Liberman urges Gazans to oust Hamas from power-Defense minister tells residents of impoverished Palestinian territory they could have prosperous life without ruling terror group-By TOI staff-JUL 24,18

Defense Minister Avigdor Liberman on Tuesday urged Palestinians to oust Hamas as leaders of the Gaza Strip, telling residents of the impoverished coastal enclave they could have a life of prosperity without the ruling terror group in power.“My message to the residents of Gaza is simple. You can choose between poverty and unemployment, or work and livelihood. Between hate and spilled blood, or coexistence and personal security,” he said in a video released by Israel’s military liaison to the Palestinians.“We can be your greatest partners in the effort to turn the refugee camps into the Singapore of the Middle East,” he said.In exchange for this prosperity, Liberman said Israel required the complete demilitarization of the Strip, the return of the captive Israelis and bodies of IDF soldiers, and recognizing Israel’s right to exist in peace.“If your leadership is not ready for this, then change your leadership,” he said, urging Gazans to launch a social media campaign demanding basic necessities such as water and electricity.Gaza faces a lack of electricity, drinkable water, and food. Nearly 80 percent of the Strip’s 2 million residents rely on humanitarian aid.Israel and Egypt maintain a blockade on the Strip which they say is designed to prevent Hamas from importing weapons and other goods that could be used to build fortifications or cross-border tunnels. Gaza’s woes have been exacerbated by an ongoing dispute between Hamas and the Palestinian Authority, which has imposed a series of economic sanctions on its political rival in the Strip.Liberman’s appeal to Gazans on Tuesday came as his office announced the partial re-opening of Gaza’s only goods crossing, which was shuttered over the ongoing attacks from the coastal enclave. As of midday, gasoline and diesel fuel were being allowed through the Kerem Shalom crossing for the first time in over a week, along with the food and medical supplies that have entered Gaza daily since the crossing was closed. The cargo crossing was reopened after Liberman’s office said Hamas hostilities had largely, but not fully, subsided in recent days. Hours later, the IDF said it fired on a group of Gazans launching incendiary balloons into Israel. Three people were reported injured.Last week, Liberman ordered Kerem Shalom closed after Hamas continued to allow incendiary kites and balloons to be launched over the border into Israel even after agreeing to a cease-fire.On Monday, an Israeli aircraft shot at a group of Gazans flying incendiary balloons into southern Israel from the northern Strip, east of the city of Jabaliya, according to the military and Palestinian reports. There were no injuries immediately reported. On Sunday evening, an Israeli aircraft also fired at a group of Palestinians launching incendiary balloons into southern Israel from the northern Gaza Strip, the army said. The Hamas-run Gazan health ministry said two people were injured in the strike. It listed the injuries as light to moderate.IDF tanks also struck a pair of observation posts on Saturday in response to an attempt to breach the border and an incendiary balloon launch. In recent days, Liberman and other Israeli officials have signaled that Israel is prepared to go to war in order to stop the day-to-day violence along the Gaza border.

IDF strikes Gaza ‘fire balloon’ launchers, three reported hurt-Military says it targeted 'terrorist squad' carrying out arson attacks from the northern Strip, several balloons reportedly land in Israel-By Judah Ari Gross-TOI-JUL 24,18

An Israel aircraft shot at a group of Palestinians launching incendiary balloons into southern Israel from Gaza on Tuesday, the military said. The Israel Defense Force confirmed that one of its aircraft opened fire at a “terrorist squad” in the northern Gaza Strip. The Hamas-run Gaza health ministry said three people were injured in the strike. The Hamas-linked Shehab news outlets said two people suffered light injuries and one person was moderately hurt with a head wound. It said a drone had targeted the group east of Gaza City. The strike, the third in as many days, came amid a sharp decrease in cross-border violence at the volatile border.A short while ago, a terrorist squad was launching arson balloons from the northern Gaza Strip into Israeli territory. In response, an IDF aircraft fired towards the squad.— IDF (@IDFSpokesperson) July 24, 2018-Earlier in the day, Israel partially reopened the Kerem Shalom cargo terminal into Gaza, which had been shuttered as a punitive measure amid a spate of arson attacks from Gazans launching balloons and kites laden with flammable material or explosive devices. The arson attacks have largely abated since Friday night, when Hamas reportedly agreed to a ceasefire, but the practice has continued. On Tuesday, some five balloons were launched into Israel, with three starting small fires, Israel’s Hadashot news reported.Defense Minister Avigdor Liberman said on Sunday that Israel would fully reopen the Kerem Shalom Crossing on Tuesday if all violence from Gaza ceased.Instead, the defense minister partially reopened the crossing on Tuesday, allowing through gasoline and diesel fuel for the first time in over a week, along with the food and medical supplies that have entered Gaza daily since the crossing was closed.“The minister’s decision came from the fact that Hamas has not completely stopped its terrorist activities, but has tried to keep them at a low level of incendiary balloon launches and clashes on the border, with known Hamas members responsible for it,” his office said in a statement Tuesday morning. On Monday, an Israeli aircraft shot at a group of Gazans flying incendiary balloons into southern Israel from the northern Strip, east of the city of Jabaliya, according to the military and Palestinian reports. There were no injuries immediately reported. On Sunday evening, an Israeli aircraft also fired at a group of Palestinians launching incendiary balloons into southern Israel from the northern Gaza Strip, the army said. The Hamas-run Gazan health ministry said two people were injured in the strike. It listed the injuries as light to moderate.IDF tanks also struck a pair of observation posts on Saturday, in response to an attempt to breach the border and an incendiary balloon launch.Since March 30, southern Israel has experienced many fires as a result of incendiary kites and balloons. Over 7,000 acres of land has been burned, causing millions of shekels in damages, according to Israeli officials. The reported ceasefire with Hamas was reached after the IDF pounded dozens of Hamas targets on Friday night in response to a sniper attack on the border earlier in the evening, in which a soldier was killed.

