Ultra-Orthodox Israelis 2.5 times more likely to test positive, virus czar says-Gamzu tells ministers 28.6% of tests administered in Haredi towns have come back positive, compared to 13.4% in Arab locales and 11.9% for rest of country-By TOI staff-sep 30,20-Today, 10:01 pm

Ultra-Orthodox Israelis are 2.5 times more likely to test positive for the coronavirus, the government’s COVID-19 czar, Ronni Gamzu, reportedly told ministers during Wednesday’s coronavirus cabinet meeting.Roughly 28.6 percent of virus tests administered in Haredi communities returned a positive result in recent days, compared to 13.4% of the tests from Arab communities and 11.9% of the tests in the rest of the country, data Gamzu presented to ministers showed, according to Channel 12.The rising and disproportionate number of cases among the Haredi public come amid growing criticism of the religious minority for not adhering to government guidelines. One of the factors that is believed to have led to the latest outbreak was the reopening of yeshivot, or religious seminaries, to tens of thousands of students in mid-August. Indeed, figures cited by Channel 12 Wednesday showed that the majority of cases in ultra-Orthodox towns were among young men between the ages of 17 and 24, followed by their younger peers between the ages of 10 and 16.Health officials in cooperation with senior rabbis of the ultra-Orthodox community had sought to prevent an outbreak, formulating a plan that saw some 25,000 yeshiva students spend the High Holidays together in isolated “capsules,” or pods.Students at a yeshiva in Rishon Lezion dance after the end of Yom Kippur, September 28, 2020 (Twitter screenshot)-However, the Ynet news site reported Wednesday that 6,000 of those students still tested positive for COVID-19.Moreover, the report said, in addition to the 25,000 yeshiva students whose educational institutions chose to participate in the capsule program, there were dozens of other institutions — housing some 16,000 students — that refused to cooperate with the Health Ministry and observed the holidays without taking similar precautions. Because those yeshivas operated “under the radar,” no widespread testing was conducted there, health officials said. The national religious news site Srugim reported that thousands of Haredim returned home Monday night after spending Yom Kippur in group prayers in contravention of guidelines. Dozens of buses took worshipers back to ultra-Orthodox neighborhoods at the end of the holiday under the guise of heading for demonstrations, which are currently permitted under the law, the site reported. The Haaretz daily reported that tens of thousands of yeshiva students were sent home for vacation Tuesday, after weeks of study together, without receiving test results showing them to be negative for coronavirus — as had been required by the government as part of the “capsule” program.Health Ministry director-general Chezy Levy told reporters Wednesday that although the death rate in the ultra-Orthodox community remained relatively low in comparison with the general population and Arab community — presumably due to the relatively young age of many of those infected — it was undergoing a “steep increase.”He said that 34% of those diagnosed with the virus in Israel were ultra-Orthodox, though the community constitutes only approximately 12% of the population.“The ultra-Orthodox community, due to overcrowding and prayers that sometimes violate the rules of conduct, has reached a high level of morbidity. It must be treated and a solution must be found, because it affects ultra-Orthodox society, the infection rate in general and hospitals,” Levy said, without giving specifics on the timeframe for his infection statistics. While Haredi community leaders insisted that their residents were abiding by the lockdown restrictions, Channel 12 reported that five enormous communal sukkahs had gone up in the Jerusalem Haredi neighborhood of Mea Shearim. The semi-aerated huts will be able to hold thousands of people each during the Sukkot holiday, which starts on Friday evening .pic.twitter.com /t61PgYIw5u— (@gontarzn) September 29, 2020-There was no police presence at the scene, the network said.Roi Waldman, a senior police officer, promised to Channel 12 that cops “will be there” starting Thursday to enforce virus restrictions.Current health guidelines bar more than 20 people from gathering outdoors beyond 1,000 meters from one’s home.Reports also surfaced Tuesday of a number of incidents in which coronavirus restrictions were flouted in various ultra-Orthodox cities and neighborhoods. In once case, police arrived at a synagogue in the central city of Modiin Illit, where they found dozens of worshipers praying together without masks or observing social distancing regulations. Officers broke up the gathering and took five worshipers in for questioning.Another ultra-Orthodox event broken up by police was held Monday evening in the primarily ultra-Orthodox city of Bnei Brak, with a large gathering of the Vizhnitz Hasidic sect. Videos of the event showed many people close together without masks.Spanning outward to the national level, Health Ministry coronavirus figures updated Wednesday evening showed that the country’s total death had risen to 1,552, thanks to 17 new casualties since the previous day.Israel had a total of 243,895 confirmed cases since the start of the pandemic, with 68,110 active cases, 821 of them serious and 255 in moderate condition. The Health Ministry figures showed that 5,443 Israelis had tested positive since midnight Tuesday. The Health Ministry figures showed that 34,557 tests were carried out on Tuesday, as the government gradually seeks to return to the testing numbers — 50,000-60,000 daily tests — that were catalogued ahead of Yom Kippur over the weekend. However, the percentage of positive virus tests remained high, standing at 13.4 percent Tuesday.

Netanyahu: It could be a year before coronavirus lockdown is fully lifted-PM proposes to further tighten closure, drawing rebuke from Gantz; orders hospitals to prepare to treat 5,000 seriously ill patients-By TOI staff-sep 30,20-Today, 10:56 pm

Prime Minister Benjamin Netanyahu warned ministers on Wednesday that the current coronavirus lockdown — which has drastically limited public life and shuttered the education system along with many businesses, and will limit the right to protest — may last months or even up to a year. The coronavirus cabinet met to discuss setting goals and indicators for a gradual emergence from Israel’s second national lockdown, as well as progress on vaccines and the purchase and use of rapid COVID-19 tests. The meeting came as the health situation grew increasingly dire, with thousands of new cases reported each day, overwhelming hospitals, and COVID-19 deaths steadily climbing. In leaks from the meeting, Netanyahu was quoted in Hebrew media telling the special forum of relevant ministers dealing with the ongoing outbreak that “our exit strategy [from the lockdown] will be slow this time, and could take place over half a year or a year.”The government has been criticized for a too-quick lifting of restrictions after the last lockdown in the spring, and for failing to reimpose restrictions when infection rates started to rise in July. Faced with rampant infection rates, a three-week lockdown was begun on September 18, with its terms further tightening last Friday, amid predictions from officials — led by Netanyahu — that it would be extended beyond the initial end date.Police at a temporary roadblock to enforce a nationwide lockdown due to the coronavirus outbreak, on September 29, 2020 (Yossi Aloni/Flash90)-During the cabinet meeting Netanyahu, who leads the Likud party, reportedly tussled with Defense Minister Benny Gantz of Blue and White over the government’s lockdown policy.According to the reports, Netanyahu raised the possibility of further tightening the current lockdown, including shrinking the one-kilometer radius that people are currently allowed to travel from their homes to as little as 200 meters.Gantz reportedly replied, “We’re driving the public crazy” with the constantly changing restrictions. That complaint led to what reports said was a shout from Netanyahu, who was quoted as telling Gantz, “You don’t tell me what we do or don’t do — this is a meeting and I want this discussion. In March-April we updated the plans all the time.”In contrast to Netanyahu, Finance Minister Israel Katz called for an easing of the lockdown and a reopening of businesses that don’t have public visiting hours immediately after the Sukkot holiday, which ends on October 9.Katz’s plan reportedly also called for the immediate reopening of early childhood education and the younger grades of elementary schools in order to allow parents to return to work.An undated photo of Finance Minister Israel Katz Minister of Finance. (Yossi Aloni/Flash90)-Under the lockdown schools and most businesses have been shuttered in an effort to bring down the soaring infection rate, which has climbed to over 8,000 daily cases on some days.During the meeting, ministers heard that the lockdown has so far not been implemented as planned, with traffic figures showing that many members of the public are apparently not adhering to the requirement to stay home.Government coronavirus czar Ronni Gamzu suggested ramping up the fines for those who do not follow lockdown orders on wearing masks or open businesses that are supposed to be shut. Gamzu urged for doubling or, in some cases, further multiplying the size of fines as a deterrent.Gamzu, who was appointed in July, is set to end his role in November and Channel 12 reported that Netanyahu is planning to ask former Health Ministry director-general Gabi Barbash to take over instead. Barbash had been selected as virus czar earlier this year but ultimately did not take the job due to a dispute over the powers he would be granted, leaving the position to Gamzu.Throughout the pandemic, Barbash has been an almost nightly fixture on Channel 12 news, offering his often critical opinion on how the efforts to curb the virus are going.Prof. Gabi Barbash, former Health Ministry director-general at Tel Aviv Sourasky Medical Center, on April 7, 2020. (Channel 12)-Also during Wednesday’s meeting, Netanyahu instructed the Health Ministry to prepare the healthcare system to handle as many as 5,000 seriously ill coronavirus patients at a time, over six times what is estimated to be the current maximum capacity of the country’s hospitals, where there are currently 821 virus patients in serious condition. The figure suggested there is no clear sign that the steep rise in the infection rate is slowing or reversing. The prime minister said he wants hospitals prepared to treat up to 1,500 seriously ill patients immediately, 3,200 by mid-October and 5,000 by November, according to Channel 12.While health officials have for months cited 800 seriously ill coronavirus patients as the maximum the healthcare system can handle, hospitals have been steadily expanding their coronavirus wards and training staff to prepare for higher numbers.Citing health officials, Channel 13 reported that terminal coronavirus patients are dying more quickly than in the first wave of infections in the spring. Then, the average length of hospitalization before death was 15 days, but now it is 11 days, the report said.Ronni Gamzu at his office near the central Israeli city of Lod, September 24, 2020 (AP Photo/Sebastian Scheiner)-The country’s coronavirus death toll passed 1,500 on Monday night, the latest Health ministry data showed, with over 500 new deaths recorded in some three weeks as the fatality rate per capita surpassed that of the United States. The death toll stood at 1,552 on Tuesday evening, as new diagnoses and seriously ill patients remained on the rise, as did the percentage of tests coming back positive.Israel has had a total of 243,895 confirmed cases since the start of the pandemic, with 68,110 active cases, 821 of them serious, and 255 in moderate condition. The government’s new restrictions on protests, a controversial part of its efforts to rein in the country’s runaway coronavirus infection rate, were set to be brought for a vote in the Knesset Constitution Committee on Thursday at 11 a.m., Channel 12 reported. The restrictions would apply the one-kilometer travel limit from one’s home to political protests. Protesters will no longer be able to travel to mass rallies but must hold protests near their homes. If lawmakers approve the measure, it will go into effect 24 hours later, and is expected to dramatically shrink the planned weekend protests outside Netanyahu’s official residence in Jerusalem.

