Quartet: Israel must urgently halt settlement expansion-Middle East diplomacy group’s new report says Palestinian incitement also ‘severely undermines hopes for peace’-By AFP and Times of Israel staff June 30, 2016, 7:56 pm

A much-awaited report by the diplomatic Quartet supporting the Middle East process demands that Israel take urgent steps to halt the expansion of settlements in the West Bank, the UN envoy said Thursday.Nickolay Mladenov told the Security Council that ongoing Israeli construction in the West Bank was one of three “negative trends” that must be quickly reversed to keep the hope of an Israeli-Palestinian peace deal alive.Palestinian incitement to violence and the Palestinian Authority’s lack of control over the Hamas-ruled Gaza Strip also “severely undermine hopes for peace,” Mladenov said.“These negative trends can and must be urgently reversed in order to advance the two-state solution on the ground,” he said. The full report prepared by the Quartet — the United States, European Union, Russia and the United Nations — is expected to be released on Friday after months of delays, mostly over of the thorny issue of settlements, diplomats said. Its findings and recommendations are intended to serve as the basis for reviving the Israeli-Palestinian peace process, which has been comatose since a US peace initiative collapsed in April 2014.Mladenov said the report outlined a “reasonable set of steps” that could set Israel and the Palestinians “firmly along a navigable course toward establishing a comprehensive peace with historic implications for the entire region.”But he warned that a final peace agreement can only be achieved through direct, bilateral negotiations.“It is time for both sides to rise to the challenge,” he said.French Ambassador Francois Delattre said the report could help advance plans for a Paris peace conference on the Middle East later this year.“The French initiative and the Quartet report mutually reinforce each other and have a common goal to put the peace process back on track,” Delattre said. The UN envoy asked the Security Council to endorse the recommendations of the report in a move that would turn the document into an internationally agreed roadmap for Israeli-Palestinian peace. As the council discussed the new peace plan, a Palestinian terrorist stabbed and killed a 13-year-old Israeli girl, Hallel Yaffa Ariel, in her home in a West Bank settlement.Since October, a spate of Palestinian knife, gun and car-ramming attacks have killed 33 Israelis, two Americans, an Eritrean and a Sudanese. At the same time, over 200 Palestinians have been killed by Israeli police, soldiers or civilians, some two-thirds of them while carrying out attacks against Israelis and the remainder during clashes and demonstrations, according to Israel.

Egypt to Palestinians: We’ll work in UN against settlements-In first West Bank trip, Cairo’s foreign minister says Arab Peace Initiaitve must stand without alterations, undercuts Hamas-By Dov Lieber June 30, 2016, 7:56 pm-THE TIMES OF ISRAEL

Egyptian Foreign Minister Sameh Shoukry told the Palestinians in a televised speech Wednesday night that his country opposes any changes to the Arab Peace Initiative, and would use its power in the United Nations Security Council to force Israel to halt settlement building.Earlier in June, Prime Minister Benjamin Netanyahu said Israel would be interested in an altered draft of the initiative, a 2002 proposal that would see all Arab and Muslim states establish normal diplomatic relations with Israel after the successful conclusion of the peace process with the Palestinians.Netanyahu rejected the clauses in the Saudi-drafted initiative that require a full Israeli withdrawal from all territories captured in the 1967 Six Day War and that set out terms for a resolution of the issue of Palestinian refugees in return for normalized ties with the Arab world.Shoukry, in his first visit to the Palestinian territories, said that Egypt would not accept any changes to the plan.“The Arab initiative is stable and supported by the international community through multiple frameworks at the United Nations and other international organizations and it is referred to on a regular basis in documents and events related to the peace process,” he said.Shoukry pointed out that the initiative had been repeatedly reaffirmed by the Arab League as well.He attributed the initiative’s sound backing to its handling of all the elements needed for a solution to the conflict that “is consistent with international vision and thought.”Regarding plans to end Israeli settlement activity through the UN, Shoukry said that Egypt, “as a current member of the United Nations Security Council, is in constant discussion with the PA on what would be a good time and proper framework for moving through the UNSC” in order to compel Israel to cease settlement building.“Ideas are currently being fleshed out,” he said. The Egyptian foreign minister was in Ramallah to meet with Palestinian Authority President Mahmoud Abbas and deliver a message from Egyptian leader Abdel-Fattah el-Sissi.The message, according to a report by the official PA news agency Wafa, said that Sissi sent full “support to the president and the Palestinian people, and that Egypt will stand alongside their brothers the Palestinian people in order to achieve their legitimate rights and establish a state with East Jerusalem as its capital.”Shoukry stressed that all Egyptians sympathize “with their Palestinian brothers… sensing their destiny is united.”He also reiterated Egypt’s support for the French peace initiative — a new regional approach for a peace plan — and said his country is currently helping France prepare for a special conference on the Palestinian issue. Not content with relying on the French initiative, Shoukry said his country has been in constant consultation with the US and that he was in talks with Secretary of State John Kerry to search for other ways to advance the peace process.-Egypt snubs Hamas with unity bid-In what could be seen as a swipe at Hamas’s authority in the Gaza Strip, Shoukry said a national government must be formed in order to lift the blockade on the enclave and began rebuilding it. The national government, Shoukry added, would be a “legitimate authority” to provide services to citizens in both Gaza and the West Bank. The minister stressed that a unity government would be taken more seriously in negotiations by the international community as well as Israel.Israel often argues it cannot make peace with the Palestinians while Gaza and the West Bank are separated politically. However, Jerusalem also opposes reconciliation between Hamas, deemed a terror group, and the internationally backed Fatah.

India successfully tests missile defense system developed with Israel-New Delhi defense officials confirm test-firing of Barak 8 ‘met all the targets’ and dub it ‘a grand success’-By Times of Israel staff June 30, 2016, 8:45 pm-THE TIMES OF ISRAEL

The Indian military on Thursday successfully test fired the Barak 8, a surface-to-air missile defense system it developed jointly with Israel, reports in Indian media said. The system, made up of a radar array and missile launcher, successfully detected and downed an unmanned aerial vehicle, an official from India’s Defense Research and Development Organization said.“The test launch was a grand success and it met all the targets,” he told the local NDTV News.Developed jointly by the DRDL and Israel Aerospace Industries, the Barak 8 system can identify and destroy airborne threats like UAVs, jets, missiles and rockets, including projectiles launched simultaneously.Unlike other defense systems, Barak 8 can be installed on naval ships as well as on the ground, giving it a mobility advantage.Israel in November also carried out its first successful launch of the new maritime missile defense system, and has already been installed on one of its Sa’ar 5-class warships.Though senior Israeli officials have not revealed the maximum range of the Barak 8 system, an executive vice president of IAI revealed to Jane’s Defense News last year that some of its missiles could shoot down targets at a range of 150 kilometers (93 miles). The radar acquiring targets for the Barak 8 system is code-named Adir (Hebrew for “Tremendous”), or MF-STAR (Multi-Function Surveillance and Threat Alert Radar). This newest iteration (“8”) is intended to defend against advanced weaponry believed to be in the hands of Hezbollah, including the Russian-made Yakhont P-800 anti-ship missile.

