Netanyahu hails ‘breakthrough technology’ in discovery of Hamas attack tunnel-Liberman says under-border passage proves Gaza still a 'kingdom of terror,' but Israel not seeking escalation of hostilities-By Marissa Newman and Judah Ari Gross-OCT 30,17

Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman on Monday hailed the IDF for destroying an attack tunnel from the Gaza Strip discovered inside Israeli territory, with the two leaders attributing its discovery to Israel’s new “breakthrough technology.”In remarks at the weekly Likud faction meeting, the prime minister said the long-rumored advanced technology to locate the attack tunnels had been utilized in the recent operation.“I told you many times before that we are developing breakthrough technology to deal with the tunnel threat,” said Netanyahu at the start of the meeting. “We are implementing it. Today, we located a tunnel and we destroyed it.”The prime minister said Israel holds Hamas responsible for all military action against Israel emanating from the Gaza Strip and “whoever hurts us, we hurt them.”Also hailing the “breakthrough technology,” Liberman warned that Israel would not tolerate incursions on its territory, while stressing that Israel was not seeking renewed conflict with Gazan terror groups.“I think the message is clear to all: We will not tolerate a breach of our sovereignty,” said Liberman at the start of the weekly Yisrael Beytenu faction meeting. “I emphasize that the explosion took place on our territory.”The tunnel extending from the Gazan city of Khan Younis, believed to have been dug after the 2014 war, “proves that despite the Palestinian reconciliation, the Gaza Strip remains a kingdom of terror,” the defense minister said, referring to ongoing negotiation between the rival Fatah and Hamas factions.“We have no interest in an escalation [in hostilities] and we have no intention of letting anyone hurt Israel’s sovereignty,” he added. In a statement, Education Minister Naftali Bennett also commented on the attack tunnel, which he described as a “serious violation of Israel’s sovereignty.”“Our enemies do not rest from their attempts to hurt the citizens of Israel. The IDF has learned from Operation Protective Edge and is using its intelligence, technology, engineering and operational abilities to stop such attempts and ensure the security of those living near Gaza. The neutralized tunnel is no longer a threat to the residents of the region,” said Bennett.Earlier, the military said the tunnel had been under surveillance for an extended period of time and was under active construction at the time of the demolition. The tunnel, which the IDF described as a “grave and unacceptable violation of Israeli sovereignty,” started in the Gazan city of Khan Younis, crossing under the border and approaching the Israeli community of Kissufim, the army said.“The tunnel was detonated from within Israel, adjacent to the security fence,” the military said in a statement.IDF spokesperson Lt. Col. Jonathan Conricus said the tunnel was at least two kilometers away from the Israeli town and did not pose a threat to its residents. Liberman also said no Israelis were endangered by the tunnel. The demolition was carried out near the fence separating Israel from Gaza. The tunnel was discovered by a new, advanced piece of technology that was being used for the first time, Conricus told reporters. He would not specify what type of equipment was used.It was the third such tunnel that the military has said it’s destroyed since the 2014 Gaza war, known in Israel as Operation Protective Edge. However, the first two tunnels, which were demolished last year, were believed to be leftovers from the 2014 conflict, whereas the tunnel that was detonated on Monday was “in progress,” according to Conricus. The destruction of the tunnel was first reported by Palestinian media on Monday afternoon. The reports said it was carried out by airstrike. The IDF initially contradicted those reports, saying it was a “controlled demolition,” but Conricus later clarified that the military would not comment on what munitions were used. The IDF officers said it was not immediately clear who dug the tunnel, but that ultimately the Israeli army holds Hamas “accountable and responsible” as it is the governing figure in the Strip.Hamas did not immediately comment on the demolition. The news site Palestine Today, which is affiliated with the Palestinian Islamic Jihad terror group, reported that a number of members from the group’s armed wing, Saraya Al-Quds, were incommunicado after the Israeli army destroyed the tunnel on Monday, but later in the day Hamas official media Al-Rai reported that three “resistance fighters” had been rescued.Additionally, the spokesperson for the Hamas-run Gaza health ministry, Ashraf al-Qidre, said four people who were injured in the detonation were brought to the Strip’s Al-Aqsa Martyrs’ Hospital.Hamas official media Al-Rai reports that three “resistance fighters” were rescued after the Israeli army detonated an attack tunnel dug from Gaza into Israel.Additionally, the spokesperson for the Hamas-run Gaza health Ministry Ashraf al-Qidre says four injured by detonation of the tunnel were brought to the Strip’s al-Aqsa Martyrs’ Hospital.Conricus would not comment on the dimensions of the tunnel, specifically its depth and length. The military could not confirm that the entire tunnel was destroyed.“The IDF does not intend to escalate the situation but stands prepared for a variety of scenarios,” the army said. The officer added that the “IDF is working above- and below-ground to thwart attempts to harm Israeli civilians and protect the relative calm in the area.”The IDF set up additional Iron Dome missile defense batteries in the area in case terror groups in the Strip fired rockets in response to the demolition. This summer, Israel began work on an underground barrier that is meant to counter attack tunnels. The army said the construction of the barrier was not connected to the discovery and demolition of Monday’s tunnel.Dov Lieber contributed to this report.

IDF destroys attack tunnel in Israeli territory built after 2014 war-Military says passage, dug from Gaza's Khan Younis, was under active construction, holds Hamas responsible-By Judah Ari Gross-OCT 30,17

The IDF on Monday “neutralized a terror tunnel” that was discovered inside Israeli territory near the Gaza Strip and is believed to have been dug after the 2014 war, the army said. The military said the tunnel had been under surveillance for an extended period of time and was under active construction at the time of the demolition. The tunnel, which the IDF described as a “grave and unacceptable violation of Israeli sovereignty,” started in the Gazan city of Khan Younis, crossing under the border and approaching the Israeli community of Kibbutz Kissufim, the army said.“The tunnel was detonated from within Israel, adjacent to the security fence,” the military said in a statement.IDF spokesperson Lt. Col. Jonathan Conricus said the tunnel was approximately two kilometers away from the Israeli kibbutz. He said it did not pose a threat to the residents. The demolition was carried out near the fence separating Israel from Gaza. The tunnel was discovered by a new, advanced piece of technology that was being used for the first time, Conricus told reporters. In fresh snub, UAE gives medals to all UNESCO members but Israel-Move follows ban on Israeli symbols at Abu Dhabi judo tourney; Jewish state's envoy to UN cultural arm slams 'dark mentality' of Emirates-By Raphael Ahren    -OCT 30,17

The United Arab Emirates snubbed Israel again on Monday, when its diplomats handed out gifts to all delegations at the UN cultural agency except Israel. The incident came on the heels of UAE’s refusal last week to allow Israeli athletes to display the Israeli flag and play the national anthem at a judo tournament in Abu Dhabi. An Emirati judoka also refused to shake hands after losing to his Israeli competitor, although the country’s top judo official later apologized to his Israeli counterpart for the snub.At Monday’s opening of UNESCO’s 39th General Conference in Paris, the Emirati delegation placed a box containing a silver medal on the desk of each foreign delegation in honor of the UAE having sponsored the renovation of the conference hall. The medals bear a portrait of Hamdan bin Rashid Al Maktoum, the deputy ruler of Dubai and finance minister of the UAE, who sponsored the renovations. No box, however, was placed on the desk of Israel’s ambassador to UNESCO, Carmel Shama-Hacohen.“The State of Israel has no need for gifts, but this ugly and uncivilized step, here in the world’s organization for culture and education, which follows the outrageous treatment of our judokas during the tournament in the UAE’s capital, shows how much hatred, incitement and dark mentality surround these people,” Shama-Hacohen said.Money can buy many things, but not reason and good manners, the Israeli diplomat added, quoting a Jewish proverb that says “Those who hate presents will live.”Shama-Hacohen said he plans to protest the UAE’s move with UNESCO’s outgoing director Irina Bokova.“There’s no room for boycotts, discrimination and politics in sport,” said Shama-Hacohen.He also said incoming UNESCO chief Audrey Azoulay will “hear from me at the first opportunity.”Last week, Israeli judokas won five medals — one gold and four bronze — at the Abu Dhabi Grand Slam. Organizers refused to let the athletes display the Israeli flag and to play “Hatikva.” Instead, the Israeli judoka were officially competing under the International Judo Federation’s banner. In addition to the ban on Israeli national symbols, the UAE’s Rashad Almashjari refused to shake hands after losing to Israeli Tohar Butbul in the first round of the men’s lightweight (66-73 kg) category.Mohammad Bin Thaloub Al-Darei, president of the UAE’s Judo Federation, and Aref Al-Awani, another senior Emirates sports official, later apologized to Israeli Judo Association head Moshe Ponte over Almashjari’s refusal to shake hands with Butbul, according to a statement from the International Judo Federation.Darei and Awani “apologized because of the UAE athletes not shaking hands with the Israel athletes and also congratulated the Israel team for their success here,” IJF president Marius Vizer said. He called the move a “gesture of courage.”

