The Ministerial Committee for Legislation voted Sunday in favor of a bill that would annex the Jordan Valley and place it under full Israeli sovereignty.Four ministers voted in favor of the draft law, which was proposed Likud MK Miri Regev. Three opposed it.Justice Minister Tzipi Livni, who is in charge of “peace negotiations” with the Palestinian Authority (PA) attacked the ministers who voted for the bill, and called it “an irresponsible proposal that will harm Israel and isolate it.”"Some of those who supported the bill would have opposed it, if they had known it would pass,” she added. “They are taking advantage of the fact that I will file an appeal and do the work for them.”Livni also attacked MK Regev, saying: “I have no respect for the bill nor for its proposer.”Minister Gideon Saar fired back at Livni, asking her “by what right” she is talking in this way.The Ministerial Committee for Legislation decides which proposed bills will enjoy the support of the Coalition. Bills it approves are likely to pass in the plenum. However, Livni's appeal means that the the Committee will vote on the bill again in the coming weeks.The Jordan Valley, situated in eastern Samaria (Shomron), has been the topic of contention in recent months. US Secretary of State John Kerry is reportedly attempting to force a deal on Israel and the Palestinian Authority which would see an Israeli "withdrawal" from all of Judea and Samaria, but allow for a temporary arrangement whereby IDF and/or foreign forces would maintain a presence in the Jordan Valley.The Israeli government argues the Valley is strategically important, and Prime Minister Netanyahu has insisted in the past that, in the event of a withdrawal from Judea and Samaria, Israel would still keep troops in the area.Calls by some nationalist MKs to annex the area are an attempt to forestall any withdrawal from the area whatsoever.Some analysts have criticized the idea that an Israeli withdrawal from Judea and Samaria would be "safe" as long as forces remained in the Jordan Valley, saying that the mountainous regions to the west and south are in fact even more strategically crucial for Israel's security.

Hamas declared Sunday, on the 5th anniversary of Operation Cast Lead, that it would continue to "fight the Israeli occupation" and "advance national goals," no matter what the outcome of negotiations between Israel and the Palestinian Authority (PA) might be. "Our nation (the Palestinians) did not authorize a single person to negotiate with the Occupation," the group declared in a statement, slamming Abbas and the PA.
"All of the possible outcomes the negotiations may have do not represent the will of the Palestinian people, but only represent the negotiators themselves," Hamas claimed. US Secretary of State John Kerry is set to return to the region this week, to advance the negotiation process between the two countries. Rumor has it that he will "force" a deal between Israel and the PA - even though both sides have rejected the US's security plans for an interim deal. The news also follows heightened tensions between the PA and Hamas, after PLO officials called on the terrorist group to withdraw its associations with the Muslim Brotherhood on Saturday.
"The (Hamas) movement's subordination to the Muslim Brotherhood organization has weakened the Palestinian position," Fatah official Mahmoud Ismail charged.Egypt has accused Hamas of being involved in terror attacks in the Sinai Peninsula and of teaching Islamists in Egypt how to carry out attacks. Hamas has denied the allegations.PA supporters have criticized Hamas for their involvement, believing their loyalty to the Brotherhood to be greater than to "the national interests of the Palestinian people." Hamas spokespeople declined to comment on the accusation.

Sources in the IDF have argued that the recent spike in terrorist attacks is an “ongoing wave of terrorism” rather than the start of a third “Intifada.” Victims of terrorism and government ministers are among those who have expressed skepticism, and have warned that the “unplanned” attacks seen in recent weeks are reminiscent of the beginnings of the first and second “Intifada” terror wars.Head of the Political-Security Division in the Defense Ministry Amos Gilad reiterated the denial of an impending “intifada.” Speaking to Kol Yisrael, Gilad said Israel’s defense establishment has not seen signs of the type of organized terrorism that characterized the second Intifada (known by some as the Oslo War).The Palestinians have no interest in initiating an intifada at the current time, he argued. However, he said, the defense establishment has increased its efforts to prevent actions that could encourage terrorism.Gilad also reacted to the recent rocket attacks from Gaza. Hamas rules Gaza and is capable of imposing its orders on terrorist groups there, he said, making it responsible for any attacks on Israel.“If it doesn’t restrain the more extreme terrorist groups and impose quiet in Gaza, the consequences for it will be severe,” he warned.

