Bulgaria sympathetic to Israel wanting Jerusalem recognition — to a point-On visit, PM Borisov insists he won't relocate embassy, though he's 'not indifferent' to a sovereign state wanting its choice for capital to be recognized by the world-By Raphael Ahren-TOI-JUN 13,18

The prime minister of Bulgaria on Tuesday expressed understanding for Israel’s desire to have the international community recognize Jerusalem as their capital, saying that any sovereign country should have the right to determine its own capital city.Calling the city the “historic center” of the Jewish people and Israel, Boyko Borisov nonetheless argued that Bulgaria will not relocate its embassy from Tel Aviv to Jerusalem until an Israeli-Palestinian peace deal has been reached.“We are convinced that the Jewish people’s relation to Jerusalem is indisputable and are not indifferent to the wish of the Jewish population of Israel and of the Jewry in the world and to the right of Israel, being a sovereign state, to decide which city will be its capital and to insist that it be internationally recognized,” Borisov said at the American Jewish Committee’s Global Forum, which took place this week for the first time in Jerusalem. At the same time, he added, Sofia realizes that the Israeli-Palestinian peace process has been stalled for a long time, “and fails to find the driving force needed to lead the two peoples to an agreement on the final status.”Such a process “should follow the path of peace and understanding,” he said, particularly because the word Jerusalem is based on the word “shalom,” or peace. After US President Donald Trump announced that he planned to recognize Jerusalem as Israel’s capital and move the US embassy there, Bulgaria declared the status of Jerusalem “as the sacred site of the three monotheistic religions should be agreed in the course of Israeli-Palestinian peace negotiations that will lead to an agreement on the Palestinian territories’ final status,” Borisov noted. On December 21, Bulgaria voted in favor of a United Nations General Assembly resolution that called Trump’s Jerusalem decision “null and void” and said it “must be rescinded.”Hosting Borisov Tuesday in Jerusalem, Prime Minister Benjamin Netanyahu praised him for Bulgaria’s “consistent defense of Israel in international forums.”So far, the US, Guatemala and Paraguay have moved their embassies in Israel to Jerusalem. Several other countries, including the Czech Republic and Romania, have expressed interested in a relocation, though no such move appears imminent.During his speech Tuesday, Borisov mentioned that the AJC Global Forum usually takes place in the US and this year is being held in Jerusalem for the first time. The message of this move, he said, is that “Israel is an important and constructive component of the modern architecture of international relations.”Echoing a talking point Netanyahu has made repeatedly in recent months, Borisov said that, “had it not been for Israel, Europe and the European civilization would have been in bigger jeopardy in the face of rising radicalism and religious fundamentalism in the Middle East.”He also hailed Israel as a “unique state” that has deep historical roots but also a vision of and an action plan for the future.“I myself highly appreciate the fact that Israel is the leader in innovation and technology and in finding solutions to a series of complicated problems that today’s civilization faces in digitalization, medicine, agriculture and high technologies,” he said.Netanyahu on Tuesday thanked Borisov for the “wonderful friendship” between the two countries.“It’s time that all of Europe’s leaders understood that Israel is the one that defends the interests, our common interests in the Middle East, both in terms of security and in many, many other ways,” he said.

Netanyahu to Latin America states: Move your embassies to Jerusalem-TOI-JUN 13,18

Prime Minister Benjamin Netanyahu meets with the heads of parliamentary foreign affairs committees from Latin American states, calling on them to urge their governments to move their embassies in Israel to Jerusalem.“I’m very glad that Guatemala has moved its embassy. I’m very glad that Paraguay has moved its embassy,” says Netanyahu. “And I ask you, as well as being Israel’s ambassadors, to ask your governments to move their embassies to Jerusalem. So we can say, ‘Next year in Jerusalem’”He also says he hopes to travel to Guatemala later this year for a meeting of regional leaders. Netanyahu became the first Israeli prime minister to visit Latin America when he traveled to Argentina, Colombia and Mexico in September.

Israeli paratroopers train over Germany, Poland in US-led exercise-Officers note 'moving' symbolism of Jewish soldiers operating in Polish territory, where Nazi death camps once stood-By Judah Ari Gross-TOI-JUN 13,18

