EU: Israeli occupation is 'root' cause of violence By Andrew Rettman-euobserver

BRUSSELS, 15. Jul, 09:22-EU states, in an internal report drafted last year, have said the outbreak of Palestinian knife and car-ramming attacks against Israelis in Jerusalem is due, in large part, to Israel’s occupation.They said the attacks began after right-wing Israeli politicians and religious groups began to question the status quo on Arab rights at the Temple Mount complex in the Old City.But they added that living conditions for Palestinians and the loss of hope in a two-state solution formed the psychological “root” of the violence.The report, drafted and endorsed in December 2015 by all the EU countries that have embassies in Jerusalem and Ramallah, said the Temple Mount developments were the “proximate cause” for the upsurge in violence that began after summer last year.But it said the “heart of the matter” was “the Israeli occupation since 1967 and a long-standing policy of political, economic and social marginalisation of Palestinians in Jerusalem”.It said that the “new reality” came “against a backdrop of deep frustration amongst Palestinians over the effects of the occupation, and a lack of hope that a negotiated solution can bring it to an end”.The 39-page paper, seen by EUobserver, is part of regular reporting by EU diplomats in the region.It is not meant to be published, but is designed to act as a reference document for meetings of EU foreign ministers in Brussels and for proposals put forth by the EU foreign service.The report noted that the attacks were “spontaneous in nature” and mostly involved “young Palestinian men and women … acting without the apparent direction of political factions or militant groups”.Inside Palestinian communities, the occupation has prompted higher levels of “drug abuse, division and displacement of families, domestic violence, loss of cultural identity, and high levels of stress and depression,” the EU report said.At the time the report was filed, in early December, Palestinian attackers had killed eight Israelis and Israeli forces had killed 24 Palestinians.By the start of June this year, those figures had climbed to 35 Israeli and more than 200 Palestinian deaths.-’Unlawful killings’-The EU diplomats warned that the resulting Israeli crackdown - which included widespread use of lethal force and house demolitions that amounted to “collective punishment” - made matters worse.“Some Palestinian perpetrators of individual attacks have apparently been shot and killed in situations where they no longer posed a threat”, the report said.It said that images circulated on social media fuelled the tension.In one incident captured on video, Israeli police “appeared” to shoot a Palestinian suspect walking away from a crime scene after Israeli bystanders had called on them to open fire.It added that “both sides” were guilty of “inflammatory rhetoric” and said EU states should “firmly condemn” the killing of civilians on both sides.But it also called on the EU to voice “deep concern” on “excessive use of force” by Israeli police, which were “possibly amounting in certain cases to unlawful killings”.Aside from the violence, which came to be called the Knife Intifada, meaning “knife uprising”, the EU paper chronicled: Israel’s ongoing settlement expansion; restrictions on Palestinian access to housing, education, healthcare, and jobs; and Israel’s manipulation of archeological digs to denigrate Palestinian people’s historical links to the city.It said that none of the trends were new and that all of them had “worsened” over the course of last year.It said that 84 percent of Palestinian children in the city live below the poverty line.It noted that up to 22,631 Palestinian children are not enrolled in school, while 36 percent of those who do go to school drop out before completing basic education.It said Israeli restrictions cost the Palestinian economy in the region $200 million (€179.6 million) a year in lost income and that 37 percent of young Palestinians are out of work.-Known violent settlers-The EU embassies said EU states should “ensure full and effective implementation” of a new EU code that requires Israeli settler exports to be labelled in European shops.It urged the EU to develop “further guidelines” that differentiate between Israel and its illegal settlements.It said that while the EU is against a “boycott” of Israel, member states should “raise awareness” of the “risks” for EU firms that operate in settlement areas.It also said that “known violent settlers and those calling for acts of violence” should be put under EU visa bans.EU ambassadors had already proposed similar measures in a leaked report drafted at the end of 2014.But the EU foreign relations chief, Federica Mogherini, at the time said: “There’s currently no question of sanctioning anybody. The question is rather how to motivate people to … restart peace talks”.-’Shameful, delusional’-The Israeli government has condemned the EU retail labelling code as “shameful” and “hypocritical”.When the Swedish foreign minister, Margot Wallstroem, in January echoed the 2015 EU report by calling for investigations into Israeli killings of Palestinian suspects, Israel called her “delusional” and accused her of inciting violence.For its part, France is trying to restart the peace process by holding an Arab-Israeli summit in Paris at the end of the year.But Israel has refused to take part.

