A treaty for foreign policy

EUOBSERVER / COMMENT - The successful European treaties all have a theme. The Single European Act created the single market, the Maastricht treaty gave us the euro, and Amsterdam led to greater cooperation in justice and home affairs.
What will be the theme of the new Reform Treaty, the outlines of which were agreed at the weekend? Will it have a big idea to give it meaning and purpose, or will it, like the Nice treaty, linger on, pointless and lamented.
The answer lies in the enhanced capacity for the EU to act on the world stage. At present, the representation of the EU to third countries is divided three ways between the High Representative for the CFSP, the European Commissioner for External Relations and Neighbourhood Policy, and the foreign affairs minister of the member state that holds rotating presidency. Not surprisingly, this can sometimes be confusing.
The new treaty contains a modest but significant reform: to bring together the roles of Council representative and Commissioner, and to install that person as permanent chair of the foreign affairs council. This reshuffling of the roles could have a big practical effect. There will be a consistent voice for the European Union – Henry Kissinger's famous request for a phone number to call will now have an answer. Clarity will replace complication, and disruption will give way to continuity.
Europe will get a louder voice in the world, which Europe needs, and which the world needs.
It was envisaged in the constitutional treaty that this new merged role would be called the Foreign Minister. This was a misnomer, and has rightly been dropped, for the EU representative will not be a foreign minister as conventionally understood.
In a national government, the foreign minister is both the chief representative on matters of foreign policy and also the main decision-maker. He or she can take decisions that matter and give undertakings that will stick. The EU's representative will not have quite the same powers.
Decision-making will remain in the hands of the foreign affairs council, where all 27 member states are represented. That council will continue to vote, as now, by unanimity on policies, turning to QMV for implementation. The vast bulk of the assets used in foreign policy – diplomatic representation around the world, contacts and relationships, and above all military power – remains in the hands of the member states, and will not be at the command of the EU.
It is clear that this reform does not mean more powers for Brussels. Instead, it means that Brussels will be able to use better the powers it already has. This is reason for celebration, and not for a referendum.
There will be many people who regret that the treaty does not go further in strengthening the foreign policy of the European Union, enabling the use of QMV in making policies as well as implementing them, but even they will agree that the improvements it does contain are still a useful step forward.
Of course, the real test of foreign policy will come in practice and not in theory. The world is changing fast, and the different European countries need to work together if they are advance their interests and defend their values. The rise of China, the chaos in Gaza, and the fight against climate change are all issues where Europe has a common interest but not yet a common voice.
The new treaty will give them that voice. This is the right reform, taking place at the right time.
But it is one thing to have a common voice; it is another thing to use it. Having reached agreement at the summit, this is the next challenge for Europe's leaders. But in the meantime, they have given themselves a good start.

