Macron surveys damage after Paris riots, calls for talks-[AFP]-YAHOONEWS-Fabien Zamora and Adam Plowright-December 3, 2018

Paris (AFP) - French President Emmanuel Macron on Sunday surveyed the damage from a day of riots across Paris and led a crisis meeting that ended with a call for further talks with anti-government activists who have staged two weeks of protests.Macron met with the prime minister, interior minister and top security service officials to forge a response to the violence that left hundreds injured nationwide.Prime Minister Edouard Philippe has been asked to meet protest organisers and party leaders as part of a "constant wish for dialogue," the Elysee Palace said.Environment Minister Francois de Rugy met representatives of the protesters of the so-called "yellow vest" protesters last week but failed to convince them to end the demonstrations. The government has not ruled out imposing a state of emergency to combat the protests, which began over fuel taxes but have grown into wider anger over Macron's agenda. The president earlier assessed the damage at the Arc de Triomphe, the massive monument to France's war dead at the top of the famous Champs Elysees avenue, where rioters scrawled graffiti and ransacked the ticketing and reception areas.Inside, rioters smashed in the iconic face of a sculpture, a partial reproduction of the victory allegory "La Marseillaise" by Francois Rude.Macron also saw the wreckage of burnt-out cars and damaged buildings from rioting at other sites, where he praised the police but was also booed by sections of the crowd.Paris police said 412 people were arrested on Saturday during the worst clashes for years in the capital and 378 remained in custody.Paris police prefect Michel Delpuech said he "deplored" violence which he added had been of "unprecedented seriousness" and "on a level not seen in decades."A total of 263 people were injured nationwide, with 133 injured in the capital, including 23 members of the security forces."I will never accept violence," Macron said. "No cause justifies that authorities are attacked, that businesses are plundered, that passers-by or journalists are threatened or that the Arc du Triomphe is defiled."The violence has caused deep concern in the French business community which claims it has already lost billions of euros and is set to attend a meeting at the Economy ministry on Monday."Our worse fears have been confirmed: this is the third consecutive weekend of (protest) blockades which amounts to a major loss for the whole business community," Jacques Creyssel, representative of a federation of retail businesses, told AFP.- 'Yellow vests will win' -Overnight a motorist died after crashing a van into traffic which had built up due to a "yellow vest" demo in Arles, southern France, a local prosecutor said Sunday. Three people have now died in incidents linked to the protests. The anti-government protests that have swept France were sparked initially by a rise in taxes on diesel. In Paris on Sunday as groups of workers set about cleaning up the mess from the previous day, the scale of the destruction became clear.Around famous areas including the Champs-Elysees, the Louvre museum, the Opera and Place Vendome, smashed shop windows, broken glass and the occasional burned-out car were testament to the violence.Dozens of cars were torched by the gangs of rioters, some of whom wore gas masks and ski goggles to lessen the effects of tear gas which was fired continually by police. One person was in a critical condition after protesters pulled down one of the huge iron gates of the Tuileries garden by the Louvre, crushing several people.Nearly 190 fires were put out and six buildings were set alight, the interior ministry said.At the Arc de Triomphe graffiti had been daubed, with one slogan saying: "The yellow vests will win."- State of emergency? -Some 136,000 demonstrators, most of them peaceful, were counted across the country on Saturday, the interior ministry said Sunday. The figure was well below the first day of protests on November 17, which attracted around 282,000 people, and also down on the revised figure of 166,000 who turned out last Saturday.Interior Minister Castaner attributed the violence to "specialists in destruction".Referring to the possibility of imposing a state of emergency -- a demand made by the police union Alliance -- Castaner declared: "Nothing is taboo for me. I am prepared to examine everything."- 'We won't change course' -Over the last few weeks, the "yellow vest" movement has morphed into a broad opposition front to Macron, 40, a pro-business centrist elected in May 2017.Violent anarchist and far-right groups have infiltrated it and are thought to be behind Saturday's clashes.Macron faces a dilemma in how to respond, not least because the "yellow vests" are a grassroots movement with no formal leaders and a wide range of demands."We have said that we won't change course. Because the course is good," government spokesman Benjamin Griveaux told BFM television defiantly on Sunday morning."It's been 30 years that people change course every 18 months," he added, referring to Macron's predecessors who have often caved in to pressure from French street protests.Jacline Mouraud, one of the protest movement's prime instigators over social media forums, told AFP that scrapping the fuel tax was a "prerequisite for any discussion" with the government.Macron insists the taxes are needed to fund the country's transition to a low-emission economy.Despite the violence, opinion polls suggest that two in three French people back the protests.

