Archaeologists have uncovered a 300-meter (1,000-foot) stretch of a 2,000-year-old aqueduct that carried water from springs south of Bethlehem to Jerusalem’s Temple Mount, shedding new light on one of the ancient city’s most ambitious engineering projects.The discovery was made ahead of plans to build a new neighborhood in southern Jerusalem, where archaeologists and planners hope to incorporate the remains into the future development, according to an announcement Sunday by the Israel Antiquities Authority.The discovery provides new information about the “engineering marvel” that once served as the city’s main water source, Benyamin Storchan, one of the site’s excavation directors, told The Times of Israel. The findings highlight a fascinating — but not very widely known — aspect of Jerusalem’s history, he added.An ancient engineering feat-Access to water has always been a challenge for Jerusalem, situated high in the central plateau of the Judaean Mountains, Storchan explained. Annual rainfall and the water from the Gihon Spring, at the bottom of the Kidron Valley, were not enough to meet the needs of the city during the Second Temple period, especially when its population swelled during the pilgrimage festivals.Constructing an aqueduct to bring water from springs in the Judaean lowlands would have required a technological innovation to bring the water uphill, due to the incline in elevation. So around 100 BCE, Hasmonean kings built a waterway, now known as the Lower Aqueduct, that would transport water 21 kilometers (13 miles) from the three springs known as Solomon’s Pools, south of Bethlehem, to the Temple Mount in Jerusalem.“The construction is not like what you would imagine when you picture the aqueducts in Caesarea or Italy with large bridges and arches,” Storchan said. “It’s much simpler — a wall built of two rows of stones, with a U-shaped channel inside that was plastered and probably covered on top by stone slabs.”The difference in elevation between the starting and ending points of the waterway is only about 30 meters (98 feet), giving the ancient engineers little room for error, Storchan said. That meant water had to flow along a very gentle gradient, dropping just one meter in elevation per kilometer (five feet per mile).The water was guided by gravity, without assistance from pumps or other mechanical devices. In some places, engineers had to cut through mountains and create tunnels because looping around them would lose too much of the gradient, Storchan noted. Cleanout points were installed along the system, providing access to the channel to clear blockages and perform maintenance.“The aqueduct is an engineering marvel,” said IAA Jerusalem District Archaeologist Amit Re’em in a statement. “The thought that about 2,000 years ago they managed to bring water to Jerusalem this way is astonishing.”The system was so well planned that it remained in intermittent use until about 100 years ago, Storchan said. During the Ottoman period, about 500 years ago, ceramic pipes were installed within the original channel to upgrade the system for continued use.A later waterway known as the Upper Aqueduct, channeling water to elites in Jerusalem’s upper city, was more technologically advanced, but the engineering simplicity of the Lower Aqueduct allowed it to remain in use for about 1,000 years longer, Storchan noted.“The initial surveyors did a wonderful job, even though it seems like they did this the harder way,” Storchan said. “They relied on simple mathematical calculations, and showed that our most time-proven tools — the human brain and the desire to build — can be more powerful than sophisticated technologies.”Modern research and development-Over the centuries, portions of the aqueduct system were maintained, modified, and destroyed. Storchan and his co-directors of the excavation, Gil Freid and Rotem Cohen, are trying to understand how its use evolved over time.Different portions of the aqueducts have been uncovered over the years, including recent finds in Jerusalem’s Armon Hanetziv neighborhood, Givat Hamatos, Ramat Rachel and East Jerusalem.
The most recent discovery took place as Jerusalem looks to develop a new residential neighborhood on the southern flank of Ramat Rachel, Storchan said. This project, currently known as the Lower Aqueduct plan and many years from completion, is expected to eventually include up to 1,800 residential units and connect Ramat Rachel with the adjoining neighborhoods of Giv’at HaMatos and Har Homa. (It will also block a potential contiguous expansion between East Jerusalem and Bethlehem, to the dismay of international organizations.)-The Israel Land Authority and the Israel Antiquities Authority will work together with archaeologists to integrate the aqueduct’s history into the community’s identity.In other neighborhoods, sections of the aqueduct appear as isolated remnants, surrounded or overshadowed by later buildings, without offering a sense of their historic significance, Storchan said. However, for the new development, government bodies planned the project around the archaeology from the beginning.“One of the dreams is to create a promenade along the aqueduct, keeping the integrity of the ancient remains and placing them front and center,” Storchan said. “The archaeology will visible as you enter the neighborhood, and people there will know about it.”The IAA also plans to create a continuous park that will allow people to walk alongside the aqueduct from southern Jerusalem to the Old City, Re’em noted.Meanwhile, researchers are also working on a new effort to map the aqueduct’s exact course. While scientists have had a rough map of the route for years, only about two kilometers of the 21-kilometer route has actually been excavated.Freid has used high-precision satellite technology to establish what he believes is the exact path of the waterway, at least in the area north of the modern Jerusalem neighborhood of Gilo. (Excavations in the West Bank are controlled by a different organization.)-This research, which will be presented publicly at the “New Studies in the Archaeology of Jerusalem and its Region” conference this week, can help researchers reconstruct the route where modern construction has erased the physical remains, Storchan said.Meanwhile, more work remains to be done to uncover the ancient aqueduct’s secrets, Storchan said.“What we’re doing is filling in small pieces of the puzzle,” he said. “Different segments have been uncovered over the last century, and today, we are capable of asking questions and researching aspects that you couldn’t have dreamed of a few decades ago.”“The more we uncover now,” he said, “the better questions we can ask in the future.”

