U.S. has agreement with Canada to accept 100,000 Palestinians: Arab report-Canada would receive 100,000 Palestinians from Lebanon and Syria and Spain would receive 16,000 Palestinians from Lebanon, alongside similar agreements with Belgium and France.By JERUSALEM POST STAFF-September 4, 2019 13:44

The Lebanon-based newspaper Al Akhbar reported that an official source in one of the Palestinian factions revealed that there is an understanding between the United States and Canada for Canada to receive 100,000 Palestinians (40,000 from Lebanon and another 60,000 from Syria). In addition, there is a further understanding with Spain to receive 16,000 Palestinians from Lebanon, alongside similar agreements with Belgium and France. The understandings would lead to the reduction of the cost of migration from $12,000 to $7,000 per person. The representative of Hamas in Lebanon, Ahmed Abdel-Hadi, told Al Akhbar that part of the Deal of the Century aims to resettle between 75,000 to 100,000 Palestinians in Lebanon and displace the rest to more than one country.About 40,000 Palestinians have left Lebanon in the last four years through legal immigration. Others have taken illegal routes. Many Palestinian youth are trying to emigrate from Lebanon at all costs, but many attempts end in tragedy, according to Al Akhbar. Some who try to emigrate die while trying to cross seas or deserts. Those who have emigrated so far have been the "victims" of humanitarian and life pressures, the shrinking of UNRWA and the fabrication of security events, as well as organized networks that influence young people and families to persuade them to emigrate as American pressure grows to implement the deal of the century, according to Abdel-Hadi."Hamas has developed a strategy to counter migration based on an understanding with Lebanon in order to relieve the pressure so that the Palestinians will feel that they are living a dignified life, achieve human rights achievements, pressure UNRWA to improve services and have Palestinian factions contribute to projects that provide jobs for youth," said Abdel-Hadi.The Trump administration’s "Deal of the Century" peace plan is not expected to be released until after Israel's Sept. 17 elections,as per US special envoy Jason Greenblatt.

In rare Hebron visit, Netanyahu says Jews will remain in divided city forever-Despite right-wing pressure, PM refrains from announcing additional settlement construction in West Bank city during ceremony marking 90th anniversary of massacre-By Jacob Magid-SEP 4,19