In desert of Oman, a gateway to life on Mars-In preparation for space travel, would-be astronauts simulate life on red planet in Gulf country's harsh environment-By Alison Tahmizian Meuse-OCT 30,17
DHOFAR, Oman (AFP) — In sunglasses and jumpsuits, a crew of European test astronauts is laying the groundwork for a Mars simulation in the barren expanse of the Omani desert, a terrestrial mission intended to pave the way to the red planet. The “analog astronauts” of the Austrian Space Forum — a volunteer-based collective — have arrived in Oman to begin preparations for a four-week simulation mission due to begin next year.Touching down at Marmul Airport, a remote outpost used by oil workers, the five-person advance team loaded up on sunscreen and, with their Omani counterparts dressed in crisp white gowns and colorful turbans, boarded four-by-fours and plunged into the desert under the blazing sun.Oil installations receded into the background and only rocky plateaus and ancient sandy riverbeds remained as far as the eye could see. Maps were spread on the hoods of the vehicles.“We want to simulate Mars on Earth and so we need a place that looks as much like Mars as possible. And we found it here in Oman,” Alexander Soucek, the lead flight director of the AMADEE-18 mission, told AFP.The team was on a quest to pin down the location of the base camp for the simulation, to be held in February.“Here the humans coming from Earth will land after six months’ travel through space… Simulated, of course!” Soucek said upon arrival at the chosen site.“When we fly to Mars in reality, we will need as many questions as possible already answered so that we are really well prepared.”‘Sneak preview of the future’-During the mission, the team will carry out a series of experiments, from growing greens without soil in an inflatable hydroponic greenhouse to testing an autonomous “tumbleweed” rover, which maps out terrain while propelled by the wind.“There are very few groups on this planet testing these procedures and doing these high-fidelity simulations,” said Soucek. “We are one of them.”The team hopes the simulation will help nail down future tools and procedures for the first manned mission to Mars.Field commander Gernot Groemer predicts a Mars mission may be carried out by a collective of the United States, Russia, Europe and possibly China relatively soon — with the first human to set foot on the red planet maybe already born.“What we’re going to see here in about 100 days is going to be a sneak preview into the future,” said Groemer, describing a U-shaped encampment where “an exquisitely compiled suite of experiments” will take place. Those include experiments designed to test human factors that could affect pioneering astronauts, such as mental fatigue and depression.Just 15 people will enter the isolation phase, when their only way to troubleshoot snags will be through remote communication with “earth” in Austria.-Innovations for Earth-The total cost of the project is expected to be around half a million euros, covered mainly by private donations from industry partners.Critics of such space missions see the massive amounts of money as a luxury in a time of austerity measures in Europe and depressed oil prices in the Gulf. The Austrian Space Forum argues the money is not being “thrown into space” and that the tools being developed are not only useful for life on a distant planet but for our own.“Most people every day use a handful of space technologies without even knowing it,” said Groemer, listing off satellite imagery, fuel injection for cars and breast cancer screening software. On Monday the Austrian Space Forum signed a memorandum of understanding with Oman, making the sultanate’s selection as the mission site official. For the Omani Astronomical Society, which invited the Austrian Space Forum, the mission is a way to inspire the country’s youth.A series of lectures is taking place at Sultan Qaboos Grand Mosque in Muscat, geared especially toward hundreds of young students.Al-Khattab Ghalib Al Hinai, deputy head of the steering committee for AMADEE-18 and vice chairman of Oman’s State Council, says a high school team will even participate, conducting a geophysics experiment to find water.“The whole idea is to ignite imagination within the young society in Oman, female and male, and I hope this journey of discovery will help them to always search for the unknown,” the geologist said.“I hope to see astrophysicists in Oman, I hope to see geologists. I hope to see astronauts in the future.”

Bahrain convicts 19 Shiites as spies for Iran-Court finds group guilty of leaking information to Revolutionary Guards and Hezbollah and receiving 'material support' from the two forces-By AFP-OCT 30,17

DUBAI — A Bahraini court on Monday sentenced 19 Shiites to lengthy jail terms on charges of spying for Iran and plotting to overthrow the regime, judicial sources said.Eight people were sentenced to life in prison, nine to 15 years in prison and two to 10 years in jail for espionage and inciting public dissent, according to a statement released by the counter-terrorism prosecutor’s office.Fifteen of those convicted were also stripped of Bahraini citizenship, the statement said. The court found the group guilty of leaking information to Iran’s elite Revolutionary Guards and Lebanon’s Iranian-backed Hezbollah and of receiving “material support” from the two forces. They were also convicted of forming a cell to “incite the public against the government and call for regime change by force.”The prosecutor’s office said the 19 belonged to the Al-Wafaa Islamic movement, a little-known group which Bahraini authorities say is linked to the Revolutionary Guards and Hezbollah.Speaking on condition of anonymity, a judicial source confirmed all 19 were Shiite Muslims.Dozens of Bahrainis have been jailed and stripped of citizenship since the 2011 outbreak of protests demanding an elected government in the Sunni-ruled kingdom.A key US ally and home to the US Fifth Fleet, Bahrain has tightened its grip on dissent since 2011, drawing harsh criticism from international rights groups for its treatment of the Shiite-majority population. In April, parliament gave approval for military courts to try civilians charged with “terrorism,” a vaguely defined legal term in the kingdom.Bahrain accuses Shiite Iran of training “terrorist cells” that aim to overthrow its government, an allegation Tehran denies.

CO₂ in atmosphere ‘surged’ to new high in 2016, UN says-Greenhouse Gas Bulletin finds carbon dioxide levels now match a time when the sea was 20 meters higher-By AFP and TOI staff-OCT 30,17

The concentration of carbon dioxide (CO₂) in the atmosphere increased faster than ever last year and hit a new high, the UN said Monday, warning that drastic action is needed to achieve targets set by the Paris climate agreement.“Concentrations of carbon dioxide in the atmosphere surged at a record-breaking speed in 2016,” the World Meteorological Organization said.“Globally averaged concentrations of CO₂ reached 403.3 parts per million in 2016, up from 400.00 ppm in 2015 because of a combination of human activities and a strong El Nino event,” it said, referring to a weather phenomenon that causes droughts, reducing the number of plants that can absorb CO₂ from the atmosphere. The Greenhouse Gas Bulletin, the UN weather agency’s annual flagship report, tracks the content of dangerous gasses in the atmosphere in the post-industrial era (since 1750).The report also said that the last time Earth experienced similar CO₂ concentration rates was three to five million years ago, when the sea level was up to 20 meters (66 feet) higher than now.“It is the largest increase we have ever seen in the 30 years we have had this network,” Oksana Tarasova, chief of WMO’s global atmosphere watch program, told the BBC. “The largest increase was in the previous El NiƱo, in 1997-1998 and it was 2.7ppm and now it is 3.3ppm, it is also 50% higher than the average of the last ten years.”“Without rapid cuts in CO₂ and other greenhouse gas emissions, we will be heading for dangerous temperature increases by the end of this century, well above the target set by the Paris climate change agreement,” WMO chief Petteri Taalas said in a statement. The historic agreement approved by 196 countries two years ago is facing renewed pressure following US President Donald Trump’s decision to quit the accord. But nations are set to press on with the task of implementing it at climate talks in Bonn next week.“The numbers don’t lie. We are still emitting far too much and this needs to be reversed,” the head of UN Environment, Erik Solheim, said in a statement on the new report. “What we need now is global political will and a new sense of urgency.”The Greenhouse Gas Bulletin tracks concentrations of gases in the atmosphere, rather than emissions, with data compiled from a monitoring station in Mauna Loa, Hawaii.

