Mayor of Adam terrorist’s village condemns attack, pleads to spare family’s home-Kobar Mayor Izzat Badwan says he was surprised to learn 17-year-old Mohammed Yousef carried out lethal settlement stabbing, says he was a 'shy' boy-By Adam Rasgon-TOI-JUL 30,18

In a rare move, the leader of a West Bank village on Friday condemned the acts of 17-year-old resident Mohammed Yousef, who carried out a deadly terror attack in a Jewish settlement the previous day.On Thursday evening Yousef stabbed three residents of the Adam settlement, killing 31-year-old Yotam Ovadia and wounding two others, before he was shot dead, according to the IDF.Ezzat Badwan, the mayor of Kobar near Ramallah, where Yousef lived with his family, said: “I believe that these [actions] are not correct nor humane. I will never support killing civilians. It is unacceptable and against international, religious and human customs.”He also urged the IDF not to demolish Yousef’s home, as is common practice by Israel in response to attacks.“His parents and siblings had nothing to do with what he did. They do not deserve to pay the price for the actions of one of their family members,” he said. He added that the family was relatively poor and would likely struggle to find funds to rebuild its home if it is demolished.Early Friday morning the IDF took measurements of the Yousef family’s home, a military spokeswoman said. The army generally carries out measurements of homes in advance of demolishing them, she said, without clarifying if a decision had been made to knock down the family’s residence.Local groups or factions sometimes collect funds to assist Palestinian families whose homes were demolished, to help them rebuild, but according to Jeff Halper, the head of the Israeli Committee Against Home Demolitions, this is a rare occurrence, and most families are left to fend for themselves.Badwan added that he was surprised to learn that Yousef had carried out the stabbing attack.“I would often see him walking around Kobar,” he said. “I would say hello to him and he would be too shy to respond. It is hard to understand how someone so shy would do what he did.”Kobar was also the hometown of Omar al-Abed, the terrorist who in July 2017 murdered three Israelis during a home invasion and stabbing attack in the settlement of Halamish. Abed was shot during the attack and arrested. His family’s home was razed in the aftermath.Israeli authorities are looking into a possible connection between the two terrorists.

Settlement in shock after father-of-two Yotam Ovadia killed in terror attack-Ahead of Friday afternoon funeral, Ovadia's uncle recalls how his nephew would stop by his parents' home every day after work before entering his own house down the street-By Jacob Magid-TOI-JUL 30,18

ADAM, West Bank — The father of Yotam Ovadia, who was killed in a stabbing attack in the central West Bank settlement of Adam, sat on a stoop outside of his home Friday morning in a daze.Friends stopped by to console 66-year-old Avraham Ovadia, but he didn’t seem focused enough to respond to any of them. The lit cigarette wedged between his fingers burn down, unsmoked.“He’s in complete shock,” said Avraham’s brother Yaakov. “His only son. He lost his only son.”Yaakov said that his brother had lost both his parents and three siblings in recent years.“After he got the terrible news last night that his son didn’t make it, he told me, ‘I thought it was supposed to be me who was next.'”Yotam’s uncle recalled how his nephew would stop by his parents’ home every day after work before entering his own house down the street. The 31-year-old had been on his way to their house when he was attacked.“Yotam was supposed to pick up ingredients for a romantic dinner he had prepared for his wife in honor of Tu B’av,” his uncle said, referring to the Jewish Valentine’s Day.The deadly incident took place at approximately 9 p.m. Thursday evening.According to authorities, Mohammad Tareq Yousef, 17, from the village of Kobar near Ramallah further north in the West Bank, climbed over the settlement’s security fence and walked deeper into the settlement, crossing a playground area. Reaching a quiet residential street on the edge of the community, Yousef saw 31-year-old Yotam Ovadia and stabbed him repeatedly in the upper torso.Daniel Nadav, an across the street neighbor, heard the screams and left his house to find the source of the commotion. Coming down from the steps of his home, he saw Ovadia covered in blood, collapsing to the ground. As he recalled the experience for The Times of Israel, Nadav pointed to the blood-stained spot on the street where his neighbor had fallen.“At this point, the terrorist saw that he had a new target and started moving toward me,” Nadav recalled. The Adam resident said he gave Yousef a kick to the chest that threw the attacker several feet backward.“The terrorist did the math and realized he’d have better luck with someone else,” Nadav said.As Yousef turned around and spotted another resident half a block away, Nadav’s daughter called the police hysterically to report what she had seen from the family’s window.During that time, Yousef stabbed a second victim in the upper body. The 58-year-old was rushed to a hospital in serious condition. He was upgraded to moderate after doctors managed to stabilize him later that evening.Neighbor Asaf Reviv had left his house to put a number of belongings inside of his car when he heard the shouts of the first two stabbings as well as Yousef’s skirmish with Nadav.“At first I thought it was some sort of fight that had broken out,” the 41-year-old father-of-three said Friday.“Then a teenager started approaching me. I asked him what had happened, but he didn’t respond,” Reviv said. “When I saw all the blood all over his shirt, I understood.”But before he could react, Yousef had already drawn the knife back out from under his clothes and stabbed Reviv once in the soldier.“Luckily I had a gun in my bag with me at the time. I cocked my weapon and fired once at his upper body,” the 41-year-old recalled. The bullet pierced the terrorist’s shoulder from roughly ten feet away, but Yousef continued to advance toward Reviv. The Adam resident responded with three more bullets that killed the 17-year-old assailant.Reviv was transferred to the hospital for treatment of his shoulder wound, and was released later Thursday night. The father of three said that even before Thursday’s incident, he did not let his children play in the street as is common in many smaller communities throughout Israel and even the West Bank.Asked how he was explaining what had happened to his kids, Reviv said that he kept the details relatively vague as his oldest son is just 7 years old.Babar Vanunu, chairman of the Adam secretariat, said the entire community is in utter shock from the incident.“Despite all the stigmas, this is a quiet community. The attack unfolded on the quietest of streets as well,” he said. While there was an attempted car-ramming attack outside the community of roughly 7,000 last year, this was the first time a resident had been killed inside the settlement.Vanunu said a team of psychiatrists convened Friday morning and they will be meeting with each child in the community. The secretariat chairman said that the settlement has an approved master plan to expand the community by 1,000 homes.“We expect the government to advance this project. That is the true Zionist response to this barbaric act,” he said.Outside Avraham Ovadia’s home, neighbors were helping set up a mourning tent that will be used to host consoling guests over the next week.As the Adam residents rushed in and out of the home, lugging dozens of chairs and prayer books, the father remained sitting on the stoop in front with the same blank look on his face.A group of young boys walked by, hoping to console Ovadia ahead of his son’s funeral, but his vanquished look appeared to have scared them off. While saying that none of them knew the bereaved father personally, “we still wanted to tell him that we’re sorry and that we’re here for him,” said one of them.

Report: US asked Israel to free terror suspect in deal for pastor held in Turkey-Trump threatens sanctions after Erdogan releases Andrew Brunson to house arrest after reneging on reported deal; Turkish citizen was held on suspicion of smuggling for Hamas-By TOI staff-JUL 30,18

Israel released a Turkish citizen held for smuggling funds to Hamas as part of a deal between Washington and Istanbul to free an American pastor detained in Turkey for the past 18 months, according to a Thursday report.US President Donald Trump asked Israeli Prime Minister Benjamin Netanyahu to release Ebru Ozkan as part of a deal he had agreed with Turkey to gain the release of Andrew Brunson, reported the Washington Post.Hebrew-language media reported on Friday that Israel officials confirmed Trump called Netanyahu asking him to release Ozkan. The Post said the deal with Turkish President Recep Tayyip Erdogan was personally sealed by Trump and that in exchange for Ozkan’s release, Turkey would free Brunson. However, on Wednesday, rather than free the jailed pastor, a Turkish court ordered him released to house arrest. On Thursday, after a phone call with Erdogan which the Post described as “rancorous,” Trump threatened to impose sanctions on the NATO ally.According to the report, Trump phoned Netanyahu from Scotland on July 14 to discuss “security and diplomatic issues arising from regional developments, chiefmost among them, of course, Syria and Iran.”However, during the conversation he also asked the prime minister to free Ozkan, held by Israel for allegedly transferring money to Hamas operatives last month. On July 15 Ozkan was released and sent back to Turkey.Following her release Ozkan was met by reporters as she landed in Istanbul, and specifically thanked Erdogan for securing her freedom, according to the Turkish outlet Daily Sabah. After thanking the president she added, “He was kind enough to be very interested in my case.”The indictment against Ozkan accused her of smuggling objects, including perfume and a phone charger, as well as $500 into Israel and then the West Bank in the service of members of the Hamas terror group. She was charged on four separate counts.Brunson served as pastor of Izmir Resurrection Church, a small Protestant congregation, and has lived in Turkey for 23 years. He was detained by Turkish forces in the aftermath of the failed July 2016 coup, The indictment against him contends he worked to convert Kurds to Christianity in order to sow discord in Turkey. On July 18 a Turkish court rejected appeals to free Brunson, setting the next hearing for October.Trump lambasted the move on Twitter, saying Brunson was “being persecuted in Turkey for no reason.”Pastor Andrew Brunson, a fine gentleman and Christian leader in the United States, is on trial and being persecuted in Turkey for no reason. They call him a Spy, but I am more a Spy than he is. Hopefully he will be allowed to come home to his beautiful family where he belongs!— Donald J. Trump (@realDonaldTrump) April 18, 2018-Then on Wednesday the court decided to release the pastor to house arrest. The decision was welcomed by Secretary of State Mike Pompeo, though he warned it wasn’t enough. We welcome long overdue news that Pastor Brunson has been moved from prison to house arrest in #Turkey, but it is not enough. We have seen no credible evidence against Mr. Brunson, and call on Turkish authorities to resolve his case immediately in a transparent and fair manner. pic.twitter.com/So2A4hfinZ— Secretary Pompeo (@SecPompeo) July 25, 2018-But shortly afterwards, first Vice President Mike Pence, and then Trump, threatened sanctions against Turkey if Brunson wasn’t freed, an apparent response to what they saw as a violation of the deal. The United States will impose large sanctions on Turkey for their long time detainment of Pastor Andrew Brunson, a great Christian, family man and wonderful human being. He is suffering greatly. This innocent man of faith should be released immediately!— Donald J. Trump (@realDonaldTrump) July 26, 2018-Trump prides himself on being a deal-maker, and often speaks of his skills as a negotiator. There was no further comment from Jerusalem and no official word from Washington.Erdogan had previously linked Brunson’s return to the US to the extradition of cleric Fethullah Gulen, the cleric Turkey’s government holds responsible for a failed military coup.Gulen, who denies orchestrating the coup attempt, lives in Pennsylvania. Turkish requests for his arrest and extradition have not been granted.More than 77,000 people were arrested across Turkey after the government declared a state of emergency following the failed coup. The crackdown has targeted journalists, activists, and opposition figures.Brunson rejected evidence against him during a recent hearing, according to Turkey’s state-run Anadolu Agency.“I believe in and support Turkey’s territorial integrity,” he told the court. “I forgive those who lie and bear false witness against me.”

