Moscow warns Israel of ‘anti-Russian hysteria’ over spy’s poisoning-After Jerusalem condemns attack on former agent, Russian embassy in Israel says UK, other countries trying to draw Jewish state into 'political and propagandistic campaign'-By TOI staff and Agencies-MAR 18,18

Russia on Friday told Israel not to be drawn into “a renewed anti-Russian hysteria” campaign after Jerusalem condemned the poisoning of a double agent in England that the UK and its Western allies have blamed on Moscow.“The Embassy notes with concern attempts undertaken by the government of the United Kingdom and supported by some other foreign nations and a number of media outlets, to draw Israel into [a] political and propagandistic campaign, which was unleashed by London under the false pretext of Russia’s alleged involvement in the poisoning of Sergey and Yulia Skripal,” the Russian embassy in Israel said.It said “such actions constitute an unprecedented, flagrant provocation that undermines foundations of normal dialogue between countries” and seriously challenges the international rules-based system.”The statement came after the Foreign Ministry on Thursday condemned “the event that occurred in Great Britain” but made no mention of Russia.Statement by the Embassy of Russia in Israelon attempts to draw Israel into a renewed anti-Russian hysteria and…Posted by Embassy of Russia in Israel / Посольство России в Израиле on Friday, 16 March 2018-On March 4, Skripal, once a Russian double agent, along with his daughter Yulia, and a British police officer, were poisoned with a rare and powerful nerve agent. Skripal and his daughter remain in critical condition, while the police officer is in serious condition.Britain’s Foreign Secretary Boris Johnson accused Russian President Vladimir Putin of personally ordering a nerve agent attack in Britain, ratcheting up tensions Friday in an increasingly global showdown over alleged Russian meddling abroad.Johnson said it was “overwhelmingly likely” that Putin himself ordered the attack.“Our quarrel is with Putin’s Kremlin, and with his decision, and we think it overwhelmingly likely that it was his decision, to direct the use of a nerve agent on the streets of the UK, on the streets of Europe, for the first time since the Second World War,” Johnson said.Russia ordered a halt to high-level meetings with the UK and prepared Friday to expel British diplomats in retaliation for similar British moves — but still hasn’t said who will be kicked out or when.Britain is expelling 23 Russian diplomats and taking other steps against Russian interests as the two nations’ relations sink to a post-Cold War low.Putin spokesman Dmitry Peskov was quoted by Russian news agencies as calling Johnson’s statement a “shocking and inexcusable breach of diplomatic propriety.” Peskov reiterated Russian denials of involvement in the attack that has left both Skripals in critical condition.“We have never encountered this level of discussion on the global stage,” Peskov told reporters. The source of the nerve agent used — which Britain says is the Soviet-made Novichok — is unclear, as is the way it was administered.Russia denies being the source of the poison, suggesting it could have been another country, and has demanded that Britain share samples collected by investigators.Separately, Israel’s Ynet news site reported Friday that Anatoly Kuntsevich, a former Russian general considered to have been the head of the Soviet Union’s Novichok development program, was once closely monitored by Israeli intelligence.According to the report, Kuntsevich — who became Russian president Boris Yeltsin’s adviser for eliminating chemical weapons — began assisting Syria in the 1990s with establishing an advanced chemical weapons program, providing know-how and equipment in exchange for large sums of money.Kuntsevich’s activities in Syria eventually became known to the Mossad, which raised concern in Israel and prompted then-prime minister Ehud Barak to alert Moscow to Kuntsevich’s efforts, which the report said were likely at his own initiative.Kuntsevich, who died in 2002 mysteriously on a flight from Syria’s Aleppo to Moscow, had even brought instructions for producing Novichok during his last trip to Syria, according to a top-secret CIA document from the time cited by the report, although Syria’s development of advanced chemical weapons was likely hampered by his death.

Palestinians riot in W. Bank, Gaza in weekly protest of US Jerusalem recognition-Seven demonstrators said wounded by Israeli fire along Gaza border fence; two Israeli troops lightly hurt in West Bank riots-By TOI staff-MAR 18,18

Hundreds of Palestinians clashed with Israeli soldiers Friday in the West Bank and Gaza Strip in a “day of rage” marking 100 days since US President Donald Trump recognized Jerusalem as Israel’s capital. Some 150 Palestinians were said to have taken part in riots along the Gaza border, with the Palestinian Authority’s official Wafa news agency reporting seven demonstrators were wounded by Israeli fire during the clashes. In the West Bank, hundreds of Palestinians protested at a number of locations, with some throwing rocks and molotov cocktails at Israeli troops. Channel 10 reported that two Israeli soldiers were lightly wounded, with one taken to Meir Hospital in Kfar Saba after a rock struck him in the face near Tulkarem.Separately, a Palestinian driver hit four Israeli men with his car in a car-ramming terror attack, killing two of them and seriously injuring the others, outside the Mevo Dotan settlement in the northern West Bank. The violent demonstrations came after Palestinian factions in the West Bank and Gaza Strip called Thursday for Palestinians to protest Trump’s decision by staging rallies after Friday prayers. The protests were being held under the banner of “Friday rage for Jerusalem.”The Palestinian National and Islamic Forces, a coalition consisting of various groups, called on Palestinians to confront IDF soldiers and settlers immediately after prayers. The groups said participation in the protests would send a message to Israel that the Palestinians have not, and will not, forget Trump’s unjust decision against the Palestinians.Palestinians “will continue to protest against this decision and the plan to move the US embassy to Jerusalem, as well as attempts to liquidate the Palestinian cause,” the groups said.On Thursday, Hamas issued a separate appeal to Palestinians to participate in Friday’s protests. The terror group that rules the Gaza Strip urged Palestinians to initiate clashes with IDF soldiers and settlers, saying the rage should continue until Trump’s decision is withdrawn. The so-called “day of rage” was the latest in a series of weekly demonstrations, many of them violent, which have taken place since the December 6 announcement. The protests shrunk in size after the first few weeks. Also Friday, Israel’s military liaison to the Palestinians issued a warning to Hamas, a day after two improvised explosive devices were detonated against a military patrol vehicle driving along the border in northern Gaza.“The provocations by Hamas and other terrorist organizations could lead to an escalation” of violence along the Gaza border, Maj. Gen. Yoav Mordechai, the Coordinator of Government Activities in the Territories, wrote in his Facebook page.He said the explosion could have damaged a nearby sewer treatment facility that serves 300,000 Palestinians in Gaza. There were no Israeli injuries reported in the IED attack, to which the IDF responded with tank fire. The army later said that an anti-tank missile appeared to have been fired at the patrol, but that it was still confirming this assessment. It was not immediately clear which terrorist group in the Gaza Strip set off the explosives. However, in accordance with its policy of holding Gaza’s Hamas rulers responsible for any act of violence emanating from the coastal enclave, the army said it targeted several of the organization’s military positions.“IDF troops retaliated by firing from a tank at positions belonging to the Hamas terrorist group,” the army said. The military later clarified that in addition to striking Hamas targets, it hit a site belonging to the Iran-backed Palestinian Islamic Jihad group. In total, the army said it struck five terrorist positions in Gaza.Khaled Abu Toameh and Judah Ari Gross contributed to this report.

