Defense Minister Avigdor Liberman on Friday announced that he had directed his ministry to advance plans for the construction of 400 new homes in the West Bank settlement of Adam, in response to the deadly terror attack that took place there overnight.“The best response to terrorism is increased settlement in Judah and Samaria,” he tweeted, referring to the West Bank by its Biblical name. “Therefore I instructed this morning that plans should be advanced to build 400 housing units in the Adam settlement and to approve it with the planning authorities in the next few weeks.”The 400 homes would be part of an already existing plan which will add 1,000 houses in the settlement, 150 of which are already under construction.Liberman’s directive likely means the plan will be prioritized by the Civil Administration, the Defense Ministry body that convenes once every three months to approve West Bank construction.The plan still requires several approvals by planning authorities before ground can be broken — a process that sometimes can take years.Liberman’s announcement followed a terror attack in which 31-year-old Yotam Ovadia was stabbed to death and two others were injured.According to Israeli authorities, suspect Mohammad Tareq Yousef climbed over the security fence of the West Bank settlement of Adam sometime before 9 p.m. Thursday. He walked deeper into the settlement, crossing a playground area, where he encountered Ovadia, and stabbed him repeatedly in the upper torso.Ovadia was father to a 2-year-old child and a 7-month-old baby. The Brinks security company announced on its Facebook page that he worked for it as a technician.A second resident, 58, was also stabbed after arriving on the scene. He was rushed to a hospital in serious condition but it was upgraded to moderate after doctors managed to stabilize him.A third resident, Assaf Raviv, 41, went outside to investigate the disturbance and, realizing that an attack was occurring, shot the Palestinian terrorist three times, killing him.He was stabbed and lightly injured during the incident, and on Friday morning it was announced he had been released from hospital.Overnight Israeli security forces entered suspect Mohammad Tareq Yousef’s village of Kobar. Palestinians accused neighboring settlers of ransacking a pair of homes in the central West Bank village of Jalud Friday afternoon.According to the Yesh Din rights group, Jalud locals returned from Friday afternoon prayers to find a group of Israelis fleeing in the direction of the Esh Kodesh outpost.When Palestinians arrived at the two homes the settlers were seen scampering from, they found one of them torched and another torn apart with the flooring pulled apart, windows cracked and a bathroom looted.The house which was set on fire had been under construction. Both homes were uninhabited at the time of the incident.Police said they were aware of the incident, but would not say whether they were investigating it as a hate crime.Tensions in the West Bank were particularly high Friday after a Palestinian teen from the village of Kobar snuck into the Adam settlement Thursday night and stabbed three Israelis, killing one of them.

LONDON (Reuters) - Britons sweltered on what was dubbed "furnace Friday", though temperatures appeared not to have set new records after overnight storms, according to figures from government weather forecasters at the Met Office.On Thursday, temperatures reached 35.3 degrees Celsius at Faversham in Kent, southeast England, officially making it the hottest day of the year so far."Today's provisional top temperature looks set to be 34.7C, recorded at Tibenham Airfield in Norfolk," the Met Office said late on Friday, as rain started to fall in London.The all-time British record is 38.5C set in August 2003 near Faversham, while the highest July temperature was 36.7C in 2015 at London's Heathrow airport.Britain's prolonged heatwave has turned green grass brown, triggered an impending hose pipe ban in the northwest of England, and prompted a warning from the government for people to keep out of the sun.Farmers have also warned of possible food shortages and hospitals have been stretched by an increase in patients with heat-related ailments.The National Farmers Union said it would hold a summit with government officials and other farming bodies on Aug. 1 to discuss how to mitigate the effect of the unusually hot, dry weather, which is forecast to continue."Some areas are expected to see thunderstorms and rain over the next couple of days but that won't mitigate the many issues farmers are experiencing," NFU President Minette Batters said.On Friday, the heat was seriously disrupting travel across Britain.EuroTunnel Le Shuttle, which transports cars via a rail tunnel underneath the Channel, warned passengers heading for France from its Folkestone terminal to expect delays of more than two hours due to problems with air conditioning in carriages. A Kelowna man is so fed up with the number of human caused wildfires that he's offering a $10,000 reward to bring to justice people who deliberately start forest fires.Last month, the RCMP announced it is investigating 29 Okanagan forest fires deliberately set over the last four years.Other fires are caused by natural events, like lightning strikes.Jayme Knyx is particularly affected by the smoke because he suffers from asthma —  so badly that it's put him in hospital."It's been an ongoing event for me. I've been having an asthma attack once or twice a week," Knyx