WASHINGTON (AP) — The Obama administration secretly sought to give Iran access — albeit briefly — to the US financial system by sidestepping sanctions kept in place after the 2015 nuclear deal, despite repeatedly telling Congress and the public it had no plans to do so.An investigation by Senate Republicans released Wednesday sheds light on the delicate balance the Obama administration sought to strike after the deal, as it worked to ensure Iran received its promised benefits without playing into the hands of the deal’s opponents. Amid a tense political climate, Iran hawks in the US, Israel and elsewhere argued that the United States was giving far too much to Tehran and that the windfall would be used to fund extremism and other troubling Iranian activity.The report by the Senate Permanent Subcommittee on Investigations revealed that under president Barack Obama, the Treasury Department issued a license in February 2016, never previously disclosed, that would have allowed Iran to convert $5.7 billion it held at a bank in Oman from Omani rials into euros by exchanging them first into US dollars. If the Omani bank had allowed the exchange without such a license, it would have violated sanctions that bar Iran from transactions that touch the US financial system.The effort was unsuccessful because American banks — themselves afraid of running afoul of US sanctions — declined to participate. The Obama administration approached two US banks to facilitate the conversion, the report said, but both refused, citing the reputational risk of doing business with or for Iran.“The Obama administration misled the American people and Congress because they were desperate to get a deal with Iran,” said Sen. Rob Portman, R-Ohio, the subcommittee’s chairman.Issuing the license was not illegal. Still, it went above and beyond what the Obama administration was required to do under the terms of the nuclear agreement. Under that deal, the US and world powers gave Iran billions of dollars in sanctions relief in exchange for curbing its nuclear program. Last month, President Donald Trump declared the US was pulling out of what he described as a “disastrous deal.”The license issued to Bank Muscat stood in stark contrast to repeated public statements from the Obama White House, the Treasury and the State Department, all of which denied that the administration was contemplating allowing Iran access to the US financial system.Shortly after the nuclear deal was sealed in July 2015, then-Treasury Secretary Jack Lew testified that even with the sanctions relief, Iran “will continue to be denied access to the world’s largest financial and commercial market.” A month later, one of Lew’s top deputies, Adam Szubin, testified that despite the nuclear deal “Iran will be denied access to the world’s most important market and unable to deal in the world’s most important currency.”Yet almost immediately after the sanctions relief took effect in January 2016, Iran began to complain that it wasn’t reaping the benefits it had envisioned. Iran argued that other sanctions — such as those linked to human rights, terrorism and missile development — were scaring off potential investors and banks who feared any business with Iran would lead to punishment. The global financial system is heavily intertwined with US banks, making it nearly impossible to conduct many international transactions without touching New York in one way or another.Former Obama administration officials declined to comment for the record.However, they said the decision to grant the license had been made in line with the spirt of the deal, which included allowing Iran to regain access to foreign reserves that had been off-limits because of the sanctions. They said public comments made by the Obama administration at the time were intended to dispel incorrect reports about nonexistent proposals that would have gone much farther by letting Iran actually buy or sell things in dollars.The former officials spoke on condition of anonymity because many are still involved in national security issues.As the Obama administration pondered how to address Iran’s complaints in 2016, reports in The Associated Press and other media outlets revealed that the US was considering additional sanctions relief, including issuing licenses that would allow Iran limited transactions in dollars. Democratic and Republican lawmakers argued against it throughout the late winter, spring and summer of 2016. They warned that unless Tehran was willing to give up more, the US shouldn’t give Iran anything more than it already had.At the time, the Obama administration downplayed those concerns while speaking in general terms about the need for the US to live up to its part of the deal. Secretary of State John Kerry and other top aides fanned out across Europe, Asia and the Middle East trying to convince banks and businesses they could do business with Iran without violating sanctions and facing steep fines.“Since Iran has kept its end of the deal, it is our responsibility to uphold ours, in both letter and spirit,” Lew said at the Carnegie Endowment for International Peace in March 2016, without offering details.That same week, the AP reported that the Treasury had prepared a draft of a license that would have given Iran much broader permission to convert its assets from foreign currencies into easier-to-spend currencies like euros, yen or rupees, by first exchanging them for dollars at offshore financial institutions.The draft involved a general license, a blanket go-ahead that allows all transactions of a certain type, rather than a specific license like the one given to Oman’s Bank Muscat, which only covers specific transactions and institutions. The proposal would have allowed dollars to be used in currency exchanges provided that no Iranian banks, no Iranian rials and no sanctioned Iranian individuals or businesses were involved, and that the transaction did not begin or end in US dollars.Obama administration officials at the time assured concerned lawmakers that a general license wouldn’t be coming. But the report from the Republican members of the Senate panel showed that a draft of the license was indeed prepared, though it was never published.And when questioned by lawmakers about the possibility of granting Iran any kind of access to the US financial system, Obama-era officials never volunteered that the specific license for Bank Muscat in Oman had been issued two months earlier.According to the report, Iran is believed to have found other ways to access its money, possibly by exchanging it in smaller quantities through another currency.The situation resulted from the fact that Iran had stored billions in Omani rials, a currency that’s notoriously hard to convert. The US dollar is the world’s dominant currency, so allowing it to be used as a conversion instrument for Iranian assets was the easiest and most efficient way to speed up Iran’s access to its own funds.For example: If the Iranians want to sell oil to India, they would likely want to be paid in euros instead of rupees, so they could more easily use the proceeds to purchase European goods. That process commonly starts with the rupees being converted into dollars, just for a moment, before being converted once again into euros.US sanctions block Iran from exchanging the money on its own. And Asian and European banks are wary because US regulators have levied billions of dollars in fines in recent years and threatened transgressors with a cutoff from the far more lucrative American market.

