The
risk of nuclear war casts a dark shadow over the already-tragic events
in Ukraine. On February 19, Vladimir Putin launched an exercise
involving Russian strategic forces. On February 24—the day Putin invaded
Ukraine—he warned that Russia would respond immediately to those who
stood in its way, with consequences that “will be such as you have never
seen in your entire history.” On February 27, he publicly ordered his
minister of defense and chief of the general staff to transfer Russia’s
“deterrence forces” to “special combat readiness.” Putin’s aim was
evidently to deter outside intervention and to signal Russia’s
determination to achieve its goals.But another, more troubling, aspect
to Putin’s recent comments has received little or no attention. It has
to do with the circumstances under which Russia might use nuclear
weapons.In June 2020, Putin signed a decree—the Basic Principles of the
Russian Federation’s State Policy in the Domain of Nuclear
Deterrence—that specifies two conditions under which Russia would use
nuclear weapons. The first is unsurprising: “The Russian Federation
retains the right to use nuclear weapons in response to the use of
nuclear weapons and other types of weapons of mass destruction against
it and/or its allies…” But that sentence ends with an unusual statement:
“… and also in the case of aggression against the Russian Federation
with the use of conventional weapons, when the very existence of the
state is put under threat” [emphasis added].In his February 24 speech,
Putin echoed that unusual language to describe his Ukraine invasion.
The United States, he claimed, was creating a hostile “anti-Russia” next

a part of Russian doctrine is disputed among students of Russian
strategy. “Escalating to de-escalate” in a war with NATO would run the
serious risk of escalation rather than de-escalation. In a local war
with a non-nuclear adversary, however, the small-scale tactical use of
nuclear weapons might be a serious temptation, especially if the war
were not going according to plan. In short, the impulse to escalate in a
tight corner could be strong.There are two reasons for drawing
attention to Putin’s recent words. First, in echoing the Basic
Principles of Russian Federation’s State Policy in the Domain of
Deterrence, Putin provides a frame of reference for his thinking about
nuclear weapon use. This, in turn, provides context for assessing the
risk that he will escalate to the use of nuclear weapons.Second, in a
period of high tension, a miscalculation could have catastrophic
consequences, as Russia’s recent decisions arguably show. World leaders
should do as much as possible to dissuade Putin from using of nuclear
weapons, not so much by the threat of retaliation in kind, since that

Russian military files that include training scenarios for an invasion
by China.The classified papers, seen by the Financial Times, describe a
threshold for using tactical nuclear weapons that is lower than Russia
has ever publicly admitted, according to experts who reviewed and
verified the documents.The cache consists of 29 secret Russian military
files drawn up between 2008 and 2014, including scenarios for war-gaming
and presentations for naval officers, which discuss operating
principles for the use of nuclear weapons.Criteria for a potential
nuclear response range from an enemy incursion on Russian territory to
more specific triggers, such as the destruction of 20 per cent of
Russia’s strategic ballistic missile submarines.“This is the first time
that we have seen documents like this reported in the public domain,”
said Alexander Gabuev, director of the Carnegie Russia Eurasia Center in
Berlin. “They show that the operational threshold for using nuclear
weapons is pretty low if the desired result can’t be achieved through

designed for limited battlefield use in Europe and Asia, as opposed to

junior partner in their relationship, with China throwing Moscow a vital

countries became closer, the training materials show Russia’s eastern
military district was rehearsing multiple scenarios depicting a Chinese
invasion.The exercises offer a rare insight into how Russia views its
nuclear arsenal as a cornerstone of its defence policy — and how it
trains forces to be able to carry out a nuclear first strike in some
battlefield conditions.One exercise outlining a hypothetical attack by

purpose of the war game, could respond with a tactical nuclear strike in
order to stop “the South” from advancing with a second wave of invading

nuclear weapons . . . in the event the enemy deploys second-echelon
units and the South threatens to attack further in the direction of the

were any grounds for suspicion of Moscow. “The Treaty of
Good-Neighborliness, Friendship and Cooperation between China and Russia
has legally established the concept of eternal friendship and
non-enmity between the two countries,” a spokesperson said. “The ‘threat

