Israeli jets strike Gaza after Palestinians breach fence-Four Gazans reportedly tried to set fire to IDF equipment being used to construct an anti-tunnel barrier, fled when troops arrived-By Judah Ari Gross and TOI staff-MAR 26,18

Israeli planes carried out airstrikes in the southern Gaza Strip on Saturday night, the army said, hours after a group of Palestinians entered Israeli territory from the enclave and attempted to destroy military equipment. The raids targeted a Hamas site in Rafah, according to the Israel Defense Forces. The reported strikes came after a group of Palestinians from Gaza infiltrated into Israel and tried to damage machinery being used to construct a new anti-tunnel barrier around the coastal enclave on Saturday night. The four Palestinians fled the scene as Israeli troops arrived, according to the Israel Defense Forces. The infiltration occurred early Saturday evening along the southern Gaza border. The IDF spokesperson would not elaborate on how the men tried to damage the equipment being used to construct an above- and below-ground barrier around the Strip. The men tried to set fire to some of the machinery, according to footage.Video footage filmed by al-Jazeera showed the group of four men, with help from a fifth, cutting the security fence. The masked Palestinian men run up and over an earth berm, into the area where the engineering equipment was sitting unattended. After a few moments, smoke is then been seen coming out of the area-Posted by Pub-leak on Saturday, 24 March 2018-Since last year, the Israeli military has been working full-steam to complete the security barrier, which is specifically designed to counter the border-crossing attack tunnels that have been used by terrorist groups against IDF troops and which threaten the Israeli communities surrounding the Strip. It will replace the short chain-link fence that currently surrounds Gaza. The construction of this barrier, which includes both a thick underground concrete wall and a tall metal fence, is mostly being done by civilian contractors, who are supposed to wear helmets and protective vests out of concerns that terrorist groups might target them with sniper fire. The barrier is meant to be completed by the end of 2019.Palestinians said seeking to join 8 international treaties-As UN rights council passes 5 anti-Israel resolutions, PA looks to sign Nuclear Non-Proliferation Treaty and UN's Convention against Apartheid in Sports-By TOI staff-26 March 2018-The Palestinian Authority has in recent days filed official requests to join eight international treaties, Hadashot news reported Saturday. The Ramallah-based government is seeking to join the UN’s International Convention against Apartheid in Sports and the Nuclear Non-Proliferation Treaty, among other treaties, according to the report.Israel’s Ambassador to the UN Danny Danon condemned the “unilateral move” by the Palestinians.“The Palestinian leadership is mistaken in thinking that it can establish facts on the ground by making detours and unilateral moves,” Danon said. “Instead of ignoring the United States and Israel, the Palestinians should stop encouraging terrorism and incitement.”The news came a day after the Human Rights Council adopted five resolutions condemning Israel, one of which called on Israel to relinquish the Golan Heights strategic ridge to war-torn Syria. The five resolutions were presented by the countries of the Organization of Islamic Cooperation under the council’s “agenda item 7” which concerns Israel.Israel is the only country that has a dedicated agenda item at the council, a mechanism that Israel, the US, and some European countries say is discriminatory.US Ambassador Nikki Haley said in a statement Friday that the council was “grossly biased against Israel,” noting that it had adopted only three resolutions separately targeting North Korea, Iran, and Syria.“When the Human Rights Council treats Israel worse than North Korea, Iran, and Syria, it is the council itself that is foolish and unworthy of its name,” said Haley.“Our patience is not unlimited. Today’s actions make clear that the organization lacks the credibility needed to be a true advocate for human rights,” she said.Haley has over the past year repeatedly warned that the United States was ready to walk away from the 47-member body established in 2006 to promote and protect human rights worldwide. The resolutions also drew harsh response in Israel. On Saturday, a Foreign Ministry spokesman slammed the Council as a “sham, a mockery of the noble purposes it pretends to represent,” while Prime Minister Benjamin Netanyahu called the resolutions “detached from reality by the circus of the absurd known as the Human Rights Council.”Defense Minister Avigdor Liberman said in a tweet that Israel “has no business being in the UN’s Human Rights Council.” He said its “presence there gives legitimacy to… anti-Semitic resolutions, and the farce must end.”The PA, meanwhile, welcomed the new UN resolutions. Ramallah spokesperson Yusuf al-Mahmoud commended nations who voted in favor of the measures “for their ability to stand in the face of injustice, arrogance, and occupation, and to reject the language of threats and coercion.”He said the resolutions “reflect an international position in favor of a just and fitting solution to the conflict.”