Iran skips UN Abu Dhabi meet on nuclear power; it had been seated next to Israel-Organizers ask media to not photograph the Israeli delegation-By AP-OCT 30,17

ABU DHABI, United Arab Emirates — Iran’s nuclear deal with world powers may hang in the balance, but you wouldn’t know it at the United Nations conference on atomic energy held Monday in the United Arab Emirates.Iran decided to skip the Abu Dhabi conference, leaving its seats empty as Yukiya Amano, the head of the International Atomic Energy Agency, avoided speaking about the nuclear deal at all in his address at the venue.Iranian officials did not respond to a request for comment to discuss their decision to avoid the conference.Amano’s decision may have been tactical after visiting Tehran just the day before and telling journalists that Iran still honored the accord. Both the UAE and neighboring Saudi Arabia remain highly suspicious of the nuclear deal, which saw economic sanctions on Iran lifted in exchange for it limiting its enrichment of uranium. The two Gulf Arab countries say that new money flowing into Iran has aided its ability to back Shiite militias in Iraq and support embattled Syrian President Bashar Assad. Also sharing that suspicion is Israel, which sent a delegation to the nuclear conference. The UAE, like many Arab countries, does not have diplomatic ties with Israel and remains opposed to its occupation of lands Palestinians want for a future state.Conference organizers asked journalists not to film the Israeli delegation.Israeli officials did not immediately return a request for comment. Their presence also nearly created a unique diplomatic conundrum, as conference organizers had seated them next to Iran. The Iran nuclear deal, struck in 2015, now faces one of its biggest threats. US President Donald Trump has declined to re-certify the deal, sending it to Congress to address.Trump’s refusal this month to re-certify the agreement has sparked a new war of words between Iran and the United States, fueling growing mistrust and a sense of nationalism among Iranians. The European Union, Britain and other parties in the deal have all encouraged Trump to keep the accord in place.

Israel’s UN envoy blasts discovery of Gaza tunnel under UNRWA school-Danny Danon says underground passage shows Hamas using international facilities as 'terror bases' and children as 'human shields'-By TOI staff-OCT 29,17

Israel’s UN Ambassador Danny Danon on Sunday blasted the discovery of a tunnel underneath a Gaza school run by the UN agency for Palestinian refugees, accusing the Hamas terror organization of using UNRWA facilities as “terror bases” and Gazan children as “human shields.”“Yet another terror tunnel under an UNRWA schoolyard. This is what Hamas rule looks like and this is more proof of the double war crime committed as terror tunnels are built to attack Israelis, while using the children of Gaza as human shields,” said Danon in a statement.“We cannot accept a situation in which UNRWA schools are used as terror bases.  This dangerous incident must not be ignored and strict oversight is needed to ensure that UN facilities are not used to protect terrorists,” he added.Since the discovery some two weeks ago, UNRWA closed the school and sealed off the opening to the tunnel. The school resumed operations last Wednesday, the UN organization said in a statement on Saturday. The statement did not say where the tunnel led, where it was found, or who was believed to have constructed it.“The presence of a tunnel underneath an UNRWA installation, which enjoys inviolability under international law, is unacceptable. It places children and agency staff at risk,” the UN agency said.UNRWA informed Israel’s Coordinator of the Government Activities in the Territories, IDF Maj. Gen. Yoav Mordechai, of the incident and also lodged a complaint with the relevant authorities in Gaza over the violation of the neutrality of a UN facility, according to a Sunday report from the Hebrew-language Ynet website.Over the years, Gaza’s Hamas terrorist rulers have built a labyrinth of tunnels, some passing under the border into Israel which they used to launch attacks during their last conflict with the Jewish state in 2014.On June 1, UNRWA said it found “part of a tunnel that passes under two adjacent agency schools in the Maghazi camp” during construction work.At the time, Danon submitted a letter of protest to UN Secretary-General Antonio Guterres and the UN Security Council.Hamas later “strongly condemned” the UNRWA revelation, saying it would be exploited by Israel to “justify its crimes.”The terror group denied it built the tunnel and said it had clarified the issue “with all factions and resistance forces, who clearly stated they had no actions related to the resistance in the said location.”UNRWA has long been criticized by Israel for aspects of its handling of relations with Hamas, and Israel has claimed that some of UNRWA’s Palestinian employees support terrorist activities and spread anti-Semitism online. An independent UN inquiry found in 2015 that Palestinian armed groups hid weapons in three empty UN-run schools in Gaza and that in at least two cases terrorists “probably” fired rockets at Israel from the facilities during the summer war in 2014 between Israel and the Gaza Strip.

Netanyahu meets with US envoys for peace talks ‘check-in’-Senior Trump administration official says new Israeli legislation to expand Jerusalem's municipal boundaries was not discussed-By TOI staff and Raphael Ahren-OCT 29,17

United States Special Middle East Envoy Jason Greenblatt and US Ambassador to Israel David Friedman met with Prime Minister Benjamin Netanyahu in his Jerusalem office Sunday as part of the Trump administration’s continued efforts to restart peace talks between Israelis and Palestinians.A senior US official told The Times of Israel the meeting was “a general check-in on peace conversations.”The official said the controversial proposed Israeli legislation to expand the municipal boundaries of Jerusalem to include West Bank settlements was not discussed.Greenblatt has traveled to the region numerous times to meet with Israeli, Palestinian, Egyptian, and Jordanian officials on a new peace push, whose parameters have not yet been announced. The Trump administration has openly made clinching an Israeli-Palestinian peace deal a priority, while stressing negotiations would take time and refraining from strong criticism of Israeli settlement activity.Earlier Sunday, a Trump administration official found fault with the “Greater Jerusalem” bill, which was removed from the agenda of a key ministerial panel  on Saturday night at the prodding of the US.“It’s fair to say that the US is discouraging actions that it believes will unduly distract the principals from focusing on the advancement of peace negotiations. The Jerusalem expansion bill was considered by the administration to be one of those actions,” the US official told The Times of Israel. The statement came hours after coalition chairman David Bitan (Likud) told Army Radio a vote on the bill in the Ministerial Committee for Legislation on Sunday was delayed because “there is American pressure claiming this is annexation.”The proposed bill calls for expanding the Jerusalem municipal boundaries to include four major settlements and a settlement bloc in the West Bank that are home to more than 100,000 Israelis. It aims to solidify the city’s Jewish majority, but stops short of formal annexation, making the practical implications unclear. The bill says the communities would be considered “daughter municipalities” of Jerusalem.Under the same proposal, some 100,000 Palestinians living in neighborhoods outside the security barrier would be removed from the city’s census and given a new municipality.Peace Now, an Israeli anti-settlement watchdog group, says the bill would amount to “de facto annexation,” and be a clear step toward full annexation of the West Bank.Agencies contributed to this report.

Israel advocacy group honors Mexican diplomat who protested UNESCO vote-Andres Roemer, fired after walking out of vote on resolution denying Jewish ties to Jerusalem, receives award from StandWithUs in LA-By JTA-OCT 29,17

RIO DE JANEIRO — Mexico’s former UNESCO ambassador, who was fired last year for walking out of a vote on an anti-Israel resolution effectively denying Jewish ties to Jerusalem, was honored in LA.Andres Roemer received the Guardian of Truth and History Award from StandWithUS during a ceremony held Friday in Los Angeles, reported the Milenio news website.“More important than education is critical thinking. Many people with many academic degrees and educational degrees have voted, supported and made terrible leaders rise to power. It does not matter if they are right or left. It does not matter if they are Trump, Chavez, Maduro or Pol Pot. The followers end up being the leaders,” Roemer, who is Jewish, said during his speech. Thanks very much!!! ¡Muchas gracias! @StandWithUs por su aprecio y reconocimiento. Enorme responsabilidad y gratitud-por siempre.Gratitude-In October 2016, the Latin American diplomat risked his position by walking out of a United Nations Educational, Scientific and Cultural Organization vote at its headquarters in Paris — leaving his deputy to cast the country’s vote — in a personal protest against the UNESCO resolution denying Jewish ties to Jerusalem.StandWithUs was founded in 2001 and currently has a global presence with 16 offices in the United States, Israel and the United Kingdom. Its main activity is to train Israeli speakers and advocates with a wide variety of materials, resources and tools in order to effectively combat the growing anti-Israel campaigns.-In July, Prime Minister Benjamin Netanyahu met with Roemer in Jerusalem.“Last year, I received many expressions of sympathy and support from the Jewish and also the Christian world, but today’s meeting was particularly touching for me,” Roemer said at the time, according to a statement by Israel’s ambassador to UNESCO, Carmel Shama-Hacohen, who organized the meeting. In May, the Mexican-Jewish diplomat received the International Sephardic Leadership Award from the American Sephardic Federation.