said. "Earlier this year, I actually almost died from my asthma."Knyx is the owner of Ogologo Media.Smoky days are particularly bad for his health, he said, and make it very difficult for him to breathe."Why should we be tolerating this intentional destruction of the beautiful Okanagan Valley?" he told Chris Walker, the host of CBC's Daybreak South."It's important we link arms as a community."The current deterrents aren't stopping people from starting forest fires, Knyx said, but hopes the large cash incentive might encourage someone to turn in their friends and acquaintances if they've lit the forest alight.The award will given on the condition that sufficient evidence is given to lead to formal charges and ideally a successful conviction.The money is nothing to him, he said, if it puts an end to human-caused fires."The last thing you are thinking about when you can't breathe is $10,000," Knyx said. PARIS (Reuters) - French state-controlled utility EDF on Friday halted production at its 900 megawatt (MW) Bugey 3 nuclear reactor and reported an unplanned outage at the 1,300 MW St Alban 1 reactor, because of the heatwave in the country.EDF, which operates the 58 nuclear reactors that account for more than 75 percent of France's electricity needs, discharges water it uses as coolants for the reactors into surrounding rivers and canals.The amount of water it discharges is regulated by law to protect plant and animal life, forcing it to cut output during prolonged hot weather when river temperatures rise.EDF warned on Tuesday that extreme temperatures forecast this week could limit electricity production from its nuclear reactors at the Bugey and Saint-Alban nuclear plants from Saturday July 28.France and much of western Europe have experienced scorching weather this week, with temperature reaching 40 degrees Celsius in some towns.(Reporting by Bate Felix; Editing by David Goodman)

(Reuters) - A fast-growing northern California wildfire killed a second firefighter on Friday as high winds drove it toward the city of Redding, prompting mass evacuations and threatening some 5,000 homes and businesses, officials said.The Shasta County Carr Fire grew by about 60 percent overnight, scorching 44,450 acres (18,000 hectares), state fire officials said. It was just 3 percent contained as crews battled it for a fifth day.A curtain of smoke and flames loomed over low-slung buildings in Redding, home to 90,000 people, with forecasts calling for wind gusts of 25 miles (40 km) per hour and temperatures of 110 Fahrenheit (43 Celsius)."When you're dealing with temperatures that high, it's really, really hot heat," said Cal Fire spokesman Scott Kenney in a phone interview. "Stress, as far as heat exhaustion and heat stroke, are really serious situations that a firefighter can get into, so the tactics kind of get hindered by temperatures that high."The Carr Fire is one of 88 burning nationally, mostly across the American west, one of which prompted the closure of much of Yosemite National Park.This year so far, almost 4 million acres (1.6 million hectares) have been blackened by wildfires, above a 10-year average of 3.6 million acres (1.5 million hectares) over the same period, according to the National Interagency Fire Center.Roads out of Redding, about 150 miles (240 km) north of Sacramento, were jammed overnight with motorists trying to escape the flames, social media postings showed. WASHINGTON — House Speaker Paul Ryan spoke out against an effort by a small group of conservatives to impeach Deputy Attorney General Rod Rosenstein on Thursday, dooming the endeavour for now and easing a months-long standoff between House Republicans and the Justice Department.Ryan said the tussle over document requests between House Republicans and Rosenstein, who oversees the federal Trump-Russia investigation, doesn't rise to the level of "high crimes and misdemeanours " that could warrant impeachment under the Constitution."I don't think we should be cavalier with this process or with this term," Ryan said. He also said he is encouraged by progress on the document production.Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller's investigation.Their move late Wednesday came after months of criticism aimed at the department — and the Russia investigation in particular — from President Donald Trump and his Republican allies in Congress. Trump has fumed about Mueller's probe and has repeatedly called it a "witch hunt," a refrain echoed by some of the lawmakers.Mueller is investigating Russian interference in the 2016 election and whether Trump's campaign was involved.The impeachment effort was led by North Carolina Rep. Mark Meadows, the chairman of the conservative House Freedom Caucus who talks to Trump frequently and often defends him to colleagues.As Ryan voiced his disapproval, Meadows acknowledged that he didn't currently have the votes to pass the impeachment resolution and said he wouldn't use procedural manoeuvrs to trigger an immediate vote — something he had threatened to do. The House left Thursday afternoon for a five-week recess.Instead, Meadows said he had a commitment from leaders to vote on holding Rosenstein in contempt of Congress when the House returns in September if certain documents are still outstanding. Steve Scalise of Louisiana.The contempt resolution would first have to move through the Judiciary Committee, according to Republican aides.Meadows said the five-week delay would give the department "one last chance" to deliver.
