd of people celebrating Bastille Day in the French Riviera city of Nice, killing 84 people and injuring over 300.The archbishop of the nearby city of Rouen, Dominique Lebrun, had named the murdered priest as 84-year-old Jacques Hamel. The two attackers were killed by police.Five people were inside the church when it came under attack, interior ministry spokesman Pierre Henry Brandet said. Three of the hostages were freed unharmed, and another was fighting for their life.Pope Francis on Tuesday condemned the “barbaric killing” of the elderly priest.“The pope… shares the pain and horror of this absurd violence,” Vatican spokesman Federico Lombardi said, adding that the attack created “immense pain and worry.”Francis issued “the most severe condemnation of all forms of hatred” and said he was appalled “because this horrific violence took place in a church, a sacred place” and involved the “barbaric” killing of a priest. The motivations for the hostage-taking were not yet clear, but the Paris prosecutor’s office said the case was being handled by anti-terrorism prosecutors.French Prime Minister Manuel Valls expressed his horror at what he called “a barbaric attack on a church.”“The whole of France and all Catholics are wounded. We will stand together,” he wrote on Twitter. The archbishop of Rouen, Dominique Lebrun, urged all non-believers to join those of the church in “calling to God.”“The Catholic Church can take up no other weapons than prayer and fraternity between men,” he said in a statement.French far-right National Front leader Marine Le Pen wrote on Twitter that the “modus operandi obviously makes us fear a new attack from terrorist Islamists.”The Nice attack was the third major strike on France in 18 months and was claimed by the Islamic State group. Two attacks in Germany claimed by the Islamic State group since then have also increased jitters in Europe. After the attack in Nice, France extended for another six months until January a state of emergency giving police extra powers to carry out searches and place people under house arrest. It was the fourth time the security measures have been extended since Islamic State jihadists struck Paris in November, killing 130 people at restaurants, a concert hall and the national stadium.

Priest killed by knife-wielding assailants in French church-2 men shot dead by police after taking several hostages in Normandy region; motive unclear, but prosecutor treating incident as terror; second victim fighting for life-By Times of Israel staff and Agencies July 26, 2016, 12:03 pm-the times of israel

A priest was killed and another person critically injured on Tuesday after two men armed with knives took hostages at a church near the northern French city of Rouen, a police source said, amid speculation the attack could be related to Islamic terror. The French interior ministry said that two hostage-takers were killed by police in the attack in the town of Saint-Etienne-du-Rouvray.The second hostage, apparently a parishioner, was “between life and death,” the interior ministry said. The motivations for the hostage-taking were not yet clear, but the Paris prosecutor’s office said the case had been handed to anti-terrorism judges for investigation.A source close the investigation said the priest, named as 84-year-old Jacques Hamel, had his throat slit in the attack. The incident comes as France remains on high alert nearly two weeks after Tunisian Mohamed Lahouaiej Bouhlel ploughed a truck into a crowd of people celebrating Bastille Day in the French Riviera city of Nice, killing 84 people and injuring over 300French President Francois Hollande, who is from Rouen, and Interior Minister Bernard Cazeneuve were on their way to the scene, their offices said.In a statement, Prime Minister Manuel Valls expressed “horror at the barbaric attack on a church,” and church officials in France and elsewhere condemned the incident.Interior Ministry spokesman Pierre-Henry Brandet said the RAID special intervention force was searching the church and its perimeter for possible explosives. Terrorism investigators have been summoned, he said.It was not clear how many people were in the church at the time of the attack, which reportedly came after the knifemen sneaked in through a back door as Hamel was giving morning mass.An official said five people were held during the standoff, including Hamel and parishioners.Police could not say what the motive for the attack was, but speculation was rampant it could be related to Islamist terror.According to Le Figaro, one hostage taker was bearded and was wearing a woolen cap worn by Muslim men.French media also reported the attackers yelled “Daesh” as they entered the church, though it’s not clear why they would announce themselves using a derogatory term for the Islamic State terror group.France is on edge following a string of terror attacks there and in Germany in recent weeks, including the truck attack in Nice and a suicide bombing in southern Germany Sunday night that wounded 15.Both attacks were claimed by the Islamic State.France last week voted to extend emergency laws aimed at preventing terror attacks. It was the fourth time the measures were extended since Islamic State jihadists struck Paris in November 2015, killing 130 people at restaurants, a concert hall and the national stadium.Hollande had planned to lift the measures on July 26 but changed tack after the Nice attack.

Bennett says PM in denial over Gaza tunnel preparations-Education minister says leadership must ‘learn from mistakes of the past’; Likud official brands comments a ‘total lie’-By Times of Israel staff July 26, 2016, 9:56 am

Education Minister Naftali Bennett accused Prime Minister Benjamin Netanyahu Tuesday morning of refusing to learn from mistakes in the lead-up to the 2014 war with Gaza, a day after Netanyahu claimed to have been well-apprised of the threat of cross-border tunnels.“Every platoon leader draws conclusions at the end of an exercise in order to prevent future mistakes and to improve,” Bennett, who heads the right-wing Jewish Home party, wrote on Twitter. “What is true for an infantry division is doubly true for the diplomatic-security leadership of the State of Israel.”An unnamed Likud official later said Bennett’s accusations were a “total lie.”“Bennett’s comments sound nice. It’s a shame it’s a total lie,” the Likud official said.On Monday, Netanyahu told a group of military reporters that claims he had been caught unaware by attacks from Hamas into Israeli territory via an extensive tunnel system dug under a border fence were false.“Operation Protective Edge was not the Second Lebanon War,” Netanyahu said. “The claim that we were not prepared and we didn’t know about the tunnels is the opposite of the truth.”However, Bennett, who had loudly lobbied Netanyahu for a ground operation to destroy the tunnels during the early days of the nearly two-month war, countered that the prime minister was in denial.“Before the next conflict we are obligated to learn from the mistakes of the past and not to deny them. Drawing real conclusions is a sign of strength and self-confidence,” he wrote in a series of tweets. “Anyone who refuses to learn from the mistakes of the past is condemned to repeat them in the future.”Yesh Atid leader Yair Lapid on Tuesday urged the government to make public a state comptroller report on the 50-day conflict.“There were serious failures in reporting to the security cabinet and in the decision-making process. I call upon the state comptroller to publish the report as soon as possible; the families deserve to know and the Israeli public deserves to know,” said Lapid.“The prime minister claimed yesterday there were no failures and no mistakes. I join the call by Education Minister Bennett who said to the prime minister that by denying mistakes and trying to hide faults we can’t learn the lessons of the operation,” he added.Netanyahu’s statement came in the wake of a demand from 32 bereaved families to set up an official inquiry into operational and planning failures before and during Operation Protective Edge, as Israel labeled the conflict. The families sent their demands in letters to both Netanyahu and Defense Minister Avigdor Liberman.During the war, initially launched to stanch rocket fire from the Strip, Israeli troops destroyed some 50 tunnels in the Strip, a number of them reaching into Israel for the purpose of attacking troops and civilians, according to the IDF.Several soldiers were killed in a number of attacks by Hamas fighters emerging from tunnels inside Israeli territory.During the war, a number of military and political officials said that while they knew about the existence of tunnels, they were caught off guard by how extensive they were.“Of course we didn’t know all the details and how complex was the network below the ground. I don’t think we had the full picture,” former national security adviser Giora Eiland told Foreign Policy at the time. The prime minister has been repeatedly criticized by Bennett for purportedly failing to prepare Israeli forces effectively to tackle the tunnels, a number of which were discovered in the months before the war.Netanyahu insisted that the security cabinet discussed the tunnels as far back as January 2013, and has repeatedly since, amid indications that Hamas has begun rehabilitating its tunnel infrastructure.

