Three IDF soldiers were lightly injured in a possible car-ramming attack near the Neve Daniel settlement outside of Jerusalem, the army said.Security officials were treating the incident as a suspected terror attack by the Palestinian driver, who was seriously hurt, although an army spokesperson did not specify what led them to this conclusion.According to police, it appeared that the Palestinian man “intentionally collided with the military vehicle.” The incident was, however, still being investigated to determine if it was an accident.Two of the soldiers were taken to Jerusalem’s Shaare Zedek Medical Center for further treatment, the Magen David Adom rescue service said, while the third received treatment at the scene.The severely injured Palestinian man was taken to an undisclosed hospital for further care, the army said.Route 60 — one of the main highways through the West Bank — was closed off between Neve Daniel and Gush Etzion junction while the two vehicles were cleared out of the way, police said.The possible attack comes on the tail of a resurgence in violence that has struck Israel and West Bank in recent weeks.Last week, 13-year-old Hallel Yaffa Ariel was stabbed to death in her bed in the settlement of Kiryat Arba by a Palestinian terrorist, and 48-year-old Rabbi Miki Mark was killed near Hebron in a drive-by shooting attack, which also wounded three members of his family.In response to the attacks, the IDF enforced a closure on the Hebron area and the village of Bani Na’im, the hometown of several attackers.Since October, 35 Israelis and four others have been killed and hundreds more injured in the wave of Palestinian attacks, though the violence had dramatically waned of late. Palestinian Authority President Mahmoud Abbas on Wednesday harshly criticized a newly released report by the Quartet of Middle East peacemakers, saying it would not further the cause of peace, and called on the United Nations Security Council to reject the document.The Quartet — the UN, United States, European Union and Russia — on Friday published its long-awaited report on the peace process, which saw for the first time a major international body cite Palestinian incitement to violence against Israel as a major obstacle to ending the conflict.Incitement was one of the three “negative” trends highlighted in the report penned by UN envoy Nickolay Mladenov. The envoy said all three trends (settlements and the Palestinian Authority’s lack of control over the Hamas-ruled Gaza Strip being the other two) “severely undermine hopes for peace.”But Abbas, visiting the grave of former Palestinian leader Yasser Arafat on the occasion of the Eid al-Fitr holiday, reiterated the PA’s rejection of the Quartet report.“We have published our position on the Quartet commission, and we said this report is not fit for the task of peace,” Abbas said, according to the official PA news site Wafa.“We are very sorry that this is the position, and we hope the United Nation Security Council will not adopt this report,” Abbas said.The PA president also welcomed an usually harsh statement by the US State Department on Tuesday, in which it accused Israel of systematically seizing Palestinian land after the Jewish state approved the construction of 800 housing units in the West Bank and East Jerusalem.“We would like it to be said that settlement building is illegitimate and illegal and must cease. The United States and Israel successfully conducted a large-scale exercise last month, pitting the countries’ missile defense systems against a simulated attack of thousands of rockets fired from Lebanon and Iran, the Defense Ministry announced Wednesday.Six missile defense systems were tested in the simulation, which was conducted in both the United States and Israel. The Arrow 2, Arrow 3, David’s Sling, Aegis, Patriot and Terminal High Altitude Area Defense (THAAD), all of which protect against medium- and long-range rockets, were used in the exercise, the ministry said.“During the test, scenarios consisting of multiple missile and rocket attacks were simulated against Israel with both United States and Israel successfully employing, engaging and destroying the simulated incoming threats,” the Defense Ministry said in a statement.The famed Iron Dome system, which protects against short-range missiles, was not tested in this exercise.