US intel chief: Iran will likely strike back if Israel keeps attacking in Syria-In report to Congress, US director of national intelligence warns Islamic Republic undeterred from establishing ‘network’ of Shiite militias in Syria-By Judah Ari Gross-TOI-30 January 2019

The top US intelligence official warned Tuesday that Iran was likely to attack Israel if the Jewish state continued to bomb the Islamic Republic’s military forces in Syria, despite Tehran not desiring a direct confrontation in the immediate future.“We assess that Iran seeks to avoid a major armed conflict with Israel. However, Israeli strikes that result in Iranian casualties increase the likelihood of Iranian conventional retaliation against Israel,” Dan Coats, the director of national intelligence, told the US Senate Select Committee on Intelligence.Coats was presenting the views of the US Intelligence Community — made up of 16 American intelligence services — to the congressional committee as part of the annual Worldwide Threat Assessment. This analysis by US intelligence services echoed similar concerns voiced within Israel about the increasing likelihood of an Iranian response to the Israel Defense Forces’ regular strikes in Syria.President Reuven Rivlin, speaking at a conference in Tel Aviv on Monday, also warned that Iran was likely to “intensify its responses” to Israeli strikes against its forces in Syria.Israel has repeatedly warned that it will not tolerate Iran’s efforts to establish a permanent military presence in Syria, fearing it will serve as another front from which the Islamic Republic can threaten the Jewish state. In order to prevent Iranian entrenchment in Syria, the IDF has conducted hundreds of strikes against Tehran’s forces in the country, Israeli officials have said.According to the assessments of the US intelligence services, these air raids, however, have not deterred Iran.“Iran continues to pursue permanent military bases and economic deals in Syria and probably wants to maintain a network of Shia foreign fighters there despite Israeli attacks on Iranian positions in Syria,” Coats said.In general, the Israeli strikes have focused on destroying Iranian infrastructure in Syria — bases, vehicles and weapons — and not personnel, former IDF chief Gadi Eisenkot said in an interview shortly before the end of his tenure. In the assessment, the US director of national intelligence said if Israeli strikes kill more Iranian troops — as reportedly occurred earlier this month — the Islamic Republic is more likely to retaliate forcefully.Coats cited as evidence the Iranian attack on the Golan Heights in May 2018, one month after a deadly Israeli strike on the T-4 air base in Syria, which the IDF maintained was being used by Iran, that killed at least seven Iranian soldiers. In recent months, senior Israeli officials have begun claiming near victory over Iran in Syria, saying that the IDF raids have prevented Iran from establishing a 100,000-member fighting force that it had planned to form along Syria’s border with Israel. The American assessment presented by Coats on Tuesday appeared to contradict this Israeli view, warning that Iran was not giving up its efforts to establish a permanent military presence in Syria. Also on Tuesday, CIA chief Gina Haspel told the Senate Intelligence Committee that Iran was still abiding by the terms of the 2015 nuclear deal despite the US pullout from the multinational agreement.“At the moment technically they are in compliance” with the Joint Comprehensive Plan of Action (JCPOA), Haspel told the Senate Intelligence Committee.“I think the most recent information is the Iranians are considering taking steps that would lessen their adherence to JCPOA as they seek to pressure the European to come through with the investment and trade benefits that Iran hoped to gain from the deal,” she said.Israel and the US have been pushing Europe to impose new sanctions on the Islamic Republic and to strictly enforce the ones already in place on Iran for other non-nuclear nefarious activities. But, as a number of European companies have pulled out under pressure from US sanctions, those countries have backed an EU effort to set up a special payment system in an attempt to continue trade and business ties with Iran.AFP contributed to this report.

China tells US to back off Huawei as diplomatic spat deepens-Beijing vows to ‘firmly defend’ its companies after telecom giant charged with stealing American technology and violating sanctions on Iran-By Joe McDonald-TOI-30 January 2019

BEIJING, China (AP) — China called on Washington on Tuesday to “stop the unreasonable crackdown” on Huawei after the United States stepped up pressure on the tech giant by indicting it on charges of stealing technology and violating sanctions on Iran.Beijing will “firmly defend” its companies, a foreign ministry statement said. It gave no indication whether Beijing might retaliate for the charges against Huawei, China’s first global tech brand and the biggest maker of switching gear for phone and internet companies.Huawei Technologies Ltd., which has spent a decade battling US accusations it is a front for Chinese spying, denied committing any of the violations cited in Monday’s indictment. The foreign ministry complained Washington has “mobilized state power” to hurt Chinese companies “in an attempt to strangle fair and just operations.”“We strongly urge the United States to stop the unreasonable crackdown on Chinese companies including Huawei,” said the statement read on state TV. It said Beijing will defend the “lawful rights and interests of Chinese companies” but gave no details. The charges unsealed Monday by the Justice Department accused Huawei of trying to take a piece of a robot and other technology from a T-Mobile lab that was used to test smartphones. Huawei passed Apple in mid-2018 as the second-biggest global smartphone brand after Samsung. The US charges included no allegation Huawei worked at the Chinese government’s direction. But Washington has previously accused Beijing of involvement in cyberspying and theft of industrial secrets. It has charged several Chinese hackers and intelligence officials.Huawei also is charged with using a Hong Kong front company, Skycom, to trade with Iran in violation of US controls. Prosecuters allege Huawei’s chief financial officer, Meng Wanzhou, lied to banks about those dealings.Meng, the daughter of Huawei founder Ren Zhengfei, was arrested Dec. 1 in Vancouver, a development that set off a political firestorm between China and Canada.“We urge the US to immediately withdraw the arrest warrant against Miss Meng Wanzhou and stop making such kinds of extradition requests,” said a Foreign Ministry spokesman, Geng Shuang. “We urge Canada to take seriously China’s solemn position, immediately release Ms. Meng Wanzhou and protect her legitimate and legal rights.”Huawei, headquartered in the southern city of Shenzhen, near Hong Kong, has rejected the US accusations.“The company denies that it or its subsidiary or affiliate have committed any of the asserted violations of US law set forth in each of the indictments,” a Huawei statement said.Huawei is “not aware of any wrongdoing by Ms. Meng, and believes the US courts will ultimately reach the same conclusion,” it said.Meng is out on bail in Vancouver and is due in court Tuesday as she awaits extradition proceedings.Huawei’s US market evaporated after a 2012 congressional report said it and Chinese rival ZTE Corp. were security risks and told phone companies to avoid them. But Huawei says the scrutiny has had little impact on its business elsewhere. The company says it serves 45 of the 50 biggest global telecom carriers. It forecasts its 2018 global revenue should exceed $100 billion for the first time despite the tension with Washington.Huawei said US prosecutors rejected a request to discuss the investigation following Meng’s arrest. It also noted the allegations in the trade secrets charge were the subject of a US civil lawsuit that already has been settled. The latest charges could dim prospects for US-Chinese trade talks due to start Wednesday in Washington.US President Donald Trump and his Chinese counterpart, Xi Jinping, agreed December 1 to put off any further sanctions against each other’s exports while they negotiated. A breakdown would likely lead to higher tariffs, a prospect that has rattled financial markets for months. The entirely state-controlled Chinese press has portrayed Huawei as the victim of US government efforts to cripple a potential industrial challenger.“This is not just the matter of Huawei. It involves the whole nation of China,” said Qin Xiaohua, who works in the finance industry in Beijing. “We have to unite no matter as individuals or as an integrated country.”While US authorities stress the independence of courts, “ordinary Chinese people all believe it is a deliberate crackdown on Huawei,” said Lu Feng, an economist at Peking University. He said Beijing will see a “link to Chinese-US trade relations.”“The difference in understanding will bring about complicated problems,” said Lu.Asked about the possible effect of the Huawei case on trade talks, the foreign ministry spokesman, Geng, said, “as for the China-US trade talks and our position on this, I think the US is also quite clear about that.”The Justice Department officials provided details from a 10-count grand jury indictment in Seattle, and a separate 13-count case from prosecutors in New York. The Seattle charges allege that beginning in 2012, Huawei plotted to steal information about T-Mobile’s robot, known as “Tappy.” It says Huawei engineers secretly took photos of the robot, measured it and tried to steal part of it from T-Mobile’s lab, according to prosecutors. T-Mobile declined to comment.__AP researcher Yu Bing in Beijing and AP writers Christopher Bodeen in Beijing, Michael Balsamo, Eric Tucker and Christopher Rugaber in Washington, Rob Gillies in Toronto and Tali Arbel in New York contributed.