For first time since 2011, Syrian regime reaches border with Israel-Assad's forces capture positions along frontier after routing opposition and Islamic State fighters, state media says-By AP and TOI staff-JUL 24,18

Syrian state media said Tuesday that government forces have reached the frontier with the Israeli Golan Heights after capturing territory from rebels and Islamic State fighters.Al-Ikhbariya TV broadcast footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces inside the Golan Heights. The camera showed an Israeli observation post 400 meters (440 yards) away.Israel captured the Golan Heights from Syria in 1967. The UN deployed a peacekeeping force between the two sides in 1974. Israel annexed the strategic territory in 1981.It is the first time government forces have taken up positions along the frontier since an uprising against Syrian President Bashar Assad swept through the country in 2011. Islamic State fighters later seized territory from rebels along the frontier region. The development came as Israel on Tuesday shot down an Syrian air force jet that strayed into Israeli territory. Israel stressed that it will continue to enforce a separation of forces agreement, which requires Syria to abide by a demilitarized zone between the two countries.Recent media reports have said that Israel and Syria, along with the US and Russia, are interested in restoring the situation on the Golan Heights to the terms of the 1974 Agreement on Disengagement to define the no-man’s land, demilitarized zones and deployment of Israeli and Syrian forces on both sides of the border.

Wildfires in Greece kill 74 in deadliest blazes in decades-[The Canadian Press]-yahoonews-July 24, 2018