Israeli paratroopers trained alongside their American counterparts in the US-led Swift Response exercise in Europe this month, practicing how to take over an airfield with a jump into Polish territory, an officer who took part in drill said Wednesday.Last Monday, a company of 40 soldiers and officers from the Paratroopers Brigade’s reconnaissance battalion traveled to Europe to take part in the exercise, which was organized by the US European Command (EUCOM). Earlier reports that said they had taken part in NATO’s Saber Strike exercise, which was taking place at the same time, were incorrect. The annual Swift Response exercise was held this year in Germany, Poland, Lithuania and Latvia, with participants from across Europe, including the United Kingdom, Spain, Italy, Poland and Portugal.“It was the first time that Israeli paratroopers took part in an exercise on this scale,” said Maj. (res.) Ido Sharir, an operations officer from the IDF Paratroopers Brigade.Officers from the brigade said the location and timing of the exercise carried special importance for the Israeli paratroopers, coming just over 70 years after the end of World War II and the Holocaust.“This was a great privilege and honor for us, both the cooperation [with the US] and the symbolic event,” said Maj. Amir Puri, the commanding officer of the Israeli paratroopers.Puri noted that it had been 74 years since Jewish paratroopers from pre-Israel Palestine, including, famously, Hannah Szenes, jumped into Europe on behalf of the British Army to help rescue Hungarian Jews from the Nazis.“This was a symbol of the power of the State of Israel,” Puri said in a Hebrew video released by the military.Maj. Yotam Ruf, who led the exercise itself, also noted the symbolism of the jump by Israeli paratroopers into Poland, where millions of Jews were killed in the Holocaust.“Nothing can be more moving than that,” he said. The Israeli soldiers mostly trained with US EUCOM’s 173rd Paratrooper Brigade. The Israeli company “joined forces” with one of the American paratrooper companies and worked together “from A to Z, from the planning status of the mission through the jump,” Sharir told reporters on the phone from the US military’s Ramstein Air Base in Germany. The reserve operations officer said the focus for the Israel Defense Forces was on the sharing of tactics and learning how to fight alongside American troops.“We took back lessons, and I think they did too,” Sharir said. The broader, more Europe-centric goals of the Swift Response exercise were not the primary interest of the IDF, he said.“The general scenario was less relevant, from our point of view,” Sharir said. “It was less about the macro, more about the micro point of view.”The central element of the drill for the Israeli paratroopers was a mission to take over an airfield in Poland, he said.In order to fulfill the objective, the Israeli and American paratroopers flew from Germany and performed a jump into Poland. The officer said the European countryside was “more swampy” than the Israeli soldiers were used to, giving them an opportunity to learn how to operate in a different type of terrain. The soldiers also performed night missions and learned to fight in the forests of Europe.Taking part in an exercise in Germany and Poland, where many Nazi death camps were located, alongside the US Army, which helped liberate some of them, had “great meaning” for the Israeli troops, Sharir said. The major noted that Israel had recently celebrated the 70th anniversary of its establishment, just three years after the Holocaust.“We concluded the exercise by singing our national anthem, Hatikva,” he said.

Bulldozers raze Netiv Ha’avot outpost after settlers clear out-Few on site for court-ordered demolition, a day after police evacuate homeowners and thousands of protesters-By Jacob Magid-TOI-JUN 13,18

Bulldozers leveled 15 homes in the Netiv Ha’avot outpost Wednesday morning, completing a High Court of Justice decision which found that they had been built illegally on land not belonging to the state.Few spectators were present to watch the demolition after security forces cleared the homes of their respective families, along with roughly 1,000 Israeli youth who converged on the Elazar settlement neighborhood Tuesday to support the residents and protest the razing. The 15 families had already moved into a temporary neighborhood of modular homes built for them by the government on an adjacent hilltop known as “Plot 91.”Tuesday’s evacuation was completed largely without incident. The first 13 homes were cleared quickly with demonstrators leaving under their own power. In the final two homes, the residents had reached a prior agreement with the IDF, in which “passive resistance” would be permitted by protesters. The homes were split for the most part by gender. The house full of over 100 teenage girls was cleared first, with a number of the young women kicking and screaming at the four troops assigned to carry each one by their limbs. However, the extent of opposition was limited and the home was vacated in roughly an hour.In the final home, hundreds of teenage boys barricaded themselves inside, on the roof, the porch, and in the entryway. To prevent police entry, they used wire fencing, planks of wood and boulders. It took about seven hours to clear the home with nearly every occupant refusing to leave the premises willingly.Police reported having stones, bottles of paint and other objects hurled at officers by teens on the roof of the last home to be evacuated.Officers faced a considerable amount of verbal abuse from the young demonstrators who lambasted them for “taking part in the eviction of Jews” and for “conspiring with the enemy.”Nine cops were injured during the eviction, six of whom required medical attention. Most were released from medical care, but one required additional treatment.Three people were arrested for their conduct during the clearing of the final home — an adult male for assaulting a police officer and two minors for hurling objects at cops from the roof. The adult and one minor were conditionally released Wednesday morning following interrogations. The other minor was being brought before the Jerusalem Magistrate’s Court for a hearing on the charges against him.Two additional minors were arrested in the morning of the evacuation for assaulting Border Police officers as demonstrators were still arriving at the West Bank outpost, but they were released shortly thereafter. In total, 2,300 police officers and Border Police took part in the eviction operation, during which more than 500 youths were forcibly removed from the site and put on 15 buses that shipped them to various cities throughout the country.Police said that the families living in the outpost as well as hundreds of their supporters left the site of their own accord.Lawmakers from the religious pro-settler Jewish Home party were at the outpost during the evacuation to express their support for the protesters.Tuesday’s eviction came 21 months after the High Court of Justice first ruled that 17 buildings in the neighborhood had been constructed on land not belonging to the state, and ordered that they be demolished by March 8, 2018.Two of the structures, a small wood shop and a monument for two IDF soldiers killed fighting in Lebanon, were demolished last year. The remaining 15 residential homes were slated to be razed in March, but the High Court granted a three-month delay to arrange temporary housing for the evicted residents. In February, the cabinet approved a proposal to begin the process of legalizing the rest of Netiv Ha’avot. The remainder of the outpost includes an additional 20 homes that were also built illegally, but were constructed on parcels declared by Israel to be “state land,” and do not stand on private Palestinian property. The residents plan to use the government’s authorization of an official building plan to advance the construction of 350 more homes in the neighborhood.A group of seven Palestinians have claimed ownership of the land on which much of Netiv Ha’avot was established in 2001, insisting that they were expelled by Israeli settlers. After an extended legal process, the court ruled in their favor, leading it to order the razing.Another hearing on the issue is expected in the coming months. A victory for the Palestinian landowners would prevent Netiv Ha’avot residents from moving forward with plans to legalize and expand the remainder of the neighborhood, which the petitioners claim was built on their property as well.