Two Israelis wounded in Netanya stabbing attack-Police say terrorist, a Palestinian man from Tulkarem, shot dead at the scene by an armed civilian-By Tamar Pileggi June 30, 2016, 8:36 pm-THE TIMES OF ISRAEL

Two people were stabbed and wounded on Thursday evening in what police said was a terror attack outside a market in the coastal city of Netanya. The Magen David Adom emergency response service said a man described as being around 40 years old sustained serious injures from multiple stab wounds to the upper body. The other victim, a 62-year-old woman, was lightly injured in the attack. Both were taken to the city’s Laniado Hospital for treatment. The assailant, identified by Israel Police spokesperson Micky Rosenfeld as a Palestinian man from the West Bank city of Tulkarem, was shot dead at the scene by an armed civilian.Reports named the stabber as 40-year-old Wael Abu Saleh.אברך חרדי נדקר בפיגוע בנתניה ליד השוק #פיגוע #טרור #נתניה pic.twitter.com/RHbjwmSmpg-— דסק חדשות און ליין (@yosefbadichi) June 30, 2016-Security forces were scouring the area for a possible accomplice after eyewitnesses told police the assailant was dropped off at the market moments before he began stabbing passersby, Channel 2 reported.Store owner Michael Tobiana told Ynet that a young boy who witnessed the stabbings began to shout “terrorist,” alerting the attention of a security guard at a nearby supermarket.Abu Saleh was shot by the guard as he began to flee the scene.“It’s a good thing we were able to stop him, because otherwise he would have gone in to where the stalls are, where lots of people were shopping.”Earlier in the day, a 13-year-old Israeli girl, Hallel Yaffa Ariel, was stabbed to death by a Palestinian teenager in her home in the West Bank settlement of Kiryat Arba.

Netanyahu vows to fight inciters and sponsors of terrorism-At US Independence Day event, PM, president hail ties with Washington, call for speedy conclusion of military aid deal-By Raphael Ahren July 1, 2016, 1:51 am-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu vowed on Thursday to fight not only terrorists, but those who support them and incite to violence against Israelis.“We will always fight the terrorists. We will fight their dispatchers; we will fight the inciters; we will fight the sponsors. You do battle with terrorism by fighting the terrorists and those who back them,” he said at a Fourth of July event at the residence of US Ambassador Daniel Shapiro.Netanyahu’s speech came hours after two bloody terror attacks, including one in Netanya in which two Israelis were wounded by a knife-wielding Palestinian and an earlier attack in Kiryat Arba in which 13-year-old Hallel Yaffe Ariel was brutally stabbed to death by a Palestinian terrorist while in her bed.“This night of celebrations comes after a day of tragedy,” Netanyahu said. “What makes someone slit the throat of a child? It’s not the quest for peace. It’s the mind flooded with hate and incitement, an ideology that says this child is not a human being.”Addressing hundreds of guests gathered at Shapiro’s Herzliya residence, the prime minister thanks US President Barack Obama, Vice President Joe Biden and Secretary of State John Kerry for the administration’s support for Israel.“We have an increasing number of friends around the world. We do, and it’s heartening,” Netanyahu said. “But we never forget that the one true partnership is between the State of Israel and the United States.”The US-Israel alliance has “weathered every storm and every difficulty and will continue to do so” because Americans and Israelis are so close to each other, the prime minister continued. The two nations’ “foundational ethos” is “nearly identical,” he said.“I think Washington and Herzl would get along quite well; Ben Gurion and Jefferson would have a lot to talk about; unquestionably so would Madison and Begin, for sure.”Since Americans and Israelis share the same values, they also have the same enemies, the prime minister went on. “The values we hold most dear are anathema to terrorist groups like ISIS, Hezbollah, Hamas, and regimes like Iran. The last thing they want is our pluralism, our diversity, our belief in choice. They cannot stand the sight of men and women mingling together, of minorities enjoying full rights, of gays and lesbians marching proudly, of free people electing their leaders.”Netanyahu said he was grateful for the political and military support Washington has given Jerusalem over the years. “I hope that we’ll conclude a new memorandum of understanding for the invaluable American support for Israel’s defenses for the next decade.”President Reuven Rivlin also spoke at the event, expressing hope for a quick end to the negotiations over the military aid agreement.“I want to thank the American people — on both sides of the aisle — for years of financial, diplomatic, and military support, and for helping us carry the burden of defense,” he said. “Looking to the future, I hope that an agreement on this important issue will be reached as soon as possible.”The US-Israel relationship will remain strong regardless of who wins the upcoming US presidential elections, the president said. “From time to time, the obvious should be said, and even written: Israel has no greater friend than the United States of America. The United States is Israel’s most important and strongest ally… We in Israel are very committed and we will stay committed to this special relationship.”

Netanyahu: ‘You don’t murder a sleeping child for peace’-Full text: In video message after terrorist kills Hallel Ariel, 13, PM slams brainwashing by ‘warped ideology,’ vows not to let ‘barbarism defeat humanity’-July 1, 2016, 12:27 am-THE TIMES OF ISRAEL

Full text of a video message by Prime Minister Benjamin Netanyahu in the wake of the killing of Hallel Yaffa Ariel, 13, by a Palestinian terrorist on June 30, 2016:-“This morning a terrorist sneaked into the bedroom of a 13-year-old girl, Hallel-Yaffa Ariel. He murdered young Hallel in cold blood. A picture of her blood stained room is almost too hard to see. There’s a teddy bear still on her bed, a red beanbag chair, some pictures on the wall, shoes tightly packed in a bin next to her bunk bed.“Why would any person do this?-“You don’t murder a sleeping child for peace. You don’t slit a little girl’s throat to protest a policy you don’t like.“You do this because you’ve been brainwashed. You’ve been brainwashed by a warped ideology that teaches you that this child isn’t human.“We will not let barbarism defeat humanity.“There’s no middle ground between beautiful Hallel and her unspeakably evil murderer.“Today, each of us is going to fight back.“I ask you to walk into your child’s bedroom before they go to sleep. I ask you to hug them. I ask you to kiss them.“Teach them that the values that Hallel’s murderer most detested – freedom, diversity, pluralism – will never die; we’ll always hold them dear. Tell them that we will never let fear, evil and terror triumph; that we will always stand for justice. And this is how we will fight back.“We fight back first by fighting back, fighting the terrorists, fighting their backers, fighting those who incite for such murder, whether in Hebron or in Orlando, or in Berlin, or in Ankara, or in Belgium, anywhere.“We fight back by making sure that our collective moral compass doesn’t waver even a millimeter.“Today we will cherish Hallel’s memory. We will defend and honor her dignity by redoubling our efforts around the world to defeat the scourge of radical Islamist terror.“May Hallel’s memory forever be a blessing.”