Kurdish leader Barzani, architect of independence vote, to step down-Announcement by president of autonomous region in Iraq comes after loss of territory and oilfields due to 'yes' vote in referendum-By AFP-OCT 29,17

IRBIL, Iraq — Massoud Barzani, the president of the autonomous Kurdish region in Iraq, told a closed-door session of parliament Sunday he was stepping down amid the fallout from a controversial independence referendum.“After November 1, I will no longer exercise my functions, and I reject any extension of my mandate,” the 71-year-old said in a letter read out to parliament in the Kurdish capital Erbil, a copy of which was obtained by AFP.“Changing the law on the presidency of Kurdistan or prolonging the presidential term is not acceptable,” said the architect of the September 25 independence vote, which led to the Kurds losing to Baghdad’s forces disputed territory and oilfields to which they laid claim.“I ask parliament to meet to fill the vacancy in power, to fulfill the mission and to assume the powers of the presidency of Kurdistan,” said the letter.Barzani also said he would “remain a peshmerga (Kurdish fighter) among the ranks of the people of Kurdistan and I will continue to defend the achievements of the people of Kurdistan.”Sunday’s parliamentary session was held behind closed doors because of “sensitive questions” that would be discussed, deputies said earlier.Officials from Barzani’s Kurdistan Democratic Party (KDP) had told journalists ahead of the session that the letter to be read out would announce he was stepping aside.-Simmering tensions-Barzani’s letter was sent to parliament to decide on the provisional redistribution of the presidency’s powers until a presidential election, for which a date has yet to be fixed.November 1 had originally been slated for both presidential and legislative elections in the Kurdish region of northern Iraq, but these were postponed in the political and military chaos that followed the referendum — which returned a massive “yes” to independence. The start of Sunday’s parliamentary session was postponed several times amid political tensions. The opposition Goran party which had sought Barzani’s resignation and a “government of national salvation” opposes the redistribution of the presidency’s powers proposed by the major Kurdish parties, the KDP and its rival Kurdish Patriotic Union (PUK), deputies said.Barzani “symbolizes the failure of Kurdish politics, and the only thing left for him to do is to issue a public apology,” Goran MP Rabun Maarouf said before the session began.Barzani had come under growing opposition from his detractors after he organized the September 25 referendum on Kurdish independence that triggered a deep crisis with Baghdad. The federal government deemed the vote unconstitutional, and its forces have since seized a swath of disputed territory in the north from Kurdish fighters.Territory reclaimed from the Kurds in the sweeping operation included key oilfields in and around the disputed province of Kirkuk.-Push for dialogue-The loss of the oilfields, which provided income that would have been critical to an independent Kurdish state, sparked recriminations among the Kurds.Political life in Kurdistan is dominated by the KDP and PUK of Iraq’s late president Jalal Talabani.Iraq’s current president, Fuad Masum, is also a PUK member and had backed a push for dialogue between the Kurds and Baghdad before the referendum. After the vote, Masum said the referendum had triggered the assault on Kirkuk.Iraq’s neighbors Turkey and Iran, which have their own Kurdish minorities, also strongly opposed the non-binding vote, and Ankara on Thursday said the Iraqi Kurdish offer for the referendum to be frozen was “not enough,” instead urging the Erbil government to cancel it.French President Emmanuel Macron has urged dialogue between Baghdad and the Kurds, telling Prime Minister Haider al-Abadi in a phone call Saturday that “everything possible should be done to avoid fighting between Iraqis,” the presidency in Paris said.Barzani’s move on Sunday comes with Abadi’s forces engaged in battles in the west with holdout jihadists of the Islamic State group, assaulting what the premier called “the last den of terrorism in Iraq,” Al-Qaim on the border with Syria.

US official: Jerusalem expansion bill ‘distracts’ parties from peace-Legislation to expand capital's municipal boundaries to absorb West Bank settlements stalled due to American pressure-By TOI staff and Raphael Ahren-OCT 29,17

A senior US official on Sunday criticized proposed Israeli legislation that seeks to absorb a number of West Bank settlements into Jerusalem’s municipal boundaries.“It’s fair to say that the US is discouraging actions that it believes will unduly distract the principals from focusing on the advancement of peace negotiations. The Jerusalem expansion bill was considered by the administration to be one of those actions,” the US official told The Times of Israel. The statement came hours after coalition chairman David Bitan (Likud) told Army Radio a vote on the “Greater Jerusalem” bill in the key Ministerial Committee for Legislation on Sunday was delayed because “there is American pressure claiming this is annexation.”The proposed bill calls for expanding the Jerusalem municipal boundaries to include four major settlements and a settlement bloc in the West Bank that are home to more than 100,000 Israelis. It aims to solidify the city’s Jewish majority, but stops short of formal annexation, making the practical implications unclear. The bill says the communities would be considered “daughter municipalities” of Jerusalem.Under the same proposal, some 100,000 Palestinians living in neighborhoods outside the security barrier would be removed from the city’s census and given a new municipality. The Haaretz daily quoted Netanyahu as saying Israel needs to coordinate the bill with the US.“The Americans turned to us and inquired what the bill was about. As we have been coordinating with them until now, it is worthwhile (to continue) talking and coordinating with them. We are working to promote and develop the settlement enterprise,” it quoted Netanyahu as saying at a government meeting Sunday.Peace Now, an Israeli anti-settlement watchdog group, says the bill would amount to “de facto annexation” and be a clear step toward full annexation of the West Bank.Netanyahu had previously indicated that he would give his backing for the proposal to absorb Ma’ale Adumim, Beitar Illit and Efrat, along with the Etzion bloc of settlements, into the Jerusalem municipality.Israel captured East Jerusalem, the Old City and the West Bank from Jordan in 1967, and extended sovereignty to the Old City and East Jerusalem in 1980, in a move never recognized by the international community. Most countries also consider the West Bank settlements illegal under international law, as well as the formal annexation of land seized during war. Israel officially maintains that the settlements are not illegal, because the land is disputed rather than occupied.Israeli leaders on both the left and the right maintain that the largest settlement blocs in the West Bank will become part of Israel via land swaps under any future peace deal.Agencies contributed to this report.

Coalition whip: Jerusalem bill delayed over US pressure, annexation fears-David Bitan says Washington sees the legislation as an effort by Jerusalem to extend its sovereignty to settlements near the capital-By AP and TOI staff-OCT 29,17

An Israeli lawmaker said Sunday that pressure from the United States led Israel to delay a vote on a bill that would absorb a number of West Bank settlements into Jerusalem.David Bitan, the Likud party’s parliamentary whip and a close ally of Prime Minister Benjamin Netanyahu, told Army Radio the vote in the key Ministerial Committee for Legislation on Sunday was delayed because “there is American pressure claiming this is annexation.”The bill aims to solidify the city’s Jewish majority, but stops short of formal annexation, making the practical implications unclear. The bill says the communities would be considered “daughter municipalities” of Jerusalem. The Palestinians claim both East Jerusalem and the West Bank, territories captured by Israel in the 1967 war, as part of their future state, a position that has wide international backing. Israel annexed East Jerusalem in a move not recognized internationally and maintains the settlement blocs will be retained in any future peace deal. The Haaretz daily quoted Netanyahu as saying Israel needs to coordinate the bill with the US.“The Americans turned to us and inquired what the bill was about. As we have been coordinating with them until now, it is worthwhile (to continue) talking and coordinating with them. We are working to promote and develop the settlement enterprise,” it quoted Netanyahu as saying at a government meeting Sunday.Peace Now, an Israeli anti-settlement watchdog group, says the bill would amount to “de facto annexation” and be a clear step toward full annexation of the West Bank.US President Donald Trump’s envoy, Jason Greenblatt, has been shuttling throughout the region in hopes of restarting peace talks, which last collapsed in 2014.But in contrast to the Obama administration, Trump has not explicitly endorsed a Palestinian state. He also has shown some tolerance for settlement construction, urging Israel to show restraint but saying a complete halt is unnecessary.Israel says the fate of the settlements, home to more than 600,000 Israelis, should be decided through peace talks along with other core issues like security.

