WASHINGTON — U.S. Secret Service Director Kimberly Cheatle has stepped down after widespread calls from lawmakers for her to resign following the assassination attempt of former President Donald Trump, three sources told NBC News.

An official public announcement on her resignation is expected later this morning, two law enforcement sources said.In her resignation letter, obtained from a senior official who received it, Cheatle wrote that the "scrutiny over the last week has been intense and will continue to remain as our operational tempo increases." She added she takes "full responsibility for the security lapse.""In light of recent events, it is with a heavy heart that I have made the difficult decision to step down as your Director," she wrote.Cheatle’s resignation comes a day after she faced questions from angry lawmakers from both parties who were exasperated over the Secret Service’s failure to protect Trump.“I’m not going to get into specifics of the day,” Cheatle testified, citing an ongoing investigation. “There was a plan in place to provide overwatch, and we are still looking into responsibilities.”Both Democratic and Republican committee members said she should resign over her "incompetence" and her "lame excuses."“You’re full of s--- today!” Rep. Nancy Mace, R-S.C., said, slamming Cheatle for dodging questions and being “completely dishonest” about her cooperation with the committee. But Cheatle said there had been a “very short” period between when the shooter, Thomas Matthew Crooks, 20, was reported as potentially suspicious and when he began shooting from a rooftop at the July 13 rally.After a Senate briefing Wednesday on the assassination attempt, two sources familiar with the proceedings said that window of time was 62 minutes.The sources also said Secret Service agents spotted Crooks on a rooftop 10 minutes before Trump took the stage, and 20 minutes elapsed before he opened fire.  Trump has said he was shot in the upper part of his right ear. A former fire official, Corey Comperatore, died in the shooting. Two others were injured and hospitalized, and their conditions have improved.

Vice President Kamala Harris will not preside over or attend Prime Minister Benjamin Netanyahu's joint address to Congress on Wednesday. Instead, Sen. Ben Cardin, D-Md. will oversee the event, two Congressional aides told NBC News Monday.While the vice president typically presides over joint addresses, Harris is scheduled to be in Indianapolis on her presidential campaign which she launched on Sunday after President Joe Biden dramatically dropped his re-election bid and endorsed her in the race against former President Donald Trump. However she is expected to meet with Netanyahu separately during his visit.NBC News has reached out to Harris' office for comment.Cardin will preside over the joint address, after Sen. Patty Murray D-WA. declined an invitation to oversee the event, her office confirmed to NBC News. Murray, the President pro tempore of the Senate, will also not attend the address, which dozens of liberal lawmakers are expected to boycott.“Securing a lasting, mutual ceasefire is of the utmost importance right now, and I will continue to push for one to be reached as soon as possible. Health officials in the enclave said at least 70 people had been killed and more than 200 injured during the Israeli military's operations in the area.The IDF said the calls for temporary evacuations had been made to “mitigate harm to the civilian population" and later said its forces had struck more than 30 "terror infrastructure sites in Khan Younis."The orders came after thousands had fled to the city after Israel stepped up its offensive farther south in Rafah, the city bordering Egypt that the Israeli military had once declared a safe zone.

