THE REST OF THE SQUIRRELS BODY WAS LIMP AND USELESS. THE SQUIRREL WAS CLIMBING UP THE TREE WITH ITS 2 PAWS ONLY. THIS GREY SQUIRREL WITH SOME BROWN FUR WAS ONE OF THE SUIRRELS THAT EVERY DAY CAME TO EAT BREAD FROM MY BACK YARD-I PUT OUT. I KNEW IT WAS THE ONE THAT ATE MY BREAD BECAUSE IT WAS THE ONLY GREY SUIRREL WITH THIS BROWN FUR IN A CERTAIN SPOT ON IT. SO I WENT OUT WITH A BROOM AND SHOVEL TO TRY TO MAKE THE SQUIRREL COME DOWN FROM THE TREE. BUT IT FELL FROM THE TREE WHEN I TRYED TO GET IT. AND THE SQUIRREL WENT TO ANOTHER TREE. AND CLIMBED UP IT WITH ITS 2 FRONT PAWS ONLY AND PARALIZED BODY. THEN I TRYED TO GET IT DOWN FROM THAT TREE. IT FELL AGAIN. AND RUSHED OFF INTO THE TREES OUT BACK. AND I THOUGHT TO MYSELF. WELL MY LITTLE PAL SQUIRREL WILL JUST DIE IN THE WOODS THERE. I CALL IT MY LITTLE PAL. BECAUSE EVERY TIME THERE WAS NO BREAD OR SEEDS IN THE BOWLS. THIS SQUIRREL WOULD LOOK IN MY WINDOW AT ME. OK SO BACK TO THE MIRACLE. SO I THOUGHT THE SQUIRREL WOULD JUST DIE. SINCE IT WAS PARALIZED FROM JUST UNDER THE NECK DOWN. THEN ABOUT 3 DAYS AGO. I LOOKED OUT. AND THERE WAS MY LITTLE PAL EATING BREAD AGAIN. I COULD TELL IT WAS HIM BECAUSE JUST UNDER HIS NECK. YOU CAN CLEARLY TELL IT WAS INJURED IN SOME WAY. BUT THAT SQUIRREL WHICH IS SKINNIER THEN HE WAS BACK IN NOVEMBER. IS COMPLETELY HEALED. AND IS NOT PARALIZED ANY MORE. ITS WALKING-PLAYING NORMALLY. I WAS JUST IN SHOCK. BUT SO HAPPY ALSO. THAT GOD ANSWERED MY PRAYER. AS I PRAYED THAT GOD WOULD HEAL THAT SQUIRREL AND NOT LET IT DIE. AND NOW 4 MONTHS LATER. IN MARCH OF 2017-GOD HAS HEALED THE SQUIRREL. AND IT COMES AND EATS BREAD. Prime Minister Benjamin Netanyahu will seek cabinet backing Thursday to build a new settlement to house the families evicted from the illegal West Bank outpost of Amona last month, Israel’s Channel 2 TV reported Wednesday evening.The move would fly in the face of US President Donald Trump’s demand of Netanyahu, at their joint press conference last month, that Israel “hold back” on West Bank settlement construction, and despite the failure of several efforts since then to formulate a coordinate Israeli-Us position on settlements.The security cabinet is set to convene Thursday evening to discuss West Bank settlement construction and the ongoing efforts to reach an understanding with the Trump administration on his government’s settlement policies, Channel 2 reported. It said the prime minister would seek his top ministers’ approval for the new settlement for Amona evacuees, despite not having an agreement with Trump, because he is under considerable pressure from them to honor his obligation to build them a new settlement.Netanyahu will deliver his first report in three weeks to the security cabinet on the progress of talks with the US Trump administration about limiting West Bank settlement construction, the report said.At a press conference following their first summit in Washington last month, Trump told Netanyahu, “I’d like you to hold back on settlements for a little bit.”But despite several rounds of discussions, no agreement has yet been reached.An unnamed senior Israeli official told the Haaretz newspaper that one of the main gaps that still existed between Israel and the US concerned building of the new settlement for Amona evacuees.Netanyahu promised the evacuees that he would build a new settlement for them and that the process would begin by the end of March. He has repeated his pledge several times in recent weeks.To date, Netanyahu has only involved close confidantes in the talks with the US, including Defense Minister Avigdor Liberman, who is responsible for the bodies that plan and build in the West Bank.A series of meetings in Washington on the issue last week followed Trump’s special envoy for international negotiations Jason Greenblatt’s trip to the region, in which he met with both Netanyahu and Palestinian Authority President Mahmoud Abbas to try and jumpstart peace talks.In those talks in Jerusalem, Greenblatt reportedly demanded that Israel halt all construction in isolated West Bank settlements and put curbs on new building inside the major settlement blocs, but Netanyahu was said to have rejected the idea. An official in the Israeli prime minister’s office denied that any such terms had been advanced by Greenblatt.Greenblatt on Wednesday wrapped up his attendance at the Arab League summit in Jordan. Israel announced Wednesday it is reducing its required payment to the United Nations by $2 million following recent “anti-Israel” votes.Foreign Ministry spokesman Emmanuel Nahshon said the decision to reduce the annual payment was taken following votes critical of Israel at the Geneva-based Human Rights Council, and condemned the “obsessional discrimination against Israel on the part of the United Nations and its agencies.”The General Assembly requires all 193 UN member states to pay a percentage of the United Nations’ regular budget, based on their GDP. According to the UN Secretariat, Israel is expected to pay about $11 million this year, or 0.43 percent of the regular budget.Under Article 19 of the UN Charter, any country in arrears of its dues payments in an amount that equals or exceeds the contributions due for two preceding years can lose its vote in the General Assembly. As of March 15, three countries were banned from voting because of arrears — Libya, Sudan and Venezuela.Israel’s refusal to pay $2 million of its dues will put the country in arrears, but it won’t immediately lose its vote in the world body.Nahshon said the money held back from the United Nations will be used for development projects in countries that support Israel in international organizations.The highest percentage that a country can pay to the UN regular budget was cut from 25 percent to 22 percent in response to demands by the United