“The David’s Sling missile defense system, which was recently delivered to the [Israeli] Air Force, participated in the drill as part of its transition to becoming operational,” the Defense Ministry said.The David’s Sling system, also known as Magic Wand, completed a final set of major tests in December 2015 and was declared operational. It was delivered to the air force in March, but required additional time for installment and training before it could be fully integrated into the country’s missile defense program.The Arrow 2, Arrow 3 and David’s Sling were joint Israeli-American weapons development projects, while the THAAD, Patriot and Aegis missiles are American-made systems. This exercise, which concluded on June 22, tested the interoperability of those systems to ensure that they could work together in the event of a missile attack.The Israeli Missile Defense Organization, the American Missile Defense Agency and the US European Command spearheaded the five-day drill, but the tests themselves were carried out by Elisra, a subsidiary of the Israeli Elbit Systems weapons company.Israel’s missile defense program and its dependence upon US assistance has been a contentious issue in recent months, as negotiations continue for the defense aid package — known as the memorandum of understanding — that America gives to Israel.According to a report in The New York Times, the next 10-year deal could top $40 billion, and would include a decade-long pledge to fund Israel’s missile defense systems, an arrangement currently funded separately in yearly installments. It has been subject to much controversy recently as the White House and Congress have disagreed over the size of the annual increase for the missile defense program.The US has either jointly developed or financed all three of the Israeli programs — the Iron Dome, Arrow (long-range) systems, and David’s Sling (medium-range). Iran’s Supreme Leader Ali Khamenei on Wednesday blamed the US, UK and Israel for the series of Islamist terrorist bombings that have taken place during the month of Ramadan.“Unfortunately, this year’s Eid al-Fitr (the fast-breaking festivities of Muslims at the end of the holy month of Ramadan) in some countries was turned into mourning by those terrorists who want to replace the real Islam with fake Islam at the order of their leaders; and these crimes are the outcome of nurturing terrorists by the security services of the US, the UK and the Zionist regime,” Khamenei said.He was referring to attacks including Sunday’s suicide bombing in Baghdad claimed by the Islamic State group, in which more than 250 people were killed, making it one of the deadliest ever terrorist attacks in Iraq.That attack was only the most recent in a series of attacks throughout the world which bore the hallmarks of the IS group. These attacks highlighted the reach of the jihadists beyond Iraq and Syria, where a US-led coalition is attempting to eradicate the group.Khamenei claimed the attacks were hatched to deflect attention from the plight of the Palestinians. Four global banking conglomerates have joined forces with semiconductor giant Intel and three Israeli entrepreneurs to take part in Israel’s growing financial technology scene by setting up a new fintech hub at the heart of Tel Aviv.HSBC, RBS, Italy’s Intesa Sanpaolo and Brazil’s Banco Santander have set up, together with Avi Cohen, Gil Devora and Moises Cohen, a new center to foster the creation of financial technology startups in Israel.The Floor, as the Tel Aviv based center is called, aims to pave the way for the companies it fosters to access the $1 billion investment funds managed by the group’s strategic partners and banks. KPMG and Accenture are also part of the venture, the partners said in a joint statement.Located at the Tel Aviv Stock Exchange, the hub will provide office space and mentoring services to ventures in the financial technology sectors, whether they are developing products for digital banking, blockchain solutions, digital payments or anti-fraud software.The center aims to facilitate access to investors, financial institutions and Asian markets and help these initiatives develop. PASADENA, California (AP) — Braving intense radiation, a NASA spacecraft reached Jupiter on Monday after a five-year voyage to begin exploring the king of the planets.Ground controllers at the NASA Jet Propulsion Laboratory and Lockheed Martin erupted in applause when the solar-powered Juno spacecraft beamed home news that it was circling Jupiter’s poles.The arrival at Jupiter was dramatic. As Juno approached its target, it fired its rocket engine to slow itself down and gently slipped into orbit. Because of the communication time lag between Jupiter and Earth, Juno was on autopilot when it executed the daring move.