The torah revealed-In frozen Siberia, a small Jewish community is unthawed-On the day an ancient synagogue is returned to the Jews of Tomsk by the Russian government, the caretaker's grandson reveals the Torah scroll his family kept secret for 90 years-By Yaakov Schwartz-MAR 17,18-TOI

TOMSK, Russia — As fish was eaten and toasts raised by the Jewish leadership of Tomsk, the quiet central Siberian city’s Jewish community chairman Baruch Ramatsky suddenly produced a small, ancient Torah scroll. From the looks on the faces of Russian Chief Rabbi Berel Lazar, and Tomsk’s local rabbi, Levi Kaminetsky, this was not part of the planned celebrations heralding the return of a historical synagogue once appropriated by the Communist authorities.Called the Cantonist Synagogue, the returned building is a rickety wooden structure — one of just a few of its kind still standing — that was built over 110 years ago by a group of veteran conscripts, or Cantonists, who were forced to serve over 25 years in the tsar’s army as child conscripts.A small but dedicated number of Jewish Cantonists resisted systemic pressure to convert while enlisted. But ironically, they were shunned as “uncouth” by their community upon their return home decades later and were often segregated into a separate section in the back of the synagogue. In response, the Cantonists of Tomsk formed a congregation of their own.Torah-wielding Ramatsky’s grandfather was the last caretaker of that synagogue before it was taken over by the Soviets in 1930.“We’ve been safeguarding this Torah in my family for 90 years,” Ramatsky said. “And now it is time for it to come out of hiding.”Together with the belated return of the Cantonist synagogue, the revelation of the existence of the scroll was an apt metaphor for the greater Russian-Jewish community, which even decades after the fall of the Iron Curtain is still cautiously emerging from its shell. And, like the Cantonists themselves, it was a unique symbol of resilience in the face of adversity. On that subzero afternoon, members of Tomsk’s small but stalwart community danced with the Torah in front of the Cantonist synagogue after a ceremony in which the city’s mayor, Ivan Klyayn, symbolically handed over the building’s keys to Lazar. From yesterday to tomorrow-While the Jews of Tomsk celebrated in front of the ancient wooden synagogue, just 25 kilometers (15 miles) southward some 160 young adults excitedly converged at the launch of an annual three-day long weekend aimed at fostering a sense of Jewish community and identity among a cohort in their late teens and early 20s.The venue was a sprawling campus in the middle of the Siberian forest that impossibly gave off a sense of lushness, even from beneath a heavy blanket of snow and ice. The numerous dormitories that comfortably housed hundreds formed a circle around a main building. There, in addition to the administrative offices, was found a kosher cafeteria and an auditorium that was soon to double as a dance studio.Part of the Russian Jewish community’s greater Yachad youth initiative which includes the Eurostars program, this group for young adults, called ZOOM, holds weekly activities across Russia, Belarus, Azerbaijan and Kazakhstan. Like many parallel North American youth groups, it is divided into regions, where participants take turns gathering in different host cities. Tomsk falls into the sparsely populated Siberia region – geographically the largest by far.“In Tomsk, there’s an assimilation rate of 99 percent,” said Kaminetsky, who accompanied The Times of Israel to the event. Kaminetsky also acts as the youth director for the local ZOOM branch.“Most participants only have a Jewish mother [not father], and we’re reaching a point where the chances of them continuing their Judaism into the next generation are near zero,” Kaminetsky said.“This program has been revolutionary for our community [in Tomsk],” said Kaminetsky.“We started with nobody, now we have 40 young people participating on a regular basis. And they’re not just going to weekly classes – they’re giving out matzah on Passover, food parcels on Purim, they volunteer to help at community events. It’s really beautiful,” he said.As snacks were served, friends laughed, introduced newcomers, and high-fived each other enthusiastically. A smattering of Hebrew could be heard among the Russian as participants discussed which of the wide assortment of activities and workshops they planned on attending.Girls flipped their hair and boys puffed out their chests: In addition to providing Jewish education, the event serves as an active dating scene where singles can potentially find a Jewish significant other.“I wouldn’t miss this for anything,” said a 19-year-old attendee named Alex. “I rode on the train 14 hours to get here from Omsk.”When asked whether that was the farthest branch from Tomsk, he laughed. “No, there are people from Irkutsk which is like 20 hours from here,” Alex said.Kaminetsky says that the program is having multiple effects, including the rejuvenation of an aging community. He also says that some participants take on additional Jewish observance, but stresses that there is no predetermined religious outcome planned for group members.“Some people add on a bit of Sabbath observance, some get circumcised, some marry Jewish, and some go to yeshiva,” Kaminetsky said. “But this is very much an individual matter. Every person does his or her own thing.”A spiritual awakening-When a 23-year-old Kaminetsky and his wife Gitti first came to Tomsk from Israel in November 2004, the community was as fractured as it was small.Located 15 kilometers (9 miles) southwest of the closed city of Seversk – the site of the Siberian Group of Chemical Enterprises, reactors and facilities that produce and store nuclear warheads – Tomsk has gained a reputation for having some of the best universities in Siberia. And though many Jews arrived during the Communist era due to informal quotas on Jewish students in major cities such as Moscow, most of them quickly assimilated. The rabbi estimates the Jewish population today to be around 4,000. When he first arrived 14 years ago, there were three buildings next to the decrepit main synagogue that functioned as additional places of worship — but each serviced only a handful of people. Divided as they were, none of them had enough people for a prayer quorum.Kaminetsky’s first order of business was to sit them down and unite them under one roof.“Their disagreements weren’t personal, and not overly ideological,” he said. “Everyone wanted to do his own thing, but there weren’t serious problems.”Then, together, the newly-formed community set out to repair the synagogue. The building is now remodeled and restored, housing a small Hebrew school which serves the whole community, and a kosher kitchen.Following the lead of Lazar, who offered Passover matzah to unaffiliated Moscovites in need of edible staples as much as anything else, Kaminetsky ran spots on local television stations advertising the free distribution of the bread of affliction. Eventually, he cobbled together a mailing list of about 2,000 Jews whom he says are regularly active.“It’s incredible,” he said. “At one time, there were maybe 10 active community members, tops.”Forty children attend a Jewish kindergarten, and another 100 participate in extracurricular education. An additional 80 participate in programs for teens and post-teens up to the age of 28.Today, despite his upbringing in balmy Mediterranean Israel, the rabbi considers far-flung Tomsk to be his true home.“When I visit Israel — I love Israel very much, but I feel like a guest,” said Kaminetsky. “I love it here [in Tomsk], the kids love it here. You can’t succeed at this job if you don’t love the place. And if you walk around all the time telling yourself that you live in exile, then you’ll start to feel that you actually live in exile.”And though he feels at home in his remote locale, his sense of belonging is very much intertwined with his mission.“Jews should be able to live wherever is comfortable for them,” Kaminetsky said. “And if they want to live in Tomsk, then they should have all the same infrastructure that a Jew would have in France or America. They should have a Jewish school, kosher food, a solid community surrounding them — that’s the goal. And it’s happening incrementally, but pretty quickly.”