Designated deputy PM met with Hamas founder-Incoming Belgian government on collision course with Israel, local Jews say-New 7-party coalition ‘will try to shut down all little dialogue left between both countries,’ one Brussels resident warns-By Raphael Ahren-sep 30,20-Today, 11:24 pm

Members of Belgium’s Jewish community this week expressed great concern at their country’s incoming government, saying some of its members are known for being extremely critical of Israel.Even before the final cabinet lineup was set to be announced on Wednesday evening, friends of Israel familiar with the Belgian political scene predicted increased tensions with Jerusalem and the local Jewish community, pointing to what they said were several harsh Israel critics likely to be appointed to key positions in the government.“Israel will find that this government will try to shut down all little dialogue left between both countries,” said Brussels-based Jenny Aharon, who advises Israeli officials and Jewish organizations on matters related to EU-Israel relations. However, she added, the newly formed government, which will be sworn in by King Philippe on Thursday morning, “does not represent a Flemish majority. Therefore it would be inaccurate to consider its adopted anti-Israel policies as a sentiment shared by the Belgian people as a whole.”Belgium is considered among Israel’s toughest critics in Europe, with Jerusalem and Brussels at odds over the Palestinian question. In February, the Belgian ambassador in Tel Aviv was summoned to the Foreign Ministry for a dressing down over what Israeli officials called “a systematic campaign to demonize the Jewish state” after the country’s embassy to the United Nations invited a pro-Palestinian activist to address the Security Council. In June, the Belgian parliament passed by an overwhelming majority a resolution urging the government to act to prevent Israel from unilaterally annexing parts of the West Bank and to actively advocate for European-wide punitive measures against Jerusalem if it proceeds with its controversial plan.File: Members of the Belgian Federal Parliament attend a plenary session, October 26, 2017. (AP Photo/Geert Vanden Wijngaert)-On Wednesday — nearly 500 days after the last elections — Belgian lawmakers reached an agreement that would see a seven-party coalition take power. The new government would be headed by Alexander De Croo from the center-right Open Flemish Liberals and Democrats, or Open VLD, party. Some of the other coalition parties, such as the Socialists and the Greens, have introduced some anti-Israel resolutions. Yes, I am worried about Belgium’s future relations with Israel when I see what parties are included in this government. The new coalition agreement, published Wednesday, ominously states that Belgium “will take new steps” regarding its policies vis-à-vis Israeli settlements. The incoming government vows to work with other countries on creating a list of “efficient and proportional countermeasures” in case Israel were to annex parts of the West Bank. It would also consider the recognition of a Palestinian state, according to the coalition agreement.“Yes, I am worried about Belgium’s future relations with Israel when I see what parties are included in this government,” said Michael Freilich, a lawmaker for the New Flemish Alliance, Belgium’s largest opposition party.“The left-wing Ecolo has an MP in its ranks, Simon Moutquin, who for years headed the Belgian BDS movement that promotes the boycott of Israel. Similarly, the Socialist Party recently proposed a law to recognize the State of Palestine unconditionally, thereby leaving the internationally accepted road of a negotiated settlement,” he told The Times of Israel.“Finally, the CD&V [Christian Democratic and Flemish] party advocated for Belgium to take the lead when it comes to installing international sanctions against Israel in case of annexation, language that is now included in the coalition agreement.”Freilich, who is Jewish, said that his party, known in Flemish as N-VA, has always voted against these propositions. “We desire a just peace with two states for two peoples, with respect for Israel’s security needs and Palestinian aspirations,” he said. “We also believe that this is best achieved in negotiations between both parties.”Brussels and Antwerp have large Jewish communities, but the parties of the incoming government have indicated that they want to remove the soldiers protecting Jewish schools and synagogues, he lamented.Belgium’s likely new justice minister and deputy prime minister, Vincent Van Quickenborne, from the Open VLD party, has been described by several sources as a radical opponent of Israel. In 2003, he visited Hamas founder Sheikh Ahmed Yassin in Gaza, and earlier this year referred to Israeli ministers as the “Jewish lobby.” De joodse lobby draait overuren dezer dagen. Na Aalst nu Washington. pic.twitter.com/M7jONG04ql — ??????? ??? Q??????????? (@VincentVQ) February 27, 2020“Belgian Jewish groups implored him to retract the tweet, which he never did,” according to Freilich.Outgoing interim prime minister Sophie Wilmes, who is of Jewish origin and considered pro-Israel, is expected to become foreign minister.

California Jewish students push district to act against anti-Semitism-More than 5,600 sign petition addressed to superintendent after Instagram account associated with local school called on followers to identify Jewish students-By Marcy Oster-sep 30,20-Today, 11:22 pm

JTA — Jewish students and their supporters have called on school officials in Northern California’s Marin County to take action against anti-Semitism at a local high school.More than 5,600 people have signed the Change.org petition addressed to the Tamalpais Union High School District and its superintendent, Tara Taupier.Last month, an Instagram account associated with the Redwood High School in the city of Larkspur, 13 miles north of San Francisco, called on followers to identify Jewish high school students in Marin County. School officials later said that they believed they had identified the student running the Instagram account and provided the information to local law enforcement. The account was removed.“Our safety is threatened by the list and the pictures posted by the student,” reads the petition signed by Redwood students. “The list of Jewish students paireThe idea of going back to school with a student whose beliefs align with those of Nazis is inconceivable.“We believe the ‘action’ taken thus far by the administration has done nothing to make us feel secure and safe. This student has gotten away with offensive behavior for far too long and this recent escalation is a direct result of the lack of attention given by the district.”The action taken so far, according to the petition, was an email from the district that “focused too much on the history of anti-Semitism and the actions of the community rather than the action plan of the district.”d with the image of the swastika and the bullet produces an uncanny resemblance to the use of lists during the Nazi Regime.

Israelis flock to airport ahead of planned shutdown of flights-Some 5,000 leave the country Wednesday; airlines said refusing to reimburse passengers whose tickets will become unusable by fresh restrictions-By TOI staff-SEP 24,20-Today, 9:48 pM

As Israel headed into a planned transition into a full coronavirus lockdown that would nearly shutter the entire nation, thousands of travelers passed through Ben Gurion Airport Thursday on what were perhaps some of the last tickets out of the country before the airfield is largely closed down again. Some 5,000 people were scheduled to take flights out over the course of the day, Hebrew media reported. There were 12 flights to Greece and another nine flights to Turkey, according to the Ynet website.A further 4,000 people landed on return flights. Many of those standing in line at check-in counters admitted that they had quickly purchased tickets once it became clear that the government was going to order a strict lockdown, as it struggles to contain an ongoing surge in the pandemic that has seen daily infection rates climb to over 6,000 fresh cases a day. Those who spoke to media told largely the same story: If they are going to be stuck at home anyway, unable to see family or engage in recreation, then they may as well go abroad where they would be free to enjoy themselves a bit.On Wednesday night the cabinet approved a tight lockdown, to begin Friday, that will nearly close the entire economy, keeping Israelis confined to within 1 kilometer of their homes and only allowed out for essential needs. The cabinet is also reportedly considering closing Ben Gurion Airport to outgoing flights, but the decision was not included in Wednesday’s cabinet vote that authorized the lockdown.Transportation Minister Miri Regev and Foreign Minister Gabi Ashkenazi are expected to set an airport closure date for some time in the coming days, Channel 12 news reported.Regev declared Thursday that flights scheduled over the next 24-hours would not be canceled.Transportation Minister Miri Regev visits at the Ben Gurion Airport near Tel Aviv on August 13, 2020. (Flash90)-A closure of the airport would come barely a month after it was partially reopened for outgoing travel, following months of flights being at a trickle due to the coronavirus pandemic. The High Holiday period, which began on Friday evening with Rosh Hashanah, the Jewish New Year, and which ends three weeks later with Simchat Torah — which marks the end of the Sukot holiday — usually sees tens of thousands of Israelis book vacation abroad each year. This year, some 120,000 were due to fly during the period, but at least half were expected to have to cancel their flights due to the lockdown, Channel 12 reported.According to the network, airlines are refusing to reimburse passengers for tickets they will now be unable to use, and the government is girding for a wave of lawsuits from passengers. On Tuesday, Channel 12 reported that due to a lack of synchronization between the Health Ministry and border control authorities at the airport, coronavirus patients are able to board flights without border officers knowing that they are infected. The situation enabled five confirmed carriers to fly abroad recently, the report said.Last week the government ordered a three-week partial lockdown, but as confirmed infections continued to climb ministers this week decided to further clamp down on the country. The harsh measures are set to come into force on Friday at 2 p.m., and will see nearly all businesses closed, prayers and public protests severely curtailed, public transportation scaled back dramatically and Israelis ordered to remain close to home with fewer exceptions than in the existing lockdown.

Palestinian refugee gets Spanish citizenship after discovering Jewish roots-Heba Nabil Iskandarani had been technically stateless her entire life, then she found her Palestinian father had Sephardi heritage-By Cnaan Liphshiz-SEP 24,20-Today, 8:57 pm

JTA — As a British resident born in Dubai to a Palestinian father and Lebanese mother, Heba Nabil Iskandarani had plenty of potential national identities. What she lacked, however, was a passport.A 26-year-old lecturer in architecture at Birmingham City University, Iskandarani has been stateless for most of her life, possessing only a Lebanese travel document that defines her as a Palestinian refugee. But after discovering that her Palestinian father had Jewish roots going back to Spain, Iskandarani was able to claim Spanish citizenship thanks to a 2015 law that promised to naturalize anyone whose Jewish ancestors fled the Spanish Inquisition. In an interview with the Jewish Telegraphic Agency, Iskandarani attributed her quest for citizenship as rooted in both an emotional search for an identity and as a practical remedy to the bureaucratic complications that resulted from her lack of national citizenship.“This deep addiction for belonging made me look deeper into my family history,” Iskandarani wrote in a September 12 Facebook post. “I wanted to find a solution to break the cycle of shame, the feeling of being less than all. I needed an identity a country to fall back too [sic].”In exile I have always been in conflict with my identity, with no sense of belonging or right to any country.. only…Iskandarani is one of more than 43,000 non-Jews who have reportedly received Spanish citizenship under the 2015 law, which was adopted to atone for Spain’s persecution and forced exile of its Jewish community in the 15th century. The law invited its descendants to apply for Spanish citizenship if they could demonstrate both that they were descended from Sephardic Jews and had a special connection to Spain. Over 150,000 have succeeded.Iskandarani had a DNA test that showed she had both North African and Iberian ancestry, and genealogists have shown that her last name can be traced back to Spanish Jews. But she still needed a document attesting to the Jewish identity of her paternal great-grandmother, Latife Djerbi, whose last name references an island off the coast of Tunisia where many Sephardic Jews once lived.Iskandarani managed to find one of her great-grandmother’s old identity cards in Beirut lying in a trove of documents that her family had meticulously preserved for decades despite moving many times — sometimes because of the multiple wars that have ravaged Lebanon. One of her sisters also received Spanish citizenship recently, while two other siblings are in the vetting phase. Her father is applying for citizenship from Portugal. Iskandarani and some of her relatives also applied for Portuguese citizenship under a similar law of return that Portugal passed in 2013. Her application in Portugal is still pending.Iskandarani’s story was first reported on September 20 by the Luxembourg-based paper Contacto.Illustrative: In this photo taken on Tuesday, May 5, 2015, a Jewish woman reads a book at the main Jewish synagogue in Lisbon, Portugal. (AP Photo/Francisco Seco)-The discovery of her father’s Jewish roots came as a shock to some in her family, but others had their suspicions. Her great-grandmother would peel hard boiled eggs and dip them in saltwater during a meal each spring, a habit she said was “just a tradition from Tunisia” but which Iskandarani now believes was related to a custom associated with the Passover seder. And her mother recalled noticing that none of her husband’s ancestors had Muslim names.“His great uncles were named Jacob, Ruben, Moses, Zachary. And my mother now recalls thinking that was strange,” Iskandarani told JTA.Iskandarani said she has grown more interested in Judaism since her discovery, though she had been curious about it previously. At 15, she got a tattoo of a verse from the Hebrew Bible about Jerusalem.“Though maybe that was the Palestinian side of me, maybe mixing with the Jewish one,” she told JTA. “I don’t know at this point.”With the acquisition of her Spanish passport, Iskandarani is now free to visit Jaffa, the ancient port city south of Tel Aviv where her grandfather was born. According to Iskandarani, her family was “exiled” from Jaffa around the time of Israel’s War of Independence in 1948 and, in her Facebook post, she compared the persecution of Jews during the Inquisition to her ancestors’ flight from pre-state Israel.“Absurdly our conversion to Islam got us exiled from Jaffa yet again for again being of different religion and ethnicity,” she wrote. “Quite ironic don’t you think being exiled twice for the exact same reason?”In her interview with JTA, Iskandarani reconsidered the comparison, conceding that there’s a difference between a campaign of religious persecution and the loss of homes during wartime. But despite some past social media posts that have been critical of Israel, Iskandarani said she isn’t interested in taking sides when it comes to Israel and is mainly looking to gain understanding.“I have no interest in offending or accusing any one side,” Iskandarani said. “On the contrary, I want to understand, really understand, the Palestinian side. But also the side of a Jew from Europe or Tunisia who came to Palestine to build a Jewish homeland there. I’m in favor of peace and coexistence.”