Trump slams actor Robert De Niro as ‘a very low IQ individual’-President says Oscar winner may be 'punch-drunk' for launching expletives at him during award ceremony-By Agencies-TOI-JUN 13,18

US President Donald Trump hit back at Robert De Niro on Tuesday after the Oscar-winning actor used an expletive to condemn him at the Tony Awards.“Robert De Niro, a very Low IQ individual, has received to many shots to the head by real boxers in movies,” Trump tweeted. “I watched him last night and truly believe he may be ‘punch-drunk.'”De Niro, who won the Academy Award for Best Actor for his portrayal of boxer Jake LaMotta in the 1980 film “Raging Bull,” got a standing ovation at the Tony Awards on Sunday with his denunciation of Trump.“I’m going to say one thing — fuck Trump!” De Niro said, pumping his fists in the air.Robert De Niro, a very Low IQ individual, has received too many shots to the head by real boxers in movies. Russia calls new NATO combat readiness plan blow to Europe's security: Ifax-[Reuters]-YAHOONEWS-June 13, 2018

MOSCOW (Reuters) - Russia said on Wednesday that a new NATO plan to step up its combat readiness in Europe would worsen security on the continent and that Moscow would factor it into its own military planning, the Interfax news agency reported.Western officials said last week that the United States was pressing its European allies to get more NATO battalions, ships and planes ready for combat, in a fresh move to shore up NATO's deterrence against any Russian attack.Interfax cited Russian Deputy Foreign Minister Alexander Grushko as criticizing the initiative and saying that Moscow would take all necessary military measures to guarantee its own security.(Reporting by Maria Kiselyova; Writing by Andrew Osborn; Editing by Catherine Evans)

GENESIS 6:11-13
11 The earth also was corrupt before God, and the earth was filled with violence.(WORLD TERRORISM,MURDERS)(HAMAS IN HEBREW IS VIOLENCE)
12 And God looked upon the earth, and, behold, it was corrupt; for all flesh had corrupted his way upon the earth.
13 And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence (TERRORISM)(HAMAS) through them; and, behold, I will destroy them with the earth.

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land, because there is no truth, nor mercy, nor knowledge of God in the land.
2 By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3 Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

22  The LORD shall smite thee with a consumption, and with a fever, and with an inflammation, and with an extreme burning, and with the sword, and with blasting, and with mildew; and they shall pursue thee until thou perish.
23  And thy heaven that is over thy head shall be brass, and the earth that is under thee shall be iron.
24  The LORD shall make the rain of thy land powder and dust: from heaven shall it come down upon thee, until thou be destroyed.