China agrees $9 billion currency swap with Argentina-[AFP]-YAHOONEWS-December 3, 2018

Buenos Aires (AFP) - China and Argentina signed a $9 billion currency swap deal to boost the crisis-stricken South American country's foreign currency reserves, its central bank announced Sunday.Struggling to recover after a currency crisis earlier this year, Latin America's third largest economy sought the help of the International Monetary Fund -- which approved a $56 billion loan package. Now, this latest agreement will "contribute to greater financial stability and also facilitate trade" between China and Argentina, according to the bank's statement.A currency swap sees two parties agree to exchange a certain amount of foreign currency at a pre-determined rate, protecting against fluctuations.Argentina's central bank will be able to draw on these funds in an emergency. The agreement followed the G20 summit in Buenos Aires, as Chinese President Xi Jinping was received by his Argentine counterpart Mauricio Macri for a state visit. The two countries signed 30 trade and financial agreements in total."We are extending cooperation on economic, agricultural, financial and infrastructure issues," Xi told a press conference. After Brazil, China is Argentina's second largest trade partner. In 2017, the relationship was firmly in Beijing's favor: China exported $17 billion of goods to Argentina, while importing $8 billion of goods from that country.Beijing and Buenos Aires also agreed another currency swap in 2014, which provided $11 billion for Argentina's depleted treasury reserves.

High Court okays home demolition of Palestinian charged with killing IDF soldier-Justices reject appeal by family of Islam Yousef Abu Hamid, who allegedly killed Ronen Lubarsky by dropping marble slab on his head during West Bank arrest raid-By TOI staff-DEC 3,18

The High Court of Justice on Sunday upheld a decision by the Israel Defense Forces to demolish the home of a Palestinian man charged with killing an Israeli soldier.Rejecting a petition from Islam Yousef Abu Hamid’s family against a demolition order issued by the IDF in September, the court ruled the entire home may be destroyed and not just the 2nd and 4th floors of the building where the assailant lived.Hamid killed Staff Sgt. Ronen Lubarsky, a member of the elite Duvdevan unit, by dropping a marble slab on the top of his head from a neighboring home during an IDF raid in the al-Am’ari refugee camp in Ramallah, according to the charge sheet. The Hamid family asked the court to nullify the IDF’s demolition order because their son had not yet been convicted of killing Lubarsky, while arguing that demolishing the entire building would cause disproportionate harm to the other occupants who were not involved in the attack. The family also argued that the IDF only moved to demolish the entire building at the urging of the Lubarsky family. However, Justice Yael Wilner rejected the Palestinian family’s petition, saying that Israeli military courts are not legally required to wait for a conviction before issuing demolition orders. In the unanimous decision, Wilner acknowledged that razing the entire building would unfairly harm some residents, but said Israel’s security considerations and the need to establish deterrence against future attacks “did not justify reducing the scope of the demolition order.”Lubarsky’s father praised the court for rejecting the Hamid family’s petition, and called for his son’s killer to be sentenced to death.“The decision is a victory for sanity,” he told the Kan public broadcaster on Sunday following the ruling. “We expect only more thing — imposing the death penalty on the terrorist who murdered Ronen.”In September, Hamid’s family was informed that the IDF intended to destroy all four stories of the building, and not just two floors as had previously been stated. The IDF noted that the home was erected on a plot where a building was previously demolished in the 1990s, following an attack by Hamid’s brother. At the time, the family was ordered not to rebuild the structure.A military court filed an indictment in May against Hamid, 32, charging him with murder.According to court papers, on the night of the clash, Hamid woke up to the sounds of dogs barking and soldiers shouting as they arrested two of his neighbors in an adjacent house.Hamid climbed to the roof of a neighboring home where he chose the heavier of two marble slabs placed there. He lifted the 40-pound slab onto the railing of the roof and hurled it down onto Lubarsky, who was standing below. The suspect then immediately climbed back onto the roof of his home and crawled inside as soldiers tended to their injured comrade.Lubarsky, from the central city of Rehovot, was critically injured and died of his wounds two days later.Hamid was also charged with obstruction of justice for efforts to tamper with the crime scene hours after the incident.According to the indictment, Hamid went back to the adjacent rooftop and used cleaning materials to wipe his fingerprints off of the second marble slab that he had grasped earlier, but decided against using. The IDF said that the soldiers had been on a mission to arrest members of a terror cell who had been carrying out shooting attacks. The raid was based on intelligence information obtained in coordination with the Shin Bet security agency.A few days after Lubarsky was killed, the military carried out a raid in al-Am’ari, in an apparent effort to locate the soldier’s killer. Clashes broke out between residents and the Israeli troops, with 13 Palestinians lightly or moderately injured, the Palestinian Health Ministry said at the time. Hamid was arrested in the raid.According to the Shin Bet, Hamid had been incarcerated in Israeli prison from 2004 to 2009 for terrorist activities committed on behalf of the Hamas terrorist group. In a statement, the security service also said Hamid’s brothers were also members of Hamas.Israel says the practice of demolishing terrorists’ homes is an effective means of discouraging future attacks, though it has been criticized by human rights groups as a form of collective punishment and by some analysts as an ineffective deterrent measure.