Netanyahu holds talks with Russian officials on Syria ‘friction’-Putin envoys in Jerusalem reiterate Moscow’s ‘commitment to the maintenance of Israel’s national security,’ Prime Minister’s Office says-By TOI staff and AFP-JAN 30,19

Prime Minister Benjamin Netanyahu held talks Tuesday with Russian officials, seeking to avoid “friction” amid an Israeli campaign of air strikes aimed at keeping Iran from entrenching itself militarily in Syria.Russian special envoy for Syrian affairs Alexander Lavrentiev and Deputy Foreign Minister Sergey Vershinin met Netanyahu and top Israeli defense officials at the his office in Jerusalem, the Prime Minister’s Office said.“Among the issues discussed were Iran and the situation in Syria, and strengthening the security coordination mechanism between the militaries in order to prevent friction,” the PMO stated. “The Russian representatives reiterated Russia’s commitment to the maintenance of Israel’s national security.”Netanyahu was joined by National Security Adviser Meir Ben-Shabbat and Maj.-Gen. Aharon Haliva who heads the IDF’s Operations Directorate. The two Russian officials arrived in Israel on Monday and first met with Foreign Ministry officials.Israel has carried out hundreds of air strikes in Syria in the past few years against Iranian and Hezbollah targets, and the Jewish state and Russia have set up a “de-confliction” hotline aimed at avoiding accidental clashes. That mechanism was stretched when a Russian military aircraft was mistakenly shot down by Syrian air defenses after an Israeli raid in September.Fifteen Russian soldiers were killed and the Russian army accused Israeli pilots of using Moscow’s plane as cover to evade Syrian gunfire, which Israel denied. As part of its response, Russia announced new security measures to protect its military in Syria, including supplying Syria with an S-300 air defense system and jamming the radars of nearby warplanes.Netanyahu has told Russian President Putin that Israel is determined to prevent Iran from entrenching militarily in Syria, according to his office. Both Russia and the Islamic republic, Israel’s arch-enemy, are allies of Syrian President Bashar Assad and have helped his forces inflict numerous defeats on rebels and jihadists.A former head of the Israeli Air Force on Monday said that only Russia, and not Israeli military might, can fully remove Iran from Syria.“There is no military action that is going to get Iran out of Syria. Only a diplomatic effort can get Iran out of Syria, and this diplomatic effort has just one address. It’s called Russia,” said Maj. Gen. (res.) Amir Eshel.

Israel has not spoken to Palestinians in probe of deadly weekend clash-Three days since an al-Mughayyir resident was shot dead in clashes with army and settlers, locals say Israeli authorities have not reached out for accounts from eyewitnesses-By Jacob Magid and Adam Rasgon-JAN 30,19-TOI

Israeli authorities have yet to gather testimony from residents of a West Bank village that saw a deadly altercation over the weekend, as officials investigate conflicting accounts over what led to the shooting death of a Palestinian man.The mayor of al-Mughayyir and a relative of Hamdi Na’asan, who was killed in the Saturday clash, both told the Times of Israel on Tuesday that they have yet to hear from the army or police who are separately probing the incident.A police spokeswoman said the investigation is still ongoing but declined to comment further.“Neither the police nor the army has come to take testimony from us at all,” said the deceased’s uncle Faraj Na’asan. “I was an eyewitness. I saw what happened there.”Al-Mughayyir Mayor Amin Abu Alia said that authorities did come to the scene of the clash on Monday to collect evidence — including bullet shells from the live fire shot at Palestinians — but the visit did not include speaking to the locals who were present during the clash. There are conflicting claims as to how the deadly incident unfolded. Local Palestinians say the settlers fatally shot Nassan during an altercation, but residents of the neighboring Adei Ad outpost claim their security guards fired shots in the air to chase away Palestinians attackers who stabbed a Jewish teen. The Israel Defense Forces said initial indications were that a settler from Adei Ad had a “physical confrontation” with several Palestinians and was slightly hurt.“Shortly thereafter, a conflict erupted between Israeli civilians and Palestinians in the area, in which live rounds were fired by the civilians,” the IDF said in a statement. “One Palestinian died and several others are injured.”It said that troops and border police responding to the altercation used “riot dispersal means” to break up the disturbance, not live ammunition. However, Abu Alia and Faraj Nassan said they saw soldiers firing at Palestinians along with settlers.“They were standing on a hill together. Both were shooting at us,” said Nassan. He said that because of his role as director of the PA civil coordinator’s office in Jericho, he was among the first called to the scene when locals reported that settlers were attacking the home of a family on the outskirts of the village.Roughly 200 Palestinians arrived at the scene “in order to repel the settlers,” Nassan said, adding that they did so by hurling stones at the Adei Ad residents standing 60 meters away.Soon after, the PA official said that the Israelis began shooting. Footage posted to Twitter appears to spot Hamdi Nassan evacuating one of the Palestinians injured early on in the clash before locals say the 38-year-old father of four was shot in the back.Faraj Nassan rode with his nephew to a Ramallah hospital where he was pronounced dead. While Israeli authorities have not yet asked Palestinians to provide testimony, police summoned over 20 members of the Adei Ad security squad that responded to Saturday’s incident to offer their account of what took place. A police spokesman clarified to The Times of Israel that the settlers were not questioned as suspects, but that their weapons were seized as part of the investigation. One member of the security squad that spoke on the condition of anonymity said that he also saw soldiers fire live bullets during the altercation. In a statement to the media, the Israeli 19-year-old who was allegedly attacked said he had walked 200 meters (600 feet) from the outpost for some solitude when “suddenly I saw three Arabs who ambushed me. They attacked me, hit me, and tried to drag me towards [their] village. I managed to escape to Adei Ad, and on the way I realized I had been stabbed in the hand. I saw blood.”The teen said he got in touch with the outpost’s security squad and “they gave chase to the attackers.” He added that he was lightly injured, but did not require hospitalization. For his part, Nasan’s uncle claimed settlers were lying about the injured teen.Confusion still surrounds the different versions of events and the timeline of the clash. Audio recordings obtained by Hadashot news appeared to show the army being called by a local settler, half an hour after the clash started, who said that the Adei Ad civilian security team had been sent to the village. The caller was told by the army officer that “we are not dispatching forces to that.”Twenty minutes later, a member of the security team called the army again, saying “we are talking about immediate threat to life.” The caller confirmed to the army dispatcher that he was talking about Mughayyir and the dispatcher replied that a Border Police force was already on the scene. However, the security team member said that the force was south of the village and apparently not at the location of the clash. Many settlements have civilian security teams composed of residents who are usually army veterans. The teams train regularly and serve as a first response unit to security incidents until the IDF or police arrive on the scene.UN envoy Nickolay Mladenov called Nasan’s killing “shocking and unacceptable!” on Twitter, saying that Israel “must put an end to settler violence and bring those responsible to justice.”

Fresh anti-Israel protest roils LGBTQ conference-Holding Palestinian flags, activists spend 13 uninterrupted minutes on stage denouncing Zionism-By Ben Sales-TOI-30 January 2019

JTA — Anti-Israel protesters took the stage unannounced at Creating Change, an LGBTQ conference that was the site of a raucous anti-Israel protest in 2016.At the opening of this year’s conference, organized by the National LGBTQ Task Force, a group of activists holding Palestinian flags took the stage and led a 13-minute protest for Palestinian liberation and against Zionism. The speakers were not interrupted or asked to leave by the event organizers.JTA obtained video of the event, at which speakers led chants of “From the river to the sea, Palestine will be free” and “From Palestine to Mexico, all the walls have got to go.”The conference took place January 23-27 in Detroit. The first speaker of the protest, who did not give their name, charged that the conference did not include pro-Palestinian programming because it could upset donors. The speaker invoked Rep. Rashida Tlaib, the Michigan Democrat who is the first Palestinian-American woman elected to Congress.“In a state that elected the first Palestinian woman to the U.S. Congress, there is still a ban on Palestine at Creating Change, because the Task Force is afraid that people are going to come here to seek their full liberation, and donors might get mad,” the speaker said. “Right now, our content is being censored, our liberation is being silenced and our voices are being shut down because the Task Force is too cowardly to have a conversation on one of the leading social justice issues of our time: Palestinian freedom.”The second speaker of the protest, Mina Aria, called on the Task Force to fight “pinkwashing, Zionism, Islamophobia and colonial violence.” Pinkwashing is a term that connotes what critics see as Israel’s covering up of human rights abuses by trumpeting its LGBTQ-friendly policies. The protest this year recalled a similar one at the same conference in 2016, when pro-Palestinian activists tried to disrupt a Shabbat service hosted by A Wider Bridge, a pro-Israel LGBTQ group that also advocates for LGBTQ rights within Israel. The protesters chanted “Hey hey, ho ho, pinkwashing has got to go.”JTA has called and emailed the National LGBTQ Task Force for comment, and has reached out to Aria. On Sunday, the group wrote in a Facebook post that it “firmly condemns anti-Semitism. We firmly condemn Islamophobia. We firmly condemn attacks on each other’s humanity. The perpetuation of white supremacy is harmful to all. There are a number of misunderstandings and misinformation being thrown around.”Representatives of two organizations, Keshet, a national LGBTQ Jewish group, and Jewish Queer Youth said that public protests on a range of issues are a regular part of Creating Change every year. Mordechai Levovitz, Jewish Queer Youth’s executive director, said that protests in past years have advocated the Black Lives Matter movement and criticized exclusion of transgender people. The Task Force, he said, lets the protests run their course.“The task force has developed a de-escalation tactic to deal with the protests,” said Levovitz, who has attended Creating Change for nine years. “They come, they always come on stage, they let the protesters speak for about five to ten minutes, they say what they have to say, they get off the stage.”In a statement, Keshet pushed back against calling this year’s protest anti-Semitic, saying that anti-Israel protest and anti-Semitism are not always the same thing. It called accusations of anti-Semitism this year “inflammatory and divisive.”“To be clear, we believe that there is no room for anti-Semitism in the LGBTQ rights movement or in any other liberation movement,” the statement said. “While we believe that criticism of Israel is at times anti-Semitic, we do not believe that it is necessarily anti-Semitic.”Keshet was part of the conference’s Jewish caucus this year. James Cohen, Keshet’s senior director of development and communications, said that the Task Force is not anti-Semitic.“We appreciate their statement that anti-Semitism has no place in the LGBTQ rights movement,” said Cohen, who was not at the conference. “Both the LGBTQ movement and the Jewish community are wide enough and strong enough to hold diversity of opinion.”But Tye Gregory, executive director of A Wider Bridge, wants the Task Force to take a stronger stance against a protest that he says targeted a certain group of conference attendees. He said the Task Force’s staff “either don’t have the core competence to fix this problem or don’t care what we have to say.”“When you say Israel and Zionism are the problem, you’re directly implicating other attendees at the conference and stirring up hate,” Gregory, who was also not at the conference, told JTA. “I want to make sure those in the Jewish community and those who care about Israel outside the Jewish community have a welcoming space.”The first speaker at the protest this year also criticized the Anti-Defamation League, saying it has “committed acts of severe violence against the queer and trans liberation movement.” The speaker also claimed that the ADL spied on gay rights groups in the 1980s.The ADL did not comment by publication time.

