Israel solemnly remembers 6 million victims on Holocaust Remembrance Day-Nationwide sirens sound at 10 a.m., kicking off ceremonies throughout the country; President Rivlin to lead 'March of the Living' at Auschwitz-By Michael Bachner, TOI staff and Agencies-APR 12,18

Israel came to a standstill at 10 a.m. Thursday as sirens wailed throughout the country in memory of the six million Jews murdered by the Nazis during World War II.Buses and cars halted on streets and highways as Israelis stepped out of their vehicles and stood with heads bowed. The sirens were followed by ceremonies marking Holocaust Remembrance Day in schools, public institutions and army bases. Later in the day the traditional “March of the Living” will be held in Poland. The traditional wreath-laying ceremony was held at the Yad Vashem Holocaust Museum in Jerusalem, at the memorial to the Warsaw Ghetto uprising. It was to be followed by various events and activities, including the main memorial ceremony at 1 p.m. and a youth movements assembly at 5:30 p.m.At 11 a.m. the Knesset is scheduled to mark the day with its annual ceremony titled “Unto Every Person There is a Name,” in which lawmakers recite names of victims of the Nazis for nearly two hours. A similar ceremony will also be held at Yad Vashem. The ceremony’s name comes from a famous poem by the Israeli poet Zelda Schneersohn Mishkovsky (commonly referred to by her first name alone). The song version of the poem is often played at memorial ceremonies.Meanwhile, the annual “March of the Living” will begin in Poland at 2:30 p.m. (Israel time), led by President Reuven Rivlin. IDF chief Gadi Eisenkot and the heads of Israel’s Mossad spy agency and Shin Bet security service will also attend, as will over 10,000 people. They will participate in a three-kilometer (two-mile) march from the main Auschwitz concentration camp to the Birkenau extermination camp, which housed the gas chambers and crematoria. The Nazis killed some 1.1 million people at the camp, mostly Jews, but also Russians, Gypsies, Poles and members of other nationalities.Events will conclude with ceremonies at Kibbutz Lohamei HaGeta’ot and Kibbutz Yad Mordechai in Israel’s north.Decades after the liberation of the Nazi camps, the annual Holocaust Remembrance Day continues to be marked with solemnity in Israel, with restaurants, stores and entertainment centers closed and Holocaust-themed movies and documentaries broadcast on TV and radio. Most schools and many preschools hold official assemblies where students honor the dead and hear stories from survivors.Holocaust Remembrance Day events were launched on Wednesday evening with the official state ceremony at the Yad Vashem Holocaust memorial in Jerusalem.Holocaust Remembrance Day is scheduled on the same date as the Warsaw Ghetto Uprising — the ultimately doomed revolt that played an important role in defining Israel’s national psyche. Israel’s identity is defined by the axiom that never again will Jews be helpless in the face of annihilation. At a Wednesday night ceremony at Yad Vashem, Prime Minister Benjamin Netanyahu spoke of the murderous Nazi aggression that was not sufficiently challenged by Western powers, comparing it to Iran.“Today, too, there’s an extremist regime that’s threatening us, threatening the peace of the entire world,” Netanyahu said of Iran. “That regime explicitly declares that it intends on destroying us, the Jewish state.”Judah Ari Gross contributed to this report.

Opinion-Cybersecurity and defence for the future of Europe By Jyrki Katainen and Jarno Limnell-EUOBSERVER