Liberman vows to seek death penalty for West Bank car-rammer--Defense minister, envoy to UN blame Palestinian Authority's 'pay-to-slay' policy for attack that killed 2 soldiers, seriously wounded two others-By TOI staff-MAR 17,18

Defense Minister Avigdor Liberman said Friday he would pursue the death penalty for a Palestinian suspected of killing two soldiers and seriously injuring two others in a West Bank car-ramming attack earlier in the day.“We will seek the death penalty for the terrorist, the destruction of his house and punishment for anyone who cooperated [with him],” Liberman said.Liberman’s Yisrael Beytenu party has long supported passing legislation allowing the death penalty for convicted terrorists and made the issue a central plank of its 2015 election campaign.A bill being pushed by the party that would apply to those convicted of fatal acts of terrorism passed a preliminary reading in the Knesset in January.Although the death penalty formally exists in Israeli law, it has only ever been used once — in 1962 in the case of Nazi officer Adolf Eichmann, one of the architects of the Holocaust. It is technically allowed in cases of high treason, as well as in certain circumstances under the military law that applies within the IDF and in the West Bank, but is not implemented.Liberman also dismissed the notion of “lone wolf” terrorism, carried out in the spur of the moment by individuals with no formal ties to terror groups. He said the Palestinian Authority’s policy of paying Palestinian terrorists and their families was directly responsible for such attacks.“We will stop them,” he said.Danny Danon, Israel’s ambassador to the United Nations, also blamed what he called the PA’s “pay-to-slay” policy for the attack.“As long as the Palestinian Authority continues to pay hundreds of millions of dollars to terrorists who kill Israelis, we will continue to see such heinous attacks,” he said in a statement.“The international community must condemn this hateful act of terror and demand that the Palestinian leadership finally put an end to the despicable practice of ‘pay-to-slay.’”The attack was also condemned by Germany which sent its condolences to the families of the victims and said the Israeli-Palestinian conflict could not be solved by force. The military said troops were walking along a road on routine security activity southwest of Jenin, when the driver intentionally ran them over Friday afternoon. One of the victims was pronounced dead at the scene. A second died a short time later, after attempts to save his life failed. One of the injured soldiers suffered severe head trauma and was fighting for his life. A second soldier was in serious condition. The driver was injured and taken to hospital, where he will be questioned, the army said. He was identified as Ala Qabha, 26, of the village of Barta’a in the northern West Bank. A second Palestinian man was treated by the Palestinian Red Crescent medical service. It was not immediately clear how he was involved.Haaretz reported that Qabha was released from Israeli prison in April of last year after completing a 17-month sentence, though there were no immediate details on his crime. According to Hadashot news he was incarcerated for security-related activities.Palestinian media reported that military forces searched the Qabha family’s home in Barta’a and questioned family members following the attack.Hamas welcomed the attack, saying it “proves our people’s readiness to continue the Jerusalem intifada.” The Palestinian Islamic Jihad terror group also said it “commends” the attack and “calls for further attacks against the Zionist occupation. Palestinian groups had called for Friday to be a “day of rage,” in response to US President Donald Trump’s recognition of Jerusalem as Israel’s capital in December.Meanwhile Qabha’s family claimed the incident was an accident and not an attack, with one relative telling Haaretz that the young man was a painter, and had been on his way home from Jenin after buying supplies. “He’s not politically affiliated and doesn’t belong to any organization,” he said.