The EU is moving closer to a common set of customer identity verification requirements under its new Anti-Money Laundering Regulation (EU) 2024/1624 (AMLR).The Authority for Anti‑Money Laundering and Countering the Financing of Terrorism (AMLA) has published its final report on draft Regulatory Technical Standards (RTS) under Article 28(1), setting out how obliged entities should conduct customer due diligence across the bloc.The draft RTS aim to harmonize identity verification practices, ensuring that data collected during onboarding is consistent across Member States. The standards recognize differences in how identity information is presented and allow verification as presented in passports, national IDs or equivalent documents.The framework also recognizes electronic identification means and qualified trust services under the eIDAS framework, including the forthcoming European Digital Identity Wallets (EUDI Wallets) provided they meet “substantial” or “high” assurance levels.The draft RTS require documents to meet minimum conditions for information and security features, including alignment with ICAO standards, and mandate authenticity checks to detect forgery or tampering.Where customers cannot use either physical documents or eIDAS‑compliant solutions, obligated entities may apply alternative digital verification methods but only on a case‑by‑case basis and with justification. These alternatives must meet strict requirements for quality, security and confidentiality.Identity verification providers have already begun positioning products around the incoming AMLR requirements. IDnow is issuing qualified, signed reusable credentials through its Qualified Trust Service Provider arm ahead of the July 10, 2027 application date. Hopae has launched an eIDAS 2.0 and AMLR onboarding readiness tool, while Shufti has introduced a unified compliance platform aimed at helping firms prepare for the regulation.The report also highlights the expected implementation costs for financial institutions and other obliged entities. One‑off expenses will come from updating AML/CFT policies and redesigning onboarding processes, adapting IT systems and training staff.Recurring costs are anticipated from expanded data collection and ongoing re‑verification, screening and compliance oversight. Feedback respondents warned that duplication of information already available in public registers could further increase operational workloads.The draft RTS has been submitted to the European Commission for adoption before publication in the Official Journal. Officials from three Libyan government ministries and the country’s Customs Authority have undergone specialist training on biometrics and document security at the Italian State Police Academy (CAPS) in Cesena as part of an EU-backed initiative aimed at strengthening the country’s integrated border management.Through the initiative, the EU Border Assistance Mission in Libya (EUBAM Libya) is supporting Libyan authorities through technical advice, specialized training and the exchange of expertise on border management. EUBAM Libya is a civilian, non-executive EU mission.Participants from the Ministries of Interior, Defense and Foreign Affairs, together with those from the Customs Authority, received training on document production and security features, electronic documents, biometrics, and the detection of fraudulent and manipulated documents, according to EUBAM Libya.The training was followed by a visit to Ancona International Port, where participants observed Italian authorities conducting live document and identity checks, using interoperable databases, and carrying out currency checks and risk-based customs inspections, including scanner use.Libya is a major transit country for migrants from Africa seeking to reach Europe, including Italy, via the central Mediterranean. The training in Italy comes at a time when Tripoli is discussing the modernization of physical security and inspection infrastructure at its airports, seaports and land crossings.During a recent visit to the United States, Libya’s Interior Minister, Maj. Gen. Imad Trabelsi, met with representatives of Rapiscan Systems and S2 Global to discuss border and entry-point security, Libya Herald reports. Those discussions covered non-intrusive screening technologies for vehicles, containers, cargo, luggage and individuals, as well as systems for detecting explosives, narcotics, radioactive materials and contraband. They also discussed X-ray image analysis and screening data management.The parties also discussed linking screening results with shipment information, operational data and security databases to provide a broader view of inspection operations, support risk assessment and identify cases requiring further scrutiny. The proposed approach could allow for comprehensive screening or multi-stage risk-based processes.Libya’s efforts reflect developments in a number of countries where governments are taking measures to build integrated border management systems, including through biometrics, partnerships and coordination.Salah Sakli, former central director of the Tunisian Border Guards, highlights the importance of coordination and cooperation across agencies and between countries in an opinion piece published by Africa Defense Forum.Sakli argues that stronger coordination is needed to tackle terrorism, trafficking, irregular migration and other transnational threats. Ethiopia’s National ID Program (NIDP), re-established in August as Faydaverse Digital Solutions, has launched a public sandbox environment for the Fayda digital ID, allowing developers, innovators and early-stage startups to test authentication APIs before going live.The sandbox announcement was made via a LinkedIn post. Faydaverse is the newly created commercial public entity tasked with developing and scaling Ethiopia’s digital public infrastructure.