Iran arrests population expert accused of spy links-State media says fertility researcher Meimanat Hosseini Chavoshi faces espionage charges for aiding foreign ‘cultural and social invasion’-By AFP-DEC 3,18

An Iranian fertility expert accused of working with foreign “espionage networks” to downplay the country’s population crisis has been arrested, state news agency IRNA confirmed on Sunday. It did not give details of the charges, but quoted a lawyer who named the expert as Meimanat Hosseini Chavoshi. She is listed by the University of Melbourne as working at its School of Population and Global Health, published widely on Iran’s once-lauded fertility and family-planning policies. On Saturday, hardline newspaper Kayhan reported the arrest of several population “activists… who, under the cover of scientific activities, had infiltrated state bodies.”It said they manipulated statistics and handed sensitive information to Iran’s enemies as part of efforts at “cultural and social invasion.”Iran was once considered an international success story in population control, bringing birth rates down from seven per woman in the 1980s to 1.66 in 2016, according to World Bank figures.Then-health minister Alireza Marandi received the United Nations Population Award in 2000 for his family planning initiatives, which had to overcome entrenched taboos in an Islamic society.Chavoshi has written extensively about these efforts, which she described as the “fastest fall in fertility ever recorded” in a 2009 book. But lately there has been concern that Iran overshot its target, with the number of births falling well below the level needed to keep the population growing. In 2012, supreme leader Ayatollah Ali Khamenei said it was a mistake to have continued the family planning policies of the 1990s, and called for new measures to double the population to 150 million. The Kayhan report said Iran’s enemies were using population experts to counter these efforts by downplaying the gravity of the situation.“There is evidence these individuals are connected to Western espionage networks,” Nasrollah Pejmanfar, a member of parliament’s cultural commission, told the newspaper.

Caravan migrants in Mexico fill new border shelter after rains force exodus-[Reuters]-YAHOONEWS-By Christine Murray-DEC 03,18

TIJUANA, Mexico (Reuters) - Hundreds of mostly Central American migrants poured into a new shelter on Friday as bus loads fled a filthy, flooded sports complex on the eve of a presidential inauguration in Mexico that could recast the border crisis with U.S. President Donald Trump.Earlier in the day, streams of migrants laden with heavy backpacks, tents and blankets, much of it soaking wet, loaded buses leaving their original migrants shelter within sight of the border.Helicopters swooped down nearby a few times and lines of people formed quickly when bottles of water were passed out. Diapers and milk for children were also distributed. For those among the at least 6,000 migrants who have descended upon the Mexican border city of Tijuana, just south of San Diego on the U.S. side, the move to a former outdoor concert venue after torrential rains a day earlier reduced the old shelter to a muddy, smelly mess was a welcome relief."Here it's better," said Victor Manuel Argeta. The 44-year-old native of Usulutan, El Salvador, spoke alongside his wife and two children as he surveyed the limited indoor space while many other caravan migrants set up simple camps in an open square in the middle of the property."It's dry. We have a dry blanket. They gave us mattresses, too," said Argeta. He said he joined the caravan to find better job prospects in the United States. Many of the migrants who made the trek to the East Tijuana property, some 7 miles (11 km) from the border, appeared thankful to be out of the muck even if most will sleep on thin mattresses on a cold, hard floor.Jorge Alberto Lobo, 21, also from El Salvador, was eager to leave the old shelter as he packed up his few belongings."I have the dream, I think we all had it, to get to the other side, to the United States," he said, but quickly adding that if he does not make it he will likely stay put in Mexico and look for work.'RESPECT'-On Saturday, Mexico's leftist president-elect, Andres Manuel Lopez Obrador, will take the oath of office in the capital as he seeks to make good on campaign promises to alienate poverty and inequality, in part to help stem the flow of Mexico's own migrants. The former mayor of Mexico City has welcomed the caravan migrants in speeches, pledging to offer work visas and even jobs building a major train line he has proposed. The day before his inauguration, Lopez Obrador was resting with friends at this ranch in southern Chiapas state, near the border with Guatemala, and reaffirmed his support for the migrants."Progressive, democratic governments respect migrants, respect the right all of us have as human beings to search out a better life. It's the most important human right," he said in a video posted on Twitter. He made a point of reflecting on the history of migrants north of the border."The United States is a country that became a powerhouse because of the work, effort and intelligence of migrants," he said.Trump, conversely, has dubbed the migrants an invading force that must be stopped, even threatening to shut the U.S. border if Mexico does not deport those gathered in Tijuana. To date, Mexican officials have ignored the threat.(Reporting by Christine Murray; Editing by David Alire Garcia, Robert Birsel)