Saudi Arabia accuses Iran of blocking Yemen peace-Charging Tehran with smuggling arms to Houthi rebels, Saudi FM calls Islamic Republic 'the greatest sponsor of terrorism in the world'-By AFP-OCT 29,17

RIYADH, Saudi Arabia — Saudi Arabia on Sunday accused Iran of blocking peace efforts in Yemen, slamming its political archrival over support for the Yemeni rebels Riyadh is fighting against.Saudi Foreign Minister Adel al-Jubeir accused Tehran of smuggling arms to Yemen’s Shiite Houthi rebels, who control northern Yemen, and to the rebels’ ally former president Ali Abdullah Saleh.“Iran is destroying all attempts to find a solution in Yemen, which has led to the failure of all political negotiations between the government and these militias,” Jubeir told a gathering in the Saudi capital of foreign ministers and military officials from countries including Egypt, Bahrain, the United Arab Emirates and Senegal.“These militias would not have continued operations without the support of the greatest sponsor of terrorism in the world — the Iranian regime,” Jubeir said. The Yemen war has claimed more than 8,600 lives since a regional military coalition, led by Saudi Arabia, joined the Yemeni government’s fight against the rebels in 2015.A cholera outbreak has also claimed more than 2,100 lives since April as hospitals struggle to secure supplies amid a blockades on ports and the country’s main international airport. The United Nations has warned Yemen now stands at the brink of famine. Both sides in the Yemen conflict have come under harsh criticism for their neglect of civilian safety, but the Saudi-led coalition has in particular been accused of bombing schools, markets and hospitals in support of Yemeni President Abedrabbo Mansour Hadi. The United Nations this month placed the coalition on a blacklist over its “killing and maiming of children.”Sunday’s gathering in Riyadh comes a week after US Secretary of State Rex Tillerson met with Gulf officials in the Saudi capital for talks that largely focused on Iran’s role across the region. The UN Human Rights Council in September agreed to send a group of experts to investigate alleged violations and abuses in Yemen, overcoming strong resistance by Saudi Arabia’s representative.

Hundreds of thousands rally in Barcelona for Spanish unity-Pro-union demonstrators call for defending Spain's integrity a day after Madrid ousts Catalan leader over independence declaration-By Aritz Parra, Elena Becatoros and Joseph Wilson-TOI-OCT 29,17

BARCELONA, Spain (AP) — Hundreds of thousands who want Catalonia to remain part of Spain rallied in downtown Barcelona on Sunday, two days after a separatist majority in Catalonia’s parliament exacerbated a political crisis by voting for the wealthy region to secede.Organizers say the march’s goal is to defend Spain’s unity and reject “an unprecedented attack in the history of democracy.” Leaders of rival pro-union parties from the ruling conservatives, the pro-business liberals and the socialists have joined together under the slogan “We are all Catalonia. Common sense for coexistence!”Rally organizers Societat Civil Catalana, the leading pro-union grassroots group, said that over 1 million people turned out for the march that maintained a festive mood without any incidents reported.Police haven’t yet provided a crowd estimate. Many demonstrators waving Spanish, Catalan and European Union flags flooded a central boulevard. Some held hand-made signs and banners reading “We won’t let Spain to be torn apart into pieces” and “The awakening of a silenced nation.”“Catalan leaders have broken the law. The central government has let this situation go for too long, for even 30 or 40 years, thinking that we were never going to arrive to this extreme, but here we are,” said Angelita Cuesta, a 66-year-old retiree.“Our society is fractured, there are family members and friends who no longer can talk about politics to avoid conflict.”Three weeks ago, the same group organized a mass rally that brought hundreds of thousands onto Barcelona’s streets. That was by far the largest pro-union show of force in Catalonia in recent years, in contrast to huge rallies by separatists.“We have organized ourselves late, but we are here to show that there is a majority of Catalans that are no longer silent and that no longer want to be silenced,” Societat Civil Catalana president Alex Ramos said.Members of Spain’s central government, including Health Minister Dolors Montserrat, and Enric Millo, who is Madrid’s representative in Catalonia, also attended Sunday’s rally. No major pro-independence marches were expected.Catalonia’s separatist leader, who was fired along with his regional government on Saturday, has called for Catalans to engage in peaceful opposition to Spain’s crackdown to keep the country together. The vote by pro-independence lawmakers Friday in favor of secession, and Madrid’s response triggering unprecedented constitutional powers taking control of Catalan affairs, was the climax of Spain’s worst political crisis in decades.Spanish Prime Minister Mariano Rajoy also dissolved Catalonia’s parliament and called a new regional election for December 21.Separatists only won 48 percent of the vote in Catalonia in the last regional election in 2015, although they took more seats because of Spanish election law which gives more weight to sparsely populated areas. The top politicians for pro-union parties wanted to use Sunday’s rally as a launchpad for the critical elections in just over six weeks.“It’s time to take over the streets and take over the ballot boxes,” said Albert Rivera, the leader of the center-right Citizens party.Oriol Junqueras, the ousted vice president of Catalonia’s rebellious government, wrote in an open letter in Catalan newspaper El Punt-Avui on Sunday that separatists should consider participating in the elections. That was in response to some secessionists who argue to boycott them. The Catalan parliament’s vote to secede came after an illegal October 1 referendum in Catalonia in favor of independence. Spain’s constitutional court had outlawed the vote, and local opponents to secession had boycotted the process after separatists violated parliament rules to push through its convocation.Voting on the day itself was marred by violence when national police clashed with people attempting to cast their ballots, in what was widely seen in the region as a heavy-handed response by Spanish police. But Spain’s government said that the police response was proportionate to the resistance that officers met.Ousted Catalan president Carles Puigdemont issued a televised message Saturday saying that he and other regional officials fired by Madrid would keep “working to build a free country.” His comments were a veiled refusal to accept his Cabinet’s dismissal as ordered by central authorities.Following their official dismissal, Puigdemont and the 12 members who until Saturday made up the Catalan Cabinet are no longer paid.Spain’s government has said they could be charged with usurping others’ functions if they refuse to obey, which could throw the region into further turmoil by prolonging a monthlong standoff.Separately, a Belgian government official said Sunday it would be “not unrealistic” for Puigdemont to ask for asylum, and warned it would create serious diplomatic difficulties with fellow European Union member state Spain.Asylum State Secretary Theo Francken said on Twitter that “it is possible to ask for asylum as an EU subject” in Belgium, adding it was up to independent asylum authorities whether to grant it.The 28-nation EU is considered a bloc where the rule of law applies and granting asylum based on arguments that repression would endanger the full exercise of one’s rights would be exceptional.“If you assess the situation at this stage, including the prison terms and the repression from Madrid,” Francken told VTM network, “there is the question whether a person like that can get a fair trial, of course.”In another tweet, he stressed Belgium wasn’t seeking such a scenario. “I am not rolling out the welcome mat,” he said.In the past, some Basque separatists have asked for asylum in Belgium and weren’t extradited to Spain, causing years of friction.

New Jewish neighborhood reportedly planned for East Jerusalem-Government said to grant millions of shekels to build ten thousand homes in Atarot, near Arab town of Qalandiya; planning experts dismiss the idea-By TOI staff-OCT 26,17

The government has reportedly set aside millions of shekels to lay the groundwork for a new Jewish neighborhood in East Jerusalem. The plan is to build some ten thousand new homes for Jews in north Jerusalem, near the Arab town of Qalandiya, just a few miles south of Ramallah, the de facto capital of the Palestinian Authority, Channel 1 reported Wednesday. The treasury has already allocated the money to develop the project, the report said. However, planning experts in Jerusalem told Channel 1 it is “nothing less than a fantasy.”No new Jewish neighborhoods have been built in Jerusalem since the 1990s.“Building ten thousand homes in the Atarot area is a Zionist act, an important settlement of the first order,” Construction Minister Yoav Galant (Kulanu) said. “Today we are investing the first funds in planning to get the project started,” he added.Left-wing activist group Peace Now condemned the plan, calling it “crazy.”“This is a crazy plan, both politically and in terms of planning,” the group said. “It is an attempt to drive a wedge into the heart of an urban area of hundreds of thousands of Palestinians. Since the neighborhood of Har Homa was established in the 1990s, no new Israeli neighborhood has been built beyond the Green Line in Jerusalem.”

