The Central Elections Committee convened Wednesday to discuss a petition seeking to have Prime Minister Benjamin Netanyahu’s Likud party banned from campaigning on social media after a watchdog claimed the ruling party had deployed an army of fake Twitter accounts.The petition was filed by the Blue and White party earlier this week in response to a report by an Israeli watchdog group which said it had uncovered a network of social media bots disseminating messages in support of the prime minister ahead of next week’s elections.Big Bots Project identified 154 accounts using false names, and another 400 accounts that were suspected to be fake. Researchers said they found over 130,000 tweets from “hundreds of fake or anonymous accounts” without names or profile pictures, which did not identify themselves as linked to Netanyahu’s Likud party. The also identified “hundreds of genuine accounts” backing the premier’s bid for re-election.Among the targets were journalists and public figures considered hostile to Netanyahu including his main challenger, Benny Gantz, leader of the centrist Blue and White party.Big Bots report identified a major figure behind the networks as Yitzhak Haddad, who told a private investigator in a recorded conversation that he was an “undercover activist” for the social media campaign. Haddad told the investigator the initiative promoting Netanyahu involved “a lot of money” and that he was in contact with senior Likud members.However, at the hearing Haddad denied any links to the Likud party, claiming his Twitter account was a personal one.“I am neither a political activist nor an undercover activist,” he told the panel.When he was asked to explain his remarks recorded in the phone call, Haddad said: “Someone contacted me over the phone about something else.”“It struck me as odd, but I wanted to know who it was,” he said. “He was the one who brought up the issue of right-wing political activism, so I just told him that I was an undercover activist.”Haddad was pressed by committee chairman Supreme Court Justice Hanan Melcer, who appeared unconvinced by the responses.“What did you mean when you said there was a lot of money involved?” he asked Haddad.“I meant that if a social media network like that did exist, it would probably cost a lot of money,” he told the judge. “But I have no idea myself, I don’t understand these kinds of things,” he said.“Then why did you say in the call that you were in contact with Likud lawyers,” Melcer pressed.“It was a joke, its all for the sake of Zionism,” Haddad said.Unamused, Melcer asked Haddad if the conversation took place during Purim, the Jewish festival where pranks are common.Likud social media campaign manager Yonatan Orich was also questioned and denied the ruling party had ties to any of the fake accounts, calling the Big Bots findings a “fake report.”“The Likud does not operate a single bot, or a social media network,” he told the panel, adding that all of its digital campaign activities are reported.The hearing came a day after Melcer urged police to investigate suspected Likud campaign law violations for funding of an online initiative to encourage right-wing voter turnout.Melcer called for a criminal probe after Likud director general Tzuri Siso, told the committee that the ruling party was behind the Move to the Right initiative.According to the Haaretz daily, Likud has bankrolled Move to the Right to the tune of NIS 15 million (approximately $4.1 million).Siso’s Tuesday admission marked a reversal from Likud’s claims up until then that it had no direct ties to Move to the Right, which has not been identifying itself as an official party initiative required by election advertising transparency laws.Melcer urged Likud to get its story straight, fined the party NIS 15,000 ($4,150) and recommended the opening of a police criminal probe — to be completed within three months and submitted to the attorney general and state comptroller.After the Big Bots findings were published on Monday, Netanyahu convened a press conference where he dismissed the report sarcastically, saying he thought it was an April Fool’s Day prank. He called it a “false libel” by the media based on a “fake investigation.”“Almost all of the examples, perhaps all of them, turned out to be real people. They have a name, they have a face, they have families, and the worst thing: they have opinions of their own. Independent people,” Netanyahu said. “Not one of them is fake.”Though the researchers had not claimed the accounts were not run by real people, a handful of Twitter users featured in the report spoke to media outlets to prove they were real.At the press conference, Netanyahu paraded 64-year-old Giora Ezra in front of the media to prove that his online supporters were real.But his attempt to present living evidence of his popular support soon appeared to backfire as dozens of Ezra’s tweets began to emerge, many of them featuring abusive, homophobic and racist insults directed at the prime minister’s rivals, journalists, and public officials.