UN Palestinian refugee agency seeks $1.2 billion budget despite US cuts-UNRWA appeals for donations to cover shortfall after Trump administration last year dropped $300 million in support-By AFP-TOI-JAN 30,19

GENEVA, Switzerland – The UN agency for Palestinian refugees on Tuesday appealed to nations to help it maintain a $1.2-billion budget in 2019 after it was hit last year by the withdrawal of US funding. The organisation, known as UNRWA, was able to fully fund a budget of the same amount in 2018, despite a dramatic initial shortfall when the administration of US President Donald Trump announced it was withdrawing nearly all support.“The campaign last year was successful,” agency chief Pierre Kraehenbuehl told reporters in Geneva.“We closed the entirety of the shortfall, which was an almost existential shortfall of $446 million, … thanks to the remarkable and generous mobilization of member states” and others, he said. The US, which was previously UNRWA’s largest contributor, last year cut a full $300 million in funding to UNRWA, and has said it will not repeat the $60 million it did provide. The US previously supplied nearly 30 percent of the total budget, but castigated UNRWA for failed practices. Following the cuts last August, a State Department statement said that the United States “will no longer commit further funding to this irredeemably flawed operation.”“The fundamental business model and fiscal practices that have marked UNRWA for years – tied to UNRWA’s endlessly and exponentially expanding community of entitled beneficiaries – is simply unsustainable and has been in crisis mode for many years,” the statement said, a reference to the fact that the agency grants refugee status to all the descendants of the original Palestinian refugees, something not granted by the UN to refugees from any other places. In the void, the European Union, followed by Germany and Saudi Arabia were the biggest donors, with a total of 40 governments providing funds to the UN agency.Kraehenbuehl told reporters he had come to Geneva to appeal to governments to repeat last year’s “extremely generous contributions” and allow the vital core services and life-saving humanitarian aid for some millions of Palestinian refugees across the Middle East to continue. He said he had already received indications from several countries, including France, that they aimed to increase their donations this year.“It is essential to preserve the key services carried out by courageous UNRWA staff in some of the most difficult and polarised regions of the Middle East,” Kraehenbuehl said.Around $750 million of the amount requested would go to UNRWA’s core services, including running 711 schools catering to 535,000 children between the ages of six and 16.The remainder, he said, would go to emergency humanitarian aid in Gaza and the West Bank, as well as for Palestinian refugees inside war-torn Syria.UNRWA was set up in 1950 to help Palestinian refugees who lost their homes because of the 1948 Middle East conflict. Its assistance includes schools, healthcare centers and food distribution.Times of Israel staff contributed to this report.

US spy agencies doubt North Korea will give up its nukes-Trump’s goal of a nuclear-disarmed North Korea unlikely as Kim ‘will seek to retain its WMD capabilities’-By Robert Burns-TOI-30 January 2019

WASHINGTON (AP) — In an assessment casting doubt on US President Donald Trump’s goal of a nuclear-disarmed North Korea, US intelligence agencies told Congress on Tuesday that the North is unlikely to entirely dismantle its nuclear arsenal.Director of National Intelligence Dan Coats, in testimony before the Senate Intelligence Committee, noted that North Korean leader Kim Jong Un has expressed support for ridding the Korean peninsula of nuclear weapons and has not recently test-fired a nuclear-capable missile or conducted a nuclear test.“Having said that, we currently assess that North Korea will seek to retain its WMD [weapons of mass destruction] capabilities and is unlikely to completely give up its nuclear weapons and production capability because its leaders ultimately view nuclear weapons as critical to regime survival,” Coats said in an opening statement. This skepticism about North Korea is consistent with the intelligence agencies’ views over many years and runs counter to Trump’s assertion after his 2018 Singapore summit with Kim that North Korea no longer poses a nuclear threat. Plans for a follow-up summit are in the works but no agenda, venue or date have been announced. In the meantime, US intelligence agencies are observing “activity that is inconsistent with full denuclearization,” Coats said, without giving details.More broadly, the intelligence report on which Coats and the heads of other intelligence agencies based their testimony predicted that security threats to the United States and its allies this year will expand and diversify, driven in part by China and Russia. It says Moscow and Beijing are more aligned than at any other point since the mid-1950s and their global influence is rising. The report also said the Islamic State group “remains a terrorist and insurgent threat” inside Iraq, where the government faces “an increasingly disenchanted public.”In Syria, where Trump has ordered a full withdrawal of US troops, the government of Bashar Assad is likely to consolidate control, with Russia and Iran attempting to further entrench themselves in Syria, the report said. Asked for her assessment, CIA director Gina Haspel said of IS: “They’re still dangerous,” adding that they still command “thousands of fighters in Iraq and Syria.”The intelligence assessment of Afghanistan, more than 17 years into a conflict that began after the 9/11 attacks on the US, projected a continued military stalemate. Without mentioning prospects for a peace deal, which appear to have improved only in recent days, the report said, “neither the Afghan government nor the Taliban will be able to gain a strategic military advantage in the Afghan war in the coming year” if the US maintains its current levels of support.Trump has ordered a partial pullback of US forces this year, although no firm plan is in place.Coats told the committee that Russia and perhaps other countries are likely to attempt to use social media and other means to influence the 2020 US presidential election.“We expect our adversaries and strategic competitors to refine their capabilities and add new tactics as they learn from each other’s experiences, suggesting the threat landscape could look very different in 2020 and future elections,” the intelligence report said. The report specifically warned about Russia, which US intelligence agencies determined had interfered in the 2016 election to sway voters toward Trump.“Russia’s social media efforts will continue to focus on aggravating social and racial tensions, undermining trust in authorities, and criticizing perceived anti-Russia politicians,” it said. “Moscow may employ additional influence toolkits — such as spreading disinformation, conducting hack-and-leak operations, or manipulating data — in a more targeted fashion to influence US policy, actions, and elections.”The intelligence assessment, which is provided annually to Congress, made no mention of a crisis at the US-Mexico border, which Trump has asserted as the basis for his demand that Congress finance a border wall. The report predicted additional US-bound migration from El Salvador, Guatemala and Honduras, with migrants preferring to travel in caravans in hopes of a safer journey.

CIA chief says Iran still ‘technically’ adhering to 2015 nuclear deal-Gina Haspel warns senators that Tehran ‘considering taking steps’ away from JCPOA to pressure Europeans to offer ‘investment and trade benefits’By AFP-TOI-30 January 2019

WASHINGTON — Iran is still abiding by the terms of the 2015 nuclear deal despite the US pullout from the multinational agreement, CIA chief Gina Haspel said Tuesday.“At the moment technically they are in compliance” with the Joint Comprehensive Plan of Action (JCPOA), Haspel told the Senate Intelligence Committee.“I think the most recent information is the Iranians are considering taking steps that would lessen their adherence to JCPOA as they seek to pressure the European to come through with the investment and trade benefits that Iran hoped to gain from the deal,” she said.“They are making some preparations that would increase their ability to take a step back if they make that decision,” she noted.“But we do see them debating amongst themselves as they failed to realize the economic benefits that they hoped for from the deal.”The United States withdrew from the JCPOA on May 8, 2018, after President Donald Trump concluded it was not in US interests. The administration argued that the windfall from trade would go to finance Iran’s regional military activities, and there was no guarantee it would not resume nuclear weapons development after the deal expired.Washington has since restored tough sanctions that were in place before the deal was reached. The remaining five signatories to the JCPOA — Britain, China, France, Germany and Russia — have distanced themselves from Trump’s move and have supported continued commercial engagement with Tehran. But, as a number of European companies have pulled out under pressure from US sanctions, those countries have backed an EU effort to set up a special payment system in an attempt to continue trade and business ties with Iran.