Palestinian kills 2 Israeli soldiers in car-ramming attack-[Associated Press]-March 18, 2018

JERUSALEM (AP) — A Palestinian killed two Israeli soldiers and badly wounded two others when he rammed his vehicle into them in the West Bank on Friday, the military said. The Palestinian intentionally ran over soldiers on duty securing routes near the settlement of Mevo Dotan, close to the Palestinian city of Jenin, it said. An officer was killed along with a soldier while another two soldiers were seriously hurt, it added, saying the Palestinian driver was injured and hospitalized for treatment.A military spokesman called the incident a "terror attack."Israel's Shin Bet security service said the attacker had spent time in prison for security offenses and was freed last year.Media showed footage of a smashed and mangled white car. Channel 10 TV said the Palestinian ploughed the vehicle into the group of soldiers as they dismounted from a jeep and walked toward a guard post.Maj. Gen. Yoav Mordechai, who heads Cogat, the Israeli defense body for Palestinian civilian affairs, ordered in response to the attack "an immediate and broad suspension" of permits for employment in Israel "for the entire family of the assailant."The incident came as Palestinians protested across the West Bank and the Gaza border marking 100 days since U.S. President Donald Trump recognized Jerusalem as Israel's capital. Dozens sustained light to moderate injuries in clashes with Israeli forces on Friday.Gaza's rulers, the Islamic militant group Hamas, issued a statement praising the "operation" but did not take responsibility for the attack."This uprising against the (Jerusalem) decision and occupation is not a wave of rage, but a continued action until freedom," it said. The Palestinians seek east Jerusalem as their future capital and view Trump's decision as siding with Israel on one of the thorniest issues at the heart of the conflict. Palestinian officials say the move disqualifies Washington from its traditional role as Mideast peace broker.Palestinians have held regular protests since Trump's Dec. 6 declaration, often clashing with Israeli forces.

Opinion-Four years on – but we will not forget illegally-occupied Crimea By Eight European foreign ministers-MAR 18,18-EUOBSERVER

BRUSSELS, Today, 16:30-Four years ago, on 18 March 2014, Russia took the final step to illegally occupy Crimea, a part of Ukraine's sovereign territory that Russia had recognised as such in several international treaties. The Russian takeover comprised a series of equally illegal actions: from using disguised Russian elite troops to the hasty organisation – in breach of Ukrainian and international law – of an illegitimate "referendum".President Putin initially claimed that those troops had no association with Russia, but then admitted that he had ordered the entire takeover in late February 2014. He later generously decorated Russian servicemen with medals for carrying out the occupation. The inhabitants of Crimea suddenly found themselves living under Moscow's de facto rule. They have subsequently been forced to obtain Russian citizenship, and to serve in the Russian armed forces – both in violation of international law.Broad repressive policies have followed, leading to widespread human rights abuses such as imprisonment on political grounds, closure of media outlets and schools, and several cases of killings and disappearances. The indigenous Crimean Tatars and ethnic Ukrainians, many opposed to the illegal annexation, have been particularly targeted. Dozens have been convicted on trumped up charges, such as the appalling 20-year prison sentence for "terrorism" handed down to Oleh Sentsov, a Ukrainian filmmaker.Sentsov and more than 60 other political prisoners must be released immediately. The dire human rights situation in Crimea, as reported by the UN Human Rights Monitoring Mission in Ukraine and others, must be addressed without delay.Access must be granted to international monitoring organisations. Some brave civil society organisations have taken on the tough task of defending human rights. They deserve our full support.Russia claims that the "annexation" represents "new facts on the ground". Today, stating that Crimea is part of Ukraine according to international law is regarded by Russia as an act of separatism and punishable by law.No international recognition-But Russia's claims on Crimea have not been acknowledged by any other international actor. Its violations of international law and the continuous militarisation of Crimea have been widely condemned by the international community. The UN General Assembly has adopted a series of resolutions reaffirming the commitment to Ukraine's territorial integrity.Together with many other partners, including the United States, Canada and Norway, the European Union has implemented a policy of non-recognition and sanctions regimes, targeting people and entities that have promoted the illegal annexation. The construction of the Kerch bridge will be considered in this context. The EU has also introduced a ban on trade and investment and restrictions on travel and tourism. Moreover, the EU does not recognise elections held by Russia in Crimea. We will not allow Crimea to slip off the international agenda. To this end the EU High Representative Federica Mogherini makes a yearly statement on Crimea on behalf of the EU. As long as the illegal annexation continues, the restrictive measures and sanctions will be maintained. The illegal occupation of Crimea increases the security risks in the Black Sea region, but its repercussions reach far beyond the region.Together with the ongoing Russian aggression in the Donbas, it also violates the European security order, a set of rules and principles that have served as the basis for Europe's stability and security since the end of the Cold War.What happened in Crimea is not just about Ukraine, it concerns us all. Roughly 1,100 students at two Chicago high schools will serve detention for participating in a school walkout to protest gun violence.A spokeswoman for Community High School District 99 told the Chicago Tribune that 1,100 students at Downers Grove North and South high schools will serve one hour of detention after participating in the walkout and refusing alternative means of protest suggested by school officials.“Students have shared they consider the detention a ‘badge of honor’ and a symbol they truly are protesting and standing up for their rights at a personal cost,” spokeswoman Jill Browning told the Tribune.Browning added that the district met with students beforehand and suggested alternative in-school protests “that would not disturb the educational environment," but students rejected the ideas.About 3,900 students remained in class at the two schools on Wednesday amid national protests from students against gun violence and in support of gun control measures, according to Browning.Gun control and school safety have re-entered the national conversation after a shooting at Marjory Stoneman Douglas High School in Parkland, Fla., killed 17 people in February. Survivors of the shooting launched a national campaign to combat gun violence in response.District 99 Superintendent Hank Thiele told parents in a letter this week that “accepting the consequences for their actions” would allow the students who chose to protest “to receive the full civics lesson of what it means to participate in a protest.”The White House unveiled a plan to "harden" the nation's schools on Sunday in response to the shooting, including calling on Congress to pass legislation strengthening the nation's background checks system and providing grants to school districts that find ways to issue concealed-carry permits to school officials.

