The COVID-19 pandemic has had a disproportionate impact on the people who live in long term care and retirement residences. Over the last year and a half, we have worked together to protect those in our care from the worst outcomes from the pandemic, and sadly, our work is not yet done. Variants of  concern are more contagious than ever and pose a higher risk of transmission compared to the original strain of COVID-19. As an industry leader, Revera has decided to update its vaccine policy. Effective October 12, vaccination against COVID-19 will be mandatory for Revera staff across Canada. This policy applies to all employees, agency staff, students, volunteers, and contractors at all Revera sites, including the Support Office, who must be vaccinated unless they are medically unable. The changes to Revera’s policy are being made in coordination with other industry partners, including senior living operators Chartwell, Extendicare, Responsive Group and Sienna, to demonstrate that we are united in our mission to protect the safety of residents.Vaccines are a proven, safe and powerful way to reduce the spread and severity of COVID-19. We know that after the vast majority of Revera’s residents were vaccinated we saw a dramatic reduction in negative outcomes from COVID-19 in our homes and residences. We are truly grateful for this and are committed to maintaining this positive trend. The change in our vaccine policy reflects the fact that our society, and you, our residents and their families, increasingly expect full vaccination for healthcare workers. Signs brandished by angry protesters displayed slogans such as "Who benefits from the lock down?" and the "Liberals ruined the country," with one protester shouting through a megaphone decked out with the name; "InfoWars," a U.S.-based far-right conspiracy theory website. A group of major Canadian long-term care operators will require all staff be fully vaccinated against COVID-19 this fall, with those who don't take the shots being asked to go on unpaid leave.Chartwell Retirement Residences, Extendicare, Responsive Group Inc., Revera Inc., and Sienna Senior Living announced the plan in a joint statement on Thursday.They said the stronger policy is necessary as a fourth wave of infections driven by more contagious variants of the virus is spreading in the country.The Revera Westside Long Term Care Home is pictured in Toronto on Monday, Dec. 7, 2020. PICTON, ON, Aug. 26, 2021 /CNW/ - Revera plans to cut long-term care jobs at Hallowell House in Picton, Ontario during the fourth wave of COVID-19.

"Clearly Revera has learned nothing during this pandemic," said Unifor National President Jerry Dias. "Revera is determined to maintain skeleton staff levels to care for residents as it continues its profit over people business model."The union was notified weeks ago that new schedules would be implemented that reduced the number of full-time PSW's and RPN's. The announced staff reduction comes following a provincial mandate to reduce occupancy in wardrooms from four to two, resulting in a reduction in the total number of residents.The union has countered with solutions to avoid layoffs but the employer has yet to officially respond, though they have delayed the reductions for four weeks past the August 27th implementation plan."All long-term care facilities are currently experiencing severe staff shortages," said Unifor Local 8300 President Kathleen Brooks. "Rather than improving care for residents and working conditions for employees Revera is using this new occupancy mandate, designed to provide better care for vulnerable seniors, as an opportunity to slash full-time jobs."This week Hallowell House workers began a daily information picket from 6 a.m. to 6 p.m., braving extreme heat to notify the community of the impending job cuts. Katha Fortier, Assistant to the Unifor National President will join workers on the line today at 3 p.m. and is available for media interviews."The workers are fighting for residents and for themselves. The public and the families need to know these job cuts will mean less care for residents than they currently have," said Brooks. "This is not the time for Revera to remove trained staff.""It's a known fact that there is a shortage of trained long-term care workers combined with a severe retention issue but Revera is throwing these COVID-heroes to the curb so it can keep up payments to shareholders," said Dias. An ultra-Orthodox Jewish community in Jerusalem’s French Hill neighborhood was in shock on Sunday after a prominent member of the community was reportedly outed as an undercover Christian missionary.Beyneynu, a non-profit organization that monitors missionary activity in Israel, said Sunday that it had been “investigating the case of a covert missionary in French Hill for many years,” but had acted to expose him now “due to one of the missionary’s children proselytizing in school.”Hebrew media said the man, a rabbi, who was not identified publically, had posed as a cohen (priest) and worked as a scribe and a mohel, conducting ritual circumcisions.However, it was discovered that the family was actually not Jewish, but from a Christian family from New Jersey in the US, and had reportedly forged documents to show they were Jewish in order to emigrate to Israel under the Law of Return.