FBI finds no motive for Las Vegas shooting, closes probe-[Reuters]-YAHOONEWS-January 30, 2019

(Reuters) - The FBI has found no clear motive for the killing of 58 people by a sniper firing down at an outdoor concert in Las Vegas in 2017, the agency said on Tuesday as it closed an investigation into the deadliest mass shooting in modern U.S. history.According to an FBI report, the 64-year-old gunman, Stephen Paddock, was not unlike many other mass shooters who are driven by a complex mix of issues, ranging from mental health to stress, and want to die by suicide. The report also found no evidence that any ideological or political beliefs motivated Paddock, who also wounded more than 800 in the shooting rampage on Oct. 1, 2017."There was no single or clear motivating factor behind Paddock's attack," the FBI's Behavioral Analysis Unit said, echoing a report issued by Las Vegas police in August.Paddock acted alone when he planned and carried out the attack, firing more than 1,000 rounds during 11 minutes from the 32nd floor of the Mandalay Bay Resort and Casino. As law enforcement officers assembled in the hallway outside his hotel room, he fatally shot himself."Throughout his life, Paddock went to great lengths to keep his thoughts private, and that extended to his final thinking about this mass murder," officials said in the report. An important aspect of the attack was Paddock's desire to die by suicide as he suffered a decline in his physical and mental health and financial status, the FBI report said."Paddock concluded that he would seek to control the ending of his life via a suicidal act," according to the report. He wanted to attain a degree of infamy through a mass- casualty attack and was influenced by the memory of his father, a well-known criminal, the report said.Paddock displayed minimal empathy throughout his life and his decision to murder people while they were being entertained was consistent with his personality, according to the report. As was his nature, he carefully planned the attack, buying an arsenal of guns and ammunition in a year-long spree and methodically researching police tactics and site selection.Paddock even took steps to insure he could commit suicide at the time and in the manner he chose, using surveillance cameras to watch police and bringing a handgun to the room that he used to shoot himself, the report said.(Reporting by Andrew Hay in New Mexico; Editing by Peter Cooney and Michael Perry)

Polar vortex blasts U.S. Midwest with lethal cold air-[Reuters]-YAHOONEWS- By Suzannah Gonzales-January 30, 2019

CHICAGO (Reuters) - A blast of Arctic air from the polar vortex brought record-setting cold to a wide swath of the United States on Tuesday, stretching from the Dakotas through Maine, with snow expected as far south as Alabama and Georgia. The Midwest was the hardest-hit region, as temperatures plummeted below zero Fahrenheit (minus 17.8 degrees Celsius). By late afternoon, the mercury was hovering at 4F in Chicago (minus 16C), 10F (minus 12C) in Detroit and minus 15f (minus 26C) in Minneapolis. The brutal blast known as the polar vortex is a mass of freezing air that normally spins around the stratosphere over the North Pole, but whose current has been disrupted and is now pushing south into the United States.Officials warned Chicago residents, accustomed to chilling winters, to expect an unusually deep and dangerous freeze. Even the city's supply of its signature deep-dish pizza was affected: The Lou Malnati's chain announced it would stop taking delivery orders at 8 p.m. on Tuesday."This could possibly be history-making," said Ricky Castro, a National Weather Service meteorologist in Romeoville, Illinois. As much as two feet (60 cm) of snow was forecast in Wisconsin, and six inches (15 cm) in Illinois. Snow was expected through Wednesday from the Great Lakes region into New England. Some Chicago residents found warmth inside the Harold Washington Library Center, which planned to stay open on Wednesday.Gilbert Rothschild, 79, walked through a corridor wearing three sweaters and an undershirt underneath his parka. "The more layers, the more you're insulated," he said. The president of a liquor retailer, Rothschild said he planned on keeping his stores open on Wednesday, figuring customers who were not working might want to pick up something to keep them feeling warm at home.FROSTBITE WITHIN 10 MINUTES-Many cities in the Midwest opened warming shelters. Regional governments closed hundreds of schools and airlines canceled more than 1,000 flights, including many destined for Atlanta, where the National Football League's Super Bowl will take place on Sunday.Amy Patterson, a vice president at the Atlanta Super Bowl Host Committee, said there was enough time for the freeze to pass to allow fans to fly to Atlanta in time for the game, with the National Weather Service forecasting a high of a balmy 58F (14C) on Sunday.A low of minus 10F (minus 23C) was forecast in Chicago on Wednesday. But with the wind chill factored in, temperatures will feel as low as minus 50F (minus 46C) at times in the Chicago area and northern Illinois through to Thursday, the National Weather Service reported.Temperatures could reach lows of minus 30F to minus 40F (minus 34C to minus 40C) in parts of the Northern Plains and Great Lakes on Wednesday, the NWS said. The freezing temperatures may have killed a man in Rochester, Minnesota, who was found dead outside his home on Sunday, according to a reports by WCCO, a local CBS affiliate. Rochester police officials did not respond to a request for comment.Jim Hayes, a National Weather Service meteorologist, warned that frostbite was possible within 10 minutes in the intense cold, which was forecast to linger for days.ZOO CLOSED-For many across the region, life ground to a halt.In Chicago, home to the nation's third largest school system, officials plan to cancel classes for all 360,000 students on Wednesday due to the weather. Detroit also said all public schools would close, and Michigan State University said it would suspend classes, only the seventh time it has done so because of weather since 1855.The Chicago Zoological Society said it would shut down Brookfield Zoo for only the fourth time in its 85-year history on Tuesday and Wednesday.Officials in Des Moines, Iowa, opened warming shelters, but also suggested residents could stay warm inside shopping malls-In Georgia, Governor Brian Kemp shut government offices in 35 counties on Tuesday, and schools across parts of the state were also closed. In Fargo, North Dakota, where the temperature dropped to minus 24F (minus 31C), Dan Hallock, an advertising executive, marveled that people were still working outside as he bought coffee."The garbage men of Fargo have my utmost respect," he said.(Reporting by Karen Pierog in Chicago, Rich McKay in Atlanta and Gina Cherelus in New York; Additional reporting by Jonathan Allen in New York and Alicia Underlee Nelso in Fargo; Editing by Bill Tarrant and Leslie Adler)

Explainer: What is the polar vortex and why is it so cold?-[Reuters]-YAHOONEWS-By Dan Whitcomb and Bill Tarrant-January 30, 2019

(Reuters) - Meteorologists have blamed a phenomenon called the polar vortex for the bitter cold that has descended on much of the central and eastern United States this week, forcing residents to huddle indoors, closing schools and businesses and canceling flights. The cold front was forecast to hit the Midwest especially hard, with wind chill expected to plummet to minus 50F (minus 46C) in Chicago by Tuesday evening and two feet (60cm) of snow predicted for Wisconsin, according to the National Weather Service. As ominous as the term polar vortex sounds, meteorologists say the phenomenon is not new, nor despite its sound does it refer to a cyclone of cold or a freakishly dangerous storm."The term 'polar vortex' has become more commonly used in the past couple of years but the phenomenon has been around forever," National Weather Service meteorologist Mark Chenard told Reuters in an interview. There is some debate among scientists about whether polar vortexes have become more frequent and, if so, what effect climate change might be having on them.Chenard said a polar vortex refers to the upper level jet stream that typically circulates around both the North and South Poles, keeping the coldest air there. When that jet stream occasionally weakens and buckles, he said, it disrupts weather patterns - bumping warmer air into Alaska and pushing cold winds down into the U.S. Midwest and East Coast, Chenard said."This (winter) happens to be a pretty extreme example of some of that cold arctic air making it down to us," he said.-GLOBAL WARMING-Though the potentially record-shatteringly low temperatures descending on a large swath of the country may touch off a political debate over global warming, Chenard said, the phenomenon is not related to climate change.President Donald Trump, noting wind chill temperatures in the "beautiful Midwest" are setting records, said in a tweet Monday evening: "What the hell is going on with Global Warming? Please come back fast, we need you!"Jennifer Francis, senior scientist and Arctic expert at the Woods Hole Research Center in Falmouth, Mass, said that while the latest move in the polar vortex "may unleash claims that global warming is a hoax", the mass of frigid air over North America is far outweighed by areas elsewhere that are warmer than usual.Francis said modeling studies offer evidence the stratosphere over the Arctic is changing and so disruptions to polar vortexes are increasing."We are seeing this more often and there are a few studies suggesting that the melting and warming of the Arctic make these (stratospheric) disruptions more likely than they used to be," she said in a telephone interview.Scientists say higher temperatures in the Arctic have led to historically low levels of ice there. That, in turn, has led changes in the jet stream, causing the polar vortex to buckle."What we think is going on - and this is a hot topic and by no means settled science - we think there is one area where ice is being lost more than anywhere else in the Barents Sea in Northwest Russia," Francis said."For whatever reason, the ice is disappearing there very fast."(Reporting by Dan Whitcomb and Bill Tarrant; Editing by James Dalgleish)

Joining forces with Gantz, Ya’alon rules out support for two-state solution-‘Of course not,’ ex-defense minister tells ToI when asked if he’d support such a deal, following his new political ally’s call for peace with Palestinians-By Raoul Wootliff and Alexander Fulbright-TOI-30 January 2019

Former defense minister Moshe Ya’alon ruled out supporting a two-solution to solve the Israeli-Palestinian conflict, moments after his new political partner Benny Gantz said Tuesday he would push for peace if elected prime minister.Asked by The Times of Israel Tuesday evening if he would support a peace deal based on the premise of two states for two peoples, Ya’alon replied “of course not.”Ya’alon, a former member of the right-wing Likud party, has long held hawkish views toward the Palestinians and, as Israel Defense Forces chief of staff, he opposed the 2005 Israeli disengagement from the Gaza Strip. In 2014, he was quoted as criticizing US secretary of state John Kerry as “obsessive” and “messianic,” for his efforts to broker a peace agreement between Israel and the Palestinians. He later apologized.Ya’alon earlier this month formed the Telem Party, which on Tuesday officially teamed up with Gantz’s Israel Resilience to run on a joint electoral slate in Knesset elections on April 9.The two made the announcement during a rally for Israel Resilience in Tel Aviv, where Gantz officially kicked off his election campaign with his first political speech.Though he did not endorse a two-state solution, Gantz stressed in his speech that he would try to reach an agreement with the Palestinians.“I know that we need something different, we can have something different. A government I lead will seek peace and won’t miss an opportunity for a regional change,” he said, before praising past Israeli leaders who reached peace agreements with Arab states and the Palestinians. But if such an opportunity does not appear, Gantz said, “we will create a new reality.”“We will fortify Israel’s position as a democratic state, strengthen the settlement blocs and Golan [Heights], where we won’t leave ever. The Jordan Valley will be our border, but we won’t let millions of Palestinians living beyond the fence to endanger our identity as a Jewish state,” he said, seemingly ruling out a one-state formula.Gantz has also emphasized the importance he places on peace in past remarks, including reportedly telling a group of Mexican Jews last year that reaching an agreement with the Palestinians should be Israel’s top priority.

