US President Donald Trump’s administration has begun drafting an Israeli-Palestinian peace proposal based on a two-state solution, officials and analysts quoted by The New York Times said on Saturday.A senior White House adviser said Trump’s Mideast peace plan will attempt to tackle hot-button issues such as the status of Jerusalem and West Bank settlements.The framework, which could “take until early next year” to finalize, will not impose a timeline for the negotiations.“We have spent a lot of time listening to and engaging with the Israelis, Palestinians and key regional leaders over the past few months to help reach an enduring peace deal,” Middle East envoy Jason Greenblatt told The Times. “We are not going to put an artificial timeline on the development or presentation of any specific ideas and will also never impose a deal.”“Our goal is to facilitate, not dictate, a lasting peace agreement to improve the lives of Israelis and Palestinians and security across the region,” he said.White House advisers drafting the plan include Greenblatt, Trump’s son-in-law and chief Middle East adviser Jared Kushner, Deputy National Security Adviser for Strategy Dina Powell, and US Ambassador to Israel David Friedman, the newspaper reported.The four-member team is reportedly also consulting with State Department officials along with US Consul General in Jerusalem Donald Blome.The Times report suggested that all sides might need to agree to confidence-building measures to get the process moving. “For Israel, it could include limiting settlement construction to current blocs without taking new land, recommitting to a two-state solution and redesignating a small part of the West Bank to give Palestinians more control,” the report said.“For the Palestinians,” it went on, this “could include resuming full security cooperation with Israel, holding off seeking further international recognition and ending payments to families of Palestinians imprisoned for terrorist attacks. Arab states, particularly Saudi Arabia, Egypt, the United Arab Emirates and Jordan, could add their own commitments, like overflights by Israeli passenger planes, visas for business people and telecommunications links.”But a White House official quoted in the report dismissed such specifics as “mere speculation.”The Trump administration has made clinching an Israeli-Palestinian peace deal a priority, while stressing negotiations would take time and refraining from strong criticism of Israeli settlement activity.Last month, Kushner paid a secret visit to Saudi Arabia, his fourth to the region in under a year, to discuss the peace efforts.Greenblatt has also traveled to the region numerous times to meet with Israeli, Palestinian, Egyptian, and Jordanian officials.Trump has previously distanced himself from the decades-old stance of previous administrations in support of a two-state solution and has said it will be up to the parties to decide on the outcome of a negotiated settlement.Late last month, a senior White House official issued a lengthy defense of ongoing efforts by the Trump Administration to restart talks between Israel and the Palestinians.“As President Donald J. We are committed to facilitating a deal that improves conditions for both parties.”Israel’s Channel 2 reported on October 22 that the White House was close to revealing a “comprehensive regional arrangement.”But a senior White House official told The Times of Israel later that there were “no imminent plans” to reveal a talks outline.“It would be more newsworthy if we weren’t working towards an enduring peace,” the source said. “We are engaged in a productive dialogue with all relevant parties about an enduring peace deal, but are not going to put an artificial deadline on anything. We have no imminent plans beyond continuing our conversations. In a newly revealed letter from 1986 , the UK’s Prince Charles implied that the “influx of foreign, European Jews” to Israel was to blame for fueling the Israeli-Arab conflict, and lamented that US presidents were unwilling to take on the American “Jewish lobby.”The November 24, 1986 letter was written to a friend, explorer Laurens van der Post, after a visit to the Gulf with Princess Diana. It was published by the Mail on Sunday. Charles wrote that he now had a greater insight to Arabs’ hostility towards Israel following the trip.“Also begin to understand their point of view about Israel. Never realized they see it as a US colony,” he wrote. “I now appreciate that Arabs and Jews were all a Semitic people originally + it is the influx of foreign, European Jews (especially from Poland, they say) which has helped to cause great problems.”Charles, who was 38 at the time, then suggested the immigration of Jews to the Land of Israel was a root cause of terrorism that needed to be addressed.“I know there are so many complex issues, but how can there ever be an end to terrorism unless the causes are eliminated?,” he wrote.It was not clear from the letter whether he was referring to European Jews immigrating to Israel before or after the Holocaust and the country’s establishment in 1948.Charles also wrote he hoped a US president would take on the “Jewish lobby,” presumably in order to solve the Israeli-Arab conflict.“Surely some US president has to have the courage to stand up and take on the Jewish lobby in US?,” wrote Charles. “I must be naive, I suppose.”Following the publication of the letter, the editor of the Jewish Chronicle weekly called its content “jaw-droppingly shocking” and criticized the prince’s use of the term “Jewish lobby.”“To me this is the most astonishing element of the Prince’s letter. The ‘Jewish lobby’ is one of the anti-Semitic themes that have endured for centuries. It is this myth there are these very powerful Jews who control foreign policy or the media or banks or whatever,” the Mail quoted Stephen Pollard as saying.Pollard also said the views in the letter expressed by Charles were “the absolute classic Arab explanation of the problems in the Middle East.”