Minor explosion at Hawaii volcano spews more ash into the air-[Reuters]-YAHOONEWS-June 13, 2018

(Reuters) - A small explosion at the summit of Hawaii's Kilauea Volcano shot more ash high into the atmosphere, putting communities in the southern part of the Big Island at risk, the U.S. Geological Survey (USGS) said. The volcano, which has been erupting since early May, has sent occasional columns of ash and volcanic gas into the atmosphere at between 10,000 (3,050 meters) and 30,000 feet (9,145 meters) above sea level, it said.On Sunday, another explosion spewed ash from the volcano, creating a driving hazard for roads on parts of the Big Island. One of the fissures in the volcano shot rock 160 feet (49 meters) up on Tuesday, slightly lower than the 180 feet (55 meters) it reached from Saturday night into Sunday, the USGS said."The summit itself is fairly stable, with continued seismic activity and a high likelihood of additional small explosions," said Richard Rapoza, a spokesman for the Hawaii Emergency Management Agency, in an email on Tuesday. "The lava flow is contained within a channel flowing to the ocean with only minor outflows."The ash produced in the summit explosions may also be irritating to sensitive or susceptible individuals, Rapoza said. The eruption, which entered its 40th day on Tuesday, stands as the most destructive in the United States since at least the violent 1980 eruption of Mount St. Helens in Washington state, according to geologist Scott Rowland, a volcanologist at the University of Hawaii at Manoa. While Hawaii's Kilauea's volcano has produced extremely hot and relatively slow moving lava flows, which have engulfed hundreds of structures but allowed people to evacuate, Guatemala's Fuego ejected much more dangerous pyroclastic flows, which kill everything in their path because they travel so fast and so far.The Mount St. Helens eruption also ejected pyroclastic flows, which reduced hundreds of square miles (km) to wasteland, and killed nearly 60 people and thousands of animals. The Hawaii eruption, with high walls of slow-moving lava, has engulfed about 600 homes since May 3, Hawaii County Mayor Harry Kim said last week.Vacationland, a private development believed to comprise about 160 homes, was completely erased, and at least 330 houses were devoured by lava at Kapoho Beach Lots, Kim said.On Saturday, hundreds of construction workers and volunteers, including officials from the Hawaii National Guard and the Hawaii Regional Council of Carpenters, began building 20 temporary housing units in Pahoa for families forced from their homes.(Reporting by Gina Cherelus in New York; Editing by Bill Berkrot and Sandra Maler)

Once-mighty Bud weakens to tropical storm on track to Baja-[Associated Press]-YAHOONEWS-June 13, 2018

MEXICO CITY (AP) — Hurricane Bud made a brief run as a powerful Category 4 storm off Mexico's Pacific coast, but quickly weakened into a tropical storm by Wednesday morning, easing — but not completely ending — the threat to resorts in its path at the southern tip of the Baja California peninsula. The U.S. National Hurricane Center said Bud's maximum sustained winds had lessened to 65 mph (100 kph), down from 130 mph (210 kph) the day before. It was projected to weaken further, but it was still expected to be at tropical storm force when it reaches the Baja peninsula late Thursday.A tropical storm warning was issued for a stretch of coastline from Santa Fe to La Paz that includes the twin resort cities of Los Cabos.Bud was centered about 250 miles (405 kilometers) south-southeast of Cabo San Lucas at the peninsula's southern tip and was moving north-northwest at about 3 mph (6 kph). The forecast path would carry it near Cabo San Lucas and San Jose del Cabo, which are popular destinations for international and domestic travelers with millions of visitors each year. The center said the hurricane could cause dangerous surf along Mexico's nearby coasts for the next several days. Heavy rainfall also was predicted for southwestern and western Mexico as well as the southern Baja peninsula.

Western U.S. wildfires spread as gusty winds persist-[Reuters]-YAHOONEWS-June 13, 2018

(Reuters) - Prime conditions for wildfires prevailed again on Wednesday in the western United States, where firefighters are battling to gain control over several large blazes that have forced the evacuation of more than 4,400 homes. The largest and most threatening blaze, the 416 Fire, has scorched nearly 26,000 acres (10,522 hectares) of drought-parched grass, brush and timber at the edge of the San Juan National Forest near the southwestern Colorado town of Durango.Wind gusts up to 25 miles per hour (40 kph), temperatures in the mid 80s (about 30 Celsius) and humidity of less than 15 percent are expected later on Wednesday, the National Weather Service said.Fire crews by Wednesday morning had contained 15 percent of the fire, fire officials said. Some 2,150 homes there remained under evacuation orders and residents of another 500 homes were advised they might have to flee at short notice, La Plata County officials said. The 416 Fire and a separate blaze burning nearby, the Burro Fire, also prompted state parks officials to close several wildlife areas to the public. The U.S. Forest Service shut down all 1.8 million acres (728,434 hectares) of the San Juan National Forest to visitors on Tuesday.Across the state about 60 miles (95 km) west of Denver, a newer blaze called the Buffalo Fire prompted the evacuation of nearly 1,400 homes after blackening 100 acres (40.5 hectares), officials in Summit County said. Winds will gust up to 25 miles per hour later on Wednesday to fan this fire, officials said.At least seven major wildfires were raging in parts of Colorado, marking the biggest concentration of roughly 30 blazes burning across nine Western states. No people have been injured or structures lost in the Colorado fires.Firefighters were hoping for some relief from a promising shift in weather patterns forecast for Friday, some of it associated with Hurricane Bud off the Pacific coast of Mexico. In southern Wyoming near the Colorado border, the Badger Creek Fire in Medicine Bow National Forest has grown to 5,200 acres (2,104 hectares), as evacuation orders were expanded to nearly 400 homes in Albany County, according to the Inciweb online U.S. fire information service.By Tuesday night, the Los Angeles Fire Department said residents of about 90 homes that had been ordered to evacuate were allowed to return as a fire north of tony Beverly Hills was 40 percent contained. The fire on Tuesday night had burned about 40 acres (16 hectares), the department said.(Reporting by Brendan O'Brien in Milwaukee and Bernie Woodall in Fort Lauderdale; editing by John Stonestreet and Bill Berkrot)