US Vice President Pence to visit Israel in December-White House says Mike Pence, set to arrive during Hanukkah, will discuss prospects for a peace deal in separate meetings with Netanyahu and Abbas-By AP and TOI staff-OCT 26,17

DALLAS — US Vice President Mike Pence announced Wednesday that he will travel to Israel and Egypt in late December at President Donald Trump’s request.Pence made the announcement in Washington in keynote remarks at In Defense of Christians’ annual solidarity dinner for Christians in the Middle East.He said he’ll deliver a message during the trip that now is the time to “end the persecution of Christians and all religious minorities.”.@POTUS asked me to go to the Middle East in Dec. to deliver the message that it is time to bring an end to the persecution of Christians. pic.twitter.com/IiOU28UFpb— Vice President Pence (@VP) October 25, 2017-The vice president will visit Israel during Hanukkah. He’ll discuss the prospects for a Middle East peace agreement in separate meetings with Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas, according to the White House.Pence is also expected to address US policy toward Iran and highlight Israel’s space program.Pence will also meet with Egyptian President Abdel-Fattah el-Sissi and highlight US-Egypt cooperation on security issues. Pence also plans meetings with government and religious leaders to discuss combating the persecution of religious minorities – including Christians – in the broader Middle East.On Sunday it was reported that the Trump administration would shortly unveil a formal proposal for Middle East peace that aims to enable a “comprehensive regional arrangement,” but that will not be imposed on the sides, and that will not feature a rigid timetable. An administration official told The Times of Israel, however, that there were no imminent plans to present a proposal.Such an approach would apparently represent a departure from previous US peace efforts, which focused primarily on Israeli-Palestinian negotiations.Administration officials have in the past made plain that a proposal will be put forward at some point in the near future, and that the administration will discuss its specifics at that time.Pence, who has long been close to the pro-Israel community, has said several times that Trump would place Israel’s safety and security as a priority in any peace negotiations with the Palestinians. He has also repeatedly said that the US president would fulfill a campaign promise to move the US embassy to Jerusalem.“I promise you that the day will come when President Donald Trump moves the American Embassy from Tel Aviv to Jerusalem. It is not a question of if, it is only when,” he told Christian supporters of Israel at the annual the annual CUFI conference in July.Trump, who himself visited Israel in May, renewed a waiver in June on a law passed in 1995 mandating the move, as all of his predecessors have done, and has backed away from the pledge. On Thursday, US Treasury Secretary Steven Mnuchin is stopping in Israel during a Middle East tour focused on combating terrorism.Mnuchin, who is Jewish, is in the region to coordinate sanctions on backers of terrorist groups. He met in Riyadh on Wednesday with Mohammed bin Salman, the Saudi crown prince, and other top Saudi officials.

US House approves legislation to sanction Hezbollah, thwart its cash flow-A spate of bills passed the US House Wednesday that target the Iran-backed Lebanese-based organization; Lebanon fears measures will damage banking sector-By Eric Cortellessa-TOI-OCT 26,17

WASHINGTON — The House of Representatives passed a spate of bills on Wednesday to sanction Hezbollah and prevent its militants from receiving illicit funding as part of a package of measures designed to target one of Iran’s leading terrorist proxies. One of them — sponsored by Rep. Ed Royce, a Republican from California, and Rep. Eliot Engel, a Democrat from New York — would impose sanctions on individuals, entities and foreign governments for providing monetary, military or recruitment assistance to the Lebanese-based organization.Royce said the motion would hold Hezbollah “accountable for its acts of death and destruction.”Hezbollah, a member of Lebanon’s coalition government, is also considered a terrorist organization by the US government, which has sanctioned the group in the past. The bill’s passage reportedly set off alarms in Beirut, where officials feared major damage might be done to the country’s banking sector if the bill is signed into law. These latest moves come as the Trump administration intensifies its pressure on Iran. Earlier this month, US President Donald Trump decertified the Iran nuclear deal, setting of a 60-day review period on Capitol Hill over whether  to renew nuclear-related sanctions against Tehran.Secretary of State Rex Tillerson told reporters the administration will ask lawmakers to amend a domestic law that would address what they see as flaws in the deal. Mainly, they want to add “triggers” that would outlast the sunset provisions in the deal and include clauses addressing ballistic missiles.Another bill that passed the House Wednesday urges the Trump administration to push the UN Security Council to impose international sanctions against Hezbollah over its practice of using civilians as human shields, while another seeks to sanction Iran for its development and testing of ballistic missiles.A separate House resolution also passed that calls on the European Union to fully designate Hezbollah as a terrorist organization. Currently, the EU only recognizes its “military wing” a terrorist group but not its “political wing.”“More can be done to counter the Iranian proxy Hezbollah,” said Rep. Ted Deutch, a Florida Democrat who authored the measure.“That begins with calling them what they are – a terrorist organization committed to the destruction of Israel and undermining the values and interests of the United States and – our EU friends must acknowledge, as well – the values and interests of Europe. The world knows that Hezbollah is a terrorist group. It’s time for the European Union to end its false distinction and join us in designating all of Hezbollah as a terrorist organization.”The Associated Press contributed to this report.

IDF to raze home of terrorist who killed Reuven Schmerling-Palestinian suspect, from West Bank city of Qabatiya, allegedly stabbed Elkana resident to death in Kafr Qassem-By TOI staff-OCT 26,17

The Israel Defense Forces on Wednesday night gave notice that it will soon raze the West Bank home of one of the terrorists who murdered Reuven Schmerling in the Israeli Arab city of Kafr Qassem earlier this month. The family of the killer, whose name was not released by the army, must evacuate the home or appeal the decision within the coming days.In a statement earlier this month confirming the October 4 murder was a terror attack, the Shin Bet said it arrested two Palestinian suspects, both from the West Bank city of Qabatiya, in connection with the killing.A court has imposed a gag order on publishing details of the investigation. The Shin Bet did not elaborate on the findings that led them to suspect terrorism due to the gag order. The army did not confirm whether the murderer was being held in custody, and did not say whether the home of the other Palestinian suspect would also be demolished.Schmerling was found dead earlier this month in Kafr Qassem’s industrial zone with “signs of violence” on the body, police said. Initial reports indicated he had been stabbed repeatedly. Schmerling was set to celebrate his 70th birthday the following day.The father of four owned a coal business in Kafr Qassem, about a half-hour drive from the West Bank settlement of Elkana where he lived. His body was found in one of the business’s storage units by his son, who alerted police and emergency services.Police and the Shin Bet, Israel’s internal security service, opened a joint investigation into the murder, looking initially at possible motives including a work- or money-related dispute. The practice of demolishing the family homes of terrorists has been criticized by nongovernmental groups, but Israeli officials have defended its use as a deterrent against future attacks.

Mattis says US ‘not rushing to war’ with North Korea-US secretary of defense says Washington has military plan laid out in event of attack, but 'everyone is out for a peaceful resolution'-By AFP-TOI-OCT 26,17

BANGKOK, Thailand — Washington is seeking a “peaceful resolution” with North Korea, US Secretary of Defense Jim Mattis said ahead of a visit to the divided peninsula amid heightened tensions over Pyongyang’s nuclear threats. In recent months the North has staged its sixth nuclear test and fired a flurry of missiles, sparking a fiery war of words between US President Donald Trump and North Korean leader Kim Jong-Un.But Mattis, who arrived in Thailand Thursday following a meeting with his ASEAN counterparts in the Philippines, said Washington was “not rushing to war” and looking for a diplomatic resolution.“Do we have military options in defense if we’re attacked, our allies are attacked? Of course we do,” Mattis said. “But everyone is out for a peaceful resolution.”Following talks with his South Korean and Japanese counterparts on the sidelines of the security forum in Manila, the ministers agreed Pyongyang’s weapons program posed an “unprecedented and grave threat” and vowed to step up diplomatic pressure against the regime.“And that’s really what — what it is all about, to keep DPRK efforts firmly in the diplomatic lane for resolution,” Mattis said, using the acronym for the North’s official name.Mattis is on an Asian tour which will see him arriving in Seoul on Friday for annual defense talks, ahead of a visit to South Korea by Donald Trump next month. All eyes will be on Trump’s message to the isolated North. The US president’s recent remark that “only one thing will work” with North Korea fueled concerns of a potential conflict. But even some Trump advisers say US military options are limited when Pyongyang could launch an artillery barrage on the South Korean capital Seoul — only around 50 kilometers from the heavily-fortified border and home to 10 million people.