RAFINA, Greece — The death toll from Greece's deadliest wildfires in decades climbed to 74 Tuesday as rescue crews searched on land and sea for those who sought to escape the blazes that engulfed popular summer resort spots near Athens. The number of victims appeared set to go even higher, with crews checking charred homes and vehicles and the coast guard scouring beaches and deeper waters. There was no definitive count of the missing.Fueled by 80 kph (50 mph) winds that frequently changed direction, the fires — one to the west of Athens near the town of Kineta and another to the northeast near the port of Rafina — spread at speeds that surprised many, trapping hundreds on beaches and cutting off escape routes. All the casualties appeared to be from the fire near Rafina, a popular seaside area that is a mix of permanent residences and vacation homes. The blaze broke out Monday afternoon during a hot, dry spell but the cause was not immediately clear. Aerial photos showed charred swathes of forest and homes.Prime Minister Alexis Tsipras declared three days of national mourning. Apart from the dead, which included children, hospitals treated 187 people, most for burns, with 10 listed in serious condition.Although it had abated by Tuesday afternoon, the blaze was far from extinguished and more than 230 firefighters were still trying to put it out, helped by volunteers and water-dropping aircraft. Another five fires continued to burn, with flare-ups reported in the blaze near Kineta. Authorities ordered the evacuation of some communities as a preventive measure.Authorities urged the public to contact them about the missing. Many took to social media, posting photos and what was believed to be their last location before the fires hit.Twenty-six of the dead were found after dawn Tuesday, huddled in a compound near the sea in the community of Mati, the worst-hit area near Rafina, about 50 kilometres (30 miles) west of Athens.Red Cross rescuers said they appeared to be families or groups of friends because they were found hugging in groups of threes and fours.Hundreds of homes and cars were believed to have been burned. Many vehicles were found with the keys still in the ignition and doors open, a sign of the urgency with which their occupants sought to flee the flames. Narrow roads quickly became jammed, forcing many to try to escape on foot. The ferocity of the fire melted cars' metal hub caps. Many ran to beaches, but even there the fire got so close and the smoke was so thick that dozens swam out to sea despite the rough weather.Coast guard and private boats picked up more than 700 survivors from beaches and the sea — but also recovered six bodies."It happened very fast. The fire was in the distance, then sparks from the fire reached us. Then the fire was all around us," said Nikos Stavrinidis, who had gone with his wife to fix up his summer home for a visit by his daughter.Stavrinidis, his wife and four friends swam out to sea to escape the smoke, but they quickly became disoriented, losing sight of shore and being swept out farther by the wind and currents. Two of his group didn't survive."It is terrible to see the person next to you drowning and not being able to help him," Stavrinidis said, his voice breaking. The rest of the survivors were picked up by a fishing boat with an Egyptian crew who jumped into the water to rescue them.Rafina's dock became a makeshift hospital overnight as paramedics examined survivors, some wearing only their bathing suits, after being dropped off by rescue boats.Rafina Mayor Evangelos Bournous said his home had burned down and his family escaped by going into the sea.The speed of the fires caught many by surprise."Everything happened in seconds," said Andreaas Passios, who lives next to the compound in Mati where the 26 bodies were found. "I grabbed a beach towel. It saved my life. I soaked it, grabbed my wife and we ran to the sea."Passios said he and his wife stayed by the sea for two hours."It was unbelievable. Gas canisters were exploding. Burning pine cones were flying everywhere," he said.Among the survivors was former Greek Communist Party leader Aleka Papariga."The police tried to direct us away from the fire, but we couldn't escape it," she said. "We got stuck in traffic and the flames were on top of us. We managed to find a small gap and we made it out."Local officials provided housing, food and clothes for those affected.Greece sought help in fighting the fires from the European Union. Spain sent two firefighting aircraft, while Cyprus sent in 60 firefighters. Israel, Turkey, Macedonia, Bulgaria, Croatia, Italy and Germany also offered assistance.Over the two days, 47 brush and forest fires broke out across Greece, with most of them quickly extinguished, the fire department said.Heavy rain was forecast Wednesday across southern Greece, and there was hope that could help firefighters.Forest fires are common during Greece's hot, dry summers and temperatures recently reached up to 40 degrees Celsius (104 Fahrenheit). In 2007, more than 60 people were killed when huge fires swept across the southern Peloponnese region.___Becatoros reported from Athens. Death toll in Greece wildfires rises to 60-Greek prime minister declares 3-day national mourning period over deadliest blazes in the country since 2007-By TOI staff and Agencies-JUL 24,18