Hezbollah scraps ‘Al-Quds Day’ event amid security fears-Lebanon on high alert since nine bombs exploded Monday in eastern border village of Qaa, killing five-By AP July 1, 2016, 12:33 am-THE TIMES OF ISRAEL

BEIRUT — The Lebanese Hezbollah group cancelled an annual event on Thursday in Beirut’s southern suburbs amid security concerns gripping the country in the wake of deadly suicide bombings earlier this week in a Christian village along the Syrian border. In a statement, the Iran-backed Shiite group said it was scrapping the commemorations of Al-Quds Day, citing the prevailing “security situation.”It was the first time the group, which also participates as a political party in Lebanon’s government, cancelled the annual commemoration established by Iran’s late Ayatollah Ruhollah Khomeini, who led the 1979 Islamic Revolution.Al-Quds is Arabic for Jerusalem. Al-Quds Day falls on the last Friday of the Muslim holy month of Ramadan and is meant to be a day of solidarity with the Palestinians. The Lebanese army, meanwhile, announced it had foiled two terror plots by the Islamic State group targeting residential and tourist sites in the country. The army said it had arrested five suspects linked to the plots, among them the alleged mastermind. It did not say where or when the suspects were arrested.Lebanon has been on high alert since nine bombs exploded in the eastern border village of Qaa on Monday, killing five residents. Eight were detonated by suicide bombers. No group has so far claimed responsibility for the attacks.Violence from neighboring Syria’s devastating civil war has on occasion spilled into Lebanon’s border regions. The Islamic State and al-Qaeda militants briefly seized the Lebanese border town of Arsal in 2014, before security forces pushed them back across the frontier.

Ban Ki-moon, we have lost faith in the UN-Op-Ed: Knesset members Oren, Barlev call on the outgoing secretary-general, currently visiting Israel, to help rid the international body of its anti-Israel bias-By Michael Oren and Omer Barlev June 28, 2016, 2:00 pm-THE TIMES OF ISRAEL

Dear Mr. Secretary General,Welcome back to Israel, the island of democracy and stability in a region that has so challenged the United Nations during your tenure as its leader. We hope that your visit will advance peace and security for us and our neighbors, yet we are forced to ask ourselves – what happened in the nine years you have led the United Nations? Has the UN fulfilled the goals of its charter? Is the UN ensuring the equal rights of Israel as a nation among nations large and small? Are the UN agencies engaged here promoting these goals?Regrettably, we remain as alarmed today as we did when you yourself, speaking in Jerusalem in 2013, admitted that in the UN, Israel has been: “…criticized and [has] been suffering from this bias and sometimes discriminations.”Israelis see the bias and discrimination-Your admission was widely reported and it gave Israelis hope that a Secretary General was finally taking corrective action to restore the UN’s lost credibility. Until your statement, the UN’s failure to engage the Israeli people led more than 70% of them to lose confidence in this august institution and its bodies. The loss of confidence comes from UN actions such as:In the past decade the UNHRC has issued 128 condemnations against nations around the world – and more than half of these, 67, were aimed at a single country, Israel. The UNESCO resolution on Jerusalem that denied any Jewish connection to the Temple Mount holy site, while recognizing the Muslim holy site. The Brazilian foreign ministry called this “an error which makes the text partial and unbalanced.”The UN condemns Israel, a country with free speech, free elections and minority rights more often than all the world’s mass murdering dictatorships combined. In 2007, you said you were “disappointed” by the UNHRC singling out of Israel. Nine years later that exact same bias is still present. There has been no progress.UN schools in Gaza have been repeatedly used by Hamas to store weapons. You yourself said this was “turning schools into potential military targets.”Hamas rockets have caused three wars during your tenure. Hamas continues to reject peace and build rockets and tunnels to attack Israel. Despite your admission that Hamas-Fatah reconciliation is “critical” and peace cannot happen without “a single legitimate Palestinian authority,” the UN sits idly by and this “critical” step to achieving peace remains elusive in the face of the Palestinian leadership’s internal squabbles. These few examples are just the tip of the UN’s iceberg of problems. Israelis see the bias and discrimination, yet at the same time we remind you that opinion polls consistently show the vast majority of Israelis support peace with our Palestinian neighbors.Mr. Secretary General: We respectfully call on you to take advantage of your visit to reach out to the Israeli people and begin the process of regaining their confidence in the UN.As you prepare to hand over the reins of the world body to your successor, we call for a new approach for the UN, one that is true to its Charter. We appeal to you to call the incoming Secretary General to engage with the Israeli people, set a timetable to eliminate the bias and discrimination that has poisoned the relationship and restore faith in this most valuable of international bodies.Respectfully,MK Dr. Michael Oren-MK Omer Barlev.

Israel to hold cybersecurity conference in Beverly Hills-Cybertech powwow stems from 2014 cooperation pact signed by PM Netanyahu and California Gov. Edmund Brown-By Shoshanna Solomon June 28, 2016, 1:51 pm-THE TIMES OF ISRAEL

Cybertech, the organizer of Israel’s largest cybersecurity conference, will hold its first event in Beverly Hills on Thursday, June 30, in partnership with Israel’s Los Angeles consulate general and the City of Beverly Hills.“In the face of new threats we encounter daily, individuals, organizations and states are required to produce innovative, unique solutions to strengthen the resilience of sensitive communication systems they rely on every day,” Amir Rappaport, the chief executive of Cybertech, said in an emailed statement.“For this purpose, it is essential to be aware of the latest developments in the cyber defense market.”The collaboration between the City of Beverly Hills and Israel is a direct result of an agreement signed in 2014 by California Governor Edmund Brown and Israeli Prime Minister Benjamin Netanyahu for cooperation in projects and research. The intention of the collaboration with the City of Beverly Hills is “to promote professional cooperation and trade partnerships in areas such as cybersecurity, water innovation, and public safety,” the statement said.“Israel is second only to the United States in global private investment in cybersecurity firms, with half a billion dollars flowing to the sector annually,” David Siegel, consul general of Israel to the Southwest United States, said in the statement. “This conference will create new groundbreaking opportunities for both our countries.”Cybertech Beverly Hills will include panel discussions on cyber-crime investigations, financial technology, media and entertainment and critical infrastructure. The event will also hold an exhibition of new technologies from Israeli and US start-ups and companies, including Palo Alto Networks, CyberArk and Fortscale.Cybertech has held cyber solutions events in Tel Aviv, Singapore and Toronto. Its Tel Aviv event, one of the largest in the field outside the US, has over 12,000 participants annually from over 50 countries, the statement said.