“Juno, welcome to Jupiter,” said mission control commentator Jennifer Delavan of Lockheed Martin, which built Juno.The spacecraft’s camera and other instruments were switched off for arrival, so there won’t be any pictures at the moment it reaches its destination. Hours before the encounter, NASA released a series of images taken last week during the approach, showing Jupiter glowing yellow in the distance, circled by its four inner moons.Scientists have promised close-up views of the planet when Juno skims the cloud tops during the 20-month, $1.1 billion mission.The fifth rock from the sun and the heftiest planet in the solar system, Jupiter is what’s known as a gas giant — a ball of hydrogen and helium — unlike rocky Earth and Mars.With its billowy clouds and colorful stripes, Jupiter is an extreme world that likely formed first, shortly after the sun. Unlocking its history may hold clues to understanding how Earth and the rest of the solar system developed.Named after Jupiter’s cloud-piercing wife in Roman mythology, Juno is only the second mission designed to spend time at Jupiter.Galileo, launched in 1989, circled Jupiter for nearly a decade, beaming back splendid views of the planet and its numerous moons. It uncovered signs of an ocean beneath the icy surface of the moon Europa, considered a top target in the search for life outside Earth.Juno’s mission: To peer through Jupiter’s cloud-socked atmosphere and map the interior from a unique vantage point above the poles. Among the lingering questions: How much water exists? Is there a solid core? Why are Jupiter’s southern and northern lights the brightest in the solar system? “What Juno’s about is looking beneath that surface,” Juno chief scientist Scott Bolton said before the arrival. “We’ve got to go down and look at what’s inside, see how it’s built, how deep these features go, learn about its real secrets.”There’s also the mystery of its Great Red Spot. Recent observations by the Hubble Space Telescope revealed the centuries-old monster storm in Jupiter’s atmosphere is shrinking.The trek to Jupiter, spanning nearly five years and 1.8 billion miles (2.8 billion kilometers), took Juno on a tour of the inner solar system followed by a swing past Earth that catapulted it beyond the asteroid belt between Mars and Jupiter.Along the way, Juno became the first spacecraft to cruise that far out powered by the sun, beating Europe’s comet-chasing Rosetta spacecraft. A trio of massive solar wings sticks out from Juno like blades from a windmill, generating 500 watts of power to run its nine instruments.In the coming days, Juno will turn its instruments back on, but the real work won’t begin until late August when the spacecraft swings in closer. Plans called for Juno to swoop within 3,000 miles (5,000 kilometers) of Jupiter’s clouds — closer than previous missions — to map the planet’s gravity and magnetic fields in order to learn about the interior makeup.Juno is an armored spacecraft — its computer and electronics are locked in a titanium vault to shield them from harmful radiation. Even so, Juno is expected to get blasted with radiation equal to more than 100 million dental X-rays during the mission.Like Galileo before it, Juno meets its demise in 2018 when it deliberately dives into Jupiter’s atmosphere and disintegrates — a necessary sacrifice to prevent any chance of accidentally crashing into the planet’s potentially habitable moons.

The Jewish Agency for Israel’s governing body and chairman slammed the recent rejection by an Israeli rabbinical council of conversions performed by Haskel Lookstein, a prominent Orthodox rabbi in the United States.The condemnation came in a statement issued from the Jewish Agency chairman, Natan Sharansky, that was endorsed Tuesday by the board of governors convening in Paris.It came a week after the international media, including The New York Times, reported that a rabbinical court in Petach Tikvah, near Tel Aviv, in April declared invalid the conversion of a woman who Lookstein converted last year. The rabbi also converted Ivanka Trump, the daughter of Republican presumptive presidential candidate Donald Trump.The Lookstein incident occurred amid a power struggle between the ultra-Orthodox-controlled Chief Rabbinate of Israel and the modern Orthodox movement, as well as Reform and Conservative streams.