Bodies, cars still pinned by deadly Miami bridge collapse-[Reuters]-By Zachary Fagenson-YAHOONEWS-March 17, 2018

MIAMI (Reuters) - Workers slowly broke up chunks of a newly built footbridge that collapsed onto a major highway in Miami, killing at least six people, and police on Friday warned that more victims could be found in crushed vehicles in the rubble. The 950-ton, $14.2 million bridge plummeted onto traffic on one of the busiest roads in South Florida on Thursday. With at least eight vehicles still buried on Friday morning, the death toll could rise, police said."We know that there's people missing, the family members know that there's people missing, and what we can tell them is that we can assume that they're in there," Juan Perez, director of the Miami-Dade Police Department director, said at a news conference. After searching the site with sniffer dogs, police determined late on Thursday that no one else would be pulled out alive, Perez told reporters on Friday. The victims have not been named, but at least one was a female student at Florida International University (FIU), whose campus borders the roadway, officials said.At least 10 people were taken to hospitals; two remained in critical condition on Friday, officials and local news media reported.Witnesses told local media the vehicles had stopped at a traffic light when the bridge collapsed on top of them around 1:30 p.m. ET (1730 GMT).Uncertainty over the stability of remaining sections of the bridge hampered rescue efforts, officials said.News reports saying that engineers may have been conducting a stress test that might have led to the collapse could not be confirmed, officials said. It was too early to say whether anyone might face criminal charges, Perez said. The 174-feet-long (53-meter-long) bridge connected FIU with the city of Sweetwater and was installed on Saturday in six hours over the eight-lane highway, according to a report posted on the public research university's website.'HOLD THEM ACCOUNTABLE'-Florida Governor Rick Scott's office has said that a company contracted to inspect the bridge was not pre-qualified by the state. "If anybody has done anything wrong, we will hold them accountable," Scott said late on Thursday.U.S. Senator Bill Nelson of Florida asked the U.S. Department of Transportation on Friday to turn over all records related to the engineering, design, construction, safety and inspection of the project."If anyone dropped the ball and it contributed to this tragedy, then they should be held accountable," Nelson, the ranking member of the Senate Committee on Commerce, Science & Transportation, wrote in his letter.National Transportation Safety Board officials were on the scene on Friday to investigate why it collapsed.Munilla Construction Management (MCM), which installed the bridge, said it was devastated by what happened, was cooperating with investigators and was doing everything it could to help. The Miami-based company, which also has divisions in Texas and Panama, employs about 500 people and specializes in civil projects, airports and educational facilities. Since it was founded in 1983, it has handled billions of dollars worth of projects in Panama, Florida, and the U.S. Southeast.A spokeswoman for Miami-Dade County Public Schools said MCM had been doing high-quality work for the district for more than 20 years, but noted that the FIU bridge project was different."You can't really compare them," said the spokeswoman, Daisy Gonzalez-Diego, adding that all contractors are evaluated on an ongoing basis by district staff."Their eligibility for future work is based on past performance, as well as bonding, capacity and pre-qualification limits which consider all work performed by a firm," she said.MCM has also received the backing of Miami-Dade County to build a planned $800 million bridge between Miami and Miami Beach, including receiving the county's support in a lawsuit seeking to block Florida officials from awarding the project to a competitor.According to campaign finance reports, the company and the five brothers who own it give generously to candidates at the local, state, and federal level. MCM officials did not respond to requests for further comment on Friday. The bridge at FIU was intended to provide a walkway over the busy street, where an 18-year-old female university student from San Diego was killed in August, local media said. Students at FIU were on their spring break vacation this week.To limit disruption to traffic, the 174-foot portion of the bridge was built next to Southwest 8th Street using a method called Accelerated Bridge Construction before being driven into its position over the road using a rig.It was designed to withstand a Category 5 hurricane, the rating given the most dangerous storms by the National Hurricane Center, and built to last 100 years, the university said. Belgium takes back Brussels' Grand Mosque from Saudi government-[Reuters]-By Alissa de Carbonnel-YAHOONEWS-March 18, 2018