As US Secretary of State John Kerry heads back to the Middle East this coming week, conflicting reports emerged at the weekend over the top US diplomat’s capacity to achieve a framework agreement between Israel and the Palestinians, much less the full accord he said he believes possible when launching nine months of peace talks in July.Israel’s Channel 10 news on Friday night claimed President Barack Obama told a “senior Israeli official” in Washington earlier this month that he was confident a dramatic accord could and would be brokered. “We’re going to bring it home,” the president was said to have promised.However, Kerry’s diplomatic efforts have been beset by complications and arguments between the sides, according to both Israeli and Palestinian sources, and his latest visit comes amid a series of new disputes.For one, Palestinian Authority President Mahmoud Abbas is insistently opposed to any ongoing Israeli military presence after Palestinian statehood on the eastern border between the West Bank and Jordan, or anywhere else in a future “Palestine” for that matter. Israel’s Prime Minister Benjamin Netanyahu, with Kerry’s reported backing, is adamant that the IDF must protect that border for the foreseeable future.A second argument surrounds prisoner releases. Israel committed to freeing 104 longtime terror convicts, and has already freed 52, but is refusing to include any Israeli-Arab prisoners among them. Kerry has reportedly pushed Netanyahu to show flexibility and, according to one rather improbable report at the weekend, offered to free spy-for-Israel Jonathan Pollard if the prime minister went along. This report on Israel’s Channel 10 news was unconfirmed, and included the curious claim that Kerry had made the suggestion while stressing that he did have Obama’s approval to do so. The third of four phases of Palestinian prisoner releases is set to take place this coming week. There will be no Israeli-Arabs in this third group, but Abbas is pressing hard for them to be included in the final batch in the coming months.A third, extremely bitter argument revolves around Netanyahu’s reported intention to announce plans later this week — around the time of the third phase of the prisoner release — to build 1,400 new homes over the pre-1967 Green Line: 800 in West Bank settlement blocs and 600 in Jerusalem. Abbas has protested to the US over the plan, and Palestinian officials are threatening to walk away from the peace talks if it goes ahead. They have further warned that they will instead revert to unilaterally advancing efforts for statehood through the UN and other international forums, and seek international legal sanction against Israel for settlement building, including through the International Criminal Court in The Hague.Abbas is also reportedly opposed to Netanyahu’s demand that he formally recognize Israel as a Jewish state, and is further said to be demanding Palestinian sovereignty throughout East Jerusalem. Sources on both sides have indicated that the fate of Jerusalem is so bitterly disputed that there is no realistic prospect of an agreement bridging the gaps on that issue in the foreseeable future.Middle East analyst Ehud Yaari said Friday night that Netanyahu’s new settlement building plan risked providing Abbas with the ideal cause on which to abrogate the peace negotiations and to blame Israel for their failure, secure in the knowledge that Israel’s settlement expansion is opposed by virtually the entire international community, notably including the United States.In marked contrast to the confident quotation ascribed to Obama, the well-connected Yaari, speaking on Channel 2, said there was “nobody” on the Israeli or Palestinian sides who believes Kerry will be able to broker a peace deal.On his two previous recent visits, the secretary presented a highly detailed set of security proposals, designed to form the basis of a framework deal, which in turn would justify continued negotiations. The security proposals do not deal with Jerusalem, or with Palestinian demands for a “right of return” for millions of refugees and their descendants — a demand that Israel opposes since it would spell the end of Israel as a Jewish majority state. But the bitter arguments over the security issue — believed by some in the American team to be one of the core issues that are easiest to solve — underline the complex, uphill nature of Kerry’s peacemaking task.

Kerry to return to Middle East next week

Secretary to hold talks in Ramallah and Jerusalem — with prisoner releases and settlement plans high on agenda