Wednesday: “The main thing is that the threshold for the use of nuclear
weapons is absolutely transparent and is spelled out in the doctrine.
As for the documents mentioned, we strongly doubt their authenticity.”A
separate training presentation for naval officers, unrelated to the
China war games, outlines broader criteria for a potential nuclear
strike, including an enemy landing on Russian territory, the defeat of
units responsible for securing border areas, or an imminent enemy attack

combination of factors where losses suffered by Russian forces “would
irrevocably lead to their failure to stop major enemy aggression”, a
“critical situation for the state security of Russia”.Other potential
conditions include the destruction of 20 per cent of Russia’s strategic
ballistic missile submarines, 30 per cent of its nuclear-powered attack
submarines, three or more cruisers, three airfields, or a simultaneous
hit on main and reserve coastal command centres.Russia’s military is

larger non-strategic arsenal than Nato countries. “Screw them, you

doctrine allowed two possible thresholds for using nuclear weapons:
retaliation against a first nuclear strike by an enemy, and if “the very
existence of Russia as a state comes under threat even if conventional

likely to be met, and dismissed public calls from hardliners to lower
the threshold.The materials are aimed at training Russian units for
situations in which the country might want the ability to use nuclear

with a doctrine some western observers refer to as “escalating to

to prevent Russia from becoming embroiled in a sprawling war,
particularly one in which the US might intervene. Using what it calls
“fear inducement”, Moscow would seek to end the conflict on its own
terms by shocking the country’s adversary with the early use of a small
nuclear weapon — or securing a settlement through the threat to do
so.“They talk about ‘soberising’ their adversaries — knocking them out
of the drunkenness of their early victories by introducing nuclear
weapons,” said Alberque. “The best way that they think they can do that
is to use what they call a lower ‘dosage’ of nuclear weapons at a much
lower level of combat to prevent escalation.”Ukrainian officials argued

likely to be behind the attack that devastated planned NHS services on
Tuesday.Memos to NHS staff at King's College Hospital, Guy's and St
Thomas' (including the Royal Brompton and the Evelina London Children's
Hospital) and primary care services in the capital say pathology partner
Synnovis was hit by a "major IT incident".Some procedures and
operations have been cancelled or have been redirected to other NHS
providers as hospital bosses continue to establish what work can be
carried out safely.Mr Martin told BBC Radio 4’s Today programme: “These
criminal groups, there are quite a few of them, they operate freely from
within Russia, they give themselves high profile names, they've got
websites on the so called dark web and this particular group has about a
two-year history of attacking various organisations across the
world.“They've done automotive companies, they've attacked the Big Issue
here in the UK, they've attacked Australian courts. They're simply
looking for money.”He said it is “unlikely” the Russian hackers would
have known they would cause such serious primary healthcare disruption
when they set out to do the attack.He added: “There are two types of
ransomware attack. One is when they steal a load of data and they try
and extort you into paying so that isn’t released, but this case is
different. It’s the more serious type of ransomware where the system
just doesn’t work.“So, if you’re working in healthcare in this trust,
you’re just not getting those results so it’s actually seriously
disruptive.“This type of ransomware has affected healthcare all over the
world.“It’s particularly damaging in the United States, and where this
type of cyber attack is different in terms of its impact from others, is
that it does affect people’s healthcare. So it’s really one of the more
serious that we’ve seen in this country.”In 2021, it was announced that
SynLab would partner with the NHS to deliver pathology services at
hospitals and GP services across south-east London.As well as serving
King's, and Guys' and St Thomas', the pathology service also caters for
South London and Maudsley and Oxleas NHS Foundation Trusts and a number
of GP practices, clinics and other community services across the
boroughs of Bromley, Lambeth and Southwark.A spokesman for NHS England
London region said Monday’s attack was “having a significant impact” on
the delivery of services at Guy’s and St Thomas’, King’s College