Israel’s only mummy gets afterlife spotlight at Israel Museum-88 years after arriving from Alexandria, 2,200-year-old remains of Egyptian priest go on display in Jerusalem-By Ilan Ben Zion July 26, 2016, 1:24 pm-the times of israel

Alex’s toes poke out of his linen shroud. The chamber is dark and cool like a crypt. On the wall above him the unwavering gaze of his wooden sarcophagus glares downwards, its chest emblazoned with a mahogany-hued winged scarab, Khepri, symbol of rebirth. He lived and died in upper-class obscurity around 2,200 years ago, but Alex’s remains — the only mummy in Israel — star in an Israel Museum exhibit opening Tuesday.A century before Anthony and Cleopatra, when the Ptolemies ruled the Nile he lived as a priest in the city of Panopolis, modern-day Akhmim, in Upper Egypt. During his lifetime Alex was known as Iret-hor-iru — The Protective Eye of Horus — but got his modern moniker after he was donated to Jerusalem’s Pontifical Biblical Institute by Jesuits in Alexandria.Iret-hor-iru is “very well preserved” for his age, Israel Museum curator Galit Bennett-Dahan told The Times of Israel as the finishing touches were being put on the exhibit. “You can see that not only were whole bones preserved, but also teeth, ears, eyes, tissues in the thighs and hands.”After his demise, he underwent the traditional process of embalming and mummification. His internal organs were removed and placed in canopic jars, his brain was pulled out through his nose, his body was packed and covered with natron to dry it out and then wrapped in linen. In the lead-up to the exhibit, the Israel Museum teamed up with the Carmel Medical Center in Haifa and scientists from Tel Aviv University to get a better understanding of who Iret-hor-iru was, how he lived, and how he died. Contrary to what the priests at the institute thought, he wasn’t a teenage boy, nor did he live in the 4th century BCE, around the time Egypt fell to Alexander the Great.Radiocarbon dating of his linen wrappings found he died in the 2nd century BCE, and CT scans found he lived into his late 30s or early 40s, no small feat when infant mortality was rampant and a year-old child was expected to live until 40. He stood 5’5″ when he was alive — taller than average — but the desiccating embalming procedure left him a few inches shorter as the centuries passed. He still has most of his teeth, but suffered from cavities and receding gums, as well as osteoporosis. Like people nowadays, he indulged in too many carbs and spent too much time indoors.“Maybe he had a convenient life, because he didn’t work so hard,” she said.Arabic and French newspapers bunched up in the sarcophagus to protect the mummy during its journey to Jerusalem date to 1927 and 1928, confirming it arrived at the institute just after it opened in 1927. Since then it has remained in the institute’s modest and oft-overlooked archaeology museum next door to the King David Hotel. The one-room display runs parallel to the ongoing Pharaohs in Canaan exhibit that opened in March and explores Egypt’s political and cultural influences upon the Bronze and Iron Age Levant. Through Iret-hor-iru, the curators try to explain the ancient Egyptian perception of death, from embalming and mummification of the dead (both human and animal) to the spirit’s passage through the afterlife.Although his mummification techniques and burial style follow Egyptian custom, Iret-hor-iru’s Egypt was Hellenized, having been conquered by Alexander the Great’s armies over a century before. The Ptolemies respected local religion, and funerary traditions were preserved, albeit with the inclusion of Greek styles, the Israel Museum’s Bennett-Dahan explained. The painted plaque laid across his chest is distinctive of the Ptolemaic period, and his stylized death mask traditional. Both are relatively modest compared to the gilt grandeur of Tutankhamen, but typical of the more affluent.Accompanying Iret-hor-iru in his Israel Museum afterlife are an assortment of Hellenistic and Roman-era funerary masks that were placed over the face of the dead. Some, like that of Iret-hor-iru, are stylized, imitating the traditional Egyptian representation of the deceased, with almond eyes and a long wig. Others are realistic and strikingly beautiful portraits.Amulets in the shape of beasts and birds and crafted out of faience, ivory, gold or semiprecious stones were placed on the body to protect it in the afterlife. Today, they make up a kaleidoscopic menagerie accompanying Iret-hor-iru.The only other mummy in the room is that of an ibis, the bird considered holy to Thoth, the Egyptian god of writing and wisdom. A lifelike sarcophagus with the wading bird’s distinctive curved bill, enclosing the mummified remains of the sacred bird, was a gift to former deputy prime minister Moshe Dayan from Egyptian president Anwar Sadat after the signing of the Israel-Egypt peace treaty in 1979. Across the hall, in the Pharaoh in Canaan exhibit, the museum showcases a duplicate of the bent Canaanite scimitar given to Egypt by Israel in the same exchange. While the exhibit is by no means as exhaustive as that of the British Museum, or as glamorous as King Tut, it offers a clear, concise and humanizing insight into death on the Nile.————————Follow Ilan Ben Zion on Twitter and Facebook.

