First Class Zachary Baumel will be buried in Jerusalem on Thursday, the army said, 37 years after he was likely killed in the First Lebanon War’s battle of Sultan Yacoub in 1982 at the age of 21.Baumel’s funeral was scheduled for 7 p.m. at Mount Herzl, according to the Israel Defense Forces.After a complex and secret operation, Baumel’s remains were returned to Israel “on an El Al plane” via an unnamed third country earlier this week, a military spokesman said earlier on Wednesday, without specifying the nation.The announcement brought to a close a decades-long mission by Baumel’s Jerusalem-based, American-born parents to find their son, which included international pressure campaigns and faint hopes that he may have been captured alive during the brutal Sultan Yacoub tank battle.Yona Baumel, Zachary’s father, died 10 years ago; his mother Miriam is 90 years old.The third country involved in the mission was widely believed to be Russia, which said in September that it had helped Israel search for the remains of missing soldiers in Islamic State-held territory in Syria.Prime Minister Benjamin Netanyahu is scheduled to visit Russia Thursday. CAIRO (AP) — An Egyptian province on the Red Sea will impose a ban on disposable plastics, prohibiting everything from single use straws to plastic bags in an effort to fight pollution and protect the environment, its governor said Tuesday.The ban will apply to restaurants, supermarkets, grocery stores, pharmacies and on cruise ships that dock off the shores of this province, called Red Sea. It will also apply to the hotels in Hurghada, the provincial capital, and elsewhere in the province.Plastic spoons, forks and knives, cups and dishes will also be among the banned items.“It’s a fight against the sea of plastic that people carelessly discard,” Gov. Ahmed Abdallah told The Associated Press. “And it all ends up in the Red Sea.”The ban will go into effect from June, he said, adding that it was first proposed by the Hurghada Environmental Protection & Conservation Association to protect the province’s “threatened and endangered species.”The organization said it will launch campaigns across the province to clean up islands, beaches and famous diving areas around Hurghada, one of Egypt’s most popular beach resorts and diving centers.Abdallah, who realizes the campaign will be an uphill battle, did not elaborate on how the ban would be enforced. His hope is that by saying “no to plastic,” Egypt will draw more environment-conscious tourists.In 2017, Egypt launched an EU-funded initiative to encourage people to limit their use of plastic bags and to shift to more environment-friendly alternatives. The country produces 970,000 tons of plastic waste per year.The environmental affairs agency said last year that Egyptians use around 12 billion plastic bags a year, causing severe problems to the Nile River and the country’s two seas — the Mediterranean and the Red Sea.Single-use plastics, which are used once before they are thrown away or recycled, have added to the problems, as have items like coffee stirrers, plastic bags, straws, soda and water bottles.Egypt’s vital tourism industry has been hit hard by extremist attacks and political turmoil following the 2011 Arab Spring uprising that toppled longtime autocrat, President Hosni Mubarak.The once multibillion tourism industry, a vital pillar of the country’s economy and source of work for millions of people, has been decimated. In a charged election campaign that has been heavy on insults and short on substance, Israel’s conflict with the Palestinians has been notably absent from the discourse.Prime Minister Benjamin Netanyahu’s ruling Likud party has offered no plan for what many believe is the country’s most existential problem. His main challenger speaks vaguely of “separation,” while Netanyahu’s hard-line partners speak openly of the once unthinkable idea of annexing all or parts of the West Bank. Talk of a Palestinian state, the international community’s preferred solution for the past two decades, is nonexistent.It is a far cry from past elections, when peace with the Palestinians was a central issue for voters. This apparent lack of interest reflects widespread disillusionment in Israel over years of failed peace efforts, with deep misgivings over the stance of Palestinian Authority President Mahmoud Abbas, and amid intermittent escalations of conflict stoked by the Hamas terror group in Gaza.It also is a testament to Netanyahu’s success in sidelining the issue. Capitalizing on internal Palestinian divisions and promoting sometimes contradictory policies, Netanyahu has succeeded in managing the conflict without addressing the bigger issue of how two adjacent and sometimes intertwined peoples will live together in the future. A long-promised peace plan, which the White House says will be released after the election, faces dim prospects, if it is even released.With the peace process in a deep freeze, it is perhaps no surprise that none of the major Israeli parties are talking about the Palestinians.