In northern West Bank settlement, evangelicals help harvest grapes-The Times of Israel-About a hundred Christian volunteers help Har Bracha vintners pick their crops in controversial region-By Agencies and TOI staff-SEP 24,20-Today, 5:50 pM

Dangling off vines at the Har Bracha settlement in the West Bank, the grapes are plump and ready to pick. This year, evangelical Christians are volunteering for the job.Missouri-based HaYovel organizes “faith-based volunteering” for Christian backers of Israel.“Our mission is to take an active role in, and educate people about, the prophetic RESTORATION of the land of Israel that is happening TODAY,” its website says.More than 450,000 Israelis live in settlements in the West Bank, which is claimed by Palestinians for their future state. An aerial view shows Evangelical Christian volunteers harvesting Merlot wine grapes on September 23, 2020, for the Israeli family-run Tura Winery, in the estate’s vineyards located at the West Bank settlement of Har Bracha. (MENAHEM KAHANA/AFP)-Many are attracted by low rents, but others are motivated by a religious doctrine of reestablishing a Jewish presence in the Biblical homeland, a return that marks part of the Bible’s messianic prophecies about Jewish history. That goal is strongly backed by evangelical Christians, particularly in the US, where devout church-goers are seen as key to US President Donald Trump’s reelection bid.Evangelical Christian volunteers harvest Merlot wine grapes on September 23, 2020, for the Israeli family-run Tura Winery, in the estate’s vineyards located at the West Bank Har Bracha settlement (MENAHEM KAHANA / AFP)-In Har Bracha, near the Palestinian city of Nablus, around a hundred Christians are working the vineyards this year, including visitors from the US, Canada and Britain.Evangelical Christian volunteers harvest Merlot wine grapes on September 23, 2020, for the Israeli family-run Tura Winery, in the estate’s vineyards located at the West Bank Har Bracha settlement (MENAHEM KAHANA / AFP)-They include, for example, the vineyards of the family-run Tura Winery. The settlements in that area, founded beginning in the 1970s after Israel captured the area in the 1967 Six Day War, would prevent the formation of a contiguous Palestinian state in the West Bank. (Menahem Kahana/AFP)-A controversial plan unveiled by Trump in January gave Washington’s blessing to Israeli annexation of large chunks of the West Bank, mostly in “area C” where Israeli settlements lie. Israel has since agreed to suspend those plans for an undefined period under its normalization deal with the United Arab Emirates last month. The conflict has never been far from Har Bracha. An Arab Israeli was sentenced to life in prison last year for the terrorist murder of Rabbi Itamar Ben Gal, who lived in the settlement. An aerial view shows Evangelical Christian volunteers harvesting Merlot wine grapes on September 23, 2020, for the Israeli family-run Tura Winery, in the estate’s vineyards located at the West Bank settlement of Har Bracha. Settlements exporting produce to Europe have fallen foul of 2015 EU guidelines on labelling products, including wine, to identify them as coming from the territories rather than Israel.

Fatah, Hamas say they’ve agreed to hold Palestinian elections in coming months-Similar announcements have come to naught in the past; top Fatah official says no vote without East Jerusalemites’ participation, a request Israel has never grante-By Aaron Boxerman-SEP 24,20-Today, 5:50 pm

After reconciliation talks in Istanbul earlier this week, the Fatah and Hamas movements said Thursday they had agreed to hold general Palestinian elections within the next six months.Similar announcements of planned elections have fallen through in the past, largely due to long-running conflict between Fatah and Hamas. If the vote goes forward, however, it would be the first Palestinian national election in fourteen years.Fatah Secretary General Jibril Rajoub, who led Fatah’s delegation to the Turkish capital, said in a statement that the proposal would be submitted to a joint meeting of Palestinian faction heads within a week.Under the proposal, elections would first be held for the Palestinian legislature, then for the Palestinian Authority presidency, and finally for the central council of the Palestinian Liberation Organization. The Fatah-led Palestinian Authority controls the West Bank, while the Hamas terror group rules the Gaza Strip.“We are waiting for [Palestinian Authority] President Mahmoud Abbas to call the faction heads to endorse the principle and implement appropriate procedures, beginning with issuing a presidential decree,” Rajoub said.Palestinian legislative elections have not been held since 2006, when a Hamas victory over Fatah led to a bloody struggle for control of the Gaza Strip. Hamas expelled Fatah to the West Bank in 2007, after which the Palestinian Legislative Council essentially ceased to function.Several rounds of reconciliation talks in different Arab capitals have failed to end the split between the two movements, which remain divided by ideological disputes and a violent history. The most recent unity push began when Rajoub and Hamas deputy Saleh al-Arouri announced that they would coordinate “joint action” in response to Israel’s now-suspended plans to annex parts of the West Bank. The cooperation never materialized on the ground, however, and a planned Abbas speech at a rally in Gaza was quietly dropped. In response to the United Arab Emirates’ decision to normalize ties with Israel, a rare meeting of Palestinian faction heads was held earlier in September. One after the other, the leaders of 14 major Palestinian groups spoke, including both Abbas and Hamas chief Ismail Haniyeh.“We will work to end division, achieve reconciliation, and hold general legislative elections… Know that we are one people,” Abbas said in a speech opening the meeting.Since then, both major Palestinian movements have lauded what they deem publicly to be an era of good feeling between the two groups.“The positive atmosphere of dialogue in Istanbul… resurrects the hope of reaching reconciliation and turning the page on division,” Palestinian Authority Prime Minister Mohammad Shtayyeh said late Wednesday night.pic.twitter.com/G1i2JseTrr- — (@fatehorg) September 24, 2020-But several similar announcements that Palestinians would return to the ballot box have fizzled out over the past 13 years. Local municipal elections have been held in the West Bank three times, with Hamas largely boycotting the proceedings. The most recent attempt at national elections — which began in late December 2019 — broke down when Ramallah insisted that the vote would not be held without East Jerusalem Palestinians being given the right to participate.East Jerusalemites are citizens neither of Israel nor of the Palestinian Authority; instead, they hold permanent Israeli residency cards which only entitle them to vote in Jerusalem municipal elections. While Israel says it offers them a path to Israeli citizenship, relatively few applications have been approved.Israel reportedly ignored the PA’s request in 2019. The Israeli government bans the PA from operating inside the Israeli capital and has cracked down on its activity there in the last few years. Ramallah’s Jerusalem governor Adnan al-Ghaith has been arrested well over a dozen times by Israeli authorities for his activities inside the city.Fatah Central Committee member Azzam Al-Ahmad told Turkish Anadolu News Agency on Thursday that no elections would be held unless East Jerusalem Palestinians are allowed to participate, indicating that elections could founder upon the same rock they did in January.

Visiting USAID deputy says Israeli tech will be key for developing nations-Bonnie Glick notes that Israeli know-how will be needed as leading US development agency implements digital approach, plans 5G roll-out for combating food insecurity, other issues-By Luke Tress-SEP 24,20-Today, 5:11 pm

The deputy administrator for the US Agency for International Development said on Wednesday that Israel has a key role to play in the organization’s efforts to combat food insecurity and poverty in developing nations.Israeli cybersecurity technology, and its private sector, will help the aid agency with its planned implementation of 5G technology in the developing world, Bonnie Glick told The Times of Israel while on a visit to the Jewish state.Jerusalem’s normalization agreements with the United Arab Emirates and Bahrain will also open avenues for the countries to collaborate on aid projects, she said.Glick said that USAID, the US government’s development agency, is focused on a digital approach to aid in developing nations.“It’s very different from the old school approach to foreign aid, where people may have considered things like USAID delivering sacks of grain or digging wells. We don’t do that any more,” said Glick. The agency now focuses on providing tools to local groups and individuals, such as smart agricultural tools for farmers, or financial tools, to help developing areas achieve self-sufficiency.“A country the US is supporting, the ultimate goal is for that country to be along the journey to self reliance,” Glick said. “It really needs to be empowered digitally. Its citizens need to have digital tools to participate fully in the nation’s economy, as well as in the global economy.”USAID plans to make use of 5G telecommunications technology when it is widely available to benefit emerging economies, for education, finance, medical communications, and other purposes.“When countries are at that point of being ready to roll out 5G solutions, Israel will be right there with USAID for digital security, protection of data, with critical components for the roll-out,” Glick said, adding that India is another major partner in USAID’s digital plans. “No conversation, I believe, around 5G would be complete if you didn’t have two of the most important technology-driven economies and technology-driven private sectors.”Glick spoke to The Times of Israel while in Israel to meet with government officials, partly to discuss the Abraham Accords with the UAE and Bahrain, as part of a broader trip that included stops in Kosovo, Serbia, Algeria and Morocco. She also on Wednesday held a virtual event on the sidelines of the United Nations General Assembly with Israel-born Oracle CEO Safra Catz as part of the 2020 Concordia Summit. Catz also has ties to the Trump administration.Safra Catz, co-chief executive officer of Oracle, arrives at Trump Tower in New York City on December 14, 2016 in New York City. (Drew Angerer/Getty Images/AFP)-US-based Oracle, one of the world’s leading software firms, partners with USAID, and works with Israeli startup AgroScout, in an example of the role Israeli technology can play in the developing world.AgroScout uses drones and an “auto-scouting app” to collect images and data on agricultural fields, then uses AI to analyze the information and detect pests and crop diseases. The app then navigates users to the site of the problem. The system gives farmers the ability to detect problems earlier, and use chemicals more selectively, saving money and increasing yields.AgroScout relies on Oracle’s cloud platform to analyze its drone images with machine learning technology.“In Israel where you have these cutting edge technologies, these are technologies that can then be scaled and rolled out to developing countries around the world, and that’s something that gets us very excited,” Glick said. “If you look at developed countries, like the United States or Israel, and compare them to a country like Kenya, unless Kenya has access to those 5G types of solutions, they won’t be able to develop as rapidly.”Over 800 million people suffer from food insecurity, according to USAID, and the pandemic is likely to add another 100 million people to those ranks.USAID also aims to partner with private sector firms and local merchants in developing countries.Israel and the UAE, also considered a Middle East technology leader, can now openly collaborate on aid projects in developing countries. Both countries are interested in providing aid to African nations in need of assistance, Glick said: “This seems to me, as well as to the Israeli government, as well as to the UAE government, as a really amazing way for us to put to a test the strength of this new peace, to show a true partnership.”In 2019, USAID invested $20.6 billion in 134 countries. The organization has come under fire in the Middle East in recent years following the Trump administration’s cuts to aid for the Palestinians, forcing the closure of nonprofits serving Palestinian communities.