HEBRON, West Bank — During a rare visit to Hebron on Wednesday, Prime Minister Benjamin Netanyahu declared that Israelis would remain in the flashpoint West Bank city forever, but stopped short of announcing new construction in the area as Jewish locals and right-wing lawmakers have been demanding.“Hebron will never be free of Jews….We are not strangers in Hebron. We will remain here forever,” Netanyahu declared at a ceremony marking the 90th anniversary of the Hebron massacre, in which Arab rioters murdered 67 of their Jewish neighbors in the ancient city.Netanyahu also avoided declaring his intention to extend Israeli sovereignty to  Hebron, as fellow Likud lawmakers Yuli Edelstein and Miri Regev had urged in their respective visits to the city earlier in the day.Earlier this week, Netanyahu said that his government would enact “Jewish sovereignty” over West Bank settlements, but during the Wednesday visit sufficed by saying: “We have not come here to dispossess anyone, but no one will dispossess us either.”In the weeks leading up the visit, Hebron settlers and right-wing lawmakers launched a campaign urging Netanyahu to approve an Israeli construction plan in the Old City of Hebron’s disputed market. In November of last year, then-defense minister Avigdor Liberman announced that his office’s legal adviser had adopted an opinion that would allow Hebron’s settlers to return to the market, which Jews owned well before the establishment of the State of Israel but fled after the 1929 Hebron massacre. After the 1948 War of Independence, Jordan leased the market stalls to Palestinians and gave them protected tenancy. That special status was upheld through the 1967 Six Day War, when Israel gained military control of the West Bank, and continued past 1994, when Israeli courts rejected attempts by Jewish residents to reoccupy shops that had been shuttered by the IDF.The market became the heart of commercial life for Palestinians in the Old City of Hebron, but it was closed following a 1994 terror attack at the Tomb of the Patriarchs in which Israeli extremist Baruch Goldstein killed 29 Palestinian worshipers. At the time, the IDF assessed that Palestinians would attempt to carry out reprisal attacks against Israelis living in the nearby Avraham Avinu neighborhood. In the 1997 Hebron Protocol that he signed with Palestinian Liberation Organization chairman Yasser Arafat, Netanyahu committed to re-opening the wholesale market in order to allow the “normalization of life” in the Old City. However, that commitment was never upheld for security reasons.Defense Ministry legal adviser Itai Ophir determined that since the “political-security” situation makes the re-opening of the market unlikely in the foreseeable future, Israel is allowed to demolish the shops and build residential buildings for Israelis in their stead. The Palestinian shops could then be rebuilt above them.Netanyahu’s approval is still needed to move forward with the plan, but even then, the Palestinian municipality in Hebron is expected to petition the High Court of Justice against such construction. The Peace Now settlement watchdog panned the proposal to approve building where the wholesale market stands.“The common settler refrain is that they are merely ‘coming back to live in their ancient homeland,’ yet this explanation entirely ignores the context of how their living in the West Bank perpetuates Israel’s military rule over the Palestinians at the cost of the latter’s freedom,” the left-wing NGO said, adding that such a project would impose a security burden on the IDF which would be forced to guard an additional Jewish compound in the heart of the volatile city of some 200,000 Palestinians. In addition to construction in the market, Hebron residents have urged the government to make the Tomb of the Patriarchs wheelchair-accessible.At this week’s weekly cabinet meeting, Education Minister and Yamina MK Rafi Peretz urged Netanyahu to cede to one of the demands. The premier told Peretz to find out which of the two projects the settlers’ want more and to get back to himNetanyahu told the crowd of roughly one hundred in Hebron on Wednesday that he was “looking into” the two matters, leading to immediate rebuke from Yamina MK Bezalel Smotrich, who tweeted from his seat in the crowd that neither of the demands would ever be met if “Yamina won’t be strong enough after the elections to pressure him.”Yamina chairwoman Ayelet Shaked piled on, calling Netanyahu’s declarations of permanent Israeli presence in Hebron “only words. Even wheelchair accessibility to the Tomb of the Patriarchs he didn’t approve.”Netanyahu preferred to focus on what he had already achieved for Hebron, saying he was “proud of the fact that [his] government approved the construction plan in Hebron’s Jewish Quarter last year, which will include dozens of homes.”Construction of the 31 homes, two kindergartens, a daycare center and a public park in what was once an IDF base in the Hezekiah Quarter of Hebron, has yet to begin and still faces several legal hurdles.Netanyahu also boasted about last week’s return of Israeli settlers to the disputed Machpela House near the Tomb of the Patriarchs, after a Defense Ministry committee authorized their purchase of half the compound. However, the occupancy of the compound nearly a year and a half after squatting settlers were ordered to leave appears to have been premature, given that an additional legal step is required to determine which part of the home now belongs to them.Despite the criticism from Yamina MKs, a spokesman for the Jewish community in Hebron said he felt the prime minister made a “wise” decision in not making any declarations at the ceremony.“He would’ve been accused of using the 90th anniversary of the murders as a political platform and they would’ve said, ‘Look he came to Hebron, just to gather votes,'” Yishai Fleisher said.At the same, the Hebron spokesman acknowledged that the Jewish community “wants more” from the prime minister.“We want you to rectify the mistake you made by agreeing to give the Palestinian Authority 97% of Hebron,” Fleisher added.Under the Hebron Protocol signed by Netanyahu and the Palestinians in January 1997, the West Bank’s most populous city was divided into two sections. H1 includes 80 percent of the city and lies under full Palestinian control. In H2, 800 Israeli settlers live in fortified compounds heavily guarded by the IDF amid 40,000 Palestinians, whose movements are highly restricted.Still, Fleisher said that “the very fact that he came here allows us to show the beauty and normalcy of this place.”Wednesday’s event marked the first time a prime minister addressed the state ceremony at the Tomb of the Patriarchs. The last time an Israeli prime minister stepped foot in Hebron was in 1998 when Netanyahu, in his first term, paid a condolence call to the family of Shlomo Ra’anan, who was killed in a terror attack.Netanyahu’s visit was blasted by the Palestinian Authority’s foreign ministry as “colonial” and “provocative.”Their statement also claimed Netanyahu was undertaking the visit to lobby for votes from the “right and extreme right” ahead of the national elections later in September.Hamas spokesman Hazem Qassim wrote on Facebook that “Netanyahu’s announcement of his intention to storm Hebron and the Ibrahimi Mosque is a gross assault on the Muslim nation’s feelings.”“Hebron, Jerusalem and all of Palestine’s cities are totally Arab and the occupation’s attempts to change their identity, history, origin will not succeed,” Qassim added. The ceremony concluded a day of events marking the 90th anniversary, which included a speech from President Reuven Rivlin earlier in the afternoon at the Hebron cemetery where the massacre victims are buried.  Knesset Speaker Edelstein also took part in a ceremony to hang up a mezuzah — a rolled up scroll of parchment that Jewish families hang on the frame of their front doors — at the Machpela House.Adam Rasgon contributed to this article.