Israel advances plans for 770 settlement homes-[AFP]-July 25, 2016-YAHOONEWS

Jerusalem (AFP) - Israeli authorities have advanced plans for 770 new settlement homes in annexed east Jerusalem, officials and rights groups said Monday, drawing condemnation from Palestinian leaders and the United Nations. The homes would expand the Gilo settlement on the southern perimeter of east Jerusalem. They are part of a larger plan for around 1,200 units approved some three years ago, said Ir Amim, an NGO that monitors Israeli settlement activity. The land where they are to be built requires technical approval known as "reparcelisation" by Jerusalem's local planning and building committee in order for the process to advance, according to Ir Amim. The committee has now deposited the plans for public objections ahead of possible approval."The plans in question are not new, and were approved three years ago," a statement from Jerusalem Mayor Nir Barkat's office said."Recent deliberations in the municipal planning committee concerned technical details of plot distribution within the previously approved project."The move to further advance the plans drew condemnation both from UN and Palestinian officials.Israeli settlements in east Jerusalem and the occupied West Bank are viewed as illegal under international law. They are also considered major stumbling blocks to peace efforts as they are built on land Palestinians view as part of their future state.A recent report by the diplomatic Quartet -- the United States, European Union, Russia and the UN -- said settlement expansion was eroding the possibility of a two-state solution to the conflict."I strongly condemn the recent decision by Israeli authorities to advance plans to build some 770 housing units in the settlement of Gilo, built on the lands of occupied Palestinian towns and villages between Bethlehem and east Jerusalem," Nickolay Mladenov, UN special coordinator for the Middle East peace process, said in a statement.Saeb Erekat, secretary general of the Palestine Liberation Organisation, said the decision "further reflects the failure of the international community to stop Israel's settlement expansion".Israel occupied the West Bank and east Jerusalem in 1967. It later annexed east Jerusalem, which Palestinians view as their future capital. The status of Jerusalem has been among the most contentious issues in peace negotiations, which have been at a standstill since April 2014.

Netanyahu says he’ll quit soon… as foreign minister-Questioned by Knesset panel, PM defends Israel’s PR performance and its battle against boycotts, says country making new allies worldwide, but acknowledges need for full-time top diplomat-By Raphael Ahren July 25, 2016, 6:24 pm-the times of israel

Prime Minister Benjamin Netanyahu said Monday that he intended to give up some of the four additional ministerial posts he currently holds, including that of foreign minister. But he didn’t say when.At a stormy session of the Knesset’s State Control Committee, Netanyahu faced two hours of critical questions by opposition lawmakers on his foreign policy, including over the fact that he has held the Foreign Ministry portfolio since the 2015 elections. He also fills the roles of economy minister, communications minister and regional affairs minister. He told Knesset members at the meeting that he intended to give up “a few portfolios soon.” He added that, “I don’t want to hold on to the Foreign Ministry forever,” but did not say when he would appoint someone to that post or any of the others he holds. (The prime minister has kept the multiple portfolios under his control to make them available to possible coalition partners, but has also been criticized for the influence he has consequently been able to exert in the multiple fields.)“I didn’t say there is no need for a full-time foreign minister,” he said at the end of the two-hour session. “I am the full-time foreign minister.”Netanyahu rebuffed the often-made criticism that the Foreign Ministry has been stripped of many of its original responsibilities, effectively crippling Israel’s ability to respond in a coordinated manner to international criticism of Israel. “The assertion that everything has to be concentrated in the Foreign Ministry — I don’t necessarily accept.”Regarding past tensions between the foreign minister and the prime minister, especially during the last war in Gaza, he quipped: “Since I am foreign minister, there is great coordination.” (Avigdor Liberman, now minister of defense, held the Foreign Ministry helm at the time.) The prime minister, who was invited to the committee to discuss a recent State Comptroller’s report critical of the coordination between various government bodies responsible for Israel’s image in the world – known as hasbara (literally, propaganda) — defended his policies, arguing that the facts speak for themselves. The annual report, released in May, criticized a range of “failings” in the Foreign Ministry, underlining an inability to present any significant achievements in the battle against the BDS — Boycoot, Divestment and Sanctions — movement that targets Israel over its alleged mistreatment of the Palestinians.State Control Committee head Karin Elharar (Yesh Atid) focused on the comptroller’s allegation of poor coordination between the various government offices in charge of hasbara. Netanyahu acknowledged that there was room for improvement, but disagreed with the report’s conclusions. “There is excellent coordination between all relevant government bodies,” he said.“Hasbara is not a goal in itself, unless you are a virtual politician living in a virtual world,” he said. “How do you measure whether our foreign policy is working? How do you we measure success and failure? You do it by looking at trade volume, the number of visits, and public opinion.”Netanyahu called the BDS movement an “anti-Semitic movement par excellence,” and argued that in recent months Israel successfully rebuffed several boycott efforts. He cited the failed bid to oust Israel from soccer’s governing body FIFA and a number of American states passing anti-BDS legislation. “It’s come so far that they are demonstrating now for the ‘right to boycott,'” he said.As prime minister, he has visited countless countries and welcomed leaders from nations that used to have a chilly relationship with Israel, Netanyahu said.“Some things have changed for the better. Israel is increasingly seen as an ally. Sometimes it takes time for these processes to mature, but it’s happening,” he said.Netanyahu then held up a map of the world indicating which countries have recently improved ties with Israel. “There’s an enormous change,” he said, citing recent overtures and warming of ties with African countries, Russia, Argentina, Colombia, Greece, Cyprus, Turkey, India and other countries. As foreign minister, Netanyahu has held an average of four meetings with foreign leaders per week, he said. “People talk about international isolation. What isolation? Good God,” he exclaimed.“My intention is — and I know it doesn’t happen overnight — to change the automatic majority (in forums such as the UN) against Israel with the help of African and Latin American countries.”Netanyahu said he has looked for innovative ways to tell Israel’s side of the story. He cited a video in which he addressed the LGBT community after a deadly shooting in Florida nightclub, which he said has been viewed by 24 million people.Netanyahu also rebuffed criticism of his policy vis-à-vis the Palestinians. “Our policy is simple: the future belongs to the strong. The weak won’t survive.”He later added: “If there is one thing that influences the countries of the world, it’s the question of strength, and Israel is increasingly viewed as country that is strong in several areas,” such as counter-terrorism and cyber-technology.He reiterated his readiness to accept a demilitarized Palestinian state that recognizes the Jewish state, though he said he was not sure whether the Palestinians were a partner for peace at the current time.Netanyahu also said that he hoped to conclude negotiations over long-term US military aid before the Obama administration ends its term, and said his acting national security adviser, Yaakov Nagel, would travel to Washington next week to try close the deal.