BRUSSELS, 10. Apr, 13:59-This is a time of change for the world and a time of opportunities for Europe. The European system of values is being challenged in its resilience by the global megatrends: globalisation, digitisation, migrations, artificial intelligence and rise of global threats. This is the time when the European Union needs to make sure it is taking the right direction, with digitisation and security at the core. Our actions will only be decisive when we create a competitive, prosperous, resilient and secure Europe - for every European citizen. In this respect, Europe has much common ground to come together in digitisation and cybersecurity.Cybersecurity often pops up when we speak about risks and threats. However, cybersecurity - and security in general - is more than that.Cybersecurity is a digital and technological enabler for industrial modernisation, for effective defence and for successful development of artificial intelligence.Cybersecurity is a core element of Europe's whole digital infrastructure and of the Digital Single Market itself. Only with this mindset will Europe become a global leader in digital technologies and a secure place for its citizens. There are several strategic challenges in cybersecurity where political decisiveness is needed in Europe. Cybersecurity is primarily a strategic and political issue, and also more strategic-political-social research analysis is needed.-Moving faster than ever-Without a credible and self-sufficient European cybersecurity industry, Europe will lack digital competitiveness. Europe is now home to many start-ups, but they do not manage to scale up or they move out of Europe to grow. Innovation, a more developed and dynamic venture capital market and a true single market are key elements to ensure that European companies grow to become global market players - and stay in Europe. Then defence. The future of Europe will revolve around digitisation and cybersecurity even more when looking at it from the defence angle. Cyber defence is one of the areas in which the need to step up cooperation is strongest: defence and security is what Europeans ask and expect from their leaders.Security has become the number one concern for citizens. Eurobarometer polls show that three quarters of the respondents expressed themselves in favour of more Europe in security and defence. And the leaders have committed to it.Europe is now moving faster than ever in increased security and defence cooperation. A Defence Union is not yet here, but we have just witnessed the birth of a Permanent Structured Cooperation (Pesco) amongst 25 EU member states. In other words, almost the whole European Union will carry out joint projects, including on cybersecurity. For now this is just a commitment to cooperation, but nothing prevents it from becoming a real common defence, if our heads of state and government so decide.-'Ethics by design'-In fact, common defence is not a binary choice of all or nothing. It can be framed progressively, starting from the areas where the added value of supranational cooperation is biggest. There is a clear case for this in digital and cybersecurity matters. Cooperation is the condition sine qua non to exercise sovereignty in a globalised world where digital threats are global and do not respect borders. The efforts to create a seamless internal market for cybersecurity technologies, the work to strengthen European autonomy regarding cyber capabilities and the performance of joint operations to detect, react to and deter cyber threats are elements which, put together, could constitute the first nucleus of a future, comprehensive Common European defence. This is a vision of solidarity, of trust and of opportunities. A shared vision that could become reality.Against this picture, ethics needs to be considered as well. We are now developing technology more quickly and radically than ever previously in human history. This is a development which can also change humanity. "Ethics by design" should be the principle - whatever technology we are creating. It is, for instance, a question of how to bring greater transparency to the ever increasing number of algorithms that affect our lives. Algorithms and technologies cannot be developed only outside Europe and based on different sets of values than European ones. Europe should show the way to the world also in these ethical and moral considerations.Jyrki Katainen is European Commission vice-president for jobs, growth, investment and competitiveness. Jarno Limnell is professor of cybersecurity at Aalto University.

Magazine-New bioeconomy strategy will have to address job losses By Peter Teffer, infographics by Tobias Andreasen-EUOBSERVER

Brussels, 9. Apr, 08:58-Bulgaria had apparently not received word of the bad news. Neither had the European commissioner for agriculture, Phil Hogan.Last February, Bulgaria opened a debate at a meeting of agriculture ministers with a paper stating that the bioeconomy employed around 22 million people in the EU. Hogan also cited that figure. The bad news was that their information was outdated. The figure comes from the commission's bioeconomy strategy paper, published back in February 2012.At the presentation of the strategy in Brussels, Maire Geoghegan-Quinn, who was the EU commissioner for research, innovation and science, at the time, said the bioeconomy was not simply a "niche area", it also promoted growth and jobs."With an annual turnover of around two trillion euro, and employing around 22 million people, the bioeconomy is already one of the Union's biggest and most important sectors. Its potential for the future is even greater," she said.More recent estimates, however, showed that the sector is not a niche, and the figures by the commission's in-house think tank, the Joint Research Centre, revealed the total number of bioeconomy jobs in the EU was never that high. Instead, it has been decreasing steadily. In 2008, the bioeconomy employed 20.76 million Europeans. Over the next six years, that figure dropped consistently. By 2014, the most recent figure available, the number of bioeconomy jobs stood at 18.59 million. While the overall job market in the EU shrunk during that period, the bioeconomy sector was hit proportionally harder. A large share of that is due to a relentless drop in agriculture jobs.Between 2008 and 2014 over a million farm jobs evaporated. The wood production and wooden furniture sector also saw some 380,000 jobs lost.-Strategy had 'weaknesses'-The employment figure is not the only thing that is outdated in the 2012 bioeconomy strategy paper and accompanying action plan. The commission has planned to overhaul the entire strategy. In November 2017, the commission published a review of its own strategy paper. Although it was worded diplomatically, it was nothing short of a scathing critique of the original paper, which had five goals. Those five goals were: to ensure food security; manage natural resources sustainably, reduce dependence on fossil fuels; mitigate and adapt to climate change; and job creation. The review said that the "intrinsic weaknesses" of the strategy and action plan was that goals were only generally described, and that the goals lacked "specific, measurable, attainable, relevant, and timely" targets. As a consequence, it was "difficult to monitor progress and fully assess, or evaluate, the extent to which the implementation of the actions contribute to the five strategic objectives"."Also, the sheer number and diversity of (sub-)actions may have resulted in a sub-optimal focus and some overlap," it added.-A western European affair-Another critique was that the goals of the bioeconomy strategy were also the goals of many other EU policies."These policies and other factors such as the macro-economic context have had an important influence on addressing these objectives. It is, therefore, not possible in this review to quantify the direct contributions that the bioeconomy strategy and its action plan have made to help achieve these objectives."The review did say that the strategy has helped increase awareness of the importance of the bioeconomy, but some caveats can be added there too.The 2012 paper had called on EU member states to come forward with their own national bioeconomy strategies. The review found that those countries with national strategies were mainly those fifteen states that have been EU members since before 2004, while central and eastern EU countries "lag behind".An east-west division can also be distinguished when looking at annual turnover figures of the bioeconomy sector. In 2014, 88 percent of the €2.2 trillion in turnover was made in the EU15. In part, that is because in eastern EU states the bioeconomy sector is mostly made up of agriculture jobs. The agriculture and forestry sectors are still too often nothing more but a supplier of raw material, EU agriculture commissioner Hogan said at the February ministerial meeting."The bioeconomy has the potential to improve the living conditions of primary producers – our farmers and foresters - by creating additional outlets for higher value-added products as well as spurring innovation in the primary sector. However, in order to achieve this potential, primary producers need to play a more active role in the value creation of the bioeconomy supply chains," he said. The commission has scheduled publication of the reviewed bioeconomy strategy for the third quarter of 2018.

