THE HAGUE, Netherlands (AFP) — The United States told UN judges Tuesday they had no jurisdiction to rule on Tehran’s demand for them to order the suspension of debilitating nuclear-related sanctions against Iran.Washington cited security concerns in its first legal response to a suit by the Islamic Republic, which is suffering increasing economic chaos.Iran has argued that US President Donald Trump breached a 1955 treaty with his decision to reimpose the sanctions after withdrawing from a multilateral nuclear accord.But US State Department lawyer Jennifer Newstead told the International Court of Justice in The Hague that it “lacks prima facie jurisdiction to hear Iran’s claims.”She argued that the United States had the right to protect its national security and other interests.The treaty “cannot therefore provide a basis for this court’s jurisdiction” in the case, she said.Sanctions on Iran had been lifted under a landmark 2015 accord with the five permanent members of the UN Security Council plus Germany. The United States offered to leave Syria completely in exchange for a full withdrawal of Iranian troops from the southern part of the country, the Hezbollah-affiliated news outlet Al-Akhbar reported Tuesday.According to the report, senior US and Syrian intelligence and defense officials held a secret meeting in Damascus in June to discuss the offer.Part of the American offer required a guarantee from Damascus the US would receive “a share” of Syrian oil, as well as detailed information regarding terrorist organizations operating in the war-torn country.Syria’s national security chief Ali Mamlouk reportedly rejected the US offer, saying that Damascus viewed Americans in Syria as an “occupying power who entered our territory forcibly.”He went on to say that President Bashar Assad had repeatedly made clear Syria’s “strong relationship” with Iran, Hezbollah and other armed groups in the region.Tehran and its Lebanese proxy Hezbollah have provided steady political, financial, and military backing to Assad during the seven-year-long civil war.Mamlouk also rejected the US request for access to Syrian oil, but said that as a goodwill gesture, it could indirectly access its energy sector through European or Russian companies.On Monday, Iranian media reported that the Iranian defense minister signed a military cooperation agreement with his Syrian counterpart after two days of talks in Damascus.Defense Minister Amir Hatami said the “defense and technical agreement” provides for the continued “presence and participation” of Iran in Syria, according to the semi-official Tasnim news.In an interview with the Hezbollah-affiliated Al-Mayadeen television channel, Hatami said the agreement included the rehabilitation of Syria’s defense industry and assured that Iran would provide “good service.”“With this accord, we have paved the way for a reconstruction of the Syrian military industries,” he said.“The most important element of the deal is the rebuilding of the Syrian armed forces and defense industries so that they can regain their full capacity.”Last week, Iran unveiled its first domestic fighter jet, just days after releasing a next generation short-range ballistic missile.Since Russia military intervened on Assad’s behalf in 2015, the regime has regained much of the territory lost to rebels and jihadists in the early years of the war.Syria’s war has left more than 350,000 people dead and displaced millions since it broke out with the brutal repression of an initially peaceful uprising in 2011.Israel has vowed not to let Iran maintain a presence in Syria and carried out dozens of strikes in the country to stop Iran sending advanced weaponry to Hezbollah. PC leader promises refund of carbon tax revenue to New Brunswickers-[CBC]-August 29, 2018

Progressive Conservative Leader Blaine Higgs says he'll refund any carbon-tax revenue to New Brunswickers if he is premier and if Ottawa ends up imposing its own pricing regime on the province.Campaigning in Moncton on Monday, Higgs repeated his promise to join a legal challenge by the Ontario and Saskatchewan governments aimed at killing the federal plan.But he said if that doesn't work, he'll make sure New Brunswickers aren't taxed more. Premier Brian Gallant's Liberal government originally promised a revenue-neutral carbon tax system — a phrase that usually means other taxes are reduced to offset the tax consumers would pay on fossil-fuel consumption.Gallant later abandoned that promise and is now using carbon-tax revenue to fund environmental programs."The original concept — we're sticking with it," Higgs said. "Taxpayers were told it would not add to their bottom line. Gallant and Trudeau have drifted away from that. Well, we're bringing it back."If we're not successful [in the legal challenge], we will indeed make it revenue neutral. Which means taxpayers of this province will not have increased taxes as a result of the federal government imposing it."Since April, 2.3 cents of New Brunswick's 15.5-cent-per-litre gas tax has been shifted into a climate fund to be spent on environmental initiatives.That share will increase every year over five years to 11.64 cents, but with no net increase to what consumers pay at the gas pumps.Higgs said Monday that Gallant designed his tax that way "to avoid talking about it during the election cycle."Gallant claims shifting a portion of the gas tax meets the federal requirement for a provincial carbon