Ash doomsday ahead: Tens of thousands of trees in line of beetle attack-[CBC]-YAHOONEWS-June 12, 2018

The City of Fredericton is warning residents to prepare for a catastrophic loss of tens of thousands of trees. With the emerald ash borer on its way, ash trees in the capital are doomed, city forester Mike Glynn told the public safety and environment committee on Tuesday afternoon. The question the city is trying to answer is: should the trees be cut down now or after the beetle is already and obviously destroying them? - Emerald ash borer to drill $105M hole in Winnipeg's budget over 10 years -The beetle was found in Edmundston last month, and Flynn said it's only a matter of time before it shows up in Fredericton, if it's not here already. "At this point, from a proactive perspective, there's nothing we can do," he said. "It's a waiting game at this point."Removal is pretty much the only option, unfortunately."Fredericton has about 10,000 ash trees in Odell Park alone and about 2,400 along city streets. The numbers don't include ash trees in other city-owned parks or on private property. The impact in Odell Park will be most noticeable along the park's northeast side, where ash trees make up about 20 per cent of the canopy in some areas, according to Don Murray, the city manager of parks and trees. He said the city stopped planting ash in 2005, when it learned the ash borer would make its way to New Brunswick eventually and would one day destroy every ash tree in North America. The invasive species showed up in Canada in 2002 in Windsor, Ont. Tree liability-Flynn said that once the trees are infected, they have to be taken down. Otherwise they become a danger to people around them. "The risk is from the standing dead trees," he said. "Eventually, they'll start dropping branches, and then it becomes a huge liability factor for the general public."If those trees aren't removed and if they are left standing and dead, then you have to limit the access around those dead trees."Other municipalities have had to close down parks to keep people safe, he said. Coun. John MacDermid, the chair of the public safety and environment committee, said the city wouldn't want to close Odell Park, so it would be better to deal with the insect in a more proactive way."One approach might be that we start aggressively eliminating our ash trees, especially the larger ones," MacDermid said."We can start rebuilding that forest canopy, so we're not replanting trees in 10 years, when the tree is a danger to come down."Costly to eliminate--Murray said cutting down the city's ash trees will cost $1,000 a tree. Council just has to decide whether it wants to start cutting now or follow the beetle's timetable."This is a huge, serious problem that is going to cost us a lot of money over the course of the next 10 years to deal with, and the sooner we address it, the better," MacDermid said."We can't run away from it. We can't avoid it. The key decision is, how aggressively do we approach it."MacDermid said taking care of the street trees alone will cost around $3 million. He said the city will be able to find that money in the budget."The details will be better known in the fall when we get down into budget season, but I have pretty good confidence in our finance staff that hopefully they're going to be able to find some wiggle room to work it," he said.Council will come up with a plan over the next couple of months, but the beetle could already be in Fredericton. The ash borer found in Edmundston was likely in the area seven to eight years before it was discovered this May. "This is unavoidable. It's coming, and it could be here now."

Pot legalization battle brewing as government rejects key Senate change-[CBC]-YAHOONEWS-June 13, 2018

