But he rebelled against him in sending his ambassadors into Egypt, that
they might give him horses and much people. Shall he prosper? shall he

16 As I live, saith the Lord God, surely in the place

whose covenant he brake, even with him in the midst of Babylon he shall

17 Neither shall Pharaoh with his mighty army and great company

21 And all his fugitives

23 In the mountain of the height of Israel will
I plant it: and it shall bring forth boughs, and bear fruit, and be a

Hezbollah fires 30 rockets at Israel
in retaliation for reported hit on top officer-No injuries reported in
barrage on northern Israel amid day of heightened tensions on border,
after drone strike in southern Lebanon said to target two terror
operatives-By Emanuel Fabian-and ToI Staff Today, 8:37 am-FEB 09,24
Hezbollah
fired a barrage of at least 30 rockets from Lebanon at northern Israel
late Thursday, hours after an apparent Israeli drone strike in the
southern Lebanese town of Nabatieh was said to target two Hezbollah
operatives, including a senior commander. That drone strike was
reportedly in retaliation for an earlier Hezbollah launch at a military
base that left three IDF soldiers wounded — one seriously — as a rash of
cross-border attacks throughout the day kept tensions at the border
high. There were no immediate reports of injuries caused by the rocket
fire at the Upper Galilee town of Meron, which is located further south
than most of the northern towns that have been impacted by Hezbollah
rocket fire since October 8.Hezbollah-led forces have been attacking
Israeli communities and military posts along the border on a near-daily
basis since October 8, a day after its ally, Palestinian terror group
Hamas, launched its October 7 massacre, killing 1,200 people across
southern Israel and abducting 253 people. Hezbollah says its attacks are
to support Gaza amid the war Hamas triggered.Hezbollah said in a
statement that the rocket attack targeted an IDF base in Ein Zeitim and
came in retaliation for the earlier “Zionist aggression.”The IDF
responded with artillery fire at the sites from which the rockets were
launched, the military said.Earlier Thursday, Israeli Air Force
commander Maj. Gen. Tomer Bar warned Hezbollah that Israel was prepared
to significantly ratchet up its strikes against the terror
group.“Hezbollah will continue to pay with the loss of its systems.
Dozens of aircraft are now operating in the skies of southern Lebanon,
and as soon as the order is given, the dozens will turn into hundreds
that will perform the missions within minutes of being scrambled,” Maj.
Gen. Tomer Bar said at an internal IAF conference, according to a
transcript published by the IDF.The fighting has displaced tens of
thousands of people from border communities in northern Israel.Top
Israeli officials have repeatedly threatened to go to war in Lebanon
following the campaign to root out Hamas in Gaza, with the aim of
driving Hezbollah away from the border in accordance with UN Security
Council Resolution 1701, which ended the Second Lebanon War in
2006.Earlier Thursday, the army said the 36th Division had pulled out of
Gaza and was immediately deployed “to deepen its readiness for
operational plans against the northern enemy,” likely a reference to
Hezbollah.Israel has said it cannot tolerate Hezbollah forces along its
border, where they could launch a murderous attack on civilians in a
similar vein to Hamas’s October 7 onslaught. It has increasingly warned
that if the international community does not push Hezbollah away from
the border through diplomatic means, Israel will take action.Due to the
concerns of another war between Israel and Hezbollah, Lebanese officials
said Thursday that foreign diplomats have intensified their efforts to
restore calm to the volatile Lebanon-Israel border in parallel with the
ongoing negotiations for a hostage deal and accompanying truce in
Gaza.Agencies contributed to this report.