price.But federal environment minister Catherine McKenna, a fellow Liberal, has hinted that it does not. She said her national plan requires putting an additional cost on carbon dioxide.Ottawa has vowed to impose its own more onerous regime on provinces that don't meet its requirements, though it won't say until later this year whether it considers New Brunswick offside.Higgs estimated a 12-cent-a-litre carbon tax on top of the existing gas tax would cost a New Brunswick family $1,200 a year.Saskatchewan has already launched a constitutional challenge to Ottawa's power to impose its system. Ontario announced last month it will join the case, and Higgs said he will too if he becomes premier.Ottawa plans to impose its system on recalcitrant provinces at the start of 2019. If the legal challenge fails, Higgs said, the federal government will collect the money "but Ottawa has an obligation to refund it," he said Monday. "That's part of the federal plan."Higgs said if the money is returned to the New Brunswick government, "we will disburse that in the way of reduced taxes in other areas."But McKenna has hinted she will not return the money to dissenting provincial governments and will instead bypass them by sending rebates directly to taxpayers in those provinces.Higgs's rebate promise is "not within his control and it's a gamble," said Liberal campaign spokesperson Greg Byrne. "There is no guarantee that the federal government will provide the province with that money."Byrne said if Higgs scraps Gallant's system, it'll be more likely that Ottawa will impose its regime — with no guarantee the rebates will be possible.Byrne said the Liberals are confident McKenna will accept Gallant's system and not bring in its own tax on New Brunswick.He also pointed out Manitoba has opted not to challenge the federal plan because of a legal opinion that it won't succeed."Right out of the gate, [Higgs is] going to spend taxpayers' money on a multi-million dollar lawsuit with little chance of success."Higgs could avoid the long and expensive legal battle by simply adopting his own version of a carbon tax with offsetting tax cuts in other areas.But he said he opposes that on principle."Why set up something just for the sake of setting it up? That's more bureaucracy to collect money and then refund it. Why collect it to begin with?"Jason Kenney, leader of Alberta's United Conservative Party, joined Higgs at the morning announcement in Moncton and said the New Brunswick PC leader should try to turn the election into a referendum on the carbon tax."Everywhere the carbon tax is put to the voters, they say no," said Kenney, who hopes to win next spring's Alberta election. He's also promising to join Saskatchewan's legal fight. Higgs said his promise to fight the tax will be "a main pillar" of his campaign leading to the Sept. 24 election.He was less clear on how a PC government would tackle climate change in the absence of a carbon tax.He said he would ensure the province continues to meet or exceed emissions reduction targets, including those in the Paris climate treaty, and would also increase New Brunswick's green-energy capabilities."We will do our part on climate change," he said.But he also said his tax cuts to offset a federal carbon price might include a reduction to the gas tax or to other energy consumption taxes — measures that would make it even less expensive to burn carbon dioxide.Green Party Leader David Coon, launching his campaign platform in Fredericton, condemned Higgs and the Liberals for "squabbling" about carbon pricing rather than taking real action."The Tories have no plan whatsoever," he said. "We need an actual real plan that is going to help propel the green energy transition in New Brunswick and that protects the people of this province  from the effects of climate change. I don't see a plan."The deadline for New Brunswick to submit its pricing plan to Ottawa for approval is Sept. 1. Weather aids in ending evacuation alert for Waterton Lakes National Park-[The Canadian Press]-YAHOONEWS-August 29, 2018

WATERTON, Alta. — Significant rainfall on Monday was enough to lift an evacuation alert sparked by a wildfire near Waterton Lakes National Park in southwestern Alberta.Parks Canada spokesman John Stoesser says the area received 32 millimetres of rain, which is sufficient to rescind the alert that was issued last week."It absolutely is very nice to hear the sound of raindrops coming down. It helps immensely," said Stoesser."Enough has fallen for Parks Canada to be able to lift the evacuation alert which was issued for Waterton Lakes National Park."The 860-hectare blaze remains entirely on the U.S. side of the border in Glacier National Park, about seven kilometres away. Stoesser said the area isn't out of the woods yet."The fire does remain active. This hasn't extinguished the fire," Stoesser said."We will continue to work closely with Glacier National Park and the other partnering agencies to manage this wildfire, to protect the key infrastructure and resources in the area but we are happy to say some areas have opened back up."Stoesser says despite the evacuation alert, the park's townsite was still quite busy.Waterton was devastated by a wildfire last September which consumed more than 190 square kilometres within the park and led to a two-week mandatory evacuation.Stoesser said that is still fresh in the minds of both park residents and staff."The community had a really