Israeli man lightly hurt in West Bank car-ramming attack-Assailant shot and killed by soldiers at the scene; victim, approximately 60, suffers head wound-By Judah Ari Gross April 19, 2017, 4:48 pm-THE TIMES OF ISRAEL

An Israeli man was lightly wounded in a car-ramming attack near the Gush Etzion Junction in the West Bank on Wednesday, the army said. The driver of the vehicle was shot and fatally wounded by IDF troops who were on the scene, a military spokesperson said.A spokesperson for Jerusalem’s Shaare Zedek Medical Center said the Palestinian assailant was brought to the hospital in critical condition after receiving treatment on the scene by military medics. He was pronounced dead shortly after arriving to the hospital, an army spokesperson said. The assailant was later identified as Sahib Mousa Mashahrah, 21, from nearby al-Sawahreh, according to the Palestinian Maan news agency.Medics from the Magen David Adom ambulance service treated the injured Israeli man, who suffered a head wound after being hit by the car as it plowed into a bus.The victim was conscious, “but disoriented” after the attack, a medic said.According to MDA, the victim was approximately 60 years old. He too received treatment on the scene before being taken to Jerusalem’s Shaare Zedek Medical Center for treatment. The Gush Etzion Junction has been the site of multiple attacks against both civilians and soldiers in the past two years.Earlier this month, an IDF soldier Sgt. Elhai Teharlev, 20, was killed in a similar car-ramming attack near Ofra in the West Bank.On Friday, a British student named Hannah Bladon, 21, was stabbed to death on the Jerusalem light rail by a Palestinian man from East Jerusalem, who apparently attacked her in order to be killed by a soldier who was on the tram.Though a marked drop has been recorded by security officials in recent months, 41 Israelis, two Americans, a Briton, a Palestinian and an Eritrean national have been killed in the spate of stabbing, car-ramming and shooting attacks that began a year and a half ago.Israeli officials have said that many of the attackers have done so due to personal problems, with some, like Friday’s attacker, hoping to commit suicide by cop or soldier.According to AFP figures, some 250 Palestinians, a Jordanian and a Sudanese migrant have also been killed, most of them in the course of carrying out attacks, Israel says, and many of the others in clashes with troops in the West Bank and at the Gaza border, as well as in Israeli airstrikes in the Gaza Strip in response to rocket attacks. The spate of Palestinian attacks that began in October 2015 was dubbed the “lone wolf” intifada, as many of the attacks were carried out by individuals who were not connected to any terror group.

UN envoy: Palestinian leadership must resolve Gaza Strip energy crisis-Nickolay Mladenov calls on Israel to facilitate the provision of materials needed for repair and maintenance of electricity grid-By Stuart Winer and Times of Israel staff April 19, 2017, 5:28 pm