Netanyahu and Morales last met when the latter visited Jerusalem in May to open his country’s embassy there, two days after the US opened its mission in the city.According to Hadashot TV news, a team of Israeli doctors will fly out to the disaster zone on Thursday. The Israeli Navy successfully completed a complex exercise last week led by its missile boats flotilla, the military announced Wednesday.The drill included two major attack and defense scenarios at sea.In the first scenario, an aircraft simulated a missile threat against an Israeli gas rig. The threat was detected on board a Sa’ar 4.5 missile boat, and was shot down by an interceptor missile launched from the ship.The navy noted that the ship was recently fitted with state-of-the art detection and observation systems, including the new Fire Sickle radar system which officials said significantly improves vessels’ tracking capabilities.Last week’s drill was the first live test of the ship in its new configuration.In the second scenario, a seaborne target simulating an enemy ship was struck by two cruise missiles launched by the ships INS Lahav and INS Kidon. The target was successfully hit and destroyed.Col. Adar Gershon, who led the drill, said it “aided in improving the readiness and professional capabilities of the naval crews. A 21-year-old Palestinian was shot and killed by Israeli soldiers Wednesday morning in the village of Nebi Saleh, northwest of Ramallah, after he threw rocks at soldiers operating in the area, the IDF said.Riots apparently erupted when Israeli troops entered the village as part of an operation.B’Tselem said the man was seriously injured by gunfire during the incident, and that the army delayed an ambulance from leaving the scene to take him to hospital. The IDF said it was looking into the claim.The Haaretz daily quoted a military source as saying that during a violent protest in the village, a demonstrator was shot by troops using live ammunition.A video apparently taken after the incident and shared on social media shows Israeli soldiers attempting to treat the man as angry protesters shout at them.Palestinian media identified the dead man as Azzedine Tamimi, 21, saying he was shot in the neck.Meanwhile, Palestinians said another man was shot in the leg and wounded by soldiers in nearby Bayt Rima.Recent weeks have seen an uptick in violence in the area after an Israeli soldier was killed by a marble slab dropped on his head from a building in the al-Am’ari refugee camp near Ramallah.Subsequent arrest raids were met with violent rioting and at least 13 injured Palestinians.

HONOLULU — Lava from Hawaii's Kilauea volcano destroyed hundreds more homes overnight, overtaking two oceanfront communities where residents were advised to evacuate last week, officials said Tuesday.No injuries were reported as most residents heeded the advice to leave.The latest lost homes were in addition to at least 117 others that were previously reported by officials since lava began spilling last month from cracks in the ground in a mostly rural district of the Big Island."We don't have an estimate yet, but safe to say that hundreds of homes were lost in Kapoho Beach Lots and Vacationland last night," Janet Snyder, a spokeswoman for Hawaii County, said Tuesday.A morning overflight confirmed that lava had completely filled Kapoho Bay, inundated most of Vacationland and covered all but the northern part of Kapoho Beach Lots, scientists with the U.S. Geological Survey's Hawaiian Volcano Observatory said.Despite earlier reports that lava claimed Big Island Mayor Harry Kim's second home in Vacationland, an aerial flyover confirmed his home is still standing, Snyder said.County Managing Director Wil Okabe said his own vacation home in Kapoho Beach Lots was threatened. Okabe described the area as a mix of vacation rentals and year-round residences."For us it's more of a vacation area, but for those who live there permanently, they're trying to figure out where they're going to be living," he said. Kim and Okabe live in Hilo, the county's seat, which is more than an hour drive from the Kapoho area.One shelter was full Tuesday, officials said.Gov. David Ige signed a second supplemental emergency proclamation Tuesday that gives the county more options for shelters and sets criminal penalties for violating emergency rules, such as failing to evacuate and interfering with emergency workers.Lava claimed Harry Pomerleau's home in Vacationland."It's a necessary evil. It's not our land. It belongs to Pele," he said, referring to the Hawaiian volcano goddess. "I have to imagine . she knows what she's doing."Kapoho resident Mark Johnson was coming to terms with the possibility of losing his home and 5-acre citrus farm."I'm really kind of at peace actually," he said. "I've had 28 years of wonderful experience down there in Kapoho."Johnson and Pomerleau evacuated last week when authorities with bullhorns arrived at 1 a.m. saying it was time to get their things and leave.They didn't expect the lava flow to head their way."God only knows what it's going to do next," Johnson said.He wants to return if lava spares his home on a ridge overlooking the ocean. But it's unclear how long it would take to re-open access to the area, he said.Pomerleau said all of the vacation