BRUSSELS - Jean-Claude Juncker declared victory in the European elections on Sunday (25 May), and staked his claim as the first man in line to claim the European Commission presidency.With partial results and exit polls suggesting that the centre-right EPP had claimed 212 seats in the European Parliament to 185 Socialists, Juncker, the former prime minister of Luxembourg, was presented as the next president of the EU executive by jubilant party supporters."As lead candidate of the largest party, I have won the election," he told reporters in the Parliament hemicycle. "The EPP has got a clear lead, a clear victory."He also insisted that he would not stand aside for another EPP candidate and issued a warning to EU leaders not to "ignore" the results by opting to "select the President in corridors".Leaders of the Parliament's political groups will meet on Tuesday morning to begin the process of allowing a candidate to build a majority in the EU assembly. EU leaders will then gather in Brussels on Tuesday evening to have their first discussions following the elections.Following nomination by EU leaders, a successful candidate will need the support of at least 376 deputies in the 751-member Parliament.But Juncker stated that he would seek to build a broad majority of pro-European forces, including the Green and Liberal groups as well as the Socialists."I will not be on my knees with the Socialist party … but even party No 1 has to make compromises," he said, adding that he had "a lot of sympathy with Greens and friends in the Liberal group".But Socialist candidate Martin Schulz refused to concede defeat and insisted that he, as well as Juncker, would try to form a majority."It's much too early to discuss who will be the supporter of who," commented Schulz. He added that the Socialist group would expect any candidate to sign up to a policy platform based on tackling youth unemployment, fighting tax fraud and tax evasion, and more regulation of the banking sector."Without the Social Democrat group no majority is possible," he said. "We are prepared to negotiate and therefore I am looking with interest to the next hours and days."For his part, Liberal leader Guy Verhofstadt, whose group is set to remain as the third largest force in the Parliament with around 70 seats, refused to call time on his own bid for the Commission presidency."What we have agreed is that the first group gets first chance to form a majority, followed by the second group, and possibly the third," he said."A stable majority is more than 400 MEPs. The two main groups do not have this. Juncker is our candidate, the EPP candidate, and we will put his name forward in the discussions. It's always been said that it's up to the strongest group to put forward the candidate, but just being the strongest group is not enough, a majority is required," she said.For a commission candidate – a so-called Spitzenkandidat – to get the post, a majority of 376 MEPs is needed, as well as a 'qualified majority' in the Council, where bigger member states have a weightier vote. Britain and Hungary have already rejected Juncker's candidateship.Merkel downplayed expectations of EU leaders discussing names or seeing who could get a council majority, when they meet in Brussels on Tuesday."It's not like each head of government will be questioned about what name they back, but rather about giving a mandate for Herman Van Rompuy to start negotiations with the European Parliament and member states," she said.Merkel expects the negotiations to last at least a month, with Van Rompuy set to "report back" to leaders at the 26-27 June summit.She also suggested the commission chief may be part of a broader 'names package' – a reference to the other top posts up for grabs this year: Van Rompuy's successor, the foreign policy czar and the European Parliament chief.Her emphasis on the lengthy negotiations and the focus on "policy priorities" rather than names reflects a disagreement within her own government coalition, with the Social Democratic Party backing Juncker's rival, Martin Schulz.SPD chief Sigmar Gabriel, who is set to meet Merkel later on Monday, said during a separate press conference that the next commission president should be one of the two Spitzenkandidaten."We are convinced that nobody who hasn't been a Spitzenkandidat in these elections will or should get a majority in the European Parliament," he said.Gabriel acknowledged Juncker's right to be the first to seek a majority, given that the EPP won most seats. In fairness we would still negotiate on policies and try to reach a deal. It's not like we will try to become the largest group through the back door," Gabriel said.He noted that the the European Socialists (PES) suspended an "eastern European" party due to its nationalist behaviour. Back in 2006, PES suspended the Slovak Smer party from its ranks because it entered a coalition with the far-right Slovak National Party.