So far, Russia’s threats of
escalation against Ukraine have been largely interpreted as a veiled
reference to the use of traditional nuclear weapons. But there is
another tool which Vladimir Putin may be considering: a tactical
electromagnetic pulse, or EMP, strike. These weapons — designed to
create a powerful pulse of energy which short-circuits electrical
equipment such as computers, generators, satellites, radios, radar
receivers and even traffic lights — could disable Ukraine’s military and
civilian infrastructure at a stroke and leave the country without
light, heat, communications or transport.EMP attacks have been amply
explained, and even clamoured for, on Russian state TV talk shows. A
Russian colonel has demonstrated on air, with maps and charts, how such a
blast over the Baltic Sea might work. It may well be that Putin and his
generals have been warning us about this possibility all along, with
their enigmatic threats to unleash unspecified “military-technical
measures”. A tactical nuclear weapon used to create an explosion would
most likely be ineffective against the mobile, dispersed combination of
guerrilla and conventional warfare that Ukrainians are deploying to
reclaim their territory. But the use of a nuclear weapon for
electromagnetic warfare is a different matter. The signature of this
type of attack would not be a fireball and mushroom cloud but a weird
electric blue medusa orb pulsing directly overhead, followed by silence.
At that altitude, the sound will not carry.A relatively small nuclear
EMP, easily deployed at high altitude by Russia’s hypersonic Zircon
cruise missiles, might not destroy any buildings or kill anybody. But it
could permanently disable electrical circuits over thousands of square
miles of Ukrainian territory. Virtually all the defence equipment
deployed by Nato allies to Ukraine — such as radios, GPS navigation, and
aerial drones — are dependent on electronics, if not for operations,
then for deployment, maintenance and integration. The lingering
electromagnetic effects of a strike could destroy 90 per cent of the
satellites over the afflicted zone within three months. However, it is
likely that Russian information operations on the ground would also be
affected.The US and its allies are by no means oblivious to the dangers
of an EMP, and most military equipment has a degree of inbuilt defence
against this eventuality. But a strike would create a new battlespace
that negates the superiority of our information systems. We have not
war-gamed this properly.In Kherson, for instance, a tactical EMP could
disable the systems that operate the region’s dams, clog highways and
bridges with miles of disabled vehicles and leave the civilian
population struggling for food and heat. In the aftermath of a
successful EMP strike, Ukraine would have to pause fighting to restock
its ruined arsenal. Putin could meanwhile rebuild and resupply his
forces and seize the newly depopulated areas during a spring
offensive.What is perhaps most concerning is that Russia and Nato have
such different approaches to these weapons. Under Russian military
doctrine, EMP strikes are a branch of information, cyber and electronic
warfare rather than nuclear warfare. This lowers the bar and may render
EMPs even more tempting to Putin’s beleaguered generals.So, what next?
First, we must warn Russia that an EMP strike against Ukraine — even if
it is localised — would cross the nuclear threshold and trigger a
collective defence response from Nato. The unpredictable effects of
spillover on the earth’s atmosphere, the environment, satellites and
downwind populations should suffice as a rationale for invoking Article
Five (the alliance’s collective defence clause).Second, we should help
the Ukrainian military prepare. An EMP strike is survivable. We should
support them in conducting live EMP drills with the participation of the
civilian authorities. The Ukrainian people need to be educated about
how to mitigate and overcome such an attack, including by stocking up on
analogue radios, flashlights and batteries. Preparation, fortitude,
ingenuity and self-reliance are already qualities with which Ukrainians
have distinguished themselves in this war.Finally, we must rethink our
objectives. If Putin is indeed contemplating the use of a tactical EMP,
then what is at stake is not just Ukraine’s liberty but the very future
of warfare. If we yield to the Kremlin’s nuclear blackmail, there is a
risk that other countries will follow its lead: China and North Korea
already have EMP capabilities. The situation in Ukraine offers a keyhole
glimpse to a potentially more dangerous and uncertain future. We cannot
afford to lose this fight.