“And it is what everyone has always said the British aristocracy actually thinks – the idea that Jews were some kind of foreigners who had no real place in Israel until we decided to make it their homeland,” said Pollard. “Historically it is nonsense and it’s quite stunning when it comes from the heir to the throne.”A spokeswoman for Prince Charles said the letter was not reflective of his views but only relaying arguments he encountered during his trip.“He was sharing the arguments in private correspondence with a long-standing friend in an attempt to improve his understanding of what he has always recognized is a deeply complex issue to which he was coming early on in his own analysis in 1986,” the spokeswoman said.She also said Prince Charles “has continued his study of the complex and difficult themes he referenced here” and defended his “proven track record of support for both Jewish and Arab communities around the world” and promotion of interfaith dialogue.President Reuven Rivlin in March publicly extended an invitation to Prince Charles to visit Israel during the centennial year of the 1917 signing of the Balfour Declaration, although UK media reports said the prince would not visit the Jewish state in 2017.Though never officially confirmed by London or Jerusalem, a senior British Jewish community leader told The Times of Israel last November that plans were underway for a member of the royal family to visit Israel for the first time.According to The Sun tabloid, the Royal Visits Committee, the branch of the Foreign Office that coordinates trips on behalf of the royal family, nixed the visit in an apparent effort “to avoid upsetting Arab nations in the region who regularly host UK Royals.”No British royal has ever made an official visit to Israel-The report said Rivlin’s invitation never reached the office of Prince Charles.While royals have visited Israel in the past, no representative of the British monarchy has ever come to the country on an official “royal tour.”Prince Charles’s attendance at Shimon Peres’s funeral last year and the funeral of slain prime minister Yitzhak Rabin in 1994 did not include diplomatic meetings and are not considered official royal visits. US, Russia reach Syria agreement to distance Iran from Golan Heights — reports-No immediate response on deal from Israel, which has repeatedly warned against Iranian entrenchment on its northern border-By Alexander Fulbright-NOV 12,17TOI

The United States, Russia and Jordan have reportedly reached an agreement  on a ceasefire deal in southern Syria that would include the expulsion of Iranian-backed militias from the border with Israel in the Golan Heights.Under the agreement apparently inked Saturday, all non-Syrian fighters, including Iranian proxies fighting on behalf of Syrian President Bashar Assad’s regime, would be required to leave the border area and eventually Syria, Hebrew media reports said Sunday, citing an American official.According to similar reports in Channel 10 and Israel Radio, the official did not say how far from the border the militias would be removed or under what time frame. In addition to Iran-backed groups, affiliates of both al-Qaeda and the Islamic State group, both of which count foreign fighters among their ranks, operate in Syria near the Israeli border.There was no immediate response to the reports by Israel. Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman have said Israel will not tolerate an Iranian presence along the Golan nor allow Iran to entrench itself military in Syria.Jordanian government spokesman Mohammad Momani confirmed no non-Syrian fighters would be allowed in the “de-escalation zone” under the agreement, which he said built on a previous ceasefire reached in July. He also said the deal was a “key step” in ending the fighting in Syria and would help lead to a political solution to the Syrian civil war, according to the country’s al-Ghad newspaper.Following the announcement of the previous ceasefire agreement in southern Syria brokered by the US and Russia, Netanyahu came out against the deal, saying it did not sufficiently address Iran’s military ambitions in the area.The prime minister said that while the plan aimed to keep Iran 20 kilometers (12 miles) away from the Israeli border, it did not address Iran’s plans to cement its presence in Syria, which, he said, included the establishment of a naval and air force bases.While both Tehran and Moscow are military backers of the Assad regime, Russia has reportedly sought to assure Israel it will not allow Iran and the Hezbollah terror group to threaten the Jewish state from Syria.Although Israel has sought to avoid involvement in the Syrian civil war, dozens of airstrikes on weapons convoys destined for Hezbollah, as well on Iranian-linked fighters, have been attributed to Israel’s air force.The reports on the new ceasefire agreement came after the BBC published satellite photos on Friday said to show the construction of a permanent Iranian military base in Syria.According to the BBC report, the base is situated at a site used by the Syrian army near El-Kiswah, 14 kilomters (8 miles) south of Damascus, and 50 kilometers (30 miles) from the Israeli border.Also over the weekend, the Israel Defense Forces shot down a Syrian drone above the Golan Heights, near the border with Syria.Israeli security officials said the drone’s operators had deliberately attempted to fly the aircraft across the Israeli border from Syria, but it was shot down without crossing into Israel.Following the incident early Saturday, Liberman, the defense minister, said Israel will respond with force to any violation of its sovereignty.“The Syrian regime is responsible for every attack and violation of our sovereignty, and we will not allow the Shiite axis to be established in Syria as a base for action,” Liberman said.He also called on the Syrian regime to restrain all elements operating from its territory.Times of Israel staff contributed to this report.