The death toll from the wildfire ravaging the seaside areas around Athens has increased to 60 in Greece’s deadliest blaze in more than a decade, according to local officials.“We have counted 60 dead,” Myron Tsagarakis, a local official in Rafina, the largest town in the area most affected by the fires, told AFP, confirming earlier reports by local media. Many tourists and residents fled toward the coastline to escape the ferocious flames and choking smoke. Authorities evacuated more than 700 people by sea overnight, said Merchant Marine deputy minister Nektarios Santorinios, whose ministry is in charge of the coast guard. But some didn’t make it to the beach. The head of Greece’s Red Cross, Nikos Oikonomopoulos, told Skai television that a Red Cross rescue team reported finding the 26 bodies in a compound northeast of Athens.“Everything happened in seconds,” said Andreaas Passios, who lives next to the compound. “I grabbed a beach towel. It saved my life. I soaked it, grabbed my wife and we ran to the sea.”Passios said he and his wife stayed by the sea for two hours: “It was unbelievable. Gas canisters were exploding. Burning pine cones were flying everywhere.”When the flames died down, Spyros Hadjiandreou came searching for loved ones.“My niece and cousin were staying here on holiday. I don’t know if they made it out,” he said. “I don’t know if they are OK. I haven’t heard from them.”The two largest wildfires — one 30 kilometers (20 miles) northeast of Athens near Rafina, the other 50 kilometers (30 miles) west of the capital in Kineta — broke out Monday during hot, dry summer conditions. Fanned by gale-force winds that frequently changed direction, the flames spread rapidly into populated seaside towns — too fast for many who were in their cars or homes to flee, fire department spokeswoman Stavroula Malliri said.“The police tried to direct us away from the fire, but we couldn’t escape it,” said Aleka Papariga, a former Greek Communist Party leader who lives near Rafina. “We got stuck in traffic and the flames were on top of us. We managed to find a small gap and we made it out.”Evangelos Bournous, the Rafina mayor, blamed the winds.“We were unlucky,” he said. “The wind changed and it came at us with such force that it razed the coastal area in minutes.”Government spokesman Dimitris Tzanakopoulos said 715 people were evacuated from beaches and coastline by navy vessels, yachts and fishing boats. The coast guard said 19 people were rescued at sea, some of whom had swum out to escape the flames.Greek Prime Minister Alexis Tsipras declared three days of national mourning after the death toll reached 60.“Today Greece is mourning, and in memory of those who were lost, we are declaring a three-day period of mourning,” Tsipras said in a statment. “But we mustn’t let mourning overwhelm us, because these hours are hours of battle, unity, courage and above all solidarity.”In all, 47 brush and forest fires broke out across Greece Monday and early Tuesday, with most of them quickly extinguished, the fire department said. Ten were still burning late Tuesday morning, including blazes in Corinth, Crete, and in central and northern Greece.More than 400 firefighters and volunteer firefighters were battling the two fires near Athens, supported by seven water-dropping helicopters and three aircraft.Greece sought international help through the European Union. Spain was sending two firefighting aircraft while Cyprus was sending in 60 firefighters. Israel and Turkey both also offered assistance.“Following the terrible fires in Greece, Israeli authorities have approached their peers in Greece in order to offer any assistance needed,” the Israeli Foreign Ministry said in a statement. “At this stage, the Greek authorities are saying they have gained control of the fires. In any case, we have put crews on alert. Israel is at the disposal of Greece if it becomes necessary. Greek authorities thanked Israel for the offer.”The ministry said the aid proposal was made by the National Security Council of the Prime Minister’s Office and Israel’s ambassador in Athens.Public Security Minister Gilad Erdan tweeted a message of empathy with the Greek authorities and people as they battle the flames.“Israel will be ready, of course, to help Greece with land and air [fire] extinguishing whenever it is requested,” he wrote. My heart goes out to the people and government of #Greece, who are facing devastating wildfires. Israel stands ready to assist our friend and ally Greece in fighting the flames with ground or aerial support, as soon as we are asked.— (@giladerdan1) July 24, 2018-The Israeli embassy in Athens reported that it had no knowledge of Israelis in Greece who were affected by the fires. It was the deadliest fire season to hit Greece in more than a decade. More than 60 people were killed in 2007 when huge fires swept across the southern Peloponnese region.“It’s a difficult night for Greece,” Prime Minister Alexis Tsipras said late Monday after cutting short a trip to Bosnia and returning to Athens.Showers that passed over the Greek capital Monday missed the two big fires, but heavy rain was forecast across southern Greece on Wednesday.Forest fires are common in Greece during the hot, dry summers, and temperatures recently hit highs up to 40 degrees Celsius (104 Fahrenheit).

IDF shoots down Syrian fighter jet that entered Israeli airspace-Two Patriot missiles fired at Sukhoi aircraft that penetrated two kilometers into Israeli territory, military says; one of the pilots reported killed-By Judah Ari Gross-JUL 24,18