Pompeo taps hawkish GOP veteran to lead US efforts in Venezuela-Top US diplomat says Elliott Abrams, who was initially passed over by the administration due to criticism of Trump, will assist in ‘restoring democracy’ to Latin American country-By Agencies and TOI staff-JAN 29,19

Top US diplomat Mike Pompeo on Friday tapped Elliott Abrams, a central figure in Ronald Reagan’s controversial anti-communist campaigns in Central America, as a new envoy to “restore democracy” in Venezuela.Pompeo announced the appointment of Abrams two days after Washington declared head of state Nicolas Maduro to be illegitimate and recognized opposition leader Juan Guaido as the interim president of crisis-plagued Venezuela.Pompeo said that Abrams “will be a true asset to our mission to help the Venezuelan people fully restore democracy and prosperity to their country.”Abrams told reporters in brief remarks: “This crisis in Venezuela is deep and difficult and dangerous and I can’t wait to get to work on it.”The veteran Republican foreign policy hand took charge of Latin America policy under Reagan, clashing with human rights groups as he channeled generous US support to anti-communist forces in Nicaragua and El Salvador. In one notorious incident, he initially dismissed the massacre of nearly 1,000 civilians by the Salvadoran army at El Mozote in 1981.Abrams later pleaded guilty to two misdemeanor counts of withholding information from Congress during the Iran-Contra scandal, when the Reagan administration secretly funded the Contra rebels in Nicaragua through arms sales to revolutionary Iran.Abrams later returned as a senior adviser to president George W. Bush in charge of human rights and the Middle East. But when Republicans returned to the White House with US President Donald Trump’s election, Abrams was initially passed over as the new administration shut out critics of the unorthodox new leader.Abrams during the 2016 election had written a piece in The Weekly Standard magazine entitled, “When You Can’t Stand Your Candidate,” in which he argued that Trump “cannot win and should not be president of the United States.”Abrams, who is Jewish, is associated with neoconservatism, an ideology that favors interventionist foreign policies and democracy promotion around the globe — two core principles unaligned with Trump’s stated thinking. Abrams’ late wife, Rachel Decter Abrams, was the daughter of Norman Podhoretz, one of the movement’s founders.Pompeo, one of Trump’s favorite cabinet members, assured that Abrams was on board Friday, saying the new envoy was “eager to advance President Trump’s agenda and promote the ideals and interests of the American people.”Pompeo said that Abrams would join him Saturday as the secretary of state heads to New York for a special UN Security Council session on Venezuela.

Researchers who found Israeli link to Khashoggi murder face ‘sinister’ targeting-Men posing as investors lured Citizen Lab employees into meetings to quiz them on the cyber watchdog’s recent exposés regarding Israeli surveillance software firm NSO Group-By Raphael Satter-TOI-JAN 29,19

NEW YORK (AP) — The researchers who reported that Israeli software was used to spy on Washington Post journalist Jamal Khashoggi’s inner circle before his gruesome death are being targeted in turn by international undercover operatives, The Associated Press has found.Twice in the past two months, men masquerading as socially conscious investors have lured members of the Citizen Lab internet watchdog group to meetings at luxury hotels to quiz them for hours about their work exposing Israeli surveillance and the details of their personal lives. In both cases, the researchers believe they were secretly recorded.Citizen Lab Director Ron Deibert described the stunts as “a new low.”“We condemn these sinister, underhanded activities in the strongest possible terms,” he said in a statement Friday. “Such a deceitful attack on an academic group like the Citizen Lab is an attack on academic freedom everywhere.”Who these operatives are working for remains a riddle, but their tactics recall those of private investigators who assume elaborate false identities to gather intelligence or compromising material on critics of powerful figures in government or business.Citizen Lab, based out of the Munk School of Global Affairs at the University of Toronto, has for years played a leading role in exposing state-backed hackers operating in places as far afield as Tibet, Ethiopia and Syria. Lately the group has drawn attention for its repeated exposés of an Israeli surveillance software vendor called the NSO Group, a firm whose products have been used by governments to target journalists in Mexico, opposition figures in Panama and human rights activists in the Middle East.In October, Citizen Lab reported that an iPhone belonging to one of Khashoggi’s confidantes had been infected by the NSO’s signature spy software only months before Khashoggi’s grisly murder. The friend, Saudi dissident Omar Abdulaziz, would later claim that the hacking had exposed Khashoggi’s private criticisms of the Saudi royal family to the Arab kingdom’s spies and thus “played a major role” in his death. In a statement, NSO denied having anything to do with the undercover operations targeting Citizen Lab, “either directly or indirectly” and said it had neither hired nor asked anyone to hire private investigators to pursue the Canadian organization. “Any suggestion to the contrary is factually incorrect and nothing more than baseless speculation,” NSO said.NSO has long denied that its software was used to target Khashoggi, although it has refused to comment when asked whether it has sold its software to the Saudi government more generally.‘My immediate gut feeling was, this is fake’ The first message reached Bahr Abdul Razzak, a Syrian refugee who works as a Citizen Lab researcher, December 6, when a man calling himself Gary Bowman got in touch via LinkedIn. The man described himself as a South African financial technology executive based in Madrid.“I came across your profile and think that the work you’ve done helping Syrian refugees and your extensive technical background could be a great fit for our new initiative,” Bowman wrote.Abdul Razzak said he thought the proposal was a bit odd, but he eventually agreed to meet the man at Toronto’s swanky Shangri-La Hotel on the morning of December 18.The conversation got weird very quickly, Abdul Razzak said.Instead of talking about refugees, Abdul Razzak said, Bowman grilled him about his work for Citizen Lab and its investigations into the use of NSO’s software. Abdul Razzak said Bowman appeared to be reading off cue cards, asking him if he was earning enough money and throwing out pointed questions about Israel, the war in Syria and Abdul Razzak’s religiosity.“Do you pray?” Abdul Razzak recalled Bowman asking. “Why do you write only about NSO?” “Do you write about it because it’s an Israeli company?” “Do you hate Israel?” Abdul Razzak said he emerged from the meeting feeling shaken. He alerted his Citizen Lab colleagues, who quickly determined that the breakfast get-together had been a ruse. Bowman’s supposed Madrid-based company, FlameTech, had no web presence beyond a LinkedIn page, a handful of social media profiles and an entry in the business information platform Crunchbase. A reverse image search revealed that the profile picture of the man listed as FlameTech’s chief executive, Mauricio Alonso, was a stock photograph.“My immediate gut feeling was: ‘This is a fake,'” said John Scott-Railton, one of Abdul Razzak’s colleagues.Scott-Railton flagged the incident to the AP, which confirmed that FlameTech was a digital facade.-NSO Group logo-Searches of the Orbis database of corporate records, which has data on some 300 million global companies, turned up no evidence of a Spanish firm called FlameTech or Flame Tech or any company anywhere in the world matching its description. Similarly, the AP found no record of FlameTech in Madrid’s official registry or of a Gary Bowman in the city’s telephone listings. An Orbis search for Alonso, the supposed chief executive, also drew a blank. When an AP reporter visited Madrid’s Crystal Tower high-rise, where FlameTech claimed to have 250 square meters (2,700 square feet) of office space, he could find no trace of the firm and calls to the number listed on its website went unanswered.-Doubling down-The AP was about to publish a story about the curious company when, on January 9, Scott-Railton received an intriguing message of his own. This time the contact came not from Bowman of FlameTech but from someone who identified himself as Michel Lambert, a director at the Paris-based agricultural technology firm CPW-Consulting.Lambert had done his homework. In his introductory email , he referred to Scott-Railton’s early doctoral research on kite aerial photography — a mapping technique using kite-mounted cameras — and said he was “quite impressed.”“We have a few projects and clients coming up that could significantly benefit from implementing Kite Aerial Photography,” he said.Like FlameTech, CPW-Consulting was a fiction. Searches of Orbis and the French commercial court registry Infogreffe turned up no trace of the supposedly Paris-based company or indeed of any Paris-based company bearing the acronym CPW. And when the AP visited CPW’s alleged office there was no evidence of the company; the address was home to a mainly residential apartment building. Residents and the building’s caretaker said they had never heard of the firm.Whoever dreamed up CPW had taken steps to ensure the illusion survived a casual web search, but even those efforts didn’t bear much scrutiny. The company had issued a help wanted ad, for example, seeking a digital mapping specialist for their Paris office, but Scott-Railton discovered that the language had been lifted almost word-for-word from an ad from an unrelated company seeking a mapping specialist in London. A blog post touted CPW as a major player in Africa, but an examination of the author’s profile suggests the article was the only one the blogger had ever written. When Lambert suggested an in-person meeting in New York during a January 19 phone call, Scott-Railton felt certain that Lambert was trying to set him up.But Scott-Railton agreed to the meeting. He planned to lay a trap of his own.-Spy vs. Spy-Anyone watching Scott-Railton and Lambert laughing over wagyu beef and lobster bisque at the Peninsula Hotel’s upscale restaurant on Thursday afternoon might have mistaken the pair for friends. In fact, the lunch was Spy vs. Spy. Scott-Railton had spent the night before trying to secret a homemade camera into his tie, he later told AP, eventually settling for a GoPro action camera and several recording devices hidden about his person. On the table, Lambert had placed a large pen in which Scott-Railton said he spotted a tiny camera lens peeking out from an opening in the top.Lambert didn’t seem to be alone. At the beginning of the meal, a man sat behind him, holding up his phone as if to take pictures and then abruptly left the restaurant, having eaten nothing. Later, two or three men materialized at the bar and appeared to be monitoring proceedings.Scott-Railton wasn’t alone either. A few tables away, two Associated Press journalists were making small talk as they waited for a signal from Scott-Railton, who had invited the reporters to observe the lunch from nearby and then interview Lambert near the end of the meal. The conversation began with a discussion of kites, gossip about African politicians, and a detour through Scott-Railton’s family background. But Lambert, just like Bowman, eventually steered the talk to Citizen Lab and NSO.“Work drama? Tell me, I like drama!” Lambert said at one point, according to Scott-Railton’s recording of the conversation. “Is there a big competition between the people inside Citizen Lab?” he asked later.Like Bowman, Lambert appeared to be working off cue cards and occasionally made awkward conversational gambits. At one point he repeated a racist French expression, insisting it wasn’t offensive. He also asked Scott-Railton questions about the Holocaust, anti-Semitism and whether he grew up with any Jewish friends. At another point he asked whether there might not be a “racist element” to Citizen Lab’s interest in Israeli spyware. After dessert arrived, the AP reporters approached Lambert at his table and asked him why his company didn’t seem to exist. He seemed to stiffen.“I know what I’m doing,” Lambert said, as he put his files — and his pen — into a bag. Then he stood up, bumped into a chair and walked off, saying “Ciao” and waving his hand, before returning because he had neglected to pay the bill.As he paced around the restaurant waiting for the check, Lambert refused to answer questions who he worked for or why no trace of his firm could be found.“I don’t have to give you any explanation,” he said. He eventually retreated to a back room and closed the door.-Tactics under fire-Who Lambert and Bowman really are isn’t clear. Neither men returned emails, LinkedIn messages or phone calls. And despite their keen focus on NSO the AP has found no evidence of any link to the Israeli spyware merchant, which is adamant that it wasn’t involved. The kind of aggressive investigative tactics used by the mystery men who targeted Citizen Lab have come under fire in the wake of the Harvey Weinstein sexual abuse scandal. Black Cube, an Israeli private investigation firm apologized after The New Yorker and other media outlets revealed that the company’s operatives had used subterfuge and dirty tricks to help the Hollywood mogul suppress allegations of rape and sexual assault.Scott-Railton and Abdul Razzak said they didn’t want to speculate about who was involved. But both said they believed they were being steered toward making controversial comments that could be used to blacken Citizen Lab’s reputation.“It could be they wanted me to say, ‘Yes, I hate Israel,’ or ‘Yes, Citizen Lab is against NSO because it’s Israeli,'” said Abdul Razzak.Scott-Railton said the elaborate, multinational operation was gratifying, in a way.“People were paid to fly to a city to sit you down to an expensive meal and try to convince you to say bad things about your work, your colleagues and your employer,” he said.“That means that your work is important.”