“We have opened up the Fayda Partner Portal so developers, innovators, and early-stage startups can freely experiment with live APIs in a dedicated sandbox environment,” the announcement stated.Using the portal, developers can test Fayda authentication, integrate it into their applications and prepare to move to production after testing. According to the announcement, the accompanying technical documentation includes API references, guidance on the eSignet OpenID Connect authentication flow, and code examples for implementing integrations. After testing, developers can validate their product using the VeriFayda authentication platform before proceeding with the launch.The launch of the sandbox comes as Ethiopia moves ahead with its digital ID program, with a shift from just enrollment to practical use cases. Launched at scale in 2023, Fayda has recorded more than 52 million registrations, 150 integrated partners and over 208 million eKYC verifications, as of October 9.Faydaverse says the sandbox, which opens the testing environment to a wider developer community, aligns with its strategy of making the national ID useful across an expanding range of government and private-sector services. Executive Director Yodahe Zemichael echoed this idea in July while speaking about Fayda’s steady growth.The sandbox, according to officials, is also aimed at encouraging more developers to build within the ecosystem of an ID that authorities intend to make more usable across a growing network of services in the country. It reflects the growing recognition that DPI value depends largely on the breadth of services built on top of it. Ethiopia is therefore seeking to encourage experimentation before formal business formation, rather than waiting for established companies to integrate the system.The move, among other things, demonstrates the role of sandboxes in accelerating digital public infrastructure adoption and the importance of developer-led DPI ecosystem building.Recently, Saint Lucia announced plans to establish a regulatory sandbox for digital identity and financial technology, as Caribbean countries look beyond enrollment towards practical applications that can improve access to services and support regional integration.Another example is India’s Aadhaar ecosystem, which provides a developer sandbox for testing authentication and eKYC integrations.

It’s getting harder to know your customer. The AI era has been seismic for traditional KYC processes, which have proven themselves unable to stand up to the force. Automation and agentic activity have run harder into some industries than others, with crypto firms reporting some of the highest rates of automated activity among users undergoing identity verification.Providers are responding with reusable identity solutions that aim to limit friction while plugging holes in security architecture.Regula report highlights importance of traceability-A new report from Regula Forensics shows that crypto firms have higher rates of AI-assisted or automated activity for customers performing identity verification. According to the Crypto KYC Snapshot Report, whereas only 31 percent of respondents in other sectors confirmed AI automation, the number among surveyed crypto firms rises to 44 percent.In a release, Henry Patishman, executive vice president of identity verification solutions at Regula, notes that the use of AI or automation by someone undergoing identity verification does not, in itself, indicate fraud. “An AI agent may be acting legitimately on behalf of a customer. However, automation can also be used to scale attacks or manipulate the verification process.”Interestingly, document fraud represents the biggest concern for crypto firms, ahead of deepfake or AI-generated impersonation, stolen identity media, and AI agents or automated systems. Regula says “the document remains a strong identity anchor, while fraud can target either the document itself or the connection between that document and its rightful holder.”The key is traceability. Crypto, unsurprisingly, is also better at establishing full decision traceability than other surveyed industries, with 62 percent (versus 49) saying “their organizations can fully reconstruct an identity decision, tracing all contributing systems, evidence, and decision logic.” Crypto also faces the highest levels of external requests to explain identity decisions, at 87 percent.According to Patishman, the real challenge in securing automated systems is “understanding who is acting and whether the evidence supports that control.”“To tell these situations apart, organizations need enough context. That means choosing checks based on the risk of the interaction and preserving the evidence behind the decision. If a case is questioned later, the team should be able to see what was presented, what the checks found, which rules were applied, and why the final decision was made.”Noting the financial consequences that can result from identity verification errors – 48 percent of crypto respondents associate incorrect IDV results with financial loss – Regula says the findings demonstrate the continued importance of document authentication alongside controls for biometric impersonation and manipulation.Beyon Connect enables IDV for Rain crypto platform in Bahrain-Beyon Connect has announced the successful integration of Rain, a regional cryptocurrency exchange for Bahrain, into its revamped eKey 2.0 ecosystem – the company’s digital identity and authentication platform, which supports Bahrain’s national digital ID in collaboration with the Information & eGovernment Authority (iGA).Per a release, the integration of eKey 2.0 “enables new customers to verify their identity, complete electronic Know Your Customer (eKYC) procedures, and make their first trade within minutes.” Once verified through eKey, Rain customers can use BenefitPay to make trades.Richard Budel, Chief Executive Officer of Beyon Connect, says “Rain’s adoption of the revamped eKey 2.0 demonstrates the role Bahrain’s Digital Authentication of National Identity platform and eKYC solution play in enabling organisations to deliver faster, more secure digital experiences while strengthening customer trust.”“We’re proud to support Rain in leveraging this trusted national platform to simplify customer onboarding and contribute to a more connected, secure and innovative digital ecosystem in Bahrain.”Sumsub’s Reusable KYC Gateway consolidates ID checks for MiniPay-Sumsub has launched its Reusable KYC Gateway, and announced that stablecoin wallet MiniPay is the first live integrator, “giving its users a shared verification experience across MiniPay’s partner network,” according to a release.The integration means MiniPay does not need to handle, store or control sensitive personal data, and that users can verify once and reuse that verification across MiniPay’s partner ecosystem, which operates across more than 70 countries with over 20 million wallets. This is a marked improvement on the current model, in which each partner runs its own separate KYC process.Per the release, “users verify once with Sumsub, then unlock each new regulated partner service in MiniPay’s network with a single tap. When a MiniPay user is prompted to verify, they either draw on one of the 15 million pre-existing Sumsub IDs or complete a new check with an ID document and a selfie.”