If it moves rapidly, the US administration is exceptionally well-placed to achieve substantive progress on the Israeli-Palestinian peace process, former US ambassador to Israel Dan Shapiro said Monday.Given the positive relations President Donald Trump has established with all the major players in the region, it will be difficult for them to turn down any request he and his emissaries make as they try to restart bilateral negotiations, Shapiro, who served as president Barack Obama’s ambassador here from August 2011 until January 2011, said hours after the White House announced it was sending two top officials to try to jump-start talks.“I think they should move quickly. I believe the president is at the point of his maximum leverage right now,” Shapiro said during a conference call organized by The Israel Project. “It’s very difficult for any party in the region, after those early positive interactions, to say no to him. He has established friendly relations; each sides wants to do more to deepen those positive relations with him.”Both Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas have visited Trump in the White House and subsequently hosted him during his May trip to the region. Russia’s defense ministry said it was suspending coordination with the United States in Syria over so-called “de-confliction zones” after the Americans downed a Syrian government fighter jet.The ministry said in a statement that, starting Monday, it will track all jets and drones of the US-led coalition west of the Euphrates and treat them as targets.“Any flying objects, including planes and drones of the international coalition, discovered west of the Euphrates river will be tracked as aerial targets by Russia’s air defenses on and above ground,” the statement warned.The United States has a standing agreement with Russia, which has been providing an air cover for Syria’s President Bashar Assad since 2015 in his offensive against the Islamic State group, that should prevent in-the-air incidents involving US and Russia jets engaged in operations in Syria.The Russian defense ministry said that it was suspending the deal after the US military confirmed that it downed a Syrian Air Force fighter jet on Sunday after it dropped bombs near US partner forces.The ministry said it views the incident as Washington’s “deliberate failure to make good on its commitments” under the de-confliction deal and called on the US military to provide a full account of why it decided to shoot down the Syrian SU-22.“The command of the coalition forces did not use the established communication channel for preventing incidents in Syrian airspace,” it said, adding Moscow “ends cooperation (regarding the channel) with the American side from June 19.”In April, Russia had also said it was suspending its use of the Syria hotline after US forces struck a Syrian airbase, but the communications had continued.

Despite warnings of a mounting humanitarian crisis and possible outbreak of violence, Israel on Monday reduced the amount of electricity it provides to the Gaza Strip, acceding to a request from the Palestinian Authority.The Palestinian Energy and Natural Resources Authority (PENRA) said in a statement on its website that Israel decreased the amount of power it supplies to the Strip by eight megawatt-hours.Israel had been supplying 125 megawatt-hours to Gaza and has been the Strip’s main source of power for over two months, leaving the Hamas-ruled territory with just four to six hours of power a day.Sami Abu Zuhri, a spokesperson for the Hamas terror group, which rules Gaza, said in a statement that Israel would “bear responsibility for the consequences of the reduction” because it “levies taxes on crossings [into Gaza] that are enough [to pay] for Gaza’s electricity and more.”PENRA, in its statement, called the reduction an “initial step” by Israel to “gradually” carry out its decision to grant the PA’s request to reduce significantly the power supply to Gaza.The Gaza-based authority added that the move could have “dangerous effects on the electricity situation in the Gaza Strip.”Gaza electricity distribution company spokesperson Mohammad Thabbet on Monday told the Gaza-based news site al-Raiy the Strip would see between two to three hours of electricity daily once Israel finished its reductions. Thabbet also told the Palestinian news outlet Safa that after the reduction, the Gaza power company would no longer be able to maintain the current schedule of four hours of electricity followed by 12-hour blackouts.The Israeli Defense Ministry branch responsible for overseeing the transfer of electricity to Gaza did not immediately respond to questions regarding the reduction.In April the PA told Israel that it would begin to pay only NIS 25 million ($7 million) of the NIS 40 million ($11 million) it has been paying monthly for power to Gaza. Israel at the time supplied 125 megawatt-hours to Gaza, around 30 percent of what is needed to power Gaza for 24 hours a day.The power cuts, as well as a number of other steps taken by the PA since last month, are aimed by the PA of President Mahmoud Abbas at forcing Hamas to cede control of the Strip, or begin footing the bill itself. Hamas seized control of Gaza from Abbas’s Fatah party in a violent 2007 takeover.The PA’s new strategy to squeeze Hamas out of power, which also includes cutting government salaries to Gazans and a massive reduction in medical aid supplied to the Strip, coincides with the 10-year anniversary of Hamas’s violent takeover of Gaza.Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman have both argued in recent days that Israel is not party to the internal Palestinian dispute between Hamas and the PA that has led to the power crisis in Gaza.Liberman said Thursday that Israel was a mere “supplier of electricity and was prepared to supply electricity” if the Palestinians paid for it. “This is an [internal] Palestinian crisis; those who need to pay for electricity are the leaders of Hamas, of the Palestinian Authority — we are not a party in this,” he said.Last week Hamas warned that Israel’s decision to accede to Abbas’s request and reduce Gaza’s already paltry power supply would have “disastrous and dangerous” results and could lead to an outbreak of violence.Last Wednesday the United Nations along with 16 Israeli and international NGOs asked Israel not to reduce the power to Gaza, warning it could lead to a “total collapse” of basic services there.The UN humanitarian coordinator for the Palestinian territories, Robert Piper, said Gaza’s hospitals, water supply, waste water treatment and sanitation services have already been dramatically cut back since mid-April, and depended almost exclusively on a UN emergency fuel operation.