Israel on Saturday slammed the UN Human Rights Council as a “sham” after it passed five new anti-Israel resolutions, saying the body was being used by “bloodthirsty dictatorships” to mask their own abuses. The council “is a sham, a mockery of the noble purposes it pretends to represent,” tweeted Foreign Ministry spokesperson Emmanuel Nachshon.“It is an exclusively anti #Israel platform, manipulated by bloodthirsty dictatorships hiding their own massive human rights violations by attacking Israel,” he wrote..@UNHumanRights Council is a sham, a mockery of the noble purposes it pretends to represent. Ramallah spokesperson Yusuf al-Mahmoud commended nations who voted in favor of the measures “for their ability to stand in the face of injustice, arrogance and occupation and to reject the language of threats and coercion.”He said the resolutions “reflect an international position in favor of a just and fitting solution to the conflict.”The five resolutions were presented by the countries of the Organization of Islamic Cooperation under the council’s “Item 7” which requires a report on Israeli actions in the West Bank each time the panel convenes. In condemning the Council, B’nai B’rith International noted that one of the resolutions, “which seeks to call into question the legitimacy of sales of military equipment to Israel, provides new evidence that the Council is entirely indifferent to the rights and well-being of those on one side of the conflict — the citizens of the State of Israel defending their right to life, the most basic human right of all. This resolution passed with 27 votes in favor, four against and 15 countries abstaining,” it noted. “We condemn Belgium and Slovenia as the only European Union members of the Council choosing to vote in favor of this outrageous resolution.”Israel is the only country that has a dedicated agenda item at the council, a mechanism that the United States and some European countries have criticized. In February, Haley criticized a report by the UN’s high commissioner for human rights on 206 companies with ties to Israeli settlements. Israeli officials have described the report as a “blacklist” and said it is part of an effort to boycott the Jewish state.“This whole issue is outside the bounds of the High Commissioner for Human Rights office’s mandate and is a waste of time and resources,” Haley said in a statement at the time. The report was in response to a resolution adopted in 2016 by the UN Human Rights Council that called for the creation of a database of all companies doing business with the Israeli settlements, which the United Nations considers illegal under international law.The latest threat to quit the council came after US President Donald Trump appointed UN-skeptic John Bolton as his national security adviser.Since Trump took over at the White House, the United States has quit the UN cultural agency UNESCO, cut UN funding, and announced plans to quit the UN-backed Paris climate agreement.Times of Israel staff contributed to this report.

IDF human intelligence unit wins commendation for its covert activities-Official citation says Unit 504, which employs agents beyond Israel's borders, is bolstering 'IDF's superiority, and the security of the State of Israel'-By Judah Ari Gross-TOI-26 March 2018

The head of Military Intelligence this week awarded Unit 504, which employs agents beyond Israel’s borders, with an official commendation for its covert actions in 2016 and 2017, the army said on Saturday night. The military would not divulge the nature of the human intelligence unit’s actions in 2016 and 2017 that led to the “citation of praise.”The award said the actions “contributed to the IDF’s superiority and the security of the State of Israel.”There are four levels of military citations. Unit 504 received the second highest, one presented by a major general, in this case the head of Military Intelligence Maj. Gen. Herzl Halevi.“We award a citation of praise when we want to praise, it’s as simple as that. We recognize activity that is beyond the norm, that overcomes obstacles, problems, and the unexpected,” Halevi said at the ceremony this week. The soldiers and officers who make up Unit 504 operate agents in foreign countries and within the West Bank and Gaza Strip, who provide intelligence that is analyzed within the Military Intelligence Directorate.“This citation of praise is an expression of the appreciation toward everyone involved in the work, the members of the unit and our many partners in Military Intelligence, the IDF, and the intelligence community, who assist, support, and work with us, shoulder to shoulder,” said the unit’s commander, who could only be identified by his rank and first Hebrew letter of his name, Col. “Taf.”