great event last weekend commemorating the Kenow wildfire from last year," he said."It was interesting to have that happening at the same time as this incident."The Canadian Press.Note to readers: This is a corrected story. "Until we see that widespread and fairly sustained rain, we do expect the fire season to be continuing for two to three weeks at the very least across the province," Kevin Skrepnek said Monday morning."We're certainly not out of the woods yet."Parts of the province had some rain over the weekend, but it did little to calm the wildfires or replenish streams and rivers.The province has assigned a Level 4 drought rating to all of Vancouver Island, the Northeast, Northwest, Stikine and Skeena-Nass areas.Eighteen regions are at a Level 3 rating — including the South Coast and Lower Fraser — while the remaining five of 29 regions are at Level 2, for now.Valerie Cameron, B.C.'s water stewardship manager, says she has never seen the northern part of the province this dry."It's very unusual," Cameron said to Carolina de Ryk, host of Daybreak North."Even in our worst drought of memory, which was 2015 — many people remember that one — it was the southern half of the province that was severely hit. The northern part of the province was pretty normal."-Streams hitting historical lows-But this year, Cameron says all of B.C.'s coastal areas have been hit by drought, which could continue well into September.While she can't definitively say this is the driest Northern B.C. has ever been, Cameron says it's the driest she has seen it during her career. "Many streams are at their lowest historical flows. They've never been this low," she said. The Nass, Kitimat, Bulkley and Skeena and Stikine rivers are at the lowest levels ever recorded, which is critical for fish populations, particularly as spawning season approaches.The same conditions that are creating B.C.'s drought have also created the devastating wildfire season, which is nowhere close to over, with 536 fires still burning as of Monday morning. As the drought conditions worsen, the lack of water could also become critical for those fighting the fires."One of our concerns is that in fighting wildfires, access to water is required, so when you have dropping stream levels and dropping lake levels, the amount of water that's available to fight wildfires becomes reduced," Cameron said. While there is some rain forecast for the next seven days in parts of the province, both Cameron and Skrepnek said it won't be enough to improve drought and fire conditions."What would be needed to turn it around would be a return to our big fall rains. That's not forecast right now," Cameron said. "We're not seeing any of those big rainstorms. There are no systems like that anywhere in anybody's forecast, so [the drought] could end up being worse than 2015."Despite the drought conditions, the City of Vancouver is still at its lowest level of water restrictions, meaning residents can still water their lawns on prescribed days of the week, wash their cars and use power washers.Cameron says this is because Metro Vancouver has three "excellent reservoirs" that store vast amounts of water.In contrast, many areas of the province take water directly from streams and aquifers, which make them more vulnerable to drought.

FREDERICTON — The lawyer for a Fredericton man, accused of killing four people, including two city police officers in a shooting spree this month, says he expects to eventually enter pleas of not guilty, and request a preliminary hearing.Nathan Gorham, a New Brunswick based lawyer who practices out of Saint John and Toronto, made the comment outside the courthouse, shortly after Matthew Vincent Raymond made a brief court appearance Monday morning.Raymond said nothing as he faced a Fredericton judge on four counts of murder in the deaths of Const. Sara Burns, Const. Robb Costello, Donnie Robichaud and Bobbie Lee Wright.Raymond, 48, wore orange jail clothing and leg shackles as sheriffs officers helped him cautiously exit a sheriff's van.He looked down at the ground for much of the morning's events, but observers noted he is slim, has short hair, is balding and has a greying beard.The court appearance was the first time the media has been able to provide visual images of Raymond, other than a fuzzy yearbook picture from his teenaged years.The police officers and civilians were gunned down Aug. 10 outside an apartment complex in the New Brunswick capital. It ended after police shot the alleged gunman in the abdomen, according to court documents.Raymond moved slowly and tentatively as he was led in and out of the court.Gorham said his client is in fairly poor physical condition but he is receiving medical treatment and is now out of hospital.On Monday, Regional Sheriff George Oram cautioned everyone in the courtroom against any outbursts.Members of the victims' families were among about 70 people assembled in the packed courtroom for his appearance. Quebec City Mayor Régis Labeaume has called on the next provincial government to relax the rules for immigrants who have jobs lined up in the province, as the region is struggling with a severe workforce deficit.Labeaume has been writing up a list of priorities every year for the last decade, and this is the first time that immigration comes out on top."There are 17,000 jobs available today on the North and South Shore [of Quebec City]. We don't see how we could find the people for those