US intel says Israel
degraded Hamas capabilities, but not close to eliminating group-New York
Times report notes doubts in Washington over feasibility of Israel’s
war objective to destroy Palestinian terror organization after Oct. 7
massacre-By Lazar Berman and ToI Staff Today, 5:58 am-FEB 09
Israel
has degraded Hamas’s combat capabilities but is not yet close to
achieving its war aim of eliminating the Palestinian terror
organization, US intelligence officials told members of Congress this
week, according to a New York Times report on Thursday.Citing American
officials, the report noted that the Biden administration has raised
doubts over how realistic is Israel’s stated war goal of destroying
Hamas, following the terror group’s murderous rampage across southern
Israel on October 7, when thousands of terrorists killed 1,200 people
and took 253 hostages of all ages.According to the NYT report, the
closed-door intelligence briefing to Congress members did not include
discussions on casualties in Gaza, where Hamas-run health authorities
claim close to 28,000 Palestinians have been killed over the past four
months of war. These figures cannot be independently verified, are
believed to include fatalities caused by failed rocket fire by Gaza
terror groups, and do not distinguish between civilians and combatants.
Israel says it has killed 10,000 Hamas gunmen in Gaza, as well as 1,000
terrorists in Israel on October 7.Prime Minister Benjamin Netanyahu has
insisted throughout the war that destroying Hamas’s military and
political capabilities, and bringing back all the hostages, are the
primary aims of the ongoing war.At a press conference on Wednesday,
after a day of talks with visiting US Secretary of State Antony Blinken,
Netanyahu said “absolute victory” over Hamas was within reach, and
would be achieved “in months.”At his separate press conference a short
while later, Blinken warned Israel that it does not have “a license to
dehumanize others” and said the war’s toll on ordinary Gazans was too
high.Earlier in the week, Netanyahu said 75% of Hamas battalions have
been destroyed and that Israel was “on the path to total victory,”
without elaborating.Visiting soldiers at Latrun in the center of the
country on Monday, Netanyahu said that 18 out of 24 Hamas battalions had
been destroyed, and that “there is no substitute for total victory.”“We
will not end the war without achieving that goal of total victory that
will restore security,” he said. “We will not give it up.”He did not lay
out what total victory means, even as he continued to maintain that
position, during ongoing but extremely difficult negotiations for a deal
with Hamas to secure freedom for the approximately 136 hostages held by
terror groups in the Gaza Strip. The prime minister also said that
Israel is “collapsing and destroying” Hamas’s tunnel network, a vast
complex of hundreds of kilometers of subterranean passages cavities it
uses to house and deploy its forces. At a press conference in Tel Aviv
later Monday, Defense Minister Yoav Gallant said “about half of the
Hamas terrorists have been killed or seriously wounded,” echoing
Netanyahu.Neither figure put a number on the Hamas casualties.Gallant
described the ground operation in Gaza as “complex and complicated,”
while “progressing and achieving its goals,” with the IDF active “in
most of the territory of the Gaza Strip.”He said Hamas’s leadership,
including Yahya Sinwar, is “on the run.”“Sinwar goes from hideout to
hideout, and is unable to communicate with his surroundings,” Gallant
said. “Sinwar does not lead the campaign, does not command the forces;
he is busy with his personal survival. He changed from Hamas leader into
fugitive terrorist, and IDF forces continue to pursue him.”Gallant said
“18 Hamas battalions are dismantled and no longer function as fighting
military frameworks.”As the IDF pushes through the Hamas tunnel network,
denying them as a place of refuge for terrorists, “we are increasing
the pressure on the terrorists and the leaders of the terrorist
organizations,” he said, and issued a warning to remaining Hamas
fighters in the Rafah stronghold, where the Israeli military is
currently pushing its offensive.“Every terrorist hiding in Rafah should
know that his end will be like those in Khan Younis and Gaza [City],”
Gallant said referring to two areas conquered by the advancing Israeli
military. The defense minister repeated the assertion that the IDF’s
military pressure on Hamas will advance the return of the hostages held
by the terror group.Agencies contributed to this report.