“We are confident that the Jewish leaders will act strongly against this threat, and quickly put protective measures in place to protect the Jewish community,” Beyneynu said.The ultra-Orthodox newspaper Behadrei Haredim reported that when the man’s recently deceased wife became ill with cancer several years ago, she told friends some things that did not make sense to them and sparked the investigation.The wife had reportedly falsely claimed to be the daughter of Holocaust survivors.Investigators discovered that the family’s parents in the US were not Jewish and posting missionary material on social media, the paper said. Prime Minister Benjamin Netanyahu, running out of time to form a coalition, has offered his former coalition partner Benny Gantz a rotation deal with the Blue and White leader to serve first as prime minister, Channel 12 news reported Sunday.The offer would seem to indicate Netanyahu’s growing desperation, given that the last government fell apart over Netanyahu’s refusal to honor the coalition agreement with Gantz that would have seen the defense minister take over as premier from Netanyahu, later this year.Under the terms of the reported offer, Gantz would be prime minister for the first year, after which Netanyahu would return to lead the country for another two years, and then Gantz take over again for a final year.During his terms as prime minister, Gantz would continue to also serve as defense minister. Netanyahu would continue to live at the prime minister’s official residence in Jerusalem throughout the four years, the report said.The Likud idea of offering Gantz a new rotation deal as prime minister was first reported last week by Zman, the Times of Israel’s Hebrew-language sister site.Gantz reportedly turned down the offer that was eventually made during a Friday phone call, Channel 12 reported, telling Netanyahu “I don’t see that as feasible.”The station assessed that though Gantz refused, in line with his campaign promise to not join a Netanyahu-led government, the offer is still tempting to him because it would enable him to finally become prime minister, a development that has been all but dashed by the collapse of the last unity government. However, were he to accept, it would mark the second time that Gantz would break the same election promise, having vowed to not enter a coalition with Netanyahu before the previous elections as well.Netanyahu and Gantz formed their doomed unity government after the March 2020 election, agreeing that Netanyahu would serve first for two years and then Gantz takes over for another two, which was scheduled to begin in November this year. However, the unity government automatically dissolved at the end of the year after failing to pass a state budget, a development that was widely seen as orchestrated by Netanyahu to prevent Gantz from becoming prime minister.Elections in March were inconclusive, just like the previous three votes, with the Knesset divided between two blocs, a Netanyahu-led group of right and religious parties facing others who want to see the prime minister changed. The justice ministry is being chased by New Hope, Yamina, and some of the left-wing parties in the bloc, while the Labor and Yisrael Beytenu parties are haggling over the Finance Ministry, Kan reported. Also, the Education Ministry is being contested by New Hope and the left-wing Meretz party, according to the station.A change bloc government would also be based on a rotation of the premiership between Lapid and Bennett, according to Hebrew media reports. However, Bennett is said to be facing reluctance from within his own right-wing nationalist party to cooperating with Lapid, and some of his Yamina’s seven lawmakers may not agree to join such a coalition, Channel 12 reported. The mysterious blast seen in central Israel last week was, in fact, a test of solid rocket fuel at a secretive Israeli defense facility, according to an American nuclear nonproliferation expert.Jeffrey Lewis, a professor at Middlebury Institute of International Studies and self-described “arms control wonk,” made his assessment based on satellite images of the site and video footage of similar tests from elsewhere in the world, publishing his findings on his website on Friday.Last Tuesday, a Twitter user uploaded a video of the incident, showing a sudden massive blast of fire and smoke south of Kibbutz Mishmar David in central Israel, in the vicinity of the government-owned Tomer defense contractor, which manufactures propulsion systems for a variety of Israel’s rockets and missiles. Experts agree ownership did not drive outcomes in COVID-19 long term care home outbreaksScience, not ideology, must drive our thinking on sector reform-REVERA

Mississauga, Ontario. March 22, 2021.  We all want answers for why, during the worst pandemic in living memory, Canada’s long term care homes experienced large outbreaks with devastating outcomes. The pandemic impactedthe entire long termcare sector—non-profit and publicly-owned homes aswell as privately-owned onesexperienced severe outbreaks. Understanding the factors that contributed to the likelihood oftheseoutbreaks requires rigorous analysis by experts with relevant academic training in statistical analysis who have professional credentials in the medical and public health fields. Fortunately, this kind of analysis has now been conducted and we have a growing body of work thatcaninformthe discussion on how to bring aboutmeaningful and necessary improvements to the sector.It is tempting to look for simple solutions. Some observers and advocates have taken ideological positions or conducted rudimentary analysis with the view to link the ownership model of long term care homesto outcomes. Over the last year, expert analysis hasconcluded repeatedlythat the extent of community spread is the key factor in assessing the cause of an outbreak,and that the age and design of abuilding is the most statistically significant factor in determining the severity of an outbreak. Ownership model was not a significant factor.Let’s review some of thesestudies.On February 19, the [Ontario LTC] Commission heard from Michael Hillmer, Assistant Deputy Minister, Capacity Planning and Analytics, Ministry of Health. You can read the full transcript of Mr. Hillmer’s testimonyon the Commission’s website. He and his team have closely examined data from both Wave 1 and Wave 2 of the pandemic in long term care homes in Ontario, and have also looked at the data from the lens of ownership model –privately-owned homes, not-for-profit homes and municipally-owned homes. He indicates that his analysis found no association between ownership and outcomes. Specifically, in terms of for-profit versus not-for-profit status and the impact overall through Wave 1 and 2, Mr. Hillmer concluded that ownership model was not a factor “in outbreak, speed or mortality.”Rather, Hillmer’s data review shows that community spread is “the single biggest determinant of whether you have an outbreak.” The review also indicatesthat homes with an older design standard were