Trump readying to strike Iran, Australian government sources reported to say-Prime Minister Turnbull rejects claim, says 'no reason' to believe attack, which sources said would use Australian and UK intelligence, is imminent-By TOI staff-JUL 30,18

US President Donald Trump may have plans to bomb Iran’s nuclear facilities as early as next month, senior Australian government sources said, according to a Thursday report, though Prime Minister Malcolm Turnbull said he had “no reason” to believe a strike was imminent.Sources said that Australian and British intelligence services would be involved in identifying targets for a strike, Australia’s ABC news reported. However, the sources told the paper that Australia would not actively participate in an attack on Iran.“Developing a picture is very different to actually participating in a strike,” a source told ABC.“Providing intelligence and understanding as to what is happening on the ground so that the Government and allied governments are fully informed to make decisions is different to active targeting,” he said.Turnbull appeared to reject the report, saying it was “speculation” and he had “no reason” to believe a strike was imminent.“I saw a story today claiming that on the ABC, and citing senior Australian government sources,” he said. “It’s speculation, it is citing anonymous sources.”He said that the ABC report information did not come from any of the relevant senior government officials.“President Trump has made his views very clear to the whole world, but this story … has not benefited from any consultation with me, the Foreign Minister, the Defense Minister or the Chief of the Defense Force,” he said.Australia and the UK partner with the US in the “Five Eyes” intelligence program, along with Canada and New Zealand, though the latter are unlikely to play any role in an attack on Iran, the sources told ABC.On Sunday Trump issued an intense warning against Tehran, threatening that it would “suffer consequences the likes of which few throughout history have ever seen before.”To Iranian President Rouhani: NEVER, EVER THREATEN THE UNITED STATES AGAIN OR YOU WILL SUFFER CONSEQUENCES THE LIKES OF WHICH FEW THROUGHOUT HISTORY HAVE EVER SUFFERED BEFORE. WE ARE NO LONGER A COUNTRY THAT WILL STAND FOR YOUR DEMENTED WORDS OF VIOLENCE & DEATH. BE CAUTIOUS!— Donald J. Trump (@realDonaldTrump) July 23, 2018-The response came after Rouhani earlier Sunday issued his own warning to the US leader not to “play with the lion’s tail,” saying that conflict with Iran would be the “mother of all wars.”However, Trump tempered the threat Tuesday, saying “we’re ready to make a real deal” with Iran. The back-and-forth came after the Trump administration withdrew the United States from the Iran nuclear deal forged under former President Barack Obama. The move sets in motion a renewal of sanctions against the Islamic Republic that were removed once the landmark accord was implemented in January 2016.Those sanctions are now set to be reimposed in November, causing more than 50 international firms to exit the Iranian market, according to State Department policy and planning director Brian Hook.Eric Cortellessa and Associated Press contributed to this report.

West Nile-carrying mosquitoes present in Ottawa, OPH says-[CBC]-YAHOONEWS-July 30, 2018

Ottawa Public Health (OPH) is asking residents to protect themselves from mosquito bites while outdoors, after the agency found the West Nile virus in local mosquitoes.West Nile is a mosquito-transmitted virus that can be transferred to humans through a bite from an infected insect. In a small number of cases, the infection can cause serious illness. There has been no reported, confirmed or probable human cases of the virus in Ottawa in 2018, OPH said in a news release issued Thursday. In Ontario, as of July 21, there have been two reported human cases this year.Last year, there were 20 confirmed or probable human cases reported in Ottawa, and 147 confirmed or probable human cases in Ontario. How to protect yourself If stung, most people will not develop symptoms, but about 20 per cent may experience flu-like symptoms, including fever, headache, muscle aches and possibly a rash, the agency said. The more serious illnesses, which occur in less than one per cent of infections, invade the central nervous system. People with weakened immune systems and the elderly face a higher risk of developing a severe illness.Ottawa Public Health is asking residents to protect themselves and their families by applying mosquito repellent containing DEET or icaridin to exposed skin and clothing, and wearing light-coloured, tightly woven, loose-fitting clothing, including long pants, a long-sleeved shirt, shoes and socks, to protect exposed skin.Residents should also be cautious about leaving objects outside homes that can hold water, which mosquitoes can lay their eggs in, the agency said.

We suspect arson, Greek minister says of wildfire-[Reuters]-By Michele Kambas and Karolina Tagaris-YAHOONEWS-July 30, 2018

MATI, Greece (Reuters) - Greece said on Thursday it suspected arson was behind a devastating forest fire which killed at least 83 people and turned the small town of Mati east of Athens into a wasteland of death and destruction. In one of the worst Greek disasters in living memory, Monday night's blaze trapped dozens of people in their cars trying to flee a barreling wall of flames."We have serious indications and significant signs suggesting the criminal actions of arson," Civil Protection Minister Nikos Toskas told a news conference. He said police had testimonies to that effect, but did not elaborate.Reuters reported on Wednesday that police were investigating how the fire started from three different locations at the same time, on a day when a second major fire was raging west of the Greek capital. With the toll from Greece's deadliest wildfire in decades expected to rise further, about 300 firemen and volunteers were still combing the area on Thursday for dozens still missing. In a nation numbed by the scale of devastation, desperate relatives appeared on television to plead for information on those missing, while questions mounted on how people got trapped, and why no evacuation order was issued."This shouldn't have happened, people perished for no reason," a tearful woman shouted at Defense Minister Panos Kammenos as he visited the town and nearby fire-ravaged areas. "You left us at God's mercy!"One woman was still looking for her sister. "Nothing happened to her car, the house was not burned, so where is she?" Maria Sarieva said. "I believe she is alive. Where are they? They went somewhere. Where could they be?"BLOCKED EXITS-Haphazard and unlicensed building - a known feature of many areas across Greece - was also blamed. Many routes to the beach were walled off."How is it possible to have so many lives lost and not investigate who is responsible for such town planning chaos?" said Infrastructure Minister Christos Spirtzis.Adding to the misery, an area of Athens was hit by flash floods on Thursday, damaging scores of cars.Outside the coroner's service in Athens, the mood was grim as relatives of victims arrived to submit information and blood samples which could assist identifications."This is a difficult process, more difficult than other mass disasters we have dealt with," said coroner Nikolaos Kalogrias, adding that the bodies of most of the victims were completely charred.About 500 homes were destroyed, and the fire brigade said there were closed-up homes that had not yet been checked. The left-led government announced a long list of relief measures including a one-off 10,000 euro payment and a job in the public sector for victims' spouses and near relatives. But for many, that was not enough to ease the pain."A drop in the ocean," read the front page of newspaper Ta Nea.The fire broke out on Monday at 4:57 p.m. and spread rapidly through Mati, which lies less than 30 km (17 miles) east of Athens and was popular with local tourists.Firefighters described a rapid change in the direction of the wind, which also picked up speed, and some suggested the thick covering of pine trees and a mood of panic was a deadly combination that would have been hard to combat.(Additional reporting by Alkis Konstantinidis and Renee Maltezou; Writing by Michele Kambas; editing by David Evans)

Expulsion order carried out for group of Hasidic Jews north of Montreal-[The Canadian Press]-YAHOONEWS-July 30, 2018

MONTREAL — Most of the young, Hasidic Jewish men who were court-ordered out of homes they were renting in Quebec's Laurentian Mountains had left as of Thursday night, said the town's mayor.Denis Chalifoux of Sainte-Agathe-des-Monts said he had little choice but to obtain a court injunction ordering the roughly 50 young men from the homes after consecutive summers of complaints by residents claiming they were making noise late into the night."They sing songs and play drums — it's a party," Chalifoux said in an interview. "And it's already two summers that it's happening. They don't respect the rules."He said the court order stipulated the young men had until Thursday at 5 p.m. to leave. The group was renting a couple of homes belonging to members of a Hasidic sect called Lev Tahor, said Alex Werzberger, a member of a Hasidic community in Montreal whose grandson works in Sainte-Agathe.Members of Lev Tahor had become the subject of a youth-protection investigation in Quebec over allegations of neglect and child abuse before the community fled to Chatham, Ont., in 2013. The sect, totalling about 200 members, left shortly before some of them were due to appear in front of a Quebec judge for a hearing to ensure child welfare officials had regular access to their children.Werzberger said the Lev Tahor-owned homes were rented and being used as a dormitory and as a private, all-boys school for the summer. The boys — from different parts of Canada and the U.S. — may have been a little "rambunctious," Werzberger said, but he added he doesn't believe they made enough noise to warrant an expulsion order."Boys will be boys," he said.Chalifoux said the Lev Tahor sect left behind about 20 buildings in the community when it moved to Ontario in 2013. Some of the homes were sold by the city to recoup back-taxes, while others were seized by financial institutions.A small number of the homes were still owned by members of the sect — two of which were being used by the newer residents in violation of zoning regulations, Chalifoux explained.Sainte-Agathe-des-Monts and several villages in the Laurentians are home to various Jewish communities, some of whom have been the victims of hate crimes over the years. In 2012, vandals broke into about 15 of 50 homes owned by Jewish people in the neighbouring town of Val-Morin. The vandals damaged houses and spray-painted swastikas and other anti-Semitic graffiti on the Jewish-owned properties."I know that a member of the community has accused the city of anti-Semitism but that's absolutely not true," said Chalifoux. "The Jewish community has been in Sainte-Agathe-des-Monts for 100 years," he said.In general, relations are friendly between the region's Jewish communities and non-Jewish residents, Chalifoux said. The mayor said most of the young men had already left as of Thursday afternoon, and a city employee would pass by Friday morning to make sure the court order had been respected.Giuseppe Valiante, The Canadian Press.

ISLAMABAD, Pakistan (AFP) — Cricket hero Imran Khan has swept to an emphatic victory in a disputed Pakistan election, official figures showed Friday, but without a majority he will need to enter a coalition to take power in the nuclear-armed country. The pivotal election has been branded “Pakistan’s dirtiest,” after widespread claims in the months leading up to the vote that the powerful military was trying to fix the playing field in Khan’s favor.Rival parties, including the outgoing Pakistan Muslim League-Nawaz (PML-N), have alleged “blatant” rigging over the vote count. The PML-N, which claims it was the target of the military manipulation, has vowed to fight the results in court. But for now Khan’s victory represents an end to decades of rotating leadership between the PML-N and the Pakistan Peoples Party (PPP) that was punctuated by periods of military rule. The Election Commission (ECP) said Friday that with only a handful of seats left to count, Khan’s Pakistan Tehreek-e-Insaf (PTI) enjoys a strong lead with 115 seats, and will be the biggest party in parliament. The count indicates PTI will not achieve the 137 seats needed in the National Assembly to form a majority government in its own right.Analysts had long predicted that if Khan took power it would have to be via coalition — but the size of his lead still took many by surprise, and helped fuel suspicion over vote rigging. But analyst Ayesha Siddiqa said observers may have underestimated the depth of feeling among Pakistan’s growing middle class.“This is a middle class revolution,” Siddiqa told AFP.“Remember they grew up on this narrative of a corrupt Pakistan being damaged and needing a new leadership… In all this hue and cry, we didn’t notice there is another Pakistan there that wanted this change.”Khan campaigned on promises to end widespread graft while building an “Islamic welfare state.”Now the former World Cup cricket champion will have to try to form a coalition government with independents and smaller parties, a task analysts said should be straightforward.“That will not be a problem… The independents know that the establishment is inclined toward Imran Khan,” retired general and analyst Talat Masood told AFP, using a word widely understood in Pakistan to mean the military. The vote was meant to be a rare democratic transition in the Muslim country, which has been ruled by the powerful army for roughly half its history, but was marred by violence and allegations of military interference. The ECP issued the results after being under fire for delays in vote-counting after polls closed. They dismissed the hold-up as a technical glitch. The “scale of procedural irregularities during the voting process was relatively low,” a Pakistani election observer group, the Free And Fair Election Network (FAFEN), said in its preliminary assessment Friday. The group, which said it observed 37,001 of the more than 85,000 polling stations across the country, noted there were irregularities that need to be addressed, but that it expected the ECP to “allay the concerns of major political parties over the integrity of results.”International observers from the European Union and the Commonwealth are due to give their preliminary assessments of the vote later Friday.Khan claimed victory in a wide-ranging address to the nation Thursday.“We were successful and we were given a mandate,” he said from his home in the capital Islamabad. He vowed to tackle corruption that was “eating our country like a cancer” and touched on promises to balance relations with the US that would be “beneficial” for both countries.Khan also said he was open to a sit-down with arch-rival India to discuss ongoing disputes in the divided Himalayan territory of Kashmir, which is claimed in full by both nations.Khan will face myriad challenges including militant extremism, an economic crisis with speculation that Pakistan will have to seek a bailout from the International Monetary Fund, water shortages, and a booming population negating growth in the developing country, among others. He will also have to contend with the same issue as many of his predecessors: maintaining civil-military relations.“The civil government has to generally improve its performance,” said Masood, suggesting that could help reverse the army’s long-held enmity towards corrupt governments. In the West, Khan is typically seen through the prism of his celebrity and high-profile romances, but at home he cuts a more conservative persona as a devout Muslim who believes feminism has degraded motherhood.Known in Pakistan as “Taliban Khan” for his calls to hold talks with insurgents, he increasingly catered to religious hardliners during the campaign — particularly over the hugely inflammatory charge of blasphemy — spurring fears his leadership could embolden extremists.