The Israel Defense Forces carried out an airstrike on
what it said was a compound used by dozens of Hamas fighters inside a
United Nations school in central Gaza before dawn on Thursday, as
separately, an Israeli soldier was killed while battling terror
operatives who attempted to infiltrate into Israel from the Strip’s
south.The soldier slain in the border clash was named as Warrant Officer
Zeed Mazarib, 34, a tracker in the Gaza Division’s Southern Brigade,
from the northern Bedouin-majority city of Zarzir.In the strike, the IDF
said it took extensive precautions to reduce harm to civilians in the
“precise strike” on the compound embedded within a UNRWA school in
Nuseirat, where some 20-30 terrorists, some of whom participated in the
October 7 onslaught, were gathered.Palestinian civilians displaced by
the war were also sheltering at the school.The Hamas-run government
media office claimed at least 27 people were killed in what it termed
the Israeli “massacre.” UNRWA communications director Juliette Touma
told Reuters that the number of those reported killed in the Israeli
offensive on the Nuseirat school is between 35 and 45, but it still
cannot confirm the number at this stage, she added. It was not
immediately clear how many of those killed were members of terror
groups.The IDF said the compound was used by members of Hamas’s elite

Israel, in which some 1,200 were killed and 251 were taken hostage.The

solid-fuel missile in their arsenal that resembles aspects of one
earlier displayed by Iran that Tehran described as flying at hypersonic
speeds.The rebels fired its new “Palestine” missile, complete with a
warhead painted like a Palestinian keffiyeh checkered scarf, at the
southern Gulf of Aqaba port of Eilat in Israel on Monday. The attack set
off air raid sirens but caused no reported damage or injuries.The IDF
said at the time that a surface-to-surface missile, fired “from the
direction of the Red Sea,” was headed toward Israel, likely aimed for
Eilat, when it was shot down using the advanced Arrow system.Footage
released by the Houthis late Wednesday showed the Palestine being raised
on what appeared to be a mobile launcher and rising quickly into the
air with plumes of white smoke coming from its engine. White smoke is
common with solid-fuel missiles.Solid-fuel missiles can be set up and
fired faster than those containing liquid fuel. That’s a key concern for
the Houthis as their missile launch sites have been repeatedly targeted
by US and allied forces in recent months over the rebels’ attacks on

Yemen’s Houthis conducted military operations
targeting three vessels in the Red Sea and the Arabian Sea, the group’s
military spokesperson Yahya Saree said on Wednesday.Houthi terrorists

has seen about half its forces wiped out in eight months of war and is
relying on hit-and-run insurgent tactics to frustrate Israel’s attempts
to take control of Gaza, US and Israeli officials told Reuters.Hamas,
the enclave’s ruling group, has been reduced to between 9,000 and 12,000
fighters, according to three senior US officials familiar with
battlefield developments, down from American estimates of 20,000-25,000
before the conflict. By contrast, Israel says it has lost almost 300
troops in the Gaza campaign.Hamas fighters are now largely avoiding
sustained skirmishes with Israeli forces closing in on the southernmost
city of Rafah, instead relying on ambushes and improvised bombs to hit
targets often behind enemy lines, one of the officials said.Several Gaza
residents, including Wissam Ibrahim, said they too had observed a shift
in tactics.“In earlier months, Hamas fighters would intercept, engage,