Irish envoy given ‘angry rebuke’ over bill outlawing settlement goods-Foreign Ministry warns ‘hypocritical and anti-Semitic’ legislation would have serious repercussions for Israel-Ireland ties if passed-By TOI staff-29 January 2019

The Foreign Ministry reprimanded Ireland’s envoy to Israel on Friday following the advancement of an Irish bill criminalizing Israeli products from areas captured in the 1967 Middle East war.The ministry said Ambassador Alison Kelly was given an “angry rebuke” over the “scandalous” bill, which was passed by the lower house of Ireland’s parliament on Thursday.“It was clarified to the ambassador that the hypocritical and anti-Semitic legislation will have serious ramifications for Israel-Ireland relations and [Ireland’s] status in the region, should it be advanced,” the Foreign Ministry said in a statement.“It would be better for Ireland to deal with dark dictatorships and terror groups instead of Israel, the only democracy in the Middle East,” the statement added. The bill would apply to Israeli goods from East Jerusalem, the West Bank and the Golan Heights, which Israel captured from Jordan and Syria in the Six Day War.The measure, introduced by the conservative Fianna Fáil – The Republican Party would make illegal “the import and sales of goods, services and natural resources originating in illegal settlements in occupied territories.” Sinn Fein, a left-wing party, supported the bill. The Dail, Ireland’s lower house, passed the measure by a vote of 78-45 with three abstentions. The bill must still pass three more stages before becoming law, according to reports.Likewise, those who “assist another person to import or attempt to import settlement goods” would be committing a crime punishable by up to five years in prison, if the bill were to become law.During the debate over the bill, some lawmakers in Dublin suggested that passage of the legislation would lead Israel to close its embassy in Dublin and also could affect Ireland-US relations.Fianna Fáil foreign affairs spokesman Niall Collins told the Irish Independent ahead of the vote that his party has become “increasingly concerned about the actions of Israel and its continued and blatant disregard for international law.”He said the bill would not harm trade in Israeli goods, just goods produced in the settlements. The upper house of the Irish Parliament, the Seanad, passed the so-called Occupied Territories Bill in December. In November, Independent Senator Frances Black, who proposed the legislation, said it did not single out Israel and mentioned the Western Sahara as another possible target. On Thursday, she tweeted an emoji of a Palestinian flag to celebrate the vote.Amazing! First the Seanad, now the Dáil: an overwhelming majority have voted for the Occupied Territories Bill 2018 and a ban on illegal #SettlementGoods! Ireland will always stand for international law + human rights, & we're one step closer to making history. Onwards ???????????????????? pic.twitter.com/28LKTZzAw0— Frances Black (@frances_black) January 24, 2019-While Israel’s Foreign Ministry expressed anger at the bill as it advanced through Seanad, in private conversation Israeli officials appeared unperturbed, estimating that the government in Dublin will ultimately prevent the legislation from coming into force, even, if need be, blocking it technically from advancing. The government has said it opposes the bill as banning goods is the sole prerogative of the European Union.JTA contributed to this report.

Hamas threatens massive and immediate response to any attack on Gaza — report-Lebanese daily says Qatari envoy to Strip warned terror group IDF is on standby in case of border flareup; source says Hamas rejected Qatar’s cash due to Israel’s preconditions-By TOI staff-29 January 2019

Hamas has sent a warning to Israel that it will respond forcefully and immediately to any attack on the Gaza Strip, a Lebanese newspaper reported Friday.Quoting an unnamed source in the Gaza-ruling terror group, the Al-Akhbar daily also said Hamas refused to accept aid money from Qatar as Israel put new conditions on its transfer, according to Hebrew media reports. The source said these conditions included Israel’s objection to using the $15 million in Qatari funds to pay the salaries of a number of top Hamas members.Hamas’s rejection of the money from Qatar has stoked fears in Israel of renewed violence on the Gaza border, which has seen large-scale weekly clashes since last year and periodic flareups between the Israeli military and Palestinian terror organizations.Israel had temporarily held up the transfer of the Qatari aid following a pair of shooting attacks on the border Tuesday but on Thursday gave its approval. Hamas announced shortly after it would not take the funds, accusing Israel of violating a ceasefire agreement.According to Al-Akhbar, Qatar’s envoy to Gaza Mohammed Al-Emadi told Hamas that Israel was on standby in case of a military conflict with armed groups in Gaza. The daily said Hamas, for its part, warned its response would be larger than a massive exchange of fire between the sides in November that saw the largest number of rockets shot toward Israel since the 2014 Gaza war. That round of violence came after a botched special forces operation in the Strip which saw an Israeli commando and at least seven Hamas fighters die in the ensuing firefights. In light of the renewed tensions on the border, the Israeli military on Thursday began beefing up its troop presence near Gaza.  It also deployed Iron Dome missile defense batteries in the Tel Aviv metropolitan area and in the south as a precautionary measure against potential attack from either the Gaza Strip or from the north, where the security situation has also been increasingly precarious.Defense officials reportedly fear that the Iran-backed Islamic Jihad terror group could fire a longer-range missile from Gaza into Israel’s densely populated heartland.Israeli officials are also worried that fighters in the Strip could carry out cross-border shooting attacks, either with light arms or anti-tank missiles, the Ynet news website reported. Some roads near the Gaza fence are expected to be closed off Friday.“If no agreement is reached, the chances for violence along the border tomorrow afternoon are high,” a Gazan source told Ynet.Under the unofficial ceasefire arrangement between Israel and Hamas, Doha has agreed to transfer a total of $90 million to Gaza in monthly installments of $15 million. The group received the funds, in $100 bills, in November and December. The money, $10 million of which goes to Hamas civil servants and the rest to needy residents in the Strip, was seen by defense analysts as key to calming tensions between Israel and the Palestinian enclave, which has seen regular violence along the border over the past 10 months.According to reports, Hamas had been trying to calm the situation after the Tuesday flareup to allow the money through, but the use of the cash as a carrot had increased pressure on the group to reject it and take a harder line toward Israel.Since March, Palestinians have been holding regular protests on the border. Israel has accused Gaza’s Hamas rulers of using the demonstrations as a cover for attacks on troops and attempts to breach the security fence.Over 200 Palestinians have been killed and thousands more injured along the Gaza border by Israeli troops since March, according to statistics from the United Nations and the Strip’s Hamas-run health ministry. Hamas has claimed many of the dead as its members. An IDF soldier was shot dead by a Palestinian sniper in July during a riot along the security fence. A Palestinian man living in Israel was also killed by a rocket attack from the Gaza Strip in November.