States, the world organization’s largest contributor. WASHINGTON (AP) — Ivanka Trump is officially joining her father’s administration as an unpaid employee, after her plans to serve in a more informal capacity were questioned by ethics experts.The first daughter announced Wednesday that she will serve as an unpaid employee in the White House, saying she had “heard the concerns some have with my advising the President in my personal capacity.” She added that she has been “working in good faith with the White House Counsel and my personal counsel to address the unprecedented nature of my role.”The news about Ivanka Trump was first reported by The New York Times. A White House official said her title will be Assistant to the President.In a statement, the White House said it was “pleased that Ivanka Trump has chosen to take this step in her unprecedented role as First Daughter and in support of the President. ”Trump previously announced she was getting a West Wing office and a security clearance, but would not officially join the administration. That decision had drawn criticism from ethics experts.Several attorneys and government watchdog leaders last week wrote a letter to White House counsel Don McGahn asking him to reconsider his approval of Ivanka Trump serving her father without becoming an official government employee. Such a designation carries with it the requirement to follow an array of transparency and ethical provisions, including a law prohibiting conflicts of interest.Trump had said she’d voluntarily follow such provisions.Norman Eisen, who was President Barack Obama’s ethics counselor, was among those who signed the letter. He said that “for a change in what has largely been an ethics disaster, the White House came to their senses. WASHINGTON — The Lebanon-based United Nations agency that was recently forced to remove a report on its website accusing Israel of establishing an “apartheid regime” will soon release another appraisal of alleged Israeli malfeasance, The Times of Israel has learned.The UN’s Economic and Social Commission for Western Asia (ESCWA) is currently planning to publish a report that will evaluate “the cost of the Israeli occupation” over the Palestinian territories, while looking at examples from apartheid in South Africa and slavery in the United States.While the exact publication date is yet to be determined, it is slated to coincide with the 50-year anniversary of the1967 Six Day War this June, marking a half-century since Israel captured the West Bank, East Jerusalem, Gaza and the Golan Heights.ESCWA’s last report on Israel accused the Jewish state of a policy of apartheid against the Palestinians, the first time the term was used by the world body.The publication was met with Israeli and American anger and it was quickly trashed by UN Secretary General Antonio Guterres, with ESCWA head Rima Khalaf resigning in protest.The new report, a joint project by ESCWA and the United Nations Conference on Trade and Development (UNCTAD), will aim for the first time to put a dollar figure on 50 years of Israeli control of areas Palestinians claim for their own state.The aim of the study will be to provide a framework for future reparations, which will be based on examples drawn from South Africa’s apartheid regime and slavery in the United States.“ESCWA and UNCTAD have just begun to work together on a project to calculate the cost of the Israeli occupation,” Nabil Abu-Dargham, the head of ESCWA’s communication and information unit, told The Times of Israel.“This research project is complex and will draw from a number of disciplines,” Abu-Dargham added. “It is way too early to be decisive on the duration of research and the outcome.”During ESCWA’s 29th Ministerial Session December 2016, in Doha, Qatar, the body passed Resolution 326 (XXIX) mandating that agency work on a research project dealing with the topic.At the confab, the agency formulated what they called “an innovative methodology to accurately assess the direct and indirect cumulative costs of the Israeli occupation of Palestine.”“This effort is unprecedented in terms of the depth and scope of the analysis,” said the document outlining its plans. “The methodology aims to accurately determine the multilayered cost of occupation across all sectors.”The document outlining the research proposal has a section titled “Previous Experiences from Other Regions” — which mentions proposals for assessing the costs to the black population that suffered under South Africa’s Apartheid regime and proposals to grant reparations to African Americans in the United States based off that country’s history of slavery.The outline for the study that delineates its “premises and approach for calculating the cumulative cost of the occupation” claims these comparisons are vital to the process.“It is necessary to consider experiences from other regions to assess the damage resulting from the injustices that various peoples, social groups and countries have been exposed to,” it says.‘These experiences can be useful in the context of measuring the cumulative and comprehensive cost of the Israeli occupation.’