JUBA, South Sudan (AP) — The US ambassador to the United Nations, Nikki Haley, was evacuated from a UN camp for displaced people in South Sudan on Wednesday because of unrest at a demonstration against President Salva Kiir, witnesses said.Shortly after Haley left the camp, UN security guards fired tear gas to disperse the crowd of more than 100 residents who looted and destroyed the office of a charity operating there, an aid worker at the camp said. The aid worker spoke on condition of anonymity out of safety fears.Haley, in the middle of a three-country African visit, met earlier Wednesday with Kiir over the country’s long civil war. Speaking later to UN station Radio Miraya, Haley said she warned Kiir that the US no longer trusted South Sudan’s government and was no longer prepared to wait for change. She did not give details. The United Nations confirmed the incident with Haley, saying camp residents “became upset that she was not able to meet with them, due to time constraint.” The US Embassy did not comment on Haley’s evacuation.Frustration has been growing inside and outside South Sudan over the conflict that has killed tens of thousands and created Africa’s largest displacement of civilians since the Rwanda genocide in 1994.People are not happy,” said one resident of the UN camp, who spoke on condition of anonymity for fear of his safety. He said camp residents had been waiting to hand Haley a letter with their position on the “current crisis.” The UN said a “petition” was delivered before Haley’s departure.“We are disappointed by what we are seeing. This is not what we thought we were investing in,” Haley said in remarks later released by the UN “What we thought we were investing in was a free, fair society where people could be safe and South Sudan is the opposite of that.”Haley is the highest-level US government official to visit South Sudan since President Donald Trump took office. She is in Africa to see the involvement of the US and United Nations in Ethiopia, South Sudan and Congo, where she will be on Thursday. In his meeting with Haley, South Sudan’s president appealed for the Trump administration to stay engaged with his devastated country. According to a statement by his office, Kiir “emphasized his commitment” to end the conflict through peace talks that took place in the capital, Juba, last week and are expected to resume in December.“All disputes can only be resolved through dialogue and not arms,” Kiir told Haley, the statement said. Multiple attempts at peace deals have failed in the past. The United States is South Sudan’s largest donor and was instrumental in the country’s creation. Since the East African nation gained independence in 2011, the US has given more than $5 billion for humanitarian and development initiatives, according to the US Embassy.South Sudan plunged into civil war in late 2013, and the country faces mass displacement, starvation and allegations of government corruption and war crimes. More than 2 million people have fled the country. Before her visit to the UN camp, Haley said on Twitter that she hopes South Sudan’s peace process succeeds. “The pain in the stories of refugees from S.Sudan is a reminder we can’t look away. We can’t let armed conflict be their only choice,” she said.South Sudan’s president also said he was working with the United Nations to increase access for humanitarian workers across the country ravaged by hunger. The UN has long alleged government restrictions on aid, including harassment by troops.Rights groups have urged the United States to take a tougher approach to Kiir’s government.

Republicans launch two new probes targeting Clinton, Obama-Democrats accuse lawmakers of creating 'massive diversion' to distract from Trump's troubles-By AFP-TOI-24 October 2017, 11:27 pm

WASHINGTON, United States — Republican lawmakers on Tuesday added to the already copious investigations swamping the US capital, announcing two new probes targeting Democrats Barack Obama and Hillary Clinton. But Democrats quickly accused them of creating a “massive diversion” to distract from President Donald Trump’s troubles. One of the new probes is demanding more clarity on how the Federal Bureau of Investigation and the Department of Justice decided during the height of last year’s White House race to not pursue charges against Clinton over her alleged misuse of a personal email server.A second probe targets a 2013 decision by the Obama administration to approve the sale of a Canadian mining company Uranium One to Russian state-owned company Rosatom. The move gave Rosatom control of 20 percent of US uranium stockpiles, and was decided after Uranium One made several donations to the Clinton Foundation of former president Bill Clinton. The probes, involving the House Judiciary, Oversight and Intelligence Committees, came as Republicans and President Donald Trump weather increasing pressure from the multiple investigations into how Russia may have aided Trump’s presidential campaign last year.Announcing the Clinton-FBI probe, Judiciary Committee Chairman Bob Goodlatte and House Oversight Committee Chairman Trey Gowdy, both Republicans, stressed that Republicans cannot be the only targets of investigations.“The law is the most equalizing force in this country. No entity or individual is exempt from oversight,” Goodlatte and Gowdy said in a statement.-Uranium deal-Minutes later Devin Nunes, the chairman of the House Intelligence Committee and a prominent Trump defender, announced an examination of the uranium story. The move came after a news article revealed last week that the FBI had been investigating the Uranium One-Rosatom deal in 2013 as part of an effort by Moscow to gain influence in the US nuclear industry, in part by paying bribes.Nunes said he wants to find out why Congress was not informed about any FBI investigation into the matter.Nunes is an avid defender of Trump and was stripped of his lead role in the House Intelligence Committee’s Russian interference investigation earlier this year for politicizing it. He announced the new probe Tuesday after Trump repeatedly tweeted about the case.“Uranium deal to Russia, with Clinton help and Obama Administration knowledge, is the biggest story that Fake Media doesn’t want to follow!” Trump tweeted last Thursday.Uranium deal to Russia, with Clinton help and Obama Administration knowledge, is the biggest story that Fake Media doesn't want to follow!-— Donald J. Trump (@realDonaldTrump) October 19, 2017-Democrats, meanwhile, blasted Republicans for trying to distract attention and resources from the investigations into Russian election interference.“This new investigation is a massive diversion to distract from the lack of Republican oversight of the Trump administration and the national security threat that Russia poses,” said Democratic Representatives Elijah Cummings and John Conyers in a statement.“Ten months into the Trump administration and House Republicans still have not held a single substantive oversight hearing on clear abuses by the president or his top aides.”

Russia veto puts an end to Syria chemical weapons probe-US Ambassador Nikki Haley says Moscow again siding 'with the dictators and terrorists who use these weapons'-By Carole LANDRY-TOI-OCT 25,17

UNITED NATIONS (AFP) — Russia vetoed Tuesday a US-drafted resolution that would have extended by a year an investigation of who is behind chemical weapons attacks in Syria. It was the ninth time Russia has used its veto power at the Security Council to block action targeting its Syrian ally.Russia opposed renewing the mandate of the joint UN-Organisation for the Prohibition of Chemical Weapons (OPCW) panel before it releases a report on a sarin gas attack in Khan Sheikhun expected on Thursday.Britain, France and the United States have accused President Bashar Assad’s forces of carrying out the April 4 attack on the opposition-held village, killing scores of people, including children. After Russia cast its veto, US Ambassador Nikki Haley said Moscow was “once again” siding “with the dictators and terrorists who use these weapons.”“Russia has once again demonstrated it will do whatever it takes to ensure the barbaric Assad regime never faces consequences for its continued use of chemicals as weapons,” Haley said in a statement.China and Kazakhstan abstained from the vote, Bolivia joined Russia in voting against and 11 other countries backed extending the mandate. The panel, known as the Joint Investigative Mechanism (JIM), was set up by Russia and the United States in 2015 to identify the perpetrators of chemical attacks in Syria’s six-year war.Its mandate was renewed last year by the council, which must decide on a further renewal by November 17.Dishonoring Russia-Russia failed at the opening of the meeting to garner enough support for a motion to delay the vote until next month.Russian Ambassador Vassily Nebenzia said the veto did not mean that the investigation was shut down. He added that Moscow would seek to amend the panel’s mandate to ensure it is impartial.“We did not close the JIM. We simply did not take a decision on extending it today,” he said. “We will return to it.”Britain, France and the United States agreed that another vote could be held in the coming weeks to allow the JIM to continue its work.Nebenzia accused the United States and its partners of seeking a vote on the measure “to show up and dishonor Russia.”“What is taking place today is not very pleasant,” said Nebenzia. “It stinks, in fact.”“We are seeing a well-rehearsed spectacle, which only strives to show up and embarrass one country,” he added. In a statement released in Moscow, the Russian foreign ministry insisted that it had the right to study the upcoming report before making an assessment and accused the United States of trying to “impose its position.”A resolution requires nine votes to be adopted at the council, but five countries — Britain, China, France, Russia and the United States — can block adoption with their veto power. Who is to blame for Khan Sheikhun? More than 87 people died in the nerve gas attack in Khan Sheikhun that drew global outrage and prompted the United States to fire cruise missiles at a Syrian air base from which the West says the assault was launched.Last month, UN war crimes investigators said they had evidence that the Syrian air force was behind the attack, despite repeated denials from Damascus.Russia maintains that the sarin attack was most likely caused by a bomb set off directly on the ground, not by a Syrian air strike as alleged by the West. While the OPCW has established that sarin was used in the April attack, it does not have a mandate to assign blame, leaving that determination to the JIM.The JIM has already concluded that Syrian government forces were responsible for chlorine attacks on three villages in 2014 and 2015, and that the Islamic State group used mustard gas in 2015.The OPCW is reviewing more than 60 cases of alleged chemical weapons use in Syria, including a recently-uncovered sarin attack on an opposition-held village on March 30.