BRUSSELS (Reuters) - Belgium is taking back control of the Grand Mosque of Brussels by terminating Saudi Arabia's lease of the building with immediate effect over concerns it promotes radicalism, the government said on Friday. The announcement is Belgium's first official confirmation of the move which comes after months of behind the scenes diplomacy to prevent any fall-out with Saudi Arabia, as reported by Reuters in February.Concerns over Brussels' biggest mosque, located near the European Union's headquarters, surfaced after Islamist militants who plotted their assault in Brussels killed 130 people in Paris in 2015, and 32 in the Belgian capital in 2016.Friday's decision breaks Saudi Arabia's unusual 99-year, rent free use of the building, the government said."The concession will be terminated immediately ... in order to put an end to foreign interference in the way Islam is taught in Belgium," the Belgian government said in a statement.Belgium leased the Grand Mosque to Riyadh in 1969, giving Saudi-backed imams access to a growing Muslim immigrant community, mostly from Morocco and Turkey, in return for cheaper oil for its industry. It has been run by the Mecca-based Muslim World League (MWL), a missionary society mainly funded by Saudi Arabia. The MWL denies it espouses violence.Belgian Interior Minister Jan Jambon tweeted of Friday's announcement that "in this way we are tackling Salafist, violent extremist influences."Riyadh's quick acceptance of Brussels' request to relinquish the lease reflects a new readiness by the kingdom to promote a more moderate form of Islam - one of the more ambitious promises made by Crown Prince Mohammed bin Salman under plans to transform Saudi Arabia and reduce its reliance on oil.The handover of the mosque coincides with a new Saudi initiative, not publicly announced but described to Reuters by Western officials, to end support for mosques and religious schools abroad blamed for spreading radical ideas.Justice Minister Koen Geens said the sprawling complex will instead house the offices of the Muslim Executive of Belgium, an official body which represents Muslim communities across the country. The mosque will have to register as a place of worship, he said.Geens and other Belgian leaders couched the move as a way to promote a "European Islam" better aligned with their values - a familiar refrain across Europe following recent Islamic State attacks."From now on, the mosque will have to establish a lasting relation with the Belgian authorities, while respecting the laws and the traditions of our country, which convey a tolerant vision of Islam," Geens said.In what he decribed as a way to promote more "diversity and transparency" within the mosque's Muslim community, he said it should train imams and display a cultural exhibit on "the achievements of the Muslim civilization".Belgian security sources have told Reuters that the Muslim Executive of Belgium is close to the Moroccan government, with which Belgium has strong intelligence ties.(Reporting by Alissa de Carbonnel @AdeCar; Editing by Raissa Kasolowsky)

Civilians flee as two big Syria battles enter decisive phases-[Reuters]-By Tom Perry and Dahlia Nehme-YAHOONEWS-March 18, 2018

BEIRUT (Reuters) - Thousands of civilians were fleeing from besieged enclaves at opposite ends of Syria on Friday as two major battles in the multi-sided war entered decisive phases, with hundreds of thousands of people trapped in the path of both assaults.Air strikes killed scores of people in eastern Ghouta, a war monitor said, and weary residents streamed out on foot for a second day, as Russian-backed government forces pressed their campaign to capture the last big rebel bastion near Damascus. On another front, Turkish and allied rebel forces shelled the northern Kurdish-held town of Afrin heavily, killing at least 27 people and forcing 2,500 people to flee, the Syrian Observatory for Human Rights war monitor said. The Kurdish YPG militia defending Afrin said it was battling Turkish forces who tried to storm the town from the north. The two offensives, one backed by Russia and the other led by Turkey, have shown how Syrian factions and their foreign allies are aggressively reshaping the map of control after the defeat of Islamic State's self-proclaimed caliphate last year. The Syrian war entered its eighth year this week having killed half a million people and driven more than 11 million from their homes, including nearly 6 million who have fled abroad in one of the worst refugee crises of modern times. The government launched its offensive on eastern Ghouta a month ago, and Turkey began its cross-border assault in Afrin in January. In both cases, hundreds of thousands of civilians have been trapped inside encircled pockets on the battlefield. An estimated 12,000-16,000 people have left Ghouta in recent days, while fighting in the Afrin region has reportedly displaced more than 48,000, said Linda Tom, a U.N. humanitarian spokeswoman in Syria.AIR STRIKES KILL 80, CIVILIANS FLEE-Backed by Russia and Iran, government forces have thrust deep into eastern Ghouta on the capital's outskirts, splintering the rebel enclave into three separate zones. The United Nations believes up to 400,000 people have been trapped in the Ghouta satellite towns and farmland, short of food and medicine. For the first time in the month since the government unleashed the Ghouta offensive, one of the deadliest of the war, residents are fleeing in their thousands. The Syrian army and allied forces have recaptured 70 percent of the territory that was under insurgent control in the enclave, it said on Friday. The military statement said that after it secured the exit of thousands of civilians, authorities provided them with medical care and shelters. "The army's general command calls on the sons of our noble people to come out," it added.Moscow and Damascus accuse the rebels of having forced people to stay in harm's way as human shields. The rebels deny this and say the government aims to depopulate opposition areas. The Observatory said air strikes in eastern Ghouta killed 80 people, including 14 children, in the towns of Kafr Batna, Saqba and Harasta on Friday.Syrian State TV broadcast footage of men, women and children walking along a dirt road near the town of Hammouriyeh, many of them carrying bags, towards army positions. Some waved to the camera and said the factions had stopped them from going out.Russian news agencies reported that more than 4,000 people had come out on Friday. The spokesman for Failaq al-Rahman, the rebel faction controlling the pocket that has seen the exodus, says the safety of civilians cannot be guaranteed in government areas. The fighters have refused a Russian proposal for talks inside Syria over leaving their enclave, Wael Olwan added. "What the Russians are asking for in terms of surrender through (local) negotiations is rejected," said Olwan, based in Turkey. The main Ghouta factions, including Failaq, said in a statement they were ready to talk directly with Moscow in Geneva about a ceasefire. The outflow began on Thursday with thousands fleeing the southernmost of the three Ghouta pockets. The mayor of the nearby army-held town of Adra, Jassem al-Mahmoud, said around 5,000 people were sheltering there so far and as many as 50,000 were expected, who would be guaranteed food and medical help. The U.N. children's fund UNICEF said it had response plans in place to cope with 50,000 people leaving eastern Ghouta.During offensives in other areas, Damascus has taken territory after allowing rebel fighters and opposition activists to leave for opposition areas near the Turkish border. Russia has offered similar safe passage to rebels in eastern Ghouta, but they have refused.ALARMING REPORTS-The Ghouta and Afrin campaigns have both continued despite a U.N. Security Council demand for a 30-day ceasefire. Moscow and Damascus argue the rebels they target in Ghouta are terrorists unprotected by the truce. Turkey says the same of the Kurdish YPG militia it is fighting in Afrin. The foreign ministers of Turkey, Iran and Russia convened a meeting in the Kazakh capital Astana to discuss the situation in Syria. The three states last year agreed to contain the conflict on several fronts with "de-escalation zones", while simultaneously pursuing own military objectives in Syria.Turkey wants to crush the YPG which it views as an extension of the Kurdistan Workers' Party (PKK), which has waged an insurgency in Turkey. The United States views the YPG as a valuable partner in its war against Islamic State in Syria. The Kurdish-led civil authority of Afrin said Turkey ramped up air and artillery strikes on the densely populated town this week, killing dozens of people in the past two days. In a statement, it said the main water supply was cut, and accused Ankara of trying to make residents leave."Till now, tens of thousands of civilians have been forced to flee, in fear of the death staring at them and their children," it said. "The scale of the humanitarian tragedy has now exceeded the capacity of the administration."A spokeswoman for the U.N. human rights office said it had received "deeply alarming reports" of civilians being killed and injured in air strikes and shelling in Afrin, and of the Kurds preventing civilians from leaving.Lebanon's Al-Mayadeen TV broadcast footage from the Afrin area showing cars, small trucks, tractors and groups of people on foot leaving the town.An elderly man told the channel he had left on foot at 2 a.m. when shells started falling. "There are a lot of people leaving the city as well, and a lot still inside," he said.President Tayyip Erdogan said Turkey had "largely solved the Afrin issue". "We are nearing the end in Afrin," he said.(Reporting by Tom Perry and Dahlia Nehme in Beirut, Firas Makdesi in Damascus, Jack Stubbs in Moscow, Tom Miles in Geneva and Tuvan Gumrukcu in Turkey; Writing by Tom Perry; Editing by Peter Graff and William Maclean)