BRUSSELS (Reuters) - European Union leaders reached broad agreement on Friday on a single post to run EU foreign affairs, the first success at a summit on the bloc's future, but Poland held up progress towards a treaty to reform the Union. The leaders of the 27 member states agreed on the job title, role and powers of a High Representative of the European Union for foreign policy, defense and security, diplomats said.The post will combine the jobs of foreign policy chief Javier Solana, who does mostly crisis management, and External Relations Commissioner Benita Ferrero-Waldner, who controls the executive European Commission's aid budget.
The new foreign policy chief would chair meetings of EU foreign ministers and head a combined external action service drawing on both national and EU diplomats, after Britain dropped its reservations on those points, the diplomats said.
The provisional accord was reached on the second day of a crucial summit meant to launch negotiations on a treaty to reform the bloc's institutions, replacing the defunct EU constitution and helping the bloc face up to global challenges.German Chancellor Angela Merkel, hosting the summit, struggled to break Poland's resistance to planned changes to the bloc's voting system which Warsaw says would favor member states with larger populations and reduce its own influence.Merkel met Polish President Lech Kaczynski three times in 12 hours to try to ease his concerns.
We're working hard. The problems are not yet solved but everyone is trying, said Merkel, who also met the leaders of the other states with concerns over the treaty Britain, the Czech Republic and the Netherlands.Finnish President Tarja Halonen said she sensed progress.I would say the atmosphere was today better...I am more optimistic now than I was this morning, she told reporters.Danish Prime Minister Anders Fogh Rasmussen said a lot of hard talking lay ahead: I still believe in an agreement but it will be a long negotiation.
WAR SUFFERING
Acrimony grew over Poland's repeated references to its suffering at the hands of Nazi Germany during World War Two to justify its opposition to the voting system. It says it would have a larger population were it not for heavy wartime losses.But Polish Prime Minister Jaroslaw Kaczynski, the president's twin brother, was unapologetic.This is simply the truth. This is not about settling accounts with the Germans. This is about making people aware about a certain moral situation, he told reporters in Warsaw.
He reiterated that Poland would consider other options if there was no agreement on its proposal on EU voting rules.Backers of reform say a revamp of the EU's complex decision-making structures is needed for further enlargement of the bloc and to tackle challenges such as climate change.They say it will provide clear leadership, a stronger voice for the EU in the world and more say for European and national parliaments. Critics fear a dilution of national sovereignty. The treaty plan was salvaged from the EU constitution that was rejected by French and Dutch voters in 2005.
Failure at the summit would deepen divisions in the Union. It could prompt a small group of states to press ahead with closer integration, leaving others behind, and make richer west European countries more reluctant to aid poorer newcomers.
POLAND ISOLATEDOVER VOTING SYSTEM
Nearly all the EU states favor a double majority voting formula requiring 55 percent of member states representing 65 percent of the EU population to pass decisions.
Poland has proposed an alternative under which voting power would be based on the square root of each country's population. This would favor smaller states rather than larger ones. A spokesman for French President Nicolas Sarkozy said he made a proposal based on the so-called Ioannina Compromise giving states just short of a blocking minority an emergency brake to postpone decisions and force more negotiations.
But EU diplomats said Lech Kaczynski wanted those measures further tightened and proposed that existing voting rules be maintained until 2014 at least and ideally through to 2020. Poland also sought pledges that EU countries would help each other in the event of energy supply crunches, a major concern given the bloc's dependence on Russian oil and gas imports. British Prime Minister Tony Blair, the other leader who could scupper a deal, has said Britain will sign up to a treaty only if a list of demands are met. But other leaders say he has
struck a conciliatory tone at his final EU summit.
Eighteen EU nations ratified the constitutional treaty, but even they accept it must be cut to allow France, the Netherlands and Britain to avoid referendums their governments might lose. Yet some key institutional changes are set to be kept, such as creating a president of the European Council of governments elected for 2-1/2 years instead of the current six-month rotating presidency which has grown unwieldy in the enlarged EU.

EU TO BOLSTER PA
EU moves to bolster new Palestinian cabinet Mon Jun 18, 6:50 AM ET
LUXEMBOURG (AFP) - The European Union moved Monday to bolster the Palestinian emergency government, offering political and financial support and urging Israel to follow suit. At a meeting in Luxembourg, EU foreign ministers were to discuss ways to directly fund cabinet leader Salam Fayyad and get aid to people in the strife-torn Gaza Strip, which was seized by Hamas fighters late last week.
There will be a direct relationship, economically also with the government, EU foreign policy chief Javier Solana told reporters as he arrived for the talks. There will be a part of the money that will be direct.The EU, the biggest donor to the Palestinians, suspended direct aid to the previous Palestinian cabinet after Hamas which is blacklisted by Brussels as a terrorist organisation -- took office in March 2006.
But the Union has continued to pay hundreds of millions of euros to needyPalestinian people through a special financing mechanism which ensures that funds do not fall into the hands of the Islamists.Solana said that it was important to support Fayyad, a western-backed independent sworn in to head the cabinet by Palestinian leader Mahmud Abbas after weeks of bitter internecine fighting saw Hamas over-run Gaza.
It's very important that he's able to construct a budget with which he's able to help both the West Bank and Gaza, where poverty and insecurity has been rife over the last year, Solana said.Whenever he does something to help he will do it in both places, he said. This is very, very important.
EU External Relations Commissioner Benita Ferrero-Waldner warned that European funds could not start flowing immediately because the new government would be hard pressed to effectively control and use the aid.It is a matter of financial control and transparency and an emergency government at that moment, I cannot imagine that already there are all the structures, she said.But Solana said the EU would be able to inject money through a special account that was set up with Fayyad when he was finance minister in the previous Hamas-led cabinet.
Gaza, he said, would pose a special problem.