“Again and again, people who know nothing about world Jewry and Orthodox Jewry decided they cannot accept the conversion of an esteemed rabbi, usually one who works hard to connect Jews to Israel,” said Sharansky, who brought the declaration to a vote.The issue “drew international attention because of the connection to the Trump family, but for us that is not the issue,” he said. “For us is whether we can accept the constant undermining of the legitimacy of the Diaspora faith communities.”The more than 200-member board of governors, which convened in Paris for the first time to show solidarity with the embattled Jewish community, passed the statement unanimously. It said the rejection of Lookstein’s conversion was “not based on halachic reasons,” in a reference to halacha, the Orthodox Jewish law. Sharansky said non-recognition of such conversions “harms Israel’s standing in the Jewish world.”The board also unanimously passed a resolution urging the government of Israel to implement a plan to resolve interdenominational disputes over the Western Wall in Jerusalem. Approved in January, the plan envisaged the opening of an egalitarian section at the wall, where presumably women would be able to pray together with men. But the plan has not been implemented amid objections by Orthodox opponents.According to the resolution, the delay is “increasing the tension and impatience of world Jewry around the Kotel,” the board said, using the Hebrew for the Western Wall.A third resolution called on France to void its diplomats’ vote in April in favor of a United Nations resolution that critics say ignored Jewish ties to Jerusalem. The UNESCO resolution refers to the Temple Mount solely as Al-Aqsa mosque/Al-Haram Al Sharif, except for two references to the Western Wall Plaza that were put in parentheses.Amid an uproar by French Jews and Israeli officials, French Prime Minister Manuel Valls said France should not have voted in favor of the UNESCO resolution. If a referendum were held today on an Israeli withdrawal from the West Bank excluding major settlement blocs, a majority of Jews, 52 percent, would vote against such a withdrawal, according to a major poll of Israeli public opinion.Just over one-third of Israeli Jews, or 36%, would support a withdrawal “in principle,” according to the June 2016 Peace Index, a monthly study of Israelis’ views on the Israeli-Palestinian conflict, among other issues.The figures are reversed among Arab Israelis, with fully 69% saying they would support a withdrawal “today,” and 24% opposing it.Across the entire Israeli population, opposition to a withdrawal in the current situation enjoys a plurality of 48% to 41%.But given a peace agreement between the Israeli government and the Palestinian Authority, the answers shift in favor of withdrawal. Jewish views tilt toward near parity, with 46% opposed to withdrawal and 43% in favor. An oil spill Tuesday polluted Haifa Bay after a ship hit an old fuel supply line, pouring hundreds of gallons of oil into the water.The current carried the slick toward the shore and northward, prompting the closure of beaches in Haifa and the surrounding area as emergency crews worked to contain and clean the spill.In a statement, the Environmental Protection Ministry said it was the leak was “several cubic meters” in size and was not “very large.”Kiryat Yam, which lies directly north of Haifa, was expected to be worst-hit by the leak, the ministry said.The Health Ministry issued a warning against bathing in the sea along the Haifa coast and nearby beaches.Haifa, home to Israel’s largest seaport, is also center of chemical production plants and oil refineries.The spill happened during maintenance work to replace old pipelines operated by the Petroleum and Energy Infrastructures company.“In cooperation with, and under the instructions of, the Environmental Protection Ministry, the company is removing old fuel lines from the sea,” the company said in a statement. “During the work, a flexible pipe was hit and oil spilled into the sea.”It said that, in view of the high chance of a leak occurring, an emergency team had already been on standby together with suitable equipment to deal with a spill, and that the group immediately attended to the problem.“The pipe has been physically blocked so that the leak stopped and most of the fuel was collected,” the company said.The sea protection non-government organization Zalul said the incident should serve as a warning that Israel is not suitably prepared to deal with a major oil spill, Channel 2 reported.“Israel is about to renew the permits for oil and gas drilling, but is not ready to deal with leaks at sea,” Zalul said. “This is a warning sign that testifies to the need to fast-track a law that demands preparation for an emergency with highly skilled professionals, emergency equipment, and adequate budgeting.”