Parkland, Florida, school district rejects funds to arm teachers-[Reuters]-By Gina Cherelus-YAHOONEWS-April 11, 2018

(Reuters) - The Florida school district that includes the high school where a gunman massacred 17 people has rejected its share of new state funding to be used for arming teachers, county officials said on Wednesday. The Feb. 14 attack at Marjory Stoneman Douglas High School in Parkland ramped up a long-running U.S. debate on gun rights and sparked a youth movement led by survivors of the attack, many of whom have been critical of the idea of arming teachers. The Broward County School Board, which oversees Stoneman Douglas and other schools, said in a statement it had voted unanimously against accepting money from a $67 million statewide program, signed into law last month by Governor Rick Scott as part of a package of gun-control and school safety measures.Board members want Scott, a Republican who earlier this week launched a run for the U.S. Senate, to allow them to allocate the money in other ways, such as providing additional funding for school resource officers (SROs) - trained law enforcement officers that are often already armed."For them to dictate to us that this money can only be spent to arm our employees is a travesty," school board member Robin Bartleman said in a phone interview on Wednesday."What I want to see happen is the legislature free up that money to districts so we can use it for mental health programs or to hire more SROs."In addition to creating the fund to allow school staff to be trained and deputized to carry guns on the job, Scott signed measures that raised the state's minimum age to buy any firearm to 21 and imposed a three-day waiting period on gun purchases. The $67 million Aaron Feis Guardian Program, named after a coach who was among those killed in the Parkland massacre, allows local sheriffs and school districts to opt out if they wish. Most classroom teachers are excluded from volunteering for the program, a compromise aimed at earning the support of the governor and many lawmakers who had initially opposed the idea.A 19-year-old man who had been kicked out of Stoneman Douglas used a legally purchased AR-15 assault-style rifle in the February attack. An armed sheriff's deputy had been present at the school campus in suburban Fort Lauderdale when the third-deadliest school shooting by a single gunman in U.S. history began, but failed to enter the building where the shooting was occurring.(Reporting by Gina Cherelus in New York; Editing by Scott Malone and Rosalba O'Brien)

ACLU sues to block new Kentucky law restricting abortions-[Reuters]-By Steve Bittenbender-YAHOONEWS-April 11, 2018

LOUISVILLE (Reuters) - A civil rights group on Wednesday sued to block a Kentucky law that restricts abortion access in the state a day after the governor signed the bill. The American Civil Liberties Union, on behalf the state's lone abortion provider, filed the lawsuit in U.S. District Court in Louisville seeking to stop enforcement of House Bill 454, which bans a common abortion procedure from the 11th week of pregnancy onward. The law, which bans the procedure known as dilation and evacuation for women in their second trimester except in cases of emergency, took effect late Tuesday after Republican Governor Matt Bevin signed the bill. The procedure accounts for 16 percent of all abortions performed in Kentucky."Kentucky politicians have already shut down all but one abortion clinic in our state," Michael Aldridge, executive director of the ACLU of Kentucky, said in a statement. "Now they want to invade the exam room and stop doctors from providing safe, quality care. It's shameless, insulting, and dangerous."Bevin's office could not immediately be reached to comment.Last year, a similar measure passed by Texas lawmakers was struck down by a federal judge. Similar bans in other states, including Alabama, Arkansas, Kansas and Oklahoma, have also been struck down by courts.Last month, Mississippi's governor signed into law the most restrictive U.S. abortion measure, banning all abortions after the 15th week of pregnancy. However, that state's only abortion clinic sued to block that law as well.Since last year, when Republicans took control of the Kentucky House for the first time since 1921, the state's legislature has passed several measures to restrict access to abortion, including banning all abortions after the 20th week of pregnancy.Last year, the ACLU sued to keep the EMW Women's Surgical Center in Louisville open, and a federal judge struck down a law passed in January 2017 that required women to undergo an ultrasound exam before receiving an abortion. After the Kentucky General Assembly passed the bill late last month, state Representative Addia Wuchner, its main sponsor, said she was not seeking to prevent a woman's access to an abortion but to restrict a "brutal and cruel" procedure. While dilation and evacuation is used in most second-trimester abortions, nearly 90 percent of all abortions are performed in the first trimester, according to the Guttmacher Institute, a research group that supports abortion rights.(This version of the story corrects typo in governor's name to make it "Bevin" instead of "Bevins" in 3rd and 5th paragraphs)(Reporting by Steve Bittenbender; editing by Jonathan Oatis)