“Repeated KYC checks across the same ecosystem are inconvenient for everyone, and one in three applicants we see have already verified with us before,” says Andrew Novoselsky, chief product officer at Sumsub. “Reusable KYC Gateway puts that reuse to work for MiniPay’s users, giving them a single verified identity that works throughout its entire partner network, with full control over what they share and with whom.”MiniPay partners say that, since the transition, they have seen verification conversion rise from approximately 70 percent to 95 percent, and KYC completion time fall by up to 50 percent.Chain IT MPC wallets use face biometrics for final authority checks-ChainIT Inc. has announced production availability of its organizational Multi-Party Computation (MPC) wallets, which a release says bring the “Your Face Is Your Password” model to Web3, connecting passwordless ChainIT ID with transaction-specific authority checks before signing using a personal authorization key.“A password is not a verified identity, and logging in is not authority to move company assets,” says Jeremy Blackburn, CEO of ChainIT. “ChainIT connects who you are, what you are authorized to do and the transaction you approve. Your face is your password. Your authority is verified before the wallet signs. That is a Web3 solution for Web3 companies.”Technically, ChainIT ID leverages biometric liveness, device verification and cryptographic proof of identity in the organizational wallet flow, ensuring a wallet approval is valid, that the holder is still an active member of the organization, and that the approval matches the exact action and transaction being requested.Per the release, the organizational wallet’s signing key is represented by two separate cryptographic shares, each protected inside an isolated AWS Nitro Enclave; “both enclaves must participate to produce a standard Ethereum-compatible signature without reconstructing the complete private key.” The objective, the company says, is to connect not only who may transact, but also who may change the permissions governing future transactions.Cardano Foundation launches programmable token-The Swiss not-for-profit Cardano Foundation, which works to advance the public decentralized blockchain platform Cardano as a public digital infrastructure, has announced that its new programmable token standard, CIP-0113, is live on Cardano mainnet.A release says that means issuers of stablecoins, tokenized funds, bonds and other regulated assets can now use the token standard to build compliance rules such as KYC and AML checks, sanctions screening, freeze and seize, and transfer restrictions directly into their tokens.Frederik Gregaard, CEO of the Cardano Foundation, says regulators have been clear about what tokenized financial assets need. “The rules have to travel with the asset and be enforced every time it moves. Cardano can now do that natively, and we believe the way we do it is unique. Programmable tokens on Cardano remain native assets on the ledger, with compliance enforced by the network itself rather than by a wrapper or a closed system.”“For banks, fund managers and stablecoin issuers deciding where to tokenize, that moves the conversation from what Cardano could do to what it does.”A separate announcement confirms that the Cardano Foundation has spun out an independent commercial entity, Veridian. Veridian shares have been tokenized using the CIP-0113 programmable token standard on Cardano.CEO Thomas A. Mayfield says the company spent three years building verifiable credentials for the agentic enterprise inside the Cardano Foundation. “As an independent company, we can now take it to the governments and enterprises that need it.”Veridian will be seeking strategic partners and investors in 2027.

Travelers can already move through airports and some land-border checkpoints without breaking stride, while mobile pre-registration is pushing identity checks further upstream. The use case still has room to grow, but longstanding concerns about surveillance and overreach remain just as relevant.Several notable numbers in digital public infrastructure also made headlines on Biometric Update this week.Pace picks up for walk-through biometric borders-U.S. CBP has begun testing walk-through facial recognition technology from NEC, Paravision and AiFi at a land border crossing in Texas. RIVR-2 adds international passports to the state-issued ID cards used in the previous version, as well.Data collected by agents with DHS’ Homeland Security Investigations as they observe arrests by ICE, including facial recognition results, is being fed through Palantir software to border agents. Border agents can then apply enhanced screening to those HSI agents believe pose operational or safety concerns.This arrangement is part of the context of the IBIA’s call for Congress to expand biometric screening at land borders while also imposing enforceable limitations on profiling. The House Intelligence Committee’s recommendation that CBP build traveler profiles needs clear restrictions if it is to offer more than what license plate recognition systems currently do without replicating the surveillance systems used by authoritarian governments.Even physical travel IDs are changing, with ECOWAS running public awareness campaigns ahead of a December mutual recognition target for its ENBIC biometric ID cards for cross-border travel within the region.DPI beyond the numbers-On the heels of his recognition among the “DPI 50,” Tariq Malik argues in an interview with Biometric Update for more customized approaches to building digital public infrastructure in Africa. Newly released records show U.S. Immigration and Customs Enforcement (ICE) amassed tens of millions of voter records and investigated more than 120 nonprofit organizations using identity-matching technology, commercial databases, and federal law enforcement and financial intelligence systems.ICE investigators also scrutinized charitable funding, contemplated undercover operations against voter registration groups, and prepared “enriched” voter election data for possible use in its immigration enforcement targeting system that was developed by Palantir Technologies.