information, though patchy, suggests that Russia is planning to put in
orbit either a nuclear-powered military satellite or even a nuclear
explosive device. The information was revealed through the U.S.
Congress. The chair of the U.S. House Intelligence Committee,
Representative Mike Turner (R-Ohio) in a statement on February 14 said
that the “House Permanent Select Committee on Intelligence has made
available to all Members of Congress information concerning a serious
national security threat.” He did not reveal any additional detail about
the threat, but the statement said that he has requested President Joe
Biden to declassify the information “so that Congress, the
Administration, and our allies can openly discuss the actions necessary
to respond to this threat.” Media reports noted that Turner was
reportedly “referring to Russian effort to field a nuclear weapon in
space that could take out satellites that serve as a crucial backbone
for U.S. civilian communications, navigation, military operations and
intelligence gathering.” The latest reporting indicate that Russia is
developing an electromagnetic pulse (EMP) with a nuclear explosion. A
media report citing three unnamed sources who are familiar with the U.S.
intelligence told CNN that Russia is “trying to develop a nuclear space
weapon that would destroy satellites by creating a massive energy wave
when detonated, potentially crippling a vast swath of the commercial and
government satellites that the world below depends on to talk on cell
phones, pay bills, and surf the internet.” A nuclear EMP would destroy
and make large swathe of orbital real estate unusable for several years
due to all the debris from a large number of satellites destroyed by the
EMP. Deploying such a weapon itself would be a major violation of the
Russian commitments under the 1967 Outer Space Treaty (OST).Earlier,
White House National Security Council spokesperson John Kirby clarified
during a press briefing that Turner’s concern “is related to an
anti-satellite capability that Russia is developing.” He also confirmed
that it “is not an active capability that’s been deployed. And though
Russia’s pursuit of this particular capability is troubling, there is no
immediate threat to anyone’s safety.” According to Kirby, Biden, who
has been briefed on this, has “directed a series of initial actions,
including additional briefings to congressional leaders, direct
diplomatic engagement with Russia, with our allies and our partners as
well, and with other countries around the world who have interests at
stake.” But declassifying information is done through a certain process
and therefore, details may not be released publicly in the near
future.Kirby said that the U.S. National Security Advisor Jake Sullivan
is interacting with House leadership and committee chairs on the threat
and the latest analysis of it. Similarly, Secretary of State Antony
Blinken also told the media, “This is not an active capability, but it
is a potential one that we’re taking very, very seriously. And I would
expect that we’ll have more to say soon, in fact very soon, so stay
tuned for that.” Meanwhile, Russia dismissed these claims, saying that
the United States is playing “tricks” and that the report is a
“malicious fabrication.” There is not a lot of confirmed information in
the open, so we are dealing with many unknowns. As Jessica West, a space
security analyst at Ploughshares Canada, pointed out in a tweet,
“possible combination of nuclear (power) + space + weapons” does bring
with it serious concerns. Many space security analysts contend that the
threat is unlikely to be a nuclear warhead, but may possibly be a
nuclear-powered device that can attack other satellites. Possibilities
could include jammers, weapons to blind image sensors, and
electromagnetic pulses (EMPs) that can all damage or destroy satellites.
However, a Washington Post report, quoting two U.S. officials familiar
with the intelligence, said that the Russian capability “is a
nuclear-armed – not a nuclear-powered – weapon.” If so, this is an
escalatory threshold that must not be crossed. The destruction such a
weapon would bring about could make space inaccessible even in the
medium term. Deployment of a nuclear explosive would of course break
several of the Russian commitments to keeping space as a peaceful
domain. This would be a significant violation of Russian obligations
under the Outer Space Treaty of 1967, though this assumes that Russia
cares about or considers the international ramifications of its actions.
This would essentially mean killing of the Treaty that has, by and
large, managed to maintain the sanctity of outer space as a peaceful
domain. This is far more dangerous than any recent development, even in
the context of states breaking unwritten moratoriums and norms that had
prevailed for a long time. Breaking norms is easy, but getting states
back to complying with those norms that they have violated is a lot
harder. For example, if other major space powers followed Russia’s
example, the situation may be difficult to recover. Breaking norms and
setting in motion a new destructive activity would trigger reactions and
responses that may lead to further escalation. To give a concrete
example: The norm to not test ASAT weapons had prevailed since the
mid-1980s, but was broken by China with its first successful ASAT test
in January 2007. Another example is the norm to not interfere in each
other’s satellite functioning, but this too has been repeatedly broken
through any number of electronic and cyber warfare incidents. Instead of
helping build the much-needed consensus for developing new rules of the
road to regulate the kind of activities states engage in, Russia is
busy breaking the existing norms, treaties, and other global measures.
Bringing the nuclear element into space, be it a nuclear weapon or a
nuclear-powered counterspace weapon, will have serious repercussions for
space utilization. Russia’s own ability to use space will be hampered
if it goes down this slippery path.