Mississippi's last abortion clinic expands lawsuit on restrictions-[Reuters]-By Bernie Woodall-YAHOONEWS-April 9, 2018

(Reuters) - Mississippi's last remaining abortion provider expanded a federal challenge on Monday to laws that ban abortions in the state after 15 weeks of pregnancy and block access to the procedure in myriad ways, it said. The ban on abortions after 15 weeks, signed into law last month by Mississippi Governor Phil Bryant, put the strictest time limit on legal abortions in the United States.Jackson Women's Health Organization, the only abortion clinic in the state, initially filed the lawsuit in March to target the 15-week limit. It submitted an amended complaint on Monday to go after other restrictions on abortion. The lawsuit, filed in Jackson, the state capital, says Mississippi singles out clinics that perform abortions with stricter licensing requirements and regulations than other medical clinics. The complaint asks the court to reverse state laws that require women to make two separate trips to a clinic before an abortion is performed and to wait 24 hours after receiving state-mandated information on the procedure. It says the 15-week limit is part of a 25-year legislative campaign to eliminate women's constitutional right to access abortion in Mississippi.A federal judge blocked the new law through April 13.Bryant, a Republican, has defended the legislation, saying it was intended to protect the health of mothers-to-be."I want Mississippi to be the safest place in America for an unborn child," he said in a statement emailed to Reuters on Monday. But Nancy Northup, president of the Center for Reproductive Rights, said the law was really about "shaming women and blocking access to abortion care."The U.S. Supreme Court in 1973 ruled in Roe v. Wade that women have the constitutional right to an abortion.(Reporting by Bernie Woodall in Fort Lauderdale, Florida, Editing by Rosalba O'Brien)

29  And the land shall tremble and sorrow: for every purpose of the LORD shall be performed against Babylon,(AMERICA-NEW YORK) to make the land of Babylon (AMERICA) a desolation without an inhabitant.
30  The mighty men of Babylon (AMERICA) have forborn to fight, they have remained in their holds: their might hath failed; they became as women: they have burned her dwellingplaces; her bars are broken.

Trump warns Russia: Missiles 'will be coming' to Syria-Dylan Stableford-Senior Editor-Yahoo News-April 11, 2018

President Trump on Wednesday issued a stern warning to Russia, tweeting that he will direct an air strike at Syria in response to last week’s chemical attack and chastising the Kremlin for its support of Syrian President Bashar Assad.“Russia vows to shoot down any and all missiles fired at Syria,” Trump wrote on Twitter. “Get ready Russia, because they will be coming, nice and new and ‘smart!’ You shouldn’t be partners with a Gas Killing Animal who kills his people and enjoys it!”Trump added: “Our relationship with Russia is worse now than it has ever been, and that includes the Cold War. There is no reason for this. Russia needs us to help with their economy, something that would be very easy to do, and we need all nations to work together. Stop the arms race?”Russia’s military has propped up Assad’s regime as it wages a multiway war against both the so-called Islamic State and various antigovernment forces. According to the UN Envoy for Syria, an estimated 400,000 Syrians have been killed since 2011.The Russian foreign ministry responded in a Facebook post, saying “smart missiles should fly toward terrorists, not legal government.”Trump later suggested the “bad blood” between Washington and Moscow has been caused by Special Counsel Robert S. Mueller’s ongoing federal investigation into Russian meddling in the 2016 presidential election. The president also called Deputy Attorney General Rod Rosenstein, who signed off on Trump’s decision to fire FBI Director James Comey last year, “conflicted.”Much of the bad blood with Russia is caused by the Fake & Corrupt Russia Investigation, headed up by the all Democrat loyalists, or people that worked for Obama. Mueller is most conflicted of all (except Rosenstein who signed FISA & Comey letter). No Collusion, so they go crazy!— Donald J. Trump (@realDonaldTrump) April 11, 2018-Trump has been weighing U.S. military options in Syria in the wake of Saturday’s chemical attack that killed at least 40 people. But during a meeting with national security officials at the White House earlier this week, Trump told reporters he would not publicly telegraph his moves — something he criticized former President Barack Obama for doing.“We’re making decisions as to what we do with respect to the horrible attack,” Trump said Monday. “And it will be met. And it will be met forcefully. When I will not say because I don’t like talking about timing.”Last week, the White House announced that the U.S. military mission in Syria “is coming to a rapid end.” That was before Saturday’s attack.Trump lashed out at Russia and Iran for its support of Assad the next day — notably calling out Russian President Vladimir Putin by name.“President Putin, Russia and Iran are responsible for backing Animal Assad,” Trump tweeted. “Big price to pay.”