Declassified: ‘Golden’ communique that could’ve averted Yom Kippur War disaster-The Times of Israel-Also released, scathing exchange general had with war probe-Day before surprise attack, the IDF intel chief received a report Soviet nationals were fleeing the area ahead of an impending assault — and didn’t tell anyone for over 10 hours-By Judah Ari Gross-SEP 24,20-Today, 4:55 pm

Nearly 24 hours before the Egyptian military launched a surprise attack on the Israel Defense Forces from the Sinai Peninsula on October 6, 1973, the head of Military Intelligence received a warning that Cairo and Damascus were poised to carry out just such an assault. For over 10 hours, that dire warning, which had the potential to change the course of the conflict, was kept from the government. On Thursday, the Defense Ministry archives declassified the urgent warning — known as the “golden message” — as well as the intelligence report based on it that was eventually released to the government, along with the heated exchanges after the war between the then-head of Military Intelligence Maj. Gen. Eli Zeira, who made the decision to withhold the communique, and the Agranat Commission, which investigated the government and military’s failures to anticipate and prepare for the conflict. The declassification of these documents on Thursday, coming ahead of the 47th anniversary of the war, sheds fresh light on what had been known by the IDF and Military Intelligence before the outbreak, as well as the finger-pointing that came after it.Following the war, Zeira received the lion’s share of the commission’s blame for Israel getting caught off-guard by the Egyptian and Syrian attacks, allegations that he immediately rebuffed and — now a nonagenarian — continues to reject. In his letters to the Agranat Commission, he maintains that it was the government and civilian leadership that bore the blame for not anticipating the attacks and indicates that he did not immediately pass along the “golden message” because he was waiting for better-sourced intelligence. The records released this week show the military and the government’s failure of imagination, their hubris and their unwillingness to revisit underlying, foundational assessments — namely that Syria and Egypt were not prepared for another war — in the face of new information. In the days preceding the war, the military was at its highest level of alertness. In the south, the IDF had spotted the Egyptian military moving unprecedented numbers of troops and weaponry near the border, and in the north, there was also an “unparalleled Syrian military build-up along the front line,” according to Chaim Herzog, an IDF major general during the war who authored a seminal history of the conflict, “The War of Atonement.”But Military Intelligence and its commander Zeira believed that war was unlikely, that the Egyptians were only preparing for an exercise and that the Syrians were flexing their muscles after the Israeli Air Force shot down a number of Syrian planes in mid-September.While the IDF saw another conflict with Egypt and Syria as a matter of when, not if, Zeira was convinced that the chances of an imminent war were “lower than low,” as he told an IDF General Staff meeting on October 5.The so-called ‘golden message’ that warned of the impending Yom Kippur War, which was delivered to Military Intelligence on October 5, 1973, and was declassified on September 24, 2020. (Defense Ministry Archives)-This assessment should have changed. Later that day, at 4:45 p.m. — just over 21 hours before the Egyptian surprise attack known as Operation Badr that kicked off the war — Military Intelligence received the “golden” communique. The laconic four-sentence message, marked “urgent,” explained the reason the IDF had noticed that Soviet military advisers and diplomats to Syria in the previous days had begun leaving the country, en masse, along with their families. Even now, nearly 50 years later, portions of this message remain classified, including the names of who sent it and who received it.“It is known to us [redacted] that Syria is expelling the Soviet experts and that the planes have begun taking them from Damascus to Moscow. Those same sources say that even the families of Soviet diplomats have started to arrive from Damascus. The sources add that the Syrians explained the expulsion as being because of the intentions of Egypt and Syria to wage a war against Israel and that they are therefore being expelled. For your information,” the message read.At the time the message was received, the IDF had also seen a similar mass exodus of Soviet advisers and their families from Egypt and all Soviet ships leaving Egypt’s Port Said and Alexandria. According to Herzog, the military was puzzled by the departures at the time, not sure if it signified a potential split between Moscow and the two countries or if the Soviets were “aware of the possibility of an Arab attack.”This missive firmly indicated the latter, that an assault was imminent. Yet the “golden message” was not passed on. The officer who received the communique “recalled that the head of his shift told him that evening that the head of intelligence ordered that they not release [the telegram], and to hold it up,” according to the Agranat Commission.Former IDF Intelligence chief Maj. Gen. (res.) Eli Zeira in February 1973. (Roni Frenkel/Defense Ministry Archives)-In his response, Zeira never admitted to giving the order, saying he did not remember the incident nor did he think he needed to personally approve its release in the first place.“But in retrospect, I can try to reconstruct a possible explanation for delaying [its release] with the fact that — as was said — we did not assess that the message added anything to our existing assessment and it’s possible I hoped to receive more significant messages shortly. But as I said, I don’t remember delaying [its release] before midnight,” he wrote to the commission on March 21, 1974.Indeed, a number of additional reports did come in throughout the night, indicating the precise number and types of aircraft shepherding the Soviet officials and their families out of Damascus and Cairo. The next morning — the morning of the war — at 6:35, Military Intelligence distributed its report to the government, warning of imminent attack, citing a source in the Soviet Union, whose name remains classified. The intelligence report also apparently included information provided by a Mossad source — Ashraf Marwan, a confidant of then-Egyptian president Anwar Sadat, known by the code name “The Angel” — who warned there was a “99 percent chance” that the war would be launched on October 6, according to Mossad documents released by the state archives in 2018.At 2 p.m., 7.5 hours after the Military Intelligence report was released, the Egyptians and Syrians launched their surprise attacks on the Suez Canal and Golan Heights, respectively, sparking the 19-day war, which left over 2,500 Israeli soldiers killed and thousands more wounded. The war — and the country’s failure to anticipate it — shattered the public’s trust in the military and the government, along with Israel’s feelings of invincibility following the unexpected, overwhelming victory of the Six Day War six years prior.Former Supreme Court chief justice Shimon Agranat. (Ze'ev Radovan/Defense Ministry Archives)-The Agranat Commission was formed weeks after the war ended, charged with investigating the myriad failures that allowed such a surprise attack. The commission’s exchanges with Zeira were also released on Thursday, in which the panel detailed the ways in which the intelligence chief had failed to foresee the attacks.Though Zeira acknowledges that he made some mistakes, he roundly and vigorously rejects two of the commission’s findings: that he told the government he could anticipate the “intentions” of Egyptian president Anwar Sadat and Syrian president Hafez Assad and that such assessments were his responsibility alone.Zeira maintained that he had assured then-prime minister Golda Meir that he would be able to track the “preparations” for war by Egypt and Syria, during a meeting with the premier on April 18, 1973, but made no such promises regarding the countries’ “intentions.”“There was a promise about giving a warning about preparations, not about intentions,” he told the commission.Then-prime minister Golda Meir with southern command chief Gen. Shmuel Gonen during the 1973 Yom Kippur War, visiting an IDF command post in the Sinai Desert. (Yitzhak Segev/GPO)-“To the best of my knowledge — and I am using this language out of caution and responsibility — I did not promise to give a warning in advance about the enemy’s intentions,” he added. Moreover, Zeira said, such assessments were not his to make, at least not his alone.“I ask you: Who is it whose training, experience, duty and responsibility require him to determine the intentions of heads of neighboring states, is it the premier of the State of Israel and their top ministers or just army officers?” Zeira wrote to the commission.“Is it possible to claim that assessing the intentions of heads of friendly countries is the responsibility of the government and that assessing the intentions of heads of enemy countries is the responsibility of the army?!” he asked. While Zeira was found to be principally responsible for the intelligence failure of the war, the government did not fare well. Golda Meir resigned as prime minister, as did Moshe Dayan as defense minister. Though the Labor party retained control of the government in the election immediately following the war, it lost to the right-wing Likud party in the subsequent election, in part due to lingering disaffection from the Yom Kippur War.

14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Jordan, Egypt and EU urge renewal of Israel-Palestinian peace talks-At meeting in Amman, FMs cite need to ‘rebuild confidence to allow the relaunching of the negotiation process,’ say Israeli pledge to suspend annexation ‘should become permanent’By AFP-SERP 24,20-Today, 5:07 pm

AMMAN, Jordan — The foreign ministers of Jordan, Egypt, France and Germany on Thursday urged Israel and the Palestinians to engage in “credible dialogue” to restore “hope” to the peace process.“Ending the stalemate in peace talks, the creation of political horizons and the restoration of hope through credible dialogue must be a priority,” they said in a statement. The meeting comes after the United Arab Emirates and Bahrain moved to formally establish full diplomatic ties with Israel, the third and fourth Arab states to do so after Egypt in 1979 and Jordan in 1994.Talks between Israel and the Palestinians have been frozen since 2014, and a US peace plan announced in January has been welcomed by Israel and rejected outright by the Palestinians as biased. After Thursday’s meeting, the ministers stressed “the urgency of the resumption of serious, meaningful and effective negotiations on the basis of international law and agreed parameters directly between the parties or under the UN umbrella.”“We call upon the parties to commit to past agreements and to resume credible dialogue on this basis,” they said. The meeting was also attended by the EU’s envoy for the peace process.EU Special Envoy for the Middle East Peace Process Susanna Terstal (L), Egyptian Foreign Minister Sameh Shoukry (2nd-L), Jordanian Foreign Minister Ayman Safadi (4th-R) and French Foreign Minister Jean-Yves Le Drian (R) are pictured in the Jordanian capital Amman during an international meeting to discuss the Israel-Palestinian peace process, September 24, 2020. (Khalil Mazraawi/Pool/AFP)-The ministers also met Jordan’s King Abdullah II, who reiterated a long-held position that ending the conflict required “a two-state solution with an independent (and) viable Palestinian state” based on pre-1967 borders, with East Jerusalem as the Palestinians’ capital. The UAE and Bahrain signed accords normalizing ties with Israel at a September 15 ceremony hosted by US President Donald Trump.Under the deal with Abu Dhabi, the Jewish state pledged to suspend its planned annexation of lands in the West Bank.“This suspension should become permanent,” the ministers said Thursday, stressing the “importance” of the UAE and Bahrain deals.Jordanian Foreign Minister Ayman Safadi (R) and French Foreign Minister Jean-Yves Le Drian are pictured in the Jordanian capital Amman during an international meeting to discuss the Israel-Palestinian peace process, September 24, 2020. (Khalil Mazraawi/Pool/AFP)“The Israelis and Palestinians must quickly resume dialogue,” French Foreign Minister Jean-Yves Le Drian told journalists.“In the immediate term, we must rebuild confidence to allow the relaunching of the negotiation process, which is in the interest of both parties.”Jordanian Foreign Minister Ayman Safadi warned of the dangers of “a political stalemate in the Palestinian-Israeli negotiations.”“There has to be progress towards a comprehensive and just peace,” he said.

School bus-sized asteroid to zoom by Earth, closer than many satellites-By space standards, Asteroid 2020 SW is pretty puny and will safely pass Earth on Thursday, NASA says-By Marcia Dunn-SEP 24,20-Today, 3:02 pm

CAPE CANAVERAL, Florida (AP) — An asteroid the size of a school bus is headed our way, but NASA says the space rock will zoom safely past Earth on Thursday. The newly discovered asteroid will come within 13,000 miles (22,000 kilometers) of Earth, well below many of the communications satellites orbiting the planet, scientists said this week. The closest approach will occur Thursday morning over the southeastern Pacific Ocean.Once it’s gone, the asteroid won’t be back to Earth’s neighborhood until 2041.Scientists estimate the asteroid is between 15 feet and 30 feet (4.5 meters to 9 meters). By asteroid standards, that’s considered puny. Asteroids of this size hit Earth’s atmosphere and burn up once every year or two, said Paul Chodas, director of the Center for Near-Earth Object Studies at NASA’s Jet Propulsion Laboratory. There could be as many as 100 million of these little asteroids out there. The real threat are considerably bigger asteroids. The good news is that these are easier to spot much sooner than just a few days out.Asteroid 2020 SW, as it is known, was discovered last Friday by the Catalina Sky Survey at the University of Arizona in Tucson.

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.