Hezbollah could 'for years' enter Israel via tunnels, group's leader says-[Reuters]-YAHOONEWS-January 29, 2019

BEIRUT (Reuters) - Iran-backed Hezbollah has "for years" been able to enter Israel, the Lebanese group's leader said on Saturday, responding for the first time to Israel's discovery of tunnels dug into Israeli territory from Lebanon."Part of our plan in the next war is to enter into Galilee, a part of our plan we are capable of, God willing. The important thing is that we have this capability and we have had it for years," said Sayyed Hassan Nasrallah in an interview with al-Mayadeen TV.Israel said last month it had discovered Hezbollah "attack tunnels" and the U.N. Middle East envoy this week confirmed the existence of two of them, which he said constituted a breach of the 2006 truce existing between Israel and Lebanon.Nasrallah indicated the tunnels had been dug long ago and it was "a surprise" that Israel took so long to locate them."One of the tunnels discovered goes back 13 years," he said, without discussing how old any other tunnels were.U.N. Security Council resolution 1701, which ended the 2006 war between Israel and Hezbollah, said both sides must stick to their side of the border and that the group must leave the area around the frontier.Nasrallah said Hezbollah did not want to draw Lebanon into a war with Israel, but added that there was a fear that Israeli Prime Minister Benjamin Netanyahu might miscalculate before the Israeli elections in April and do something rash.(Reporting by Laila Bassam and Suleiman al-Khalidi, writing by Angus McDowall, editing by Edmund Blair)

Jordan said to bar hundreds of Israelis from disputed ‘Isle of Peace’ on border-Local Israeli official says Jordan is ‘changing facts on the ground’; area is supposed to revert to full Jordanian control in October, but Israel is hoping to reverse this-By TOI staff-JAN 29,19

The Jordanian army on Saturday reportedly prevented hundreds of Israelis from entering the Naharayim border area, which was leased to Israel under an appendix to the 1994 peace accord that is set to expire later this year.Jordan’s King Abdullah II announced in October 2018 he would not renew the appendix to the peace treaty that granted Israel use of the area — two small parcels of agricultural land, long farmed by Israeli farmers, which are also home to the remains of a hydroelectric power station built by Jews in 1921. Known in Israel as Naharayim in the north and the Tzofar enclave in the southern Arava desert, the territories are thus set to return to Jordanian hands when the lease expires in October.Israel is hoping to persuade the Jordanians to reconsider, but no progress is known to have been made in such efforts.Israeli tourists who arrived Saturday at the Naharayim site, also known as the Isle of Peace, were turned away by the Jordanian military despite being in possession of the necessary permits and having coordinated the trip with authorities in advance, Hadashot TV news reported.A local Israeli official told Hadashot news that Jordanian officials were changing the facts on the ground, but that he remained hopeful that tourists from both sides would be able to continue to visit the site.“Unfortunately, since the announcement by the king of Jordan about the future of the Naharayim Isle of Peace, we are witnessing attempts by Jordanian officials to change the arrangements and facts on the ground that have been in place in Naharayim for the past 25 years,” said Idan Greenbaum, head of the Emek HaYarden regional council.“We continue to hope that the leaders of both countries, Jordan and Israel, will act to allow citizens on both sides to continue to visit the Isle of Peace, which should continue to serve as a symbol of good neighborly relations between the sides.”The Isle of Peace was so named in the wake of a deadly March 1997 attack, when a group of schoolgirls from Beit Shemesh were fired upon during an outing to Naharayim. The girls and their unarmed teachers were standing on a hill above an abandoned lake in the enclave when a Jordanian soldier opened fire on them and killed seven of the schoolchildren.Following the killings, the late King Hussein made an unprecedented trip to each of the victims’ homes to express his personal sorrow and the grief of his nation.Eventually, new security arrangements were finalized, designed to ensure the safety of Israeli visitors. After announcing in October that it would end the Israeli access, Jordan said the following month it had received a formal request from Israel to open negotiations about the future of the two parcels of land. But Minister of State for Media Affairs Jumana Ghunaimat noted that Jordan was exercising its legal right in notifying that it had decided not to renew the agreement. She said that the kingdom was committed to negotiating with Israel in a way that “preserves Jordan’s national interests,” the report said. With Abdullah II’s announcement, the sides formally have a year to negotiate the end of the lease. While Prime Minister Benjamin Netanyahu has indicated he will lobby for Amman to reverse the decision, Jordan’s Foreign Minister Ayman Safadi has said that the only item on the table is the mechanism for canceling the agreement.Jordan has said the decision will not affect the decades-old peace agreement, seeking to assuage fears in Jerusalem that ties could be downgraded.Officials in Israel have expressed concerns that the move signaled Jordan’s desire to effectively reduce diplomatic ties, and many see it as a reflection of intense domestic pressure from a Jordanian public that still largely views Israel as an enemy.Tensions between Israel and Jordan have mounted in recent years over such issues as the contested status of Jerusalem and its holy sites, stalled peace talks with the Palestinians, and the 2017 shooting of two Jordanian citizens by an Israeli embassy guard in Amman, which ignited a diplomatic crisis. An Israeli TV report last month said Israel is set to approve a highly touted and long-stalled project for a canal to link the Red Sea and the Dead Sea, in a likely effort to improve relations. It has previously been reported that Israeli officials believe the repeated delays in implementing the project have contributed to tensions between Israel and its neighbor, which suffers from severe water shortages that could be alleviated by the canal.According to the plan, a desalination plant in Jordan will provide much-needed drinking water to the region while its brine (very salty water left over from the desalination process) will be pumped north to the Dead Sea to replenish the fast-shrinking lake, while also producing green energy through use of water turbines. The Associated Press contributed to this report.

IDF and police probe Palestinian’s killing in West Bank clash, likely by settler-Palestinians say Adei Ad outpost residents attacked villagers on their land, shot Hamdi Na’asan; settlers claim hikers were mobbed, defended themselves after one was stabbed-By TOI staff-JAN 29,19

A Palestinian man was killed and another was seriously injured Saturday afternoon in clashes with settlers and Israeli forces in a West Bank village northeast of Ramallah, Palestinian officials said. At least five other Palestinians were injured to a lesser degree, and one Israeli suffered light wounds. The army said an initial probe had shown that Hamdi Taleb Na’asan, a 38-year-old father of four, was shot dead by an armed settler outside the village of Al-Mughayyir.There were conflicting claims as to how the deadly incident unfolded: Palestinians said settlers from the nearby outpost of Adei Ad arrived at an olive tree grove outside Al-Mughayyir and attacked villagers, shooting and injuring several of them. They said Na’asan had been shot in the back.Meanwhile settlers claimed that a group of hikers had been set upon by a Palestinian mob and one of them had been stabbed in the hand, leading to the clashes and resulting in some settlers firing shots in the air after “they felt their lives were in danger.”It was not immediately clear whether the injured Palestinians had also been hit by settler fire or in subsequent clashes that erupted as Israeli troops arrived to separate the sides. The army said that clashes erupted between the sides, during which one or more settlers discharged their weapons, apparently killing Na’asan and possibly wounding several others. It added that an Israeli civilian was lightly wounded but did not require evacuation. An investigation into the incident was ongoing. The Israel Police have also launched a probe, and said suspects could be summoned for interrogation.Al-Mughayyir’s Mayor Faraj Na’asan told The Times of Israel: “With the protection of the army, settlers attempted to raid the village from its northern end. The people then confronted the settlers to prevent them from entering the village. The settlers then opened fire on us, killing one of our sons, while the army shot into the air. The person who they killed was my nephew.”Palestinian Authority President Mahmoud Abbas condemned the “gangs of settlers’ assaults on the village of Mughayyir which led to the martyrdom of Hamdi Na’asan,” the official PA news site Wafa reported.“We hold the Israeli government fully responsible for this new crime,” Saeb Erekat, head of the Palestine Liberation Organization’s Executive Committee, said. The Hamas and Islamic Jihad terror groups called for revenge for Na’asan’s death.Meanwhile, violent protests were also reported along the Gaza border Saturday afternoon, with demonstrators burning tires and hurling objects at Israeli soldiers. Some attempts were made to sabotage the security fence. Israeli troops responded with tear gas and other less lethal means. On Friday evening, the army said a 16-year-old Palestinian was shot dead by Israeli military forces near Ramallah after hurling rocks at Israeli vehicles.According to the military, the teen, along with two others, was throwing rocks at Israeli cars near Route 60, the West Bank’s main north-south road. Troops fired at the three, hitting two of them. Soldiers administered medical assistance to the wounded, but the 16-year-old died of his injuries. The condition of the second person shot was not clear. The army said it was reviewing the incident. The incident took place as thousands of Palestinians gathered at the Gaza border for weekly demonstrations. Some 5,000 people rallied at the border, a lower turnout than in previous weeks. Demonstrators burned tires and hurled stones at Israeli soldiers. The Hamas-run health ministry said one person was killed and 23 injured in the clashes. The West Bank has sometimes seen unrest and rioting on Fridays as a form of support for the Gaza rallies. The shooting comes days after a Jewish teen was charged for his role in the killing of a Palestinian woman by rock-The 16-year-old Israeli, a student at the Pri Haaretz yeshiva in the northern West Bank settlement of Rehelim, was charged with manslaughter, aggravated stone throwing at a moving vehicle, and intentional sabotage of a vehicle. Each of the charges is connected to the killing of Aisha Rabi, a 47-year-old Palestinian mother of eight, and is qualified as having been carried out “in the context of a terrorist act.” If convicted, the suspect could face considerable jail time; a manslaughter terrorism conviction alone carries a maximum sentence of 20 years behind bars.