U.S. report blames Hawaii missile scare on human error, poor safeguards-[Reuters]-By David Shepardson-YAHOONEWS-April 10, 2018

WASHINGTON (Reuters) - A U.S. government report on Tuesday blamed Hawaii's false alert of a missile attack in January on a combination of human error and inadequate safeguards. The alarm, which went uncorrected for 38 minutes after being transmitted to mobile phones and broadcast stations, caused widespread panic across the Pacific islands state. The Federal Communications Commission's final report on the incident followed disclosures that the employee who issued the warning mistook a test drill for an actual attack. The FCC said the primary error was the misunderstanding by the employee who sent the alert, but it also blamed a miscommunication between two supervisors. It added that Hawaii authorities should not have allowed a single employee to send an alert without requiring confirmation from a second person. The report found that Hawaii conducted far more drills than typical and did not have a plan to respond and correct a false alert. It also blamed deficiencies in Hawaii's training. The top two civilian officials of the Hawaii Emergency Management Agency resigned in January after the incident and a warning-system officer who admitted to mistakenly issuing the alert was fired. Hawaii has made numerous changes in an effort to prevent future incidents and named a new emergency management agency administrator last month.A Hawaii investigation in January found the system for activating a missile alert and conducting emergency drills was deeply flawed, lacking sufficient clarity, fail-safe controls or even a pre-programmed way of issuing a false alarm notice to the public. The Hawaii Emergency Management Agency referred questions to Lieutenant Colonel Charles Anthony, a spokesman for the Hawaii Department of Defense, who called the FCC report "comprehensive" and said it covered much of the same ground that the state's reviews had found. He said Hawaii had already adopted or was in the process of implementing all of the FCC recommendations.FCC Commissioner Jessica Rosenworcel said in a statement the report found the alert "the result of multiple human and operational failures. ... Fixing this should be a top priority – from working to promote best practices to establishing a mechanism for false alert reporting."The FCC report recommended that all states require two employees to approve an emergency alert and have procedures in place to quickly address false alerts.(Reporting by David Shepardson; Editing by Tom Brown and Peter Cooney)

UK’s May reported to have deployed submarines to Syria coast-Prime minister says Bashar Assad's apparent chemical weapons use in Douma cannot go unchallenged-By Jill Lawless and DANICA KIRKA    Today, 5:43 am 0

LONDON (AP) — Prime Minister Theresa May moved ever closer Wednesday to committing Britain to military action against Syria, saying “all the indications” are that President Bashar Assad’s forces were behind a chemical weapons attack in Douma.May called an emergency meeting of her cabinet for Thursday afternoon to discuss Syria, and The Telegraph newspaper reported that the prime minister has already ordered British submarines to move within missile range of the country. The Cabinet meeting suggests May could decide to sidestep parliamentary approval for military strikes amid reports that Assad has begun moving his arsenal away from air bases that are likely to be targeted.May said earlier Wednesday that the government was still assessing who was responsible for the attack on Douma. Britain has been working with its allies to determine what happened, and “we are rapidly reaching that understanding,” she said during a visit to the English city of Birmingham.“All the indications are that the Syrian regime was responsible,” May said. “And we will be working with our closest allies on how we can ensure that those who are responsible are held to account and how we can prevent and deter the humanitarian catastrophe that comes from the use of chemical weapons in the future.”The US, France and Britain have been consulting about launching a military strike within days, and President Donald Trump tweeted Wednesday that missiles “will be coming.”May has not confirmed whether Britain will participate directly, but said “the continued use of chemical weapons cannot go unchallenged.”She condemned Russia for vetoing a UN Security Council resolution calling for a new body to determine responsibility for the attack, saying it meant “there can be no role now for investigations by the United Nations.”May isn’t legally required to get parliament’s backing for military action, though it is conventional for lawmakers to be given the chance to vote. Britain’s Parliament is in recess until Monday, though it could be recalled for an emergency debate. In 2013, parliament defeated a call by then-Prime Minister David Cameron for air strikes in response to an earlier chemical attack in Syria. Some lawmakers have expressed reservations about taking military action now, but others have come to believe the 2013 vote was a mistake.Labour legislator Emma Reynolds, whose party helped defeat Cameron’s planned 2013 strike, said failing to act then had set a “dangerous precedent.”

Assad adviser: Syria ready for war with West, Israel will be ‘biggest loser’-Buthaina Shaaban tells Lebanese media that Syria is not afraid of confrontation, 'will be prepared for it if it happens'-By TOI staff-APR 12,18