homes he did handyman work for are gone.Thousands of people in the Puna area had to evacuate after the first fissure opened May 3. Officials issued mandatory orders for residents of Leilani Estates, and those in Kapoho Beach and Vacationland were advised to leave last Friday or risk being trapped and unreachable by emergency crews.Homes in Kapoho Beach Lots and Vacationland are on smaller lots and closer together than those in other parts of the Puna district. Okabe estimated there are several hundred homes in each of the two subdivisions.Those who live or vacation in the area were mourning the loss of popular tide-pools where kids enjoyed swimming."That coastline is really important to us— a place where we spent time with our family," said Franny Brewer who lives in upper Puna.She reminisced about taking her daughter to swim in the ocean for the first time in a local swimming spot known as Champagne Ponds."I've been crying a lot," she said. Fierce wind damages nearly 65 power poles in south Sask.-[CBC]-YAHOONEWS-June 6, 2018

About 65 power poles near Coronach, Sask. have been severely damaged after a storm blew through the area Monday evening.SaskPower said it believes a strong gust of wind, also known as a plough wind, knocked down power poles north of Coronach.There is extensive damage to a power line that feeds the Poplar River Mine, which is a surface coal mine.A spokesperson from the mine says they are currently running on power from their backup generator.Billy Gossen lives in Coronach and experienced part of the storm.He said his daughter's baseball game ended early due to hail. He found his backyard furniture blown off the deck when he returned home.SaskPower is still assessing the damage and said a construction crew is heading to the site.SaskPower is not aware of any other affected customers, other than the coal mine, and they currently have no expected time for repairs to be complete.

May was 5.2 degrees above the 20th century's average for the month.Weather stations in the nation broke or tied nearly 8,600 daily heat records in May, the National Oceanic and Atmospheric Administration reported. It hit 100 in Minneapolis on May 28, the earliest the city has seen triple digits."The warmth was coast-to-coast," said climate scientist Jake Crouch at NOAA's Centers for Environmental Information.What made May seem even warmer was that April was unusually cool for much of the United States, he said. Wisconsin had its coldest April followed by its second warmest May.The United Kingdom , Germany and other places also set May heat records, but overall global figures for the month are still being tabulated, Crouch said.It was especially warm at night in the U.S during May. The overnight low temperature averaged 52.5 degrees nationwide. That broke the record by 2 degrees which "is unheard of" at this time of year, he said.Partly to blame is the overall warming trend from man-made climate change, Crouch said. April was cool because the jet stream brought polar air south, but it shifted out of that pattern in May. Then, a tropical system and subtropical storm Alberto brought warm moisture to the eastern part of the country, while the West was quite dry. Andrew MacCorquodale says Canopy Growth Corporation is going to sell recreational marijuana online when it becomes legal, but how much of the company's business will come through the internet is a wild card.Canopy emerged as one of the big winners in the lottery to see which applicants get to sell pot legally in Saskatchewan. The company won five of the 51 permits — the largest single allotment in the province.Canopy already supplies medical marijuana to patients with legal prescriptions. MacCorquodale said it will draw on that model when setting up the recreational side.MacCorquodale said it's going to be interesting to see how the online side of the business evolves.For instance, he said someone may go to the retail store initially to check out the selection of products and get a sense of the owners."Once you know what you like and you just want to re-order, it's quite possible that the e-commerce platform may become more popular for its convenience factor," he said.ID on delivery-One of the big issues is verifying the age and identity of the customer."Without question, new customers would be age-verified, and the recipient of the product upon delivery would be age-verified and verified against the individual who ordered it," he said.The province is also curious about how the online sales side will shake out. Saskatchewan Liquor and Gaming Corp. (SLGA) spokesperson David Morris said ensuring the age and identity of the customers is a concern.Getting those checks and balances in place will be the responsibility of the retailer, he said."The term and condition of their permit, they will have to ensure that they're not selling to minors, they'll have to use a carrier that has an ID-ing process as part of a condition of their sale," he said.Morris said the province is also looking at ways to ensure that the Saskatchewan companies sell to Saskatchewan customers."As the regulator and permit holder we would expect that they would comply with the rules in terms of where they're selling product," he said."Certainly if there is an issue, there is a sanctioning process.