“An initial assessment reveals that these experiences are directly linked to the issue of reparations, focusing on individual compensation,” the text goes on. “Despite the absence of such a methodology to calculate the cost of long-term practices, these experiences can be useful in the context of measuring the cumulative and comprehensive cost of the Israeli occupation.”Citing an assessment from South Africa’s Truth and Reconciliation Commission, it says “two types of such compensation were approved for Apartheid victims in South Africa: urgent interim reparations for victims and their families in dire need of medical, emotional, educational or financial assistance; and individual reparations paid annually for six years.”Looking at attempts in the US to provide reparations for descendants of slaves, the study outline notes that “stakeholders have not identified an effective methodology, thus impeding the achievement of justice through reparations for victims of slavery.”UNCTAD put out a report on estimating costs in September 2016 and other studies have also assessed the economic costs to Israel’s military presence in the West Bank, but this is likely the first to compare Israel’s experience to South African apartheid or American slavery.A spokesperson for the Foreign Ministry said while Jerusalem was unfamiliar with the upcoming report, it rejected ESCWA’s attempts to “delegitimize Israel.”“ESCWA continues its work, as seen in previous reports meant to delegitimize Israel, work that has been rejected not only by Israel but by other countries in the region and the UN’s secretary general. We continue to reject anti-Israel reports,” said Michal Maayan, a deputy spokesperson at the Foreign Ministry in Jerusalem. “We reject the continuous efforts to delegitimize Israel by writing new reports regarding the situation in the area.”A source in Jerusalem said another ESCWA report on alleged human rights abuses by Israel and other Western countries had been quietly shelved before it was released.Malcolm Hoenlein, who heads the Conference of Presidents of Major American Jewish Organizations, expressed hopes this new report would also never see the light of day, predicting the study would be used as an instrument against Israel.“We hope the United Nations will work to prevent its publication and distribution and posting it online,” he said.The report will “be used by the Palestinians, either in negotiations or even going to an international court and making demands on Israel for compensation, saying, ‘Well, look, a UN agency evaluated it,'” he told The Times of Israel.The report methodology outline itself says it aims to provide the “necessary tools to support the Palestinian people by revealing the impact of occupation on the economy and society” and that “broadening the scope of support material increases the ability to raise awareness of Palestinian rights and the parameters of international law that should be taken into account when considering the Israeli occupation and its practices.”In an interview Tuesday evening, Hoenlein also questioned whether the cost of Israel’s presence in the West Bank could even be tallied.“There’s no way that you can calculate that cost or even define it,” he said. “They claim that they have developed new methodologies in order to calculate it. This is at the very least specious.”ESCWA head Khalaf resigned her post on March 17 after Guterres insisted that the group’s previous report on Israel be removed from the agency’s website.That report had concluded that “Israel has established an apartheid regime that systematically institutionalizes racial oppression and domination of the Palestinian people as a whole.”It’s not clear if the resignation of Khalaf, long criticized by Israeli officials for her perceived anti-Israel positions, will affect the new study. The authors have not yet been named.The shelved document was compiled by Richard Falk, a Princeton professor emeritus with a long track record of vehemently anti-Israel rhetoric who previously served as the UN’s Special Rapporteur for Human Rights in Palestine.Virginia Tilley, an American political scientist who authored the 2005 book “The One-State Solution,” also worked on the project that said Israel was guilty of “racial domination” over the Palestinians.Khalaf’s stepping down came after the Trump administration vehemently called for the report’s removal.US ambassador to the United Nations Nikki Haley said America was “outraged” by the report and dismissed ESCWA’s capacity to render an honest assessment of the Israeli-Palestinian situation.“That such anti-Israel propaganda would come from a body whose membership nearly universally does not recognize Israel is unsurprising,” she said.ESCWA latest Israeli-focused report comes to light to light just after Haley delivered an impassioned talk to the AIPAC’s annual policy conference Tuesday, in which she repeatedly said the US would no longer tolerate UN hostility to Israel.“If you challenge us, be prepared for what you’re challenging us for, because we will respond,” she exclaimed, telling the crowd she has sent a message to the world body at large that “the days of Israel bashing are over and that “there’s a new sheriff in town.”On Wednesday, Haley continued to attack the UN at a conference organized at the world body to address the challenges of the anti-Israel Boycott Divestment Sanctions movement.“The effort to delegitimize the state of Israel being waged on college campuses and the anti-Israel obsession at the UN are one in the same. LONDON (Reuters) - Prime Minister Theresa May formally began Britain's divorce from the European Union on Wednesday, saying there was "no turning back" from a decision pitching her country into the unknown and triggering years of fraught negotiations.Nine months after Britons voted to leave, May notified EU Council President Donald Tusk in a letter that Britain was quitting the bloc it joined in 1973."The United Kingdom is leaving the European Union," May later told parliament in London. "This is an historic moment from which there can be no turning back."The prime minister, an initial opponent of Brexit who won the top job in the political turmoil that followed the referendum vote, now has two years to settle the terms of the divorce before it comes into effect in late March 2019.May, 60, has one of the toughest jobs of any recent British prime minister: holding Britain together in the face of renewed Scottish independence demands, while conducting arduous talks with 27 other EU states on finance, trade, security and other complex issues.The outcome of the negotiations will shape the future of Britain's $2.6 trillion economy, the world's fifth biggest, and determine whether London can keep its place as one of the top two global financial centers.For the EU, already reeling from successive crises over debt and refugees, the loss of Britain is the biggest blow yet to 60 years of efforts to forge European unity in the wake of two world wars.Its leaders say they do not want to punish Britain. How the EU works: leaving the EU