BEIJING — Senior representatives from Palestinian factions Hamas and Fatah signed a joint declaration in China’s capital Beijing on Tuesday aimed at building unity and ending a decades-long rift as the fighting with Israel in Gaza rumbles on.The agreement, called the “Beijing Declaration to End the Division and Strengthen Palestinian National Unity”, was announced at the end of three days of meetings here and was hailed today as a breakthrough by China’s Foreign Minister, Wang Yi, who called it “a historic moment for the cause of Palestine’s liberation.” The deal also highlights China’s ambitions to be a more significant diplomatic player in the Middle East and a rival to the United States as a broker on the global stage.  It comes just over a year after China helped broker an agreement  between Iran and Saudi Arabia that saw them restore diplomatic relations after years of soaring tensions between the Middle Eastern powerhouses, unnerving many in Washington.The eight-point declaration states that both sides will agree to the “formation of a temporary national unity government by agreement of the Palestinian factions,” according to a copy of the document seen by NBC News.It adds that “the formed government shall exercise its powers and jurisdictions over all Palestinian territories, affirming the unity of the West Bank, Jerusalem and the Gaza Strip, with the government starting the unification of all Palestinian institutions in the territories and the preparation for holding general elections.”The signatories have also agreed to “resist and thwart attempts to displace our people” from the Gaza Strip, the West Bank and Jerusalem “and affirm the illegality of settlement and settlement expansion in accordance with the resolutions of the U.N. Security Council, the U.N. General Assembly, and the opinion of the International Court of Justice.” A Palestinian official familiar with the declaration told NBC News, “the implementation on the ground” is what matters now.“The preferred way out for Hamas would be to embed itself in some post-partisan Palestinian governance structure,” Jon Alterman, the director of the Middle East program at the Washington based Center for Strategic and International Studies think tank, told NBC News on the eve of Palestinian talks. “Whether it’s going to be acceptable to others — the United States, Israel, Europe — I don’t know,” he added.In a statement, Hamas spokesperson Hossam Badran said the declaration was an “additional positive step on the path to achieving Palestinian national unity” and that the groups agreed on Palestinian demands to end the conflict, including “a cease-fire, complete withdrawal from the Gaza Strip, relief and reconstruction.”President Joe Biden’s administration has proposed a plan that would ultimately lead to a permanent cease-fire in the Gaza Strip, as well as the release of all hostages and major post-war reconstruction. It also envisions a revamped Palestinian Authority to rule Gaza once the conflict ends. Israel rejected that idea, but has not put forward a credible alternative for how Gaza will be governed and by who. China is not directly involved in the U.S.-led efforts between Israel and Hamas toward a cease-fire in the Gaza Strip, but is looking to stake out a role in post-war reconstruction.  China has also made no secret of its desire to hold an international peace conference, and hosting Palestinian unity talks is seen as a diplomatic step toward that.“There is nothing to lose (for China) by hosting such an event,” Fariz Mehdawi, the Palestinian Authority’s ambassador to China, said in a recent interview with NBC News in Beijing, “In diplomacy either you do some good political moves, or it will be considered a failure for you.”After a first round of meetings in April ended with little progress, China waited until the participants had left the country before it announced the talks had taken place. A second round planned last month was scrapped after Hamas and Fatah pulled out at the last minute.  Power struggles have long split Fatah and Hamas, a divide that deepened in 2007 with Hamas’ violent takeover of the Gaza Strip following elections the year before. With traces of the poliovirus found in sewage samples in the Gaza Strip last week, the IDF began a campaign to give polio vaccinations or boosters to all soldiers serving there.No human cases have been reported so far, but there is a concern that the poliovirus might spread throughout the region.“It will be almost impossible to stop the ecological movement of the virus,” Dr. Lior Nesher, director of the Infectious Disease Institute at Soroka Medical Hospital in Beersheba, told The Times of Israel. “The disease does not respect borders.”