TEHRAN, Iran — Iran’s nuclear deal is “not negotiable,” Iranian foreign ministry spokesman Bassam Ghassemi said Saturday in response to remarks by the French president.Emmanuel Macron called for vigilance towards Tehran over its ballistic missile program and regional activities, in an interview published Wednesday by the Emirati daily Al-Ittihad.“We have told French leaders on several occasions that the Iran nuclear deal is not negotiable and that no other issues can be included in the text” of the 2015 agreement, state news agency IRNA quoted Ghassemi as saying.France, the foreign ministry speaker said, is “fully aware of our country’s intangible position concerning the issue of Iran’s defensive affairs which are not negotiable.”In the interview with Al-Ittihad, published during Macron’s 24-hour visit to Abu Dhabi, the French president said: “It is important to remain firm with Iran over its regional activities and its ballistic program.”Macron also said there was no immediate alternative to the Iranian nuclear deal — long lambasted by US President Donald Trump — which curbs Iran’s nuclear programme.France has been trying to salvage the 2015 accord which Iran signed with six world powers — Britain, China, Germany, France, Russia and the United States.On October 13, Macron told Iranian President Hassan Rouhani in a phone call that France remained committed to the deal.But the French leader stressed it was also necessary to have a dialogue with Iran on other strategic issues, including Tehran’s ballistic missile program and regional security, a proposal ruled out by Iran.Macron’s visit this week to Abu Dhabi came amid renewed tensions between regional arch-rivals Iran and Saudi Arabia.Iran’s nuclear deal saw sanctions imposed on Tehran lifted in exchange for limits on its atomic program.

IDF issues evacuation order to Jordan Valley Palestinian shepherd community-300 people maintain flocks and herds in area declared a restricted zone; army says action is against repeated illegal construction-By Stuart Winer-TOI-NOV 12,17

The IDF has ordered some 300 Palestinians to evacuate an area in the Jordan Valley where they have been living, mostly in a collection of shacks and tents used by shepherds and their flocks, the Haaretz daily reported Sunday.The order covers an area of about 550 dunams (125 acres) and on the land that includes the communities of Ain al-Hilweh and Um Jamel. Between them the residents graze some 4,000 sheep, 200 camels, and 600 cows on land that is owned either by private Palestinians or the Latin Church, the report said.Last week, IDF soldiers posted leaflets informing those in the area the army was enforcing an order against “unauthorized buildings.”The paperwork was not posted on any of the buildings but rather left along roads nearby. The order was signed by IDF West Bank commander Major-General Roni Numa on November 1, but only distributed last Thursday, Haaretz said.It forbids anyone from being in the area for the purpose of building or bringing property into the area, and instructs that property be cleared within eight days.The same order has been used in the past to remove illegal West Bank outposts set up by Israeli settlers, the report said.Two weeks ago soldiers arrived in the area and demanded to see the identification papers of the local residents, locals said. The soldiers also took photos using a drone.Such actions often precede evacuations and building demolitions carried out by the IDF and the civil administration, although the residents noted that they did not see any officials from the civil administration accompanying the soldiers.In a statement to Haaretz on Saturday night, the Coordinator of Government Activities in the Territories said the order refers only to construction and not to entry into in the area.“On November 9, 2017, a restriction order was issued as part of enforcement activities against illegal construction in the area. The new order is directed at the illegal construction and not against being in the area,” COGAT said. “In recent years, a number of families repeatedly began illegal construction activities in the area. Regarding some of the construction there is a review by authorities following appeals by the residents of the buildings.