The government has accepted that it is under a “democratic duty to give effect to the electorate’s decision” in the EU referendum on 23 June.The prime minister told parliament in February that “if the British people vote to leave there is only one way to bring that about—namely to trigger Article 50 of the treaties and begin the process of exit—and the British people would rightly expect that to start straight away.”How exactly would that work? -Constitutional requirements-Article 50(1) of the Treaty on the European Union says that any member country may decide to withdraw from the EU “in accordance with its own constitutional requirements”.As a matter of law, the result of the referendum is not binding. As a matter of politics, though, it would be difficult to disregard the referendum result.David Cameron told parliament: “for a prime minister to ignore the express will of the British people to leave the EU would be not just wrong, but undemocratic”.Some lawyers argue that the prime minister doesn't have the power to make the official decision to leave the EU without parliament first approving it. The courts are going to decide this in late 2016.-A second referendum?-Some Leave campaigners have said a Leave vote might instead trigger a further renegotiation of the UK’s EU membership terms, followed by a second referendum on those terms. However, other EU countries would have to be willing to discuss this.Also, such a further renegotiation (to curtail the free movement of EU citizens to the UK, for instance) would likely need amendments to the EU treaties, which could prove difficult to negotiate and ratify.-Notification and negotiation-Article 50(2) says that a member state that decides to withdraw from the EU must “notify the European Council of its intention”. The European Council includes the 28 EU heads of state or government together with the European Council’s president (Donald Tusk) and the president of the European Commission (Jean-Claude Juncker).Article 50(2) continues: “in the light of the guidelines provided by the European Council, the [EU] shall negotiate and conclude an agreement with that state, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the union.”The process has several stages.First, the European Council—without the UK—would agree guidelines for negotiations.Using those guidelines, the European Commission would negotiate an agreement on behalf of the EU.The agreement would need to be approved by the UK and 20 of the 27 remaining member states, representing 65% of those states’ population.The European Parliament would also need to approve the deal by a simple majority. British Members of the European Parliament could vote.-Timing-Article 50(3) says that the leaving state ceases to be an EU member two years after a notification unless an extension of negotiations has been agreed unanimously by the European Council and by the leaving state, or the withdrawal agreement sets an earlier or later date.Return-Article 50(5) says a state that has left the EU can ask to rejoin. This would be on the same basis as a country joining for the first time.-Is there any other way of leaving?-As a matter of national law, it would be possible for the UK to ignore the Article 50 process. Parliament could simply repeal the European Communities Act 1972.However, this would be a breach of the UK’s treaty obligations under international law. And it would presumably make it more difficult for the UK to strike a preferential trade agreement with the EU after withdrawal.How long would this take in practice? The clock would not begin to run until the UK had notified the European Council of its intention to withdraw from the EU. That could be at any time after a “leave” vote.The UK would then cease to be a member of the EU two years after that notification unless an earlier or later date was agreed.The government says it would probably take “up to a decade or more” to negotiate the UK’s exit from the EU, its future arrangements with the EU and its trade deals with countries outside the EU. However, those on the Leave side argue that this process could be quicker.It’s not clear whether a country could stop the process by withdrawing its notification. As the Treaty doesn’t discuss this, the point is arguable either way.What would the deal cover? Article 50 does not say that the withdrawal treaty will also regulate the UK’s future relationship with the EU. In fact, it seems to suggest that there would have to be separate treaties: one on the details of withdrawal, and one on the future relationship.The wording of Article 50(2) refers only to ‘taking account of’ that ‘future relationship’ in the withdrawal deal.In practice, the withdrawal deal and the treaty on that future relationship would be closely linked. Probably the withdrawal treaty would, among other things, aim to regulate a transition period before the treaty on the future relationship entered into force.Article 50 does not legally oblige the remaining EU to sign a free trade agreement with the UK. The words ‘future relationship’ assume that there would be some treaties between the UK and the EU post-Brexit, but do not specify what their content would be.Equally, while Article 8 of the same Treaty requires the EU to have good relations with neighbouring countries, it does not require it to sign a free trade deal with them, or go into other specific details on what the relationship should be.Most of the EU’s free trade agreements require a unanimous vote of all EU governments and ratification by all member countries. The practical implication of this is that if the UK’s future relationship with the EU takes the form of a free trade agreement, it may be harder to negotiate.