By the time the Justice Department hands over the full Mueller report to House Democrats – if it ever does – Donald Trump may no longer be president. In other words, get ready for a long tangle if this fight goes to court, as seems to be the intent of the House Judiciary chairman if he doesn’t get his way.On Wednesday, the House Judiciary Committee voted along party lines to give its chairman, Rep. Jerry Nadler, D-N.Y., authority to issue subpoenas for documents, testimony, and underlying evidence related to special counsel Robert Mueller’s investigation of the Trump campaign and Russia. Mr. Mueller found no collusion between the two, and in a summary of the report, Attorney General William Barr said that he and the deputy attorney general found that evidence was not sufficient to support a finding of presidential obstruction of justice.But Mr. Nadler and his fellow Democrats want to see the report for themselves – the entire report, not the redacted version that Mr. Barr is promising by mid-April. Mr. Barr says he cannot legally hand over the entire report because it contains information related to a grand jury, or to ongoing prosecutions, or that is classified or may unduly infringe on personal privacy.Hence Mr. Nadler’s subpoenas and court threat, which he intends to deliver on in “short order” if the Justice Department does not comply with a full report. Yet this seemingly tough stance belies a weakness in the supposedly mighty congressional subpoena: Its enforcement can be “inadequate,” in part because resolution can take years, according to a new report by the nonpartisan Congressional Research Service.The Judiciary Committee’s subpoena move – based on a partisan vote – also points to a different kind of weakness, say legal and government experts. It’s born of the expectation that as soon as an opposition party takes control in Congress, it cranks up the investigation machine – which in turn feeds the perception that subpoenas are much more about the interest of a party, than the interest of Congress as an institution.“It’s become increasingly routine for congressional committees to pound their chest and use the subpoena,” says Prof. Neal Devins, a constitutional scholar at William and Mary Law School in Williamsburg, Virginia. “When you do something repeatedly, it becomes a little ritualistic, it loses a little of its oomph.”This week, the House Committee on Oversight and Reform also authorized subpoenas – relating to security clearances given to 25 people despite rejection by career staffers, and to a question about United States citizenship in the upcoming Census.Congress has two ways to enforce a subpoena, and both are problematic, according to the Congressional Research Service Report, which came out last month.One is to ask the executive branch to enforce a criminal contempt citation for an individual who is willfully refusing to comply with a committee’s subpoena. But there’s an inherent conflict there if the executive branch is being asked to lower the hammer on itself.The other way is to pursue the case through the courts, which can take a long time and does not always ensure access to the information that a committee wants.Only four times in recent history has the House held an executive branch official (or former official) in criminal contempt for refusing to comply with a subpoena. Not surprisingly, in all four cases the executive branch refused to prosecute, and three times the House looked to the courts.In one instance, Americans had elected a new Congress and president by the time a settlement was reached and the case dismissed (Committee on the Judiciary v. Miers). Most of the documents were provided, however, and Harriett Miers, the former White House counsel under President George W. Bush, had to testify under oath, but in a closed, transcribed hearing. Ms. Miers and White House chief of staff Joshua Bolten had refused subpoenas in 2007 for testimony and documents relating to the dismissal of U.S. attorneys, citing executive privilege.Similarly, former Attorney General Eric Holder also asserted executive privilege when he failed in 2012 to comply with a congressional subpoena in the “Fast and Furious” case about gunrunners, Mexican criminals, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. In that case, too, the House turned to the courts. It is still unresolved, even as the presidency and Congress have changed hands.Rep. Madeleine Dean, D-Pa., of the House Judiciary Committee says she is concerned about Congress’s ability to enforce subpoenas. In the case of the Mueller report, however, she says the public is on the side of Democrats. A slew of opinion polls show the vast majority of Americans want the full Mueller report released.“The American people will demand it,” says Congresswoman Dean. “Between their pressure and the power of the majority and this chairman offering the subpoena, I think we’ll be successful.” Last month, before Mr. Mueller submitted his report to the attorney general, the House voted almost unanimously to release the full report to Congress and to release all of the report to the public except those parts that are “prohibited by law.”But Republicans now say Democrats are playing politics with Mr. Nadler’s subpoena authorization. They argue that he’s pressing for the full report before he’s even seen the redacted version, and point to the restrictions that Attorney General Barr legally faces in sending the report to Congress.“They’re just determined to go after the president because Mueller wasn’t what they hoped,” says Rep. BERLIN — Vandals spray-painted swastikas on the Berlin graves of two German police officers killed in the line of duty, sparking outrage Wednesday and an investigation by the domestic security service.One gravestone was toppled over, both were defaced with red spray-paint, and flowers were ripped out of their beds in the overnight attack on a cemetery in the Berlin district of Neukoelln.The late officers are Roland Krueger, a police commando member shot dead during a 2003 raid on a Kurdish-Lebanese crime family, and Uwe Lieschied, shot dead while confronting a street robber in 2006.The interior minister of the city-state of Berlin, Andreas Geisel, voiced his “disgust and shame” about the violation of the graves, which he described as “a wicked act directed against those who died while working to ensure our safety.”Other police officers restored the graves in the morning, while the BfV domestic security service took over the case because of the illegal Nazi symbol.