Wednesday when a tree fell on their house in suburban Detroit, while
emergency workers in Maryland were responding to reports of collapsed
structures with people trapped inside after a tornado there.Officials in

quick-developing tornado struck several neighborhoods in the city on
Wednesday afternoon.A massive tree was uprooted and fell onto the
family’s house and through the roof, landing on a bed where the woman
and her 2-year-old were sleeping, officials said. Crews worked for
nearly an hour to remove the roof and parts of the tree and then lift
the tree to get the victims out.The toddler was pronounced dead at the
scene, officials said. The mother was transported to a local hospital in
critical condition.A 2-week-old sibling who was in a crib in a separate
room was not injured but taken to a hospital for an evaluation, Livonia
Fire Department Chief Robert Jennison told WDIV-TV.“This is a terrible

statement. “Our hearts are broken, too, and we send our deepest

World's most powerful rocket Starship set for next launch-By Chandan KHANNA

SpaceX's massive prototype rocket that may one day send humans to Mars,
is poised for its next flight on Thursday.It will be the fourth test for
the most powerful launch system ever built, vital to NASA's plans for
landing astronauts on the Moon later this decade and to SpaceX CEO's
Elon Musk's hopes of one day colonizing the Red Planet.A two-hour
liftoff window from the company's Starbase in Boca Chica, Texas opens at
7:00 am local time (1200 GMT). Weather conditions look favorable, and
the Federal Aviation Administration has given its green light.Three
previous attempts have ended in Starship's fiery destruction, all part
of what the company says is an acceptable cost in its rapid
trial-and-error approach to development."The fourth flight test turns
our focus from achieving orbit to demonstrating the ability to return
and reuse Starship and Super Heavy," SpaceX said in a statement.Super
Heavy is the booster, while Starship refers to both the upper stage and
the two stages combined.The flight path will be similar to the third
test, which took place in March and saw Starship fly halfway around the
globe before it was eventually lost as it re-entered the atmosphere over
the Indian Ocean, 49 minutes into the mission.Since then SpaceX says it
has made several software and hardware upgrades and hopes to achieve a
soft splashdown for the booster stage in the Gulf of Mexico, and a
"controlled entry" for the upper stage.Designed to eventually be fully
reusable, Starship stands 397 feet (121 meters) tall with both stages
combined -- 90 feet taller than the Statue of Liberty.Its Super Heavy
booster produces 16.7 million pounds (74.3 Meganewtons) of thrust,
almost double that of the world's second most powerful rocket, NASA's
Space Launch System -- though the latter is now certified, while
Starship is still under development.SpaceX's strategy of carrying out
tests in the real world rather than in labs has paid off in the past.Its
Falcon 9 rockets have come to be workhorses for NASA and the commercial
sector, its Dragon capsule sends astronauts and cargo to the
International Space Station, and its Starlink internet satellite
constellation now covers dozens of countries.But the clock is ticking
for SpaceX to be ready for NASA's planned return of astronauts to the
Moon in 2026, using a modified Starship as the lander vehicle.To
accomplish this, SpaceX will need to first place a Starship in orbit,
then refuel it with multiple "Starship tankers" for its onward journey
-- a complex engineering feat that has never before been accomplished.At
least one SpaceX fan has grown tired of waiting. Japanese billionaire
Yusaku Maezawa announced this week he has canceled a planned trip around
the Moon on Starship with a crew of artists, because he has no idea
when it might actually happen.