Israel sending official to US to seal defense aid deal-Acting national security adviser to head to Washington next week; Jerusalem won’t take funding bump for 2017-By Times of Israel staff July 25, 2016, 5:47 pm

Israel will send a representative to Washington next week to finalize a defense aid deal for the next decade but will not seek an increase for 2017, an Israeli official said on Monday.Brig. Gen. (res.) Yaakov Nagel, acting head of the National Security Council, will head to Washington next Sunday for meetings with his US counterparts “for the purpose of signing a new MOU [memorandum of understanding] between the two countries as soon as possible,” according to a statement from the Prime Minister’s Office. An Israeli official stressed that Jerusalem was not seeking additional military funding for 2017 — which falls under the last ten-year package — as had been suggested by Senator Lindsey Graham (R-South Carolina).“Israel is sending the message that it is committed to the agreements that have already been signed,” the official said. “2017 is part of the current MOU.”In a statement, the Prime Minister’s Office added that Israel “places great value on the predictability and reliability of the military assistance it receives from the United States and on honoring bilateral agreements.“Therefore, it is not in Israel’s interest for there to be any changes to the fixed annual MOU levels without the agreement of both the US administration and the Israeli government,” it added. The defense aid for 2017 currently stands at $3.1 billion.Earlier Sunday, Prime Minister Benjamin Netanyahu said that he hoped to conclude negotiations over US military aid under the current administration, whose term ends in January 2017. He did not give any details about the state of discussions.According to reports, the United States has offered to increase its military aid to Israel, under a decade-long deal set to take effect in two years’ time, on the condition that Jerusalem spends more of the funds on American goods and services, rather than on domestic ones as it is authorized to do now.Negotiations between Israel and the US over a memorandum of understanding for an aid package to replace one that expires in 2018 have been ongoing for months, amid tensions over the Iranian nuclear deal reached last year which Israel vociferously opposed. Israel has charged that the accord signed between Tehran and six world powers, including the US, poses an existential threat to Israel and challenges its qualitative military edge in the region. The US offer currently on the table, outlined to members of Congress earlier this month in a letter by US National Security Adviser Susan Rice, includes a pledge to substantially increase the aid package, worth some $30 billion, and ink a new one that would constitute “the largest pledge of military assistance to any country in US history.” The letter was sent in response to a missive signed in April by 83 out of 100 senators calling on President Barack Obama to increase foreign aid to Israel and sign the new deal.According to a report in The New York Times, the next 10-year deal could top $40 billion, and would include a 10-year pledge to fund Israel’s missile defense systems, an arrangement currently funded separately in yearly installments. It has been subject to much controversy recently as the White House and Congress have disagreed over the size of the annual increase for the missile defense program. The sides have refused to officially provide details of the unfolding deal, but reports have indicated that Israel was seeking a price tag the US was hesitant to approve. A senior Israeli official said last month that Netanyahu was determined to conclude talks but “not at any price.”According to The New York Times, an emerging sticking point in negotiations has been how much US money Israel would be allowed to spend domestically and how much on American goods and services.Under the existing agreement, Israel is permitted to spend about 25 percent of the aid it receives outside the US and another 13% on fuel for its aircraft — allowances no other recipient of US aid is granted.According to the report, that arrangement originated in the 1980s to build up Israel’s defense industry, which has thrived, helping Israel to become among the top 10 arms exporters in the world — and in some fields a competitor with US firms.Raphael Ahren contributed to this report.

Democratic convention could feature discord on Israel-In Philadelphia, Democrats to struggle with party email scandal, differences on Israeli-Palestinian conflict and the need to project party unity-By Eric Cortellessa July 25, 2016, 2:55 pm-the times of israel