CHICAGO (AP) — Former federal prosecutor  defeated a longtime political insider Tuesday to become Chicago’s next mayor, the first black woman and openly gay person to lead the nation’s third-largest city.Lightfoot, who had never been elected to public office, easily defeated Toni Preckwinkle, who served in the City Council for 19 years before becoming Cook County Board president. Preckwinkle also is chairwoman of the county Democratic Party.Lightfoot promised to rid City Hall of corruption and help low-income and working-class people she said had been “left behind and ignored” by Chicago’s political ruling class. It was a message that resonated with voters weary of political scandal and insider deals, and who said the city’s leaders for too long have invested in downtown at the expense of neighborhoods.Chicago will become the largest US city to have a black woman serve as mayor when Lightfoot is sworn in May 20. She will join seven other black women currently serving as mayors in major US cities, including Atlanta and New Orleans and will be the second woman to lead Chicago.Lightfoot, 56, and her wife have one daughter.Brian Johnson, CEO of Equality Illinois, said the civil rights organization for lesbian and gay people was “thrilled” with the outcome.“This victory is historic, and it is also an undeniably proud moment for the LGBTQ community,” Johnson said.Lightfoot emerged as the surprising leader in the first round of voting in February when 14 candidates were on the ballot to succeed Mayor Rahm Emanuel, who decided against running for a third term.Lightfoot seized on outrage over a white police officer’s fatal shooting of black teenager Laquan McDonald to launch her reformer campaign. She supported Preckwinkle, based on her experience.“I’m not sure Lightfoot would be able to handle the job like Preckwinkle,” she said.The campaign between the two women got off to a contentious start, with Preckwinkle’s advertising focusing on Lightfoot’s work as a partner at Mayer Brown, one of the nation’s largest law firms, and tagging her as a “wealthy corporate lawyer.”Preckwinkle also tried to cast Lightfoot as an insider for working in police oversight posts under Emanuel and police oversight, procurement and emergency communications posts under Mayor Richard M. A judge ordered Lightfoot to preserve 911 tapes after questions were raised about how the emergency call was handled. The ad sparked a backlash from the family of three of the children killed, with their sister accusing Preckwinkle of trying to take advantage of her family’s tragedy.Lightfoot also responded by scolding her opponent for being negative while also airing ads pointing out Preckwinkle’s connection to powerful local Democrats, including one under federal indictment.Preckwinkle spent much of her time during the campaign answering for her ties to Chicago’s political establishment. ISTANBUL, Turkey — Turkish President Recep Tayyip Erdogan’s AKP on Tuesday appealed against results in Istanbul and Ankara following a weekend election after tallies showed the ruling party lost both key cities.Erdogan’s AKP and coalition partner won more than 50 percent of votes nationwide in Sunday’s local ballot, but defeat in both Turkey’s capital and its economic hub would be a setback after the party’s decade and a half in power.The AKP appeals with electoral authorities, who have two days to decide whether the claims of irregularities have merit, may signal more ruling party challenges to the surprise opposition victories.“We have filed our objections with the electoral authorities in all 39 districts,” AKP’s Istanbul chief Bayram Senocak told reporters. “We have identified irregularities and falsifications.”He said the party had found an “excessive” difference between votes cast at ballot stations for their candidate and the data sent to electoral authorities.Hakan Han Ozcan, AKP’s Ankara chairman, told reporters they were also filing an appeal in 25 districts of the capital. Back in 2014 when Russia was first putting boots on the ground in Syria, Moscow justified its military intervention by noting it was acting both in support and at the invitation of the besieged government of Bashar al-Assad.The United States, on the other hand, had already declared that President Assad had to go and that it was acting in the Syrian conflict in support of the democratic aspirations of the oppressed Syrian people.Fast forward to 2019 and we see the same big-power tussle playing out in Venezuela.Recommended: Why Republicans are balking at replacing Obamacare, again-Once again the U.S. is positioned on the side of the oppressed people and is again insisting that the authoritarian leader – in this case President Nicolás Maduro – must go. Russia, on the other, has dispatched military personnel to Caracas, claiming as it did with Syria that it is acting in support and at the invitation of the legitimate government of Mr. Maduro.In Venezuela as in Syria, the two global powers are acting in support of the principles they have consistently upheld – or some cynics would say used – in recent years in response to regional upheavals.“You have a similar dynamic at play in these cases where the U.S. sees a government that is undermining human rights, oppressing its own people, and is causing regional problems, and Russia says on the contrary, ‘We don’t care what governments do at home, that’s their business, but we don’t want the United States going in and pressuring for a change of governments,’” says Christopher Miller, a professor of international history at Tufts University’s Fletcher School of Law and Diplomacy.