“The Palestinian cause is totally absent in the Israeli elections, and when it comes, it comes only in a negative context,” said Ahmed Majdalani, a senior Palestinian official. “This is worrisome, because it tells us that we are going from bad to worse.”The Palestinians seek the West Bank, East Jerusalem and Gaza Strip — areas captured by Israel in the 1967 Six Day War — for an independent state. A delegation of Israeli security officials on their way to arms talks in India left classified documents on a table in Ben Gurion Airport, but an investigation concluded that there was no damage to national security, Haaretz reported Wednesday.The team, headed by National Security Council Chief Meir Ben Shabbat, was en route to New Delhi in January when a member of the delegation forgot a folder with top-secret material in an airport restaurant, the report said.With the delegation already in the air on its way to India, a waiter at the restaurant found the papers and realized their sensitivity. MAPASTEPEC, Mexico (Reuters) - Tempers frayed among hundreds of mostly Central American migrants gathered on Wednesday in southern Mexico, delayed as Mexican officials sought to slow down the U.S.-bound flow that President Donald Trump is determined to turn back.Since last week Trump has repeatedly threatened to close down the U.S.-Mexico border if Mexican officials do not do more to thwart the migrants, potentially harming tens of billions of dollars in trade, but has also praised Mexican efforts following his outbursts.The Mexican government has vehemently denied changing policy in response to threats, but has appeared to slam the brakes on its practice of awarding so-called humanitarian visas that allow migrants from other countries to pass freely within its borders.Without such papers, they are vulnerable to harassment and deportation from officials.As many as 1,500 men, women and children traveling in a large group or caravan from Honduras, El Salvador, Nicaragua, and Cuba were gathered in the town of Mapastepec in Chiapas state, unable to obtain the temporary visas.Mexico's immigration institute said it would prioritize giving the visas to vulnerable groups including the elderly and unaccompanied minors, while offering transport home for others.Officials were issuing very few of the documents, migrants said, and frustrations were mounting as a result."It's been hard for me to get here because there aren't any visas," said Cuban migrant Yuremi Garcia, who had traveled without papers from the southern Mexican border a few hours south to a crowded sports ground in Mapastepec, converted into a temporary shelter.Garcia said he was tired of waiting and had decided to continue northwards together with others, despite the risk that Mexican authorities would deport them.At the border town of Tapachula, near the southern tip of Mexico bordering Guatemala, another group included people from Sri Lanka, Congo and Haiti, a federal official said. WASHINGTON (AP) — Vice President Mike Pence warned Turkey on Wednesday that it could risk its membership in NATO if it goes ahead with plans to buy a Russian air defense system despite widespread U.S. and international opposition.Pence's escalating rhetoric came after Turkey insisted Wednesday that the Russian deal was done, signaling an apparent impasse between the two NATO allies.Speaking at a NATO 70th anniversary event, Pence said Turkey risks expulsion from the F-35 Joint Strike Fighter program, which could cripple Turkish manufacturers who are making parts for the aircraft. And he raised the possibility of much broader recriminations."Turkey must choose," Pence said. "Does it want to remain a critical partner in the most successful military alliance in the history of the world or does it want to risk the security of that partnership by making reckless decisions that undermine our alliance?"Other U.S. officials have stopped short of threatening Turkey's underlying relationship with America or NATO, but there have been growing calls for swift action, including sanctions, against Ankara to stop the S-400 purchase.Turkey's foreign minister, however, appeared unmoved by the U.S. threats, saying that buying the Russian S-400 system "is a done deal. Bandar Seri Begawan (Brunei) (AFP) - Brunei on Wednesday introduced harsh new sharia laws, including