Claiming that “the rules of the games have changed,” a political and media adviser to President Bashar Assad claimed Thursday that Syria was ready for war with international forces if hostilities were to break out.“We are not afraid of war and we will be prepared for it if it happens,” Buthaina Shaaban told Lebanon’s Hezbollah-affiliated Al Mayadeen TV station. He statements came against a backdrop of heightened tensions between Syria and Russia on the one side and the US — and possible its European allies — on the other. Washington has threatened to punish Syria militarily for the chemical attack in Eastern Ghouta over the weekend in which some 40 people died.Syria, with Russia’s backing, has denied responsibility for what happened in the rebel enclave.Shaaban said that Syria and Russia had made preparations for a US attack, and claimed the cards were now stacked in Damascus’s favor, with the Syrian regime in a much better situation now that it had been in the past. She charged that Israel was interested in prolonging Syria’s civil war but that a Syrian government victory over the rebels would change the region and the world, and that Israel would be “the biggest loser.”US President Donald Trump responded Wednesday to a Russian threat to shoot down missiles aimed at Syria by tweeting, “Get ready Russia, because they will be coming, nice and new and “smart!” You shouldn’t be partners with a Gas Killing Animal who kills his people and enjoys it!”British Prime Minister Theresa May has called an emergency cabinet meeting for Thursday and The Telegraph newspaper reported that she has already ordered British submarines to move within missile range of Syria, while French President Emmanuel Macron is to decide on a response in the coming days, having insisted he does “not want an escalation” and that any response would focus on Syria’s chemical capabilities, not on allies of the regime.Israel Radio reported Thursday that the Syrian government had sent text messages to citizens to prepare for the possibility of attack and that long queues had formed outside bakeries and other food stores. The London-based Syrian Observatory for Human Rights reported Wednesday that Syrian pro-government forces were evacuating major airports and military bases in advance of an attack. Satellite photos showed that most of the Russian warships using a base at Tartus on Syria’s Mediterranean coast had upped anchor and left.Tension between Israel and Syria and its close ally Iran have risen this week as Tehran threatened retaliation for a deadly airstrike in Syria attributed to Israel.Prime Minister Benjamin Netanyahu on Wednesday huddled with key defense officials about the security situation on the country’s northern borders.Netanyahu also ordered Likud ministers to refrain from publicly commenting about the security situation because of the “sensitivity of the circumstances.”Russia, Syria, Iran and the United States have all said Israel carried out the predawn Monday missile barrage on the T-4 Air Base near Palmyra in central Syria. Israeli officials refused to comment on the strike, which reportedly killed at least 14 people, including at least seven Iranian military personnel. On Tuesday, a top adviser to Iran’s Supreme Leader Ayatollah Ali Khamenei threatened Israel over the air raid.“The crimes will not remain unanswered,” Ali Akbar Velayati said during a visit to Syria, according to the official Islamic Republic News Agency.Israel has regularly expressed its concern about the Iranian presence in Syria, fearing the long-term establishment of hostile forces in the neighboring country.Russian President Vladimir Putin in a phone call on Wednesday asked Netanyahu to avoid any steps that could increase instability in Syria.Netanyahu, for his part, said Israel would continue to counter Iran’s efforts to build up its military presence in the war-torn country.

Possible US strike on Syria looms large as allies weigh military action-White House says 'a number of options' being discussed as Trump launches belligerent Twitter attack on Assad-backer Russia-By TOI staff and Agencies-APR 12,18

A possibility of a US-led strike on Syria appeared to gain traction Wednesday with President Donald Trump warning that “missiles will be coming” in response to an alleged chemical attack in Syria, and the White House confirming that “a number of options” were being discussed. With punitive US military action seemingly imminent, Russia scrambled to deflect blame from its ally Bashar Assad and, according to a monitor group, Syrian forces evacuated key defense buildings in Damascus.Trump’s warlike tweets came in response to a warning from Russia’s ambassador to Beirut, who took to a television network run by the Hezbollah terror group to declare that any US missiles would be shot down “as well as the sources they were fired from.”If the US action follows the pattern of a previous punitive strike on Syria last year, it will begin with a salvo of cruise missiles fired from American warships in the Mediterranean, as Trump implied when he tweeted they would be “nice, new and ‘smart.'”US Defense Secretary Jim Mattis and CIA director Mike Pompeo huddled at the White House on Wednesday to discuss options and game out the situation.“The president’s national security team met today. That meeting was chaired by the vice president to discuss a number of options,” White House spokeswoman Sarah Sanders said.-‘Spiraling out of control’-With the UN Security Council failing thus far to find a diplomatic solution, Secretary General Antonio Guterres warned Wednesday time was running out.“Today, I called the Ambassadors of the five Permanent Members of the Security Council to reiterate my deep concern about the risks of the current impasse and stressed the need to avoid the situation spiraling out of control,” he said, referring to the United States, Russia, China, France and Britain.Moscow and Washington have so far vetoed each other’s motions to set up an international investigation into chemical weapons use.Opponents of unilateral US action called an emergency closed-door meeting of the UN Security Council for later Thursday.Meanwhile, Moscow said the formerly rebel-held district of Eastern Ghouta — including Douma, the target of Saturday’s attack — had been “totally stabilized” and would soon be patrolled by Russian military police.Russian army continued to deny their side’s latest victory came after Assad launched a chemical attack on the last rebel-held pocket of the enclave in the Damascus suburbs, instead accusing the White Helmets civil defense organization of staging the massacre.Trump’s spokeswoman dismissed this idea, and pointedly refused to acknowledge that concern about the risks of a direct confrontation with Russia would hold the US military back.“The intelligence provided certainly paints a different picture,” she said. “The president holds Syria and Russia responsible for this chemical weapons attack.”But while the Russian president’s lieutenants continued to up the ante with threats and allegations, Vladimir Putin himself adopted a more statesmanlike tone, in remarks to new ambassadors presenting their credentials at the Kremlin.“The situation in the world is becoming more and more chaotic but all the same we hope that common sense will finally prevail and international relations will take a constructive path,” he said.Trump’s tweets were more belligerent — he told Russia “You shouldn’t be partners with a Gas Killing Animal who kills his people and enjoys it!” — and declared that US relations with Russia have plunged to a historic low.Russia vows to shoot down any and all missiles fired at Syria. Get ready Russia, because they will be coming, nice and new and “smart!” You shouldn’t be partners with a Gas Killing Animal who kills his people and enjoys it!— Donald J. Trump (@realDonaldTrump) April 11, 2018-But he notably also said there was “no reason for this,” reiterated his hope for talks with Putin to halt a new arms race, and blamed his domestic political opponents for poisoning ties.Assad’s Damascus regime, which has long accused Washington of supporting its armed opponents in the country’s bloody seven-year-old civil war, hit back at Trump’s “reckless escalation.”-OPCW to deploy-Trump and other Western leaders have vowed a quick and forceful response to Saturday’s alleged gas attack, which rescue workers say killed more than 40 people.British Prime Minister Theresa May has called an emergency cabinet meeting for Thursday and The Telegraph newspaper reported that she already ordered British submarines to move within missile range of the country, while French President Emmanuel Macron is to decide on a response in the coming days, having insisted he does “not want an escalation” and that any response would focus on Syria’s chemical capabilities, not on allies of the regime. As it looked to head off the threat of Western strikes, Syria said it had invited the Organisation for the Prohibition of Chemical Weapons, which has blamed the regime for previous attacks, to visit the site. The OPCW said it would “shortly” deploy a fact-finding team to Douma for an investigation, but US officials said they were working from their own information and would not necessarily hold back.Damascus agreed to hand over its chemical arsenal in 2013, narrowly avoiding American and French air strikes in retaliation for a suspected sarin attack. That incident, which killed hundreds, also took place in Eastern Ghouta.