“For Russia, it doesn’t matter if dictators are in charge; what matters is that they consider them the legitimate government,” he adds. “And if they are the legitimate government, outsiders should not be acting to undermine them.”Russia has taken this position in opposition to the U.S. approach as far back as the Iraq war and the NATO intervention in Libya, Professor Miller says. But Russian Foreign Minister Sergey Lavrov reportedly told Secretary of State Mike Pompeo in a phone call last week that Russia acted to foil a coup that the U.S. was organizing against Mr. Maduro and that the Russian military personnel would stay put as long as Mr. Maduro remains under outside pressure.As a further sign of Russia’s deepening commitment to keeping Mr. Maduro afloat, the Russian state-run oil giant Rosneft is now acting to facilitate Venezuela’s export of crude oil by providing the chemical diluents, or thinners, necessary to make Venezuela’s particularly thick crude exportable. Until now those chemical diluents had been imported from the U.S.As Russia acts to shore up Mr. Maduro, it broadly has the force of international norms on its side, some diplomatic experts say.“The standard international-law view of the matter is that you cannot intervene in a country without its permission,” says Michael Doyle, an expert in international law and humanitarian intervention at Columbia University’s School of International and Public Affairs in New York. “What is legal is to intervene at the invitation of the government.”CLASH OF VALUES-Thus the United States has legally placed counterterrorism forces in a number of African countries in recent years and maintains military bases in countries from Europe to Asia because in each case it is there at the invitation of the government.“Based on that, one would say that the fact the government of Maduro has invited Russian troops is within the normal right of any sovereign government,” Professor Doyle says.At its core, international experts say, the tussle between the two global powers is really a clash of values, with the U.S. on the side of individuals’ rights and Russia upholding the traditional authority of sovereign governments.“Russia is quite open that values like human rights shouldn’t play a big role in how you relate with neighbors. It should be state to state,” Professor Miller says.Adds Professor Doyle, “If you did the most basic evaluation of this battle over interventions in Venezuela, you’d probably have to say that under international law Russia is in the better legal territory but not so good ethical territory.”In any case, the Venezuela case is “not so cut and dried,” Professor Doyle adds, because the U.S. and more than 50 other countries – including most of Venezuela’s neighbors and most of Washington’s staunchest Western allies – have declared Mr. Maduro illegitimate as a result of deeply flawed elections that gave him a second mandate. In his place the U.S. and the other countries have recognized opposition leader Juan Guaidó as Venezuela’s legitimate president.“That raises the question who is the legitimate government in Venezuela? Who is the legitimate authority?” Professor Doyle says.RESPONSIBILITY TO PROTECT-Another wrinkle in the U.S.-Russia tussle over Venezuela is that in recent years the international community has increasingly recognized another principle – the so-called responsibility to protect, often abbreviated to R2P – as another international norm governing intervention.The new doctrine, formally adopted by the United Nations in 2005, basically states that governments have responsibilities toward their own populations and opens the door to legitimate outside intervention in the case of derelict governments either not safeguarding or acting against their own people’s well-being.“So if Maduro is engaging in violence against his own people or is failing to provide basic needs, as Venezuela’s severe humanitarian crisis would seem to suggest, then he could be subject to R2P,” Professor Doyle says.But once again, Russia could be expected to stand in the way. “It’s pretty safe to assume Russia wouldn’t let that happen,” he adds. “They would veto any action along those lines in the [United Nations] Security Council.”The Fletcher School’s Professor Miller says the standoff between the U.S. and Russia on intervention in internal conflicts goes back for some time, but he says it has gained prominence in recent years “as Russia’s desire to contradict the United States and take the other side has intensified.”But he and other experts say Russia’s determination to act globally on its position can be traced to the Ukraine conflict, when the U.S. and Western European powers intervened diplomatically in 2014 when it appeared that the government in power was going to use force against anti-government protesters. Eventually the pro-Russia government fled amidst political upheaval and was replaced by a pro-Western government.“Vladimir Putin is giving the United States a taste of its own medicine by supporting Maduro, and it probably goes back to the way things unfolded in the Ukraine,” Professor Doyle says. “He wants the U.S. to feel what it’s like to have its backyard intruded into.”