The federal government is rejecting several Senate changes to its cannabis legalization bill, setting the stage for a possible showdown between the Senate and the House of Commons. The Senate has proposed 46 amendments to The Cannabis Act, and while the government is accepting some of them, it is passing on several major ones.According to the House's order paper, the changes the government plans to reject include: - Affirming the provinces' right to ban home cultivation of marijuana. - Banning branded promotional items such as T-shirts and hats that display logos of marijuana producers. - Establishing a public registry of all cannabis companies' directors, officers, controlling parent corporations or trusts, and their directors, members and shareholders. The House still has to debate and vote on the plan in the coming days. Then C-45 will return to the Senate, where senators will have to decide whether to give up their fight to make these changes. While precedent suggests the Senate will go along with what the elected House of Commons decides, some senators have suggested they might not be prepared to back down this time.Home cultivation a hot topic-Quebec, Manitoba and Nunavut all want to forbid their citizens from growing recreational marijuana at home, even once cannabis is legalized federally. The Senate has suggested that the federal government affirm the provinces' right to do so in the Cannabis Act.In its response rejecting the home cultivation amendment, the government says it "respectfully disagrees" because provinces and territories already have the power to restrict personal cultivation. It said "it is critically important to permit personal cultivation in order to support the government's objective of displacing the illegal market.""One of the strong recommendations by experts was that we ensure personal cultivation of four plants at home," said Prime Minister Justin Trudeau Wednesday morning."We understand there are questions and concerns about this, and we understand also that it will be important to study the impacts of what we're doing and whether there can be changes made in three years, but we need to move forward on better protecting our communities."Beer and wine at home-Health Minister Ginette Petitpas Taylor pointed to other controlled substances that can be made or grown at home."Canadians are allowed to make beer at home or wine, and some can even grow tobacco," she said."It is already possible for Canadians to grow cannabis for medical purposes, and we absolutely believe that the legislation should be consistent when it comes to recreational cannabis."The whole issue revolves around the prospect of future court challenges. In March, while appearing before a Senate committee, Justice Minister Jody Wilson Raybould said the federal government wouldn't stop provinces from banning homegrown pot — but if a citizen decided to take the province or territory to court over the issue, the feds wouldn't be silent."This is federal legislation and we fundamentally support our legislation and it would be incumbent upon us to defend it," she told the committee. It's not just the Senate that's worked up over this issue. Provincial ministers from Quebec and Manitoba put out a joint statement on Thursday supporting the Senate's amendment on home cultivation and insisting on "respect" from the federal government."Ottawa has an opportunity to dispel the confusion surrounding this matter and to prevent Canadians from needless and costly legal challenges by accepting the amendment proposed by the Senate," reads the statement from Quebec's Canadian Relations Minister Jean-Marc Fournier and Manitoba Justice Minister Heather Stefanson.Branded pot swag-The Senate also voted in favour of banning the distribution of branded "swag" by pot companies, such as T-shirts, hats and phone cases that display a company logo.Conservative Sen. Judith Seidman argued that allowing such merchandise was a "loophole that gives cannabis companies a back door to advertise marijuana." She said she was particularly concerned about the impact on young Canadians.Critics questioned whether such a restriction would actually be enforceable, or whether it was an unnecessary constraint on freedom of expression. The government argues the act already includes comprehensive restrictions surrounding promotional items.Investor registry-The bid to have cannabis companies publicly register their investors was meant to keep organized crime out of the fledgling recreational market. The amendment, proposed by Conservative Sen. Claude Carignan, was inspired by fears that criminal gangs would use offshore tax havens to cash in on legal cannabis. In rejecting this amendment, the government says the legislation already gives it expanded powers to require security clearances. It also notes the Senate's suggestion "would present significant operational challenges and privacy concerns."Senate response-It remains to be seen how the increasingly unpredictable Senate will respond to the rejection of the amendments. The home cultivation amendment is a particular source of concern for several senators. Some feel it's important to respect the provinces' will on the issue, while others say there are too many uncertainties around the impact of home cultivation. If the Senate digs in its heels, it could further delay the Liberal government's plans for legalization. Federal officials have said that after the bill gets through Parliament and receives royal assent, there will still be a period of eight to 12 weeks to give provinces time to prepare for the actual sale of recreational marijuana. It's up to Prime Minister Justin Trudeau and his cabinet to choose the precise date that legalization would kick in.

Ford determined to scrap Ontario's 'disastrous' cap-and-trade system: spokesman-[The Canadian Press]-YAHOONEWS-June 13, 2018