Days after the only functioning power station in the Gaza Strip stopped working after running out of fuel, the United Nations envoy to the region called on Palestinian leaders to put aside their internal squabbles and solve the energy crisis in the coastal enclave. In a statement Wednesday, UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov also urged Israel to allow into Gaza material and equipment needed to repair and maintain the Strip’s electricity infrastructure, and pleaded for the international community to help rehabilitate power supplies.“The social, economic and political consequences of this impending energy crisis should not be underestimated,” Mladenov said. “Palestinians in Gaza, who live in a protracted humanitarian crisis, can no longer be held hostage by disagreements, divisions and closures.”On Sunday Samir Metir, the head of the Hamas-run Palestinian enclave’s electricity provider, said that all the plant’s fuel, purchased with funding from Qatar and Turkey, had been used up.He said at the time it was not clear when the Palestinian territory would receive more, owing to a “dispute” between the electricity authority in Gaza and the Palestinian Authority in the West Bank.Fuel supply for the Strip’s two million inhabitants has been a long-running source of dispute, with most homes in Gaza receiving two eight-hour periods of electricity a day even when the plant is operating normally.“Reform of the Gaza Electricity Distribution Company (GEDCO) is essential to improve revenue collection and transparency in line with international standards,” UN envoy Mladenov declared. “The de facto authorities in Gaza must ensure that collection rates are improved and that revenue collected in Gaza is returned to the legitimate Palestinian authorities in order to keep fuel and electricity supply flowing. All in Gaza must share the burden by paying their bills. It is the poorest Palestinians in Gaza who pay the price for exceptions and privileges that others enjoy.”“This reform, as well as the necessary investments in reducing electricity losses and upgrading the grid in Gaza, should be financed and supported by the international community but it cannot do it alone. It must go hand-in-hand with the Palestinian Government facilitating the purchase of fuel for the Gaza Power Plant (GPP) under conditions that temporarily alleviate or substantially reduce relevant fuel taxes.”The terror group Hamas seized power in Gaza in a violent coup in 2007 from the Ramallah-based Fatah organization of Palestinian president Mahmoud Abbas. Israel and Egypt then initiated a security blockade meant to prevent the terror group, avowedly committed to the destruction of Israel, from importing weaponry and materiel into Gaza.“Israel also has a significant responsibility to assist by facilitating the entry of materials for repairs and maintenance of the grid and power plant,” Mladenov added. “Egyptian power lines to Gaza also need to be repaired and upgraded.”Israel last week warned of the upcoming fuel crisis, cautioning Hamas that it must pay for the diesel fuel it consumes, which is supplied by Israeli energy company Dor.In mid-September, Israel and the Palestinian Authority signed an agreement to resolve the Palestinians’ outstanding debt of almost NIS 2 billion ($530 million) to the Israel Electric Corporation.AFP contributed to this report.

Palestinian who stabbed British woman to death ruled fit for trial-Prior to terror attack in Jerusalem, Jamil Tamimi had been treated in mental health center, attempted suicide-By Stuart Winer and Times of Israel staff April 18, 2017, 8:23 pm

The Palestinian man who stabbed to death a British woman in a terror attack in Jerusalem on Friday is fit to stand trial, a psychiatrist for the Jerusalem district branch of the State Prosecutor’s Office determined Tuesday.East Jerusalem resident Jamil Tamimi killed Hannah Bladon, 20, an exchange student from Birmingham University who was on a study program at the Hebrew University, as she rode on the Jerusalem Light Rail in the capital.Tamimi, 57, who has a history of mental problems, was given a psychiatric assessment in light of his past, which included treatment at the Kfar Shaul Mental Health Center and an attempt to commit suicide. The test was ordered by a Jerusalem court, where Tamimi was remanded into custody on Monday.Israeli TV reported Saturday that Bladon was standing by the exit doors of the train, near to Tamimi, because she had given up her seat to a woman who was holding a baby.Tamimi told investigators that he attacked her because he wanted to die and hoped the soldier who was standing next to her on the train would kill him, Channel 2 reported, describing the killing as “an attempted suicide attack.”Tamimi was on his way from a mental hospital in northern Israel when he carried out the stabbing. He had telephoned his family when he reached Jerusalem, and spoken to one of his sons, who told him that the family wanted no contact with him, in part because he had previously been convicted of sexually abusing his daughter.Tamimi told investigators that he felt he had “nothing left to lose.” He purchased a knife in the Old City and boarded the Light Rail at Damascus Gate shortly before 1 p.m. Seeing an armed soldier on board, he decided to attack Bladon, who was standing nearby. He took out the knife and stabbed her multiple times, critically wounding her.In a statement on Saturday, her family in the UK said Bladon “was the most caring, sensitive and compassionate daughter you could ever wish for.”Her “final act of kindness,” the TV report said, was to give up her seat on the train for the woman who was holding a baby. Bladon had previously been sitting further back in the carriage, but got up for the woman, and went to stand near the exit door.Bladon had been studying religion, theology and archaeology at the University of Birmingham since 2015. As part of her studies she began a program at Jerusalem’s Hebrew University in January, which she was set to complete in September. Her family said she was on her way back from an archaeological dig when she was killed. On Monday evening, England’s Derby County soccer club held a minute of silence before the start of its game against Huddersfield Town in honor of Bladon, who was a fervent Derby County supporter. The gesture was impeccably observed, with thousands of fans of both teams standing in silence. The players from each team stood, arms linked and heads bowed, facing each other in the center of the field. When the minute was over, fans also applauded.