PHILADELPHIA — The Democratic National Convention, which begins in earnest Monday, has already gotten off to a rocky start.Days after the Republicans finished their tumultuous confab in Cleveland, the Democrats were hoping to show themselves far more united. But after the party’s national chair resigned Sunday over leaked emails that revealed a preference for Hillary Clinton over primary rival Bernie Sanders, that objective may now be harder to achieve.Major party conventions are largely massive exercises in managing optics and crafting an appealing narrative for voters. Last week, Donald Trump was tasked with presenting himself as a plausible commander in chief and leader who could bring together an intensely fractured GOP. A series of incidents that dominated the media coverage, however, diminished the real estate tycoon’s ability to deliver. This week, Clinton needs to address concerns over voter perception that she’s not trustworthy, and it doesn’t help that hours before the opening gavel was to hit the strike plate, an email scandal emerged that shows the national party favored her in a contentious primary race with Sanders — despite repeated assurances of neutrality.DNC chair Debbie Wasserman Schultz, a congresswoman from south Florida, became the target of severe criticism after the website WikiLeaks released thousands of hacked DNC emails that disclosed internal deliberations over how to tilt the primary election in the former secretary of state’s favor. The Clinton campaign responded Sunday by saying the leak was orchestrated by the Russian government to assist in the election of Trump.Regardless of how the leaks and the ensuing fallout came about, such a news cycle prevents Clinton from focusing exclusively on projecting a vision of optimism and inclusion that would run counter to that of her rival last week. Rather, she has to repair the wounds from this episode and still unite a party whose left and center have grown further apart since Sanders’s improbable rise during the primary. In this vein, there will also be gaps between many of the party’s delegates at this year’s convention, including on the Israel issue, as Sanders attracted a base of support highly critical of longstanding Washington policies toward Israel and the Middle East, and more demanding of greater recognition of Palestinian positions. This dissension played out when the drafting committee argued over language relating to Israelis and Palestinians in the party platform. Sanders appointee James Zogby, head of the Arab American Institute, pushed for a provision that would demand “an end to occupation and illegal settlements.”Such language ultimately failed, and the platform instead calls for “a two-state solution to the Israeli-Palestinian conflict negotiated directly by the parties that guarantees Israel’s future as a secure and democratic Jewish state with recognized borders and provides the Palestinians with independence, sovereignty, and dignity.” It also says the future of Jerusalem should be left to final-status negotiations, supports Israel’s right to defend itself and condemns the Boycott, Divestment and Sanctions (BDS) campaign against Israel. The liberal Washington-based group J Street approved of the final version. Its president and founder, Jeremy Ben Ami, has called it more “balanced” and said the decision to include language that “recognizes the legitimate rights and national aspirations of the Palestinian people alongside its recognition of Israel’s right to exist in peace and security marks an important step forward for the party.”But even with the platform’s language settled, there is still much more to pay close attention to as the convention gets underway.-DNC controversy-The DNC email scandal is multilayered. Beyond the fact that a series of exchanges raised ideas of ways to weaken Sanders’s candidacy, there is also the nature of the proposals that were discussed. DNC finance chief Brad Marshall pitched Schultz on portraying Sanders as an atheist who rejected his Judaism in states where candidates’ religiosity holds sway with voters, like in Kentucky and West Virginia.“Does he believe in a God,” Marshall asked. “He had skated on saying he has a Jewish heritage. I think I read he is an atheist. This could make several points difference with my peeps. My Southern Baptist peeps would draw a big difference between a Jew and an atheist.”Wasserman Schultz, one of the most prominent Jewish members of Congress, has a record of championing Jewish causes in the House, including the passage of an aid package to Holocaust survivors and the establishment of Jewish American Heritage Month. The Sanders campaign has for months accused her of favoring Clinton, and this latest revelation provides vindication. After Wasserman Schultz announced her resignation — at the urging of Clinton campaign officials — Sanders issued a statement saying she “made the right decision for the future of the Democratic Party.”In her resignation, Wasserman Schultz said she was committed to helping Clinton win the White House, and felt stepping down was a necessary step toward accomplishing that goal. “I know that electing Hillary Clinton as our next president is critical for America’s future,” she said. “I look forward to serving as a surrogate for her campaign in Florida and across the country to ensure her victory.”According to campaign officials, she will still keep her leadership role at the convention and deliver her scheduled address. For the rest of the election, she will continue to assist the presumptive Democratic nominee, along with other down-ballot races throughout the country. Longtime Democratic strategist Donna Brazile will take the helm as interim chair. While the Clinton camp was quick to respond to the crisis — much quicker than Trump’s was to Melania’s plagiarism scandal — it intensifies friction between factions of the party that they aim to coalesce this week. One of the Democrats’ early tests will be how they respond to the fissure.-Israel-While Sanders recently endorsed Clinton and indicated he’ll work with her campaign to ensure “Donald Trump does not become president,” differences between him and the presumptive nominee on Israel remain — and these differences are perhaps more fierce among their backers. One of his appointments to the platform drafting committee was philosopher Cornel West, who considers President Barack Obama a war criminal and is a full-out proponent of the BDS movement. Some within Sanders’s base of support identify with his brand of thinking about the conflict, and it’s not yet clear how much it will influence their willingness to embrace Clinton.Clinton is trying to thread a fine needle in bringing Sanders supporters into her coalition while also convincing pro-Israel Democrats turned off by Obama’s approach to the region that she will be closer to Israel and less confrontational. Obama himself is slated to speak at the convention, though it is highly unlikely he will mention the Jewish state. Clinton, too, is likely to avoid the issue and not risk alienating any constituency.Clinton, who served as Obama’s secretary of state from 2009 to 2013, has vast experience navigating the US-Israel alliance, which includes having negotiated a 2012 ceasefire during a violent flareup between Israel and Hamas in the Gaza Strip and working to convince Prime Minister Benjamin Netanyahu to declare a 10-month settlement freeze in the West Bank to jump-start peace talks. She also laid the groundwork during that time for brokering a nuclear agreement with Iran, and has just selected as her running mate Virginia Sen. Tim Kaine, who was a strong champion of the accord, calling it “a dramatic improvement over the status quo.”While much of the more liberal wing of the party has expressed disappointment over Clinton’s choosing a moderate VP pick, the former DNC chair has a left-leaning record on Israel and has long been a darling of J Street for his support of a two-state solution.Official convention proceedings begin Monday at 1 p.m. EST, and the first evening session, which will feature speeches from Sen. Sanders, Massachusetts Sen. Elizabeth Warren and Michelle Obama, begins at 8 p.m. EST.

In choice between territories and peace, I prefer peace,’ Ben-Gurion said in 1968-Lost interview uncovered in Jerusalem archive shows Israel’s founding premier exhorting a victorious nation to cleave to ‘the moral virtue of our undertaking’-By Times of Israel staff July 24, 2016, 3:49 am

A lost interview with Israel’s first prime minister, recently unearthed by an Israeli filmmaker, reveals a simple, unassuming side of the statesman revered by Israelis as the nation’s founding father. The 6-hour interview, which David Ben-Gurion gave in 1968 to producers of a film about his life — a film that was eventually unsuccessful and which was quickly forgotten — was discovered by Yariv Mozer in the Hebrew University’s Steven Spielberg Jewish Film Archive.Mozer has now used the rare footage of the late prime minister to produce his own film, titled “Ben-Gurion, Epilogue,” which recently screened at Jerusalem’s International Film Festival. In it, Ben-Gurion is seen in the years following his resignation from the premiership in 1963, after which he spent most of his time at Kibbutz Sde Boker in the Negev, a last homage to his dream of making the desert bloom. The former premier is seen living a charmingly simple life, working in farmlands of the community, taking daily strolls, even enjoying some time off at the pool with his wife Paula. He tells the interviewers that when he told Paula that he wanted to live in the desert, “she thought I’d gone mad. But she did it, she came after me.”The former prime minister, celebrated even in life, told kibbutz members he had no wish to receive any special treatment.“I told them my name is David, not Ben-Gurion. Every morning I came to see what David has to do and I went to do the work,” he said.Ben-Gurion wanted to serve as an example of what Israel could be, and how Israeli leaders should live.In the interview, conducted a year after the 1967 Six Day War in which Israel conquered the West Bank, Sinai Peninsula, Golan Heights and Gaza Strip, Ben-Gurion spoke at length of his belief that Israel was still far from achieving its purpose of serving as “a light unto the nations.”Israel’s moral compass, he maintained, was inexorably tied to its treatment of the non-Jews living under its rule.Ben-Gurion criticized those who believed that the biblical commandment to “Love thy friend as thyself” pertained only to Jews, saying that “In the same chapter they said a little later, ‘If a stranger will live among you, he should be to you like a citizen and you should love him like yourself because you were strangers in Egypt.’ So it doesn’t mean only Jews.”He also took the unpopular position in those days of post-war euphoria that Israel should immediately relinquish the territories it had taken if this could secure peace.“If I could have chosen between peace and all the territories which we conquered last year I would have preferred peace,” he said. He did have two exceptions though: Jerusalem and the Golan Heights. He also voiced opposition to the then-nascent settlement project in the West Bank and Gaza, wondering out loud why it was necessary to settle an area with large Arab populations when the nearly unpopulated Negev desert was available. The film also shows a post-war Knesset speech by the former prime minister in which he warns that “our standing in the world will be determined not by our so-called material riches, and not by our military’s bravery, but by the moral virtue of our undertaking.Ben-Gurion died in December 1973, just weeks after the Yom Kippur War.Asked by filmmakers if he feared for his country, for his vision of an Israel that would truly be “a light unto the nations,” the premier said: “I’ve always feared, not only now. That state does not yet exist.“It’s the beginning only.”