The Israeli Air Force shot down a Syrian fighter jet that traveled two kilometers into Israeli airspace on Tuesday afternoon, the military said. Syrian state-run media confirmed the jet was shot down but said it was inside its own airspace.“Two Patriot missiles were fired at a Syrian Sukhoi-model fighter jet,” the Israel Defense Forces said in a statement. The IDF said the aircraft was monitored as it approached the border with the Golan Heights.“It penetrated two kilometers into Israeli airspace and was shot down,” the army said.According to Sky News Arabia, the plane crashed inside southwest Syria, in the Yarmouk Basin, an area still under the control of the Islamic State terrorist group. One of the pilots, identified as Col. Amran Mara’e, was killed when the plane was shot down, a Syrian military source told Sputnik, a Russian government-backed news outlet. The fate of the other airman was not immediately known. The official Syrian news outlet SANA claimed the plane was inside Syrian airspace at the time it was targeted.According to SANA, Israel fired at “one of our war planes, which are leveling [terrorist] encampments in the Saida region on the outskirts of the Yarmouk Basin, in Syrian airspace.”A military source quoted by SANA accused Israel of aiding “terrorists” in the country’s southwest, where the Syrian air force has been conducting extensive bombing raids throughout the day against a number of opposition groups. This was the first time that Israel shot down a Syrian fighter jet since 2014, when another Russian-made Sukhoi fighter jet entered Israeli airspace and was targeted with a Patriot missile. The Israeli military said it was not immediately certain if the plane was a Sukhoi-22 or a Sukhoi-24, two different types of Russian-made fighter jets in use by the Syrian Air Force.According to the Al-Masdar news outlet, which is generally seen as supportive of the Assad regime, the felled aircraft was a Sukhoi-22 fighter jet.The IDF said it had noticed increased air force activity in southwestern Syria, near the border, since the morning.“We have issued numerous warnings through numerous channels and in various languages to make sure that no one on the other side violates Israeli airspace or threatens Israeli civilians or sovereignty,” IDF spokesperson Lt. Col. Jonathan Conricus told reporters. The spokesman said Israel has been in regular contact with the Russian military, which operates extensively in southwestern Syria, in order to prevent any conflict with Moscow.According to the IDF, the fighter jet took off from the Iran-linked T-4 air force base in central Syria, which Israel has bombed in the past, and traveled “at high speed” toward the Golan Heights.Conricus said there was no “confusion” about the fact that this was a Syrian fighter jet. In the past, Israel has hesitated in shooting down incoming aircraft out of concerns they might belong to Russia.Israel stressed that it will continue to enforce the 1974 Separation of Forces Agreement, which requires Syria to abide by a demilitarized zone between the two countries-Minutes before the plane was shot down, Syria’s state-run Al-Ikhbariya TV was broadcasting footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces inside the Golan Heights. A UN observer post could be seen just on the other side of the fence. The camera showed an Israeli post 400 meters (440 yards) away.“Israel has a very clear policy: No plane, and certainly not a Syrian plane, is allowed to enter our airspace” without the appropriate authorization, Israel’s former Military Intelligence chief Amos Yadlin told Army Radio soon after Tuesday’s incident. “Any plane identified as an enemy plane is shot down,” he said.In February of this year, the Syrian military shot down an Israeli F-16 fighter jet as it was taking part in a bombing raid against an Iranian-linked airfield in central Syria after an Iranian drone penetrated Israeli airspace, according to the IDF. The F-16’s pilot and navigator were injured as they bailed out of the aircraft, which crashed to ground in northern Israel.Tuesday’s breach of Israeli airspace and the interception set off incoming rocket alert sirens throughout northeastern Israel, sending thousands of residents rushing to bomb shelters for the second day in a row.Residents of northern Israel reported seeing white trails in the sky.The Safed municipality told residents that air defense systems in the area had fired interceptor missiles and said there were no special safety instructions in light of the situation. The alarms could be heard in the Golan Heights and Jordan Valley regions, the army said. The sirens came a day after Israel launched two David’s Sling interceptor missiles at a pair of Syrian surface-to-surface missiles carrying approximately a half ton of explosives each that appeared to be heading toward Israel, but ultimately landed inside Syria. The Israeli interceptors did not strike the Syrian missiles: one was self-detonated by the IAF; the second reportedly fell to earth inside Syria. The military’s air defense systems that detect and track incoming missiles and rockets are less accurate immediately after a projectile is launched, as they have less information on its trajectory. As the missile or rocket flies, the systems can better predict where it is likely to land.Monday’s incident, which ultimately turned out to have been a false alarm, was the first known operational use of the David’s Sling system, which was declared operational last year. The David’s Sling makes up the middle tier of Israel’s multi-layered anti-missile defense network. In recent weeks, sirens in northern Israel have been triggered by the military shooting down unmanned aerial vehicles entering Israeli airspace from Syria. On July 13, the Israeli military used an anti-aircraft Patriot missile to shoot down a Syrian army drone that was flying over the demilitarized zone separating Israel from Syria. Two days earlier, a Syrian military unmanned aerial vehicle penetrated some 10 kilometers (six miles) into Israeli territory before it too was shot down by a Patriot missile. The IDF said it had allowed the drone to fly so deeply into Israeli territory as it was not immediately clear if it belonged to the Russian military. The Associated Press contributed to this report.

IDF after downing plane: We warned Syria against entering Israeli airspace-Israeli military says it stressed repeatedly it would not allow breach; adds Sukhoi fighter jet took off from Iran-linked base, traveled two kilometers over Golan Heights border-By Judah Ari Gross-TOI-JUL 24,18

