With a Liberal call to study Islamophobia still on the table, Liberal MPs voted on Tuesday to defeat a Conservative motion that sought a general study of religious discrimination.The Conservative motion was brought forward last week, just as the House of Commons prepared to debate Motion 103, sponsored by Iqra Khalid, the Liberal MP for Mississauga–Erin Mills.Both motions dealt broadly with religious discrimination, but whereas Khalid's motion made a specific reference to Islamophobia, the Conservative motion did not include the word.Several Conservatives have come out against Motion 103, with some saying the term Islamophobia needs to be defined.Heritage Minister Mélanie Joly dismissed the Conservative proposal as a "cynical" attempt to get around divisions within the Conservative party.The Conservative motion was supported by all opposition MPs, including the NDP, Bloc Quebecois and Green leader Elizabeth May, but the Liberal majority was enough to defeat the motion by a count of 165 to 126.Jenny Kwan, the NDP's immigration critic, and May said during debate last week that they supported both the Conservative and Liberal motions.A motion condemning Islamophobia is also now scheduled to be tabled in the Ontario legislature on Thursday. Ontario Progressive Conservative leader Patrick Brown says he will support the motion."Whether it's hate against any faith, it's wrong. NDP Leader Tom Mulcair said anti-Muslim acts and expressions have become "fair game," because U.S. President Donald Trump has served as a model saying it's OK to attack a religion like Islam.He urged Prime Minister Justin Trudeau to take concrete actions against U.S. discrimination against Muslim travellers, but said the motion sends an important message to Canadians."At least we're expressing our desire to stand up against hatred, discrimination, which unfortunately is becoming commonplace with regard to Islam," he said.-Climate of hate and fear-The motion, which was tabled in December 2016 but is being debated in the aftermath of the Jan. 29 mosque shooting in Quebec City, says the government should "recognize the need to quell the increasing public climate of hate and fear."It calls on the government to task the heritage committee to:1-Carry out a  study on how to develop a whole-of-government approach to reducing or eliminating systemic racism and religious discrimination including Islamophobia in Canada, while ensuring a community-centred focus with a holistic response through evidence-based policy-making.2-To collect data to contextualize hate crime reports and to conduct needs assessments for impacted communities, and present its findings and recommendations to the House no later than 240 calendar days from the adoption of this motion.3-Make recommendations the government can use to better reflect the enshrined rights and freedoms in the Constitution acts, including the Canadian Charter of Rights and Freedoms.

Immigration Minister Ahmed Hussen announced Tuesday that Canada has given safe haven to almost 400 Yazidi refugees and other survivors of Islamist extremists in the last four months and will take in about 800 more by the end of the year.The initiative is expected to cost $28 million.In addition to 1,200 government-assisted refugees, the government says it also intends to facilitate private sponsorships of Yazidi refugees.The announcement comes four months after the House of Commons unanimously supported a Conservative motion that called on the government to provide asylum to an unspecified number of Yazidi women and girls.-'Broken promise:' Critics question plan to resettle Yazidis--International leadership:' MPs vote to support Yazidis-Corruption a barrier for Yazidi resettlement-The motion recognized that ISIS, also called Daesh, is committing genocide against the Yazidi people and holding many of the religious group's women and girls as sex slaves.Hussen said many of the newcomers will have greater needs than other refugees."Many have experienced unimaginable trauma and vulnerability, both physical and emotional, and many will have unique physical, psychological and social needs, such as trauma counselling," he told reporters at press conference in Ottawa Tuesday.Although the motion referred only to providing asylum to Yazidi women and girls, the 1,200 refugees will include male family members.Immigration Minister Ahmed Hussen says the government has learned that Daesh also deliberately targets young boys "and, as such, helping to resettle all child survivors of Daesh is vital to this work."-Keeping families together-He also contends that keeping families together will help the refugees adjust to living in Canada and heal from the trauma they've suffered.Although the motion referred strictly to the Yazidi people, the government is not confining its efforts solely to members of that religious group, who live primarily in northern Iraq.-MIDEAST-CRISIS/IRAQ-YAZIDIS-Members of the minority Yazidi sect who were newly released hug each other on the outskirts of Kirkuk April 8, 2015.Hussen says Canada has long offered protection to refugees based on "vulnerability, not religion or ethnicity" and will thus focus on "highly vulnerable" survivors of Daesh.Still, he says a "significant majority" of the 1,200 will be Yazidi due to the "high level of violence" they've suffered.While the Conservative motion did not specify the number of Yazidi refugees who should be given protection, Hussen appears to anticipate opposition criticism that the government is not doing enough.-Preserving Yazidi culture-The Yazidi people are "an integral part" of Iraq's society and it's important to preserve that, he argues, adding that's why the government is focusing on "a small number of people for whom resettlement is the best option."Moreover, Hussen says the government is taking lessons from Germany — which resettled just more than 1,000 Daesh survivors from northern Iraq over the course of a year — on how to work safely in a volatile environment to identify and run security checks on refugees and how best to ensure that the necessary settlement services are in place once they arrive in Canada."As many have experienced unimaginable trauma, both physical and emotional, many will have unique psychological and social needs such as trauma counselling," Hussen says in the speaking notes.The government says its plan is supported by authorities in the Kurdistan region of Iraq and that it has the consent of the Iraqi government to operate in the region.While the majority of the 1,200 refugees will come from Iraq, the government says some will also be accepted from Lebanon and Turkey.Until today, the government has remained tight-lipped on the program, leaving some critics to assert to CBC News that no Yazidis had yet been brought in by the government.With files from CBC.