“A further increase in the length of blackouts is likely to lead to a total collapse of basic services, including critical functions in the health, water and sanitation sectors,” Piper said in a statement. “The people in Gaza should not be held hostage to this longstanding internal Palestinian dispute.”Amnesty International said reductions in power to Gaza “will have a disastrous impact on Gaza’s battered infrastructure and cause a public health disaster.“The move will also endanger thousands of lives including those of hospital patients with chronic conditions or in intensive care, including babies on life support,” the organization added.The administration of US President Donald Trump said last Tuesday that it was “concerned about the humanitarian situation in Gaza,” but placed the blame for the unfolding crisis on Hamas.In a State Department news briefing, spokeswoman Heather Nauert said “no one should lose sight of the fact, of this fact, that Hamas bears the greatest responsibility for the current situation in Gaza.”Both Israel and the PA charge that Hamas, which openly seeks the destruction of Israel, would have the money to supply Gaza’s power needs if it didn’t expend a large part of its resources on armament and preparation for future conflict with the Jewish state.The prospect of even lengthier blackouts in Gaza has raised fears of a new upsurge in violence. Defense Minister Avigdor Liberman insisted Monday that government ministers were fully apprised of a plan to approve thousands of new housing units in the Palestinian West Bank city of Qalqilya, and slammed politicians for verbal attacks on defense officials over the heated issue.Contradicting Prime Minister Benjamin Netanyahu, Liberman said the high-level meetings in which ministers were informed of the plan were recorded and transcribed.Netanyahu’s office earlier said Liberman had failed to present the security cabinet with full details of the potentially explosive plan ahead of a ministerial vote on it last year.Following media reports of the plan last week, right-wing ministers denounced the scheme with some claiming they were never presented with the details, prompting Netanyahu to announce Sunday that the Qalqilya project would be brought before the security cabinet for a second debate.Speaking in the Knesset at the weekly meeting of the Yisrael Beytenu faction that he leads, Liberman asserted that a document was distributed to the ministers by a planning committee saying that while 14,000 housing units should be built in the Qalqilya, under Israeli building restrictions a maximum of just 6,187 units could realistically be constructed in the Palestinian city bordering the West Bank security fence.The defense minister projected that the construction will only start in 2030.Uproar over the plan from other ministers was tailor-made for “primaries” and “Likud party campaigners,” Liberman accused, a reference to the rightist flank of Likud’s activist base and Central Committee members.Liberman also said he is not opposed to raising the issue again in the security cabinet. “From my perspective, let them have discussions morning and night,” he added.“Qalqilya was one of the quiet cities during the last terror wave,” Liberman said. “This was part of the carrot and stick approach [to the Palestinians] that incidentally, was publicized to the media.”Surrounded on three sides by Israel’s security barrier, Qalqilya lies opposite the country’s central region only a few kilometers from Kfar Saba, north of Tel Aviv. The trans-Israel highway, Route 6, passes next to the city.The building plan, first reported by Channel 2 news on Wednesday, would reportedly see 14,000 new apartments built on 2,500 dunams (617 acres) in Israeli-controlled Area C surrounding the city, potentially more than doubling its population, from 50,000 to 110,000.Speaking at his own faction meeting, Netanyahu said the number of units reported on in the media did not match what was presented to the cabinet, denying the veracity of the press accounts.“It is very expansive interpretation on a decision that was never taken. We didn’t accept this interpretation and [the number] was never raised,” he said.He also claimed his government had been the “best ever” for settlement building, pushing back against right-wing claims that he has frozen building in the West Bank and East Jerusalem.Liberman also scolded other cabinet members and lawmakers for their criticism of the IDF’s alleged involvement in the Qalqilya plan, accusing them of engaging in “wild and dangerous incitement.”Liberman said some lawmakers had suggested army commanders tried to slip past the security cabinet the full extent of the construction plan, personally attacking Chief of Staff Gadi Eisenkot and Coordinator of Government Activities in the Territories Yoav Mordechai.“Ministers and MKs are taking advantage of the fact that those in uniform can’t respond to them, and are allowing themselves, for narrow political reasons, to incite against the commanders of the IDF,” he charged.Netanyahu also called for critics to stop lashing out at IDF officers.“IDF officers carry out policy, they don’t lay down policy. That is what I am asking, and if there are arguments to be made — turn to the government, to the defense minister, to the prime minister — but don’t attack the IDF officers,” he said.Earlier Monday a statement released by the Prime Minister’s Office asserted that the protocols of the security cabinet meeting last year when the Qalqilya plan was voted on “prove that the prime minister is correct.”A spokesman for the Prime Minister’s Office declined to release the minutes of the meeting, but confirmed to The Times of Israel that Liberman had presented the plan. The PMO statement seemed to suggest the defense minister was responsible for omitting the intention to construct thousands of new Palestinian homes in Qalqilya.Liberman’s spokesperson declined to comment Monday on the allegation that he had failed to present key details of the plan, and would not say whether the defense minister disputed Netanyahu’s account of the proceedings in the cabinet meeting.Reports of Netanyahu’s dissatisfaction with the plan surfaced after several right-wing ministers denounced the scheme and claimed it had not been reviewed properly by the cabinet.