more likely to experience alarger outbreak, but designwas not a significant factor in whether the home went into outbreak to begin with.The Canadian Institute for Health Information (CIHI) completed an analysis,using complex models and looking at data on a large number of variables, at the request of the Ontario Long-Term Care COVID-19 Commission. Thankfully, vaccination has dramatically reduced COVID deaths following this date. The number of COVID deaths was divided by the number of residents to determine a mortality ratio for each home.A standard statistical test called “multiple regression” was done to figure out whether the ownership model (FP versus NFP) or the presence of three or more people in a room was associated with a higher mortality ratio.The answer is clear. FP ownership was not linked to higher mortality (for statisticians, this factor had a p-value of 0.43). However, the presence of three or four people in a room was strongly associated with higher mortality (p=0.002). Pro-Israel lobby AIPAC, meanwhile, said it would maintain a boycott of Religious Zionism’s Otzma Yehudit faction.The alliance of national religious factions has won six seats, according to a count of over 90% of the vote, meaning its No. 3 candidate, Otzma Yehudit chairman Itamar Ben Gvir, will be one of the 120 MKs in the next Knesset, along with No. 6 candidate Avi Maoz, the chairman of the Noam party, which has made opposing LGBT rights its top priority.The Democratic Majority for Israel, which was founded in 2019 to shore up support for the Jewish state in the Democratic Party, was the first major US group to condemn the development, not even waiting for the final results to come in.The group focused its censure on Ben Gvir, whose Otzma Yehudit faction members describe themselves as disciples of the late extremist rabbi Meir Kahane.“We are appalled to see another small party comprised of racist, Kahanist Jews join the Knesset. Mike Kafka.The launches came a day after US and South Korean officials said the North fired short-range weapons presumed to be cruise missiles into its western sea over the weekend.North Korea has a history of testing new US administrations with missile launches and other provocations aimed at forcing the Americans back to the negotiating table.Still, Thursday’s launches were a measured provocation compared to the nuclear and intercontinental missile tests in 2017 that inspired war fears before the North shifted toward diplomacy with the Trump administration in 2018.Analysts say that the North would gradually dial up its weapons displays to increase its bargaining power as it angles to get back into stalled talks aimed at leveraging nuclear weapons for badly needed economic benefits.North Korea has so far ignored the Biden administration’s efforts to reach out, saying it won’t engage in meaningful talks unless Washington abandons its “hostile” policies.It’s unclear how the Biden administration would respond before it completes its policy review on North Korea in the coming weeks.The missile launches followed a trip by Secretary of State Antony Blinken and Defense Secretary Lloyd Austin to Japan and South Korea last week as Washington pushes to restore its alliances in Asia in the face of challenges from North Korea and China.During the trip, Blinken sternly criticized North Korea’s nuclear program and human rights record and pressed China to use its “tremendous influence” to convince the North to denuclearize.North Korean state media said Tuesday that leader Kim Jong Un reaffirmed his country’s traditional alliance with China while exchanging messages with Chinese President Xi Jinping in an apparent response to Biden’s efforts to coordinate action on North Korea with his allies.The negotiations over the North’s nuclear program faltered after the collapse of Kim’s second summit with then-US President Donald Trump in February 2019, when the Americans rejected North Korean demands for major sanctions relief in exchange for a partial surrender of their nuclear capabilities.Since Trump’s first meeting with Kim in 2018, the North has not conducted nuclear or long-range missile tests, although analysts believe they have pressed ahead with their programs on both.The North has continued short- and medium range missile testing during its suspension of nuclear and long-range tests, expanding its ability to strike targets in South Korea and Japan, including US bases there.Kim Dong-yub, an analyst from South Korea’s Institute for Far Eastern Studies, said the flight data released by South Korea’s military suggests the North possibly tested a new solid-fuel system modeled after Russia’s 9K720 Iskander mobile ballistic missiles.The low-flying missiles, which analysts see as potentially nuclear capable, are designed to be maneuverable so they have a better chance at evading missile defense systems.Kim said it was also possible that the North tested its new multiple rocket launchers or another solid-fuel ballistic system that outwardly resembles the US MGM-140 Army Tactical Missile System.The North had conducted at least 16 launches of the new short-range weapons since they were first revealed in 2019.Trump had been accused of giving North Korea room to advance its weaponry by repeatedly dismissing its short-range missile tests despite the threat they posed to South Korea and Japan.If Biden takes a different approach by imposing additional sanctions over short-range missile launches, the North may use it as an excuse for more provocative tests, including those involving submarine-launched ballistic missile systems, said Cheong Seong-Chang, an analyst at South Korea’s Sejong Institute.Kim Jong Un’s powerful sister last week berated the United States over its latest round of combined military exercises with South Korea that ended earlier this month, describing the drills as an invasion rehearsal and warned Washington to “refrain from causing a stink” if it wants to “sleep in peace” for the next four years.South Korea’s Defense Ministry said the North’s short-range tests on Sunday were its first missile firings since April 2020. Biden played down those launches, telling reporters, “There’s no new wrinkle in what they did.”