I think Donald Trump is a very smart man. He recognizes that a voting bloc of 3.1 million people is something to which he wants to pay attention'-Hagee: Pro-Israel evangelicals will ‘storm’ US voting booths-Praising but not quite endorsing Trump, leader of 3-million strong Christian powerhouse group CUFI says when it tells candidates to beef up support for Israel, they listen-By Rebecca Shimoni Stoil July 23, 2016, 10:49 pm-the times of israel

WASHINGTON – Almost 400 miles away from Cleveland, sweltering in a Washington, DC heat wave, thousands of potential voters stood on their feet, opening their arms in testimony, waving American and Israeli flags and vowing that for Zion’s sake, their voices would be anything but silent.Christians United for Israel’s annual summit was booked years in advance of the announcement that the Republican Party would hold its nominating convention in Cleveland the same week, but the powerful grassroots-based organization sees itself as playing a central role in the drama that continues to unfold in the 2016 elections cycle – and beyond. The organization sprang to its feet in advance of the Republican convention, when the platform committee sat down to draft party doctrine for the coming election. CUFI sought to restore language describing Jerusalem as “undivided” – asserting support for Israel’s claims over all of the city, on either side of the Green Line.“Our 501c4 [lobbying organization] was instrumental in having the word ‘undivided’ added to the Republican platform,” says Pastor John Hagee, the organization’s founder and spiritual mentor. “It was extracted previously and we as an organization want to see Jerusalem the eternal capital of the Jewish people undivided today, tomorrow and forever.”With three million largely politically inclined members, many of whom are decidedly conservative, it surprised no one that a CUFI member was already on the platform drafting committee – and the relevant subcommittee. CUFI leaders spoke to the member as well as to key figures in the Republican Party and the Trump campaign.CUFI sent out a letter expressing its concern regarding the Jerusalem language on the Thursday before the platform committee voted. By Sunday, the wording in the draft was changed to include the key phrasing.“On that Thursday, the CUFI action fund sent the letter to the platform committee seeking the change. The changes that we sought were made by Sunday evening as reported by CNN,” one CUFI representative told The Times of Israel. “The change was made not because our elected officials received 3.1 million phone calls, but because they knew that if the change wasn’t made they would [receive those calls].”-Strength in numbers-CUFI leaders are quick to point out that the organization’s strength is drawn from exactly this principle – a combination of numbers and mobilization that makes politicians look up and notice. Established 10 years ago, the organization whose members tend to refer to it by its acronym – CUFI – exploded from 1 million members in 2012 to 2 million in 2015 and added another 1.1 million members in the past 18 months alone.“There are 60 million evangelicals in America and they all have a Bible base to support Israel,” says Hagee, considering how much more his organization could expand. “It would certainly be within the bounds of reason that we could get 6 to 8 million of those to be a part of Christians United for Israel in the days to come.”In the meantime, the organization has flexed its muscles in recent elections, stressing to politicians, particularly – but not exclusively – Republicans, the importance for their voters of providing full-throated support for Israel.“We’ve been able to say that this is a message that you need to communicate to the base. That you need to be very strong, not ambivalent; strong in support of Israel if you would like to win the support of this base,” adds David Brog, the organization’s former lay leader and current member of the board of directors.“CUFI has helped create a situation where someone wanting to win the Republican nomination and wanting to win the Republican base to turn out on election day needs to strongly support Israel. This resonates very deeply and we’ve been focused on creating that climate in America,” he said.Brog notes that even the “grandfather” of evangelical politicking, the Reverend Jerry Falwell, included support for Israel among his main political aims. But for years, that plank, so to speak, of the evangelical agenda, took second seat to domestic topics like abortion and family values.“I think 9/11 started a process in which Israel, which had always been a priority for evangelicals but lower on the list, started to emerge higher on the list,” Brog explains. “At the same time, where we’ve played a role is coming in and filling a gap left by the Moral Majority and the Christian Coalition in being a way for those evangelical Christians concerned about this issue to have a voice in an organization.”‘If you want to win over a certain block you had better be strongly and solidly pro-Israel’-“They all know that if you want to lead the Republican Party and win the Republican primaries, you need to win over this incredibly large voting block of American Christians and American evangelicals,” Brog adds. “If you want to win over a certain block you had better be strongly and solidly pro-Israel.”Hagee says that having a mobilized, pro-Israel Christian base “absolutely” influenced the increased focus on Israel among Republican primary candidates who might have otherwise concentrated on other topics.“One thing I’ve learned, and one of the things you learn in Washington, is that politicians can count very well and they have a passion to become re-elected,” Hagee smiles. “That when you represent 3.1 million votes, this is a significant force that they must be reconciled with. Because that force is going to vote for the pro-Israel voice, period.”In the recent Republican primaries, candidates ran the gamut from being perceived as adversarial to Israel (Rand Paul) to enthusiastic supporters of Israel (Mike Huckabee and Ted Cruz). While this support did not provide enough fairy dust to win in a bitterly contentious season, CUFI argues that the organization has drawn candidates to include and strengthen support for Israel in their policies and their rhetoric. In speaking with The Times of Israel, Hagee avoids commenting directly on the adjustment of Republican candidate Donald Trump’s stance on Israel. Initially, Trump was viewed with concern by some pro-Israel activists after he pledged to be “neutral” in the Israeli-Palestinian conflict, refused to vow to “tear up” the Iran deal and seemed to consider limiting defense aid to Israel.“I think Donald Trump is a very smart man,” Hagee smiles. “I think he recognizes that a voting bloc of 3.1 million people is something to which he wants to pay attention.”The GOP frontrunner has beefed up his rhetoric – and his contact with the organization. In fact, as the Republican spectacle unfolded in Cleveland last week, Jason Greenblatt, Trump’s top adviser on Israel, was at the Washington conference center meeting with CUFI’s leadership.“People were very pleased with his remarks and appreciative that Donald Trump would send his personal representative to express his support for Israel,” Hagee recalls.Although CUFI says it doesn’t keep count, most of its members associate themselves with the more conservative Republican Party. But for CUFI members, Hagee argues, the contentious Republican primaries were not as divisive as they could have been.“It’s not a challenge because we really don’t care what Washington thinks,” says Hagee. “We don’t really care because we have a mandate from the Bible and that mandate is to be supportive of Israel and the Jewish people. Therefore, we want to hear from the candidate who is going to articulate specifically what they are going to do concerning Jerusalem, concerning standing with Israel in their common defense, and doing what they can to repair the broken-down bridges of the past seven and a half years.”“I am waiting for the major candidates to make a clear declarative statement about specifically what they are going to do for the state of Israel and the city of Jerusalem,” Hagee acknowledges. At the same time, the organization’s charismatic leader has all but endorsed Trump by name.“I’m going to vote for the candidate that’s going to make the US military great again,” he says, using Trump’s signature phrase. “I’m going to vote for the party that is going to solve the immigration problem, not the one that has created the immigration problem. I’m going to support the party that brings jobs back from China,” he continues. “I’m not going to vote for the party that has betrayed Israel for the past seven years.”Hagee, who last endorsed a presidential candidate in the 2008 match-up between President Barack Obama and Senator John McCain, says that he and CUFI “aggressively encourages Christians to vote.”“I press the issue on national television,” he stresses. “I tell them elections have consequences, and that the disappointments of the past have been evidenced by the fact that three million evangelicals did not vote in the past election. God forbid that happen again. We are going to storm the voting booths of America this time around.”