29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

REVELATION 16:7-9
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

Snow, gusting wind headed for southern Baffin Island-[CBC]-September 24, 2020

It's a stormy start to fall in Nunavut, with no relief expected until the weekend. On the first day of fall, Environment and Climate Change Canada issued a winter storm warning for Kinngait — the first of the season in Nunavut. Southern Baffin Island and Nunavik are in for a week of rain, snow and gusting winds. A low-pressure system made its way from Hudson Bay toward the island on Tuesday. The system will likely get stronger later in the week from the remnants of Hurricane Teddy, which is currently approaching the Maritimes.Tracking the system-This low-pressure system will move toward southern Baffin Island tonight, and continue over communities Wednesday and Thursday. Here's how it will play out:Kinngait will be the first to see winter storm conditions, and will get the brunt of the heavy, wet snow. Gusty conditions to 90 kilometres per hour will intensify overnight and into Wednesday. Kimmirut will see rain and wind Tuesday night, with more precipitation building through the early hours of Wednesday. Gusting winds will begin Tuesday evening.Iqaluit will have snow Tuesday evening, and gusting winds beginning after midnight to 90 kilometres per hour.Pangnirtung will see stormy conditions Wednesday morning with the beginning of a rain-snow mixture. Gusts will increase to 90 kilometres per hour early Wednesday afternoon. These conditions will last through Thursday as this system continues to spin around until it absorbs further energy from the remnants of Hurricane Teddy. The most intense conditions will occur on Wednesday with the storm clearing into Saturday. Current warnings in placeA winter storwarning is in effect for Kinngait, and the conditions will continue through the next few days. Wind gusts will increase to 90 kilomtres per hour overnight, and up to 25 centimetres of wet, heavy, messy, snow is expected to fall through Thursday. This will create near-blizzard conditions, with reduced visibility for the community through the next 24 to 36 hours.Meanwhile, Kimmirut currently has a wind warning in effect, for gusts up to 90 kilometres per hour.As for marine warnings, in the regions surrounding Nunavik and southern Baffin Island, gale warnings are in effect for gusts to 47 knots. Waves may increase to five meters through Wednesday. Messy mix of snow, rain on the way-this system will bring a messy mixture — particularly to Kimmirut, Iqaluit and Pangnirtung — in which snow will change to rain and back to snow over the week. Kinngait is more likely to just have wet snow.Winter storm conditions are likely over the next few days, which means reduced visibility, blowing snow and wind causing potential damage to buildings.Environment Canada recommends postponing non-essential travel during the winter storm warning.

The latest developments on the COVID-19 pandemic in Canada-[The Canadian Press]September 22, 2020

OTTAWA — The latest news on COVID-19 developments in Canada (all times Eastern):4:45 p.m.Nova Scotia is reporting a new case of COVID-19 for the first time in more than two weeks.Dr. Robert Strang, the province's chief medical officer of health, says the new case involves an essential worker who travelled outside Canada.Strang also announced that starting Sept. 28, residents of long-term care facilities will be allowed to leave their residences to visit family and friends.---4:30 p.m.A long-term care home in Winnipeg says one of its residents has died after testing positive for COVID-19. Parkview Place says the resident was one of seven people living at the facility who has the novel coronavirus, as does one staff member. The death has not yet been reported by the Manitoba government, which lists 18 COVID-19 deaths in the province since the pandemic began.---3:10 p.m.Public health officials in the nation's capital are making self-isolation mandatory for those who might have COVID-19, until a test rules it out.Ottawa public health officer Dr. Vera Etches issued a sweeping order today saying those who flout it could be subject to fines as a high as $5,000 per day.Among others, the order applies to those who have symptoms of COVID-19 or are known contacts of someone who has tested positive.Ottawa is seeing a rapid rise in the number of new cases, reporting 93 new positive tests today, the most in a single day since April. ---2:15 p.m.Manitoba is reporting 24 new COVID-19 cases, 20 of them in Winnipeg. Active case numbers continue to rise in the city and health officials are warning of a case connected to College Louis Riel high school in Winnipeg. The province also says two previously announced cases have been connected to Maplewood Manor, a long-term care home in Steinbach.Visitor restrictions have been put in place.---1:45 p.m.Ontario Premier Doug Ford says expanding access to the flu shot is the first pillar of his province's COVID-19 fall preparedness plan.Ford says the government is spending $70 million to obtain at least 5.1 million doses of the flu vaccine. He says the push to get people immunized against the seasonal flu is to preserve capacity in the province's hospitals.Ontario's health minister says the first batch of flu shots is expected to arrive next week and will first be distributed to long-term care homes, hospitals and other congregate living facilities---1:20 p.m.Chief public health officer Dr. Theresa Tam says capacity for COVID-19 testing in Canada continues to be built up.But she says it is a finite resource and testing must be carried out "smartly."In many corners of Canada, people have complained of waiting in line for nearly the entire day to obtain tests or being turned away from testing centres at capacity.Tam says officials are trying to broaden available test options. But she says no amount of testing will be enough if people don't shrink their social bubbles to slow the spread of the novel coronavirus. ---1 p.m.Federal Health Minister Patty Hajdu says staving off future lockdowns will depend on whether people can follow COVID-19 mitigation measures. She says keeping gatherings small and respecting the rules is a sacrifice everyone needs to make. But she says virus activity is not the same across the country, or even across single provinces. So she says a "surgical approach" is needed to determine whether restrictions need to be tightened and it should be targeted to regions of concern.---12:57 p.m.Deputy chief public health officer Dr. Howard Njoo says it is difficult to declare whether Canada as a whole is in a second wave of the COVID-19 pandemic. He says in Ottawa itself, there is a second wave, and his colleagues in Quebec say a second wave is underway there. He says he agrees, considering what is happening in those jurisdictions, but the situation isn't the same throughout the country.Njoo says what might happen elsewhere is up to how closely everyone follows public health guidelines.---12:44 p.m.Tam has wrapped her update on the COVID-19 pandemic in Canada with a direct message to young people:The novel coronavirus's spread in their cohort must be pared back for the good of the rest of the country.Tam says young people played a crucial role in crushing the spring wave of the pandemic and they can do it again. A review of known cases in Canada shows the incidence has remained highest among young adults since late June.---12:37 p.m.Canada's chief public health officer says the country is now at a crossroads when it comes to avoiding a major resurgence of the COVID-19 pandemic.Dr. Theresa Tam says if the status quo is maintained when it comes to how many people are in contact with each other, there will be a surge in infections. If people's contacts increase, the epidemic will bounce back faster and stronger, as contagious people spread the virus. But she says if the rate of contacts gets pared back, the epidemic will come under control in most place. ---12:35 p.m.New federal figures are being released to show the national picture of the COVID-19 pandemic. The data suggests that based on recent infections, the number of new cases could raise as high as 155,795 by Oct. 2. The potential number of deaths could be as high as 9,300.---12:30 p.m.Dr. Theresa Tam says COVID-19 outbreaks are now occurring in a wider variety of settings across Canada. US, Emirates said to seek an F-35 sale agreement by December-Reuters report says one idea to uphold Israel’s military edge is to give it tech to detect stealth planes; Gantz in Washington for talks on controversial arms deal-By TOI staff and Agencies    -sep 22,20-Today, 3:40 pm

The United States is reportedly looking to ink a deal to sell F-35 stealth jets to the United Arab Emirates by December.According to Reuters, Washington is also considering ways to assuage Israel’s concerns that its security could be jeopardized by the sale of the advanced jets. The report comes as Defense Minister Benny Gantz is in Washington for talks on the emerging deal.Citing unnamed “sources close to the negotiations” between Washington and Abu Dhabi, the report says the two governments hope to produce a “letter of agreement” on the sale by December 2, the UAE’s National Day. It will likely take several more years before the first plane is delivered to the Emirates. The US has repeatedly committed to Israel over the years to help ensure its qualitative military edge, or QME, over its neighbors on the battlefield, and is reportedly now seeking ways to ensure the sale doesn’t undermine that commitment. In this August 5, 2019, photo released by the US Air Force, an F-35 fighter jet pilot and crew prepare for a mission at Al-Dhafra Air Base in the United Arab Emirates. (Staff Sgt. Chris Thornbury/US Air Force via AP)-One idea was to provide Israeli air defenses with technology that will be able to detect the UAE F-35s, Reuters said. The service reported that the US already reduces the performance of weapons platforms it sells to foreign governments to ensure they can’t compete head to head with American platforms. A similar reduction may be employed with the Emirati F-35s, the report speculated.Since the Israel-UAE peace agreement was announced last month, Abu Dhabi has been open about its desire to acquire F-35 warplanes and other advanced US-made weaponry. Israel is the only US ally in the Middle East to possess the stealth fighter jet.Senior Emirati officials have said that normalization with Israel should lift any remaining barriers to the sale.“The whole idea of a state of belligerency or war with Israel is over, so I think it should actually be easier [to purchase the fighter jet],” senior UAE diplomat Anwar Gargash said in August. “We feel that with the signing of this treaty in the coming weeks or months… that any hurdle toward this [purchase] should no longer be there.”From left to right: Israeli Prime Minister Benjamin Netanyahu, United Arab Emirates Foreign Minister Abdullah bin Zayed al-Nahyan and Bahrain Foreign Minister Abdullatif al-Zayani stand on the Blue Room Balcony during the Abraham Accords signing ceremony on the South Lawn of the White House, Tuesday, Sept. 15, 2020, in Washington. (AP Photo/Alex Brandon)-Prime Minister Benjamin Netanyahu initially said he opposed the sale of the planes to any other nation in the region, even an Arab country at peace with Israel. But since then, he has softened his line, signaling he will trust the US to honor its commitment to ensure Israel’s military edge in the region.Gantz’s office said he would meet with US Defense Secretary Mark Esper and other top Pentagon officials. It said the trip would include “meetings to discuss maintaining Israel’s qualitative edge, international policy vis-a-vis Iran and the strategy for stopping its expansion and entrenchment in the Middle East, as well as discussion on defense cooperation and procurement.”Gantz, a former chief of staff of the military, has had tense relations with Netanyahu since the two rivals formed their coalition government in May. Gantz was not informed about the deal with the UAE until after it was reached.Under US law, Congress is tasked with vetting sales of arms to Middle Eastern countries and weighing them against America’s QME commitments, a determination usually made following consultations between the Pentagon and Israeli defense officials. While Israel cannot veto a sale, it can raise concerns that could make it more difficult to seal a deal.US House of Representatives Speaker Nancy Pelosi said last week she intended to ensure Israel maintains its qualitative military edge in the Middle East under any US arms sale to the UAE.
Defense Minister Benny Gantz meets with an F-35 squadron on the Israeli Air Force’s Nevatim base in southern Israel on July 28, 2020. (Ariel Hermoni/Defense Ministry)-Gantz initially expressed concern about the UAE acquiring the fighter jets. Last week, however, like Netanyahu he appeared to soften his tone and said Israel’s objection would not hold much weight anyway.“It is an American prerogative — not an Israeli prerogative — to decide to whom to sell,” Gantz said.US President Donald Trump said in early September that he has “absolutely no problem” with selling advanced F-35 fighters to the UAE.Gantz will also discuss joint security cooperation for reducing Iranian expansion in the region. He will remain in the United States for 24 hours, returning to Israel shortly before dawn on Thursday, according to a Defense Ministry statement.