Hostages'
families tell Blinken of 'campaign' against them-Protesters in
Jerusalem urge continued military action in Gaza amid truce
discussions-Five-day hike from Gaza border to capital ends in
large-scale rally near Knesset, as cabinet meets over possible
hostages-for-truce deal-By ToI Staff Today, 2:55 am-FEB 09,24
Thousands
of protesters gathered in Jerusalem Thursday night calling on the
government to press ahead with the military offensive against Hamas in
the Gaza Strip and reject pressure to pause the fighting as part of a
hostage release deal. The rally, which took place as the Israeli
government’s war cabinet met to formulate an official response to
Hamas’s recent ceasefire proposal, was the culmination of a five-day
trek from the Gaza border to Jerusalem by activists, largely right-wing,
along with families of hostages and other victims of Hamas terror who
are urging the government to continue with the military campaign in the
Hamas-run enclave. The rally, organized by an activist group run by IDF
reservists in favor of Israeli military action in Gaza, displayed a
marked bent toward the right wing of the political sphere, which has
favored tougher military action amid efforts to reach a truce that could
free the remaining 136 hostages in Hamas captivity. Many activists held
signs bearing messages in support of Israel’s use of military force to
pressure Hamas into releasing the hostages who were kidnapped on October
7, when thousands of Hamas terrorists invaded southern Israel, killed
some 1,200 people and abducted 253.Other signs held aloft by
participants displayed pictures of soldiers killed during Israel’s
nearly four-month-old ground offensive, called for revenge and displayed
slogans including “it’s us or them” and “only [population] transfer
will bring peace.” One person waved a Trump 2024 flag. The display by the
thousands gathered outside Jerusalem’s government quarter came in stark
contrast to weekly rallies in Tel Aviv calling for a hostage deal,
underlining the increasing political polarization of the issue in
Israeli society.US Secretary of State Antony Blinken met privately
Thursday with families of hostages seized by Hamas on October 7, many of
whom have publicly pleaded for a compromise to return the
abductees.Several relatives of the hostages in Gaza lamented what they
described as a “terrible campaign” being advanced against them in
Israel.“The feeling is that those who are supposed to be overseeing the
return of the hostages are not really interested in doing so,” one of
the representatives told Blinken, according to Channel 12.“We feel
dreadful. We feel that there’s a campaign designed to torpedo the deal
and to create public opinion against it. We are told to use pressure
abroad, but at home, where we ought to be embraced, there’s an effort to
change the public perception at our expense,” the representative was
quoted as having said.Talks toward a possible truce had appeared to ramp
up over the past two weeks, following a Paris meeting between Qatari
and Egyptian mediators and US and Israeli negotiators that delivered a
proposed outline for a hostage release deal.Hamas eventually countered
the Paris outline with demands Israel has considered non-starters like a
permanent end to the war, the end of the Israeli-Egyptian blockade on
Gaza, the complete withdrawal of troops, and the release of large
numbers of Palestinian security prisoners. On Wednesday, Prime Minister
Benjamin Netanyahu rejected the Hamas proposal as “delusional,”
maintaining that only military pressure would secure the release of the
hostages held captive in Gaza.“There is no substitute for absolute
victory,” he said, adding that to surrender to Hamas’s terms would be to
invite another slaughter. On Thursday, an Israeli official said Israel
would work to pressure Hamas via mediators to drop its terms and did not
plan on offering new conditions.Hamas had proposed a
four-and-a-half-month truce during which hostages would be freed in
three stages, and which would lead to an end to the war. The deal would
have left the terror group intact and seen the release of 1,500
prisoners from Israeli jails, a third of whom are serving life
sentences.Israel has vowed to destroy Hamas’s fighting and governing
capabilities in the Gaza Strip, return the hostages, ensure no future
terror threat from Gaza and restore security across the country.Sam
Sokol contributed to this report.