Ahead of his trip to Rome for talks with US Secretary of State John Kerry, Prime Minister Benjamin Netanyahu on Sunday said Palestinian Authority President Mahmoud Abbas’s recent address at the European Parliament again proved he was an unsuitable partner for pursuing peace.Abbas last week told European lawmakers in Brussels that an Israeli withdrawal from the West Bank and East Jerusalem would end global terrorism, and repeated a debunked hoax story claiming that local rabbis had called for poisoning Palestinians’ water supply. Admitting the claim was “baseless,” Abbas on Saturday apologized and walked back the water poisoning allegation.“Abbas again last week proved to the entire world that he is not interested in direct negotiations with Israel,” the prime minister said at the start of his weekly cabinet meeting.“Worse, he also spread abhorrent lies about the State of Israel and Judaism. True, he quickly apologized, a halfhearted half-apology, but the things he said there were in keeping with what he has said about us on other occasions, including at the UN General Assembly,” Netanyahu said.“Therefore, I think that people can conclude from this who wants to advance peace and a peace process – and who does not.”A statement issued by the Prime Minister’s Office on Thursday accused Abbas of peddling lies, promoting incitement and spreading blood libels in his speech.“Israel waits for the day Abbas stops peddling lies and inciting [against Israel]. Until then, Israel will continue to defend itself against Palestinian incitement, which fuels terror,” the statement said.Other senior Israeli politicians and US-based Jewish groups also issued sharp rebukes of the PA president over his remarks.Following Sunday’s cabinet meeting, Netanyahu was set to leave for Rome to meet with Kerry, where, according to reports, the two men will discuss the possibility of reviving the Israeli-Palestinian peace process and the imminent publication of an international report expected to criticize Israeli settlement building.Netanyahu will reportedly also make a last ditch effort to convince Kerry to soften an upcoming report that is expected to be critical of Israel. The report by the Quartet diplomatic group — the United Nations, the European Union, the United States and Russia — is concerned that Palestinian violence and Israel’s construction in the West Bank and East Jerusalem is pushing the prospect of peace further away.Washington, the traditional mediator in Middle East peace efforts, has not taken the lead in recent months, concerned that the situation is not promising and that another round of failed talks would only further embitter both parties. But France has launched a diplomatic initiative to build international pressure on both sides. The United States gave the French move a cool reception, but Kerry attended its inaugural meeting in Paris and has called on both sides to take “affirmative steps” to calm tempers and preserve the possibility of peace.Agencies contributed to this report.

Abbas aide: ‘Wherever you see an Israeli, slit his throat’-Comments from Fatah official spark a furious warning of repercussions from a senior Israeli officer-By Dov Lieber June 27, 2016, 9:00 pm-THE TIMES OF ISRAEL

An aide to Palestinian Authority President Mahmoud Abbas called for gruesome violence against Israelis on Monday, sparking a scathing response from an Israeli official.Sultan Abu al-Einein, an adviser to Abbas on civil society organizations and a Fatah Central Committee member, said during an interview with the Palestinian news site Donia al-Watan: “Wherever you find an Israeli, slit his throat.”The comment from the senior Fatah official came in response to a question about normalization between members of his party and Israel. When asked what he thought about normalization with Israel and Palestinian officials taking part in Israeli conferences, Abu al-Einein said: “If you ask me my blunt position, I would say — every place you find an Israeli, slit his throat. Likewise, I am against talks, negotiations, meetings, and normalization in all its forms with the Israeli occupation.”Israel’s Coordinator of Government Activities in the Territories, Major General Yoav Mordechai, blasted Abu al-Einein over the comments and warned they would be met with “repercussions” in the future.“Such words, in the summer of 2016, in a region that wakes up and falls asleep to the news of terrorist actions similar [to the words said by Abu al-Einein], cannot be allowed to stay within the bounds of rhetoric,” he wrote on Facebook. He also called for Palestinians — and especially the Palestinian leadership — to denounce such talk as they do when speaking against the actions of the Islamic State.Abu al-Einein has been an outspoken critic of Israel, supporting violence and praising terrorism against Israelis. In 2013, five US congressmen wrote to Abbas to ask him to fire Abu al-Einein over his praise of terrorism, but the PA president refused, arguing he was an elected official.Israel has consistently complained that the PA backs terror and incites its citizens to carry out attacks.

Hamas won’t negotiate over Israelis held in Gaza — official-Terror group says rearrested prisoners released under Shalit deal must be freed first; PA welcomes Israel-Turkey deal but asks to be kept in the loop-By Dov Lieber June 27, 2016, 7:28 pm-THE TIMES OF ISRAEL

A Hamas official said on Monday that the Islamist terror group will not negotiate the release of Israeli soldiers and civilians until the its preconditions are met, casting doubt on the efficacy of a promise by Ankara to work toward freeing them at Israel’s behest. As part of the rapprochement deal announced on Monday between Israel and Turkey, Prime Minister Benjamin Netanyahu said that Ankara has promised to help return two soldiers whose bodies are believed to be held by Hamas, and two Israelis thought to be in the captivity of the terrorist group.A senior Israeli official said Sunday that Turkish President Recep Tayyip Erdogan had personally written a letter committing to helping free them.Hamas official Ismail Radwan, speaking in front of the Red Cross headquarters in the Gaza Strip, said the group would not negotiate the release of Israelis until all of the “Shalit prisoners” are freed, the Palestinian news site Quds Press reported. In 2011, kidnapped Israeli soldier Gilad Shalit was released in exchange for 1,027 Palestinian detainees. Israel rearrested some of those released in the deal in the summer of 2014 during a search for three Israeli teenagers who were kidnapped and, it later emerged, killed by a Hamas cell. The families of Hadar Goldin and Oron Shaul, both killed in the 2014 war in Gaza, as well as Avraham Abera Mengistu, who disappeared into the Strip later in 2014, have long called for the government to make sure the return of their sons was included in the agreement. A fourth Israeli man is also being held in Gaza, according to officials. The statement by Radwan is in alignment with Hamas’s long-held public stance on the issue of negotiating over the current Israeli hostages. The fathers of the two soldiers, Simcha Goldin and Herzl Shaul, both said Prime Minister Benjamin Netanyahu phoned them on Thursday. However, Shaul said that, during the phone conversation, the prime minister had promised to bring his son’s body home as part of the deal with Turkey, whereas Goldin maintained that Netanyahu had updated him that his son’s remains would not be included in the detente agreement. The deal, announced Monday, will restore ties between Israel and Turkey after six years of acrimony. As part of the agreement, Israel agreed to pay $20 million in compensation to the families of Turkish activists killed in an Israeli raid on a boat attempting to break the Gaza blockade in 2010.Turkey agreed as part of the agreement to clamp down on Hamas terror activities emanating from Turkish territory. However, an Israeli demand that Turkey stop harboring any Hamas activists was rebuffed, and the group will continue to maintain a political presence in the country.Israel refused to lift its blockade on Gaza, a main Turkish demand, but instead said it would allow imports and aid to flow to the Palestinian enclave via its port in Ashdod.PA welcomes Israel-Turkey rapprochement deal ‘in principle’-Palestinian Authority Minister of Foreign Affairs Riyad al-Maliki said Ramallah welcomed the agreement between Turkey and Israel “in principle,” but asked that Ankara work with Ramallah on aspects of the agreement concerning the Palestinians.Speaking to the Palestinian Ma’an news agency, Maliki said the PA wouldn’t interfere with the terms of the agreement between Israel and Turkey, but said the aspects of the deal relating to the Palestinians “were of core interest to the Palestinian leadership” and Ramallah should have been kept in the loop. While Ramallah welcomed Turkey’s plans to build a desalinization plant in Gaza, Maliki pointed out that the PA is already building a €400-million plant in Gaza sponsored by the European Union.“If Turkey wants to help,” Maliki said, “it should all be part of the national plan for the development of all the Palestinian territories, and it must be done through full coordination with the Palestinian Authority and the Palestinian government.”Maliki finished by urging Ankara to remember that the PA is the internationally recognized address for the Palestinians.Palestinian Islamic Jihad calls Turkey deal ‘an excuse’ to normalize with Israel-Palestinian Islamic Jihad (PIJ), a terror group based in Gaza, announced on Monday in a press release that they reject any reconciliation or normalization efforts with Israel, referring to the deal between Israel and Turkey. The group called Turkey’s rapprochement deal with Israel “an excuse” and “a justification” to normalize relations with the Jewish state, but said they welcome any effort “to help alleviate the suffering of the Palestinian people.”PIJ’s main financial benefactor is the Islamic Republic of Iran, a country not on good terms with Turkey.