At a meeting in Luxembourg, EU foreign ministers were to discuss ways to directly fund cabinet leader Salam Fayyad and get aid to people in the strife-torn Gaza Strip, which was seized by Hamas fighters late last week.
There will be a direct relationship, economically also with the government, EU foreign policy chief Javier Solana told reporters as he arrived for the talks. There will be a part of the money that will be direct.The EU, the biggest donor to the Palestinians, suspended direct aid to the previous Palestinian cabinet after Hamas which is blacklisted by Brussels as a terrorist organisation -- took office in March 2006.
But the Union has continued to pay hundreds of millions of euros to needyPalestinian people through a special financing mechanism which ensures that funds do not fall into the hands of the Islamists.Solana said that it was important to support Fayyad, a western-backed independent sworn in to head the cabinet by Palestinian leader Mahmud Abbas after weeks of bitter internecine fighting saw Hamas over-run Gaza.

Tomorrow Israel's parliamentarians will convene to elect the next president of Israel. After Shas's council of elders decided last week to throw the party's support behind Deputy Prime Minister Shimon Peres's candidacy, Peres's election seems to be a foregone conclusion.That this is the case is a troubling demonstration of the corruption of Israeli politics. Indeed, more than anything, Peres's frontrunner status in the three-way race is a testament to his success in undermining the honor and honesty of Israeli politics. Peres is a dishonorable man.Notwithstanding his contributions to the state in his younger years, Peres's behavior over the past quarter-century, both in and out of office, has redounded to the diminution of Israel's standing in the region and the world and to the endangerment of the lives of Israeli citizens.In 1981 Peres, then opposition leader, nearly placed Israel in danger of nuclear annihilation by working to undercut then prime minister Menachem Begin's plan to attack the French and Italian-built Iraqi nuclear reactor at Osirak.
Begin was forced to delay the air strike which denied Saddam Hussein the wherewithal to obliterate the Jewish state for a number of months after Peres, who had been leaked knowledge of the planned attack, confronted Begin and implicitly threatened to leak the ultra-secret operation to others.One of the factors that weighed on Begin's decision to attack was the fear that were Peres to win the then approaching 1981 Knesset elections and replace him as premier, Peres would enable Iraq to acquire the means to wipe Israel off the map and assert its hegemony over the global oil market.IN 1986, as prime minister, Peres likely became the the first leader in history to willfully incriminate and abandon an agent of his government who had endangered his own life to defend his country's national security.
Jonathan Pollard is today serving the 22nd year of a life sentence in US Federal prison. Pollard has been subject to discriminatory treatment by the US justice system.No agent in the employ of a state allied with the US ever received a comparable, or even similar sentence for his offense. But then, no country has ever treated its agent as wretchedly as Israel has treated Pollard.
Two weeks ago Pollard's representatives sent a letter to all members of Knesset entreating them not to support Peres's candidacy. Pollard outlined how, when confronted on the Pollard affair by then US secretary of state George Schultz, Peres mendaciously claimed to have had no knowledge of Pollard's service. It was Peres, Pollard alleges, who spread the lie that Pollard was a soldier of fortune. At
Schultz's request, Peres ordered the Defense Ministry to return to US authorities all the documents that Pollard had transferred to Israel.In so doing, Peres actively aided the US in incriminating his agent. Peres later lied to the Eban Committee, formed in 1987 by the Knesset to investigate the Pollard affair. Peres justified his unseemly action by mendaciously claiming that he had received the US's agreement that the documents would not be used against Pollard. Those documents formed the basis of the prosecution's case against Pollard.As Pollard wrote: My case is the first and only case in the history of modern espionage in which a prime minister actively assisted in the indictment and prosecution of his own country's agent.
THEN THERE is Peres's stewardship of the 1993 Oslo accord with the PLO and the peace process with the PLO which followed. As foreign minister in Yitzhak Rabin's government, Peres knowingly subverted Rabin's policy of not negotiating with the PLO by sending his own emissaries to Oslo behind the back of the prime minister to negotiate with senior PLO terrorists. Peres then rammed the accord down Rabin's throat, dragging along an unwilling public.It is difficult to summarize the devastating impact that Peres's notion of gaining peace by empowering Yasser Arafat, the godfather of modern terrorism, arming his terror armies and deploying them on the outskirts of Israel's major cities has had on the country. In human cost, it can be easily argued that some 1,500 Israelis who have been killed in terror attacks and battles with terror militias since 1993 would likely be alive today had it not been for Peres's decision to take risks for peace.Beyond the massive human cost of Oslo,
Peres's decision to embrace the PLO corrupted the the political system, the legal system, the IDF General Staff, the media and Israeli culture.