Lebanese PM: We’re not responsible for Hezbollah; it’s a ‘regional problem’-Saad Harari’s remarks come as Israel stresses it won’t distinguish between Beirut and the Lebanon-based terror group in future conflict-By TOI staff-SEP 4,19

Lebanon’s prime minister disavowed any responsibility for Hezbollah on Tuesday, declaring himself unable to curb the political party-cum-terrorist organization’s activities. In an interview with American cable news network CNBC, days after a bout of cross-border fire between Hezbollah and the Israel Defense Forces brought long-simmering tensions to a boil, Saad Hariri said the group is not only “a Lebanese problem” but rather “a regional problem.”“Israel wants to have… this scenario that Lebanon is responsible, with what Netanyahu says, and if you want to buy it, buy it. But he knows and the international community knows that this is not true,” he said.Israel has warned that it will not differentiate between Lebanon and Hezbollah in  a future conflict. On Wednesday, Foreign Minister Israel Katz doubled down on this position.“What happened in 2006 [during the Second Lebanon War], where Israel distinguished between Lebanon and Hezbollah, won’t happen again,” Katz told Army Radio. “[Hezbollah leader Hassan] Nasrallah has the potential to go down in history as the destroyer of Lebanon. Our doctrine right now is that Lebanon equals Hezbollah.”Hariri had tried to calm tensions during the escalation of hostilities earlier this week, urging the United States and France to intervene to prevent further violence. On Sunday afternoon, Hezbollah fired an anti-tank missile at Israeli military vehicles. No Israelis were hurt and the IDF responded by attacking Hezbollah targets in southern Lebanon. The tit-for-tat had the potential to escalate as both sides vowed not tolerate fire, but a tense calm returned to the north Monday. The anti-tank fire came more than a week after an Israeli airstrike against an Iranian-controlled base in Syria in which several operatives were killed, including two Hezbollah members. Israel was also blamed for drone strikes in Beirut. The drones were downed near a Hezbollah stronghold. but Israel did not acknowledge having sent them.Prior to Sunday’s exchange of fire, Prime Minister Benjamin Netanyahu had issued a warning to both Hezbollah leader Hassan Nasrallah and the Lebanese government, cautioning them to “be careful what you say and be more careful what you do.”Hariri told CNBC that he was unable to control the group, which has been implicated in the murder of his father, former prime minister Rafik Hariri. Hezbollah is a major force in Lebanese politics and its representatives sit in the country’s parliament.“I am a pragmatic person, and I know my limits, and I know the limits of this region. If people were serious about this issue, they would have done things 10, 15, 20, 30 years” earlier, he said, adding that he was not opposed to American sanctions imposed on Lebanon’s Jammal Trust Bank last week over its ties to Hezbollah.Washington “had to take this action, and I don’t like it and I wish this bank didn’t go through what they did,” he said.

16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Netanyahu says Trump peace plan will be released ‘immediately’ after elections-Prime minister tells Likud backers long-awaited US proposal to resume Israeli-Palestinian negotiations to roll out right after September 17 vote-By TOI staff-3 September 2019, 11:18 pm

Prime Minister Benjamin Netanyahu said Tuesday that US President Donald Trump’s peace plan will be released “immediately” after Israel’s elections later this month.Netanyahu made the remark at a Likud campaign event in the northern city of Kiryat Ata, while assailing his political rivals for their positions on Iran and an Israeli-Palestinian peace deal.“Who do you want to be dealing with talks over the Deal of the Century of President [Donald] Trump, which will be coming in just a bit, immediately after the elections?” he asked supporters. He did not give a specific date for the release of the long-delayed proposal.Last Wednesday, US special envoy Jason Greenblatt tweeted that the Trump administration had decided against releasing the plan until after elections, after Trump appeared to toy with the idea of rolling it out before the September 17 vote.At a campaign event last week, Netanyahu said that the administration’s peace deal “will be presented to the world after the election. I believe it will likely be very soon after the election.”Last month, Trump was asked by reporters at the G7 summit whether he planned to introduce the political portion of his administration’s peace plan before Israel’s elections. He first said, “No of course not,” but moments later added, “but I think you may see what the deal is before the election,” sparking confusion as to Washington’s intentions.Trump’s Mideast peace plan was supposed to roll out over the summer, but unveiling of the plan was delayed after Netanyahu failed to cobble together a coalition following the April elections and called a fresh vote. The US has so far kept the political elements of its plan under wraps, while the economic aspects of it were presented in June by Trump’s son-in-law and adviser Jared Kushner at an American-led conference in Bahrain. The economic side of the plan would see a $50 billion investment package for the Palestinians and the wider region. The Palestinians skipped the Bahrain conference and have rejected the peace plan outright, pressing on with their boycott of the administration since Trump recognized Jerusalem as Israel’s capital in December 2017 and cut Palestinian aid.The Trump administration has since cut hundreds of millions of dollars in aid to the Palestinians, including all of its support for the UN agency for Palestinian refugees and nearly $200 million earmarked for humanitarian programs in the West Bank and Gaza.Netanyahu says he is willing to wait and see the contents of the plan, but has reiterated he will not compromise on Israel’s security or evacuate settlements. No details have been published so far about how the plan tackles key issues such as a potential independent Palestinian state, Israeli control over the West Bank, the fate of Jerusalem and the so-called right of return for Palestinians to homes from which their families fled or were expelled after Israel’s creation in 1948.US officials have indicated that they will back “Palestinian autonomy” and self-governance, but stop short of endorsing the establishment of a Palestinian state.