EU leaders roll over Brexit talks amid Trump and Russia fears By Eszter Zalan-EUOBSERVER

BRUSSELS, 23. Mar, 16:30-It was supposed to be the EU summit that gives the greenlight to talks on the future relations between the EU and the UK.That highlight was in fact overshadowed by the assassination attempt in the UK on a Russian former spy and his daughter, and a looming trade war with the US.British prime minister Theresa May secured the backing of her EU partners to point the finger at Russia over the chemical attack in Salisbury. She also stayed in Brussels for the second day of the EU summit to talk trade with her colleagues. It was a rare signal that despite Brexit a growingly hostile global environment would require stronger EU – UK included – cooperation."The UK is rediscovering that it needs us," quipped an EU official on the sidelines of the summit.Level playing field-During the unusually busy summit, EU leaders on Friday (23 March) signed off the guidelines for the post-Brexit, future EU-UK talks in a few seconds. It clears the way for the next phase in Brexit talks. These won't yet herald in extensive trade talks, only discussions on what the future relationship should look like. It will be summed up in a political declaration attached to the withdrawal treaty. The guidelines pave the way for EU chief negotiator Michel Barnier to talk to the UK about the future with a view to reaching a broad political agreement by October. The seven-page document offers the UK a "balanced, ambitious and wide-ranging free trade agreement", balancing out rights and obligations for the UK to "ensure a level playing field".It means EU countries want to avoid the UK securing rights that outweigh its future obligations, and make sure Britain will not be pick and chose from the EU's single market. The guidelines point out that the UK "cannot have the same rights and enjoy the same benefits as a member". The EU wants to prevent the UK potentially undercutting the EU on tax, environmental and labour standards. It offers no tariffs on goods and a close partnership on security and defence. EU leaders also pledge to tweak guidelines on the future if the UK changes its mind on staying in the EU's customs union or single market.-Irish protocol-The document also sets out that negotiations on future relations can only progress if all commitments agreed so far are respected in full, including the UK's assurances that it would avoid a hard border between Northern Ireland and the Republic of Ireland, the EU's new external border after Brexit.UK and EU officials will continue to talk about possible solutions on the Irish border next week. The UK has yet to put forward viable solutions to avoid a hard border. For now, the EU intends to make sure Northern Ireland will stay fully aligned with EU rules, an option which has been criticised by the British government as creating a new trade border in the Irish Sea between Northern Ireland and the British mainland."If we can have an agreement on the terms backstop or an alternative to the backstop before June, that's something we would very much welcome," Irish prime minister Leo Varadkar said after the summit.European Council president Donald Tusk told reporters that EU leaders will assess at their June summit if the Irish issue is resolved. He added that leaders will also decide then how detailed the early agreement on the future relationship will be.-'No split'-Talks are expected to get ever more complicated on the EU side, as the 27 member states' unity might be challenged by different interests in how much access the UK should be given to sectors within the EU's market."We will negotiate a close trade agreement but we will not allow ourselves to be split," German chancellor Angela Merkel pledged at her press conference at the end of the summit.British prime minister Theresa May welcomed the EU's move."I believe there is a new dynamic now in the negotiations. I believe we are approaching this with a spirit of cooperation, a spirit of opportunity for the future as well," she said leaving the summit.EU leaders also endorsed the agreement reached on the 21-month transition period for after Brexit, during which the UK will not participate in EU institutions, but will still abide by EU rules.

Majority of Sask. residents have pro-choice views about abortion: survey-[CBC]-YAHOONEWS-March 26, 2018

According to a recent survey, more than 80 percent of Sask. residents have pro-choice attitudes toward abortion, which marks a 10 per cent increase from a similar survey in 2012.The poll was done earlier this month through a University of Saskatchewan quarterly initiative called Taking the Pulse.  Four times a year, researchers call a representative sample of Saskatchewan residents about controversial topics. In the most recent survey, Taking the Pulse called 402 Saskatchewan residents asking if they believe abortion is a matter of choice and should be decided between a woman and her doctor. The poll shows 54.5 per cent of participants said they strongly agree, while 26.5 per cent said they somewhat agree.A similar Taking the Pulse survey was carried out in 2012. In it, 70 per cent of residents had pro-choice sentiments compared to this year's 81 per cent.Breaking down the numbers-Data from this month's survey shows people living in urban areas of the province, such as Saskatoon or Regina, are more likely to have pro-choice attitudes than people living in rural areas. Those polled in urban areas showed 85 per cent pro-choice sentiment, compared to 76 per cent in rural areas. The survey also shows a difference in opinion based on age in urban areas.Residents between the ages of 18 and 34 in urban areas have more pro-choice attitudes than residents aged 35 and higher in urban areas. In fact, everyone polled between 18 and 34-years-old in urban areas expressed pro-choice opinions. In rural areas, 69 per cent of people aged between 18 and 34 showed pro-choice beliefs. The initiative is put together through a partnership between the University of Saskatchewan's Social Sciences Research Laboratories and PostMedia News Saskatchewan.