“Enriched” means ICE Homeland Security Investigations’ (HSI) Innovation Lab (iLab) processed voter records alongside other information to make them more useful for identifying and investigating potential targets.The revelations starkly contrast with ICE reports that repeatedly describe investigations that produced no “derogatory” findings, exhausted investigative leads, and yielded no evidence of voter fraud while providing no accounting of convictions resulting from its mass voter data analysis or investigations of nonprofit groups.The scale of HSI’s nationwide election operation was massive. ICE reported generating more than 2,000 investigative leads across 49 field offices during 2025, with 68 cases presented for prosecution.By May 25, 2026, the agency had initiated 418 voter-fraud cases, 318 of which had not been referred for prosecution.Although the records identify individual criminal arrests, indictments, and prosecutions, they provide no comprehensive conviction figures or evidence showing which cases, if any, resulted from the analytical processing of millions of voter records.The findings emerge from internal ICE records released October 7 by Democracy Forward following Freedom of Information Act litigation.Beyond the investigative outcomes, the documents show how ICE was developing a potentially enduring infrastructure to acquire, enrich, and analyze Americans’ election information; identify individuals and organizations for investigation; and prepare some of that information for possible transfer into a controversial operational immigration enforcement system developed by Palantir.The records do not establish that voter information was ultimately transferred into Palantir’s Enhanced Leads Identification & Targeting for Enforcement (ELITE) application used by ICE Enforcement and Removal Operations (ERO) agents.Democracy Docket reported that a source familiar with the matter said the data had not been integrated.A Palantir spokesman told WIRED Thursday that “voter roll data has never been integrated into ELITE.”A Department of Homeland Security (DHS) official Biometric Update managed to speak briefly to on background, said they couldn’t “say for sure” that the data “didn’t make its way into the system … there’s a lot of secrecy surrounding this right now because of everything that’s going on. That’s really all I can tell you.”Millions of voter records enter HSI’s analytical machinery-By late May, HSI reported ingesting about 50.6 million voter records from the Department of Justice (DOJ), with processing underway in priority states including Texas, Pennsylvania, California, New Jersey, Minnesota, Michigan, Arizona, Florida, Georgia, and Ohio.Another 48.4 million records came from independent sources attributed to DHS Deputy Assistant Secretary Heather Honey, a 2020 election denier.HSI reported that the datasets were with its Innovation Lab for secondary enrichment and identification of “high-value targets.”A separate workstream involved records derived from U.S. Citizenship and Immigration Services (USCIS).By June 1, HSI had prioritized 26,563 USCIS-derived records for further screening. Of those, HSI had processed 2,290, and distributed 1,586 investigative leads to 24 field offices. Another 24,273 records remained pending.The documents do not conclusively establish that iLab generated those specific leads or that every collection underwent the same analytical process.Nevertheless, HSI described an operation that included voter roll acquisition, data enrichment, intelligence analysis, lead development, field validation, and identifying organizations suspected of facilitating unlawful voter registration or voting.The reports provide substantially less information about the methods used to match identities, the accuracy standards governing those comparisons, or how investigators distinguished outdated or conflicting records from evidence of criminal activity.Nonprofit investigations produce limited findings-HSI’s internal reports provide a more detailed accounting of its investigations into civic organizations.In Pennsylvania, investigators reviewed 82 nonprofit organizations and flagged two for further examination. A separate review involving visa sponsorship produced no determination of voter fraud.In New Jersey, investigators examined approximately 41 voter-registration organizations identified through the commercial nonprofit databases Candid and Cause IQ, along with three organizations identified through open-source research.Investigators checked the organizations against Palantir’s Investigative Case Management system, Athena Toolbox – a data analysis and software platform developed by Sandia National Laboratories – and resources from the Treasury Department’s Financial Crimes Enforcement Network. DHS Science and Technology Directorate announced RIVR-2 on September 21, emphasizing industry collaboration and the need for defenses to evolve faster than AI-generated documents and real-time impersonation attacks. A September 30 technical webinar provided the next layer: quantifying gaps from RIVR-1, detailing how the next four tracks will be evaluated, and outlining a faster, recurring testing model.RIVR-1 shows different convenience and security bottlenecks-DHS used the webinar to present RIVR-1 results through the separate lenses of convenience for legitimate users and security against fraud.On convenience, DHS reported that about one in four legitimate users failed to complete the full remote identity workflow. The component results show differences across the three technologies: median success was 99 percent for selfie-to-document matching (SMTD) and 96 percent for presentation attack detection (PAD), compared with 79 percent for identity document validation (IDV).Security produced a different set of results. Selfie matching detected 99.99 percent of impostors across more than 7.8 million attempts, while the median IDV system detected 87 percent of fraudulent IDs across more than 1,900 IDs representing all 50 states. The median PAD system detected 53 percent of presentations using the attack instrument that was most successful against the tested systems.The results put the RIVR-2 tracks in context: document validation recorded the lowest legitimate-user success rate, while PAD recorded the lowest detection rate against the attack highlighted by DHS.