Politicians were openly bribed for their support of the agreement. Politicians who did not support the agreement found themselves under criminal scrutiny on charges that rarely brought convictions.IDF officers soon discovered that their chances of promotion were directly related to the enthusiasm with which they embraced terrorists as partners and accepted the notion that Israel should appease rather
than fight its enemies. Several IDF generals began lucrative business partnerships with senior Palestinian security bosses immediately after retiring from the military.OPPONENTS OF the Oslo process were systematically denied their civil rights as the government sought to criminalize and demonize them. Referring to those who opposed the strategy of placing the Jewish state on a par with a terrorist organization as enemies of peace, Peres sought to link these responsible citizens to terrorists murdering Israeli civilians in suicide bombings.The Israeli media corrupted public debate by silencing and demonizing voices of opposition. The education system of Israel was corrupted when schoolchildren were provided with new peace friendly textbooks which taught a revisionist history of the state that called into question the morality and legality of the establishment of Israel.With Peres at
the helm of the Foreign Ministry, Israel's public diplomacy arm was summarily cancelled. Peres explained that Israel didn't need to engage in public diplomacy because everyone would support Israel now it had embarked on a path to peace.
Peres's move was logical. For Israel to defend itself in the realm of ideas it would be necessary to explain why we have rights to our land and why our enemies, among them the PLO, are wrong to attack those rights. Pointing out this glaring truth would call into question the entire rationale of the Oslo process. So, at Peres's direction, Israel surrendered not just territory to the PLO. It surrendered its right to historical truth.Peres' transformation of the Foreign Ministry into a public relations organ for Fatah and other PLO terrorists, meanwhile, has seriously and perhaps permanently damaged Israel's international diplomatic position. THROUGHOUT the years that have passed since Rabin's disastrous handshake with Arafat on the White House lawn, Peres has built his international standing by courting European and American politicians and donors who oppose Israel.Oftentimes Peres's loyalty to his friends and benefactors came dangerously close to undercutting Israel's national security. In April 2002 for instance, Peres, as foreign minister in Ariel Sharon's government, gave a lone defense of Terje Roed-Larsen, the UN special coordinator for the Middle East peace process.
In the wake of the brutal battle between Palestinian terrorists and IDF soldiers in Jenin refugee camp during the course of Operation Defensive Shield, Larsen played a key role in disseminating the libel that Israel had committed a massacre in the camp. Standing in the UN-managed terror camp, Larsen said Israel has lost all moral ground in this conflict.A week later Makor Rishon revealed that in 1999 the Shimon Peres Center for Peace had given Larsen and his wife, Norwegian ambassador Mona Juul, a cash payment of $100,000. Larsen was then a board member of the Peres Center and the Norwegian government was one of the center's major donors.Investigative reporter Yoav Yitzhak at the time reported statements by Labor party members claiming that the payment to Larsen and Juul was a kickback for their intervention on Peres's behalf with the Nobel Peace Prize Committee in 1994.In one of Peres's many bids to block all criticism of Arafat, he strenuously refused to press the terror leader for information, or even politely inquire, about the fates of Israeli soldiers Zachary Baumel, Tzvi Feldman and Yehuda Katz, who went missing in Lebanon on June 11, 1982 during the battle at Sultan Yakoub. In December 1993 Arafat had given Rabin half of Baumel's dogtag, but then refused to give any more information about the fate of Baumel and his comrades.
LAST WEEK, a representative of the Baumel, Feldman and Katz families sent a letter to Prime Minister Ehud Olmert demanding that he withdraw his support for Peres's candidacy for president. The families asserted that for the past 25 years Peres has refused to raise the issue of their sons' whereabouts in his negotiations with the Palestinians and the Syrians. Peres's refusal to demand information on their whereabouts, they argued, renders him unworthy of the office of head of state.
It has been argued that since the office of president is largely ceremonial, a President Peres will be able to do little damage to the country.But this assertion ignores the fact that Peres has never seen himself bound by the formalities of office. As foreign minister under Rabin he overstepped his authority when he directed illegal negotiations with the PLO in Norway. As foreign minister under Sharon, Peres used his office to undermine President George W. Bush's call for a reform and democratization of Palestinian society.As head of the Peres Center and international conference circuit star, he worked to undermine the international credibility of the Netanyahu government. It beggars belief to say that as president, Peres would limit his actions to accrediting ambassadors and signing pardons for criminals.Yet for all that, if current assessments of the balance of support among the candidates for president are correct, then Peres will tomorrow be elected to head the country. And if this does come to pass, all that can be said is that we reap what we sow.