A teenage girl who was moderately injured in a drive-by terror attack last week in which her father was killed and her mother critically injured, was released from the hospital Tuesday.Tehila Mark, 14, was allowed home from Hadassah Hospital Ein Kerem. She was said to be in a good and stable condition.Rabbi Miki Mark was driving with his wife and two children on Route 60 south of the West Bank city of Hebron Friday when suspected Palestinian terrorists opened fire on them. The gunfire caused the car to spin out of control and overturn, killing the father of 10.Tehila’s mother Chava Mark was seriously injured in the incident. Tehila and her 15-year-old brother Pedaya were also injured, though Pedaya was not hospitalized.On Sunday, Chava Mark, an Israeli who also holds American citizenship, was brought out of a medically induced coma and resumed breathing independently.As her husband was laid to rest in Jerusalem, Chava came to for the first time since the terror attack. The hospital described her condition as stable.Tehila, who sustained moderate injuries in the shooting, was allowed to leave the hospital by ambulance to attend her father’s burial at the Har Hamenuhot cemetery.A relative read out her eulogy to her father which she was unable to give herself.“We will be strong for you, because I know that’s what you would want,” Tehila said. “God took you because he needs more righteous people. Watch over us from above.”An initial investigation indicated the terrorists passed the Marks’ car with their vehicle near the settlement of Beit Hagai, south of Hebron, then opened fire at them. Officials said over 20 bullet holes were found in the car.On Saturday, the IDF arrested several suspects in the Hebron area as part of the hunt for those responsible for the attack, which was the second deadly assault in the area in as many days.

The Beersheba Regional Labor Court on Monday ordered the state to compensate Ethiopian-Israeli rabbis and religious leaders, ruling that they were discriminated against for years by the religious councils on which they serve.Concluding a trial that lasted eight years, the court said each of the 16 plaintiffs should receive NIS 50,000 ($13,000) in damages because they had been paid less well than their non-Ethiopian counterparts and were denied some of their employment rights, Army Radio reported.The court ruled that Ethiopian rabbis and kesim — community priests — are entitled to wages equal to those paid to other neighborhood rabbis. In addition to the compensatory damages, the state was ordered to retroactively pay the rabbis for the difference in wages they had not received during their years of employment.In summing up, the judges noted that “neither the state nor the religious councils presented any evidence regarding the existence of sufficient practical reasons to justify the difference between the wages of the plaintiffs and other neighborhood rabbis’ wages.”Three of the plaintiffs were also told they were entitled to pension plans, which they had not received since they started work.The rabbis’ legal representative, attorney Alex Spinrad, said, “The ruling shows that a stubborn stand on rights, like the one they valiantly took, can sometimes end with a great victory.”Jewish religious services in Israel are provided by rabbis who answer to the state-controlled Chief Rabbinate.Last month the Religious Affairs Ministry temporarily extended the tenure of the chief rabbi of Israel’s Ethiopian community after he was said to be facing dismissal over having protested the Chief Rabbinate’s alleged discrimination against Jews of Ethiopian descent.Reports of the firing of Rabbi Yosef Hadane had drawn criticism, including from Education Minister Naftali Bennett.Issues of alleged discrimination against Israeli-Ethiopians have been raised in other matters, including that of police brutality toward members of the community.On Sunday hundreds of protesters took to central Tel Aviv to demonstrate over police brutality, a year after similar protests resulted in some of the most intense clashes the city has ever seen. Twelve Ethiopian-Israeli protesters were arrested but later released without charges.Many of the protesters were seen wearing shirts and carrying signs demanding justice for Yosef Salamsa, an Ethiopian-Israeli man who committed suicide in 2014, allegedly as a result of police abuse. I believe that this is not just good for Kenya. It is good for Africa. It is good for global peace. It is good for partnership,” said the president.Strengthened Israel-African cooperation is important for both sides, Kenyatta went on, adding that while some countries on the continent have had tense relations with the Jewish state, current global challenges obligate African countries to reassess their position.