The Israel Defense Forces on Tuesday said it had repeatedly warned Syria against flying aircraft close to the border before shooting down a fighter jet that the military claims traveled two kilometers into Israeli territory.“We issued numerous warnings through numerous channels and in various languages to make sure that no one on the other side violates Israeli airspace or threatens Israeli civilians or sovereignty,” IDF spokesperson Lt. Col. Jonathan Conricus told reporters.According to the Israeli military, a Syrian Sukhoi fighter jet entered Israeli airspace over the Golan Heights on Tuesday afternoon, traveling approximately two kilometers (one mile) before it was shot down by two Israeli Patriot interceptor missiles.Syria confirmed that its aircraft had been shot down by Israel and said it crashed in the Yarmouk Basin in southwestern Syria. One of the pilots, identified as Col. Amran Mara’e, was killed when the plane was shot down, a Syrian military source told the Russian Sputnik news outlet. The fate of the other airman was not immediately known. The plane was involved in Syrian dictator Bashar Assad’s renewed offensive against the rebel-held Daraa and Quneitra provinces, near the Israeli border. The Assad regime’s campaign began in mid-June and has seen a number of victories, with many rebel factions surrendering and giving up their weapons. In recent days, these efforts have stepped up near the Israeli border as the Syrian military, aided by Russia, seeks to defeat the last holdouts of opposition.“The Syrian army is conducting an operation to clear the remaining terrorists in the pocket, covering an area of 50 square kilometers along the borders with Jordan and the Israeli-occupied Golan Heights. Today, Syrian and Jordanian planes have been bombing terrorist positions in the area since 8 a.m.,” the Syrian military source told Sputnik. This was confirmed by the Israeli military.“Regime forces have been approaching areas close to our border. That, of course, has increased friction. We have been on elevated readiness levels on a variety of systems, both aerial defense systems and ground defense systems… in order to detect and if necessary repel any violations of our sovereignty,” Conricus said.“During the day, there has been a significant, irregular, high amount of aerial activity on the Syrian side,” he added.Conricus said the military had passed warning messages to Syria throughout the day about violations of Israeli airspace through Russia, one of Assad’s closest allies, and the UN peacekeeping force on the Golan Heights, UNDOF.Minutes before the plane was shot down, Syria’s state-run Al-Ikhbariya TV was broadcasting footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces inside the Golan Heights. A UN observer post could be seen just on the other side of the fence. The official Syrian news outlet SANA accused Israel of aiding the “terrorists” in the country’s southwest.Israel fired at “one of our war planes, which are leveling [terrorist] encampments in the Saida region on the outskirts of the Yarmouk Basin, in Syrian airspace,” the outlet quoted a military source as saying. The Israeli military said it was not immediately certain if the plane was a Sukhoi-22 or a Sukhoi-24, two different types of Russian-made fighter jets in use by the Syrian Air Force.According to the Al-Masdar news outlet, which is generally seen as supportive of the Assad regime, the felled aircraft was a Sukhoi-22 fighter jet.Conricus said Israel has been in regular contact with the Russian military, which operates extensively in southwestern Syria, in order to prevent any conflict with Moscow.According to the IDF, the fighter jet took off from the Iran-linked T-4 air force base in central Syria, which Israel has bombed in the past, and traveled “at high speed” toward the Golan Heights.Conricus said there was no “confusion” about the fact that this was a Syrian fighter jet. In the past, Israel has hesitated in shooting down incoming aircraft out of concerns they might belong to Russia.Israel stressed that it will continue to enforce the 1974 Separation of Forces Agreement, which requires Syria to abide by a demilitarized zone between the two countries-This was the first time that Israel shot down a Syrian fighter jet since 2014, when another Russian-made Sukhoi fighter jet entered Israeli airspace and was targeted with a Patriot missile.“Israel has a very clear policy: No plane, and certainly not a Syrian plane, is allowed to enter our airspace” without the appropriate authorization, Israel’s former Military Intelligence chief Amos Yadlin told Army Radio soon after Tuesday’s incident. Toronto shooter didn't show outward signs of mental illness: neighbours-[The Canadian Press]-YAHOONEWS-July 24, 2018

TORONTO — The man behind a deadly shooting spree in the heart of Toronto's Greektown came from a supportive family beleaguered with troubles and showed no outward signs of the mental illness believed to have plagued him for years, neighbours said Tuesday.Residents of the central Toronto apartment complex where 29-year-old Faisal Hussain lived with his parents expressed shock that someone among them could have carried out the Sunday night rampage that killed a 10-year-old girl and 18-year-old aspiring nurse. Hussain was found dead after exchanging gunfire with police.Sairah Ahmed said that while Hussain did not mingle with fellow residents as his parents frequently did, he was a familiar sight around the neighbourhood."I used to see him around a lot and he did not seem to have any behaviour problems," Ahmed said, adding that she was shocked to learn of Hussain's involvement in the shooting.Hussain's family issued a statement on Monday evening saying their son had a long history of psychosis and depression and had not responded to numerous treatment approaches, including therapy and medication. The family said they were shocked at Hussain's "senseless violence" and expressed their condolences for the families of the victims.Sadaf Pathan, another one of the family's neighbours, said the Hussains have contended with tragedy before. She said the gunman's mother had told her about the relatively recent death of her daughter and an unspecified illness affecting her other son. Her husband also seemed to have a long-term health condition, Pathan said. She described the family matriarch as very kind and caring, but said the family troubles showed."She always has a very serious look on her face, and she looks like she's so much in pain," Pathan said.Closer to the scene of the shooting, mourners began paying tribute to one of the shooting victims at the high school she attended until weeks before her death.Reese Fallon, 18, had just graduated from Malvern Collegiate and was due to start studying nursing at Hamilton's McMaster University in the fall, according to social media posts from her family members.Anthony Parise, who taught Fallon's Grade 12 English class, remembered her as "a leader among her peers" and a fantastic caregiver."Her plan was to become a mental health nurse," he said. "Knowing what I know of Reese, she would have been an exceptional nurse, because she was a natural caregiver."Mark Steel, who was Fallon's chemistry teacher last year, said she was a great student. Steel's wife, Julie Steel, organized an online fundraising campaign for a memorial scholarship in Fallon's name."Our idea was that we'd give the scholarship out annually to a Malvern collegiate graduate who was going into a nursing program, because Reese was so excited and so proud to do that," she said, biting back tears. "She would have been an incredible nurse."The identity of the 10-year-old girl killed in the attack has not been released.Police have said 13 other people were injured in the carnage.Ontario's police watchdog is probing the circumstances around Hussain's death, saying only that he died shortly after exchanging gunfire with two police officers. The agency probes all police-involved incidents in which someone is killed, injured or accused of sexual assault.Toronto police are carrying out their own investigation into the attack and what motivated it. They have said they are looking at all possibilities. As authorities conducted their probes, area residents returned to Danforth Avenue to place candles, flowers and messages of support at various makeshift memorials. In large letters, the words "Danforth Strong" have been spray-painted on scaffolding while phrases such as "Greek town strong" and "we will not be afraid" were written in chalk on the pavement around a fountain decorated with flowers, notes and candles.Michelle McQuigge and Gabriele Roy, The Canadian Press.