France and Germany late on Monday submitted a resolution to the UN
nuclear watchdog's board, censuring Iran over its lack of cooperation
with the agency despite US opposition, two diplomats said.It was the
latest of numerous diplomatic manoeuvres by Western powers who fear Iran
might be seeking to develop a nuclear weapon -- a claim the Islamic
Republic has always denied."The text has been formally tabled," one
diplomatic source told AFP, with a second confirming the information.The
move to submit a motion against Iran was driven by an "urgency to react
to the gravity of the situation", diplomats told AFP earlier.The
International Atomic Energy Agency (IAEA) says Iran is the only
non-nuclear weapon state to enrich uranium to the high level of 60
percent, while it keeps accumulating large uranium stockpiles.Uranium
enriched to 60 percent is close to the levels of 90 percent needed for
atomic weapons and well above the 3.67 percent used for nuclear power
stations.The board of governors passed the last such resolution
criticising Iran in November 2022, prompting Tehran to retaliate by
stepping up its uranium enrichment activities.At the opening of the
meeting on Monday, IAEA head Rafael Grossi reiterated his concerns,
saying: "It's unacceptable to talk about nuclear weapons, as some people
do in Iran."Referring to the limited oversight the agency now has on
Tehran's nuclear programme, Grossi warned that the current "knowledge
gap... is making it very difficult to go back to diplomacy".At the last
board meeting in March, European powers shelved their plans to confront
Iran due to a lack of support from Washington.The United States denies
it is hampering European efforts to hold Tehran accountable but fears a
censure could aggravate Middle East tensions ahead of US presidential
elections in November, diplomats say.- 'Essential and urgent'
-Cooperation between Iran and the IAEA has severely deteriorated in
recent years, with the UN nuclear watchdog struggling for assurances
that Iran's nuclear programme is peaceful.Diplomats say maintaining the
current policy of inaction amid Iran's escalation is no longer tenable
and the US position could change ahead of the IEAE vote scheduled for
later this week.In May, Grossi visited Iran in a bid to improve
cooperation, calling for "concrete results... soon".In the meantime, the
death of Iran's president Ebrahim Raisi in a helicopter crash last
month has put negotiations on hold, with diplomats suggesting Tehran was
using the accident as an excuse to stall.Grossi on Monday however
rejected that claim, saying the pause was "not part of any delaying
tactic" by Iran.He added he was ready to "sit down with the new
authorities" after Iran's presidential election on June 28.The draft
resolution obtained by AFP says it is "essential and urgent" that Tehran
provides "technically credible explanations" for the presence of
uranium particles found at two undeclared locations in Iran.Furthermore,
Iran has to "reverse its withdrawal of the designations of several
experienced Agency inspectors", and "without delay" reconnect the
cameras used to monitor nuclear activities.The draft also notes the
"concerns" surrounding "recent public statements made in Iran...
regarding its technical capabilities to produce nuclear weapons and
possible changes to Iran's nuclear doctrine".- 'Serious and effective
response' -Iran has gradually broken away from its commitments under the
nuclear deal it struck with world powers in 2015.The landmark deal
provided Iran sanctions relief in exchange for curbs on its atomic
programme.But it fell apart after the unilateral withdrawal of the
United States under then-president Donald Trump in 2018.Efforts to
revive the deal have so far failed."A showdown at the board reflects a
wider impasse over Iran, with little diplomatic activity but increasing
concern over a programme that continues to expand in scale under limited
international oversight," Naysan Rafati, an Iran analyst at the Crisis
Group, told AFP.Ali Shamkhani, a political adviser to Iran's Supreme
Leader Ali Khamenei, warned Saturday on X that if "some misguided
European countries... adopt a hostile stance towards Iran... at the
board, they will face a serious and effective response from our
country".Mikhail Ulyanov, Russia's ambassador to the international
organisations in Vienna, wrote on X on Sunday that tabling an
"anti-Iranian resolution" could risk "seriously deteriorating the