US Secretary of State John Kerry will return to the Middle East late next week.Kerry will hold talks on the peace process with Palestinian and Israeli officials, the US State Department said Saturday. The top US diplomat is set to arrive on January 1st.The visit will come shortly after Israel’s scheduled released of a third group of Palestinian prisoners and amid a row over reported plans by Prime Minister Benjamin Netanyahu to authorize construction of 1,400 homes over the pre-1967 Green Line — 600 of them in Jerusalem, and 800 in West Bank settlements. Palestinian Authority President Mahmoud Abbas has urged the US to block the plans.“Kerry has told the Palestinian Authority he will return to the region on January 4 to discuss the peace process and negotiations with Israel,” the official was quoted as saying.Ahead of his upcoming visit, Kerry is expected to present both sides with a written framework agreement for resolving the long-standing conflict between them, while unveiling Palestinian demands for a final deal.Last week, Arab League Assistant Secretary General Mohammad Sbeih said that Abbas and other Arab officials revealed to an Arab League meeting of foreign ministers that Kerry would present the plan on December 31, according to a report in the Palestinian Ma’an news agency.Abbas told the meeting that he would not respond to the Kerry proposal immediately, but would instead present it first to Arab countries in order to come to a joint decision.
Many of the demands Abbas is said to be making for a permanent accord, meanwhile, run counter to reported Israeli requirements for a deal.Israel has been demanding that the PA recognize Israel as a Jewish State, for instance, which Abbas will refuse, according to the report.Israel has also insisted upon the continued presence of Israeli troops in the Jordan Valley. Sbeih said that Abbas would not agree to even one Israeli soldier on the Palestinian-Jordanian border, but that he would be open to an international force stationed there — something Netanyahu has rejected.Sbeih also indicated that Abbas refuses to acquiesce to a completely demilitarized Palestinian state.Abbas would consent to a three-year Israeli military withdrawal process from the territories, according to an agreed upon timeline, the Arab League official said.The PA president would demand control of all East Jerusalem, which would become the Palestinian capital, and would also be open to one-for-one land swaps to adjust the Green Line, provided the territory to be swapped was of equivalent value.Under heavy US pressure, Israel and the Palestinians resumed negotiations in July after a three-year hiatus. The sides have reportedly met more than 20 times since and Kerry has traveled to the region no fewer than nine times in recent months to further talks, though officials have reportedly complained that talks are at a dead-end.Kerry has been pushing for a framework agreement that would outline particulars of a permanent status accord to resolve core issues — Israeli security, Jerusalem, the borders of a Palestinian state, and the Palestinian refugees.As a preliminary step to the agreement, Kerry proposed a security plan earlier this month to mollify Israeli concerns about control over the Jordanian border and Jordan Valley area.Among its key elements, the US security plan reportedly provides for a series of border crossings along the Jordan Valley border between the West Bank and Jordan which would be jointly controlled by Israel and the PA. The entire border itself, however, would remain under full Israeli control, for the next 10-15 years, with the IDF joined only by a symbolic Palestinian security presence.
The US, under the proposal, would provide an additional security “envelope,” which would utilize drones and other high-tech equipment to provide real-time intelligence on any terrorist threats and other unlawful border activity.Last Saturday the Arab League rejected the security plan at an emergency meeting of its foreign ministers in Cairo that was called by Abbas.Kerry was last in the region earlier this month as Israel and neighboring countries were hit by a severe winter storm. Israeli ministers approve list of Palestinian prisoners set to go free Monday

A government ministerial panel on Saturday night finalized a list of 26 Palestinian prisoners set to go free late Monday, in the third of a four-phase series of prisoner releases as part of Israeli-Palestinian peace efforts.
The panel met earlier Saturday to approve the list of prisoners, all convicted of involvement in the murder or attempted murder of Israelis prior to the signing of the 1993 Oslo Accords. They have all served between 19 and 28 years of their sentences, according to a statement released by the Prime Minister’s Office.“If the released Palestinian convicts will engage in hostilities, they will be re-incarcerated so as to serve out the rest of their sentences,” the statement read.The Israel Prison Service will publish the names of the prisoners set for release on its website sometime overnight Saturday-Sunday.The 26 are set to go free late on Monday, after a legally mandated 48-hour period during which opponents can appeal the release of individual prisoners.Families of terror victims demonstrated Saturday night against the scheduled releases. Representatives of the families claimed Prime Minister Benjamin Netanyahu has been refusing to meet with them.Israel’s Channel 10 news, which on Friday night claimed Secretary of State John Kerry had proposed that the US would release spy-for-Israel Jonathan Pollard around the time of the fourth and final phase if Israel would agree to set free Israeli Arab terror convicts, reported Saturday night that Israel was still trying to ascertain whether the offer had the support of US President Barack Obama.Kerry is expected back in the region on January 1 on his tenth visit of the year, to try to push Israeli and Palestinian negotiators toward agreeing a “framework” deal covering all the core issues of dispute in the peace process. But the Palestinians are threatening to scuttle the talks altogether if Netanyahu goes ahead with reported plans next week to announce the building of 1,400 new homes in East Jerusalem and West Bank settlements.Jibril Rajoub, a senior PA official who is close to PA President Mahmoud Abbas, on Saturday night called Israeli settlement building “official terrorism,” urged Israel to halt it, and warned: “I hope we don’t get to the stage where neither of us can count the number of bodies” in a new upsurge of violence.Speaking on Channel 2′s Meet the Press, Rajoub said that the “worst thing [that could happen] is the loss of hope on the Palestinian side.” Amid talks of a third intidafa given the uptick in attacks on Israeli targets, the senior official claimed the Palestinian Authority would not lead its people to violence and bloodshed and hoped to sign a peace agreement with Israel in 2014.Science Minister Yaakov Peri (Yesh Atid) said Saturday that he opposed the new settlement plans, and that they would do nothing to “calm” any of the families that are protesting against the prisoner releases. He also said Yesh Atid “can’t sit in a government” indefinitely “that’s not making every effort” to advance the peace process.The High Court of Justice on Thursday rejected an appeal against the release of the 26 Palestinian prisoners.The petition was filed by members of the Schijveschuurder family, whose parents and three siblings were murdered in a gruesome suicide bombing at the Sbarro restaurant in downtown Jerusalem in 2001.