Chemical weapons attack simulation at CFB Suffield underway-[CBC]-YAHOONEWS-JUL 30, 2018

It's about being better prepared to respond to horrific events like a chemical weapons attack in a war zone, and a lot more, says a Canadian Forces spokesperson at CFB Suffield."Sadly, we have seen stuff that happens in Syria, in other countries," Maj. Christian Lepage told reporters."We are prepared for a broad variety of scenarios: Afghanistan, the G7 summit, the flooding in the West, the fires in British Columbia."The 15th annual NATO chemical, biological, radiological and nuclear training exercise gives close to 400 military and medical personnel from 10 member countries the skills needed to respond to a range of incidents, including stabilizing patients who have been contaminated."They don't know what they are facing," Lepage said of those being trained."They are going to use the detection equipment and all their knowledge in order to be able to detect, to try to have an idea what is going on. They are going to take samples, send them to labs and they are going to get a more precise idea of what the substance is doing. A physician needs to identify what is going on, look at the patient, the symptoms, before making a judgment."CFB Suffield in southeast Alberta is perfect for training like this. In fact, it's the only area approved for it by the federal government."For security reasons, we need vast space to be able to do business. This centre is the only place in Canada that has been mandated by the government to be able to host live-agent training and do that type of research. We don't want to create a threat that is transmittable and difficult to treat. All the substances are used under really strict rules in order to protect everyone."But no one is actually exposed to chemicals. It's about preparation."We are not contaminating people for real," Lepage said. "We are trying to be all encompassing, all potential threats."The training has been offered to about 4,000 NATO personnel over the past 15 years. This year's three weeks of training ends Friday.

While Toronto mass shooter was ending lives, this doctor was saving them-[CBC]-YAHOONEWS-July 30, 2018

Dr. Najma Ahmed was getting ready for bed on Sunday evening when a text message lit up her phone. She wouldn't really sleep for another three days.Ahmed, the acting medical director at St. Michael's Hospital, was quickly thrust into the aftermath of one of the worst mass shootings Toronto has ever seen.Five patients who were wounded in Faisal Hussain's deadly rampage on the Danforth were rushed to St. Michael's that night, including three who underwent "immediate life-saving surgery."In the coming hours, Ahmed would operate on all three. Much of the focus has been on the victims who lost their lives, and rightfully so, she says — but those who survived the shooting will endure months of painful rehabilitation, too."It changes your life, and you're never the same," she told CBC News from an operating room at the hospital, a place she calls "a home."At the outset, details about the incident were hazy. Police say the crack of bullets started echoing in Greektown at around 10 p.m.Ahmed was the hospital's on-call backup surgeon at the time. All she knew was this was a "code orange" — some sort of mass casualty event. But as she neared the hospital and saw the lines of police cars and ambulances, it quickly became clear that this was something bigger than the usual car crash or stabbing."I had the sense it was going to be a tough night, and something catastrophic had happened in the city," she said.Injuries pile up-It had. The 29-year-old shooter had wandered down the Danforth, indiscriminately firing. Witnesses described sheer chaos, as bloodied victims ran for their lives.Reese Fallon, 18, and Julianna Kozis, 10, were both killed. Thirteen others were hurt.A police source told CBC News that Hussain killed himself following an exchange of gunfire with officers. In the aftermath, Sunnybrook and Michael Garron Hospital were similarly swamped with patients. Dr. Dan Cass, Sunnybrook's executive vice president and chief medical executive, said there was a scramble to clear the emergency room and make space for new patients. But Ahmed didn't understand the sheer scope of what had happened when she arrived at the hospital. She just immediately started triaging patients. While tending to the wounded on stretchers, she realized one person needed emergency surgery, and rushed him into the operating room.It wasn't until 4 a.m. on Monday that she fully understood the entire city was in mourning. The mood at the hospital that night was incredibly serious, she said. Everyone was on the same sort of unspoken wavelength — pull together and save as many lives as possible."Every single person I saw that night, I saw that in their eyes," she said.'It's kind of soul crushing'-St. Michael's is no stranger to trauma patients. The hospital routinely sees people involved in shootings, stabbings, and catastrophic car wrecks. But this incident was different, Ahmed said."Because it was in the heart of the city, and the loss of life was so tragic … it's kind of soul crushing."Hussain's motives are still largely unclear. ISIS used an online post on Wednesday to claim responsibility for Sunday's attack, but police say they have "no evidence" to corroborate that link. ISIS did not provide any evidence to support its claim. It's not lost on Ahmed that she is a doctor who happens to be Muslim, treating victims of an attack that has sparked much anti-Muslim rhetoric. Though she appreciates people commending her work, she's downplaying her importance."Lots of people on Earth, regardless of their faith or their religion — or even if they don't have faith in a god — get up every day and go about their business and try to make the world a better place. I'm just one of those billions of people. I just happen to be in the business of saving lives."Shooting survivor Danielle Kane was treated by Ahmed. Family spokesperson Byron Abalos told CBC News that Ahmed saved Kane's life."I know that she is a Muslim woman and I know that there is sometimes backlash against the Muslim community because of the shooter, and I think it's important personally that we all recognize that one person does not represent the entire community," Abalos said.In spite of Sunday's tragedy, Ahmed is convinced that the city's spirit will endure."Toronto is a city with heart and soul, as we've demonstrated. Its citizens rise whenever there is a challenge."adam.carter@cbc.ca

Liberman advances plans for 400 new homes in terror attack settlement-Defense minister tweets 'best response to terrorism is increased settlement' after one killed, two injured in West Bank community of Adam-By TOI staff and Jacob Magid-JUL 29,18

Defense Minister Avigdor Liberman on Friday announced that he had directed his ministry to advance plans for the construction of 400 new homes in the West Bank settlement of Adam, in response to the deadly terror attack that took place there overnight.“The best response to terrorism is increased settlement in Judah and Samaria,” he tweeted, referring to the West Bank by its Biblical name. “Therefore I instructed this morning that plans should be advanced to build 400 housing units in the Adam settlement and to approve it with the planning authorities in the next few weeks.”The 400 homes would be part of an already existing plan which will add 1,000 houses in the settlement, 150 of which are already under construction.Liberman’s directive likely means the plan will be prioritized by the Civil Administration, the Defense Ministry body that convenes once every three months to approve West Bank construction. The plan still requires several approvals by planning authorities before ground can be broken — a process that sometimes can take years.Liberman’s announcement followed a terror attack in which 31-year-old Yotam Ovadia was stabbed to death and two others were injured.According to Israeli authorities, suspect Mohammad Tareq Yousef climbed over the security fence of the West Bank settlement of Adam sometime before 9 p.m. Thursday. He walked deeper into the settlement, crossing a playground area, where he encountered Ovadia, and stabbed him repeatedly in the upper torso.Ovadia was father to a 2-year-old child and a 7-month-old baby. The Brinks security company announced on its Facebook page that he worked for it as a technician.A second resident, 58, was also stabbed after arriving on the scene. He was rushed to a hospital in serious condition but it was upgraded to moderate after doctors managed to stabilize him.A third resident, Assaf Raviv, 41, went outside to investigate the disturbance and, realizing that an attack was occurring, shot the Palestinian terrorist three times, killing him.He was stabbed and lightly injured during the incident, and on Friday morning it was announced he had been released from hospital.Overnight Israeli security forces entered suspect Mohammad Tareq Yousef’s village of Kobar. The IDF said that clashes broke out after around 150 Palestinian demonstrators threw rocks and Molotov cocktails at the Israeli soldiers, as well as burning tires. There were no reports of injuries.Thursday’s attack broke months of relative calm in the West Bank, which has seen only sporadic clashes between Palestinians and troops, and a marked decrease in terror attacks.

Syria regime now on Israel’s doorstep after seizing Quneitra province-Assad's forces raise flag in buffer zone bordering strategic Israeli Golan Heights following ouster of rebels-By AFP and TOI staff-JUL 29,18

BEIRUT, Lebanon — Syrian government forces on Thursday raised the flag in the buffer zone separating Syrian-held territory from the Israeli Golan, the Syrian Observatory for Human Rights said.Syria’s southwestern Quneitra province includes the Syrian Golan Heights, on the border of the territory held by Israel. The part of the province to the east of the buffer zone fell almost totally under regime control after a brief military offensive followed by deals under which the rebels surrendered or were evacuated from the region. Here is some background about the province. On Israel’s doorstep-The rocky plateau known as the Golan Heights overlooks Israel’s Galilee region and the Sea of Galilee to the south and west.Israel took control of 1,200 square kilometers (460 square miles) of the Golan from Syria during the 1967 Six Day War and later annexed it in a move never recognized internationally. The region is strategically important for Syria because it also controls a key highway from the Jordanian border to the capital Damascus.-Under rebel control-After decades of calm, tensions began flaring up in the Golan with the 2011 uprising against Syrian President Bashar Assad’s regime. In March 2013, rebels fighting Assad’s forces launched coordinated attacks in the area and began seizing parts of the province. The following year, rebel fighters and jihadists from Al-Qaeda’s Syria affiliate expanded their control, seizing the crossing between the Syrian section of the Golan and the part annexed by Israel.Israel-Syria flash point-The area has witnessed fierce fighting between rebels and the regime, with fire occasionally hitting Israeli territory and prompting retaliation.Israel in particular objects to the presence of regime-allied foreign fighters close to its borders: namely, Iranian forces or units from Lebanese terrorist group Hezbollah. In September 2014, the Israeli army shot down a Syrian military plane over the Golan. On January 18, 2015, a raid blamed on Israel killed six members of Hezbollah and an Iranian general, close to Quneitra. On May 10, 2018, Israel carried out dozens of raids against Iranian targets, responding to Iranian rockets fired at the Israeli-held section of the Golan. On July 24, Israel said it shot down a Syrian plane that had entered its airspace over the Golan, a claim denied by Damascus, which said the plane was carrying out operations against Islamic State.-Regime advances-A “de-escalation” accord negotiated by Russia, the United States and Jordan saw southern Syria return to relative calm over the past year. But this month it became a new front for advancing Syrian forces after they re-established their authority over most of neighboring Daraa province. The regime launched an assault on Quneitra on July 15 with heavy bombardment.Under pressure, the rebels agreed on July 19 to allow regime forces to take over, and began evacuating the next day.According to the Syrian Observatory for Human Rights the regime now holds 90 percent of the Syrian side of the province.

Violent clashes break out on Temple Mount after Muslim prayers-Worshipers attack police with rocks, fireworks after parade marking year since metal detectors were removed from site; policeman, several rioters said lightly wounded-By TOI staff and Jacob Magid-JUL 29,18

Clashes broke out Friday at the end of Muslim prayers on the Temple Mount in Jerusalem when worshipers hurled projectiles at police at the holy site.“Stones and fireworks were thrown at police officers,” a police statement said. “Police entered the site and began evacuating the Temple Mount compound.”Initial reports said a policeman and several rioters were lightly wounded, and several people were arrested.Palestinian sources said there was a parade on the site known to Muslims as the Haram al-Sharif to mark the anniversary of Israel removing metal detectors that were temporarily placed at the entrance to the holy site following a terror attack there, Channel 10 news reported. The sources also said that the IDF blocked all entrances to the Al-Aqsa Mosque on the site using batons and chains.Israel installed security measures, including metal detectors, at the entrances to the site in response to a July 14, 2017, attack in which three Arab Israelis shot dead two police officers near the Lions Gate. They used weapons they had stored at the mosque. For almost two weeks, Muslim worshipers stayed out of the sacred Jerusalem compound as protests and deadly unrest continued in and around East Jerusalem and the West Bank.Instead, worshipers performed mass prayer protests outside the shrine, some of which devolved into clashes with Israeli security forces. The security measures, which included scaffolding, railings and cameras in addition to metal detectors, were removed on July 27, 2017. The removal of the railings and scaffolding prompted celebrations by Palestinians, who danced, whistled and honked their horns near the site.Palestinians perceived the security measures as a move by Israel to assert further control over the site, a charge Israel has repeatedly denied.Ir Amim, a left-wing Israeli group, on Friday blamed the riots on an increase in the number of Jews visiting the site and on calls to allow Jews to pray there.Three weeks ago, Prime Minister Benjamin Netanyahu lifted a three-year ban on lawmakers entering the flashpoint holy site.Agriculture Minister Uri Ariel of the right-wing Jewish Home party was the first minister to visit the site, and called on the prime minister to open the Temple Mount to Jewish prayer. The Temple Mount is the holiest site in Judaism and is revered as the site of the biblical temples. It is also the third-holiest site in Islam, after Mecca and Medina.Under an arrangement in place since Israel captured Jerusalem’s Old City in the Six Day War in 1967 and extended its sovereignty there, non-Muslims are allowed access to the site but are forbidden to pray there. Under this status quo, Israel is responsible for security at the site while the Jordanian trust — the Waqf — is in charge of administrative duties.