EU tells UK to ‘stop playing games’ on Brexit-European, British officials meet in an effort to address latest threat to orderly exit from Union — a dispute over signed exit deal being altered by internal British legislation-By Dave Clark-SEP 22,20-Today, 3:31 pm

BRUSSELS, Belgium (AFP) — Senior EU and British officials will meet urgently next week on the Brexit withdrawal agreement, which has been threatened by London’s attempt to override parts of the treaty, Brussels said Tuesday.“But please, dear friends in London: Stop the games. Time is running out,” Germany’s European affairs minister Michael Roth warned as he met colleagues in Brussels ahead of a summit of EU leaders on Thursday.EU Commission vice-president Maros Sefcovic said he would meet senior British minister Michel Gove on Monday, just ahead of Brussels’ end-of-the-month deadline for London to drop a bill designed to rewrite the deal.Prime Minister Boris Johnson’s government is pushing ahead with legislation designed to override parts of the treaty, an act which it admits breaks international law, and Brussels is furiously defending the deal.British Prime Minister Boris Johnson, Sept. 16, 2020. (AP Photo/Matt Dunham)-“The so-called Internal Market Bill worries us extremely because it violates the guiding principles of the withdrawal agreement, and this is totally unacceptable for us,” Roth said.Sefcovic said he would meet Gove as joint chair of the EU-UK Joint Coordination Committee overseeing the separation agreement. However, “we will not be renegotiating, but we are dedicated to its full and timely implementation — nothing more and nothing less.”In parallel to the wrangling over the existing agreement, which Johnson signed last year and hailed as an “oven-ready” deal to get Britain out of Europe, EU and UK teams are negotiating a possible trade deal. The EU leaders meeting Thursday will receive a “point of information” on progress in these talks, but for the moment have left the protracted debate in the hands of their negotiator, Michel Barnier. The next round of trade talks begin on October 2 in Brussels. Johnson has set a mid-October deadline for success or failure, and EU officials say the deal must be done by the end of the month if it is to pass into law by the end of the year.Remain in the EU supporters demonstrate with European flags opposite the Houses of Parliament in London, Sept. 4, 2019.  (AP Photo/Matt Dunham)-Britain left the European Union on January 31, and will leave the bloc’s single market and customs union at the end of the year. Experts fear economic chaos if no new trade deal can be agreed upon by then. But the two sides are still divided on rules for a “level-playing field” of fair competition between companies, on state aid or subsidies for EU and UK firms, and on access for EU boats to British fishing waters. And the dispute about the withdrawal agreement has thrown a new hiccup in the works. Johnson’s decision to use domestic law to overwrite parts of the treaty with the EU has infuriated Brussels.

Analysis-West’s unity on Iran hinges on US presidential vote-Washington’s old allies have been reluctant to follow Trump in his crusade to reinstate sanctions after exiting 2015 nuclear deal-By Valerie LEROUX and Philippe RATER-sep 22,20-Today, 8:11 pm

PARIS, France (AFP) — The reimposition of UN sanctions on Iran by the United States in the face of protests by Washington’s European allies marks a highly unusual trans-Atlantic rupture that may only be healed by the coming American elections. The administration of US President Donald Trump says it has decided to unilaterally reinstate virtually all UN sanctions on Iran lifted under a 2015 nuclear accord with Tehran negotiated under former president Barack Obama.Trump pulled out of the deal in 2018, to the dismay of European powers. But his administration insists it is still a “participant” and can therefore go ahead with the sanctions, a position denounced by Europe as absurd.Britain, France and Germany said in a statement on Sunday that the American move “is incapable of having legal effect.”“We have worked tirelessly to preserve the nuclear agreement and remain committed to do so,” they said.‘Opposing US head-on’The US invasion of Iraq in 2003 had also created a major split in Europe, with France and Germany furiously opposing the military action to oust Saddam Hussein. But Britain, as well as several other European states, joined the US-led coalition. This time, the Trump administration has succeeded in making Britain rally around its European partners at the very time London is seeking a new path after its exit from the European Union.A US soldier looks through a pair of binoculars as a fire in the Rumeila oil field burns in the background, in southern Iraq, March 30, 2003. (Yonhap/ Jin Sung-chul/AP)-“This is the first time that the British have also opposed the United States head-on on a subject deemed essential in American foreign policy,” said Pascal Boniface, director of the Institute for International and Strategic Affairs (Iris).Britain kept to the European line “despite ever more pressing demands of the United States” and the strategic implications of Brexit, he noted.Trump, meanwhile, has shown little concern for nurturing Washington’s close diplomatic relationships with European allies. He has questioned the value of accords and institutions held dear by the Europeans: Pondering the need for US membership of NATO, withdrawing from the Paris deal on climate change and recognizing Jerusalem as the capital of Israel. The US has also threatened to use its veto on UN Security Council resolutions in ways that would have been unthinkable before Trump, notably in 2019, when it forced the watering down of a resolution on sexual violence in conflict. But there is a limit to how far Europe would want to see relations with the United States damaged, especially as the EU has yet to clearly articulate a joint security and military policy.Bertrand Badie, professor at the Paris Institute of Political Studies (Sciences Po), said the Europeans were above all “posturing” in the Iranian issue.“Fundamentally, the priority for all the Europeans is to keep the alliance with the United States because they need it, as they are incapable of ensuring a European defense or foreign policy,” he said.More prosaically, “they all say to themselves ‘we have to hold out'” until the US presidential election on November 3, he added.‘Pick up the pieces’Should Democratic challenger Joe Biden, Obama’s former vice president, win the election he would have the task of patching up the pieces of the eroded alliances.Biden wrote in a commentary for CNN this month that if elected, the US would rejoin the nuclear agreement “as a starting point for follow-on negotiations” if Tehran returned to strict compliance with the accord.“There is a smart way to be tough on Iran, and there is Trump’s way,” Biden said.Democratic presidential candidate and former US vice president Joe Biden speaks at Wisconsin Aluminum Foundry in Manitowoc, Wisconsin, September 21, 2020. (Carolyn Kaster/AP)-Analysts at the International Crisis Group (ICG) said it was widely recognized that the result of the election would determine the outcome of the sanctions dispute.“If President Trump wins a second term, he will have ample time and opportunity to kill off the (nuclear accord), and then hope that Iran will come back to negotiate a different deal,” the ICG said.Americans and Europeans will seek to “pick up the pieces” if Biden is elected by reintegrating the United States into some international agreements, said Francois Heisbourg, special advisor to the Foundation for Strategic Research.“But if Donald Trump is re-elected, there is a real danger that he will take the opportunity to break the Atlantic Alliance,” he said.“The Iranian issue is one of the pretexts he could use to question the role of the United States in NATO.”

Frustrated Hasidic pilgrims blame Israel government for Ukraine border ordeal-Hundreds of ultra-Orthodox Jews ignored warnings from Ukraine they would be denied entry because of COVID concerns, and attempted to cross by land from neighboring Belarus-By Michael Blum-sep 22,20-Today, 6:02 pm

AFP — Ultra-Orthodox Jews who were blocked for days trying to reach Uman, Ukraine for an annual pilgrimage flew home to Israel this week, many accusing their government of abandoning them. The would-be pilgrims complained they had received no assistance from the Israeli government while enduring “inhumane” conditions in no-man’s land on the Belarus-Ukraine border, forcing them to rely on the Belarusian authorities and the Red Cross.Tens of thousands of pilgrims usually travel to the tomb of Rabbi Nahman, founder of the Bratslav Hasidic movement, in Uman in central Ukraine to mark the Jewish new year, which this year fell on September 18-20.Hundreds of Hasidic Jews ignored warnings from the Ukrainian government that pilgrims would be denied entry because of coronavirus concerns and attempted to cross by land from neighboring Belarus.“Five days without eating or drinking, without toilets… That’s inhumane,” one of the frustrated pilgrims, Israel Maizlik, told AFP.Hasidic Jewish pilgrims gather in front of Ukrainian border guards at the checkpoint Novaya Guta near Novaya Guta, Belarus, September 18, 2020. (AP Photo)-Along with other pilgrims, he touched down Monday on a flight from the Belarusian capital Minsk. While stuck at the border, pilgrim Haim Weitshandler called on Israeli officials to come to the rescue of “sick and hungry people” left out “in the rain and in the cold”.After landing at Tel Aviv airport, the 40-year-old said he had “spent two weeks in conditions amounting to a serious humanitarian crisis.”“We received nothing from Israel,” he said, praising Belarus for “coming to help us.”‘Forgotten-Along with the Red Cross, the Belarusian authorities provided tents, medicine and other supplies to hundreds of men, women and children waiting at the border. The Israeli government vowed in August to find an “arrangement” with Kiev to allow some pilgrims to travel to Uman, before backtracking and telling citizens not to travel.Weitshandler accused the Israeli prime minister of “applying pressure so that Ukraine denied us entry.”Hasidic Jewish pilgrims gather in front of Ukrainian border guards at the checkpoint Novaya Guta near Novaya Guta, Belarus, September 18, 2020. (AP Photo)-Maizlik showed an extra hole in his belt which he said was due to the lack of food at the border.“We went to pray for all the people (of Israel) but the state of Israel did nothing for us,” he said.“Netanyahu has forgotten that we are part of the (Israeli) people,” he added.Parties representing the ultra-Orthodox community have been a key part of successive coalition governments led by the right-wing premier. While many of the blocked pilgrims expressed frustration, Dor David said he felt positive about the experience.“If God and our rabbi (Nahman) did not want us to reach Uman, why should I be angry?”Netanyahu is merely “a puppet in the hands of God,” he added, pledging to make it to Uman once the border opens.“The positive energies on the ground made us forget the hunger and the cold, it was a spiritual experience.”

Opening General Assembly, UN chief warns against ‘new Cold War’-Alluding to US and China, Guterres says world ‘cannot afford a future where the two largest economies split the globe’By AFP-sep 22,20-Today, 5:38 pm

UN Secretary-General Antonio Guterres on Tuesday urged the world to prevent a Cold War between the United States and China and halt conflicts so it can focus on the COVID-19 pandemic.“We must do everything to avoid a new Cold War,” Guterres said in an address as he opened an almost entirely virtual UN General Assembly.“We are moving in a very dangerous direction. Our world cannot afford a future where the two largest economies split the globe in a Great Fracture — each with its own trade and financial rules and internet and artificial intelligence capacities,” he said, without saying the United States and China by name.Guterres has campaigned for an end to all violent conflicts as the world instead focuses on stopping the disease. He pointed to some partial successes including ceasefires declared in Cameroon and Colombia. He pressed for a universal ceasefire by the end of the year.“I appeal for a stepped-up international effort — led by the Security Council — to achieve a global ceasefire by the end of this year,” Guterres said.“We have 100 days. The clock is ticking.”Guterres also offered open criticism of right-wing movements in the face of the coronavirus.“Populism and nationalism have failed. Those approaches to contain the virus have often made things manifestly worse. “

Explosion rocks alleged Hezbollah arms cache in Lebanon, casualties reported-Military declares site in Ain Qana a closed zone, amid reports blast was in a weapons depot belonging to the terror group-By Aaron Boxerman-SEP 22,20-Updated at 6:55 pm