RIVR-X creates a track for emerging technologies-IDV, SMTD and PAD remain the main RIVR tracks, while biometric deepfake detection (BDD) becomes the first evaluation under RIVR-X, an experimental series for emerging technologies.DHS also outlined plans to move toward approximately twice-yearly evaluations, creating opportunities to identify areas for improvement and test updated technologies in subsequent rounds.IDV expands the evidence and sets benchmarks-RIVR-2-IDV is open to commercial technologies currently in deployment, rather than systems still in pilot.Maryland Test Facility (MdTF) technical requirements specify a sequestered dataset, with no sample images provided, containing genuine and fraudulent U.S. driver’s licenses and state IDs from multiple issuing authorities, along with international passport face pages. Images include rotation, optical blur, perspective distortion and captures from different smartphone makes and models.Evidence validation examines document format and completeness, expected security features, and signs of tampering or counterfeiting, including deepfakes. The technical requirements set a 10-second processing threshold and five-second goal. System error, document false reject and document false accept rates each have a 10 percent threshold for high performance and a 1 percent goal for excellent performance. Results can be disaggregated by factors including issuing authority and imaging smartphone.RIVR-2-IDV also uses what DHS calls a “failure is suspicious” policy. A system error on a genuine document counts as a false rejection, while an error on a fraudulent document is treated as a fraudulent-document detection. A system therefore does not have to successfully process and explicitly classify a fraudulent document for that transaction to count as detected under the methodology.Deepfake testing also intersects with IDV. Providers can opt into RIVR-X testing against digitally generated or manipulated document images, extending the evaluation to how IDV technologies respond to this type of document evidence.Selfie matching gets tougher images-SMTD recorded the highest legitimate-user success and impostor-detection rates among the RIVR-1 results DHS presented. RIVR-2 adds image conditions intended to examine performance with more challenging inputs.MdTF says the sequestered dataset includes selfies varying in pose, expression and illumination, along with rotation, optical blur, perspective distortion and images from different smartphone makes and models. New for RIVR-2 are common selfie-quality degradations, including photos taken in low light.The addition allows matching performance to be measured when selfie illumination is less favorable than under well-lit conditions.SMTD is measured through failure-to-extract, false non-match and false match rates, with biometric comparison evaluated at a system-provided operating threshold corresponding to a false match rate of one in 10,000.PAD gets regularly updated attack instruments-RIVR-1 results presented by DHS showed the median PAD system detecting 53 percent of the most successful presentation attack.RIVR-2 will evaluate active and passive PAD using multiple presentation attack instruments that DHS says will be updated regularly, with performance measured using BPCER and APCER.RIVR-X combines deepfake detectors, datasets and generation methods-For biometric deepfake detection, DHS described an evaluation involving detectors, deepfake datasets and generation methods. The evaluation is intended to examine which generation methods are difficult to detect and whether detector performance generalizes across different methods.Participating detector providers will be asked to contribute 1,000 deepfake images representing attacks their own technology detects successfully but that may be difficult for other detectors. DHS is also seeking contributions of deepfake attack data from other organizations.The approach means participants can contribute both detection technologies and attack data to the evaluation. DHS said the contributed datasets will support comparisons involving different deepfake-generation methods.DHS is also planning a Biometric and Identity Deepfake Detection Technical Exchange involving government and industry experts. The exchange will address development of an ongoing evaluation framework, including how sources of genuine and deepfake media can change over time while protecting commercial intellectual property.Testing runs into 2027-Applications for IDV and SMTD are due October 16, with acceptance notifications scheduled for October 30 and systems due for testing by November 20.PAD and BDD applications are expected to open in December, with testing extending into 2027.From aliased results to a different buyer-vendor conversation-RIVR results can change the traditional vendor conversation. Instead of starting with claims such as “we have the industry’s best document validation,” “our face matching is highly accurate,” or “our technology stops sophisticated attacks,” buyers can start with independent test results.There is an important limitation in RIVR-2: results will be aliased by default, although participating companies can choose to identify themselves. Buyers will not automatically be able to associate every published result with a vendor.Buyers can still ask whether a vendor participated and, if so, whether it will disclose its alias and results. Where vendors identify themselves, the conversation can move to measured performance: Where did the technology trail stronger-performing systems? Why? What is the roadmap for addressing those gaps, and when will improvements be delivered? DHS expects this model to change with RIVR-3 and subsequent evaluations, when company names will be associated with results by default. If implemented as described, buyers would no longer depend on voluntary disclosure to connect performance with a provider, and participation in independent testing could become a qualification criterion for some procurements.For vendors, recurring evaluations provide measured results that can identify areas for further development and opportunities to demonstrate improvement in subsequent rounds. For researchers and standards organizations, the evaluations provide data on unresolved gaps across document validation, presentation attacks, degraded biometric imagery and deepfake detection.RIVR-2 expands the scope and frequency of that testing, while DHS’s planned move to named results in RIVR-3 would make vendor performance directly attributable by default.