Barcelona - Spain will send the most diverse delegation ever to the European Parliament with its 54 MEPs coming from 10 different political parties.The country's traditional two-party system took a large knock in Sunday's vote. The governing centre-right Partido Popular lost eight seats compared to 2009 while the opposition Socialists (PSOE) lost nine and received only half the votes it got five years ago.PSOE leader Alfredo Perez Rubalcaba said Monday he was stepping down due the result – the party's worst ever.In the 2009 EP election, the two parties together received 81 percent of the votes. This year they got only 49 percent, a development that many commentators in Spain see as being the beginning of the end of the country's two-party system.The big surprise of the EP election was the new left-wing party Podemos that was created earlier this year, born out of the indignation movement that occupied city squares across Spain in 2011.Podemos emerged as the fourth party, garnering eight percent of the votes and five new MEPs. The party is expected to group up with Greece's Syriza in the parliament.The region of Catalonia had a different kind of anti-establishment vote where pro-independence parties got the greatest support. Four of the most-voted parties and coalitions are in favour of a referendum on independence from Spain.The clear regional winner – Esquerra Republicana de Catalunya (ERC) – saw its support within the Catalan region rise from 9 percent in 2009 to nearly 23 percent this year.Party leader Oriol Junqueras said the result was "another step towards the freedom and independence of our country".The separatist movement managed to engage their voters with a voter turnout of almost 48 percent compared to 37 percent in 2009 in Catalonia alone. The national average was 46 percent, slightly above the EP election five years ago.The election result is being seen as an indicator of the general elections in Spain next year."The Spanish are in general very angry with politicians and with politics – be it municipal or be it European," said José Ignacio Torreblanca Payá, head of the Madrid office of the European Council on Foreign Relations, in an interview.However, Spain's anti-establishment parties – unlike in many EU member states – are not anti-EU.Years of international isolation during the dictatorship of General Francisco Franco is the main reason why Spain has no eurosceptic or anti-EU parties.After Franco's death, it was Europe that Spain looked towards for democracy and prosperity."European integration and democracy is the same thing (for Spain)," says Torreblanca.Meanwhile Antonia Maria Ruiz Jiménez, sociology professor at Seville's Pablo de Olavide University says that while there is some criticism of the EU's, discussion has never touched on withdrawing from the Union, or even opting out from some of its laws."In Spain, political discourse does not hint at the possibility of a threat to national sovereignty as a consequence of integration," she adds.

BRUSSELS - Italy’s anti-immigration Lega Nord is set to splinter from the European Parliament’s right-wing, eurosceptic political group, the Europe of Freedom and Democracy (EFD).The EFD counts Nigel Farage’s Ukip among its group of core members, along with Morten Messerschmidt’s Danish People's party. Both made major gains in Sunday’s elections.But the Italian party wants to team up instead with Marine Le Pen’s Front National in the wider hopes of forming a new far-right faction."I will see Marine Le Pen on Wednesday in Brussels, we will take stock of these European elections, we will work out a common agenda and a team. Our first battles will be against the euro and immigration," Lega Nord leader Matteo Salvini said in an interview with La Repubblica.Lega Nord’s intentions do not come as a surprise.“They have been telling us since the beginning of this year, they are announcing everywhere, every time they can, that they are going with Le Pen, so we knew they were leaving,” said a source.The Italians, along with Dutchman Geert Wilders' far-right Freedom party (PVV), Austria’s Freedom Party (FPO), Belgium’s Vlaams Belang and, possibly, the Swedish Democrats (SD), are to discuss this week how to turn Le Pen’s European Alliance for Freedom into an official parliament group.Despite Lega Nord’s possible departure, the EFD expects to pick up new members from the pool of some 60 new anti-EU euro-deputies.“I think we are going to have a quite a lot of them coming here,” noted the source.Parliament sources project a number of likely group affiliations.They note Poland’s Congress of the New Right (KNP) may decide to join the EFD. However, the group could lose two seats from the Finnish right-wing and populist Finns party. BRUSSELS - EU leaders meeting in Brussels on Tuesday (27 May) are still digesting the result of EU elections, which saw anti-establishment parties winning in Britain, France, Belgium, Greece, and Denmark and making gains in several other countries.Commenting on the outcome, which saw the far-right National Front scoop most of the French votes on Sunday, President Francois Hollande said it reflects "distrust in Europe and a fear of decline".He seemed to have drawn few personal consequences from the vote, however, which put his Socialist party in third place on a bruising 13.9 percent.Instead, he blamed Europe, for having become "incomprehensible", and weak economic growth. "At tomorrow's Council, I'll reiterate that growth, jobs and investment must be the priority," he said in a brief address on national TV on Monday evening."I am a European, it is my duty to reform France and re-focus Europe."Reformist rhetoric came also from Prime Minister David Cameron of Britain, where the anti-EU and anti-immigrant United Kingdom Independence Party won the elections for the first time in its history.Cameron on Monday worked the phones with Berlin, Dublin, Stockholm, Slovakia and Riga to gather support for his reading of the EU vote: that there can be "no business as usual".