The UK's Sharia 'courts'-UK FULLFACT

Sharia, or Muslim religious law, has been highly controversial in the UK. Interpretations of Sharia are associated in other countries with harsh penalties unknown in the UK; campaigners and politicians worry that Muslim women are discriminated against when family disputes are resolved under Sharia.UKIP says that: "the law of the land must apply to us all. We oppose any other system of law". Its leader has referred to "80 practising Sharia courts around the United Kingdom".Are there 'Sharia courts' in Britain? While there are undoubtedly lots of different councils and tribunals dealing with Sharia principles, they aren't courts of law.Most are Sharia 'councils' set up to make decisions on purely religious matters, although there are some bodies that mix Sharia principles with legally binding arbitration. But none can overrule the regular courts.-Sharia councils-Getting married for the purposes of your religion doesn't necessarily mean you are married in the eyes of the state.Equally, the paperwork required for a civil divorce needn't be recognised by your religion.For this reason, many Sharia councils exist to issue Islamic divorce certificates, and give advice on other aspects of religious law. They're often attached to mosques.-Family law and Sharia-Other services related to family issues might be offered by a Sharia council. Family mediation is one example.Some campaigners worry about using mediation by religious bodies to work out agreements about children and finances after a marriage breaks down.In 2014 Baroness Cox, a member of the House of Lords, tried to introduce a law to ensure that women aren't disadvantaged in mediation by religious bodies, and make clear that they aren't a court.But, formally, this is already the case.While feuding couples have to at least consider mediation before going to court, it doesn't override family law. A court has to sign off on any agreement made after divorce for it to be legally binding, and won't do so if the judge thinks it's unfair.In 2013, the High Court was asked by an Orthodox Jewish couple to accept the ruling of a Jewish religious court on post-divorce family arrangements. The judge said that while the agreement would carry weight, it would be non-binding—neither party could get around English law by agreeing to abide by the decision of another tribunal.Rather than open the door to "Sharia divorces", as some newspapers reported, the judgment confirmed that agreements made in a religious form are ultimately subject to English law.-Sharia arbitration bodies-The way Sharia might become legally enforceable is where a Sharia organisation is used for arbitration. This means taking a commercial or personal dispute to a neutral forum and agreeing to be bound by what it decides.It's up to the people having the dispute who they agree to be the arbiter, and they can even choose to apply rules other than English law to the affair—so long as there is no conflict between the two.The Muslim Arbitration Tribunal is an example of this approach. It appoints one qualified lawyer and one expert in Islamic law to each case. In this way, it tries to ensure that the decision reached is in line with both secular and religious law.So if both parties agree, arbitral tribunals can decide certain issues by applying religious principles.This doesn't make them courts as such. Their legal authority comes from being voluntarily chosen as a decision-maker, and they can't make any decisions that are contrary to national law.How many of these Sharia organisations exist? From the research that's been done to date, it's not clear how many exist or how many different types there are.One piece of research from the University of Reading has identified 30 major councils, and some smaller ones, providing these services.An estimate of "85 at least" was given in a 2009 report by the think tank Civitas. It was repeated in an interview in the Telegraph with Baroness Cox in April 2014.The UKIP leader Nigel Farage mentioned a figure of 80 on the BBC Radio 4 Today programme in January 2015. UKIP told us that he got his number from the Telegraph article.But the Civitas estimate includes online forums and admits that the actual number is "indeterminate".So far as we are aware, there are no definitive studies.-Law versus reality-The coalition government had said that the courts have the powers they need to protect people from coercion and unequal treatment.But campaigners like Baroness Cox reply that whatever about the strict legal position, "the power of Sharia councils lies in how they are perceived by their communities".Academics tend to be more relaxed, saying that "fears that councils are forming a parallel legal system appear to be unfounded". A new book by a Dutch researcher is reportedly more critical about how women in particular are treated.Researchers also stress that we need more information to work out how important Sharia councils are on the ground, and the experiences of people using them.Similarly, the government now says that "there is evidence of a problem, but we have an inadequate understanding of all the issues involved". It has commissioned a review into whether Sharia is being "misused or applied in a way which is incompatible with the law", to report in 2017.