U.S. Customs and Border Protection (CBP) has taken another step toward closing one of the government’s biggest remaining gaps in its biometric entry-exit system by testing facial recognition systems that can capture pedestrians as they walk out of the U.S. at a busy Texas border crossing.The Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T) said it tested three industry solutions at the Progreso International Bridge after CBP asked the directorate in October 2025 for technology that can securely and efficiently confirm pedestrian departures using biometrics.More than 1.1 million pedestrians leave the U.S. for Mexico through the crossing annually, according to the bridge director.The demonstration is particularly significant because pedestrian land exit has remained one of the unfinished portions of a biometric entry-exit system Congress first mandated decades ago.It also comes as CBP has access to a large new pool of money to move such technology beyond testing.The Secure America Act, signed into law on June 10, appropriates $3.45 billion to CBP through September 2029 for border security, technology, and screening.Among the purposes Congress specifically authorized are “necessary expenses, including the deployment of technology,” for the biometric entry and exit system required by the Intelligence Reform and Terrorism Prevention Act of 2004.The money is not exclusively earmarked for biometrics and can also support inspection equipment, AI, surveillance technology, air and marine systems, and other border operations.Biometric Update reported in June that the account sits within nearly $70 billion in new DHS funding through 2029, although Congress did not specify how much of the technology money CBP must spend on facial recognition or other biometric systems.The Progreso field test took place in May, shortly before Congress enacted the new funding. The work now provides a clearer picture of one capability that could eventually draw on that money, although DHS has not said it will purchase any of the tested systems.Land exit remains the difficult piece-CBP already uses facial comparison extensively at airports, seaports, and pedestrian land-border entry lanes. Exit has been much harder at land crossings because travelers generally are moving away from U.S. inspection facilities, and stopping large volumes of pedestrians or vehicles to collect biometrics could create significant congestion.That problem was still unresolved when DHS finalized sweeping biometric entry-exit regulations last year.The final rule, effective Dec. 26, 2025, removed regulatory limits that had confined biometric exit to pilot programs and provided that all non-U.S. citizen travelers subject to the rule may be photographed upon entry and departure.But CBP acknowledged that it still lacked a feasible solution for broad biometric exit deployment in the land and sea environments. CBP said it had implemented comprehensive facial biometric processing at air, sea, and pedestrian land entry, but only at air exit.The agency said it would publish another Federal Register notice before undertaking large-scale biometric exit implementation at land or sea ports.The Progreso test appears aimed squarely at that gap.S&T initially invited six companies to the Maryland Test Facility for capability demonstrations early this year. CBP and S&T selected three systems for additional testing, two from NEC National Security Systems and a joint solution from Paravision and AiFi.The work was conducted through Cooperative Research and Development Agreements, with the companies covering their own participation costs.Before moving to Texas, S&T constructed a replica of the Progreso pedestrian exit environment in Maryland so the vendors could install and refine their systems under controlled conditions.They moved to the actual crossing in May.Faces captured without stopping pedestrians-The operational problem was considerably different from capturing a face at an airport kiosk or boarding gate.-Systems had to obtain usable images of people walking through an outdoor corridor while handling different heights and walking speeds, hats, sunglasses, and umbrellas, as well as changing daylight and nighttime lighting.NEC demonstrated its SmartID Express and NeoFace Express systems. NEC National Security Systems President Todd Morris said the systems captured what the company characterized as high-quality facial images of thousands of pedestrians per day under outdoor conditions.The Paravision-AiFi approach combined facial recognition with AiFi’s spatial-analysis technology to analyze pedestrian movement through the capture area and select facial images suitable for biometric matching.DHS said the vendors used AI and other technologies to construct a three-dimensional model of the capture zone, observe pedestrian movement, and select facial images suitable for matching against CBP’s Traveler Verification Service, the agency’s cloud-based facial matching system.Cameras were positioned at different heights and locations around the pedestrian walkway, and testing continued after dark with different lighting configurations.U.S. citizens were told through English- and Spanish-language signs that they could decline biometric collection, and a separate opt-out lane was provided. DHS said the biometric entry-exit mandate applies to non-U.S. citizen travelers.CBP Biometrics Program Office Director Larry Panetta said image capture “exceeded expectations” during both daytime and nighttime testing and said the technology could serve as a “force multiplier,” allowing CBP to deploy its resources more effectively.In its September 1 account of the test, DHS did not publish quantitative recognition or capture-success rates, false-match figures, demographic performance results, or comparative scores for the three systems.That leaves the Progreso trial as an operational assessment rather than a procurement decision.Still, it marks a notable progression from where CBP stood when it issued the biometric rule less than a year ago.The agency then said it was still searching for a feasible way to perform biometric exit at land borders.It has now tested multiple walk-through facial capture systems under live border conditions, while Congress has separately provided a multibillion-dollar technology account that expressly allows money to be used to deploy the biometric entry-exit system.CBP has already said that before it implements large-scale biometric exit at land ports, it will publish the details in the Federal Register and seek public comments.