WARSAW, Poland — Poland’s chief rabbi on Friday hailed Pope Francis’s plan to visit the Auschwitz death camp during a trip to the country later this month, saying he would set “an example for humanity.”The Roman Catholic leader will meet Holocaust survivors at the former Nazi camp on July 29, on the third day of his visit to the country for World Youth Day.“It is important that everyone goes (to Auschwitz) to reflect on what happened there,” chief rabbi Michael Schudrich said.“It is the worst place in the world and the pope, the world’s most powerful religious leader, sets an example for humanity.”Schudrich also welcomed the pontiff’s intention to remain silent during his visit to the camp, where some 1.1 million people, including a million Jews from across Europe, were killed by Nazi Germany from 1940 to 1945.“You have to remain silent when you are there, to then shout out loud to the world about what you have seen,” he said.Two of the pope’s predecessors also visited the camp: John Paul II — a former archbishop of Krakow — in 1979 and Benedict XVI in 2006 respectively.Pope Francis will spend five days in Poland, arriving on July 27 and concluding his visit on July 31.A delegation of 30 members of Poland’s Jewish community will take part in the Auschwitz visit and Schudrich said he hopes that a smaller group will meet the pontiff in Krakow, although plans are not yet certain.

Whale spotted close to Tel Aviv beach-Marine Mammal Center asks Israelis to get in touch if they see the creature, which is believed to frequent the coastline-By Times of Israel staff July 16, 2016, 1:46 pm

Bathers on Tel Aviv beach were treated to a whale-watching experience Saturday, as one of the giant marine mammals was spotted in the water off the coast.The whale was spotted by a surfer at the Hilton Beach in the north of the city, who watched the animal for some 15 minutes, Army Radio reported.The whale, measuring some 10 meters long, was about 150 meters from the shore when it was spotted.It seems likely that the whale is the same animal that has been spotted swimming alone near the country’s coastline for the past short while, the radio said.Israel Marine Mammal Research and Assistance Center is seeking public assistance in locating the whale, and asks anyone who sees is to contact the center via its Facebook page.

Israeli researchers say they have developed a promising stem-cell therapy to treat age-related macular degeneration, or AMD, potentially saving the sight of millions of people.Jerusalem-based Cell Cure Neurosciences reports that its OpRegen therapy infusion has shown encouraging potential in the first phase of its clinical trials.Age-related macular degeneration is the leading cause of irreversible vision loss in people over 60, and is estimated to affect 11 million people in the US in various forms, asserts the Bright Focus Foundation’s fact sheet.In a healthy retina, one layer of retinal pigment epithelial cells functions to help support nutrition to photoreceptors, cells that process light to provide vision. When the RPE cells deteriorate in people with macular degeneration, photoreceptors lose their support system and deteriorate, ultimately leading to blindness.The Israeli firm’s therapy involves an injection of RPE cells, derived from human embryonic stem cells, underneath the patient’s retina.Dr. Eyal Banin, one of the lead developers of the technology and director of degenerative diseases at the Retina Center at Hadassah Ein Kerem Hospital, believes that the OpRegen infusion will replace the patient’s dysfunctional RPE cells.It also may help support the remaining healthy cells.“The biggest advantage of this type of therapy may be its communication with the surrounding cells and environment,” he said. “This two-way interaction may help these remaining cells to survive and function properly.”Based on the encouraging results of the first phase, the researchers will move on to a second trial in which new patients will receive an upped dose. The news was announced via the Columbia, Maryland-based Foundation Fighting Blindness, which provides funding and pre-clinical research for the trials.

A rabbinical court in Israel on Thursday sentenced to five years in prison a man who for years has refused to give his wife a divorce.The High Rabbinical Court in Jerusalem passed the sentence, which is one of the harshest meted out in recent years to an intransigent spouse, the news site NRG reported.In Orthodox Judaism, a marriage cannot be undone unless the man consents to a get — the Hebrew word for divorce. Rabbinical courts — which in Israel function as family courts as part of the judiciary and have executive powers — cannot force a man to give his wife a get but they can impose harsh punishments on men the judges determine are unjustly withholding a get and turning their wives into what is known in Judaism as agunot, or “chained women.”Orthodox rabbis will not allow a chained woman remarry. Any children born to an agunah out of wedlock will in turn be ineligible for an Orthodox Jewish wedding.In recent years, the Israeli rabbinate has adopted a policy of stringent punishments against husbands who keep their wives chained, including publishing their names and other identifying details, including their place of work, with the stated goal of shaming them into unchaining their wives.In the case discussed Thursday, “the husband leaves the court no other alternative” to jailing him, wrote the judicial panel comprising rabbis Eliyahu Haishreik, Aharon Katz and Michael Amos.The jail sentence comes one year after the court determined the man, who is Haredi, must unchain his wife. After failing to comply, the court froze the man’s bank accounts and issued an injunction forbidding him from leaving Israel and ordering him to surrender his passport.But the man, who was not named in the NRG report, persisted and vowed not to give his wife a get.“I will never give her a get. Even if she gives me back the apartment and the property, my tefillin and prayer shawl, she will not receive a get,” he told the court.The rabbinical court suspended the arrest warrant for 10 days in the hope that the husband will reconsider and unchain his wife – a scenario which would lead the court to scrap the punishment.“Imprisoning a person is not easy and is in fact an extraordinary and harsh measure,” the judges wrote. “But the husband leaves the court no other alternative as outweighing the pain that the sentence involves is the halacha [Jewish law] given to the sages of Israel, which requires the court to do everything within its power to redeem a woman from her chains.”