Jerusalem mayor slams rioters as Temple Mount closed to Jews-Nir Barkat says decisions must not be made ‘under pressure from violent disturbances’; police arrest 17 Palestinians for throwing rocks-By Raoul Wootliff June 28, 2016, 3:51 pm-THE TIMES OF ISRAEL

Jerusalem Mayor Nir Barkat on Tuesday railed at violent protesters on the Temple Mount in Jerusalem for not allowing the police to do their job of “protecting the status quo,” a situation that prompted authorities to bar non-Muslims from the contested site.Following numerous incidents of rock throwing by Palestinians, police on Tuesday announced that the Mount, which is holy to both Jews and Muslims, would be closed to Jewish visitors and tourists for three days and that extra forces would be deployed to prevent rioting. In response to the stone-throwing, police entered the compound to prevent further incidents. Seventeen people were arrested Tuesday, police said, adding to the five detained the previous day.Barkat said in a statement that the police should be “allowed to do their job and to continue protecting the status quo on the Temple Mount.”Under agreements dating back to 1967, the Jordan-based Waqf administers the Temple Mount, which houses the Al-Aqsa Mosque, but must allow visitors of all faiths to enter the site. The Jerusalem mayor offered a veiled criticism of the police decision to restrict the site to some visitors.“We must not make decisions under pressure from violent disturbances. Only consistent and determined practice in protecting the status quo will ensure a long-term reduction in violent incidents and bring quiet to Jerusalem,” Barkat said.Palestinians at the site threw rocks at Israeli police at the site Tuesday morning. One of the rocks a 73-year-old Jewish woman in the Western Wall plaza, which is overlooked by the Mount. She suffered minor injuries and received medical treatment at the scene.“After assessing the situation this morning, the Jerusalem District Police decided that the Temple Mount will be closed today to visitors,” Jerusalem District Police spokesperson Luba Samri said in a statement.“Likewise, it was decided that the mount will be closed to visitors also on Wednesday and Thursday. Police are ready with backup forces to maintain the quiet on the mount and to prevent rioting. Any disruption will be dealt with firmly.”Muslim worshipers will continue to have access to the Al-Aqsa Mosque. In Judaism, it is the holiest site and is venerated as the location of the First and Second Temples.“The police are continuing ongoing dialogue with the local leadership and the Waqf, and demanding that they prevent any disruption in arrangements on the mount and preserve the peace,” Samri said.Stuart Winer contributed to this report.

UN head: Israel-Turkey deal a ‘hopeful signal for regional stability’-Ban Ki-moon praises rapprochement as local politicians reluctantly back agreement-By Raoul Wootliff June 27, 2016, 4:41 pm-the times of israel

United Nations Secretary General Ban Ki-moon on Monday welcomed a deal between Israel and Turkey to normalize relations after years of acrimony, calling it a “hopeful signal for the stability of the region.”“I welcome today’s announcement of the normalization of relations between Israel and Turkey,” Ban told journalists as he met President Reuven Rivlin during a visit to Israel. The statements echoed those of Prime Minister Benjamin Netanyahu, who said the deal would help bring “stability” to the turbulent Middle East. His Turkish counterpart, Binali Yildirim, made a simultaneous announcement in Ankara. The deal will restore full diplomatic relations between Jerusalem and Ankara in return for Turkish commitments to tackle terrorism and remove opposition to Israel in international forums and and Israeli promises to allow Turkish aid into the Hamas-controlled Gaza Strip.Once tight, already frayed relations between Israel and Turkey were significantly downgraded in 2010 after Israeli commandos staged a raid on a six-ship Turkish flotilla which was trying to breach Israel’s naval blockade of the Strip. The commandos were violently attacked by those on board the Turkish-flagged Mavi Marmara, and nine Turkish citizens, including one with American citizenship, were killed in the ensuing melee. A tenth died of his wounds years later. A number of Israeli soldiers were injured in the raid.Under the deal Israel will also pay $20 million (18.14 million euros) in compensation for the deaths caused in the commando raid, Yildirim confirmed. In return for the compensation, Turkey agreed not to take legal action against IDF soldiers involved in the incident.Criticizing Netanyahu for agreeing to compensation, opposition leader Isaac Herzog said the deal was “important,” but hedged his praise by saying Ankara “is the ally of Hamas.”“Like in the [Gilad] Shalit incident and in Operation Protective Edge, Netanyahu is weak against Hamas because over the years he’s given in to the political threats of [Yisrael Beytenu party leader Avigdor] Liberman and has been dragged along unnecessarily at the expense of Israeli citizens’ security interests,” he said. However, Zionist Union number two Tzipi Livni said she had to admit that she would have signed the same agreement if she had been in the government.Yesh Atid party leader Yair Lapid said the deal with Turkey was “difficult to swallow, but states make agreements such as these.”“There’s what we all feel and there’s the security and national interest, and they take precedence,” he said at a party meeting in the Knesset. In recent weeks the families of two soldiers whose bodies are believed to held by Hamas, and two Israelis thought to be in the captivity of the terrorist group, have campaigned for their return to be part of the deal. While no such guarantee was part of the agreement, Netanyahu said that Turkey has promised to help return the soldiers and captives from Gaza.He said Turkish President Recep Tayyip Erdogan had personally sent a letter pledging to do all he could on the matter.Avraham Abera Mengistu, 29, a Jew of Ethiopian descent, has been held by Hamas for nearly two years. According to his family, he suffers from a mental illness and stumbled across the border into the coastal territory by accident in 2014.A second Israeli man, a resident of a Bedouin community in the Negev, is also thought to be held by Hamas in Gaza. His name has not been released for publication. He, too, apparently crossed the border of his own volition, and has been described as mentally disabled.Lt. Hadar Goldin and Sgt. Oron Shaul were killed in separate incidents during Israel’s military offensive against Hamas in the summer of 2014. Though neither body was recovered, the army has classified both soldiers as “killed in action” based on forensic evidence. Hamas has claimed to be holding the remains of the two.Reacting to Netanyahu’s announcement of the deal, Goldin’s family said in a statement that it “abandons Lt. Hadar Goldin and Sgt. Oron Shaul and doesn’t include the return of their bodies from Hamas captivity.”“The prime minister’s declarations were hollow. He acted contrary to his promises to us,” the family, calling the accord “a bad and problematic deal.”Responding to inquiries by Channel 10 whether Turkey will secure the return of the remains of Israeli soldiers killed in 2014 and held by Hamas in Gaza, Turkish Prime Minister Yildirim said Ankara “will decide according to the advancement of relations how to act going forward.”Speaking from Rome, Netanyahu said the agreement would secure the “continuation of the maritime security blockade off the Gaza Strip coast.”“This is a supreme security interest for us. I was not prepared to compromise on it,” he added. Israel says the blockade is necessary to keep out material that could be used for military purposes in the Strip, which is run by the terror group Hamas.Netanyahu’s former National Security Council Maj. Gen. (res.) Yaakov Amidror said the normalization would have “very little” impact on Israel’s security arrangements in Gaza in the short term.“In the future, it depends,” Amidror told reporters in the hours following the announcement of the agreement. “But the potential is huge.”While Hamas maintains its overseas headquarters in Turkey and has ideological ties with Erdogan, the former head of Military Intelligence doubted this deal would change the terrorist organization’s opinion of Israel.“I don’t see the Turks having a lot of influence over the military wing of Hamas in Gaza,” Amidror said.