Syria rebels open to UN-backed talks with Russia on Ghouta-[AFP]-YAHOONEWS-March 18, 2018

Beirut (AFP) - The rebel groups left in Syria's Eastern Ghouta said on Friday they would be willing to negotiate with regime backer Russia on a ceasefire for their one-time stronghold outside Damascus. In a joint statement, Islamist factions Jaish al-Islam, Faylaq al-Rahman, and Ahrar al-Sham said the United Nations should host such talks in Geneva."We are totally ready to hold direct negotiations in Geneva with Russia, sponsored by the United Nations," the statement said.Such talks would aim to implement UN Security Council resolution 2401, in which world powers last month demanded a 30-day ceasefire.Syrian government troops have been pressing a ferocious air and ground assault on Ghouta since February 18 that has seen them retake 70% of the former rebel bastion.Regime forces have broken up the remaining territory into three pockets, each one held by a separate rebel group.Hayat Tahrir al-Sham, a jihadist group made mostly of ex-members of a former Al-Qaeda affiliate, also has a presence in Eastern Ghouta but is not a signatory to the statement.Jaish al-Islam, Faylaq al-Rahman, and Ahrar al-Sham said their statement on Friday was in response to comments by the UN's envoy for Syria, Staffan de Mistura.De Mistura had hours earlier briefed the UN Security Council on one negotiations track his team was already facilitating between Jaish al-Islam and Russia. Those talks had already resulted in six days of calm for Ghouta's largest town of Douma, he said."We hope it will continue, notwithstanding engagements between government forces and Jaish al-Islam in other areas, outside of Douma," he said, however warning that even in Douma, the truce is "fragile.""It need not be this way. Negotiations in Douma do show that there is a way to create the conditions that can advance the implementation of your resolution 2401," he told the council.

European powers propose new Iran sanctions to meet Trump ultimatum-[Reuters]-By Robin Emmott and John Irish-YAHOONEWS-March 18, 2018