jobs, so we need immigration, immigration, immigration," Labeaume said at a news conference on Monday.In a 12-page document outlining his priorities, Labeaume said the city needs at least 5,300 more immigrants to join the workforce annually over the next five years.Quebec City currently takes in about six per cent of all the immigrants coming to the province, he said. "The minimum for us [should] be 10 per cent."But Labeaume said it's important that newcomers who move to Quebec City speak French."We are talking about francophone immigration here because it's a French city and there are two ways to succeed in immigration: to get a job and to speak the local language. So we have the jobs. Hamas, an Islamist terror group which openly seeks to destroy Israel, seized control of Gaza from the Fatah-dominated Palestinian Authority in 2007 and several attempts at reconciliation since then have failed.The PA government has been putting pressure on Hamas to reach a reconciliation deal that would return Fatah rule to Gaza, and earlier this year began to scale back electricity payments and other financial support in an effort to force Hamas to cede ground in Gaza.Abbas is demanding that Hamas hand over complete control of Gaza to the PA, and that the switch be conducted in a single stroke rather than in stages.He has warned against a reported deal taking shape between Israel and Hamas for a long-term ceasefire in Gaza if it does not include the PA.Hamas responded to the criticism with a rare statement slamming the PA and saying that there is a “national consensus” among the Palestinian people in favor of a long-term Gaza ceasefire with Israel.The terror group was referring specifically to a deal that would lift the blockade of Gaza, which would ostensibly require some sort of agreement with Israel.“We aren’t moving toward a political agreement or a part of an international deal that gives up our lands, recognizes the occupier or destroys the national project, as you did,” Hamas said, addressing the PA. “We didn’t recognize the Zionist entity and sanctify the security coordination, as you did at the expense of our people.”Hamas spokesperson Abdel Latif al-Qanua dismissed the PA criticism as “worthless” and added they were “not fooling anybody — the people still supports the resistance and we will keep our hand on the trigger to defend the Palestinian people from the Zionist occupation.”The statement called on the PA and Fatah to withdraw its recognition of Israel, stop the security coordination with it and lift the sanctions it has imposed on Gaza.Last week Hamas leader Ismail Haniyeh claimed an end to Israel’s more than decade-long blockade of Gaza was “around the corner.”Indirect negotiations between Hamas and Israel have reportedly included discussion on easing the blockade, but by no means a complete lifting of it. Israel says the blockade is in place in order to prevent weapons and other military equipment from entering the Strip.Recent months have seen repeated rounds of intense violence between Israel and Hamas, along with weekly border protests at the Gaza border that have regularly included rioting, attacks on Israeli troops and attempts to infiltrate and sabotage the border fence.Around 170 Palestinians have been killed by Israeli fire since the weekly protests began, a Hamas ministry says. WASHINGTON, United States (JTA) — US President Donald Trump wants to forge an Israeli-Palestinian peace deal, but he and his top officials appear to be determined to first reframe the parameters of the conflict.What’s unclear is if the radical changes in policy, spearheaded by Jared Kushner, Trump’s son-in-law and senior adviser, will bring Palestinians back to the peace table, or cripple any prospects for peace.Since Trump assumed office he has jettisoned a number of orthodoxies that for years defined US administration policy, whether Democratic or Republican: He retreated from the two-state solution, he recognized Jerusalem as Israel’s capital, he slashed funding to the Palestinians and he has trained rhetorical fire on the Palestinian Authority.Now his administration looks set to embrace a much narrower definition of Palestinian refugee than the one accepted by the UN agency that delivers aid to the Palestinians, UNRWA.Trump’s national security adviser, John Bolton, told Reuters last week that UNRWA and its definitions were in the Trump administration’s sights.“UNRWA is a failed mechanism. It violates standard international law on the status of refugees,” Bolton said. “UNRWA’s program is the only one in history based on the assumption that refugee status is hereditary, and I think it is long overdue that we have taken steps to reduce funding.”Bolton said UNRWA’s perpetuation of refugee status was a mistake.