It’s not worth waiting for the guarantees of the prime minister. He always promises me and I’ve been disappointed. He didn’t take into account the grieving families.”17:57-Trump says EU doomed-Following the UK’s Brexit referendum, Republican presidential hopeful Donald Trump predicts the EU’s demise.“The people have spoken. Police skirmish with Muslim worshipers on Temple Mount-At least 7 Palestinians, 1 police officer injured in clashes on holy site in closing days of Ramadan-By AFP and Times of Israel staff June 26, 2016, 7:20 pm

Israeli police at Jerusalem’s Temple Mount clashed Sunday with Muslims protesting Jewish visits there as the Islamic holy month of Ramadan approached its climax, Palestinians said. The Palestinian Red Crescent Society said that it took seven Palestinians to an East Jerusalem hospital for treatment of injuries caused by sponge-tipped bullets, tear gas and beatings at Al-Aqsa Mosque. At least one police officer was injured in the clashes, police said.Police said that officers at the Old City site arrested four masked youths “who were disrupting visits on the Temple Mount” by non-Muslims.A police spokesman questioned by AFP said he was not aware of officers using force.Islamic officials said that trouble began when Israel allowed the visitors into the compound in breach of a tradition which only allows worshipers to enter during the last 10 days of Ramadan, which are now in progress. They said they were taken by surprise at the appearance of the visitors and a group of Muslim youths protested, before retreating to Al-Aqsa Mosque. The 10 days, which began on Sunday, are the most solemn for Muslims and the period attracts the highest number of worshipers to the site.Clashes on the sensitive holy site in the past have sparked wider Palestinian violence in Jerusalem and beyond.

Israel moves to strip citizenship, residency of would-be IS fighters-Interior minister says decision is a ‘message of deterrence to anyone thinking of joining terrorist groups’-By Dov Lieber June 26, 2016, 9:49 pm-THE TIMES OF ISRAEL

Interior Minister Aryeh Deri on Sunday moved to strip two residents of East Jerusalem of their Israeli citizenship and residency status for their involvement with the Islamic State terror group.Deri asked Attorney General Avichai Mandelblit to revoke the citizenship of Luqman Atun, 24, who is a resident of the East Jerusalem neighborhood of Tsur Baher. Atun flew to Turkey in October 2014, but didn’t have enough money to be taken to the Syrian border. The interior minister also requested that the permanent residency status of East Jerusalemite Khalil Adel Khalil, 26, be revoked. Khalil was convicted in December 2015 of attempting to join the Islamic State and seeking to fight for the group in Syria.Permanent residency is the status of most of East Jerusalem’s approximately 300,000 Arabs, who are not Israeli citizens, although they can apply for citizenship if they so choose. The Israeli news site Ynet reported that Deri’s request was the most advanced move taken so far to strip Arabs in Israel of citizenship or residency for connection with the Islamic State.Previous interior ministers have called for similar measures against Israeli IS recruits, but no action has ever been carried out.In his letter to the attorney general, Deri wrote, “There is no need to elaborate on the importance of Israeli citizenship, which includes a duty between the citizen and his country and the state and its citizens.“Against the background of increasing global terrorism, we must fight with all our power the phenomenon of those who choose to join terrorist organizations,” the letter continued. “The revocation of the citizenship of those in question has a real message of deterrence to anyone who is considering joining a terrorist organization.”In one of his first moves in his second stint as interior minister, Deri released a memorandum in January outlining an amendment to the not-yet-passed citizenship law, which would have given him the authority to revoke the citizenship of Israeli citizens who join the Islamic State. In November 2015, after a group of seven residents from the northern Israeli Arab town of Jaljulia were charged with plotting to make their way to Syria and fight alongside IS, Israeli Prime Minister Benjamin Netanyahu called for revoking their citizenship.“Whoever joins Islamic State will not be an Israeli citizen, and if he leaves the country’s borders he will not return,” Netanyahu said, and noted that the concept of revoking citizenship for those who join IS was becoming more accepted in the international community.According to some estimates in January, 100–150 Israeli citizens are said to have traveled abroad to fight with IS.

Hezbollah brushes off US sanctions, says money comes via Iran-In December, Congress voted to take action against banks that deal with the Shiite terrorist organization-By AFP June 25, 2016, 4:22 am-THE TIMES OF ISRAEL

Hezbollah chief Hassan Nasrallah on Friday said his group would not be affected by fresh US sanctions because it receives its money directly from Iran, not via Lebanese banks. In a speech broadcast by the Shiite party’s Al-Manar station, Nasrallah brushed off assertions that Hezbollah would be hurt by US sanctions on Lebanese financial institutions that work with the group.“We do not have any business projects or investments via banks,” Nasrallah said, insisting the group “will not be affected.”“We are open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets, are from the Islamic Republic of Iran,” he added.Iran was instrumental in Hezbollah’s inception three decades ago and has provided financial and military support to the group. In December, the US Congress voted to impose sanctions on banks that deal with Hezbollah, considered a “terrorist group” by the US.And last month, Lebanon’s central bank instructed the country’s banks and financial institutions to comply with the new measure against the Lebanese Shiite group.Hezbollah has fiercely criticized the law and accused central bank governor Riad Salameh of “yielding” to Washington’s demands.“As long as Iran has money, we have money… Just as we receive the rockets that we use to threaten Israel, we are receiving our money. No law will prevent us from receiving it,” Nasrallah said. The Hezbollah chief also warned that some banks were applying the law too harshly and shutting down the accounts of Lebanese charities.Earlier this month, a bomb exploded outside the Beirut headquarters of Blom Bank, one of the country’s largest, wounding one person.Several Lebanese newspapers known to be critical of Hezbollah said at the time the explosion was a “message” to banks complying with the US ruling.Washington has labelled Hezbollah a global terrorist group since 1995, accusing it of a long list of attacks including the bombing of the US Embassy and Marine barracks in Lebanon in 1983.

