Tens of thousands of Lebanese began casting their ballots Sunday in the first parliamentary elections in nine years, with people lining up early in the morning to take part in a vote that is being fiercely contested between rival groups backed by regional powers.The voting is unlikely to change the existing balance of power among the major groups in Lebanon, but many hope new contenders from civil society groups can challenge the decades-old sectarian political system.The election comes after a drawn-out political stalemate finally produced a new electoral law in 2017 that introduced a proportional list-based system. Voters will choose one list of allied candidates, as well as a preferred candidate from among them. In the past, the winning list took all the seats in the electoral district.The campaign passed without major incident but security forces were out en masse across a country still sporadically rocked by attacks and with a history of political assassinations. Prime Minister Benjamin Netanyahu said Sunday that while Israel is not interested in a military escalation with Iran, if there has to be a fight he would prefer it be now rather than later.The comments came amid escalating tensions between Jerusalem and Tehran as the Islamic Republic has sought to expand its foothold in neighboring Syria, raising fears it could use bases for attacking Israel.“We are determined to block the Iranian entrenchment, even at the cost of confrontation,” Netanyahu said at the start of his government’s weekly cabinet meeting. “We don’t want an escalation, but we are prepared for every scenario. We don’t want confrontation, but if there needs to be one, it is better now than later.”His comments came a week after a strike on an Iranian base in Syria, attributed to Israel, which reportedly destroyed hundreds of surface-to-surface missiles and killed over 30 people, including many Iranian military officials. Iran denied that any of its soldiers were killed in the attacks and that any of its bases in Syria were targeted.Netanyahu also highlighted the importance of his upcoming meeting with Russian President Vladimir Putin, scheduled for Wednesday.Russia is a key backer of Syrian President Bashar Assad, along with Iran, and has raised concerns over reported Israeli bombing runs in Syria. The Hamas terror group has increased security around its top figures in the Gaza Strip amid fears they might be assassinated by rival groups within the Palestinian enclave.Security around Hamas leader Ismail Haniyeh and others was boosted after information indicated that attempts might be made on their lives, the pan-Arab daily Asharq Al-Awsat reported Sunday.The past several months have seen attempted assassinations of visiting Palestinian Authority Prime Minister Rami Hamdallah and the head of the Hamas security operation Tawfik Abu Naim.A March 13 attack targeted a convoy in which Hamdallah and the PA’s intelligence chief, Majed Faraj, were traveling. By late Saturday the fissures had quieted down and were only releasing steam and gas.Scientists said Kilauea was likely to release more lava through additional vents, but they were unable to predict exactly where. Leilani Estates, a subdivision in the mostly rural district of Puna, is at greatest risk. SAINT JOHN, N.B. — Flood waters continue to rise in southern New Brunswick, and so do concerns for health and safety.Kevin Clifford, the director of Emergency Management for Saint John, said water levels in the city were expected to peak around 5.9 metres today — or about 1.7 metres above flood stage.He cautioned people about being in contact with the flood waters."Certainly people understand the water looks different. It looks brown and it's certainly contaminated with a whole host of things," he said.The provincial Emergency Measures Organization issued warnings for people who have private well water supplies affected by flooding, saying they should not be used until they have been disinfected and tested."If you think that your well may be affected by chemicals such as furnace oil, gasoline or agricultural chemicals, you should not use water from the well for any purpose whatsoever – even if it has been boiled," the warning reads.In the town of Rothesay, officials cautioned residents that the sanitary and storm sewer systems are full because of the flooding."There is no capacity to receive more fluid so sewer backups are very likely if you use your plumbing (and maybe even if you don't)," their statement reads."The Town sewer system works on gravity and flows to the lagoons for treatment. The lagoons have flooded and are overflowing into the river. As the water level rises, there is a potential for backup into the pipes. Moderate to severe drought grips southern Manitoba-[CBC]-YAHOONEWS-May 5, 2018

A dry winter exacerbated by a drier spring has left a wide swath of southern Manitoba in a state of moderate to severe drought, with much of the rest of the province classified as "abnormally dry," according to Environment Canada.Most of southern Manitoba is currently classified as being in a D1, or moderate drought, which Environment Canada calls "an event that occurs every five to 10 years." The agency uses a five-class system to rank the severity of drought.However, large portions of southern Manitoba, including areas south of Winnipeg and south of Brandon, as well as a large patch north of Selkirk to Lake Manitoba, are seeing D2, or severe drought, conditions. Severe drought happens every 10 to 20 years, Environment Canada says.Precipitation was extremely sparse for the month of April in Manitoba. For Winnipeg, this past April was the driest since 1988 and the fourth driest since records were first kept in 1872, said Environment Canada meteorologist Justin Share.Winnipeg received just 1.7 millimetres of rain last month, while the city normally gets an average of 19.2 mm in April.The driest April recorded was in 1980, when only trace amounts of rain were observed in Winnipeg. Tied in second place are 1987 and 1988, when only 0.8 mm of rain fell.There is little chance of rain for the next week — Environment Canada calls for a 40 per cent chance of showers in and around Winnipeg on Tuesday, but little else. The Brandon area may fare better, with periods of rain forecast Monday night into Tuesday morning. Temperatures will hover around the 20 C mark for daily highs.Large dry areas combined with wicked winds have led to numerous early-season grass fires and burn bans throughout the southern half of the province.