Settler leaders mount tent protest outside PM’s house, demand security funding-Relatives of Israelis killed in terror attacks on West Bank roads join demonstration calling for money for bypass highways, security cameras-By Jacob Magid-OCT 25,17-TOI

Settler leaders launched a tent protest outside the Prime Minister’s Residence in Jerusalem Tuesday, demanding that Prime Minister Benjamin Netanyahu immediately allocate funds for bypass roads and other security improvements for residents of the West Bank.Joined by two chairmen of local settler councils as well as members of bereaved families who lost relatives in terror attacks on West Bank roads, Samaria Regional Council chairman Yossi Dagan called on Netanyahu to transfer the NIS 300 million ($85 million) that he had promised the settlers two years ago in the form of a security package.“Mr. Prime Minister, you think that sourpusses exist only on the left. I regret to inform you that there are another half a million sourpusses in Judea and Samaria as well,” says Dagan, a reference to Netanyahu’s Monday speech opening the Knesset’s winter session, in which he labeled his opponents “sourpusses” (literally, “pickles”) for downplaying the country’s many successes.“[West Bank] residents do not receive the basic right to security. The nationalist camp won the elections [with a promise] to pave these roads and build up the settlements,” Dagan said sternly. The bereaved family members and settler leaders specifically called for the installation of cameras along roads throughout the West Bank, the installation of cell phone towers to improve reception for Israelis who may need to call for help, and the paving of bypass roads around Palestinian towns and settlements to allow the populations to avoid each other.Hadas Mizrachi, whose husband Baruch was gunned down in a terror attack near Hebron while en route to a family Passover Seder in April 2014, directed her plea at Netanyahu directly.“I ask you, Mr. Prime Minister, look me in the eyes, look at my children in the eyes, look at the bereaved families in the eyes. How many more should be murdered in this country on the roads of Judea and Samaria?” she asked, pounding the table with her fist.“My children and I will sit here on this sidewalk until a solution is found. We are not prepared for another family to be hurt like us. You promised, Mr. Prime Minister. Now please keep that promise,” she said.Beit Arye Local Council chairman Avi Naim told the prime minister his constituents were “very disappointed.”״You know, we worked very hard to put you in power and for there to be a right-wing government. The entire settlement movement was mobilized for this purpose. And we are sitting here today very disappointed,״ he said.Last Wednesday, roughly the same group of settler leaders and bereaved families gathered at the same spot adjacent to Balfour street in Jerusalem for a press conference, in which they threatened a tent protest if the security funds weren’t immediately allocated. The press conference last week came less than a day after Defense Minister Avigdor Liberman’s announced his office’s plan to roll out a security package for West Bank settlers next month worth NIS 3.3 billion ($939 million). The package is expected to include many of the demands being raised by the settlers and bereaved families outside the Prime Minister’s Residence. While Dagan said he was pleased about the plan, he emphasized that funds for it still had not been allocated. “Security is not ensured through these announcements, but through actions,” he said.“If we do not see real change in the next week or two, I will return here [to protest] with my children because this is the only way to prevent the next attack. I am now raising five children on my own and nobody else should have to go endure what I have [endured],” said Mizrachi during Wednesday’s press conference, representing the bereaved families present. They appeared to have lost patience, launching the tent-protest six days later. For his part, Liberman emphasized that such infrastructure improvements take time. Speaking to reporters Thursday at the construction grounds of the new Amichai settlement for Amona evacuees, the defense minister insisted his office is working to gather the money for the West Bank security project.“These things don’t happen overnight, but this security package is the first all-inclusive one that will address a broad range of needs for residents in Judea and Samaria,” Liberman said, referring to the West Bank by its biblical names.Three days prior, Netanyahu pledged to pave additional bypass roads for West Bank settlers, even if it meant skimming funds from the budgets of all the ministries.Speaking at a meeting with ministers from his Likud party, Netanyahu promised to promote a plan for the roads’ construction as soon as possible, an official close to the prime minister told The Times of Israel. The comments were believed to be made in response to criticism from Likud ministers and settler leadership over what they perceive as insufficient settlement construction in the West Bank. The bypass roads create separate routes for Israelis and Palestinians in the West Bank. Settlers say these routes are integral for their safety, citing terror attacks that have taken place on roads that run through Palestinian villages. They also argue that they benefit all residents of the West Bank — Jewish and Arab alike — by reducing traffic congestion. But opponents of these pathways call them discriminatory and argue that they lead to the establishment of illegal outposts that run along these new roads, which are sometimes paved on private Palestinian land.

Stone-throwers shatter window of synagogue in Sweden-Jewish community says incident on October 7 may be a hate crime targeting the congregation-By JTA-TOI-24 October 2017, 9:53 pm

Unidentified perpetrators hurled stones and shattered the window of a synagogue in Malmo, a city in southern Sweden. The incident occurred earlier this month but was only first reported in the Swedish media Tuesday after police arrived at the building a day earlier because of a separate incident, which turned out to be a false alarm, the Aftonbladet daily reported.Fredrik Sieradzki, a spokesman for the local Jewish community, told the TT news agency that the earlier incident happened on October 7 and that it is not yet clear whether it was a hate crime targeting the congregation. There are no suspects.Dozens of anti-Semitic incidents are recorded annually in Malmo, a city where first- and second- generation immigrants from the Middle East make up one-third of a population of roughly 300,000. Several hundred Jews live there.Fred Kahn, a former leader of the local Jewish community, told JTA that most incidents are perpetrated by Muslims or Arabs.

Rare trove of papers believed lost in Holocaust go on display in US-Among Lithuanian documents on show at New York's YIVO museum are Sholem Aleichem letters and a Marc Chagall postcard in Yiddish-By AP-OCT 25,17-TOI

NEW YORK — The American public is getting a chance to view newly discovered Jewish documents that had been presumed destroyed during the Holocaust.Ten documents brought over from Lithuania went on display Tuesday at New York’s YIVO Institute for Jewish Research, which is working with the Lithuanian government to archive the 170,000-page collection. The documents were hidden to protect them from the Nazis during World War II. They resurfaced during a move in 2016, and YIVO confirmed their significance this year. The wide-ranging collection includes manuscripts by famous Yiddish writers, religious writings, poetry and record books of shuls and yeshivas. There are letters by Sholem Aleichem, whose writings inspired the “Fiddler on the Roof” character Tevye, and a Yiddish postcard written by the artist Marc Chagall in 1935.Another major cache of historical artifacts was found in the church in 1991.“The troves discovered in Lithuania are the most important body of material in Jewish history and culture to be unearthed in more than half a century, since the discovery of the Dead Sea Scrolls,” said David Fishman, professor of Jewish history at The Jewish Theological Seminary, who went to Lithuania in July to evaluate the documents. They are “startlingly large in volume, and remarkably diverse in character and subject matter,” Fishman said. “All of East European Jewish life passes through your eyes. It will take researchers many years to digest and analyze these documents.”Highlights of the Manhattan exhibition, which can be seen by appointment until January, include a 1751 astronomy manuscript with descriptions and drawings of the solar system and an 1883 Russian censor’s copy of a theatrical poem by Abraham Goldfaden, founder of the modern Yiddish theater.

Vandalized Philadelphia Jewish graveyard gets a new beginning-After touring repaired Mount Carmel Cemetery, city's mayor says 'we’ll continue to respond to hate with love'-By JTA-TOI-24 October 2017, 10:14 pm

A Philadelphia cemetery vandalized in February has been repaired with the help of donations from around the world. On Tuesday, Mayor Jim Kenney was part of the first official tour of the refurbished Mount Carmel Cemetery, which had 275 gravestones destroyed in the attack. The Jewish Federation of Greater Philadelphia led the restoration efforts. Nearly 3,000 individuals from across the world gave donations totaling over $288,000, the federation said in a statement.“The symbolic first tour will serve as a public display of Jewish Federation’s deep appreciation for the Philadelphia community’s support and encouragement following the vandalism and throughout the extensive repair process,” the statement said.Thank you @PhillyMayor for touring #mtcarmel cemetery with @JFedinPhilly President @nladler this morning. #standagainsthate #jewishphilly pic.twitter.com/Jgha099691— JewishPhilly (@JFedinPhilly) October 24, 2017-Hundreds of volunteers, Jewish and non-Jewish, turned out after the vandalism to help clean up the cemetery and start the restoration project. Two Philadelphia labor unions also offered to assist in making the repairs and improving security. The damage was discovered in late February, days after a Jewish cemetery in St. Louis was vandalized. No suspects have been identified. The cemetery dates back to 1915.Following his morning tour, Kenney tweeted: “We’ll continue to respond to hate with love & speak out against injustice. Proud of how Philadelphia responded to repair Mt. Carmel Cemetery.”We'll continue to respond to hate with love & speak out against injustice. Proud of how Philadelphia responded to repair Mt.