Entering Canada no 'free ticket' to stay, Goodale tells MPs on asylum seekers-[The Canadian Press]-YAHOONEWS-July 24, 2018

OTTAWA — The Liberal government has made it clear that simply entering Canada is not a "free ticket" for newcomers to stay in the country, Public Safety Minister Ralph Goodale told MPs studying the ongoing influx of asylum seekers from the United States. But no matter how a person arrives in Canada, the individual must be given a fair hearing to determine whether they require protection, Goodale said during a House of Commons immigration committee meeting Tuesday. From the moment asylum seekers started crossing into Canada from the U.S. in significant numbers, the federal government has made sure that laws are followed and international obligations are met, he added. The committee is holding an emergency meeting in the dead of summer at the urging of opposition members to study the issue of asylum seekers at the border.Canada's Safe Third Country agreement with the U.S. stipulates that asylum seekers are required to make their claims in the first "safe" country where they arrive — meaning those who come into Canada at an official land crossing are sent back to make their claim in the U.S.The agreement does not cover "irregular" or "illegal" asylum seekers — those entering Canada at unofficial points, most notably in Quebec.According to the most recent numbers, the RCMP intercepted 1,263 people at the border in June, which is down from 1,869 in May.Conservative immigration critic Michelle Rempel is urging the Liberals to come up with a better plan to deal with the asylum seekers.During the committee meeting, she pressed the government about extending the Safe Third Country agreement to the entire border.Bill Blair, the newly appointed minister of border security and organized crime reduction, said the effect of doing so would "be more problematic" than the current situation.Goodale said making every inch of the border an official entry point would mean staffing the 900,000-kilometre length, suggesting that would be impractical. In addition, he said, the Americans would have to mirror the effort to make it work. The government's plan to address the asylum seeker issue draws on resources from the 2018 budget, said Goodale, who described the border situation as a challenge, not a "crisis" as the Tories allege. At a news conference before the hearing, Rempel said that so far all Prime Minister Justin Trudeau has done to tackle the migrant issue is shuffle his cabinet and throw money at the problem.Rempel voiced skepticism about Blair's cabinet appointment, asking whether it was simply a public relations exercise that would create more bureaucracy."I think the government has a lot of explaining to do."The tone of the committee became particularly tense during testimony from Adam Vaughan, parliamentary secretary to the minister of families, children and social development.NDP immigration critic Jenny Kwan asked him how much money the federal government was willing to provide to cities struggling to house border crossers.Vaughan said $11 million has been provided directly to the city of Toronto as a first instalment. But he did not say when the next payment would be made or when the government intended to meet again with city officials. At one point, a frustrated Kwan asked why Vaughan bothered testifying if he didn't have any answers.Janice Dickson, The Canadian Press.

