UNITED NATIONS (AFP) — Russia vetoed Tuesday a US-drafted resolution that would have extended by a year an investigation of who is behind chemical weapons attacks in Syria.It was the ninth time Russia has used its veto power at the Security Council to block action targeting its Syrian ally.Russia opposed renewing the mandate of the joint UN-Organisation for the Prohibition of Chemical Weapons (OPCW) panel before it releases a report on a sarin gas attack in Khan Sheikhun expected on Thursday.Britain, France and the United States have accused President Bashar Assad’s forces of carrying out the April 4 attack on the opposition-held village, killing scores of people, including children.After Russia cast its veto, US Ambassador Nikki Haley said Moscow was “once again” siding “with the dictators and terrorists who use these weapons.”“Russia has once again demonstrated it will do whatever it takes to ensure the barbaric Assad regime never faces consequences for its continued use of chemicals as weapons,” Haley said in a statement.China and Kazakhstan abstained from the vote, Bolivia joined Russia in voting against and 11 other countries backed extending the mandate.The panel, known as the Joint Investigative Mechanism (JIM), was set up by Russia and the United States in 2015 to identify the perpetrators of chemical attacks in Syria’s six-year war.Its mandate was renewed last year by the council, which must decide on a further renewal by November 17.Dishonoring Russia-Russia failed at the opening of the meeting to garner enough support for a motion to delay the vote until next month.Russian Ambassador Vassily Nebenzia said the veto did not mean that the investigation was shut down. Settler leaders launched a tent protest outside the Prime Minister’s Residence in Jerusalem Tuesday, demanding that Prime Minister Benjamin Netanyahu immediately allocate funds for bypass roads and other security improvements for residents of the West Bank.Joined by two chairmen of local settler councils as well as members of bereaved families who lost relatives in terror attacks on West Bank roads, Samaria Regional Council chairman Yossi Dagan called on Netanyahu to transfer the NIS 300 million ($85 million) that he had promised the settlers two years ago in the form of a security package.“Mr. Prime Minister, you think that sourpusses exist only on the left. I regret to inform you that there are another half a million sourpusses in Judea and Samaria as well,” says Dagan, a reference to Netanyahu’s Monday speech opening the Knesset’s winter session, in which he labeled his opponents “sourpusses” (literally, “pickles”) for downplaying the country’s many successes.“[West Bank] residents do not receive the basic right to security. The package is expected to include many of the demands being raised by the settlers and bereaved families outside the Prime Minister’s Residence.While Dagan said he was pleased about the plan, he emphasized that funds for it still had not been allocated. “Security is not ensured through these announcements, but through actions,” he said.“If we do not see real change in the next week or two, I will return here [to protest] with my children because this is the only way to prevent the next attack. Unidentified perpetrators hurled stones and shattered the window of a synagogue in Malmo, a city in southern Sweden.The incident occurred earlier this month but was only first reported in the Swedish media Tuesday after police arrived at the building a day earlier because of a separate incident, which turned out to be a false alarm, the Aftonbladet daily reported.Fredrik Sieradzki, a spokesman for the local Jewish community, told the TT news agency that the earlier incident happened on October 7 and that it is not yet clear whether it was a hate crime targeting the congregation. There are no suspects.Dozens of anti-Semitic incidents are recorded annually in Malmo, a city where first- and second- generation immigrants from the Middle East make up one-third of a population of roughly 300,000. Several hundred Jews live there.Fred Kahn, a former leader of the local Jewish community, told JTA that most incidents are perpetrated by Muslims or Arabs.

NEW YORK — The American public is getting a chance to view newly discovered Jewish documents that had been presumed destroyed during the Holocaust.Ten documents brought over from Lithuania went on display Tuesday at New York’s YIVO Institute for Jewish Research, which is working with the Lithuanian government to archive the 170,000-page collection.The documents were hidden to protect them from the Nazis during World War II. They resurfaced during a move in 2016, and YIVO confirmed their significance this year.The wide-ranging collection includes manuscripts by famous Yiddish writers, religious writings, poetry and record books of shuls and yeshivas. There are letters by Sholem Aleichem, whose writings inspired the “Fiddler on the Roof” character Tevye, and a Yiddish postcard written by the artist Marc Chagall in 1935.Another major cache of historical artifacts was found in the church in 1991.“The troves discovered in Lithuania are the most important body of material in Jewish history and culture to be unearthed in more than half a century, since the discovery of the Dead Sea Scrolls,” said David Fishman, professor of Jewish history at The Jewish Theological Seminary, who went to Lithuania in July to evaluate the documents.They are “startlingly large in volume, and remarkably diverse in character and subject matter,” Fishman said. “All of East European Jewish life passes through your eyes. It will take researchers many years to digest and analyze these documents.”Highlights of the Manhattan exhibition, which can be seen by appointment until January, include a 1751 astronomy manuscript with descriptions and drawings of the solar system and an 1883 Russian censor’s copy of a theatrical poem by Abraham Goldfaden, founder of the modern Yiddish theater.

A Philadelphia cemetery vandalized in February has been repaired with the help of donations from around the world.On Tuesday, Mayor Jim Kenney was part of the first official tour of the refurbished Mount Carmel Cemetery, which had 275 gravestones destroyed in the attack.The Jewish Federation of Greater Philadelphia led the restoration efforts. Nearly 3,000 individuals from across the world gave donations totaling over $288,000, the federation said in a statement.“The symbolic first tour will serve as a public display of Jewish Federation’s deep appreciation for the Philadelphia community’s support and encouragement following the vandalism and throughout the extensive repair process,” the statement said.Thank you @PhillyMayor for touring #mtcarmel cemetery with @JFedinPhilly President @nladler this morning. #standagainsthate #jewishphilly pic.twitter.com/Jgha099691— JewishPhilly (@JFedinPhilly) October 24, 2017-Hundreds of volunteers, Jewish and non-Jewish, turned out after the vandalism to help clean up the cemetery and start the restoration project. Two Philadelphia labor unions also offered to assist in making the repairs and improving security.The damage was discovered in late February, days after a Jewish cemetery in St. Louis was vandalized. No suspects have been identified. The cemetery dates back to 1915.Following his morning tour, Kenney tweeted: “We’ll continue to respond to hate with love & speak out against injustice. The remaining funds were used for replacing the fences, filling holes around the restored stones, removing weeds and supplies.Several hundred more stones also are in need of repair due to their age or vandalism dating back decades, according to the federation, which noted that the stones and their bases can weigh from 1,000 pound to 4,500 pounds.