Biden
hits back at special counsel report that questions his memory, handling
of docs-In White House remarks, US president insists memory is ‘fine’
amid unflattering characterizations, questioning of mental acuity; he
won’t face charges over classified files-By Eric Tucker, LINDSAY
WHITEHURST, Zeke Miller and Colleen Long Today, 4:48 am-FEB 09,24
WASHINGTON
(AP) — A special counsel report released Thursday found evidence that
President Joe Biden willfully retained and shared highly classified
information when he was a private citizen, including about military and
foreign policy in Afghanistan, but concluded that criminal charges were
not warranted. The report from special counsel Robert Hur resolves a
criminal investigation that had shadowed Biden’s presidency for the last
year. But its bitingly critical assessment of his handling of sensitive
government records and unflattering characterizations of his memory
will spark fresh questions about his competency and age that cut at
voters’ most deep-seated concerns about his candidacy for re-election.In
remarks at the White House Thursday evening, Biden denied that he
improperly shared classified information and angrily lashed out at Hur
for questioning his mental acuity, particularly his recollection of the
timing of his late son Beau’s death from cancer. The searing findings
will almost certainly blunt his efforts to draw contrast with Donald
Trump, Biden’s likely opponent in November’s presidential election, over
a criminal indictment charging the former president with illegally
hoarding classified records at his Mar-a-Lago estate in Florida and
refusing to return them to the government. Despite abundant differences
between the cases, Trump immediately seized on the special counsel
report to portray himself as a victim of a “two-tiered system of
justice.”Yet even as Hur found evidence that Biden willfully held onto
and shared with a ghostwriter highly classified information, the special
counsel devoted much of his report to explaining why he did not believe
the evidence met the standard for criminal charges, including a high
probability that the Justice Department would not be able to prove
Biden’s intent beyond a reasonable doubt, citing among other things an
advanced age that they said made him forgetful and the possibility of
“innocent explanations” for the records that they could not refute.“I
did not share classified information,” Biden insisted. “I did not share
it with my ghostwriter.” He added he wasn’t aware how the boxes
containing classified documents ended up in his garage. And in response
to Hur’s portrayal of him, Biden insisted to reporters that “my memory
is fine,” and said he believes he remains the most qualified person to
serve as president.“How in the hell dare he raise that?” Biden asked,
about Hur’s comments regarding his son’s death, saying he didn’t believe
it was any of Hur’s business.Biden pointedly noted that he had sat for
five hours of in-person interviews in the immediate aftermath of Hamas’s
October attack on Israel, when “I was in the middle of handling an
international crisis.”“I just believed that’s what I owed the American
people so they could know no charges would be brought and the matter
closed,” Biden said. The investigation into Biden is separate from
special counsel Jack Smith’s inquiry into the handling of classified
documents by Trump after Trump left the White House. Smith’s team has
charged Trump with illegally retaining top secret records at his
Mar-a-Lago home and then obstructing government efforts to get them
back. Trump has said he did nothing wrong.Hur, in his report, said there
were “several material distinctions” between the Trump and Biden cases,
noting that Trump refused to return classified documents to the
government and allegedly obstructed the investigation, while Biden
willfully handed them over.Hur, a former US attorney in the Trump
administration, was appointed by Attorney General Merrick Garland as
special counsel in January 2023 following an initial discovery by Biden
staff of classified records in Washington office space. Subsequent
property searches by the FBI, all coordinated voluntarily by Biden
staff, that turned up additional sensitive documents from his time as
vice president and senator.Hur’s report said many of the documents
recovered at the Penn Biden Center in Washington, in parts of Biden’s
Delaware home and in his Senate papers at the University of Delaware
were retained by “mistake.”Biden could not have been prosecuted as a
sitting president, but Hur’s report states that he would not recommend
charges against Biden regardless.“We would reach the same conclusion
even if Department of Justice policy did not foreclose criminal charges
against a sitting president,” the report said. But investigators did find
evidence of willful retention and disclosure of a subset of records
found in Biden’s Wilmington, Delaware house, including in a garage,
office and basement den. The files pertain to a troop surge in
Afghanistan during the Obama administration that Biden had vigorously
opposed. He kept records that documented his position, including a
classified letter to Obama during the 2009 Thanksgiving holiday.