Russia: Jewish State Law ‘greatly complicates’ Mideast peace-A day after high-level bilateral meeting, Moscow joins criticism of controversial legislation, warns measure will 'promote tensions'-By TOI staff-JUL 24,18

Moscow on Tuesday said a newly passed Israeli law defining the country as the nation-state of the Jewish people “greatly complicates” efforts to restart peace talks with Palestinians, joining a chorus of international condemnation for the controversial legislation.Russian Foreign Ministry official Artyom Kozhin told reporters the newly passed law “does not serve the cause of peace and promotes a degree of tension ‘on the ground, [and] greatly complicates efforts aimed at accelerating a meaningful peace process between Palestinians and Israelis.”Kozhin reiterated Moscow’s support for the two-state solution to the Israeli-Palestinian conflict in “accordance with international law and relevant UN resolutions.”The law, passed by the Knesset in a 62-55 vote early Thursday, enshrines Israel as “the national home of the Jewish people” in its quasi-constitutional Basic Laws, defines the establishment of Jewish communities as being in the national interest, and defines Arabic as a language bearing a “special” status in the state, effectively a downgrade from its de facto status as a second official language in state bodies.Critics in Israel and abroad have fiercely derided the legislation as unnecessary and discriminatory against the country’s non-Jewish populations. Arab citizens account for some 17.5 percent of Israel’s more than 8 million population and have long complained of discrimination. After the law was passed, Palestinian Authority President Mahmoud Abbas called on the international community to thwart the “racist” legislation, while his top aide, Saeb Erekat, said it “officially legalizes apartheid” in Israel.Egypt, Syria, Saudi Arabia, and the the six-nation Gulf Cooperation Council also slammed the legislation as discriminatory. On Tuesday, Turkish President Recep Tayyip Erdogan branded Israel the “most fascist, racist state” in the world over the legislation, which he compared to Nazi laws.Russia’s criticism of the contentious law came a day after Foreign Minister Sergey Lavrov made a surprise visit to Israel for talks with Prime Minister Benjamin Netanyahu on Iranian military entrenchment in Syria.Ahead of the meeting, Netanyahu hailed the “extraordinarily important” ties between Israel and Russia. He said that he “appreciated” Putin’s commitment to Israel’s security concerns as he and other world leaders discuss the future of Syria.

Manitoba aims to boost number of cannabis stores in province-[CBC]-YAHOONEWS-July 24, 2018

Manitoba wants to make it as convenient as possible for people to buy pot once marijuana is legalized, so the provincial government is taking steps to boost the number of stores.Blaine Pedersen, minister of growth, enterprise and trade, announced Monday the government has issued a request for pre-qualifications to expand opportunities for retail cannabis stores."To help eliminate the black market, our goal within two years of legalization is for 90 per cent of Manitobans to be able to access legal cannabis within a 30-minute drive or less," said Pedersen."Ensuring public health and safety remains our top priority. We believe cannabis sourced from federally licensed producers and sold by provincially licensed and regulated retailers will better protect the health and safety of Manitobans."Following an initial public tender that concluded earlier this year, the province selected four proponents that will operate more than 30 retail cannabis locations.Pedersen noted this next RFPQ — available on the public tenders website with submissions accepted until Aug. 31 — will help expand the initial number of retail cannabis stores to more communities in Manitoba."In proceeding with Phase 2 of our retail strategy, we are keeping our promise to establish a competitive retail environment that creates new economic opportunities for all Manitobans," he said. The RFPQ seeks to establish a pre-qualification list of respondents capable of operating a retail cannabis store in a community that may be under-serviced after the first phase of the retail market is established.Retailers who submitted proposals to the initial public tender will be eligible for consideration on this list.Indigenous business participation is encouraged in the RFPQ, Pedersen said."Unlike other jurisdictions in Canada, Manitoba's hybrid model promotes opportunities for Indigenous participation in the retail of recreational cannabis," he said."With Indigenous partnerships in all four of our initial retail groups, this next phase is another positive opportunity for Indigenous economic development and success in Manitoba." Prime Minister Justin Trudeau announced in June that Canadians would be able to consume marijuana recreationally without criminal penalties starting on Oct. 17, 2018 — many months later than the government's initial target date. That first date was supposed to be July 1 but the federal government pushed the date back to give provinces more time to be ready. While the federal government is the one legalizing marijuana, the provinces and territories are responsible for licensing and overseeing its distribution and sale.OCN funds stores in Western Canada-Meanwhile, Manitoba's Opaskwayak Cree Nation is getting more involved in the retail end of cannabis as well.It has entered into a $35 million debt-financing deal with National Access Cannabis Corp., which will enable the company to build 50-70 retail stores in Western Canada under the Meta Cannabis Supply Co. brand. Some Meta stores are already being built in Manitoba."It is imperative that NAC has a strong retail footprint established and fully operational by October 17. Our shareholder, Opaskwayak Cree Nation, understands the importance of this timeline and have supported us by extending the capital necessary to start immediate build-out," said Mark Goliger, CEO of National Access Cannabis. The money will allow NAC to build up to 100 locations over time, with an initial target of 50 to 70 stores under development or operational in 2018, he added. At the same time, it allows OCN to grow its footprint in the industry, a news release stated."We believe that this financing allows NAC to take advantage of another pivotal moment and build a dominant footprint of retail operations. We strongly believe that this investment will benefit the company and its shareholders," said OCN Chief Christian Sinclair.