Police enter Al-Aqsa Mosque, clash with worshipers in Temple Mount riots-Authorities arrest 24 people, with 4 officers injured, after Palestinians barricade themselves in mosque following Friday afternoon prayers; holy site reopened after nearly 4 hours-By Alexander Fulbright and Jacob Magid-TOI-JUL 29,18

Police forces entered the Al-Aqsa Mosque during clashes with Muslim worshipers Friday afternoon that led to an hours-long closure of the Jerusalem holy site. The decision to forcibly expel Palestinians from the mosque was ordered by Jerusalem police commander Yoram Halevi, police said, and came after dozens of people barricaded themselves in the house of worship. The Al-Aqsa Mosque is the third holiest site in Islam and sits atop the Temple Mount, the most sacred place in Judaism and revered as the home of the ancient Jewish Temples.Shortly after police announced officers had entered the mosque, the AFP news agency reported the gates to the Temple Mount had been reopened, some four hours after police first shuttered the site. The compound was reopened, with worshipers flooding in to pray, an AFP photographer said. The closure of the Temple Mount and decision to clear out worshipers came after police said they were attacked with fireworks and stones following Friday afternoon prayers.Police arrested 24 suspects during the clashes, 16 of whom had barricaded themselves in the mosque, and said further arrests were expected. Additionally, four officers received medical treatment after being injured in the riots.“The police intend to act with a strong and uncompromising hand against the suspects who were arrested and others involved,” a police spokesperson said in a statement. The Waqf, the religious authority that governs the site, published videos showing police firing tear gas at Palestinians inside the mosque compound.Jordan, which is recognized as the custodian of religious sites in Jerusalem, criticized the Israeli measures. In a statement, a government spokesman condemned the “ongoing violations and provocations against the holy Al-Aqsa mosque, especially the Israeli police storming the mosque today and its aggression against the worshipers.”Ahmed Tibi, an Arab member of the Knesset, accused Israeli officials of overreacting. After the fireworks were thrown, he told AFP at the site, “it was calm, why did they close the gates? There is nothing justifying closing them.”Palestinians said the events began with a parade at the site known to Muslims as the Haram al-Sharif, to mark the anniversary of Israel removing metal detectors that were temporarily placed at the entrance to the holy site following a terror attack there.Israel installed security measures, including metal detectors, at the entrances to the site in response to a July 14, 2017, attack in which three Arab Israelis shot dead two police officers near the Lions Gate. Liberman to Hamas: ‘If we get Color Red sirens here, it’ll be deep red in Gaza’-Defense minister warns Israel could soon move to 'next level' of response: 'I recommend Hamas behave wisely and not to force us into actions we are capable of taking'-By TOI staff-JUL 29,18

Defense Minister Avigdor Liberman warned Hamas on Friday not to resume rocket fire at Israeli communities near the Gaza Strip, saying Israel could move to “the next level” in its response if peace is not maintained. On a visit to Kibbutz Or HaNer, Liberman, referring to the name for warning sirens in the Gaza periphery, said: “If we have Color Red here, they’ll have deep red on the other side.”The minister insisted that Jerusalem’s response to weeks and months of border violence, arson attacks and rocket fire had been met with a forceful Israeli response. He said the IDF had caused Hamas serious casualties and had rendered “significant harm to its most critical terror infrastructure — weapons manufacturing and storage facilities and training sites. We’re also heavily regulating Kerem Shalom (Gaza’s main goods crossing), so looking at everything that’s taken place I think the response has been strong. He implied that Israel did not want to escalate the situation in Gaza due to the need for vigilance on other fronts. “Do we need to go to the next level? It seems so,” he said. “But we have a responsibility to defend all the nation’s borders, to face all the threats at once and to maintain a normal life here and everywhere else.”Asked what he meant by a ‘next stage,’ Liberman said: “I believe we are very much uninterested in being dragged into a war. We are doing everything to prevent a large-scale campaign, but the ball is in the other court, it’s not in our court.“I highly recommend to Hamas to behave wisely this weekend and not to force us into actions we are capable of taking and don’t want to take.”Liberman rejected Israeli responsibility for the ongoing humanitarian crisis in the Strip, which has been blamed for deepening desperation and increased tensions and violence.“The crisis right now is chiefly because Abu Mazen has decided to cut $300 million [to Gaza] and Hamas is unwilling to provide a single dollar to civilians for education and health,” Liberman said, using Palestinian Authority President Mahmoud Abbas’s nickname.“The entire Hamas budget is around $270 million. It is entirely beholden to the production of rockets and tunnels — and we and the international community are asked to give money to Gaza’s residents. It’s absurd. It’s their problem.”Israeli troops shot dead a Palestinian man during Friday’s violent protests at the border, the Hamas-run health ministry in Gaza said. There was no immediate comment from the army. In previous protests the military has responded to rocks, Molotov cocktails and attempts to infiltrate the border fence with tear gas and rubber bullets as well as live fire in specific cases. The Gaza health ministry reported that several Palestinians were wounded during the weekly clashes.Earlier the Israeli military carried out an airstrike on a squad of Palestinians in northern Gaza as they flew incendiary balloons towards Israel, the army said. Palestinians said there were no casualties in the attack.Prime Minister Benjamin Netanyahu said Thursday the conflict with Hamas in Gaza was “a test of will” and said Israel “will do what it takes” to protect its citizens.Recent weeks have seen the most serious tensions with Hamas since the 2014 war.The past week has seen the most intense escalation. It began with the death of an IDF soldier on the border last Friday at the hands of a Gazan sniper, which led to widespread Israeli airstrikes. UN mediator Nickolay Mladenov later said the sides had been “minutes from war” before a tacit ceasefire was reached.A ceasefire was hurriedly agreed upon over the weekend and the following few days were relatively calm. But on Wednesday night another sniper attack moderately wounded an IDF officer near Kissufim, followed by retaliatory strikes by IDF tanks and planes that targeted multiple Hamas installations and left three members of the terror group dead.Nine rockets were then fired at Israel overnight, eight falling in uninhabited areas and one shot down by Iron Dome, followed by another round of retaliatory IDF strikes against seven Hamas installations along the border.Hamas’s military wing, the Izz ad-Din al-Qassam Brigades, announced Thursday morning that its forces were going on high alert, deploying at the highest readiness level in expectation of a possible full-blown war with Israel.“Israel will pay in blood for its latest crimes,” Hamas said in a Thursday morning statement.According to the army, the Wednesday night sniper fire came as a squad of IDF soldiers arrived at a part of the fence that saw a group of 20 minors rioting on the other side. The minors were used as a decoy by the snipers to fire on the soldiers, the IDF said.

Palestinian said shot dead in border riots, IDF strikes balloon-launching squad-Several more Gazan reported injured in weekly rallies near fence; no casualties in Israeli attack on arsonist group-By TOI staff-JUL 29,18

Israeli troops shot dead a Palestinian man during Friday’s violent protests at the Gaza-Israel border, the Hamas-run health ministry in Gaza said in a statement. It named the dead man as Ghazi Abu Mustafee, 43, and said he was shot in the head near the border fence, east of Khan Younis in the southern Gaza Strip. Palestinians said there were no casualties in the attack.Since March 30, southern Israel has experienced many fires as a result of incendiary devices attached to balloons or kites launched from Gaza across the border into Israeli territory.Over 7,000 acres of land have been burned, causing millions of shekels in damages, according to Israeli officials. The attacks have continued almost daily, although there has been a marked reduction in numbers since the weekend when the Hamas terror group, which rules Gaza, said it agreed to a ceasefire.Despite the drop, violence flared Wednesday and early Thursday after a Hamas sniper shot and injured an IDF officer. Israel responded with tank fire and airstrikes on Hamas targets, and rockets were fired from the Palestinian territory at communities in southern Israel. The military has also bolstered troop presence in the West Bank after a Palestinian assailant sneaked into a West Bank settlement and stabbed three people Thursday, killing one.An Israel Defense Forces spokesperson said late Thursday it was sending two more brigades to the West Bank following the deadly terrorist attack in Adam. The move comes as Israel has also raised its military alert level in the Golan amid flareups there.

Palestinians say two homes ransacked by settlers in central West Bank-Residents of Jalud return from Friday afternoon prayers to find one house torched and another ripped apart; witnesses say Israelis from Esh Kodesh outpost seen fleeing area-By Jacob Magid-JUL 29,18

Palestinians accused neighboring settlers of ransacking a pair of homes in the central West Bank village of Jalud Friday afternoon.According to the Yesh Din rights group, Jalud locals returned from Friday afternoon prayers to find a group of Israelis fleeing in the direction of the Esh Kodesh outpost. When Palestinians arrived at the two homes the settlers were seen scampering from, they found one of them torched and another torn apart with the flooring pulled apart, windows cracked and a bathroom looted. The house which was set on fire had been under construction. Both homes were uninhabited at the time of the incident.Police said they were aware of the incident, but would not say whether they were investigating it as a hate crime.Tensions in the West Bank were particularly high Friday after a Palestinian teen from the village of Kobar snuck into the Adam settlement Thursday night and stabbed three Israelis, killing one of them.

GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.

Britain's 'furnace Friday' tests temperature records-[Reuters]-By James Davey and David Milliken-YAHOONEWS-July 29, 2018

LONDON (Reuters) - Britons sweltered on what was dubbed "furnace Friday", though temperatures appeared not to have set new records after overnight storms, according to figures from government weather forecasters at the Met Office. On Thursday, temperatures reached 35.3 degrees Celsius at Faversham in Kent, southeast England, officially making it the hottest day of the year so far."Today's provisional top temperature looks set to be 34.7C, recorded at Tibenham Airfield in Norfolk," the Met Office said late on Friday, as rain started to fall in London. The all-time British record is 38.5C set in August 2003 near Faversham, while the highest July temperature was 36.7C in 2015 at London's Heathrow airport.Britain's prolonged heatwave has turned green grass brown, triggered an impending hose pipe ban in the northwest of England, and prompted a warning from the government for people to keep out of the sun.Farmers have also warned of possible food shortages and hospitals have been stretched by an increase in patients with heat-related ailments. The National Farmers Union said it would hold a summit with government officials and other farming bodies on Aug. 1 to discuss how to mitigate the effect of the unusually hot, dry weather, which is forecast to continue."Some areas are expected to see thunderstorms and rain over the next couple of days but that won't mitigate the many issues farmers are experiencing," NFU President Minette Batters said.On Friday, the heat was seriously disrupting travel across Britain.EuroTunnel Le Shuttle, which transports cars via a rail tunnel underneath the Channel, warned passengers heading for France from its Folkestone terminal to expect delays of more than two hours due to problems with air conditioning in carriages. The company also canceled thousands of day trip tickets to ease congestion.Rail services across Britain were also disrupted by lightning strikes. The Met Office said the heat and humidity will spark more cloud and thunderstorms later on Friday - which could spoil Britons' view of the longest lunar eclipse of the 21st Century.(Editing by Stephen Addison)

Flame and fortune: B.C. man offers $10K prize to smoke out firebugs-[CBC]-YAHOONEWS-July 29, 2018

A Kelowna man is so fed up with the number of human caused wildfires that he's offering a $10,000 reward to bring to justice people who deliberately start forest fires.Last month, the RCMP announced it is investigating 29 Okanagan forest fires deliberately set over the last four years.Other fires are caused by natural events, like lightning strikes.Jayme Knyx is particularly affected by the smoke because he suffers from asthma —  so badly that it's put him in hospital."It's been an ongoing event for me. I've been having an asthma attack once or twice a week," Knyx said. "Earlier this year, I actually almost died from my asthma."Knyx is the owner of Ogologo Media.Smoky days are particularly bad for his health, he said, and make it very difficult for him to breathe."Why should we be tolerating this intentional destruction of the beautiful Okanagan Valley?" he told Chris Walker, the host of CBC's Daybreak South."It's important we link arms as a community."The current deterrents aren't stopping people from starting forest fires, Knyx said, but hopes the large cash incentive might encourage someone to turn in their friends and acquaintances if they've lit the forest alight. The award will given on the condition that sufficient evidence is given to lead to formal charges and ideally a successful conviction. The money is nothing to him, he said, if it puts an end to human-caused fires."The last thing you are thinking about when you can't breathe is $10,000," Knyx said. "All you are thinking about is your next breath."Three other people have jumped on board with Knyx's initiative and are chipping in an additional $5,000, bringing the total award to $15,000."I think bringing some awareness and getting people active on this is very important," he said."It's our responsibility to step forward and not be a tattletale, but let's be responsible about what we're doing."With files from Brady Strachan and Daybreak South.