Arabs' failure inspired Palestinians to unite and fight for independence-Michael Oren: Palestinians were Six Day War’s ‘biggest winners’-Marking 50 years since ’67 conflict, deputy minister says it shaped Palestinian identity ‘as we know it’; Israel working on ‘diplomatic solution’-By Judah Ari Gross April 18, 2017, 6:53 pm-THE TIMES OF ISRAEL

Deputy Minister Michael Oren declared Tuesday that the biggest winners of the 1967 Six Day War were the Palestinian people.Speaking at an event in Jerusalem marking 50 years since the conflict, he contended that before 1967, the concept of a “Palestinian” did not exist as we now know it.Oren, now deputy minister for diplomacy in the Prime Minister’s Office, spoke more as a historian than a parliamentarian at the event, which was organized by The Israel Project and took place at the headquarters of the Jerusalem Institute for Policy Research. His comments drew on research he completed for his seminal 2002 book, “Six Days of War: June 1967 and the Making of the Modern Middle East.”He remained mostly mum on the issue of where the peace process with the Palestinians stands today.“We are in a process, but I can’t speak too much about that,” said Oren, a former Israeli ambassador to the United States. The current efforts, which he said must be undertaken in tight collaboration with the US administration, “may not create two states, but make a diplomatic solution.”To many, the 50th anniversary of Israel’s victory in the Six Day War is a bittersweet one. It represents half a century since the Old City and other historic Jewish sites returned to Jewish hands, but also half a century of Israeli military rule over the Palestinians.Asked about the dual nature of the jubilee, Oren said that the reunification of Jerusalem “can be celebrated and should be celebrated.”Regarding the Palestinians, Oren said that up until 1967, the Arabs in Israel, in the Jordanian-annexed West Bank and in the Egyptian-occupied Gaza Strip saw themselves as disparate groups, and looked solely to outsiders to save them.“I’m going to surprise you. The biggest winners of the Six Day war — fill in the blank,” Oren quizzed the journalists and foreign diplomats in the room. After a period of silence, this reporter offered, “You want to say the Palestinians.”“Yup,” he responded. It was the failures of the Arab armies to defeat Israel in the Six Day War that inspired Palestinians to come together and fight for their own independence, he asserted. In 1967, the Palestine Liberation Organization, which was created in Cairo in 1964, merged with Fatah, which had been founded in the Gulf states in 1959, under the leadership of Yasser Arafat. That umbrella organization brought together a number of smaller groups and parties into one representative body for Palestinians, with the goal of creating a Palestinian state.According to Oren, that kind of cooperation was unthinkable before the Six Day War.On the other hand, he continued, the 1967 war paved the way to “transformative” peace deals with Egypt in 1979 and Jordan in 1994.For Israel — the much more obvious winner of the 1967 war — another benefit was dramatically improved ties with the United States, despite attacking a US Navy ship, the USS Liberty, during the conflict, resulting in the deaths of 34 crewmembers.“The US strategic alliance begins on the seventh day,” Oren said. Before 1967, he added, the US was “a friend, not a strategic ally.”Following the Six Day War, the American view changed and it began to see Israel as a new power in the Middle East, one that was capable of standing up to Soviet-backed armies.Oren also said the world should recognize the Golan Heights as part of Israel, especially in light of the current turmoil in Syria.“Without Israeli presence in the Golan Heights, much of the region would be in jeopardy,” he said. “[The Islamic State] would be at the northern Sea of Galilee.”