“Much of UNRWA’s expenses really go to perpetuating the refugee status of the Palestinian people, and I think that’s a mistake,” he said. “I think it’s a mistake from a humanitarian point of view … a perpetuation of an unnatural status.”UNRWA defines Palestinian refugees as “persons whose normal place of residence was Palestine during the period between June 1 1946 and May 15 1948, and who lost both home and means of livelihood as a result of the 1948 conflict.” It also extends that definition to all descendants of those people. It serves some 5 million people in 58 recognized Palestinian refugee camps.Bolton was saying on the record what Kushner wrote in an internal White House email in January, when he said UNRWA “perpetuates a status quo, is corrupt, inefficient and doesn’t help peace” and said it was necessary to “strategically risk breaking things” to get to a better outcome.It was just the latest challenge to a long-held status quo: Last week, the Trump administration said it would cut $200 million from the $400 million or so it is congressionally mandated to deliver to the Palestinians (a more recent law passed by the US Congress allows this). The Trump administration has so far delivered only $60 million this year to UNRWA, which assists refugees not only in the West Bank and the Gaza Strip but in Jordan, Syria and Lebanon. Last year it delivered $368 million to the body, by far the most generous donor.Last December, Trump recognized Jerusalem as Israel’s capital and in May moved the US embassy from Tel Aviv to Jerusalem. That act drove Palestinians away from Kushner’s efforts to revive Israeli-Palestinian talks.Jonathan Schanzer, a vice president of the hawkish Foundation for Defense of Democracies who has for years tracked US policies on the Palestinians, said that the Kushner team appeared to be strategically reformulating the power dynamic in Israeli-Palestinian negotiations. Previous administrations had effectively recognized the sides as equals, which Schanzer said fed Palestinian recalcitrance, contributing to the deadlock that has characterized the talks for decades.“The Palestinians are often granted more power than they actually have; the Israelis are asked to relinquish power and it’s ended in disaster,” Schanzer said. “This is an attempt to shift the dynamic to give the Israelis more power and the Palestinians less in a way that affects the actual dynamic.”Kushner is often the point man driving the changes. He derided Palestinian Authority President Mahmoud Abbas in an on-the-record interview with a Palestinian newspaper, Al Quds, that was published in Arabic.“I don’t think the Palestinian people feel like their lives are getting better, and there is only so long you can blame that on everyone other than Palestinian leadership,” Kushner said in the June interview. “I do question how much President Abbas has the ability to, or is willing to, lean into finishing a deal. Israel?” Lerner wrote. “Israel has no interest in the international, financial or security burden of re-enforcing a civil-military administration over Gaza. Hamas? MOSCOW (Reuters) - Russia has deployed several frigates to the Mediterranean via the Bosphorus, an analysis of shipping traffic showed, part of what a Russian newspaper on Tuesday called Moscow's largest naval buildup since it entered the Syrian conflict in 2015.The reinforcement comes as Russia's ally, Syrian President Bashar al-Assad, is believed to be considering an assault on the last big rebel-held enclave, Idlib in the north.Russia has accused the United States of building up its own forces in the Middle East in preparation for a possible strike on Syrian government forces.On Saturday, the Admiral Grigorovich and Admiral Essen frigates sailed through Istanbul's Bosphorus towards the Mediterranean, Reuters pictures showed.The day before, the Pytlivy frigate and landing ship Nikolai Filchenkov were pictured sailing through the Turkish straits that connect the Black Sea with the Mediterranean. MOSCOW (AP) — Russia on Tuesday again accused Syrian rebels of preparing a chemical attack which Moscow says will be used to justify a Western strike against Syrian troops.Deputy Foreign Minister Sergei Ryabkov said Tuesday that the al-Qaida-linked Levant Liberation Committee is preparing the attack in the northern Idlib province, and that it would be filmed by first-responders known as the White Helmets, who Russia has accused of fabricating past attacks.Western countries and independent analysts say Syrian government forces have conducted several chemical weapons attacks over the course of the seven-year civil war. Alleged chemical attacks in 2017 and earlier this year led the U.S. to launch punitive strikes against Syrian forces.Russia is a close ally of the Syrian government, which denies ever using chemical weapons. The Syrian government has been sending reinforcements toward Idlib for weeks ahead of an expected major offensive against the last major rebel stronghold in the country.Last week, Russian Maj. Gen. Alexei Tsygankov, who heads the center for reconciliation of warring parties in Syria, claimed that British special services were involved in plans for the alleged provocation. There are some disturbing signs that summer in southern Alberta could be coming to a very early end.In the mountains west of Calgary, there's already a fresh dusting of snow in the higher elevations.The webcams at Sunshine Village ski resort in Banff National Park show the hills are starting to turn white long before the summer hikers give way to the boarders and skiers.Alberta's ski resorts usually open at the beginning of November.There was even talk on Twitter of snow falling early Monday morning on the highway heading west into Canmore.Calgary's forecast high Monday was a paltry 12 C with showers, but things are looking more summer-like as the week goes on, with with highs back up into the high teens and low 20s.Snowfall in Calgary at this time of year is not altogether uncommon. On Sept. 8, 2014, Calgary was walloped by a major snowfall that caused power outages all over the city and destroyed or damaged thousands of trees.