It beggars belief to say that as president, Peres would limit his actions to accrediting ambassadors and signing pardons for criminals.Yet for all that, if current assessments of the balance of support among the candidates for president are correct, then Peres will tomorrow be elected to head the country. And if this does come to pass, all that can be said is that we reap what we sow.

The Council of Torah Sages leading the Sephardic religious Shas Party decided Thursday night, in a unanimous vote, to throw its support behind Kadima’s Vice Premier Shimon Peres in his run to become the next president of Israel. The party’s spiritual leader, former Chief Sephardic Rabbi Ovadia Yosef, is joined on the Council by three other rabbis: Rabbis Shalom Cohen, Shimon Baadani and Moshe Maya. The latter two were unable to appear in person and voted instead by phone. The Shas Party Chairman and Minister of Industry and Trade, Eli Yishai, and cabinet minister Ariel Atlas were also present. Rabbi Yosef had been pressured by various people in recent days to support Peres's main opponent in the race, ex-Knesset Speaker Reuven (Ruby) Rivlin, who is also a close friend of the party leadership. The statement issued by the Council following the meeting reflected the dilemma: The High Council has decided to support the Vice Premier. We instruct all Shas faction MKs to vote for Mr. Shimon Peres as president of the state and we wish him luck in his position for the State of Israel. We also honor and respect our dear friend Reuven Rivlin and appreciate him, and wish for him to rise upwards and upwards.That honor and respect does not extend to choosing him as president, however.
Sources said that several Shas MKs have quietly expressed their intent to vote according to their conscience, and not necessarily with the party line. Jordan's king, Slovenian president discuss EU role in Mideast peace
Amman (dpa) - Jordan's King Abdullah II and visiting Slovenian President Janez Drnovsek on Tuesday discussed the role the European Union can play in pushing forward the peace negotiations between Israel and the Palestinians, according to an official statement.
King Abdullah underscored the important EU role in support of efforts currently underway to reinvigorate the Middle East peace process in accordance with the relevant UN resolutions and the Arab peace plan," the statement from the royal court said.
The Arab plan, which was readopted by Arab leaders in Riyadh at the end of March, offers to extend recognition to Israel by all Arab states after it quits all Arab territories it occupied during the 1967 Six-Day War, including East Jerusalem.
Drnovsek, whose country is due take up the rotating EU presidency on July 1, arrived in Amman on Monday at the outset of a private visit which is expected to last several days, the statement added.
The two leaders also discussed the situations in Lebanon and Iraq and expressed their support for all means that ensure security and stability in the two violence-ravaged countries, the statement said.