BRUSSELS/PARIS (Reuters) - Britain, France and Germany have proposed fresh EU sanctions on Iran over its ballistic missiles and its role in Syria's war, according to a confidential document, in a bid to persuade Washington to preserve the 2015 nuclear deal with Tehran. The joint paper, seen by Reuters, was sent to European Union capitals on Friday, said two people familiar with the matter, to sound out support for such sanctions as they would need the support of all 28 EU member governments. The proposal is part of an EU strategy to save the accord signed by world powers that curbs Tehran's ability to develop nuclear weapons, namely by showing U.S. President Donald Trump that there are other ways to counter Iranian power abroad.Trump delivered an ultimatum to the European signatories on Jan. 12. It said they must agree to "fix the terrible flaws of the Iran nuclear deal" - which was sealed under his predecessor Barack Obama - or he would refuse to extend U.S. sanctions relief on Iran. U.S. sanctions will resume unless Trump issues fresh "waivers" to suspend them on May 12."We will therefore be circulating in the coming days a list of persons and entities that we believe should be targeted in view of their publicly demonstrated roles," the document said, referring to Iranian ballistic missile tests and Tehran's role backing Syria's government in the seven-year-old civil war.The steps would go beyond what a U.S. State Department cable obtained by Reuters last month outlined as a path to satisfy Trump: simply committing to improving the nuclear deal.It also reflects frustration with Tehran. "We're getting irritated. We've been talking to them for 18 months and have had no progress on these issues," a diplomat said.European Union foreign ministers will discuss the proposal at a closed-door meeting on Monday in Brussels, diplomats said.Analysts say the nuclear agreement, touted at the time as a breakthrough reducing the risk of a devastating wider war in the Middle East, could collapse if Washington pulls out.The document said Britain, France and Germany were engaged in "intensive talks with the Trump administration to "achieve a clear and lasting reaffirmation of U.S. support for the (nuclear) agreement beyond May 12".The proposal follows weeks of talks between the State Department and European powers as they try to mollify the Trump administration, which is split between those who want to tear up the agreement and those who wish to preserve it.A U.S. official cited "very good" talks with London, Paris and Berlin this week in Vienna on the issue."PROLIFERATION" OF IRANIAN MISSILES-The European document referred to sanctions that would "target militias and commanders". It proposes building on the EU's existing sanctions list related to Syria, which includes travel bans and asset freezes on individuals, and a ban on doing business or financing public and private companies. It was strident in its criticism of Iran's ballistic weapons, which Tehran says are for defensive purposes, saying there was "transfers of Iranian missiles and missile technology" to Syria and allies of Tehran, such as Houthi rebels in Yemen and Lebanon's Iran-backed Shi'ite Hezbollah."Such a proliferation of Iranian missile capabilities throughout the region is an additional and serious source of concern," the document said.Still, the issue is highly sensitive because the 2015 pact between Iran and six major powers - Britain, China, France, Germany, Russia and the United States - lifted international sanctions that crippled Iran's oil-based economy. While the EU retains some sanctions on Iranians over human rights abuses, it rescinded its economic and financial restrictions on Iran in 2016 and does not want to be seen to be reneging on the agreement. While Iran signed up to limits on its uranium enrichment activity, which it has repeatedly said is for peaceful power generation, not atomic bombs, it has refused to discuss its missile programme, which it says is purely defensive. The Islamic Republic has dismissed Western assertions that its activities in the Middle East are destabilising and also rejected Trump's demands to renegotiate the nuclear accord. In the joint document, Britain, France and Germany set out questions and answers that seek to show that legally, the European powers would not be breaking the terms of the nuclear deal. It said that they are "entitled to adopt additional sanctions against Iran" as long as they are not nuclear-related or were previously lifted under the nuclear agreement. The European powers said new sanctions are justified because Iran "did not commit further to stop undertaking ballistic missile destabilising activities" under the nuclear agreement. The nuclear deal's terms did not cover ballistic missile activity. Iran has said its effort to develop ballistic weaponry is solely for defensive purposes and has nothing to do with its nuclear energy ambitions.(Editing by Matthew Mpoke Bigg)

U.S. helicopter crash in Iraq kills all aboard: military-[Reuters]-YAHOONEWS-March 17, 2018

WASHINGTON (Reuters) - All personnel aboard a U.S. military helicopter carrying American service members were killed in a crash in western Iraq, the U.S. Central Command said on Friday.Central Command did not say how many people were killed in the crash late on Thursday. A U.S. military official told Reuters on Thursday the U.S. HH-60 Pave Hawk helicopter was carrying seven people. The crash, which did not appear to be the result of enemy activity, is under investigation, the command said in a statement."All personnel aboard were killed in the crash," said Brigadier General Jonathan P. Braga, director of operations of the Combined Joint Task Force. "This tragedy reminds us of the risks our men and women face every day in service of our nations."The military said a second accompanying American helicopter immediately reported the crash and Iraqi security forces and coalition members secured the area. Two U.S. officials, speaking on condition of anonymity and citing initial reports, said on Thursday the aircraft crashed near al-Qaim, a town in Anbar province close to the Syrian border. The United States says it has about 5,200 troops in Iraq that are part of a coalition fighting Islamic State militants.(Reporting by Doina Chiacu and Idrees Ali; Editing by Bernadette Baum)

7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
9 If any man have an ear, let him hear.
16 And he (FALSE POPE) causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:

DANIEL 11:36-40
36 And the king shall do according to his will;(EU PRESIDENT) and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.

40 And at the time of the end shall the king of the south(EGYPT) push at him:(EU DICTATOR PROTECTING ISRAELS SECURITY) and the king of the north(RUSSIA) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.No one will enter the New World Order... unless he or she will make a pledge to worship Lucifer. No one will enter the New Age unless he will take a Luciferian Initiation.- David Spangler Director of Planetary Initiative United Nations.

Germany, France start work on 'road map' for EU future-[Associated Press]-YAHOONEWS-March 18, 2018

PARIS (AP) — The German and French leaders started working Friday toward what French President Emmanuel Macron said will be an "ambitious, clear road map" for Europe's future, months after Macron first laid out his proposals for reforming the European Union.Macron hosted German Chancellor Angela Merkel on her first trip abroad after she was sworn in for a fourth term this week, ending months of postelection political drift in Germany. The leaders showed solidarity with Britain after the nerve agent attack on a former Russian spy and his daughter, which Western nations suspect Russia was behind. Merkel said the EU is looking for "the most appropriate response."Germany and France have long played a key role as leading powers in the EU, which Macron wants to reform dramatically, along with the euro currency union.Macron said a new vision for Europe is "indispensable" as the continent faces mounting populism, seen most recently in Italy's election, and the Euroskepticism highlighted by Britain's vote to leave the EU."We will propose an ambitious, clear roadmap" covering everything from defense to migration to education and culture, Macron said ahead of a dinner with Merkel. EU leaders are to hold their next summit next week.Macron laid out his proposals in September at the Sorbonne University, calling Europe slow, weak and ineffective. He proposed a joint budget for countries sharing the euro currency that would allow investment in European projects and help stabilize the eurozone in case of economic crisis. He suggested greater harmonization of EU tax policies — notably on corporate taxes, and taxing internet giants where they make money and not where they are registered. To deal with Europe's migrant influx, Macron wants a European asylum agency and standard EU identity documents, and in defense a shared European military intervention force and defense budget.Germany has yet to respond in detail because it had a caretaker government for several months until this week."We're not always of the same opinion ... but I think we can advance together," Merkel said. "It's more necessary than ever.
