Euronews had early access to the 10-point roadmap that Josep Borrell, the European Union's foreign policy chief, has prepared to pave the way for a "credible, comprehensive solution" to the Israeli-Palestinian conflict.The document, which has not yet been made public and is set to be discussed by the bloc's foreign ministers during a meeting on Monday, outlines a series of procedural steps that Borrell believes could eventually bring peace to the Gaza Strip, establish an independent Palestinian state, normalise relations between Israel and the Arab world, and guarantee long-term security in the region.Its centrepiece is a "Preparatory Peace Conference" involving "key actors" such as the EU, the US, Egypt, Jordan, Saudi Arabia, the Arab League and the United Nations. The participants would be in constant touch with Israeli and Palestinian officials, referred to as "the conflict parties," but the two would not initially "be compelled to sit with each other."The Gaza Strip and the West Bank would be represented by the Palestinian Authority (PA) and Palestine Liberation Organization (PLO), rather than Hamas, which has ruled the strip since its 2007 takeover and is designated a terrorist organisation by the EU and the US-The Conference would have one year to design the framework for a peace plan, taking into account the feedback from all involved parties, UN resolutions, European Council conclusions and previous mediation efforts. Once ready, the plan would be presented to the "conflict parties" and be used as the main basis for the final negotiations."In view of the current situation and despite the evident difficulties and uncertainties, the time to prepare for (a) comprehensive Israeli-Palestinian peace is now," the paper, as seen by Euronews, says in its introduction.The revelation comes a day after Israeli Prime Minister Benjamin Netanyahu delivered a blistering rejection of the two-state solution and vowed to continue the military offensive in Gaza until the destruction of Hamas and the release of all hostages."We will not settle for anything short of an absolute victory," Netanyahu said. Netanyahu's remarks cast a shadow over Borrell's proposal and the upcoming meeting of EU foreign ministers, where the Israel-Hamas war will be top of the agenda. Despite repeated pleas from Western allies, Israel has not made any overture that indicates it is ready to cease hostilities and give diplomacy a serious chance.The offensive, launched in reaction to the 7 October attacks by Hamas, has killed more than 24,000 Palestinians, including over 10,000 children, according to the Hamas-run health ministry in Gaza. The war has also caused widespread devastation and a severe humanitarian crisis in the densely-populated enclave."At this point in time, Israeli officials don't talk about the two-state solution. They only talk about the war. They only talk about the military objective of destroying Hamas," a senior EU official said on Friday, reflecting the thinking in Brussels."We have to deal with that. It's our responsibility, our duty, to look beyond that."Borrell's scheme attempts to put that duty on paper.Although the roadmap does not pre-judge the substance of a potential peace plan, it does provide a coherent timeline to organise a potential peace process. Its goal is not just ending the present war but addressing root causes that have fuelled the Israeli-Palestinian conflict for the past seven decades.However, it is far from certain that the 27 member states will embrace the blueprint, as capitals remain divided over how to tackle, or even speak about, the conflict.

Roadmap for peace-In the document seen by Euronews, the 10 points are envisioned as such:
1-The process should lead to an independent Palestinian State "living side by side" with Israel and "full normalization" of relations between Israel and the Arab world.

2-International actors should help the two parties prepare the groundwork for peace and help build a "revitalized political alternative" to Hamas.

3-International actors should "at the earliest" hold a Preparatory Peace Conference to settle the ongoing war and, especially, the Israeli-Palestinian conflict.

4-The Conference should bring together foreign ministers and directors of international organisations to discuss the peace process while they "near-simultaneously" hold separate meetings with the conflict parties.

5-The Conference should set up working groups and design the "initial framework" for a peace plan within one year.

6-The plan should touch upon "as practically as possible" the central elements for a comprehensive peace, building upon previous UN resolutions and mediation efforts.

7-The plan should provide "robust security assurances" for Israel and the future Palestinian state, "conditional upon full mutual diplomatic recognition and integration of both Israel and Palestinian in the region."

8-The Conference should consult the conflict parties "at every step and at any time" while the peace plan is being crafted. Crucially, if either side decides to pull out, the work should continue nevertheless.

9-Once ready, the plan should be presented to Israelis and Palestinians. "It will be for them to negotiate the final text," the document says.

10-In parallel to the process, the participants in the Conference should strive to mitigate the ongoing humanitarian crisis, secure the release of Israeli hostages, prevent regional escalation, strengthen the Palestinian Authority's democratic legitimacy and support the reconstruction of Gaza, among other goals.In addition, the European Union’s foreign policy chief Josep Borrell will present a ten-point plan for peace between Israel and the Palestinians.