Erdogan criticizes Russia, says Turkey to decide future of Syria's Afrin-[Reuters]-YAHOONEWS-April 10, 2018

ANKARA (Reuters) - Turkish President Tayyip Erdogan on Tuesday criticized Russia's stance on the future of Syria's Afrin region, saying that Ankara itself would decide the details of returning the area to the Syrian people."We know very well who we'll hand Afrin to. First, let's talk about handing over areas controlled by other countries in Syria to Syria," Erdogan told reporters, dismissing comments from Russia's foreign minister, Sergei Lavrov."When the time comes, we will give Afrin to the people of Afrin personally, but the timing of this is up to us, we will determine it, not Mr. Lavrov," he said.Lavrov on Monday said the easiest way to normalise the situation in Afrin was to put the area back under the control of Syrian government, the Interfax news agency reported. While Turkey is cooperating with both Russia and Iran to wind down some of the violence in Syria, Ankara has long demanded that President Bashar al-Assad must go and has backed rebels against him. Assad's main backers are Moscow and Tehran.Turkey has waged a military campaign to drive Kurdish YPG fighters from the northwestern Afrin district, while Russian air power and Iran-backed militias have supported Syrian army offensives in the Idlib and Ghouta regions.Iranian President Hassan Rouhani has said that Afrin should be handed over to Syria's army.Turkey considers the YPG, which is backed by the United States in the fight against Islamic State, to be a terrorist organisation.(Reporting by Gulsen Solaker; Writing by Ali Kucukgocmen; Editing by Daren Butler and Robin Pomeroy)

Yemeni rebel missiles, drones target Saudi capital, south-[Associated Press]-AYA BATRAWY and ABDULLAH AL-SHIHRI-YAHOONEWS-April 11, 2018