Canadian cities hold March for Our Lives events in the wake of Parkland shooting-[The Canadian Press]-YAHOONEWS-March 26, 2018

MONTREAL — More than a dozen Canadian cities hosted marches Saturday to call for stricter gun control laws in both Canada and the United States, adding their voices to a global movement calling for change in the wake of a high school shooting that left 17 people dead in Parkland, Fla.In both Montreal and Toronto, several hundred people joined local events in support of the massive March for Our Lives rally in Washington, D.C., which was organized by American students pushing for stricter gun-control legislation in the wake of the tragedy. In one of Montreal's two marches, hundreds of protesters swayed together, singing to the tune of "Glory, Hallelujah," before setting off towards the city's U.S. Consulate. They also seized the opportunity to ask Ottawa to ban assault weapons such as the AR-15 — the rifle allegedly used in the deadly Florida shooting on Feb. 14.Ellen Gozansky Malka, a Montrealer now living in Parkland, told the crowd that two of her children were at the school during the shooting and saw things no child should see."Our children should never fear going to school, and they should never jump at the sound of a book falling on the floor," she said to applause.A few blocks away, a slightly smaller event was organized by 11-year-old elementary school student Lexington Vickery, who led about 150 cheering classmates and supporters on a raucous march in support of American students."Its about making them feel better, and making them feel more supported and working to help them so they can have more courage to go to the government and get their gun legislation," the sixth-grader explained in an interview beforehand. In Toronto, marchers carried signs protesting both gun violence in the United States and recent shootings that have plagued the city as they marched from a downtown square to the U.S. Consulate.Joan Howard, whose son Kempton was shot to death in 2003, said that while Canada doesn't experience mass shootings on the same scale as the U.S., it's hardly immune. She pointed to several high profile Toronto shootings, including one where two people were shot and killed outside of a bowling alley — one of the victims was allegedly targeted, and the other was described by police as a bystander."Look how much shooting we have of innocent people, (such as) those near the bowling alley," said Howard, who calls herself a member of the zero gun violence movement."These are innocent people. My colleagues are innocent, my son, all these kids are innocent."Bodil Geyer, who organized the march in Vancouver, said hundreds of people showed up despite a fake Facebook event showing the wrong time."We had a great turnout, all things considered," she said.Geyer said the real event page was also peppered with pro-gun comments she believed were generated by bots or international users, because the grammar was often incorrect and some messages were threatening. While the march was largely a show of support for the American gun control movement, Geyer said gang violence in Surrey also makes it a local issue. All of the speakers at the Vancouver event were students, said Geyer, who represents both Democrats Abroad Vancouver and March On Vancouver."The crowd was amazing, they were awe-inspired, everyone was quite emotional listening to these kids," she said.Tens of thousands of people were expected to attend the march in Washington, D.C., with smaller gatherings to take place in hundreds of cities across the world.Rallies were also planned in most major Canadian cities, including St. John's, Ottawa and Calgary.Melissa Hennig, a survivor of the Oct. 1 mass shooting at an outdoor concert in Las Vegas, joined about 150 people for a rally outside the Alberta legislature in Edmonton."While I don't know the ins and outs of assault rifles, I can tell you what it's like to be on the other end of one," the Edmonton-area woman told the crowd. She said it's difficult to talk about the "terror, confusion and panic."I can tell you something more needs to be done — something more than thoughts and prayers."— With files from Ben Singer and Nicole Thompson in Toronto, Rob Drinkwater in Edmonton and Amy Smart in Vancouver-Morgan Lowrie, The Canadian Press.