Heatwave forces EDF to cut output at Bugey 3 and St Alban 1 nuclear reactors-[Reuters]-YAHOONEWS-July 29, 2018

PARIS (Reuters) - French state-controlled utility EDF on Friday halted production at its 900 megawatt (MW) Bugey 3 nuclear reactor and reported an unplanned outage at the 1,300 MW St Alban 1 reactor, because of the heatwave in the country.EDF, which operates the 58 nuclear reactors that account for more than 75 percent of France's electricity needs, discharges water it uses as coolants for the reactors into surrounding rivers and canals. The amount of water it discharges is regulated by law to protect plant and animal life, forcing it to cut output during prolonged hot weather when river temperatures rise.EDF warned on Tuesday that extreme temperatures forecast this week could limit electricity production from its nuclear reactors at the Bugey and Saint-Alban nuclear plants from Saturday July 28.France and much of western Europe have experienced scorching weather this week, with temperature reaching 40 degrees Celsius in some towns.(Reporting by Bate Felix; Editing by David Goodman)

Fast-growing California wildfire kills two, threatens city-[Reuters]-By Fred Greaves-YAHOONEWS-July 29, 2018

REDDING, Calif. (Reuters) - A fast-growing northern California wildfire killed a second firefighter on Friday as high winds drove it toward the city of Redding, prompting mass evacuations and threatening some 5,000 homes and businesses, officials said. The Shasta County Carr Fire grew by about 60 percent overnight, scorching 44,450 acres (18,000 hectares), state fire officials said. It was just 3 percent contained as crews battled it for a fifth day.A curtain of smoke and flames loomed over low-slung buildings in Redding, home to 90,000 people, with forecasts calling for wind gusts of 25 miles (40 km) per hour and temperatures of 110 Fahrenheit (43 Celsius)."When you're dealing with temperatures that high, it's really, really hot heat," said Cal Fire spokesman Scott Kenney in a phone interview. "Stress, as far as heat exhaustion and heat stroke, are really serious situations that a firefighter can get into, so the tactics kind of get hindered by temperatures that high."The Carr Fire is one of 88 burning nationally, mostly across the American west, one of which prompted the closure of much of Yosemite National Park. This year so far, almost 4 million acres (1.6 million hectares) have been blackened by wildfires, above a 10-year average of 3.6 million acres (1.5 million hectares) over the same period, according to the National Interagency Fire Center.Roads out of Redding, about 150 miles (240 km) north of Sacramento, were jammed overnight with motorists trying to escape the flames, social media postings showed. Interstate 5, which runs from the Mexico border to Canada, runs near the city. The blaze killed two firefighters, one of whom had been using a bulldozer to clear plants to stop its spread. One of the city's hospitals, Mercy Medical Center, said it had treated eight people in its emergency room, including three firefighters for injuries related to the blaze."Wildfires happen every year in California," said Rick Plummer, a spokesman for Mercy Medical Center. "This one seems to be a bit different when it's actually in town and burning up residential developments."-THOUSAND OF BUILDINGS IMPERILED-The blaze has so far destroyed 65 buildings and damaged another 55, officials said. Nearly 5,000 more were in danger. Two residents who chose not to leave were 61-year-old Rob Wright and his wife, who planned to fight off flames with a high-powered water hose."We were fortunate enough that the wind changed about hours ago and it is pushing the fire back," said Wright at about 1:15 a.m. local time. "We are just waiting it out ... crossing our fingers and hoping for the best."Video footage and images posted on social media showed flames engulfing structures, as an orange glow lit up the night sky.A Red Cross employee told local ABC affiliate KRCR there were some 500 people in the evacuation center at Shasta College."We're just going to chill out and sleep and pray that we've got a place to go home to," area resident Joey Silva told the Sacramento Bee as he waited in the Shasta College parking lot.More than 3,000 customers had lost power in the area, according to utility PG&E.Two other major fires are also burning in the state.Cal Fire said the Cranston Fire, about 110 miles (177 km) east of Los Angeles had blackened 11,500 acres (4,650 hectares) and was just 3 percent contained. The Ferguson Fire near Yosemite, which has charred 45,911 acres (18,500 hectares), was 29 percent contained. Two weeks ago, a firefighter died fighting the Ferguson Fire east of San Francisco when a bulldozer overturned. Seven other firefighters were hurt.(Additional reporting by Brendan O'Brien in Milwaukee, Tea Kvetenadze in New York and Makini Brice in Washington, Writing by Scott Malone; Editing by Bernadette Baum)

Ryan opposes Rosenstein impeachment try, dooming it for now-[The Canadian Press]-YAHOONEWS-July 29, 2018

WASHINGTON — House Speaker Paul Ryan spoke out against an effort by a small group of conservatives to impeach Deputy Attorney General Rod Rosenstein on Thursday, dooming the endeavour for now and easing a months-long standoff between House Republicans and the Justice Department.Ryan said the tussle over document requests between House Republicans and Rosenstein, who oversees the federal Trump-Russia investigation, doesn't rise to the level of "high crimes and misdemeanours " that could warrant impeachment under the Constitution."I don't think we should be cavalier with this process or with this term," Ryan said. He also said he is encouraged by progress on the document production.Ryan made the comments a day after the group of 11 House Republicans sharply escalated the extended clash with the Justice Department by filing articles of impeachment against Rosenstein, who oversees special counsel Robert Mueller's investigation.Their move late Wednesday came after months of criticism aimed at the department — and the Russia investigation in particular — from President Donald Trump and his Republican allies in Congress. Trump has fumed about Mueller's probe and has repeatedly called it a "witch hunt," a refrain echoed by some of the lawmakers.Mueller is investigating Russian interference in the 2016 election and whether Trump's campaign was involved. The impeachment effort was led by North Carolina Rep. Mark Meadows, the chairman of the conservative House Freedom Caucus who talks to Trump frequently and often defends him to colleagues. As Ryan voiced his disapproval, Meadows acknowledged that he didn't currently have the votes to pass the impeachment resolution and said he wouldn't use procedural manoeuvrs to trigger an immediate vote — something he had threatened to do. The House left Thursday afternoon for a five-week recess.Instead, Meadows said he had a commitment from leaders to vote on holding Rosenstein in contempt of Congress when the House returns in September if certain documents are still outstanding. The agreement came after discussions on the House floor with Judiciary Committee Chairman Robert Goodlatte, R-Va., and the No. 3 House GOP leader, Rep. Steve Scalise of Louisiana. The contempt resolution would first have to move through the Judiciary Committee, according to Republican aides.Meadows said the five-week delay would give the department "one last chance" to deliver. He didn't rule out trying for an impeachment vote in the future."Now it's in Rod Rosenstein's court," Meadows said.Ryan's tone was far different."We do not have full compliance, and we have to get full compliance, but we have been making tremendous progress to that point," he said of multiple document requests.Meanwhile, Attorney General Jeff Sessions defended Rosenstein in a Boston speech, saying he has the "highest confidence" in his top deputy. Rosenstein has overseen the Russia investigation since last year, when Sessions recused himself following reports of his own meeting with the Russian ambassador.Asked in May about rumblings that House Republicans might move to impeachment, Rosenstein was defiant."I think they should understand by now, the Department of Justice is not going to be extorted," he said. The White House was ambivalent about whether Trump supported the effort to impeach Rosenstein. "The president has been clear that he wants the DOJ to be transparent and co-operate with Congress," spokesman Hogan Gidley told reporters.Meadows, Ohio Rep. Jim Jordan and the other Republicans who introduced the resolution have criticized Rosenstein and Justice Department officials as not being responsive enough as House committees have demanded documents related to the Russia investigation's inception and a now-closed investigation into Democrat Hillary Clinton's emails. The five articles of impeachment would charge Rosenstein with failing to produce information, though the department has provided lawmakers with more than 800,000 documents. The resolution notes that Rosenstein was one of several department officials who approved what some Republicans say was improper surveillance of Trump campaign adviser Carter Page. The impeachment resolution also criticizes Rosenstein for refusing to produce a memo that outlines the scope of the investigation and questions whether the investigation was started on legitimate grounds. It is highly unusual, if not unprecedented, for lawmakers to demand documents that are part of an ongoing criminal investigation. At a House hearing last month, Rosenstein, along with FBI Director Christopher Wray, faced angry Republicans who alleged bias at the FBI and suggested the department has conspired against Trump. Still, some GOP lawmakers said they would draw the line at impeachment."Impeachment is a punishment; it's not a remedy," said House Oversight and Government Reform Chairman Trey Gowdy, who has led one of several House GOP investigations into the department and has complained of anti-Trump bias. "If you are looking for documents, then you want compliance, and you want whatever moves you toward compliance."The impeachment resolution came about two hours after Meadows, Gowdy, Goodlatte and other GOP lawmakers met with Justice Department officials about the documents. The department has created new search systems, set up classified reading rooms and tasked dozens of employees to produce the hundreds of thousands of documents that Republican lawmakers have requested over the past year.Democrats on the House Judiciary, Oversight and Government Reform and intelligence committees called the impeachment effort a "panicked and dangerous attempt to undermine an ongoing criminal investigation in an effort to protect President Trump as the walls are closing in around him and his associates."So far, the special counsel has charged 32 people and three companies. That includes four Trump campaign advisers and 12 Russian intelligence officers.Democratic Reps. Jerrold Nadler of New York, Elijah Cummings of Maryland and Adam Schiff of California said Rosenstein "stands as one of the few restraints against the overreaches of the president and his allies in Congress."In addition to Meadows and Jordan, the Republican lawmakers who sponsored the impeachment articles are Reps. Jody Hice of Georgia, Jeff Duncan of South Carolina, Andy Biggs of Arizona, Louie Gohmert of Texas, Matt Gaetz of Florida, Scott DesJarlais of Tennessee, Paul Gosar of Arizona, Bill Posey of Florida and Scott Perry of Pennsylvania.___Associated Press writers Alan Fram, Kevin Freking and Lisa Mascaro in Washington and Philip Marcelo in Boston contributed to this report.Mary Clare Jalonick And Chad Day, The Associated Press.