TORONTO — A spokesman for Doug Ford says Ontario's incoming premier is determined to deliver on his campaign promise to scrap the "disastrous" cap-and-trade system and fight a federal carbon tax.Ford's pledge is causing concern in Quebec, a province that introduced a cap-and-trade system in 2013 and shares a carbon market with Ontario and California.Ford, whose Progressive Conservatives won a majority of seats in the Ontario legislature, is currently meeting with his transition team to select his cabinet and prepare for his official swearing-in on June 29.Quebec's environment minister, Isabelle Melancon, says she is watching closely to see who Ford will appoint as her counterpart and plans to stress the benefits of the cap-and-trade system. She says Quebec Premier Philippe Couillard did not raise the issue when he met with Ford a few days ago, but the two are set to meet again in July during the Council of the Federation, an annual meeting of provincial and territorial leaders.A spokesman for Ford says the Tory leader is also committed to fighting federal rules set to kick in next year that require provinces to have carbon pricing in place — rules already being challenged by the governments of Saskatchewan and Manitoba."Doug Ford is committed to stopping Justin Trudeau's carbon tax and pulling Ontario out of the disastrous cap-and-trade scheme," said Jeff Silverstein. "Doug Ford campaigned on this promise and he will deliver for the people of Ontario."The cap-and-trade system aims to lower greenhouse gas emissions by putting caps on the amount of pollution companies in certain industries can emit. If they exceed those limits they must buy allowances at quarterly auctions or from other companies that come in under their limits. The cap declines about four per cent each year to 2020, and as it decreases, the government hopes companies have more incentive to cut their emissions.Ontario has made close to $3 billion in a series of auctions since the system was introduced last year.Asked what it would mean for Quebec if Ontario pulled out of the carbon market, Melancon said it was too early to comment on that possibility."I want to have those discussions before talking about a possible withdrawal," she told The Canadian Press in French. "There are international treaties, we have signatures with the Western Climate Initiative, that are important," she said."Quebec has always been a leader when it comes to fighting climate change. We would like to continue to do so...with Ontario by our side in this carbon market," she said.States such as Oregon and Vermont, as well as jurisdictions such as Mexico, are currently interested in the carbon market, she said, adding that cap and trade is expected to raise billions for green energy projects in Quebec over time.Ford has consistently opposed carbon pricing and has come under fire for failing to explain how he would make up for the lost revenue. If Ford gets rid of cap and trade, the federal measures will kick in, said University of Calgary economics professor Trevor Tombe. Those include a carbon tax that affects people's heating bills and what they pay at the gas pumps, and a separate one for large emitters who are essentially the same entities covered by Ontario's cap-and-trade system, he said.Firms that hold compliance permits in Ontario under the cap-and-trade system would be able to use them under the federal system, he said."In terms of timing, there's more gradual ways of doing it that might be less of an administrative burden and that is to time the transition for when the current batch of permits expires," which would be after 2020, he said.Ford could, however, take a middle-ground approach and simply eliminate the portion of cap and trade that applies to fuel distributors, which would lower the price of gasoline — a key commitment the Tory leader made during his campaign, Tombe said."I would go that halfway route, I would carve out fuel distributors — that would be incredibly easy to do and could be done instantly — but I would keep the cap and trade for all other large emitters," Tombe said. That would allow Ford to show he is taking action on climate change."That would make it very easy for the feds to snap in their backstop because they wouldn't need to apply the large-emitter system in Ontario," he said.Meanwhile, an economic paper issued Wednesday by the Montreal Economic Institute, a non-profit think-tank, says the cap-and-trade system won't help reduce greenhouse gas emissions unless the price of carbon increases dramatically.Carbon currently costs roughly $20 per tonne, with the price expected to rise to $30 to $100 per tonne by 2030, but even that won't be enough to bring down emissions, the organization says, predicting that people will simply pay more and continue to produce as much gas.A significant increase in cost may succeed in discouraging emissions, the paper suggests, but would likely lead business to uproot for jurisdictions with more lenient rules. In order to cut greenhouse gas emissions, governments must take a global approach, said Mark Milke, a policy analyst and the paper's co-author."You have to look around the world and say, 'OK how can we, in conjunction with other jurisdictions, get (emissions) down,' which would mandate a rethink of current policy," he said. "Or you wait for technology to solve the problem."Paola Loriggio, The Canadian Press.

Rights group: Israeli lethal force in Gaza may be war crime-Human Rights Watch calls for sanctions 'against officials implicated in ongoing serious human rights violations'-By Agencies and TOI staff-JUN 13,18

Human Rights Watch said Wednesday that Israel’s use of lethal force against Palestinian demonstrators in the Gaza Strip in recent weeks may constitute war crimes. It made the allegation in a statement issued ahead of an emergency UN General Assembly meeting to vote on a resolution condemning Israel’s “excessive use of force.”A similar Security Council resolution was vetoed earlier this month by the United States. US Ambassador Nikki Haley has said that the proposed text is “fundamentally imbalanced” and “grossly one-sided” for its failure to mention Hamas, and has proposed an amendment that condemns the Palestinian terror group. In two months of mass protests at the Gaza border, more than 110 Palestinians have been killed and thousands wounded by Israeli military fire. Most of the fatalities were members of terror groups, Hamas and Islamic Jihad have acknowledged. Israel said its troops were defending the border and accused Hamas of trying to carry out terror attacks under the cover of the protests. The protests at Israel’s border peaked on May 15, when some 40,000 Gazans protested along the fence and violent clashes took place between troops and Palestinians. The protest came on the same day that the US opened its embassy in Jerusalem. The Israeli military has insisted its soldiers adhere to the rules of engagement to defend Israeli civilians and security infrastructure from attacks cloaked by the protests.Human Rights Watch contended in its statement the fact that most of the protesters were not armed. The organization said eyewitnesses recounted that Palestinians were shot from a great distance from the fence, and that others who “had not thrown stones or otherwise tried to harm Israeli soldiers” were shot from a closer range.Human Rights Watch’s Mideast director called on the international community to “impose real costs for such blatant disregard for Palestinian lives.”“The UN Human Rights Council inquiry should identify and call for sanctions against officials implicated in ongoing serious human rights violations,” Sarah Leah Whitson said.