It's my job to protect them': U.S. teachers train to carry guns in class-[CBC]-YAHOONEWS-March 26, 2018

Thousands are expected to gather in Washington, D.C., on Saturday to push for stricter U.S. gun laws. The March For Our Lives rally is a response to the deadly school shooting in Parkland, Fla., where 17 people died.Another response to the shooting has been the call to arm teachers."Ceasefire! Ceasefire!," retired police officer Bryan Proctor yells to the people in his classroom.A gunman lowers the automatic rifle he's been firing at Jace Daily — a librarian who works at a high school.Daily has been hit.Her hands are shaking and there's a little blood on one of them where a training round — a soft-tipped bullet that still packs a stinging punch — hit her finger."My heart is pounding. My voice is shaking — I can feel it," she says. "I think I did okay. It's my first live-shooter simulation and hopefully next time it will be better."Proctor owns and is the lead instructor at Go Strapped, a firearms training business. He gives Daily specific feedback on how she did, reminding her to keep her distance from the gunman. Then he repeats a blunt message to all the teachers in the room."When that active killer is in the classroom, a teacher can either have a pencil or they can have a gun," Proctor says.'If you call 911 the killing has already started'Proctor was one of the first people in the United States qualified to train teachers to defend their schools with guns. And Texas is one of the few states that already has a process for teachers to legally arm themselves. The teachers must have a gun licence, then pass Proctor's two-day course, and finally get permission from their school board before they can carry firearms into their school."The point is there are killers in our environment. They will find the weakest people they can kill, the most defenceless, and they will go after them," Proctor says. "If you call 911, the killing has already started. You have to have someone there in order to mitigate the damage."Daily, who has been licensed to carry in Texas for a couple of years now, volunteered to take the course. She says she wants to do her part to protect the children in her school."I believe we have a right to defend ourselves," she says. "I believe if someone is attacking us, we don't just huddle. We actually have skills and are empowered in this country to defend ourselves."Daily says watching TV coverage of the shooting in Parkland made her think of her own kids."As a parent I would at least want to know that my kid's teacher had a gun," she says.Daily and the other teachers, who already have licences to carry in the state of Texas, go through a few more mock scenarios. Each time, a killer tries to enter the classroom. They are taught that their first priority is to avoid the gunman altogether, and then to barricade the door to stop the shooter from getting inside their classroom.Firing their guns is a last resort, Proctor says."The goal is not to find and go after a shooter," he says. "The goal is to protect the kids in their care in the classroom they have control over. They are not trained to go after the killer."'My job is to protect them' Another trainee in Proctor's program is Jermaine Chambers, a high school teacher who works with at-risk students."I coach football. Those are my sons — those are my boys out there. I treat them like my kids," he says. "So if something comes in — it's my job to protect them all."After Chambers' scenario plays out, in which he and the gunman exchange fire, he's visibly shaken. He can barely speak."Everything went cloudy," Chambers admits.Proctor uses the situation to again drive his point home that no matter how stressed the teachers are, they're better off with a gun than a pencil."What's a pencil going to do?," Chambers asks as he tries to catch his breath."That's what Parkland found out too," Proctor says, referring to the recent school shooting at Marjory Stoneman Douglas High School in Florida, where 17 people died."There's no great solution, there's just a better response," Proctor says.Reactions under stress-The next part of getting teachers ready happens at a gun range on the outskirts of Arlington. The teachers have to prove that they can shoot accurately under extreme pressure. Their target is a high-resolution photo of a man holding a handgun to the head of a school-aged child."What this does it incorporates a whole new stress to the shooter," Proctor says. "They are gonna be shooting 200 rounds. Out of the 200 rounds, I want to see a good percentage of them in the bad guy. Not missed off the target and not in our good kid."The teachers line up in row about 20 metres from their targets — their guns and ammunition on a table in front of them."If you cannot get a good shot, don't pull it off," Proctor tells the teachers. "I don't care if you are left with ammo in the gun. What I care about is if you start missing your main target."Before she begins to shoot, Jace Daily tells me she understands full well that taking her gun into her school is controversial."A school is traditionally a safe place. It's where innocence is — it's our children. And so I think you have a great polarity there between a gun, which is such a visual image of violence and killing and hatred, and then innocent children," she says."For me, I feel like it is my job to protect that innocence. To protect those kids that are in my care."Proctor stands like a coach with a clipboard in his hands. He barks a few instructions and blows his whistle.Daily and the other teachers take aim and shoot at the target. The drills continue for 45 minutes, the teachers moving farther and farther away from the target. Finally Proctor commands them to put down their guns and make them safe.He announces they've all passed."According to the department of public safety, you've passed the proficiency," he says. "But how do you all feel?"Norman Rangel, a principal at a nearby private school, looks at his target. He's shot the child hostage several times."I hit the kid a few times," Rangel says. "I know it is just paper, but it still impacted me. This is very serious. There's no way to overstate that."Proctor nods. "If you are not satisfied," he says. "I'm a happy person. Because what would I be satisfied with? 100 per cent, that's what I would be satisfied with."'It's a big responsibility.' An obviously shaken Jace Daily stares at her own target. Six of her shots hit the child in the head. "It's not very good," she admits. "When I first came up [to the target], of course I looked at my misses. I looked at that precious little baby and all the holes in his head. I obviously did some damage to the bad guy too."She pauses and takes a deep breath."I need some practice," she concludes.Asked if seeing the little kid makes the idea of a school shooting more real, Daily says, "For sure. I have 7-year-old boys and they are about that size," she says — her voice unsteady."It's a big responsibility." Trump order would ban most transgender troops from serving-[The Canadian Press]-YAHOONEWS-March 26, 2018