RIYADH, Saudi Arabia (AP) — Saudi Arabia faced a flurry of attempted attacks by Yemen's rebels on Wednesday, with the kingdom's defense forces saying they intercepted missiles that targeted Riyadh and another city, and drones targeting an airport and an Aramco oil facility in the country's south. The attacks underscore how the Shiite rebels, known as Houthis, continue to retain a range of potentially lethal and disruptive ways to hit the kingdom, despite more than three years of devastating Saudi airstrikes on Yemen to try and roll back Houthi control of the Yemeni capital, Sanaa, and other northern strongholds. The strikes by the rebels in neighboring Yemen came just days before Saudi Arabia is to host heads of state and dignitaries for the annual Arab League summit, which will be held this year in the eastern Saudi city of Dammam. The location may have been selected by the kingdom to avoid Houthi missile strikes during Sunday's summit.Saudi state-run TV channel al-Ekhbariya carried an official statement saying the kingdom's defense forces intercepted missiles fired at Riyadh and the southern city of Jizan. The Houthi-run al-Masirah TV channel said the ballistic missiles targeted the Saudi Defense Ministry in Riyadh, among other targets in the kingdom's capital. An Associated Press reporter in Riyadh heard three loud explosions overhead just before sunset Wednesday. Other residents of the capital posted on social media similar accounts of hearing loud explosions and seeing smoke in the sky from the possible missile interception.Saudi forces said they also destroyed two Houthi drones targeting the cities of Jizan and the airport in Abha, also near the border with Yemen.Saudi officials said flights were temporarily suspended at Abha airport in line with safety procedures. At least one Saudi media outlet reported a drone crash at the airport had injured two airport workers. The kingdom and its allies, with support from the United States, have been at war in Yemen since March 2015. More than 10,000 Yemenis have died in the conflict and millions in the impoverished country have been pushed to the brink of famine.Saudi coalition spokesman Turki al-Maliki accused rival Iran of being behind Wednesday's attacks. He has previously warned that Saudi Arabia reserves the right to respond against Iran. Iran denies arming the rebels.Al-Masirah TV said the Houthis used a Qasef-1 drone to disrupt air traffic at Abha airport and to target a Saudi Aramco facility in Jizan in response to what it described as "Saudi-American crimes against Yemenis."The Houthis last year unveiled the Qasef-1 drone, along with three other new types of drones used for surveillance and attack, claiming they were indigenously made.Evidence documented by the Conflict Armament Research group, or CAR, said the Qasef-1 drone appears to be Iranian-manufactured and has been supplied in batches to Houthi forces in Yemen. The Houthis and their allies have used the drones to disable Patriot missile defense systems deployed by Saudi-led forces in Yemen, said CAR.A week ago, Saudi air defense forces said they shot down a missile fired by the Houthis at the Aramco refinery in Jizan. Earlier this month, the coalition said the rebels attacked a Saudi oil tanker in the Red Sea, causing "minor damage" to the ship.A missile fragment last month killed an Egyptian resident of Riyadh — the first death reported in the capital as a result of the missile strikes. While missile strikes against Riyadh are growing in frequency, the Houthis have more often targeted southern Saudi border cities and towns.___Batrawy reported from Dubai, United Arab Emirates.

Pope acknowledges his 'grave mistakes' in Chile sex abuse crisis-[Reuters]-By Fabian Cambero and Philip Pullella-YAHOONEWS-April 11, 2018

SANTIAGO/VATICAN CITY (Reuters) - Pope Francis acknowledged on Wednesday that he had made "grave mistakes" in the handling of a sexual abuse crisis in Chile, saying he felt shame and inviting victims he had once doubted to Rome to seek their forgiveness personally."I have made grave mistakes in the assessment and my perception of the situation, due in particular to a lack of truthful and balanced information," he wrote in an extraordinary letter to Chilean bishops. The letter followed a visit to Chile by one of the Vatican's most experienced sexual abuse investigators, Archbishop Charles Scicluna of Malta.Sciluna was investigating claims surrounding Bishop Juan Barros, appointed by the pope in 2015 despite accusations that Barros had covered up sexual abuse of minors by his mentor Father Fernando Karadima.Francis wrote the letter after receiving Scicluna's 2,300-page report and in the missive to the bishops he summoned them to Rome for a meeting. He did not say when it would take place.Such gatherings are rare and usually take place in a period of crisis in a national Church. A similar meeting took place in Rome with American bishops in 2002 during the papacy of Pope John Paul after a sexual abuse crisis exploded in the United States. In the three-page letter in Spanish, issued simultaneously at the Vatican and in Chile, the head of the Roman Catholic Church said he wanted to "re-establish trust in the Church, trust that was broken by our errors and sins, and heal the wounds that continue to bleed in Chilean society."Reading Scicluna's report caused him "pain and shame," he added.Controversy over Barros, bishop of the city of Osorno in Chile's south, dominated a recent trip the Argentine pontiff made to South America. Critics accused the pope of not understanding the depth of the crisis after he initially defended Barros and said he was the victim of slander."I apologize to all those I have offended and I hope to be able to do it personally in the coming weeks, in the meetings I will have (with victims)," the pope said in the letter.A number of men have accused Barros of protecting his former mentor, the Rev. Fernando Karadima, who was found guilty in a Vatican investigation in 2011 of abusing them and others when they were boys. Karadima always denied the allegations, and Barros said he was unaware of any wrongdoing. The letter gave no clue about Barros' future.During the pope's trip in January, a Chilean reporter asked a question about Barros."The day I see proof against Bishop Barros, then I will talk. There is not a single piece of evidence against him. It is all slander. Is that clear?" the pope replied. On the plane returning from Chile, Francis told reporters he believed the bishop was innocent.Days later, the pope did a turnaround and sent Scicluna to investigate. In his letter, Francis said the Chilean Church now had "to repair the scandal as much as possible and restore justice."In a statement Osorno parishioners said they appreciated the Pope's change of heart and accepted his plea for forgiveness. Still, they said specific measures, including the resignation of Barros, were needed to restore confidence in the Church.(Reporting by Fabian Cambero and Philip Pullella, additional reporting by Felipe Iturrieta; writing by Philip Pullella; editing by David Gregorio and Rosalba O'Brien)