death by stoning for adultery and gay sex, despite a storm of global criticism from politicians, celebrities and rights groups.The tough penal code in the tiny country on tropical Borneo island -- ruled by the all-powerful Sultan Hassanal Bolkiah -- fully came into force following years of delays.The laws, which also include amputation of hands and feet for thieves, make Brunei the first place in East or Southeast Asia to have a sharia penal code at the national level, joining several mostly Middle Eastern countries such as Saudi Arabia.Rape and robbery are also punishable by death under the code and many of the new laws, such as capital punishment for insulting the Prophet Mohammed, apply to non-Muslims as well as Muslims.The decision to push ahead with the punishments has sparked alarm around the world, with the United Nations labelling them a "clear violation" of human rights and celebrities, led by actor George Clooney and pop star Elton John, calling for Brunei-owned hotels to be boycotted.In a public address to mark a special date in the Muslim calendar, the sultan called for stronger Islamic teachings but did not mention the new penal code."I want to see Islamic teachings in this country grow stronger," he said in the nationally televised speech at a convention centre near the capital Bandar Seri Begawan.The sultan, who has been on the throne for over five decades, also insisted that Brunei was a "fair" country and the environment for visitors was "safe and harmonious".Government officials later confirmed the laws had entered into force.- 'Barbaric to the core' -The sharia laws have triggered worldwide condemnation, and Phil Robertson, deputy Asia director at Human Rights Watch, described the code as "barbaric to the core, imposing archaic punishments for acts that shouldn't even be crimes".At the United Nations, Secretary-General Antonio Guterres said via his spokesman that human rights should be upheld everywhere, and Brunei's new legislation "is in clear violation with the principles expressed".The European Union said in a statement that some of the new punishments "amount to torture, acts of cruel, inhuman or degrading treatment".They are particularly upsetting for the country's small lesbian, gay, bisexual and transgender (LGBT) community.Sex between men was already illegal in Brunei and punishable with up to 10 years in jail.But the new code stipulates death by stoning as a punishment for sex between men, while women convicted of having sexual relations with other women face up to 40 strokes of the cane or a maximum 10-year jail term.A 33-year-old gay Bruneian man, who spoke anonymously, said the new laws were "unfair, cruel and should not happen"."It really takes away my happiness and freedom to express myself, and depresses me so much," he told AFP.Zulhelmi bin Mohamad, a transgender woman who fled Brunei last year and is seeking asylum in Canada, told AFP that the environment will be more terrifying for the country's LGBT community, who were already leading "very secretive" lives."Some worry a lot and would like to escape the country before they are found out," the 19-year-old said.- Global storm of criticism -Confirming the new penal code was now in force, a religious affairs ministry official told AFP: "The statement from the prime minister's office last weekend on (the code's) implementation prevails, hence (April 3) marks the date of its implementation."A second government official, speaking anonymously, confirmed it had entered into force.The sultan -- who is one of the world's wealthiest men and lives in a vast, golden-domed palace -- announced plans for the code in 2013.The first section was introduced in 2014 and included less stringent penalties, such as fines or jail terms for offences including indecent behaviour or skipping Friday prayers.Clooney's call to boycott nine Brunei-owned hotels in Europe and the United States last week catapulted the issue into the international headlines.Since then, a series of well-known figures have lined up to add their names to the chorus of condemnation.The sultan, who is the world's second-longest reigning monarch, first called for the penal code in the late 1990s and it appears to enjoy broad support in the former British protectorate of about 400,000 people.Analysts say he is seeking to burnish his Islamic credentials and shore up support among the country's conservatives due to the waning fortunes of the oil-dependent economy, which has been ravaged by recession in recent years.It is also unclear whether death by stoning will actually be implemented, as a high burden of proof is needed to hand down the punishment and Brunei has not executed anyone for decades.