UN Mideast envoy: Israel, Hamas were ‘minutes away’ from war-Nikolay Mladenov tells Security Council unless sides begin to work for true change, 'another explosion is almost a certainty'; Israeli envoy Danon says Hamas 'holding Gaza hostage'-By Agencies and TOI staff-JUL 26,18

UNITED NATIONS (AP) — The UN Mideast envoy said Tuesday that Israel and Hamas were “minutes away” from another “devastating confrontation” in Gaza on Saturday — a clash averted after UN and Egyptian diplomatic efforts got both sides to “step back from the brink.”Nickolay Mladenov warned that “unless we begin in earnest the crucial work required to change the current deteriorating dynamics, another explosion is almost a certainty.”He told the Security Council that he had just returned from Gaza and “the situation is calming down although tensions remain,” warning that the still “perilous” face-off could lead to the fourth war in a decade between Hamas and Israel.“Only through the repeated, collective efforts of all sides has another catastrophic escalation been averted over the past weeks,” Mladenov said. The latest outbursts of violence followed months of near-weekly violent border protests organized by Gaza’s Hamas rulers. Over 130 Palestinians have been killed by Israeli gunfire since the protests began March 30 — a large number of them members of terror groups.Israel said its troops were defending the border and accused Hamas of trying to carry out terror attacks under the cover of the protests.Hamas has said the “March of Return” protests are a demand for a “right of return” for descendants of Palestinian refugees to ancestral homes in what is now Israel — action that would bring about the end of Israel as a Jewish-majority state. They have also said the rallies are aimed at ending the Israeli-Egyptian blockade of Gaza that has brought severe economic hardship to the territory. Israel and Egypt maintain a blockade on the Strip to prevent Hamas from rearming and acquiring building materials for fortifications or attack tunnels.Israel’s UN ambassador, Danny Danon said Tuesday flaming kites sent across the border at Hamas’s behest have destroyed over 7,400 acres — “that is half the size of Manhattan.”He said it is time that the Security Council declares Hamas a terrorist organization like al-Qaeda and the Islamic State group, saying it is “holding hostage the entire population of Gaza” and its goal is to destroy Israel.Danon again urged Hamas to release two Israeli civilians and the bodies of two soldiers. “One cannot demand humanitarian assistance to Gaza, which we support, while refusing to ensure the basic humanitarian rights of returning our captives and our fallen,” he said.Palestinian Authority ambassador Riyad Mansour said the “dire humanitarian situation has placed an explosive pressure on the infrastructure and caused loss of livelihood among the entire population of the Gaza Strip.”He accused Israel of persisting “with its willful killing of Palestinian civilians and disregard of human life,” and said it is “imperative” that international protection be provided for Gaza’s civilian population.Mansour said it is also imperative to mobilize funds for the UN agency for Palestinian refugees, known as UNRWA, “given its vital role in Gaza and beyond.”UNRWA is facing a funding crisis following the Trump administration’s decision to cut some $300 million to the agency this year. It is now reviewing some $200 million in assistance for the Palestinians.US Ambassador Nikki Haley made no mention of the cuts to UNRWA in her speech, which accused Arab and Islamic nations of being generous with their words in support of the Palestinians but not opening their wallets. She said Iran, Algeria and Tunisia gave nothing to UNRWA last year and Pakistan and Egypt gave just $20,000. While Turkey gave $6.7 million, Kuwait $9 million and the United Arab Emirates $12.8 million, she said the United States gave $364 million to UNRWA last year — plus an additional $300 million to the Palestinians in bilateral aid.Since 1993, Haley said, the United States has provided over $6 billion in assistance to Palestinians.“How much have the Arab countries — some of whom are wealthy countries — how much have they given to the Palestinians?” Haley asked. “It does not come anywhere close to what the United States has done.”Saudi Arabia’s ambassador, Abdallah Al-Mouallimi, had a sharp reply, though he didn’t mention the United States, which is a close ally.He said Saudi Arabia gave $100 million to UNRWA over the past year, $1 billion to UNRWA over the last two decades, “and more than $6 billion, with a B, to the Palestinian people over the last two decades in the form of humanitarian development.“Saudi Arabia strongly believes in actions, not words,” Al-Mouallimi said.Israel also drew sharp criticism at the council’s monthly Mideast meeting from many countries over last week’s approval by its parliament of a bill defining it as the nation-state of the Jewish people.Mansour, the Palestinian ambassador, said the new law “has transformed a situation of de facto apartheid into a situation of apartheid by law.”Deputy Iranian ambassador Eshagh Al Habib said the law means the legalization of “racism and apartheid, and ultimately, it means legitimizing exclusion, segregation and systemic inequality.”He recalled the General Assembly’s 1975 resolution calling Zionism “a form of racism and racial discrimination” that was revoked in 1991. Nearly 30 years later, Al Habib said, “it is crystal clear that by doing so, the UN General Assembly has only emboldened Israel to legalize racism.”Israeli leaders have insisted the law is needed to enshrine’s Israel status as the nation-state of the Jews. Prime Minister Benjamin Netanyahu called it “a pivotal moment in the annals of Zionism and the State of Israel.”

Syria says response to fighter jet’s downing ‘will come soon enough’ — report-Official tells Lebanese news site 'Damascus is in no hurry to enter a war with Israel' but promises a reaction; Syria said to protest to Israeli officials over incident-By TOI staff and AP-JUL 26,18

A Syrian official warned Tuesday night that his country will respond “soon enough” to the IDF shooting down a regime fighter jet after it entered Israel’s airspace, according to a Lebanese news site.“Damascus is in no hurry to enter a war with Israel,” the unnamed source told El Nashra, but added that “the response to the downing of the jet will come soon enough.”The official claimed Israel supports “terrorist centers” in southern Syria, and shot down the jet to stop the regime’s operations against them. The first step of the Syrian response would be to complete operations against those centers, he said. Afterwards “the direct response to the Israeli forces will come at the appropriate time.”The third part of the response would be to “foil any attempt to push Syria’s allies away from the (border) area.”Israel said it shot down the Sukhoi-model jet with a pair of Patriot missiles Tuesday after it breached some two kilometers inside Israel territory in the Golan Heights. The plane crashed inside Syria, reportedly killing its pilot.Israel’s ambassador to the UN Danny Danon said Israel tried to contact the pilot several times but received no response, and so proceeded to intercept.According to the Ynet news site Russia protested Israel’s actions, with officials claiming the fighter had not breached Israeli airspace as Jerusalem has claimed. Israel subsequently provided them with a clear radar image proving its assertion, the report said. The Kan public broadcaster reported that Israel had warned Moscow of the potential of military “spillover” into Israel as the regime’s forces continue to advance against rebel forces in the border area.Kan reported that the IDF has filed a complaint with UNDOF, the UN peacekeeping force in the Golan Heights, over the jet incident. Though Israel believes the fighter pilot likely made a navigational error while carrying out bombing runs against rebel-held areas, officials still view the incident as a serious breach of Israeli sovereignty, it said. The IDF is on “elevated alert” along the northern border because of the fighting on the Syrian side of the fence, military spokesman Lt. Col. Jonathan Conricus said.Danon said Israel seeks “no escalation in the region” but will protect its border.“Israel will not tolerate any violation of our sovereignty — not from Syria, not from Gaza, not from any other enemy that threatens our security,” he said.Syrian rebels surrendered their last pockets in the southwestern Quneitra and Daraa provinces last week, leading thousands of opposition fighters, their families and other civilians to evacuate to the rebel-held province of Idlib in northern Syria. On Tuesday, government forces reached the border fence where a UN peacekeeping force is deployed at the edge of the Golan Heights for the first time since 2011, when an uprising swept through Syria against President Bashar Assad.Minutes before the reported downing of the jet, Syria’s state-run Al-Ikhbariya TV was broadcasting footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces in the Golan Heights. A UN observer post could be seen just on the other side of the fence. The camera showed an Israeli post 400 meters (440 yards) away.

Ivanka Trump to shut down her clothing company-Fashion brand hit by boycotts and slowing sales, but president's daughter says she is closing company to focus on her work as a White House adviser-By Bernard Condon-TOI-JUL 26,18

NEW YORK, United States (AP) — Ivanka Trump is shutting down her fashion line of dresses, shoes and handbags that became a target of political boycotts and spurred concerns about conflicts of interest after her father was elected. The president’s daughter said in a statement she made the decision so she could focus more on work as a White House adviser. She had stepped away from the day-to-day management of her company when she joined President Donald Trump’s administration.“After 17 months in Washington, I do not know when or if I will ever return to the business, but I do know that my focus for the foreseeable future will be the work I am doing here in Washington,” she said. She called the move the “only fair outcome for my team and partners.”The Ivanka Trump brand has been buffeted by politics since she joined the White House early last year. Sales appeared to surge at times due her celebrity as the US president’s daughter — White House adviser Kellyanne Conway once urged on Fox News for people to “go buy Ivanka’s stuff” — only to get battered as those who disliked her father’s policies urged shoppers to boycott the line.Nordstrom dropped the Ivanka Trump line last year, citing slowing sales, and recently Hudson Bay reportedly did the same. The company said that its business was strong, and the decision to shut down had nothing do with its performance. Shutting down the brand means 18 people will lose their jobs.Analyst Neil Saunders, managing director of GlobalData Retail, said that “while the company is still viable, doing business has become far more challenging and these problems will only increase.”Ivanka Trump recently has been encouraging US companies to pledge to hire American workers. Her own company has been criticized for making its products in Chinese factories, for the conditions in those factories, and for being granted trademarks by foreign governments such as China that would want to curry favor with the president. Her announcement comes amid a worsening trade fight between the United States and China. President Trump is seeking to drive China to the negotiating table and rectify what he sees as years of unfair trade practices. The White House has imposed tariffs on $34 billion of Chinese imports and has itemized a list of $200 billion more in goods that may face tariffs by September. Neither of those tariffs would cover the clothing and handbags Ivanka Trump sells. But if the president were to make good on his threat to tax all $500 billion in Chinese imports, that would raise the price of everything her company imports from that country.Since it is a private company, it is difficult to judge just how well Ivanka Trump’s business has been faring. The bulk of her assets —more than $50 million worth — is contained in a trust that holds her business and corporations. The trust generated over $5 million in revenue last year, according to a financial disclosure report filed with the government. When Ivanka Trump joined the White House as adviser to her father, she agreed to several restrictions so that her financial interest in the business would not conflict with her public role as a White House adviser.Still, the company drew criticism for benefiting from her White House ties.In April last year, the Chinese government granted her company provisional approval for three new trademarks, the same day she and her husband Jared Kushner dined with the president of China and his wife at President Trump’s Mar-a-Lago resort. The approvals have continued. In three months through May this year, China granted final approval for 13 of her trademarks and provisional approval for another eight.Ivanka Trump’s company has said the 2017 Chinese trademarks were filed defensively to protect against squatters using her name. China has said its trademarks policy regarding Ivanka Trump’s company is in line with normal legal practice. The Ivanka Trump brand has also come under criticism for conditions at factories where its products were made. The Associated Press spoke with workers last year at an Ivanka Trump shoe factory in Ganzhou, China, who described long hours, low pay and abuse. The company said at the time that the “integrity” of its supply chain was a “top priority” and that it takes such allegations “very seriously.”

Lebanese man indicted for contacting Israeli army personnel — report-Local media says defendant accused of contacting IDF's Arabic spokesman, another soldier and offering information, though his overtures were ignored-By TOI staff-JUL 26,18

A Lebanese man was indicted Tuesday for allegedly attempting to contact the Israeli military for the purpose of working with Israel and providing it with beneficial information, the National News Agency, a state-run Lebanese outlet reported. The indictment authored by Riyad Abu Ghaidah, Lebanon’s chief military investigative judge, said Mustafa D. messaged “the Israeli enemy’s army spokesman Avichai Adraee” by way of Facebook, the NNA report stated. It did not mention the defendant’s full name. The indictment also said Mustafa told Adraee that he likes his ideas and expressed to the spokesman that he wants peace with Israel, the report stated. The indictment noted that Adraee did not respond to Mustafa’s message.Adraee is the IDF’s Arabic-language spokesman. He has a Facebook page which garners comments from Arabs around the Middle East on a daily basis.Adraee declined to comment on the matter. The indictment also noted that Mustafa wrote to another Israeli soldier by way of Facebook Messenger about his desire to make Israeli friends and communicate with them about “logistical matters,” and told the soldier he had information that could help Israel. The soldier was also uncooperative.According to the charges Mustafa told interrogators he had contacted Israeli military personnel due to his difficult financial state and his failure to find a job.Prosecutors are seeking a punishment of hard labor for Mustafa. It was not clear when his trial will begin.