PALM BEACH, Fla. — President Donald Trump released an order Friday night banning most transgender troops from serving in the military except under "limited circumstances," following up on his calls last year to ban transgender individuals from serving. The White House said retaining troops with a history or diagnosis of "gender dysphoria" — those who may require substantial medical treatment — "presents considerable risk to military effectiveness and lethality."Trump surprised the Pentagon's leadership in a 2017 tweet when he declared he would reverse an Obama-era plan to allow transgender individuals to serve openly. His push for the ban has been blocked by several legal challenges, and four federal courts have ruled against the ban. The Pentagon responded by allowing those serving to stay in the military, and began allowing transgender individuals to enlist beginning Jan. 1."This new policy will enable the military to apply well-established mental and physical health standards — including those regarding the use of medical drugs — equally to all individuals who want to join and fight for the best military force the world has ever seen," White House Press Secretary Sarah Huckabee Sanders said Friday. The new policy was promptly assailed by congressional Democrats and civil rights groups. House Democratic leader Nancy Pelosi tweeted, "No one with the strength & bravery to serve in the U.S. military should be turned away because of who they are. This hateful ban is purpose-built to humiliate our brave transgender members of the military who serve with honour & dignity."The Human Rights Campaign, the nation's largest LGBT civil rights organization, accused the Trump administration of pushing "anti-transgender prejudices onto the military.""There is simply no way to spin it, the Trump-Pence Administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops," said HRC President Chad Griffin.Joshua Block, a senior staff attorney at the American Civil Liberties Union LGBT & HIV Project, said the policy "effectively coerces transgender people who wish to serve into choosing between their humanity and their country, and makes it clear that transgender service members are not welcome."Trump received recommendations from Defence Secretary Jim Mattis in February for dealing with transgender individuals serving in the military. The White House said Mattis and Homeland Security Secretary Kirstjen Nielsen agreed with the policy.Earlier Friday, Maj. David Eastburn, a Pentagon spokesman, said the announcement of a new policy would have no immediate practical effect on the military because the Pentagon is obliged to continue to recruit and retain transgender people in accordance with current law.The Justice Department said in a statement late Friday that it would defend the Pentagon's authority to "implement personnel policies they have determined are necessary to best defend our nation" and would ask the courts to lift all related preliminary injunctions. The issue has become mired in a complicated string of political statements, court decisions and policy reviews since Trump first stunned his administration with his tweets last July. It's unclear how much impact the court decisions will have on Trump's decision. Activist groups had worried the administration could enact such strict enlistment and health care restrictions that it would become all but impossible for transgender troops to join or continue serving.Under guidelines presented in December, the Pentagon could disqualify potential recruits with gender dysphoria, those with a history of medical treatments associated with gender transition and those who underwent reconstruction. Such recruits could be allowed in if a medical provider certified they've been clinically stable in the preferred sex for 18 months and are free of significant distress or impairment in social, occupational or other important areas.Transgender individuals receiving hormone therapy must be stable on their medication for 18 months. The requirements make it challenging for a transgender recruit to pass. But they mirror conditions laid out by President Barack Obama's administration in 2016, when the Pentagon initially lifted its ban on transgender troops serving openly in the military.__Follow Thomas on Twitter at Thomas, The Associated Press.