EU foreign ministers will hold separate talks later today with their Israeli and Palestinian counterparts on the prospects for lasting peace after Prime Minister Benjamin Netanyahu rejected calls for a future Palestinian state.The 27 EU ministers will first meet with Israel’s foreign minister Israel Katz, before sitting down separately with the Palestinian Authority’s top diplomat Riyad al-Maliki.Katz and Maliki are not expected to meet each other.Katz and Maliki will also separately address the European Union Foreign Affairs Council meeting in Brussels today, which will also be attended by his counterparts from Saudi Arabia, Jordan, Egypt, and the Arab League Secretary-General.The meeting is largely devoted to the Middle East but also taking stock of the war in Ukraine.In addition, the European Union’s foreign policy chief Josep Borrell will present a ten-point plan for peace between Israel and the Palestinians.The EU has struggled for a united stance on the conflict in Gaza as staunch backers of Israel such as Germany have rejected demands for an immediate ceasefire made from the likes of Spain and Ireland.EU officials have sketched out broad conditions for “the day after” the current war ends in Gaza, calling for a cessation to hostilities, the return of the Israeli hostages, an end to Hamas’s rule and a role for the Palestinian Authority in running Gaza.At the heart of the plan is a call for a “preparatory peace conference” to be organized by the EU, Egypt, Jordan, Saudi Arabia and the League of Arab States, with the United States and United Nations also invited to be conveners of the gathering.The conference would go ahead even if Israelis or Palestinians declined to take part. voiced by countries like Spain and Ireland.The European Parliament earlier this week in a close-run vote had called for a “permanent cease-fire” in Israel’s war against Hamas, but said this must be conditional on Hamas releasing the hostages it took in the October 7 attacks as well as the full demilitarization of Gaza.The October events caught European officials and diplomats off-guard and the patchy and messy European response over the first week of the conflict had impacted the bloc’s credibility in the region, which is only slowly being repaired since then, according to EU diplomats.With (A US official has confirmed the CNN report to The Times of Israel.)-The prime minister pushed back on that as well, tweeting on Saturday night that “I will not compromise on full Israeli security control over all the territory west of the Jordan River — and this runs contrary to a Palestinian state.”But Netanyahu’s video statement Sunday could be seen as leaving the door open slightly for a demilitarized Palestinian state.He also rejected the idea that a deal could emerge that leaves Hamas in power, insisting that Israel will achieve “total victory,” after which “there will be no entity in Gaza that finances terrorism, educates for terrorism or sends our terror.”Netanyahu demanded that Gaza be demilitarized under Israel’s full security control.Earlier Sunday, The Wall Street Journal reported that the US, Egypt and Qatar are pushing Israel and Hamas to accept a comprehensive plan that would end the war, see the release of hostages held in Gaza, and ultimately lead to full normalization for Israel with its neighbors and talks for the establishment of a Palestinian state.In his video statement, Netanyahu said that Israel completely rejects Hamas’s demands for “surrender” in exchange for releasing the remaining 136 hostages in Gaza.“So far, we have brought home 110 hostages, and we are committed to bringing them all back,” said Netanyahu. “I am working on this around the clock. But let it be clear: I reject outright the terms of surrender of the Hamas monsters.”The prime minister said that in exchange for releasing the hostages, “Hamas is demanding the end of the war, the exit of our forces from Gaza, releasing all the murderers and rapists of the Nukhba [forces] and leaving Hamas intact.”Netanyahu added that “if we agree to this, our soldiers will have fallen in vain. If we agree to this, we cannot guarantee security for our citizens. We cannot bring the evacuees home safely, and the next October 7 will be just a matter of time. I am not able to agree to such a fatal blow to Israeli security, and therefore I cannot agree to that.”The prime minister said he had made Israel’s stance on this issue clear to Biden when they spoke over the weekend.Under pressure from US progressives, and worried about an escalation that could draw the country into the war, the Biden administration has been calling for the war to end “as quickly as possible” for over a month.While Israel said earlier in January that it has begun a new, less intensive phase in its war against Hamas, that only seems to be the case in the northern half of the Strip.Defense Minister Yoav Gallant said on Sunday that the IDF will further expand its ground offensive in southern Gaza’s Khan Younis.“We are carrying out an intensive operation in the Khan Younis area, and it will continue to expand,” said Gallant following a flight over the Strip with the Israeli Air Force’s 100th Squadron.“The plumes of smoke from the tanks, artillery and Air Force planes, will continue to cover the skies of the Gaza Strip, until we achieve our goals, chief among them, the defeat of Hamas and the return of hostages to their homes,” he added.War erupted after Hamas-led terrorists invaded southern Israeli communities, massacring some 1,200 people, mostly civilians, and kidnapping 253 others. Israel then launched a massive military operation aimed at vanquishing Hamas and freeing the hostages.It is believed that 132 hostages abducted by Hamas on October 7 remain in Gaza — not all of them alive — after 105 civilians were released from Hamas captivity during a weeklong truce in late November, another was rescued alive and bodies of others were extricated. Four more hostages are believed to have been held in the Strip since 2014 or 2015.