Despite US cuts, Haley accuses world of failing to fund Palestinians-At Security Council, US envoy rebukes Iran and others for giving speeches but no cash to UNRWA; vows US won't continue 'feeding hands that bite'-By Raphael Ahren-TOI-26 July 2018

US Ambassador to the United Nations Nikki Haley on Tuesday rebuked the international community for pontificating about the Palestinians’ suffering but failing to substantially support them financially, defending the US’s own cuts to Ramallah and Gaza.At a session dedicated to the Middle East, Haley castigated the Muslim world and stressed that no other nation was giving nearly as much money to Palestinian causes as the US, even after the US drastically cut its support for the UN’s refugee agency for Palestinians and also slashed aid over stipends paid to terror convicts and their families.“Country after country claims solidarity with the Palestinian people. If those words were useful in the schools, the hospitals, and the streets of their communities, the Palestinian people would not be facing the desperate conditions we are discussing here today,” Haley said. “Talk is cheap.”Iran, Algeria, and Tunisia, for instance, last year contributed zero dollars to UNRWA, Haley said. Egypt gave $20,000, Turkey $6.7 million, and the United Arab Emirates $12.8 million.“If you judge a nation’s commitment to the Palestinian people by the words heard in this chamber, you might come to the conclusion that the United States has been less generous, simply because we stand proudly with our ally Israel here at the UN,” Haley said.“But once again, this conclusion would be entirely false.”Just last year, the US donated $364 million to Palestinian causes, she said.“And that’s on top of what the American people give annually to the Palestinians in bilateral assistance. That is another 300 million dollars just last year, and it averages to more than a quarter of a billion dollars every year since 1993,” she claimed.Moments before Haley spoke, the UN’s special coordinator for the Middle East peace process, Nickolay Mladenov, said the Trump administration’s freezing of millions of dollars of funding earmarked for UNRWA had thrust the organization in dire straits.UNRWA’s financial crisis “remains a very serious concern,” he told the council, speaking via satellite from his Jerusalem office.“At present, UNRWA needs $217 million to sustain its work for this year. I urge the swift mobilization of support to enable the continuity of assistance and a maintenance of stability on the ground in the region,” he said.Given the current shortfall, UNRWA might have to delay the start of the school year for some 526,000 students in schools run by the agency throughout its areas of operation, Mladenov warned. In an opinion piece published in the Washington Post last week, US officials Jared Kushner, Jason Greenblatt, and David Friedman said donors were unwilling to donate money to help Gaza’s humanitarian situation as long as Hamas remained in power. The trio said the US would offer money to the beleaguered enclave in exchange for Hamas stopping terror activity and returning the captive Israelis and the remains of soldiers.Russia’s deputy ambassador to the UN, Dmitry Polyanskiy, warned that the UNRWA shortfall “could lead to serious consequences.”#Polyanskiy: The only possible way towards a settlement in the #MiddleEast is a direct dialogue between the parties, we are ready to facilitate it.Our initiative to hold a Palestinian-Israeli summit in Russia remains on table, it has already been supported by the Palestinian side pic.twitter.com/1Z3KVnF1xB— Russian Mission UN (@RussiaUN) July 24, 2018-The Russian envoy also reiterated his government’s willingness to facilitate a meeting between Israeli Prime Minister Benjamin Netanyahu and PA President Mahmoud Abbas in Moscow.“The only possible way towards a settlement in the Middle East is a direct dialogue between the parties, we are ready to facilitate it,” he said. “Our initiative to hold a Palestinian-Israeli summit in Russia remains on table, it has already been supported by the Palestinian side.”-‘Imagine half of Manhattan going up in flames’ Haley also said that while the US supported Palestinians causes, the administration would not “feed the hand that bites” them, referring to bitter criticism by the Palestinian Authority on the White House’s policies toward the region.“We are not fools,” she said.Israel’s ambassador to the UN Danny Danon accused Hamas of burning over 7,400 acres of land with incendiary balloons and kites launched into Israel.“Just imagine if half of Manhattan would go up in flames as a result of terrorism,” he said.“Too many people in this building have forgotten what Hamas truly is: a murderous terrorist organization that terrorizes Israel and holds Gazans hostage,” Danon said.“And as Hamas is a growing international problem, the time has come for the Security Council to recognize that Hamas is no different from al-Qaeda or ISIS. The Security Council must recognize Hamas as a terrorist organization.”

Japan hosts multinational drills to intercept weapons at sea-[Associated Press]-YAHOONEWS-July 25, 2018

ABOARD THE MURASAME (AP) — Japan is hosting a multinational security exercise off Tokyo's southern coast aimed at intercepting shipments of missiles and other weapons of mass destruction at sea.Japanese navy sailors and their counterparts from the U.S. and Australia and the South Korean coast guard joined Wednesday's exercise.Participants took turns stopping and raiding a target boat found at sea. Journalists observed from the Japanese destroyer Murasame.Thirty countries, including six core members of the Proliferation Security Initiative participated, along with 20 observers and four non-members.The initiative started in 2003 as part of Washington's effort to block shipments of nuclear, chemical and biological weapons, as well as missiles to carry them. The initiative does not target any specific country, but North Korea has criticized it in the past.

Police ID girl killed in Danforth rampage as Julianna Kozis-[CBC]-YAHOONEWS-July 25, 2018

Police have released the name of the 10-year-old girl killed in the mass shooting in Toronto's Danforth neighbourhood on Sunday.Julianna Kozis of Markham was killed in the shooting that also claimed the life of 18-year-old Reese Fallon and injured 13 others."Her family has requested privacy during their time of grief," the Toronto Police Service said in a statement. Police have refused to confirm where along the Danforth Avenue strip Kozis was shot. However, a witness who spoke with CBC News on Monday said he tended to a seriously wounded young girl of about the same age. Md Ashaduzzaman was working in the back kitchen at Caffe Demetre when the shooting started. A woman in the café was soon screaming for help, saying her daughter had been shot. The café, at 400 Danforth Ave., has been identified as the third shooting site along the gunman's deadly rampage. The girl, about 10 years old by his estimate, was lying on the ground, bleeding from her leg as her mother tried to stop the bleeding with a cloth. "I was trying to hold her and I was trying to wake her up. She was falling asleep, her eyes were closing and opening, closing and opening," Ashaduzzaman said. The 29-year-old gunman, identified Monday as Faisal Hussain, also died.Toronto city Coun. Jim Karygiannis told The Canadian Press via email that he knows the girl's family and that her death is a "devastation" to the community."She had her whole life ahead of her, only to be taken in a senseless act of terror," Karygiannis said Tuesday night.Markham Mayor Frank Scarpitti said Sunday's "senseless act of violence has shaken us and hurt us."We stand with the victims, the brave first responders and all the communities impacted by this tragedy," he said in a statement.Markham plans to lower its flags in Kozis's memory and place a book of condolences at the local civic centre."We hope by coming together, we can offer some solace in a time of great sadness."

GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.

Nineteen dead, more than 3,000 in need of rescue, after Laos dam collapse - media-[Reuters]-By Amy Sawitta Lefevre-YAHOONEWS-July 25, 2018

BANGKOK (Reuters) - Nineteen people have been confirmed dead and more than 3,000 need to be rescued after a dam collapsed in a remote part of land-locked Laos, local media reported on Wednesday. The Vientiane Times, citing district governor Bounhom Phommasane, said about 19 people have been "found dead", more than 3,000 "require rescue" and about 2,851 have been saved.Earlier, a senior Lao government official, who declined to be identified because he was not authorized to speak to the media, said dozens of people were feared dead after the hydropower dam that was under construction collapsed on Monday."We will continue with rescue efforts today but it's very difficult, the conditions are very difficult. Dozens of people are dead. It could be higher," the Vientiane-based official told Reuters by telephone.A United Nations report on the disaster put the death toll at five with 34 missing, 1,494 evacuated and 11,777 people in 357 villages affected. It said 20 houses were destroyed and more than 223 houses and 14 bridges damaged by the flooding.Hundreds were reported missing after walls of water washed away villages and rescuers on Wednesday continued to search floodwaters for survivors, a government official said.State media showed pictures of villagers, some with young children, stranded on the roofs of submerged houses. Others showed villagers trying to board wooden boats to safety in Attapeu province, the southernmost part of the country. At least seven villages have been submerged. State media pictures showed one-storey homes flooded with muddy water. The remoteness of the affected area could hamper relief operations, say experts.Laos, one of the world's few remaining communist states and one of Asia's poorest countries, has an ambitious dam-building scheme in order to become the "battery of Asia".Its government depends almost entirely on outside developers to build its planned portfolio of dams under commercial concessions that agree to export electricity to its more developed neighbors, including power-hungry Thailand.Environment rights groups have repeatedly warned about the human and environmental cost of the rapid pace of dam construction, including damage to the already-fragile ecosystem of the region's rivers.Last year, the 15-megawatt Nam Ao hydropower dam collapsed in Laos' northern Xieng Khuong province, the Vientiane Times reported, resulting in flash floods that "damaged property and risked lives."-SUPPLY DAM WASHED AWAY-Attapeu is a largely agricultural province that borders Vietnam to the east and Cambodia to the south. The $1.2 billion dam that collapsed is part of the hydroelectric Xe-Pian Xe-Namnoy power project, which involves Laotian, Thai and South Korean firms. The subsidiary dam, known as "Saddle Dam D", was part of a network of two main dams and five subsidiary dams.South Korea's SK Engineering & Construction said part of a small supply dam was washed away and the company was cooperating with the Laos government to help rescue villagers near the site. The firm blamed the collapse on heavy rain. Laos, and its neighboring countries, are in the middle of the monsoon season when tropical storms and heavy rain can lead to flash floods. An official at the firm said fractures were first discovered on the dam on Sunday and that the company had ordered the evacuation of 12 villages as soon as it became clear the dam could collapse.Shares in major stakeholders of SK Engineering & Construction fell on Wednesday after news of the collapse.SK E&C's biggest shareholder, SK Holdings Co Ltd <034730 .ks="">, was down 6.2 percent, marking its biggest daily percentage loss since Feb. 11, 2016. The second biggest shareholder, SK Discovery Co Ltd <006120 .ks="">, slid as much as 10 percent.REMOTE LOCATION-Ian Baird, associate professor of geography at University of Wisconsin-Madison and a Laos expert, said the collapse of the subsidiary dam was unlikely to affect others in the project, but added that the dam can't be fixed until the dry season."I don't think its going to affect the other dams," Baird told Reuters in a telephone interview."The water's all out of the reservoir now and the water levels are already going down but I don't think they'll be able to fix it until the dry season," he said.South Korea, Singapore and neighboring Thailand have offered to help in the rescue effort. But the remoteness of the affected area and damage to roads and bridges will make it very difficult to reach those still stranded, Baird said."The roads are very poor in that area. People don't usually go in that area during the rainy season. There are mountains nearby that villagers might be able to get up on .... I don't think anybody really knows for sure," he said.International Rivers, which works to stop destructive hydropower projects in Laos, said in an April report that hydropower dams on the Mekong River's lower mainstream pose a serious threat to the region.Predicted impacts include a 30 percent to 40 percent decrease in fisheries by 2040 as well as a drastic reduction in food security and agricultural productivity, alongside increased poverty levels in much of the Lower Mekong Basin.Laos has completed construction of 11 dams, according to Thai non-governmental organization TERRA, with a further 11 under construction and dozens more planned.(Additional reporting by Fanny Potkin in JAKARTA and Heekyong Yang in SEOUL; Editing by Paul Tait and Michael Perry)

Bulgaria warns southern neighbors Greece, Turkey of floods-[Reuters]-YAHOONEWS-July 25, 2018

SOFIA (Reuters) - Bulgaria has warned its southern neighbors Greece and Turkey they could face floods as heavy rains are expected to swell the Arda and Maritsa rivers flowing into their territories. The alert came as Greek emergency services were struggling to deal with their worst wildfires in years. The Ivaylovgrad dam on the Arda in the eastern Rhodope Mountains would probably overflow in the next few days because of expected downpours, Bulgaria's foreign ministry said late on Tuesday. The Arda flows eastward into Greece and joins the Maritsa river on Greece's border with Turkey.Sofia said it was expecting massive increases in water volumes in the flood-prone Maritsa near the Bulgarian town of Svilengrad on the Turkish border on Wednesday and Thursday.Bulgarian authorities have declared states of emergency in several municipalities following heavy rainfall. Yosemite park sections to close due to smoke from California wildfire-[Reuters]-YAHOONEWS-July 25, 2018

(Reuters) - The Yosemite Valley and other parts of Yosemite National Park will close from Wednesday due to smoke from a raging California wildfire that is choking the air in the popular tourist destination, officials said on Tuesday. The so-called Ferguson Fire, which has been burning since July 13 and has claimed the life of one firefighter, had charred about 36,600 acres (14,800 hectares) to the south and west of the park and was 25 percent contained as of Tuesday afternoon, according to the California Department of Forestry and Fire Protection. The park's Yosemite Valley, Wawona and Mariposa Grove are to be closed through at least Sunday due to the fire operations, the National Park Service said.Air quality in the area about 170 miles (275 kms) east of San Francisco was expected to be unhealthy to very unhealthy on Tuesday and Wednesday, according to the U.S. Forest Service Wildland Fire Air Quality Response Program."The Ferguson Fire is burning in steep, rugged terrain with little to no access roads," said Scott McLean, a spokesman for the California Department of Forestry and Fire Protection.More than 3,300 personnel using 16 helicopters and bulldozers have been battling the blaze, which has led to evacuations in parts of the region. The fire is one of more than 65 major wildfires burning in the United States this week that have so far scorched an area of about 1.2 million acres (485,620 hectares). Most are in western states, with blazes also in central Texas and Wisconsin, according to the National Interagency Coordination Center. As of July 24, wildfires had burned through 3.94 million acres (1,594,460 hectares) this year, above the 10-year average for the same calendar period of 3.54 million acres (1,432,590 hectares), it said.(Reporting by Jon Herskovitz; Editing by Dan Grebler)