A Hezbollah weapons cache exploded in a small town in southern Lebanon on Monday, sending up billowing clouds of black smoke, causing widespread damage and several casualties, according to unconfirmed reports. While there was no immediate confirmation by officials as to the cause of the explosion in the small town of Ain Qana, an unnamed source told Reuters the site was an arms depot.UAE-based Al-Hadath, citing security sources, also reported that the explosion took place at a Hezbollah weapons storehouse. Another channel, Lebanon’s MTV, reported several injured.A Hezbollah official confirmed there was an explosion but declined to give further details. Hezbollah security forces deployed in the area and prevented journalists from investigating on the scene.A Gas Station has reportedly exploded in Ain Qana, Southern #Lebanon. pic.twitter.com/HXLCOFssjA — Aurora Intel (@AuroraIntel) September 22, 2020-Residents said ambulances had carried away several of the wounded, while the National News Agency reported only limited material damage. However, sources in Hezbollah told the Lebanese Broadcasting Corporation International TV news channel that no one was injured in the blast.Ain Qana is in the hilly Iqleem al-Tuffah region. A prominent Hezbollah tourist site that draws thousands of visitors a year lies on a neighboring hilltop just a ten-minute drive away. The Lebanese Army said in a statement that its forces were at the scene to conduct an investigation into the cause of the explosion.Lebanese state media implied that Israel may have been involved in the explosion, but emphasized that the causes “are not known.”“The explosion that occurred in a house in the town of Ain Qana…coincided with the intensive flight of hostile Israeli military and espionage aircraft, which had not left the airspace of Nabatiyeh and Iqlim al-Tuffah since the morning,” the Lebanese National News Agency reported.Sources in Hezbollah told LCBI that the explosion was not part of a targeted attack on senior officials in the Lebanese terror group.Every blast in Lebanon since August’s devastating Beirut port explosion has gone viral on social media, with thousands waiting with bated breath to see whether or not a tire fire or gas blaze would turn into the next Lebanese catastrophe. Most Lebanese TV networks gave the explosion in Ein Qana wall-to-wall coverage, with experts and analysis on call to speculate about its source.Viewers of official Hezbollah TV or one of its affiliates, however, may not have heard of the blast at all until hours later. Official Hezbollah al-Manar TV continued to broadcast reruns about its community projects and features about holy sites in south Lebanon; pro-Hezbollah al-Mayadeen ran a story on Lebanon’s financial crisis instead. In its nightly news broadcast, an al-Manar newscaster delivered the semi-official Hezbollah line: that a house in Ain Qara had exploded due to unspecified “damages.”“As usual, the media got up and began theorizing and pontificating and analyzing. They were so exceptional that they even beat the security services to finding out the root cause of the incident,” she said sarcastically. The Beirut port explosion — which killed over 180 and rendered 300,000 homeless overnight — was caused by ammonium nitrate of unknown provenience. While many corrupt officials allowed the explosive material to remain in the port until the day it unleashed a firestorm in Beirut’s downtown, some evidence suggests that Hezbollah could have been involved in bringing it to Lebanon. The explosion raised new questions about the placement of Hezbollah weapons caches in civilian areas. Hezbollah has long defended what it considers its right to possess arms as part of its “resistance” to Israel.“Everyone knows where the weapons are. The issue of these weapons in villages and cities is now an issue of life and death. It is neither justifiable nor acceptable for Hezbollah to consider to store its weapons in such places,” Ali al-Amin, a journalist covering south Lebanon, told UAE-based al-Hadath TV.Times of Israel staff and agencies contributed to this report.

Netanyahu and Bahrain crown prince have ‘very friendly’ first call since accord-PM hails ‘outstanding conversation’ with Salman bin Hamad, week after two countries signed Declaration of Peace-By Raphael Ahren-sep 22,20-Today, 7:18 pm

Prime Minister Benjamin Netanyahu on Tuesday spoke to Bahrain’s crown prince, Salman bin Hamad Al Khalifa, in their first public conversation since Jerusalem and Manama signed a historic “Declaration of Peace” in Washington last week.During the call, the crown prince “underscored the importance of securing regional and international stability and enhancing efforts to support peace in the region,” according to the state-run Bahrain News Agency. Salman further noted that “the agreement signed at the White House on September 15 will strengthen regional security, stability and prosperity.”Netanyahu and the future king of the tiny island nation also “reviewed potential areas of bilateral cooperation and relevant regional and international developments,” according to the agency.During telephone call between HRH the CP #Salman_bin_Hamad and @IsraeliPM, HRH underscored importance of securing regional and international stability and enhancing efforts to support peace in the region. 6 weeks after UAE’s normalization bombshell, Palestinians still have no strategy-The Times of Israel-sep 22,20-Analysis-With former regional backers abandoning ship, Ramallah needs a new way forward. Instead Abbas has opened the familiar ‘crisis playbook,’ and it isn’t working-By Aaron Boxerman-sep 22,20-Today, 3:16 pm

It has been nearly a month and a half since the surprise announcement that the United Arab Emirates was establishing open ties with Israel. But analysts say the Palestinian Authority is still at a loss as to how to combat the wave of normalization sweeping the region.“There is no strategy right now — at least not in foreign policy,” Jihad Harb, a Palestinian political analyst based in Nablus, told The Times of Israel.Palestinians have scrambled to respond, switching rhetoric fast enough to give close observers whiplash. Bitter denunciation of the UAE, including public burnings of pictures of UAE Crown Prince Mohammad bin Zayed, was suddenly put on hold after harsh criticism from powerful Gulf sponsors forced Abbas’s office to announce that it respected “the sovereign symbols” of its fellow countries. After the Arab League smacked down a Palestinian-sponsored resolution to condemn the UAE for normalizing its relations with Israel, the PA said it was reviewing its membership in the pan-Arab body — before folding and saying it would remain inside after all.Palestinian Authority President Mahmoud Abbas (R) and Palestine Liberation Organization Secretary-General Saeb Erekat (L) at the opening session of the 30th Arab League summit in the Tunisian capital Tunis on March 31, 2019. (Fethi Belaid/Pool/AFP)-The leadership has dusted off a well-worn “crisis playbook” familiar to fans of the genre: unity talks with old rivals Hamas and Islamic Jihad, protests against the normalization deal, and an attempt to extract condemnations from the Arab League.“The PA essentially fell back on its traditional strategy and tools. It’s a strategy that worked in the past in certain respects — especially in forging an Arab, Islamic and almost international consensus against the Trump peace plan,” said Ghaith al-Omari, a former adviser to Abbas who is currently a senior fellow at the Washington Institute for Near East Policy.Gaith al-Omari, fellow at the Washington Institute for Near East Policy and former director of the American Task Force on Palestine, speaking at Georgetown University in Washington, DC in 2013. (screen shot: YouTube)-But this time around, it’s not working. PA-backed protests against the deal failed to take off. The Arab League rejected passing a resolution condemning Emirati normalization. And, most damning of all, Bahrain went ahead and joined the UAE in establishing open ties with Israel. In Ramallah’s defense, its options are both unappealing and limited. US President Donald Trump’s proposed peace plan would essentially take the status quo — Israeli military rule over millions of Palestinians — and label it a state. With both Jerusalem and Washington disinterested in Palestinian statehood, it seems unlikely that the PA could get a better deal.“You say you want us to adapt ourselves to these circumstances? That means surrender,” senior Abbas adviser Nabil Shaath told The Times of Israel. “What about demanding that Israel implements our previous agreements?”But who will make that demand? Among Arab regimes, the old slogan that “what the Palestinians accept, we accept, and what they reject, we reject” clearly no longer holds.“The Palestinians were lulled by the reaction to the [Trump] peace plan,” said Hussein Ibish, a senior fellow at the Arab Gulf States Institute. “All Abbas had to do was say ‘no, no, no,’ and the whole Arab and Islamic world got behind him. So in that sense, it went really well. But all of a sudden, that has fallen apart.”Israeli Prime Minister Benjamin Netanyahu, US President Donald Trump, Bahrain Foreign Minister Abdullatif al-Zayani, and UAE Foreign Minister Abdullah bin Zayed Al-Nahyan wave from the Truman Balcony at the White House after they participated in the signing of the Abraham Accords, where the countries of Bahrain and the United Arab Emirates recognize Israel, in Washington, DC, September 15, 2020. (SAUL LOEB / AFP)Since the Arab Spring, a new coalition of repressive autocrats has come to the fore. From Saudi Arabia to Egypt, these leaders believe their interests lie with strong Israel rather than with the weak and divided Palestinians. At the same time, the Palestinian leadership in Ramallah has yet to develop a strategy to confront normalization. It has been consistently blindsided by the events of the past month, responding belatedly — with little more at its disposal than condemnations.“[Ramallah] knows this is a disaster. But they’re letting their refusal to take any risks dictate their national strategy in a really damaging way,” said Ibish. “They’re paralyzed. And they’re reveling in their paralysis. It’s tragic.”Some analysts have suggested that the PA leadership is simply waiting for the results of the US presidential elections in November, hoping for a win by Democrat Joe Biden. But it is far from clear that as president, Biden would meaningfully change US policy toward the Palestinians as far as normalization is concerned. The Democratic presidential candidate hailed the agreements between Israel and Arab states — and even sought to take a little credit himself, telling the press that normalization “builds on efforts of multiple administrations to foster broader Arab-Israeli opening.”“Biden will not do anything to prevent Sudan and Oman and Saudi Arabia from going forward and doing the same,” Ibish said, listing states said to be in line for normalization with Israel. No unity-In times of crisis, the Palestinian Authority often feints towards ending the rift that has defined Palestinian politics since 2007: the division between Fatah and the Hamas terror group. Though the move is popular among Palestinians, deep distrust and sharp ideological differences have torpedoed every previous reconciliation attempt.A widely publicized meeting attended by senior figures in 14 major Palestinian factions was given an enormous amount of media coverage in Palestinian state media. For three hours, the leaders — including both Abbas and Hamas terror chief Ismail Haniyeh — gave speeches against normalization. But the public warming — which really began as far as back as June — has failed to lead to any tangible changes on the ground.“The tone was different, but so far there haven’t been any steps taken,” said Khaled Elgindy, a senior fellow at the Middle East Institute. “There isn’t the traditional animosity that we’ve seen, but there isn’t real movement on the ground towards actual reconciliation, towards elections, towards reform in the PA or the PLO.”The numerous Palestinian factions agree on only three things: no to normalization, no to annexation, and no to Jerusalem as the undivided capital of Israel. On every other issue — from their visions for Palestinian statehood to who ought to control Palestinian institutions in the West Bank and Gaza — enormous and perhaps insurmountable gaps between the parties persist.“The status quo is comfortable for both Hamas and Fatah. They’re both secure where they are, and they both have a lot to compromise on, and neither of them is in any rush to unify,” al-Omari said. “They might flirt with this, they might send signals — but really they have no path forward here.”The Palestinian public, which has seen countless rounds of unity talks come and go, seems to agree. According to new polling released last Tuesday by the Palestinian Center for Survey and Policy Research, only 11% believe that “unity will return soon” in the Palestinian leadership. The extent of apathy and distrust in the leadership, in fact, is staggering. When the so-called Abraham Accords were signed last Tuesday, the Palestinian Authority could only rally a few scattered gatherings around the West Bank. A few dozen demonstrators gathered in Jenin, and perhaps 100 in Hebron, in addition to several other small protests. The contrast with the mass demonstrations which erupted after Trump decided to move the US embassy from Tel Aviv to Jerusalem could not be more stark: thousands of Palestinians clashed then with Israeli security forces in violent protests across the West Bank and Gaza. The crisis of faith in the leadership now runs so deep that few wish to turn out for an official protest, al-Omari speculated.“The message I hear is ‘why should we go out and endanger ourselves for a leadership who will not translate our participation into political capital?” al-Omari said.Palestinians protest in Ramallah in the occupied West Bank against Israeli normalisation deals with the United Arab Emirates and Bahrain on September 15, 2020, hours ahead of a signing ceremony at the White House. – The decision by the UAE and Bahrain to normalise ties with Israel breaks with decades of consensus within the Arab world that a peace deal with the Palestinians is a prerequisite for establishing relations with the Jewish state. (Photo by JAAFAR ASHTIYEH / AFP)-That sentiment perhaps underlies the meager attendance after the Tuesday signing of the accords in Washington, as a paltry 200 people gathered in the central demonstration in Ramallah’s al-Manara Square to condemn the deal. The demonstrators filled perhaps half of the intersection, with traffic continuing more or less as usual as motorcycles and small taxis wove around the demonstration.A quick walk down neighboring Palestine Street confirmed that the shops and markets were full, even as the demonstrators chanted slogans, took some photographs, and trickled away. About an hour after the demonstration began, only a few protesters were left in the square. No Friends-Such a weak domestic position may explain the zigzagging the Palestinian Authority has done in its foreign policy. The Palestinian leadership surely knew that the Arab League would reject its resolution to condemn the far more powerful UAE. Egypt, Oman, Bahrain, and others had publicly praised the deal. And the Arab League had already refused the PA’s request for an emergency summit. An early, conciliatory draft resolution leaked to the press showed a Palestinian attempt to stake out a rhetorical win without treading too sharply on the toes of the larger, more powerful states on which Palestinians depend for financial and diplomatic support. But at the session, Palestinian Authority Foreign Minister Riyad al-Maliki gave a searing speech condemning the Arab League as a hypocritical paper tiger.“It puts us in an embarrassing position to hear other countries explain to us that [Arab League] decisions were nothing more than ink on paper to mollify the Palestinians,” al-Maliki concluded.Shaath admitted that Palestinian Authority officials did not expect the resolution to pass, but added “it was important for us to show the Arab world what was really happening. It was important for us to make the Arab world look at itself and see what remained of its promises.”Why the decision to double down in the face of overwhelming evidence that the resolution would be struck down? Abbas’s unpopularity — 62% of Palestinians in a poll released on Tuesday believe he ought to resign — makes taking a hard line against the UAE a logical political choice.“There’s enormous anger among the Palestinian public. In that sense, the PA was compelled to put forward the resolution it did, so that it could satisfy its constituency, as much as it also wanted to prevent further normalizations,” Harb said.Al-Maliki tried to put on a brave face after the resolution’s failure, saying that the PA was emerging from the Arab League stronger. Few seem to have been convinced.“They’re saying we have our sumud [steadfastness] and our refugee camps and so on, and that’s enough. Well, if that’s enough, then enjoy. But of course it’s not enough. They know it’s not. It’s the most empty rhetoric you can imagine,” Ibish said.Hussein Ibish, a senior resident scholar at the Arab Gulf States Institute in Washington. (Courtesy)-“They’re scared. It’s like they’re in this tiny little box, and the walls are closing in. But they still don’t want to move. The fear is enormous — combined with a sense that there’s nowhere to go,” he concluded. The prominent Palestinian newspaper al-Quds published a long editorial last Wednesday which seemed to indicate that some, at least, wanted to see a concrete way forward.“Protesting and condemnations are not a response to normalization,” the editorial concluded. What would be? It left that for its readers to guess. The PA has long been trapped in a political paradox: on the one hand, any compromise is politically risky, and it lacks the popular legitimacy to make it. On the other hand, its unwillingness to take political risks helps perpetuate the miserable reality of Israeli control over millions of Palestinians in the West Bank and Gaza — in turn making its continued rule still more unpopular.“The next intifada is as likely to be directed at [Palestinian] leaders as at the Israeli occupation,” Elgindy said.Abbas is scheduled to address the United Nations General Assembly later this week. Al-Omari suggested that the speech could signal which way the political winds are blowing in the Palestinian camp.If it makes a serious compromise proposal, it will suffer criticism from nationalists and Islamists, from Palestinian refugees and ordinary citizens in the West Bank and Gaza. But if it leans back and relies on merely cursing out the Gulf, its will continue to bleed support anyway.“It’s never too late for them to put their own initiative on the table. It would have been a lot more powerful and effective in March than now. But it’s not too late,” Ibish said.