After an audience with Pope Leo XIV on October 9, Mirjana Spoljaric, President of the International Committee of the Red Cross, spoke to Vatican News, saying the meeting was of great importance to her and her organization, as well as to the entire International Red Cross and Red Crescent Movement.She said that both the ICRC and the Church seek greater respect for the rights of civilians—innocent people affected by war, whose lives must be saved and who must be protected from armed violence.Leaders must reaffirm the rules that protect people-“We are currently preparing for an exceptional initiative's final stage, which is the convening of an international conference at the end of the year in Jordan that will be hosted by His Majesty King Abdullah II,” Ms. Spoljaric said, referring to the conference planned for December 7.She expressed her hopes that the conference will bring together heads of state “to reaffirm faith in the fundamental rules and principles of international humanitarian law, which are meant to protect human dignity and uphold humanity at all times.”So far, 122 countries have expressed their intention to participate in the conference, with more joining almost every day.“The fact that almost every day another country joins gives me a lot of hope that we will have a very successful conference in December,” the ICRC President said.She added that “the Vatican has been supportive throughout the process and from the very outset.”The conference is being organized because “the world needs to hear their leaders reaffirm the validity of the basic rules to protect humanity.”The need is even more urgent, she noted, because the ICRC currently classifies more than 130 conflicts worldwide. And this, as we know historically, precedes the worst crimes and atrocities,” the ICRC President warned.Ban autonomous weapon systems-She pointed to another threat raised by the Holy See at international events: the use of artificial intelligence and autonomous weapon systems on the battlefield.Ms. Spoljaric is deeply concerned about the development of such weapons and sees significant scope for cooperation between the ICRC and the Holy See in addressing the threat.“We need to ensure at all times that there is human control and human accountability over the decision of who is going to live and who is going to die in a situation of armed violence and conflict,” she said.She noted the low cost of the technologies involved: drones are inexpensive, while artificial intelligence remains unregulated.“So, if you combine the two, without any restraint, without any normative barriers, you create potentially a weapon that will easily get out of control and that will become extremely indiscriminate with regards to its targets.”Together with the UN Secretary-General, Ms. Spoljaric has called for a legal framework that would ban certain types of weapons, particularly fully autonomous weapons.She hopes states will begin negotiations at the Review Conference of the Convention on Certain Conventional Weapons, to be held in Geneva in mid-November.“And I hope that states will seize this opportunity,” she said.We must speak about peace-Ms. Spoljaric expressed her appreciation of Pope Leo XIV’s consistent calls for peace and dialogue.“The fact that we converge in the call for peace increases our authority in raising awareness that we cannot continue this current trend,” she said.“That we have to stand up and do everything we can within our mandates, within our authority and respective roles to promote the establishment of pathways to peace.”“I think the time has come where we have to speak about peace loudly. And this is why we need a global initiative. We don't want a contextualized conference where we finger-point,” she stressed.The ICRC President believes that all countries should be involved in working for peace, including those far from conflict zones.“It pertains to all states and all states today have a responsibility to de-escalate.”“We live in a globalized system,” she said. Countries are connected through partnerships and economic interdependence and therefore share responsibility for developments far beyond their own borders.“All the dangerous global trends that are converging at the moment are only going to be managed through international cooperation. We cannot unpack these different conflicts that are already cross-regional. We cannot unpack them by working alone.”“No party to the conflict remains isolated from others. We are speaking today about a global challenge, so we have to address it collectively.”Peace begins with humanitarian action-The ICRC hopes Pope Leo XIV’s constant calls for peace and for the dignity of every person will be upheld. As President of an organization providing humanitarian assistance in conflict zones, Ms. Spoljaric is convinced that the first steps toward peace are almost always humanitarian.“It can be the return of civilians, safe passage, the delivery of humanitarian assistance. It can be a large-scale exchange of prisoners of war. The means towards the confidence that you need to re-establish in order to come to a ceasefire agreement are humanitarian.”She added that the Geneva Conventions provide a reference framework that makes such steps possible.“And the Geneva Conventions give you a reference framework to do this. Especially because they have been ratified by all and still today all states are parties to that convention or humanitarian architecture as a whole.”Returning to respect for international norms-Asked how to reverse the growing tendency to impose peace on others through force, domination, weapons and war, Ms. Spoljaric noted that the urge to dominate is rooted in human nature, but must be restrained by established norms governing relations between people.In today’s complex world, she believes, regulating certain areas has become even more important “because otherwise they get out of control.”Wars are getting out of control because they are no longer confined to a single territory, while military cooperation involves an increasing number of states.“We have to accept the fact that the human being is belligerent. And we have to compensate it with the fact that at core the human being is also seeking peace because the human being knows that chances of survival are far greater in peace and the chances for our children to thrive are far greater in peace.”According to the ICRC President, international agreements and norms must once again be given priority.“And this is why we rely on agreements and this is why we have to come back to these agreements and say we have to prioritize them in the future. We have to do more. It is our responsibility.”