Palestinians slam Israel for refusing talks with hunger strikers-PA spokesperson threatens ‘new intifada’ if any prisoners die or are force-fed during protest led by Marwan Barghouti-By AFP April 19, 2017, 5:45 pm-THE TIMES OF ISRAEL

Palestinian leaders on Wednesday denounced Israel’s refusal to negotiate with Palestinians on hunger strike in Israeli jails, warning of a “new intifada” if any of them die. Some 1,500 Palestinian prisoners have joined the hunger strike that began Monday, according to Issa Qaraqe, head of detainees’ affairs for the Palestinian Authority.Contacted by AFP, Israel’s prison service declined to comment on the number. The hunger strike has been led by prominent prisoner and popular Palestinian leader Marwan Barghouti, a convicted terrorist who is serving five life sentences for the murder of Israelis during the second Palestinian intifada, or uprising. The prisoners have made a range of demands, from better medical care to access to telephones. Some 6,500 Palestinians are currently detained by Israel for a range of offenses and alleged crimes.Around 500 are held under administrative detention, which allows for imprisonment without charge.Palestinian prisoners have mounted repeated hunger strikes, but rarely on such a scale.Qaraqe said the strike followed months of attempts at negotiations with Israeli authorities.“If their demands are not met, more prisoners will join the strike,” he said.“We have asked the international community and the UN to intervene immediately.”He added that if prisoners die, “that could lead to a new intifada.”Israeli officials have vowed not to negotiate with the hunger strikers, with Public Security Minister Gilad Erdan on Tuesday calling them “terrorists and incarcerated murderers.”Justice Minister Ayelet Shaked said that authorities “would not hesitate to implement the law which authorizes the force-feeding of detainees.”The controversial law passed in 2015 concerns hunger strikers whose life is deemed in danger.Defense Minister Avigdor Liberman said he wanted to take the approach of former British prime minister Margaret Thatcher, who publicly refused to accede to the demands of IRA hunger strikers in 1981, 10 of whom died.Qaraqe accused Israeli officials, including Prime Minister Benjamin Netanyahu, of “incitement” against the prisoners.Shawan Jabarin of Palestinian rights group Al-Haq said invoking the force-feeding law would be “tantamount to torture.”Barghouti is popular among Palestinians, with polls suggesting he could win the Palestinian presidency. While many Palestinians view him as a hero, Israelis point to the bloody suicide attacks of the Second Intifada of 2000-2005 and his role in the uprising. He was convicted of attacks that killed five people, though he declined to defend himself and did not recognize the court’s legitimacy.

Iran shows off new air defense systems, declares ‘Death to Israel’-At annual military parade, banners displayed alongside various offensive and defensive weapons call for end of Jewish state-By Times of Israel staff and AFP April 18, 2017, 8:03 pm

At an annual military parade in Tehran on Tuesday, Iran showed off its new S-300 air defense missile system and other weapons, many displayed under banners calling for Israel’s demise. The military parade showcased the Iranian-made Sayyad-3 anti-aircraft missile for the first time, its Russian-made S-300 system and a slew of other military equipment. Some of the trucks carrying weapons were adorned with banners showing a fist punching through a blue Star of David and the slogan “Death to Israel” in Persian.Attending the ceremony was President Hassan Rouhani, who said that while the Iranian military was “avoiding tensions and encounters” it had to “remain vigilant in the face of plots hatched by the others and increase deterrent power.”Army day parade in Iran. Other officials have expressed concern that the systems could reach Syria and Hezbollah, diluting Israel’s regional air supremacy. The Israeli Air Force has trained for a scenario in which it would have to carry out strikes in Syria or Iran on facilities defended by the S-300.In a 2015 interview, IAF commander Maj. Gen. Amir Eshel said the S-300 was a “significant but not insurmountable challenge” for the IAF.