Hungary’s Orban says Donald Trump better for Europe-‘As a European, I could not have drawn up better what Europe needs,’ Budapest’s leader says of GOP candidate’s terrorism, immigration proposals-By Pablo Gorondi July 24, 2016, 4:18 am-THE TIMES OF ISRAEL

BUDAPEST, Hungary (AP) — The anti-terrorism proposals of US Republican presidential candidate Donald Trump make him the better option for Europe and Hungary, Prime Minister Viktor Orban said Saturday.Orban, who has built razor-wire border fences to stop migrants, said in Romania that Trump’s ideas about the need for the best intelligence services and his opposition to “democracy export” were also applicable in Europe.“I am not Donald Trump’s campaigner,” the Hungarian leader said at a cultural event in Baile Tusnad, Romania, an area with a large Hungarian population. “I never thought that the idea would ever occur to me that he is the better of the open options for Europe and Hungary.“I listened to (Trump) and I have to tell you that he made three proposals to stop terrorism. And as a European, I myself could not have drawn up better what Europe needs.”Orban, who returned to power in 2010, has often been criticized by the European Union, the United States and others for his policies to centralize power, control civic groups and increase government influence over media.Democratic presidential contender Hillary Clinton visited Hungary in 2011 as secretary of state, and expressed US concerns over the independence of its courts and the press and government corruption.Orban, whose speech was broadcast live on Hungarian state media, blamed the West for intervening unsuccessfully in countries like Egypt and Libya. While Hungary was not “indifferent” to the state of political and human rights in Turkey, he said its stability was most important.“If I’m asked what is Hungary’s strongest expectation regarding Turkey today, we will put stability first,” Orban said. “If Turkey becomes unstable, many tens of millions of people from that region will hurtle toward Europe without any sort of filtering, screening or control.”Orban was again very critical of the EU leadership in Brussels.“Europe’s current political leadership has failed,” Orban said, adding that the EU was “fooling itself” if it still viewed itself as a “global actor,” saying that era had ended with the vote by Britain to leave the 28-nation bloc.Orban again said individual countries in Europe should have more authority to make their own decisions on specific issue like migration.“Our problem is not in Mecca but in Brussels,” Orban said. “The bureaucrats in Brussels are an obstacle for us, not Islam.”Answering questions after his speech, Orban said Europe needed to set up its own army.“A European army must protect the continent from two sides, from the east and from the south, in terms of protecting against terrorism and migration,” Orban said, according to his office.Orban did not directly address comments by Trump that called into question US commitments to NATO’s mutual defense clause, but said he had changed his mind about NATO being enough in its current form to ensure the peace in Europe.Hungary shut its borders with Serbia and Croatia last year, greatly stemming the flow of migrants coming from Turkey through Greece and further north into the EU.

Leaked Democratic email signals potential bid to smear Sanders as atheist-Missive does not mention senator by name, but party’s CFO suggests ‘he’ should be grilled over belief in God, as he ‘skated on saying he has Jewish heritage’-By JTA July 23, 2016, 12:20 pm-the times of israel

A top Democratic National Committee official reportedly suggested in May that “someone” should draw attention to Bernie Sanders’ atheist beliefs. In an email leaked Friday by Wikileaks, Brad Marshall, the DNC’s chief financial officer suggested that the party should “get someone to ask” about “his” religious beliefs, The Intercept reported.“It might [make] no difference, but for KY and WVA can we get someone to ask his belief,” the message says, presumably referring to Kentucky and West Virginia.“Does he believe in a God. He had skated on saying he has a Jewish heritage. I think I read he is an atheist. This could make several points difference with my peeps. My Southern Baptist peeps would draw a big difference between a Jew and an atheist,” the email continues. The email does not mention Sanders, who was running against Hillary Clinton for the Democratic presidential nomination, by name. However, he was the only Jewish candidate from either major party at the time and has repeatedly skirted questions about whether or not he believes in God.Responding to a request for comment, Marshall said in an email to The Intercept, “I do not recall this. I can say it would not have been Sanders. It would probably be about a surrogate.”The email was sent to DNC Communications Director Luis Miranda and Deputy Communications Director Mark Paustenbach. It is not clear why a DNC staffer would be seeking to draw attention to a Democratic candidate’s quality that voters might find off-putting, particularly since the group is supposed to remain neutral until a candidate has been nominated.Sanders, the first Jewish candidate to win a major-party presidential primary, officially dropped out of the race and endorsed Clinton earlier this month.