Documents
found in a box in Biden’s Delaware garage have classification markings
up to the Top Secret/Sensitive Compartmented Information Level and
“other materials of great significance to him and that he appears to
have personally used and accessed.” Hur, though, wrote that there was a
“shortage of evidence” to prove that Biden placed the documents in the
box and knew they were there. Some of the classified information related
to Afghanistan was shared with a ghostwriter with whom he published
memoirs in 2007 and 2017. As part of the probe, investigators reviewed a
recording of a February 2017 conversation between Biden and his
ghostwriter in which Biden can be heard saying that he had “just found
all the classified stuff downstairs.”Prosecutors believe Biden’s
comment, made at a time he was renting a home in Virginia, referred to
the same documents FBI agents later found in his Delaware house. Though
Biden sometimes skipped over presumptively classified material while
reading notebook entries to his ghostwriter, the report says, at other
times he read aloud classified entries “verbatim.”The report said there
was some evidence to suggest that Biden knew he could not keep
classified handwritten notes at home after leaving office, citing his
deep familiarity “with the measures taken to safeguard classified
information and the need for those measures to prevent harm to national
security.” Yet, prosecutors say, he kept notebooks containing classified
information in unlocked drawers at home.“He had strong motivations to
do so and to ignore the rules for properly handing the classified
information in his notebooks,” the report said. “He consulted the
notebooks liberally during hours of discussions with his ghostwriter and
viewed them as highly private and valued possessions with which he was
unwilling to part.”While the report removes legal jeopardy for the
president, it is nonetheless an embarrassment for Biden, who placed
competency and experience at the core of his rationale to voters to send
him to the Oval Office. It says that Biden was known to remove and keep
classified material from his briefing books for future use and that his
staff struggled and sometimes failed to get those records back.Even so,
Hur took pains to note the multiple reasons why prosecutors did not
believe they could prove a criminal case beyond a reasonable doubt. Those
include Biden’s “limited memory” both during his 2017 recorded
conversations with the ghostwriter and in an interview with
investigators last year in which, prosecutors say, he could not
immediately remember the years in which he served as vice president. Hur
said it was possible Biden could have found those records at his
Virginia home in 2017 and then forgotten about them soon after.“Given
Mr. Biden’s limited precision and recall during his interviews with his
ghostwriter and with our office, jurors may hesitate to place too much
evidentiary weight on a single eight-word utterance to his ghostwriter
about finding classified documents in Virginia, in the absence of other,
more direct evidence,” the report says-“We have also considered that,
at trial, Mr. Biden would likely present himself to a jury, as he did
during our interview of him, as a sympathetic, well-meaning, elderly man
with a poor memory,” investigators wrote. In addition, prosecutors say,
Biden could have plausibly believed that the notebooks were his personal
property and belonged to him, even if they contained classified
information. In an interview with prosecutors, the report said, Biden was
emphatic with investigators that the notebooks were “my property” and
that “every president before me has done the exact same thing.”Special
counsels are required under Justice Department regulations to submit
confidential reports to the attorney general at the conclusion of their
work. Such reports are then typically made public. The dual appointments
in the Biden and Trump cases were seen as a way to insulate the Justice
Department from claims of bias and conflict by placing the probes in
the hands of specially named prosecutors.Garland has worked assiduously
to challenge Republican claims of a politicized Justice Department. He
has named special counsels to investigate not only the president but
also his son, Hunter, in a separate tax-and-gun prosecution that has
resulted in criminal charges. But in this case, Biden’s personal and
White House lawyers strongly objected to the characterizations of Biden
in the report and to the fact that so much derogatory information was
released about an uncharged subject like the president.Biden’s personal
attorney Bob Bauer accused the special counsel of violating
“well-established’ norms and “trashing” the president.“The special
counsel could not refrain from investigative excess, perhaps
unsurprising given the intense pressures of the current political
environment. Whatever the impact of those pressures on the final report,
it flouts department regulations and norms,” he said in a statement. But
a public outcome was basically sealed once Garland appointed a special
counsel.Regulations require special counsels to produce confidential
reports to the attorney general at the conclusion of their work. Those
documents are then generally made public, even if they contain
unflattering assessments of people not criminally charged.