Qatar begins dispensing $9.4 million in funds to Gaza’s poor-Direct distribution of cash follows refusal by Hamas to accept money from Gulf state, after its transfer was held up by Israel-By AFP and TOI staff-JAN 29,19

Thousands of impoverished Gazans received $100 payments from Qatar on Saturday, after the Gulf emirate brought in over $9 million in aid funds for the Hamas-run Palestinian territory.Hundreds of people queued at post offices in the Gaza Strip to each collect a $100 bill.Palestinian media earlier quoted the Qatari ambassador to Gaza as saying the money would go to Gaza’s poor.“The Qatari grant for needy families will enter Gaza Saturday and be distributed… to 94,000 families,” Mohammed Al-Emadi was quoted as saying.Half the funds would be distributed Saturday and the rest Sunday, he said, with each family receiving $100.Qatar had pledged to send $15 million to Gaza monthly as part of an informal agreement between Israel and the Gaza-ruling Hamas terror group reached in November.Under that deal, Israel allowed the grants to go through its territory in exchange for relative calm on the Gaza border. Most of the funds were to have been used to pay the salaries of Hamas civil servants but around $5 million monthly was for impoverished Gazans. Hamas was criticized from within Gaza for taking the money for its own officials. The change to direct distribution to the needy came after Israel held up the delivery of the cash for several days earlier this week following a flare up of violence. Hamas then refused to accept the money, sparking fears of a breakdown in an unofficial truce.Qatar announced Friday that it would now use the money for humanitarian projects in coordination with the United Nations.Speaking at a press conference, Al-Emadi stressed that the aid money from the Gulf state was not an attempt to buy the silence of border protesters, and added that he affirmed the right of the Palestinian people to demonstrate. However, he said he hoped Friday’s protests would remain calm.“It was interpreted and exploited by some parties that [Qatar’s monthly payments to Gaza] is ‘calm in return for dollars’ and that it was in order to break the will of the Palestinian people and cast doubt on their nationalism and the nationalism of the resistance factions. And that is not correct,” Al-Emadi said in Gaza City.As of late Friday afternoon, some 10,000 people gathered at the border, some of them burning tires and throwing stones at soldiers. Hadashot TV news said grenades were also thrown at troops during the border riots. The Hamas-run health ministry said that one person was killed and 23 were injured in clashes with troops and an ambulance was hit by a tear gas canister.Ehab Abed, 25, was “killed by Israeli occupation fire east of Rafah,” health ministry spokesman Ashraf al-Qudra said in a statement.Al-Emadi’s press conference came after a Lebanese newspaper reported that Hamas had sent a warning to Israel that it would respond forcefully and immediately to any attack on the Gaza Strip.Quoting an unnamed source in the Gaza-ruling terror group, the Al-Akhbar daily also said Hamas had refused to accept aid money from Qatar because Israel put new conditions on its transfer. The source said these conditions included Israel’s objection to using the $15 million in monthly Qatari funds to pay the salaries of a number of top Hamas members.Hamas’s rejection of the money from Qatar stoked fears in Israel of renewed violence on the Gaza border, which has seen large-scale weekly clashes since last year and periodic flareups between the Israeli military and Palestinian terror organizations. An Islamist terror group that seeks to destroy Israel, Hamas seized control of Gaza from Palestinian Authority President Mahmoud Abbas’s Fatah faction of the PLO in a violent coup in 2007.

Foreign troops to quit Afghanistan in 18 months under draft deal: Taliban sources-[Reuters]-YAHOONEWS-By Abdul Qadir Sediqi, Jibran Ahmad and Rupam Jain-January 29, 2019

KABUL/PESHAWAR, Pakistan (Reuters) - Taliban officials said U.S. negotiators on Saturday agreed a draft peace deal setting out the withdrawal of foreign troops from Afghanistan within 18 months, potentially ending the United States' longest war.The details of the draft were given to Reuters by Taliban sources at the end of six days of talks with U.S. special peace envoy Zalmay Khalilzad in Qatar aimed at ending the war, more than 17 years since American-led forces invaded Afghanistan. It stipulates that troops would leave within 18 months of the agreement being signed. While no joint statement was issued, Khalilzad tweeted later that the talks had made "significant progress" and would resume shortly, adding that he planned to travel to Afghanistan to meet government officials."Meetings here (in Qatar) were more productive than they have been in the past. We have made significant progress on vital issues," he wrote, adding that numerous issues still needed work."Nothing is agreed until everything is agreed and everything must include an intra-Afghan dialogue and comprehensive ceasefire," he said in the tweets.A U.S. State Department spokesperson declined further comment.A Taliban statement issued later also noted progress on troop withdrawal and other issues but said more negotiations and internal consultations were required."The policy of the Islamic Emirate during talks was very clear -- until the issue of withdrawal of foreign forces from Afghanistan is agreed upon, progress in other issues is impossible," said Taliban spokesman Zabihullah Mujahid, using another name the group calls itself. It was not clear if the draft described by the Taliban sources was acceptable to both sides or when it could be completed and signed.MAIN ENEMY-According to the sources, the hardline Islamic group gave assurances that Afghanistan will not be allowed to be used by al-Qaeda and Islamic State militants to attack the United States and its allies -- a key early demand of Washington. They said the deal included a ceasefire provision but they had yet to confirm a timeline and would only open talks with Afghan representatives once a truce was implemented.Up until now, the Taliban has repeatedly rejected the Afghan government's offer of holding talks, preferring instead to talk directly to the U.S. side, which it regards as its main enemy."In 18 months, if the foreign forces are withdrawn and ceasefire is implemented then other aspects of the peace process can be put into action," a Taliban source said, quoting from a portion of the draft.More talks on the draft are expected in February, again in the Qatari capital Doha, the Taliban sources said. They expect their side to be led by new political chief Mullah Abdul Ghani Baradar, the movement's co-founder and a former military commander who was released from prison in Pakistan last year. While they said his appointment had boosted momentum for a deal, it was unclear if he joined the talks.NEAR-DAILY ATTACKS-News of progress on a deal comes as the Taliban continues to stage near-daily attacks against the Western-backed Afghan government and its security forces.Despite the presence of U.S.-led foreign forces training, advising and assisting their Afghan counterparts 17 years after the U.S.-led an invasion to drive them from power, the Taliban controls nearly half of Afghanistan.Afghan President Ashraf Ghani said last week that 45,000 members of the country's security forces had been killed since he took office in 2014.The United States has some 14,000 troops in Afghanistan as part of the NATO-led mission, known as Resolute Support, as well as a U.S. counter-terrorism mission directed at groups such as Islamic State and al-Qaeda.Despite reports in December last year that the United States was considering pulling out almost half of its forces, a White House spokesman said that U.S. President Donald Trump had not issued orders to withdraw the troops. However, the administration has not denied the reports, which have prompted fears of a fresh refugee crisis. The Taliban sources said other clauses in the draft include an agreement over the exchange and release of prisoners, the removal of an international travel ban on several Taliban leaders by Washington and the prospect of an interim Afghan government after the ceasefire is struck. The suggestion to appoint an interim government in Afghanistan comes as top politicians including Ghani have filed their nominations for the presidential polls in July this year. Ghani has repeatedly rejected the offer to agree to the formation of an interim government. The Taliban sources also confirmed provisions in the draft that have broader implications for Afghanistan's ties with its neighbors, particularly Pakistan, India and China. They said the deal included provisions that separatist militants from Balochistan, a resource-rich southwestern Pakistani province, will not be allowed to use Afghan soil to target Pakistan.(Additional reporting by Jonathan Landay in Washington; Writing by Greg Torode; Editing by William Maclean and Helen Popper)

Canada PM fires ambassador to China after remarks on Huawei-[Reuters]-YAHOONEWS-January 29, 2019

OTTAWA (Reuters) - Canadian Prime Minister Justin Trudeau on Saturday said he had fired his ambassador to China, who prompted a political furor with comments about a high-profile extradition case."Last night I asked for and accepted John McCallum's resignation as Canada's ambassador to China," Trudeau said in a statement that did not explain his reasons.Trudeau had told reporters as recently as Thursday that he had no plans to replace McCallum for saying Huawei Technologies Co Ltd [HWT.UL] Chief Financial Officer Meng Wanzhou could make a strong argument against extradition to the United States.Opposition politicians accused McCallum of political interference in a case which has badly damaged relations between Canada and China.Meng was arrested in Vancouver last month over alleged violations of U.S. sanctions on Iran. China subsequently detained two Canadian citizens on national security grounds.Asked why McCallum had been removed, Trudeau spokeswoman Eleanore Catenaro declined to comment.(Reporting by David Ljunggren; Editing by Sandra Maler and Jonathan Oatis)