Sharia law is the law of Islam. The Sharia (also spelled Shariah or Shari'a) law is cast from the actions and words of Muhammad, which are called "Sunnah," and the Quran, which he dictated. Hamas has acquired dozens of large, highly explosive rockets, more powerful than those previously in its arsenal, that could be used to devastating effect on the area adjacent to the Gaza Strip, Army Radio reported Tuesday.Each rocket is said to contain hundreds of kilograms of explosive material, far beyond the capacities of the other missiles and mortar shells believed to be in the terrorist group’s hands.In the 2014 Gaza war, Hamas launched thousands of rockets and mortar shells at Israel and had dozens of its attack tunnels destroyed. The gunmen who killed Hamas military leader Mazen Faqha Friday night had broken into his garage, and lain in wait for hours, before carrying out the assassination, which left no trace but the dead body, a Palestinian daily reported on Sunday.According to the report in Al Quds, Faqha — a former prisoner in Israel who oversaw Hamas’s efforts to instigate terror attacks in the West Bank — drove home around 6 p.m., with his wife and daughter in the car.They had been away from home for a few hours. The two family members exited the car at the front door, and the Hamas leader went to park the car alone.He was killed almost immediately after the electric garage door closed behind his vehicle.Earlier reports said Faqha was killed outside his home in Tel el-Hawa, a neighborhood in southwestern Gaza City.The gunmen used weapons equipped with silencers, and shot him four times, Sunday’s report said.The Hamas-run Gaza health ministry spokesperson, Ashraf al-Qidra, said on Friday that Faqha had been shot in the head, and later added he had been shot “from point-blank range.”An hour and a half passed before Faqha’s corpse was found by one of the residents of his apartment tower, the Al Quds report said.“It all happened quietly,” his wife told the Turkish Anadolu agency on Sunday. “When he tarried [after leaving to park the car], I didn’t worry. I thought he was talking to the neighbors. The news of his death came as a surprise.”Hamas security forces quickly arrived at the scene of the assassination and checked security cameras, according to the Al Quds report, but so far have been unable to identify the killers.The report added that one of the building’s doors, which is usually kept locked, was found open on the night of the attack.The report speculated that the killers had intimate knowledge of Faqha’s whereabouts and the building he lived in, and knew exactly where they would find him alone. Israel’s navy has decided to add an extra Iron Dome anti-rocket defense system to each of four new warships whose role will include defending natural gas platforms in the Mediterranean from attack, according to a report this week.A senior naval officer told Defense News that the change was made in light of a growing threat from 122-mm Grad-type rockets and longer-range projectiles in the arsenal of the Lebanese terror organization Hezbollah.Two Iron Dome systems instead of one will be installed in each ship. Each system will be capable of firing up to 20 anti-rocket defense missiles.The ship-based Barak-8 surface to air missile, jointly developed by Israel and India, will kick in to defend ships and offshore platforms from more sophisticated airborne weapons, the report said.The alteration may delay the scheduled arrival in 2019 or 2020 of the first of four Sa’ar 6-class corvette warships being built in Germany, according to the report.Israel signed a €430 million ($480 million) deal with ThyssenKrupp in 2015 to build the four corvettes, with the German government subsidizing a third of the cost.As each ship arrives at six-month intervals, it will take up to 18 months to prepare the vessels for sailing.In the meantime, the navy is practicing on the INS Lahav, an Israeli-designed, US-built, Sa’ar-5 corvette,“On a single platform, we’re putting new radar and two different intercepting systems, all of which are at the cutting edge of technology,” the naval officer told Defense News.“The risks are immense, but that’s why we’re learning so much about risk-reduction through all the work we’re doing on the Lahav.”The Sa’ar 6-class corvette ships are at the center of so-called Case 3000 — a graft investigation into allegations that Benjamin Netanyahu’s personal lawyer David Shimron used his ties to the prime minister to influence multi-million dollar naval deals between Israel’s Defense Ministry and ThyssenKrupp.Netanyahu is not personally implicated in this investigation.The State Attorney’s Office opened a criminal investigation into the affair last month, when Attorney General Avichai Mandelblit determined there was sufficient evidence and testimony to do so.Shimron is suspected of pushing for a NIS 6 billion ($1.5 billion) contract to purchase submarines for the Israeli Navy and other vessels for protecting the country’s maritime natural gas fields, an effort that could have netted him a hefty fee.Netanyahu’s own role in the purchase decision, including his insistence that ThyssenKrupp be exempted from the usual Defense Ministry tender process, raised concerns of a conflict of interest for Shimron.Part of the agreement being pushed by Shimron would also have seen ThyssenKrupp construct a lucrative shipyard in Israel, where the company would maintain the new vessels.Times of Israel staff contributed to this report.