Abbas walks back claim rabbis sought to ‘poison’ Palestinian wells-After being accused of blood libel, PA leader reneges on ‘baseless’ allegation, says he didn’t intend ‘to offend Jewish people’-By Times of Israel staff June 25, 2016, 12:02 pm

Palestinian Authority President Mahmoud Abbas on Saturday backed away from his claim that rabbis had called to poison Palestinian water, saying he hadn’t intended to offend Jews, after Israel and Jewish groups said his statements were promoting blood libels and anti-Semitic tropes.“After it has become evident that the alleged statements by a rabbi on poisoning Palestinian wells, which were reported by various media outlets, are baseless, President Mahmoud Abbas has affirmed that he didn’t intend to do harm to Judaism or to offend Jewish people around the world,” his office said in a statement. In his speech to the Parliament of the European Union in Brussels on Thursday, Abbas claimed accusations of incitement by the Palestinians were unfair as “The Israelis are doing this as well… Certain rabbis in Israel have said very clearly to their government that our water should be poisoned in order to have Palestinians killed.”A story reported in the Turkish press earlier in June claimed a rabbi had made such a call, though the story was quickly debunked. His office said he “rejected all claims that accuse him and the Palestinian people of offending the Jewish religion. [He] also condemned all accusations of anti-Semitism.”Abbas did not walk back his assertion, also contained in his EU speech, that terrorism worldwide would be eradicated if only Israel withdrew from the West Bank and East Jerusalem.Israel excoriated Abbas on Thursday as a peddler of lies, with the Prime Minister’s Office saying he “showed his true colors” and “is lying when he claims his hand is outstretched in peace.“Israel waits for the day Abbas stops peddling lies and inciting [against Israel]. Until then, Israel will continue to defend itself against Palestinian incitement, which fuels terror,” the statement said.In his speech earlier Thursday, Abbas cited recent criticisms of the current Israeli leadership by former defense minister Moshe Ya’alon and former prime minister Ehud Barak in condemning Israel’s “never-ending provocations” and “fascist policies.”Ya’alon took issue with Abbas’s mention of him, accusing the Palestinian leader of taking advantage of “true, healthy, democratic dialogue that exists in Israeli society (and that does not exist in his).”Abbas, said Ya’alon in a Facebook status, was “lying, as usual, and continuing to propagate blood libels against Israel,” and was proving yet again that he was never interested in an “agreement that recognizes the State of Israel as the state of the Jewish people.”Earlier Thursday, Abbas refused to meet with Rivlin, who was also in Brussels and who addressed the European Parliament a day earlier.US-based Jewish groups joined the fray in denouncing Abbas, with the Anti-Defamation League accusing Abbas of making a speech that “interspersed claims of an interest in reconciliation with Israel with base allegations against the Jewish state, which are reminiscent of age-old anti-Semitic stereotypes.”“Unfortunately, conspiratorial incitement by the Palestinian Authority is not new,” said ADL CEO Jonathan Greenblatt, adding that Abbas’s “charges of an Israeli effort to poison Palestinian water, and claims of Israel serving as the root of terrorism worldwide, are particularly disturbing and significant.”The American Jewish Committee also issued a sharp rebuke of the PA president, calling him a “great disappointer” who “abused an international platform to deliver yet another tirade full of invectives and falsehoods against Israel.”AJC CEO David Harris said that “Abbas’s malicious attack contradicts any attempt he made to verbally offer a hand for peace. Indeed, Abbas demonstrably held back his hand both by his remarks, and by rejecting an EU request that he meet with President Rivlin.”In his speech, Abbas said the Palestinian Authority supported efforts to reach a two-state solution as outlined in the current French peace plan and the 2002 Arab Peace Initiative, and dismissed calls for an interim agreement.“We reject any suggestion of temporary borders or an interim agreement because it’s a waste of time and does not lead anywhere,” he said.“We favor a two-state solution based on the 1967 borders with East Jerusalem as the capital, and the solution will be based on the Arab Peace Initiative that was approved in 2002 with no changes to it,” Abbas continued. “Our hands are extended with a desire for peace, we have the political will to achieve peace.”An international conference aimed at resurrecting the stalled peace talks, to be held later as part of the French plan, must include a “set schedule for negotiations and the implementation of decisions, and constitute a mechanism for the implementation and monitoring of the decisions, as happened in the negotiations with Iran,” he said. The Palestinian leader also claimed that “once the occupation ends, terrorism will disappear, there will be no more terrorism in the Middle East, or anywhere else in the world.”He accused Israel of turning “our country into an open-air prison.”Abbas went on to press EU lawmakers on why Israel was “free to act with impunity” and was not held accountable under international law.“Why is international law not being applied in the case of Israel?” he asked to applause by MEP lawmakers. The European Union has been pressing hard to get the stalled Middle East peace process back on track based on a two-state solution.EU foreign ministers on Monday backed a French initiative to call an international conference on the Middle East aimed at restarting Israeli-Palestinian talks, which have been deadlocked since 2014.

Jordan court charges 21 with ‘terrorism’ — state media-Announcement follows a month that saw two deadly attacks against security officials in the country-By AFP June 26, 2016, 9:46 pm-THE TIMES OF ISRAEL

A Jordanian court on Sunday charged 21 people with carrying out “terrorist acts” after their arrest in an operation against jihadists in the country’s north in March, a prosecutor said. The State Security Court accused them of committing “terrorist acts that led to deaths,” making explosives and possessing weapons, the official Petra news agency quoted the court’s chief prosecutor as saying. The agency did not say when their trial would begin. In March, Jordan announced it had foiled a plot by the Islamic State jihadist group to carry out attacks in the kingdom in an operation in the city of Irbid.IS had being planning to target “civilian and military sites,” the authorities said, adding seven jihadists were killed and around 20 arrested in the operation. Two deadly attacks targeting security forces rocked the kingdom this month. On Tuesday, a suicide bomber killed seven soldiers in an area where thousands of Syrian refugees are stranded near the Syrian border. The bombing came two weeks after a gunman, who was later arrested, killed five Jordanian intelligence officers in a Palestinian refugee camp north of the capital.Jordan is part of the US-led coalition fighting IS in Syria and Iraq.