Turkey takes full control of Syria's Afrin: military source-[Reuters]-By Bulent Usta-YAHOONEWS-March 26, 2018

AFRIN, Syria (Reuters) - Turkey's military and its Syrian rebel allies have taken full control of northwest Syria's Afrin region, a Turkish army source said on Saturday, as aid workers distributed food to people in the area.Turkish forces and the Syrian fighters swept into the main Afrin town last Sunday after an eight-week campaign to drive out the Kurdish YPG militia, which Ankara regards as a terrorist group.A military source told Reuters the last remaining villages had been seized and control established overnight."Control has been completely achieved in the Afrin region and search operations are continuing so that local people can return safely to their houses," the source said.State-run Anadolu news agency carried a similar report. In Afrin, people queued to receive hot food which was being distributed by the Turkish Red Crescent while Turkish soldiers kept security and armored vehicles moved along the streets."We are trying to bring back life to normal in the short and medium term here." the aid group's president Kerem Kinik told Reuters. "Our mobile kitchens are here, and our crews are in the villages.""We want everything to be alright. We want our women and children to come back. They could not come back to their homeland," said Afrin resident Abdurrahman Nahsen Suleymanoglu.Turkish President Tayyip Erdogan rejected criticism of the Afrin campaign in a phone call with French President Emmanuel Macron on Friday, according to a Turkish presidential source.Among Turkey's Western allies, France has been one of the biggest critics of the Turkish military operation, with its foreign minister saying concerns for its border security did not justify the incursion.(Additional reporting by Yesim Dikmen in Istanbul; Writing by Daren Butler)

China air force drills again in South China Sea, Western Pacific-[Reuters]-YAHOONEWS-March 26, 2018

BEIJING (Reuters) - China's air force has held another round of drills in the disputed South China Sea and the Western Pacific after passing though Japan's southern islands, the air force said on Sunday, calling such exercises the best preparation for war.China is in the midst of an ambitious military modernization program overseen by President Xi Jinping with a heavy focus on its air force and navy, from building stealth fighters to adding aircraft carriers.China insists it has no hostile intent, but its sabre-rattling in the busy South China Sea waterway, and around Taiwan, has touched a nerve in the region and in Washington. In a statement, the air force said H-6K bombers and Su-30 and Su-35 fighters, among other aircraft, carried out combat patrols over the South China Sea and exercises in the Western Pacific after passing over the Miyako Strait, which lies between two southern Japanese islands. It did not say when the exercises took place nor specify the parts of the South China Sea or the Western Pacific. In a "freedom of navigation" operation on Friday, a U.S. Navy destroyer came within 12 nautical miles of an artificial island China has built in the South China Sea, provoking condemnation from China, which claims most of the strategic waterway.Sending Su-35 fighters over the South China Sea aims to help increase the air force's ability to fight far out at sea, the air force said in the statement on its microblog.Flying across the Miyako Strait, which also sits to the northeast of the self-ruled island of Taiwan that China claims as its own, accorded with international law and practice, it added."Air Force exercises are rehearsals for future wars and are the most direct preparation for combat," it said. The more exercises China practices far from its shores the better it will be positioned as "an important force for managing and controlling crises, containing war and winning battles", it added.(Reporting by Lusha Zhang and Ben Blanchard; Editing by Clarence Fernandez)

South Korea says North agrees to hold summit preparation talks on March 29-[Reuters]-By Cynthia Kim-YAHOONEWS-March 26, 2018

SEOUL (Reuters) - North Korea has agreed to hold high-level talks with South Korea on March 29 at the border truce village of Panmunjom to prepare for a summit of their leaders planned for April, the South said on Saturday.A team of three officials will be led by Ri Son Gwon, the chairman of North Korea's committee for the peaceful reunification of the country, the North told its neighbor early on Saturday, the South's Unification Ministry said."This morning, North Korea sent a message through a communication channel in Panmunjom agreeing to our suggestion made on the 22nd to hold high-level inter-Korea talks," the ministry said in a statement. The stakes are higher for a potential summit between U.S. President Donald Trump and his North Korean counterpart that may take place by the end of May, however.Trump this week named John Bolton, a former U.S. ambassador to the United Nations famed for his hawkish views on Pyongyang, to replace White House National Security Adviser H.R. McMaster.Trump fired Secretary of State Rex Tillerson on March 13, saying the two had disagreed over Iran and other foreign policy matters. The Korean talks set for March 29 will precede musical performances in Pyongyang in early April by a group of South Korean singers making a reciprocal visit after the North sent performers to the Pyeongchang Winter Olympics.Artists of both nations will collaborate for a show on April 3, the South's Yonhap news agency said, citing an aide of President Moon Jae-in.Moon plans to hold a summit with North Korea’s Kim Jong-Un by the end of April.(Reporting by Cynthia Kim; Editing by Richard Pullin and Clarence Fernandez)