SAN JUAN, Puerto Rico (AP) — Hurricane Maria killed nearly 3,000 people in Puerto Rico in the desperate, sweltering months after the storm — almost double the previous government estimate — with the elderly and impoverished most affected, according to an independent study ordered by the U.S. territory.The new estimate of 2,975 dead in the six months after Maria devastated the island in September 2017 and knocked out the entire electrical grid was made by researchers with the Milken Institute School of Public Health at George Washington University and released Tuesday."We are hopeful that the government will accept this as an official death toll," said Lynn Goldman, dean of the institute. "A lesson from this is that efforts for assistance and recovery need to focus as much as possible on lower-income areas, on people who are older, who are more vulnerable."The finding is almost twice the government's previous estimate, included in a recent report to Congress, that there were 1,427 more deaths in the three months after the storm than the average for the same period over the previous four years.The George Washington researchers said the official count from the hurricane that hit on Sept. 20 is low in part because doctors were not trained in how to certify deaths after a disaster.The number of deaths from September 2017 to February 2018 was up 22 percent from the same period in previous years, Goldman said.The office of Puerto Rico Gov. Ricardo Rossello did not immediately return a message for comment.Rep. Nydia Velazquez, a New York Democrat, said the report shows the U.S. government failed the people of Puerto Rico."These numbers are only the latest to underscore that the federal response to the hurricanes was disastrously inadequate and, as a result, thousands of our fellow American citizens lost their lives," she said in a statement.There is no national standard on how to count disaster-related deaths. While the National Hurricane Center reports only direct deaths, such as those caused by flying debris or drowning in the floodwaters, some local governments may include indirect deaths, from such things as heart attacks and house fires.Researchers with George Washington said they counted deaths over the span of six months — a much longer period than usual — because so many people were without power during that time."That caused a number of issues," Goldman said, adding that people were forced to exert themselves physically or were exposed to intense heat without fans or air conditioning. "It's fairly striking that you have so many households without electricity for so long. That's unusual in the U.S. after a disaster."Puerto Rico's government released data in June showing increases in several illnesses in 2017 that could have been linked to the storm: Cases of sepsis, a serious bloodstream infection usually caused by bacteria, rose from 708 in 2016 to 835 last year. Deaths from diabetes went from 3,151 to 3,250, and deaths from heart illnesses increased from 5,417 to 5,586.The Rossello administration stopped updating its official death toll of 64 months ago and ordered the independent investigation amid reports that the number was substantially undercounted.The first phase of the study cost $305,000. In the second phase, the researchers plan to focus on the causes of death.The researchers found that the risk of death was 45 percent higher for those living in impoverished communities, and that men older than 65 saw a continuous elevated risk of death.They also reported that physicians and others told them that Puerto Rico's government did not notify them about federal guidelines on how to document deaths related to a major disaster."Others expressed reluctance to relate deaths to hurricanes due to concern about the subjectivity of this determination and about liability," the report said.Researchers said they took into account an 8 percent drop in Puerto Rico's population that occurred in the six months after the storm, when tens of thousands fled because of the damage. They also reviewed mortality data, including deaths by age, sex and municipality of residence, from July 2010 to February 2018.However, they did not share details of the methodology, saying those will be released if the study is published in a scientific journal."We did not cherry-pick, I can promise you," Goldman said. "We used very rigorous methodology."The study also found that government emergency plans in place when Maria hit were not designed for hurricanes greater than a Category 1. Maria was a Category 4 with 154 mph winds. Damage was estimated at more than $100 billion.In addition, neither the Department of Public Safety nor the governor's communications office had any written crisis and emergency communication plans in place, researchers said.They made several recommendations, including that the government train doctors better on filling out death certificates and that it develop a policy for preparing for and responding to major emergencies.The researchers also said the public health system needs to be strengthened, though Goldman said they don't know yet whether those weaknesses contributed to storm-related deaths.She added that she worries whether Puerto Rico, which is trying to restructure a portion of its more than $70 billion public debt amid a 12-year recession, can adopt any of the recommendations."I don't think they have the resources," she said. "That is a very critical issue."