Amid reports of warming ties with Israel, Erdogan hosts Hamas leader-Turkish president, Khaled Mashaal discuss bridging gap between Gaza-based group and PA’s Fatah-By AFP and Times of Israel staff June 25, 2016, 2:15 am

As Israel and Ankara reportedly near a deal on normalizing ties, Turkish President Recep Tayyip Erdogan on Friday met the leader of Palestinian terrorist group Hamas for unscheduled talks.Erdogan received the Doha-based Hamas leader Khaled Mashaal, whose group rules the Gaza Strip, at the Ottoman-era Yildiz Palace in Istanbul, the official Anadolu Agency reported, quoting presidential sources.Turkish press reports have said Israel and Turkey could hold final talks on normalizing ties on Sunday but this has yet to be confirmed.Turkish Foreign Minister Mevlut Cavusoglu said on Thursday there was a “large possibility” the negotiations would take place by the end of this month.Anadolu said Erdogan and Mashaal discussed how to ease the humanitarian problems of the Palestinians and how to bridge the differences between Hamas and the other main Palestinian group Fatah, which controls the Palestinian Authority-The report made no reference to the Turkish talks with Israel.Previously tight relations between Israel and key NATO member Turkey were significantly downgraded in 2010 after IDF commandos raided a Turkish vessel that was trying to run the Israeli naval blockade on Gaza, The soldiers were attacked by passengers and killed nine Turkish civilians in the ensuing melee. A tenth died later. Two of Turkey’s key conditions for normalization — an apology and compensation — were largely met, leaving its third demand, that Israel lift its blockade on the Hamas-run Gaza Strip, as the main obstacle.Channel 2 reported Thursday that under the deal the blockade on the Gaza Strip will continue, but Turkey will be allowed to send equipment and goods via the Israeli port of Ashdod and from there to Gaza. In addition, Turkey is to build a power station, a desalination plant and a hospital in the Strip.Senior officials said the details of the deal have been coordinated with Egypt, according to the report.

Vatican denies pope has ‘Crusades’ mentality over Armenian genocide-Turkey spurns Francis’s recognition of mass killing, but hasn’t issued formal protest despite deputy prime minister’s comment-By Nicole Winfield June 26, 2016, 7:00 pm-THE TIMES OF ISRAEL

YEREVAN, Armenia (AP) — The Vatican on Sunday strongly dismissed Turkish claims that Pope Francis has adopted a “Crusades” mentality by recognizing the Ottoman-era genocide of Armenians, insisting that Francis’s three-day visit to the Orthodox country was one of peace and reconciliation.Francis wrapped up his trip with calls for closer ties with Armenia’s Oriental Orthodox church and a joint declaration with the Apostolic Church leader on the plight of Christians in the Mideast. The pope and Armenian patriarch also visited a monastery near Armenia’s closed western border with Turkey, where they released two white doves of peace. But it was Francis’ recognition on his first day that the 1915 slaughter by Ottoman Turks of an estimated 1.5 million Armenians constituted planned genocide that continued to reverberate.Turkey issued a harsh rebuttal late Saturday, with Deputy Prime Minister Nurettin Canikli calling the comments untrue, “greatly unfortunate” and saying they bore the hallmarks of the “mentality of the Crusades.”Turkey rejects the term genocide, saying the death toll cited by historians is inflated and that people died on both sides as the Ottoman Empire collapsed amid World War I. When Francis first used it last year, Turkey recalled its ambassador for 10 months and accused the pope of spreading lies. The Vatican spokesman, the Rev. Federico Lombardi, said the Holy See hadn’t received any formal complaint from Turkey as of Sunday. Responding to Canikli’s comments, he said nothing in Francis’ texts or actions had suggested a Crusades-like mentality.“It is a spirit of dialogue, of building peace, of building bridges and not walls,” Lombardi said.“The pope is not doing Crusades,” he added. “He has said no words against the Turkish people.”On Sunday, Francis turned his attention to religious affairs, participating in an open-air liturgy on the grounds of the Armenian Apostolic Cathedral in Etchmiadzin, the seat of the Oriental Orthodox church here. The landlocked nation of 3 million was the first nation in the world to adopt Christianity as a state religion in 301.Amid haunting chants, Francis processed up and down the central walkway of the Etchmiadzin complex alongside the patriarch, Catholicos Karekin II, both walking under a gold-brocaded canopy as incense furled around them. During the 2-hour service celebrated by Karekin, Francis stood to the side of the altar and offered a greeting calling for greater unity between the two churches.“May an ardent desire for unity rise up in our hearts, a unity that must not be the submission of one to the other, or assimilation, but rather the acceptance of all the gifts that God has given to each,” he said. “Let us pay heed to the younger generation, who seek a future free of past divisions.”He then asked Karekin to bless him: “Bless me, bless me and the Catholic Church, and bless this path toward full unity.”The Armenian Apostolic church and a few other Oriental Orthodox churches split from the Catholic Church in the 5th century in a dispute over the divine and human natures of Jesus Christ. The division arose some six centuries before the Great Schism that split the rest of Orthodoxy from Rome. While still divided over the primacy of the pope, the Apostolic and Catholic churches have friendly relations. Francis and his papal delegation stayed at the Etchmiadzin cathedral complex as guests of Karekin.Still, there have been tensions: Francis and Karekin were supposed to have signed a joint declaration on their improved ties but that was taken off the agenda. Instead the two men expressed their joint concern for Islamic extremist attacks against Christians in the Middle East.“The martyrs belong to all the churches and their suffering is an ‘ecumenism of blood’ which transcends the historical divisions between Christians, calling us all to promote the visible unity of Christ’s disciples,” the declaration read.It repeated a line from a 2001 declaration penned by St. John Paul II and Karekin that the slaughter of Armenians was the “first genocide of the 20th century,” and hailed the progress made in warming relations. After Sunday’s liturgy and a formal luncheon, Francis headed west toward Armenia’s border with Turkey to visit the Khor Virap monastery, one of the most sacred sites in Armenia. The monastery lies in the shadow of Mt. Ararat, where, according to legend, Noah landed his Ark after the great floods. He and Karekin simultaneously released two white doves in a message of peace.Turkey closed the border with Armenia in support for its ally and ethnic kin, Azerbaijan, after the Nagorno-Karabakh conflict erupted into a full-scale war in 1992. The blockade has worsened Armenia’s economic problems. Nagorno-Karabakh is officially part of Azerbaijan, but since a separatist war ended in 1994 it has been under the control of forces that claim to be local ethnic Armenians but that Azerbaijan claims include regular Armenian military.Francis has said he would love to see the Turkish-Armenian border reopened, given his longstanding call for countries to build bridges, not walls. The final declaration expressed hope that a peaceful resolution would be found to the Nagorno-Karabakh conflict.