Moderate Kaine toes a fine line on Israel issues-Virginia senator has long record of facilitating bilteral ties, defense aid, but Clinton’s J Street-backed running mate also backed Iran deal, opposed Netanyahu speech to Congress-By Rebecca Shimoni Stoil July 23, 2016, 8:52 am-THE TIMES OF ISRAEL

WASHINGTON — In a campaign season of unexpected turns, presumptive Democratic nominee Hillary Clinton’s selection Friday of Virginia Senator Tim Kaine as her running mate was a rare safe bet. Kaine, a veteran of state and national office, is very much a known entity inside the Beltway – and is considered a foreign policy heavyweight, demonstrating a nuanced position on Israel that defies any easy characterization.Kaine has been prominent on the Democratic scene since serving as governor of Virginia from 2006 to 2010. While managing the “Old Dominion,” Kaine also chaired the Democratic National Committee from 2009 to 2011.The next year he defeated former Virginia senator and governor George Allen in a tight race for one of Virginia’s two senate seats. Representing a state with one of the highest percentages of current and former military members among its voters, Kaine became a prominent foreign policy voice among Capitol Hill Democrats. The senator earned his leadership stripes supporting the administration during the 2015 battle over Senate validation of the Iran nuclear deal. With top Democrat Senator Charles Schumer of New York opposing the administration on the deal, Kaine filled the vacuum by helping to whip senators to support the administration on a fateful procedural vote that prevented the Senate from blocking the deal.Considered a moderate rather than a progressive on foreign policy issues, Kaine also was vocal in his opposition to Prime Minister Benjamin Netanyahu’s March 2015 speech before Congress. Kaine worked behind the scenes to try to delay the speech, but when that failed, was among the first Democratic senators to announce that they would not attend the address. In a statement explaining his position, Kaine said that “as a long-time supporter of the US-Israel relationship, I believe the timing of Prime Minister Netanyahu’s address to Congress — just days before Israeli elections — is highly inappropriate.”Arguing that holding the speech as planned would give an “appearance of US favoritism in a foreign election,” Kaine complained that “there is no reason to schedule this speech before Israeli voters go to the polls on March 17 and choose their own leadership.”A former chairman of the Senate Foreign Relations Subcommittee on the Middle East, Central Asia and terrorism, Kaine has also used his position to stress advocacy for Israel. During the Senate confirmation hearing of current US Ambassador to the United Nations Samantha Powers, Kaine used his entire question time to probe the former academic as to how she would defend Israel in the international body.A co-sponsor of the US-Israel Strategic Partnership Act, Kaine is one of a number of Democrats endorsed by J Street, which says in its endorsement that Kaine “speaks of himself as a Truman Democrat, committed to making Israel a lasting home for the Jewish people that is safe, secure and at peace with its Palestinian neighbors.”According to J Street’s endorsement, Kaine “is also supportive of an active role for the United States in achieving a two-state solution.”During the 2014 Gaza conflict, Kaine emerged to the left of more hawkish Democrats like Senator Schumer during a closed-door briefing with AIPAC leadership. According to the New Yorker, Kaine was criticized by Schumer when he expressed concern that Israel’s leadership was leading the region away from a two-state solution.Kaine, however, is hard to pigeonhole into a political mold. Later that same summer, he was part of a group of five senators who stayed over as the Senate went on in order to approve emergency funding for Israel’s Iron Dome missile defense system. The group included the two Senate leaders – Majority Leader Mitch McConnell and Minority Leader Harry Reid, and three foreign policy heavyweights – Kaine and Republicans Lindsay Graham and John McCain. He also joined with Schumer, Graham and Senator Kelly Ayotte to draft a resolution during Operation Protective Edge in which the senators – according to a statement issued at the time — “reaffirmed the United States’ support for Israel’s right to defend its citizens and ensure the survival of the State of Israel; condemned unprovoked rocket fire at Israel; called on Hamas to immediately cease all rocket and other attacks against Israel; and called on Palestinian Authority President Mahmoud Abbas to dissolve the unity governing arrangement with Hamas and condemn the attacks on Israel.”Kaine was particularly critical of the Hamas-Fatah unity government, complaining during Operation Protective Edge that “the decision by President Abbas to pursue a unity government with Hamas was almost certainly destined to reach this moment. For those of us who care about finding a two-state solution – a secure state of Israel living peacefully side by side with an independent Palestine – the recent actions by Hamas demonstrate that it has not changed its fundamental denial of Israel’s right to exist. No peace is possible with such a partner.”“I call for Hamas to stop its unprovoked rocket attacks. And I also call on President Abbas to recognize that Hamas will not seek peace. He should separate the Palestinian Authority from this terrorist organization and both Israel and the Palestinian Authority should renew the hard quest for co-existence,” Kaine continued. “The blood shed by Israeli and Palestinian children is reason enough for leaders to reach beyond old grievances and tired ideologies.”Israel is far from the only issue in which Kaine seems to favor nuance over the party line. A gun owner, he delivered a passionate speech on the Senate floor last month in favor of tightening restrictions on gun purchases. Kaine is a practicing Catholic who personally opposes abortion – but also described himself last week as “a strong supporter of Roe vs. Wade,” explaining that he believes “that women should make these decisions and government shouldn’t intrude.”Kaine is considered to be close to both Clinton and President Barack Obama, and was seen as instrumental in helping Obama win the “purple” swing state of Virginia in both 2008 and 2012.His influence in his adopted home state – Kaine is a native of Minnesota who grew up near Kansas City – has also impacted key cultural ties between Israel and the US. As governor, Kaine helped to bring the Israeli hummus company Sabra to the southern state, which became the US production center for the popular dip.