“It is not an emergency now, but it does have the potential to affect people who are not immunized,” Nesher warned.Most of the soldiers are immunized, Nesher said. The danger, he said, lies elsewhere: When they return from Gaza, they could “carry the disease through mud, through their clothes, through their bowel movements.” Then, the disease could circulate through the country.Polio is a highly infectious disease, mostly affecting young children, that attacks the nervous system. It can lead to paralysis and in some cases death.What most concerns Nesher is that for the past few years, there has been a “reduction in vaccine compliance in the Israeli population that may cause a polio outbreak in Israel.”The virus is primarily spread through fecal-oral contamination, sometimes by drinking contaminated water, poor sanitation, or poor control of sewage.It can also spread through the underground aquifers, the subterranean areas under Israel which stores groundwater.In the summer, when it’s dry, those aquifers are not affected. Babies and toddlers are also given two oral polio vaccine (OPV) doses to provide full protection and prevent the shedding of the virus through the stool into the sewage system. It also prevents young children from infecting others.The polio vaccine is thought to give lifetime immunity, but in the US, the Centers for Disease Control and Prevention (CDC) recommends that adults who are at increased risk of exposure receive a one-time booster dose of IPV (inactivated polio vaccine) to maintain immunity.The IDF does not have figures on how many soldiers are not vaccinated at all.“The IDF is now working in coordination with the Health Ministry to ensure the health of IDF soldiers and the public, and will continue to carry out inspections in the Gaza Strip,” a spokesperson said.IDF soldiers were also instructed to take preventive actions and maintain personal hygiene.The heat, accumulating garbage, sewage, and lack of clean water are accelerating the spread of diseases, according to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA). Officials from Israel, the United States and the United Arab Emirates reportedly held a secret meeting in Abu Dhabi last week to discuss plans for postwar Gaza, in an indication that Prime Minister Benjamin Netanyahu may be budging from his refusal to seriously consider the issue until the offensive against Hamas ends.Two Israeli officials told the Axios news site that the Thursday discussions were hosted by UAE Foreign Minister Abdullah bin Zayed and attended by Strategic Affairs Minister Ron Dermer and US President Joe Biden’s Mideast envoy Brett McGurk.According to the report, two senior Israeli officials who had been involved in the formulation of plans for the Strip after the war were also in attendance.The postwar plan put forward by the UAE, the report said, is similar to a proposal put forward by Defense Minister Yoav Gallant in January, which Netanyahu rejected at the time.The war in Gaza erupted with Hamas’s October 7 massacre, which saw some 3,000 terrorists burst across the border into Israel by land, air and sea, killing some 1,200 people and seizing 251 hostages amid acts of brutality and sexual assault.Vowing to destroy the terror group and free the hostages, Israel launched a wide-scale military operation in Gaza, initially making tactical advances against Hamas after powerful aerial strikes paved the way for ground troops.But those early gains have given way to a grinding struggle against an adaptable insurgency — and a growing feeling among some Israelis that their military faces only bad options, drawing comparisons with US wars in Iraq and Afghanistan.The day before the American, Emirati and Israeli officials met, a senior UAE official signaled that Abu Dhabi was prepared to contribute troops to a postwar peacekeeping force in Gaza, making it the first Arab country to publicly buy into the effort being quietly advanced by the Biden administration.Lana Nusseibeh, who serves as special envoy of bin Zayed, penned an op-ed in the Financial Times in which she called for the establishment of a “temporary international mission” in Gaza “that responds to the humanitarian crisis, establishes law and order, lays the groundwork for governance and paves the way to reuniting Gaza and the occupied West Bank under a single, legitimate Palestinian Authority.”The UAE envoy specified in the article that the PA would have to conduct meaningful reforms, including appointing a new, independent prime minister, and then formally invite the international force to enter Gaza. Accordingly, Israel would need to allow the PA to govern in Gaza and take steps to move toward a two-state solution and the US would also have a leadership role in such an initiative, she added.According to the Axios report, the Emiratis have told the Biden administration the PA’s newly appointed prime minister, Mohammed Mustafa, is too closely connected to PA President Mahmoud Abbas to be able to lead the necessary reforms. Former PA prime minister Salam Fayyad, a critic of Abbas, has reportedly been put forward as a potential replacement.Washington has been looking to recruit countries for the effort, as it seeks to re-install the PA as the ruling authority in Gaza while recognizing that Ramallah needs time to reform and that a temporary security and governing force will be necessary to help fill the vacuum so that Hamas does not regain control.But the Biden administration has had a hard time convincing Arab allies to come on board, as a key condition of theirs has been that the temporary peacekeeping force be part of a process leading to an eventual two-state solution — a framework Netanyahu has vowed to block.Accordingly, Arab states have been reluctant to publicly express their willingness to take part in the initiative, not wanting to be seen as betraying the Palestinian people.US Secretary of State Antony Blinken has held talks for months with a contact group of counterparts from Saudi Arabia, the UAE, Qatar, Jordan, Egypt and the PA.