Indian woman chess star boycotts Iran event over headscarf law-Grandmaster Soumya Swaminathan says demand to cover hair violates her basic human rights and freedom of expression-By AFP-TOI-JUN 13,18

NEW DELHI, India — One of India’s top women chess players has pulled out of an upcoming championship in Iran in protest at having to wear an Islamic headscarf.Soumya Swaminathan, a former world junior girls champion, said the dress code at the Asian Nations Chess Cup starting next month violated her rights.“I find the Iranian law of compulsory headscarf to be in direct violation of my basic human rights including my right to freedom of expression, and right to freedom of thought, conscience and religion,” the grandmaster said.“It seems that under the present circumstances, the only way for me to protect my rights is not to go to Iran,” the 29-year-old wrote on Facebook.I am very sorry to state that I have asked to be excused from the Indian Women's team for the forthcoming Asian Nations…Posted by Soumya Swaminathan on Saturday, 9 June 2018-In 2016, US chess champion Nazi Paikidze-Barnes boycotted the world championship in Tehran after also refusing to wear the hijab. In 2017 the Iranian Chess Federation banned Dorsa Derakhshani for attending competitions abroad without wearing the headscarf. She now plays for the United States.Since the Islamic revolution of 1979, Iran has required women to wear the Islamic headscarf in public places.Under Iranian law, women can only show their face, hands and feet in public and are supposed to wear only modest colours.Over the years, women have pushed back the boundaries of the law, with many, particularly in the capital, wearing loose, brightly coloured headscarves far back on their heads. But they still risk fines and even lashings from “morality police” if they go too far.Posted by Soumya Swaminathan on Wednesday, 10 January 2018-Swaminathan criticized chess officials for allotting events to countries without taking players’ rights into account.“I understand the organizers expecting us to wear our national team dress or formals … for our games during official championships, but surely there is no place for an enforceable religious dress code in sports,” she said.Swaminathan is ranked 97 among active women players in the world and fourth in India, according to the World Chess Federation. The Asian Nations Chess Cup takes place in Hamadan from July 27 to August 4.

Iran says will begin uranium enrichment at Fordow if nuclear deal unravels-[Reuters]-YAHOONEWS-June 13, 2018

BEIRUT (Reuters) - Iran will begin uranium enrichment at its Fordow plant and will install new nuclear equipment at its Natanz facility if it withdraws from a nuclear deal with major powers, said the spokesman for the Atomic Energy Organisation of Iran (AEOI).The fate of the 2015 nuclear deal is unclear after the United States withdrew from it. The other signatory nations - Russia, China, Germany, Britain and France - are trying to salvage the accord, which imposed curbs on Iran's nuclear program in return for a lifting of some economic sanctions.Iran has two vast enrichment sites, at Natanz and Fordow. Much of Natanz is deep underground and Fordow is buried inside a mountain, which is widely believed to protect them from aerial bombardment.AEOI spokesman Behrouz Kamalvandi said in an interview published on Wednesday that new work would begin on the nuclear program on the orders of Supreme Leader Ayatollah Ali Khamenei. He did not specify what kind of new equipment might be installed at Natanz."Currently the Supreme Leader has ordered that the programs be carried out within the parameters of the nuclear deal," Kamalvandi told the Young Journalists' Club (YJC) in an interview."And when he gives the order we will announce the programs for operating outside of the nuclear deal for reviving Fordow," he added.Ali Akbar Salehi, the head of the AEOI, announced last week that Iran had begun work on a facility to construct advanced centrifuges at Natanz. The announcement appeared at least in part to be an effort to pressure the remaining signatories to preserve the 2015 deal.Kamalvandi accused the United States and other Western countries of applying double standards by opposing Iran's nuclear program, which he said was purely peaceful, while accepting the nuclear arms program of Tehran's foe Israel."The West doesn’t criticize the Zionist regime and have even helped them," the YJC quoted Kamalvandi as saying. "Without the help of the West and America this regime could never have obtained nuclear weapons."Israel is widely believed to be the Middle East's only nuclear power. Israel has never confirmed or denied that it has a nuclear arsenal.(Reporting By Babak Dehghanpisheh; Editing by Gareth Jones)