“We think that the world has changed,” the Kenyan president said. “Global problems that we now share are different than what they were some 30 years ago. And we need to partner with each other. We need to deal with the security threats we have together.”Israel was kicked out of the African Union in 2002 at the behest of Libya. Somalia, a mostly Sunni Muslim country and a member of the Arab League, has never recognized the State of Israel.Two weeks ago, a report on the Caasimada Online, a news website operated by journalists opposed to the Somali regime, stated that President Hassan Sheikh Mohamud and three other Somali officials came to Tel Aviv on a short visit and met there with Netanyahu and other Israeli officials.A senior official close to Mohamud confirmed to The Times of Israel that the meeting took place, though the official could not say whether it was held in Tel Aviv.Another meeting between the two leaders is planned for the near future, the senior official said.The source said there was also a lower-level official meeting in Jerusalem in December, involving representatives from the Israeli economy ministry and officials from Somalia.Mohamud, who took office in 2012, is considered by some to be a reformer. We cannot be content with words alone. We have no other choice but to build now and build a lot. A civilian security guard who responded to the brutal attack was seriously injured by the Palestinian assailant, Muhammad Nasser Tarayrah, 17, from Bani Naim. Tarayrah was shot and killed by other guards.The new homes were a part of a series of measures announced by the Israeli government in response to the terror attack in Kiryat Arba, including a closure on Bani Naim and cancellation of work permits of the attacker’s relatives.Another terror attack on Friday near Hebron killed a rabbi, Miki Mark, and seriously injured his wife while they were driving on Route 60. Levy said he is seeking out Palestinian business owners to rent space in the shopping center, and hopes to attract customers from the big West Bank city.Responding to the report of Levy’s project, Saleh Haniyeh, head of the Palestinian Society for Consumer Protection, said his group, in partnership with a number of institutions, is “ready to reveal the names of any partners of ‘the settler’ businessman Rami Levy, put them on the blacklist and boycott their commercial interests.”Haniyeh said his group would also pressure the Palestinian Chamber of Commerce to freeze Levy’s Palestinian partners’ memberships, according to a report in the Palestinian news agency Ma’an.The head of the Palestinian organization reiterated his group’s complete boycott of any goods and services stemming from Israeli settlements.When reached by The Times of Israel, Levy declined to comment on the boycott effort.Levy earlier said the idea for the mall he is building in the industrial zone of Atarot, beyond the Green Line north of Jerusalem, came from his existing shopping centers and supermarkets in the West Bank, which have become unexpected points of friendly interaction between Jews and Arabs looking for jobs and the cheapest prices.If his mall succeeds, Levy said, “it can lead to an understanding that we can do everything together.”Levy’s project has already faced challenges due to political pressure. A shake-up this week at the United Nations Security Council promises a slightly improved situation for Jerusalem, even though arch-critic Sweden is among the new members, but the fresh constellation is unlikely to change the balance of power on issues related to the peace process with the Palestinians.Five new members were elected to the key decision-making body: Bolivia, Ethiopia, Sweden and Kazakhstan — and Italy and the Netherlands, which received the same number of votes and decided to split the two-year term (Italy will take 2017; the Netherlands 2018).Overall, the new Security Council mix, which takes effect on January 1, 2017, is unlikely to drastically improve or worsen the Palestinians’ chances to advance one-sided resolutions against Israel.Israeli diplomats are sure to be dismayed about Sweden, the first Western European country to formally recognize a Palestinian state, garnering a spot on the body — one of the few in the UN universe whose decisions are actually binding.Relations with Stockholm, which takes over Spain’s spot on the council, have also been particularly sour because of controversial comments by Swedish Foreign Minister Margot Wallström. (Israel has an economic relationship but no formal diplomatic ties with Kuala Lumpur.) Bolivia is replacing Venezuela, which means that one country that has no diplomatic relations with Israel is replacing another. But while Bolivian leader Evo Morales has called Israel a “terrorist state” committing a “genocide” on the Palestinians, Bolivia’s term on the Security Council is unlikely to be more challenging for Israel than that of Venezuela, which used its position to launch repeated aggressive attacks against the Jewish state.All told, Israel’s position at the Security Council is likely to remain extremely volatile in 2017.A renewed Palestinian effort to pass a resolution calling for an Israeli withdrawal from beyond the pre-1967 lines would require nine votes from the council’s 15 members.