Palestinians relinquish Arab League chairmanship in protest of normalization-Ramallah ultimately decides to remain in organization, after publicly threatening to withdraw altogether over its refusal to condemn UAE, Bahrain-By Aaron Boxerman-sep 22,20-Today, 7:04 pm

Palestinian Authority Foreign Minister Riad al-Maliki said Tuesday that the PA will relinquish its role as temporary chairman of the current round of Arab League meetings in protest of the League’s refusal to condemn normalization with Israel.“I inform you today that the State of Palestine is relinquishing its chairmanship in this accursed round of meetings,” al-Maliki said on Tuesday. “Palestine refuses to record in its history that it presided over the moral degeneracy that was revealed in the last meeting…and the normalization steps that followed it, which were in essence a rejection of the work we did between the walls of the Arab League.”Under Arab League rules, the PA would have continued to chair meetings for another six months.Ramallah previously indicated it could leave or suspend its membership in the pan-Arab body after the League rejected a Palestinian resolution to condemn the United Arab Emirates for establishing open ties with Israel. The condemnation was deemed unlikely to pass from the start, as several Arab countries had publicly praised the normalization accords. But the predictability of its demise did little to lessen what many saw as a serious blow to Palestinian diplomacy — a betrayal of the Palestinians’ cause by an organization that had long championed their right to a state. Only a few days after the resolution failed, Bahrain announced that it would normalize ties with Israel as well. For years, Palestinians have relied on the 2002 Arab Peace Initiative, a Saudi-led peace plan backed by the Arab League. The Initiative offers full normalization between Israel and the Arab states — but only after the establishment of a Palestinian state.Following the vote, Arab League Secretary General Ahmed Aboul Gheit denied that the resolution impacted the Arab states’ commitment to the Arab Peace Initiative.Palestinian Authority President Mahmoud Abbas (R) and Palestine Liberation Organisztion (PLO) Secretary-General Saeb Erekat (C) look on as Arab League Secretary-General Ahmed Aboul Gheit (L) reads a statement during an Arab League emergency meeting discussing the US-brokered proposal for a settlement of the Middle East conflict, at the league headquarters in the Egyptian capital Cairo on February 1, 2020 (Khaled DESOUKI / AFP)-“The Arab consensus on Palestine has not changed,” Aboul Gheit said. But then he hedged: “Now, it’s true that there is an Arab dispute over some of the concepts related to peace with Israel.”At the time, senior PA official Hussein al-Sheikh called the Arab League’s failure to condemn the normalization deal “the triumph of money over dignity.”“The Arab League has not produced anything. It has given the entire region condemnations of everyone ad nauseum — except for Israel. This is a thunderous collapse, the use of ‘national sovereignty’ to justify subservience,” al-Sheikh said.PA President Mahmoud Abbas ordered a review of Palestinian membership in the organization in the aftermath of the resolution’s failure. At a mid-September cabinet meeting, PA Prime Minister Mohammad Shtayyeh said that Ramallah was reviewing ways to “correct its relationship with the League.”“The Arab League has become a symbol of Arab powerlessness,” Shtayyeh said, without elaborating on what steps would be taken.A few days later, however, veteran diplomat Saeb Erekat announced on Twitter that Palestine would not withdraw from the Arab League after all.Al-Maliki explained on Tuesday that the Palestinian response stemmed from a desire to avoid creating a “vacuum” that would generate “different scenarios that we do not need right now in this stage.”Still, al-Maliki admitted that it seemed unlikely the PA could force the Arab League to condemn normalization in the near future — even though it was remaining in the organization.“Until now, we don’t see any way to change the circumstances so as to condemn the abandoning of the Arab consensus” on normalization, al-Maliki said.

Trump at UN: Other countries ‘coming fast’ to make peace with Israel-The Times of Israel-US president spends most of General Assembly virtual address railing at Beijing for unleashing ‘China virus’ on world, calling on international body to hold it accountable-By Jacob Magid and Agencies-sep 22,20-Today, 6:33 pm

US President Donald Trump reiterated his administration’s intention to broker additional normalization agreements between Israel and other countries in the Middle East, during a virtual address Tuesday at the United Nations General Assembly.Highlighting the Israel-UAE and Israel-Bahrain agreements signed last week at the White House, Trump called them “landmark breakthrough with two peace deals in the Middle East after decades of no progress.”He then asserted that other nations will soon sign peace deals with Israel.“They are coming fast, and they know it’s great for them and great for the world,” he said in a recorded message played to the annual meeting of the UN.“We intend to deliver more peace agreements shortly, and I have never been more optimistic for the future of the region. There is no blood in the sand. Those days are hopefully over,” said Trump.“These groundbreaking peace deals are the dawn of a new Middle East,” he continued. “By taking a different approach, we have achieved different outcomes — far superior outcomes.”Echoing a slogan used by Prime Minister Benjamin Netanyahu to tout the recent agreements, Trump said the US-brokered deals represent “peace through strength.”Trump then pivoted to Iran and the Islamic State.“We withdrew from the terrible Iran nuclear deal and imposed crippling sanctions on the world’s leading state sponsor of terror,” he says, underlining the US killing of Iranian general Qassem Soleimani.Trump used the bulk of his address, though, to rail at China for what he said was its role in spreading the “China virus.”Trump accused Beijing of allowing the coronavirus to “leave China and infect the world.”“The United Nations must hold China accountable for their actions,” he said.Broadcast over a large screen in the UN General Assembly hall, the US president effectively transferred his hawkish campaign stump speech to the global stage.Trump accused China of only looking out for its own interests when the potentially lethal virus first appeared in the city of Wuhan late last year. And he said “the Chinese government, and the World Health Organization — which is virtually controlled by China — falsely declared that there was no evidence of human-to-human transmission.”“Later, they falsely said people without symptoms would not spread the disease,” he added.China, in response, accused Trump of spreading a “political virus.”“When the international community is really fighting hard against the Covid-19, the United States is spreading a political virus here in the General Assembly,” China’s ambassador to the United Nations, Zhang Jun, told reporters. “I have to emphasize that the US noise is incompatible with the general atmosphere of the General Assembly,” he said. The US president, in his speech, also criticized world powers for lambasting the US’s environmental record.China’s President Xi Jinping (R) greets US President Donald Trump before a bilateral meeting on the sidelines of the G20 Summit in Osaka, June 29, 2019. (Brendan Smialowski / AFP)-“They only want to punish America and I will not stand for it,” he said. “If the United Nations wants to be an effective organization, it must focus on the real problems of the world. This includes terrorism, oppression of women… human and sex trafficking,” and other issues.UN Secretary-General Antonio Guterres, opening the General Assembly earlier Tuesday, warned of the risks of rising tensions between the US and China.“We must do everything to avoid a new Cold War,” Guterres said.“We are moving in a very dangerous direction. Our world cannot afford a future where the two largest economies split the globe in a Great Fracture — each with its own trade and financial rules and internet and artificial intelligence capacities.”The Trump administration has launched a global campaign against the influence of China, pushing back on its claims in the South China Sea and warning nations of the risks of accepting its lavish infrastructure spending.Israel’s Ambassador to the UN Gilad Erdan applauded Trump following the president’s speech.“The United States and Israel are forging a new path for peace in the Middle East. Thank you to President Trump for helping lead this new effort, proving that ‘peace through strength’ is the right formula, and that partnership with a strong Israel is good for the region,” Erdan tweeted.World leaders are speaking virtually to the UN session in New York, due to Covid-19 restrictions.Trump, who has frequently downplayed the risks posed by the coronavirus, had previously said he would give his General Assembly speech in person, before apparently changing his mind.

Weather conditions will continue to deteriorate as Teddy approaches, says CBC meteorologist-[CBC]-September 22, 2020

Rain is falling across Nova Scotia, Prince Edward Island and southeast New Brunswick as Teddy approaches. At noon AT on Tuesday, Teddy was still a Category 2 hurricane with sustained wind speeds of 165 km/h. It is expected to rapidly weaken and come ashore as a post-tropical storm somewhere between Halifax and Cape Breton early Wednesday morning."Despite not making landfall until early Wednesday, Teddy is a massive storm and conditions in our region will continue to deteriorate today well ahead of it," said CBC meteorologist Jay Scotland."My main areas of concern for P.E.I. are potential outages, local flooding from heavy rain and coastal flooding/erosion due to elevated water levels and high waves, particularly at high tide."Environment Canada has issued a rainfall warning and a tropical storm watch for P.E.I.Call in your cancellations to 1-877-236-9350.For Nova Scotia, there are wind, rainfall, storm surge and tropical storm warnings. The key feature of this storm, according to CBC meteorologist Tina Simpkin, is how long it is going to last."This is going to be a wild ride for us," said Simpkin."This starts this afternoon and doesn't really finish up until about tomorrow late in the day. So that's about a 24-hour period, which leaves us vulnerable to heavy wind as well as heavy rain and some really high tides."Northumberland Ferries has cancelled all sailings Tuesday.