Greece scene of worst wildfires in Europe this century-[AFP]-YAHOONEWS-July 25, 2018

Paris (AFP) - Greece, where wildfires raging near Athens, have claimed at least 74 lives, has previously been the scene of the deadliest fires in Europe this century. Here is a recap of the worst fires, which have also hit Portugal and Russia.- Portugal in 2017, 2003 -Sixty-four people were killed and 250 injured in the deadliest wildfires in Portugal's history in June 2017.The fires burned for five days in the central Leiria region, breaking out at the height of a summer heatwave. Many of the victims died trapped in their cars by the flames while trying to escape.Violent winds fanned the fires, ravaging some 460 square kilometres (around 180 square miles) of hillsides covered with pine and eucalyptus. In 2003 gigantic fires caused by a heatwave left 20 dead between July and September in central and southern Portugal. The summer of 2003 remains the most disastrous in terms of surface destroyed, with nearly 4,250 square kilometres going up in smoke.- Russia in 2015, 2010 -In April 2015 huge fires that started in the Khakassia region of southeastern Siberia killed 34 people as well as hundreds of cattle and thousands of sheep. The blaze, which spread as far as Mongolia and practically up to the Chinese border, also destroyed 2,000 homes and 10,000 square kilometres of land.Five years earlier, vast swathes of western Russia were ravaged by fires for weeks during an unprecedented heatwave and drought. The blazes between July and August 2010 tore through 10,000 square kilometres of forest, bogs and brushwood, burning entire villages. Some of the fires came dangerously close to Russia's top nuclear research centre in Sarov.- Greece in 2007 -Forest fires killed 77 people at the end of August 2007 in Greece, ravaging 2,500 square kilometres in the southern Peloponnese and the island of Evia, northeast of Athens. The fires raged for around 12 days, but most of the victims were killed early on in the disaster when they became trapped in villages cut off by the flames, some ignoring orders to evacuate.- France, worst ever in 1949 -The heaviest loss of life in wildfires in Europe was in France when 82 people were killed battling flames in the southwest Landes region in August 1949.The victims -- firemen, volunteers and soldiers -- were caught in a ball of fire after the winds suddenly changed direction.

B.C. expands campfire bans amid wildfires and heat warnings-[The Canadian Press]-July 25, 2018

VANCOUVER — More campfire bans are being imposed as the fire danger rating rises along with temperatures in British Columbia.Starting Thursday, campfires will be prohibited in the Kamloops Fire Centre, where the majority of B.C.'s wildfires are currently burning. The Ministry of Forests has also limited burning on Haida Gwaii to small fires no more than half a metre high, as the archipelago experiences uncommonly dry conditions. The latest bans come as Environment Canada heat warnings cover several areas of the province, including eastern Vancouver Island, several Interior districts and the northeast corner of B.C. In the Okanagan Valley, where several lightning-caused fires have been burning for a week, the emergency support centre in West Kelowna has closed down as evacuation orders were lifted. The Central Okanagan Regional District says there are still almost 700 properties on evacuation alert, meaning residents should be ready to leave at a moment's notice. The Canadian Press.

Israel’s ambassador to the UN Danny Danon said Tuesday that Israel tried to contact the pilot of a Syrian jet before shooting down his plane after it entered Israeli airspace.Addressing the Security Council’s monthly meeting on the Middle East, Danon said the IDF observed the plane “crossing the border…. We tried to contact a few times, and there was no response.”Israel said it shot down the Sukhoi-model jet with a pair of Patriot missiles after it breached some two kilometers inside Israel territory in the Golan Heights. There was no time to “wait to see what are the real intentions of the pilot,” Danon said, adding that “that’s what any other country will do in a similar situation.”The Israel Defense Forces now believes the pilot likely strayed into Israeli territory by mistake while carrying out bombing runs against rebel-held areas near the border, according to Israeli media reports. The IDF is on “elevated alert” along the northern border because of the fighting on the Syrian side of the fence, said military spokesman Lt. Col. Jonathan Conricus.Danon said Israel seeks “no escalation in the region.” According to Israeli reports, the IDF does not intend to shoot down every jet that enters Israeli airspace, but will act to intercept rockets or drones.“The only thing we can do is to protect our civilians,” Danon said.“Israel will not tolerate any violation of our sovereignty — not from Syria, not from Gaza, not from any other enemy that threatens our security,” he said. The plane reportedly crashed inside Syria, killing its pilot. The fate of a second crewman is unknown, Syrian reports said. Israeli reports indicated there was only one pilot in the plane, however.Syria’s military said its jet was targeted by Israel over Syrian territory as it flew sorties against Islamic State militants near the border. Regime forces have been battling rebels and IS fighters near the Israeli border for weeks in a campaign to restore President Bashar Assad’s rule over southwestern Syria.Israel has stressed it would enforce the ceasefire lines between the two countries.“This is a blatant violation of the 1974 separation agreements between Israel and Syria,” Prime Minister Benjamin Netanyahu said in a statement. “We will not accept any intrusion or spillage into our territory, either from the ground or from the air.”Israel has warned Syria through various channels not to violate the 1974 agreement, Conricus said.Syrian rebels surrendered their last pockets in the southwestern Quneitra and Daraa provinces last week, leading thousands of opposition fighters, their families and other civilians to evacuate to the rebel-held province of Idlib in northern Syria. On Tuesday, government forces reached the border fence where a UN peacekeeping force is deployed at the edge of the Golan Heights for the first time since 2011, when an uprising swept through Syria against Assad.Minutes before the reported downing of the jet, Syria’s state-run Al-Ikhbariya TV was broadcasting footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces in the Golan Heights. A UN observer post could be seen just on the other side of the fence. The camera showed an Israeli post 400 meters (440 yards) away.

Fighting may last months in last IS holdout in Syria, warns French general-French coalition official says US-backed troops unsure how many jihadists remain in Deir Ezzor, but 'we want to make sure we kill all of them'-By AFP-TOI-JUL 26,18

WASHINGTON — The Islamic State group in Syria now controls only a small pocket of terrain, a French military official said Tuesday, though he cautioned fighting there could take several more months.Brigadier General Frederic Parisot, who heads civil-military operations for the US-led coalition fighting IS in Syria and Iraq, told Pentagon reporters the jihadists now hold an area of about 30 by 10 kilometers (18 by six miles). This terrain is located in eastern Deir Ezzor province, and includes the town of Hajin, about 50 kilometers (30 miles) from Iraq’s border.Parisot said the fight against IS would last “for at least two or three months” and noted that a few hundred jihadists remain.“We don’t know how many. But we want to make sure that we kill all of them,” he said.Pentagon officials added that since April 24, the coalition has killed six IS leaders and planners in strikes.IS declared a cross-border “caliphate” in Syria and Iraq in 2014, seizing a third of Iraq and vast chunks of northern Syria during a sweeping offensive. The jihadists have since lost almost all the ground to separate counter-offensives by Syrian and Iraqi forces as well as US-led operations. In December the Iraqi government declared victory over IS but the military has continued regular operations targeting mostly desert areas along the porous Syrian border.

Islamic State said to capture body of downed Syrian pilot-Plane shot down by Israel after crossing border said to have crashed in small pocket of land held by terror group in southwest Syria-By Agencies-TOI-JUL 26,18

An official based in Syria and allied with government forces said Tuesday that Islamic State fighters seized the body of a Syrian pilot whose jet was shot down by Israel. The pilot was identified as Col. Amran Mara’e. He was killed when his plane was shot down, a Syrian military source told Sputnik, a Russian government-backed news outlet. The fate of the other pilot remains unknown, said the official, who is with the so-called “Axis of Resistance” that is led by Iran and includes Iran, Syria, Hezbollah, and other groups fighting alongside Assad’s forces. He spoke on condition of anonymity because he was not authorized to talk to reporters.According to Israeli reports, however, there was only one pilot in the plane.A non-Syrian source told Reuters the plane crashed in a pocket of land in Syria’s southwest still held by Islamic State rebels. The Israeli military said it monitored the advance of the Syrian Sukhoi fighter jet and shot it down with a pair of Patriot missiles after it penetrated Israeli airspace by about 2 kilometers (1.2 miles).Syria’s military, however, claimed the jet was targeted by Israel over Syrian territory as it flew sorties against Islamic State militants.Syrian forces have been battling rebels and IS fighters at the frontier with Israel for weeks, in a campaign to restore President Bashar Assad’s rule over southwestern Syria. On Tuesday, government forces reached the border fence where a UN peacekeeping force is deployed at the edge of the Golan Heights. It was the first time the Syrian government had managed to retake the area since 2011, when an uprising swept through Syria against Assad.Israel captured the Golan Heights from Syria in 1967. The UN deployed peacekeepers between the two sides in 1974 as part of a treaty following 1973’s Yom Kippur War.Israeli Prime Minister Benjamin Netanyahu called the breach of Israeli territory a “blatant violation” of the 1974 agreement that established the demilitarized zone between Israel and Syria.“I have reiterated and made clear that we will not accept any such violation. We will not accept any such penetration of or spillover into our territory, neither on the ground nor from the air,” he said in a statement.Israel’s military has been on “elevated alert” along the frontier because of activity on the Syrian side of the fence, said military spokesman Lt. Col. Jonathan Conricus. Israel has warned Syria through various channels not to violate the 1974 agreement, he added.Minutes before the downing of the jet, Syria’s state-run Al-Ikhbariya TV was broadcasting footage from the fence demarcating the UN buffer zone between Syrian and Israeli forces in the Golan Heights. A UN observer post could be seen just on the other side of the fence. The camera showed an Israeli post 400 meters (440 yards) away.Israel’s military said the Syrian jet took off from the T-4 air base, near Homs, where Iranian militias are believed to have a presence. The plane flew toward Israel at “relatively high speed” before breaching the country’s airspace, said Conricus. He said it was unknown if the plane deliberately crossed into Israel. The plane crashed in the southern part of the Syrian Golan Heights, he said.Judah Ari Gross contributed to this report.

Lapid doesn’t rule out evacuating Jordan Valley settlements for peace-During tour, Yesh Atid chairman voices support for ongoing military presence along Jordan river, but stops short of promising to keep residential communities-By Jacob Magid-TOI-JUL 26,18

JORDAN VALLEY — Yesh Atid party chairman Yair Lapid has left open the possibility of evacuating settlements in the West Bank portion of the Jordan Valley in a future peace deal.Lapid, who polls currently indicate has the best chance of defeating Prime Minister Benjamin Netanyahu in the next election, told residents several times throughout his Monday tour of the regional council that “the Jordan Valley would remain the security border of the state of Israel in any future agreement.”However, when asked whether he was endorsing retaining a civilian presence along the Jordan Valley in addition to a military one, the opposition lawmaker offered a more nuanced response.“Not for nothing did I say it will remain the ‘security’ border. Everyone can decipher on his own what that means,” he said.Pushed to elaborate, Lapid said he was not interested in showing his cards.“The great mistake of the Israeli left over generations has been its willingness to always starts negotiations by announcing what it will give up and what it will not give up,” the Yesh Atid chairman explained, still leaving open the possibility of evacuating Jewish West Bank communities between the Sea of Galilee and the Dead Sea.The response differed from ones he gave regarding Jerusalem, which he asserted would forever function as Israel’s “united” capital, and on the Golan Heights, which he maintained would remain part of Israel under any deal.Still the Yesh Atid chairman offered his full support for the 21 Israeli communities in the regional council, praising the residents for their agricultural successes in the Jordan Valley’s less than ideal climate conditions.During a sit-down with several dozen residents of the Tomer settlement, locals highlighted their amicable relations with many of their Palestinian neighbors that they employ. They told Lapid that an “economic peace” was more realistic than other solutions proposed by the government. While the opposition lawmaker acknowledged the importance of grassroots initiatives that improve relations between Israelis and Palestinians on the ground, he said a plan by leaders was also necessary and that the one he endorses sees “Israel eventually separating from the Palestinians.”