Hundreds of Haifa Chemicals Ltd. workers protested in the streets of Tel Aviv Tuesday against the closing of an ammonia plant, which they say could put them out of their jobs.The demonstrators flooded the Azrieli intersection in the heart of the city in protest of a court decision to close a huge ammonia tank on the Haifa bay by April 1, following concerns that damage to the storage facility could endanger the lives of tens of thousands of people in Haifa, Israel’s third-largest city.The tank stores the compound that Haifa Chemicals and others use in their production lines. Haifa Chemicals is the main consumer of the imported ammonia, which it uses to make potassium nitrate, a fertilizer used by farmers in Israel and globally to grow flowers, fruit and vegetables.“I hope that in the end they will listen to us and find a solution to the ammonia problem,” said 62-year old Emil Lugaci, who has worked for 35 years at Haifa Chemicals and is in charge of the ammonia tank’s maintenance. “The tank is already empty and 3-4 production lines in the north and the south have been shut down. In the coming three days, all of Haifa Chemicals’ activities will be halted.”Haifa Chemicals has said its business cannot function without ammonia and is lobbying the government to find an alternative supply of the compound until a new manufacturing plant can be set up in the south of the country.The Histadrut national workers’ union has also joined the fight, with the Histadrut’s chairman, Avi Nissenkorn, proclaiming a labor dispute in the industry and among employees in the south of Israel.The president of the Manufacturers Association of Israel, which has warned of the impact to Israel’s economy if the supply of ammonia is halted, also on Tuesday called on industries to avoid setting up their plants in Haifa.“Don’t go to a place in which the mayor is motivated by populist considerations. Hospitals, operating and refrigerating rooms, they all cannot survive without ammonia.”Haifa Chemicals employs some 800 workers directly, and indirectly some additional 3,600 people are expected to be affected by the closure of operations, according to the Economy and Industry Ministry. These include truck drivers, producers of the plastic bags in which the fertilizer is stored, and shippers. The company is the second-biggest user of shipping containers in Israel.The operations of Haifa Chemicals account for 2 percent of Israel’s industrial exports and 1% of total exports from Israel, the Manufacturers Association of Israel said in a February report. Its sales total some $600-$700 million, 97% of which are exported, according to data provided by the company.The Haifa municipality has been lobbying for the closure of the plant after a report it commissioned found the ammonia operations pose a serious risk to the population.The report warned that if ruptured, the vast ammonia storage tank would suffocate 16,000 victims under a toxic cloud. The tank could “fall apart tomorrow morning,” the report’s author, chemistry professor Ehud Keinan, said at a press conference to release the report on January 31, held at the municipality.“The small businessman from Ramat Gan is preaching morality to more than one million residents in Haifa and the north,” Yona Yahav, Haifa’s mayor, said in a text message, commenting on Brosh’s remarks. He is “one of the most failed representatives of all time of the glorious Israeli industry. Whoever doesn’t understand that there is no industry without society or its safety, should hand in his keys. The Arab League Summit set to begin Wednesday in Amman comes at an opportune moment for Mahmoud Abbas. The Palestinian Authority president has been gaining momentum since US President Donald Trump invited him to visit the White House earlier this month. Like a powerful gust, Trump’s brief phone call to Abbas lifted him out of political isolation and set him up for success at the annual gathering of Arab leaders.Previous months had largely soured the 12th year of what was meant to be Abbas’s four-year presidential term.First the Saudis turned off the cash tap to the PA. Then Abbas’s ally Egypt embraced one of his most potent potential challengers, Mohammad Dahlan, and warmed relations with his bitter political rival Hamas, the terror