Powerful quake rattles Anchorage, hitting roads, bridges hardest-[Reuters]-YAHOONEWS-By Yereth Rosen-December 3, 2018

ANCHORAGE, Alaska (Reuters) - A powerful earthquake jolted southern Alaska on Friday morning, buckling roads, disrupting rush-hour traffic and jamming telephone service in and around Anchorage, the state's largest city, but there were no reports of serious injuries. The 7.0 magnitude quake struck about 8 miles (13 km) north of Anchorage, a city of 300,000 residents accounting for about 40 percent of Alaska's population, and was followed by dozens of aftershocks that continued to rattle nerves throughout the day.Public schools and many businesses across Anchorage closed early, and an eerie quiet settled over the city's largely deserted streets by nightfall. At least two local television stations were briefly knocked off the air by the tremor, which some people said sounded like a roar of gunfire.Roads and bridges appeared to have been hardest hit, but Anchorage was otherwise mostly spared from major structural damage, authorities said. Power outages and disruption of phone service were widespread.City Fire Chief Jodie Hettrick said two small, older buildings had collapsed, and that her department responded to several structure fires.Emergency medical personnel answered 56 calls in the hours immediately after the temblor, although none involved serious injuries, Hettrick said."The fact that we went through something this significant with this minimal amount of damage says that we're a very well-prepared community, that our building codes and our building professionals have done a terrific job," Mayor Ethan Berkowitz told an earlier news conference. The initial quake produced strong shaking within a 30-mile (50-km) radius of its epicenter, with ground movement felt as far away as Fairbanks, 250 miles (400 km) to the north, and Kodiak, roughly the same distance to the south, according to the U.S. Geological Survey (USGS)."Thought the house was going to come apart," Anchorage-based climatologist Brian Brettschneider wrote on Twitter, posting a photo showing his kitchen floor scattered with items that had tumbled out of cupboards.Elena Alfred, a young mother, described to Reuters how her 3-year-old son was nearly struck by a falling television at a friend's apartment as the walls shuddered through the quake."I took him just in time before the TV fell on him," she recounted from an emergency shelter, where she took the boy and his two younger siblings afterwards."They were scared. They kept crying," she said.A tsunami warning was issued for Cook Inlet, linking Anchorage with the Gulf of Alaska, but was later canceled. The Trans Alaska Pipeline, which carries crude oil 800 miles (1,300 km) from the North Slope to a marine terminal at Valdez, was shut down for about seven hours as a precaution, but no damage to the system was detected, said a spokeswoman for the operator, Aleyska Pipeline Service Co.The quake apparently stemmed from an unnamed fault 27 miles (43 km) deep inside a portion of the Earth's crust known as the Pacific Plate, where it bends underneath the North American Plate, USGS geophysicist Brian Kilgore told Reuters.Kilgore said only 15 or 16 quakes of magnitude 6 or greater have been recorded during the past century in the same region."SCARY DAY"-Morning rush-hour traffic in Anchorage came to a standstill as authorities closed the only two highways in and out of town, and commuters struggled to make their way back home from a workday cut short by the 8:30 a.m. (12:30 EST/1730 GMT) quake.Governor Bill Walker issued a disaster declaration, calling it a "scary day for Alaska."Walker later recounted an unsettling elevator ride down from his 17th-floor office just as the quake began."It did stop. That was good. Then it started. That wasn't good," he told reporters. "It made a lot of noise and slapped around cables and all that was going on, and it was a moment of wondering. .... But it was a pretty rough ride coming down."President Donald Trump declared a federal emergency, ordering U.S. government assistance in the earthquake response and authorizing the Federal Emergency Management Agency to coordinate all disaster relief efforts, the White House said.Strong earthquakes are not uncommon in seismically active Alaska but tend to occur in remote, sparsely populated regions.Alaska has recorded earthquakes with magnitudes ranging from 7 to 8 at least once a year on average since 1900, according to the state government website. Southern Alaska was hit by a devastating 9.2 tremor in 1964, the world's second-most powerful earthquake on record.Images posted on social media showed supermarket floors strewn with spilled merchandise. A photo posted by a reporter at TV station KTVA showed a deserted newsroom scattered with debris and a partially collapsed ceiling. The website for KTUU-TV featured a photo of a snow-covered highway that had buckled, with a car sitting between two deep fissures crossing the highway.Sporting events were called off for the weekend, and Anchorage public schools were to remain closed until Wednesday to allow for safety inspections.(Reporting by Yereth Rosen in Anchorage; Additional reporting by Gabriella Borter in New York and Steve Gorman in Los Angeles; Writing by Peter Szekely in New York; Editing by Bill Tarrant, Leslie Adler and Tom Hogue)