group in control of the Gaza Strip.Additionally, it emerged that Egyptian and Jordanian leaders had met with Prime Minister Benjamin Netanyahu in a secret summit in Amman, organized by the US without Abbas’s knowledge. Making matters worse, the Saudis reportedly agreed to join the initiative should the summit produce actionable solutions (it didn’t).There was also a new sheriff in Washington, and the administration was taking its time contacting Ramallah, prompting further anxiety in the Muqata’a, Abbas’s seat of power in Ramallah, that the PA would be frozen out. It wasn’t until nearly a month into Trump’s presidency that Palestinian security officials got to meet their American counterparts.But since March 10, when Abbas received a White House invitation in a brief-yet-fateful phone call, the Palestinian leader has met Trump’s peace envoy Jason Greenblatt as well as the emir of Qatar, and spoken twice on the phone with King Abdullah II of Jordan. Most importantly, he met with Egyptian President Abdel-Fattah el-Sissi after 10 months without any official talks between the two leaders.His talks with Abdullah and Sissi were geared toward closing ranks and coordinating positions on the Palestinian issue, as both men are slated to meet with Trump in Washington before Abbas does.Heading into the Arab Summit, Abbas, no longer facing the prospect of being sidelined by the new administration, will be looking to solidify a unified Arab front on the peace process — and his indispensability to it.A Palestinian draft statement for the summit calls on the Arab states to “reaffirm their commitment to the two-state solution and to the right of the State of Palestine to restore its sovereignty over the territories occupied in 1967, including east Jerusalem.”It further calls on “all countries to respect UN Security Council resolutions that reject Israel’s annexation of occupied east Jerusalem” and urges countries “not to move their embassies” from Tel Aviv to Jerusalem, a reference to Trump’s campaign pledge, which has since been relegated to a back burner.The draft was approved by Arab foreign ministers at an eve-of-summit meeting in the Jordanian Dead Sea resort of Sweimeh.Abbas has also said he will seek to have the Arab states recommit to the 2002 Arab Peace Initiative, rather than some regional plan that might be cooked up behind his back in a forum similar to the aborted attempt in Amman last year. Likud lawmaker Yehudah Glick on Tuesday petitioned the High Court to force the government to allow Knesset members to visit the Temple Mount holy site after a nearly 18-month ban.Glick, an activist who had pushed for increased Jewish presence on the tinderbox Jerusalem site before entering the Knesset last year, filed his request a day after Prime Minister Benjamin Netanyahu reportedly said he would consider lifting the ban in three months.Knesset lawmakers have been banned from visiting the Temple Mount since November 2015 as Netanyahu attempted to douse tensions related to an uptick in car-ramming and stabbing attacks.In his petition, Glick and the Temple Mount Heritage Foundation, which he chairs, asked the court to order the attorney general to develop regulations limiting the prime minister and public security minister’s freedom to interfere in operational police decisions.The petition asks the court to stop the police from banning lawmakers from ascending to the esplanade, and specifically to allow Glick himself to freely visit the site, like any other person, as soon as possible, or at the very latest before the eve of the Passover festival on April 10.According to a Channel 2 news report, Netanyahu prefers to wait until after Passover and other sensitive dates in the Jewish and Muslim calendars before lifting the ban, which has remained in place despite the number of terror attacks being on the wane for nearly a year.Speaking outside the Supreme Court on Tuesday, Glick said that quiet had returned to the Mount, and now was the time to change the “insufferable” situation in which people from all over the world were allowed into the site, except for Knesset members.He added that the court move was a last resort after approaching Netanyahu, the police and the attorney general to no avail.“The situation is insufferable and very strange, where all the people of the world can go in [to the Temple Mount] except for Knesset members, when the law in Israel says you can’t limit Knesset members’ freedom of movement, and certainly not in the one place in the world where a Jew is ordered to be,” he said.Glick, who is the most junior Knesset member from Netanyahu’s Likud party, visited the site in May just before he was sworn in, drawing an angry response from Netanyahu.“This is the last time you do this to me,” the prime minister could be heard telling a seemingly surprised Glick at the end of a Likud faction meeting.“What did I do?