Lieberman: Complete Disengagement, Declare Gaza Enemy State

Politicians and public figures have weighed in over the past days with suggestions for how to bring an end to the rocket attacks from Gaza. Minister of Strategic Affairs Avigdor Lieberman announced a plan Thursday that calls for a completion of the Disengagement. Lieberman explained to Army Radio:
We expelled all the Jews from Gaza and left there completely, but still provide it with economic support, water and electricity. We must sever all connections with Gaza and declare it an independent enemy entity, he said. There is no reason Egypt cannot supply the electricity and water for Gaza and let the European Union build infrastructure and provide security if they care about the poor Palestinians so much, he added. Membership in the axis of evil has a heavy price financially,
politically, and militarily.
Lieberman said his plan includes a complete closure of all crossings between Gaza and Israel through which PA Arab workers currently cross into Israel and through which aid passes to Gaza. His plan also calls for bombing Gaza neighborhood in response to rocket-fire, ending visitation rights for PA terrorists until kidnapped IDF soldier Gilad Shalit is released, severing Gaza from Judea and Samaria and stopping diplomatic contacts with any and all PA officials, including Fatah chief Mahmoud Abbas. NATO troops would be called upon to provide security and the European Union would be invited to provide infrastructure and jobs for PA Arabs. Lieberman said the plan would come into effect in 2008 and be modeled after how Israel related to the Sinai after withdrawal. Just as Israel did not continue to provide anything to Sinai after it withdrew, there is no reason why it should act any differently toward Gaza, especially in the current situation, he said. The Yisrael Beiteinu (Israel is Our Home) chairman said he would present his plan to Prime Minister Ehud Olmert and the rest of the government Thursday.
Other Proposals
Ministers Meir Sheetrit (Kadima) and Rafi Eitan (Pensioners) proposed a concept similar to Lieberman's, in terms of the IDFs response to Kassam rockets, at Wednesdays Security Cabinet meeting. They suggested that Israel produce its own version of the Kassam rocket and fire it at targets in Gaza each time Kassams are fired toward Israel. They said such a rocket would cost very little but recreate the psychological pressure felt by residents of Sderot among Gazas civilian population.
Minister of Industry, Trade and Labor Eli Yishai (Shas) suggested that Israel launch air strikes to destroy entire PA villages in response to rocket fire, after warning the Arab residents to vacate their homes. Fellow Shas MK Yitzhak Cohen suggested Israel cut off electricity, water and gas to Gaza an idea backed by Shabak (General Security Service) chief Yuval Diskin and rehashed in Lierbmans proposal. Prime Minister Ehud Olmert reportedly rejected those proposals, but ordered the IDF to
continue to apply pressure via targeted killings and air strikes on Hamas targets.
Left-wing MKs Avshalom Vilan (Meretz) and Zahava Gal-On (Meretz), meanwhile, have been enthusiastically promoting a plan to invite the Arab league to take responsibility for Gaza and coordinate a multi-national force together with the European Union to deploy there. The two say they have presented the idea to European and PA officials and plan to present it to Foreign Minister Tzipi Livni, who has expressed interest in the deployment of foreign troops along Israels Gaza border.
Minister Rafi Eitan (Pensioners) recently suggested a similar idea, involving bringing Egyptian troops into Gaza and Jordanians into Judea and Samaria. The same thing [as happened following the Second Lebanon War the deployment of international troops. sooner or later, will happen in the Gaza Strip, with the senior partner in such a force being Egypt because it has no choice, Eitan told government radio.

Eitan added that he also sees a future deployment of Jordanians in Judea and Samaria.Defense Minister Amir Peretz, speaking at a Tel Aviv University conference Wednesday evening, said that Israel has no plans to enter Gaza, because restraint is power.Peretz added later on in the speech that if there is no choice, the IDF will operate in Gaza.

Statecraft in the absence of statesmen

The Jordanians are offering to fill the void by replacing the Palestinians. Israel, they say, should give Jordan Judea and Samaria as part of a Jordanian-Palestinian confederation under Hashemite control.
Over the past week, Ma'ariv has reported on two separate diplomatic initiatives that seem to be coming into line.
First, there is the possibility that Prime Minister Ehud Olmert will open negotiations with Syria on the surrender of the Golan Heights to Damascus. Second, the Jordanians are raising the possibility of forming a confederation with the Palestinians in Judea and Samaria. Any analysis of the reasonableness of these initiatives must begin with two questions. First, do the relevant parties share enough common interests to enable them to reach an agreement that will be mutually beneficial?
Second, do the sides have leaders who are competent to properly identify those interests and to work to advance them?
According to Ma'ariv, The prime minister has... become convinced that negotiations with Syria and a possible peace agreement will significantly alter the regional strategic situation and facilitate the isolation of Iran and a solution to the problem with Hizbullah. This is especially the case, the newspaper reported, against the backdrop of the collapse of Fatah and of [Palestinian Authority Chairman Mahmoud Abbas, aka] Abu Mazen, and the fact that there is no chance for a diplomatic
initiative with the Palestinians in the near future.The report added that the IDF's General Staff believes that Israel can avert war with Syria by negotiating the surrender of the Golan Heights to Damascus.
So Olmert sees three reasons to engage Damascus in negotiations about an Israeli withdrawal from the Golan Heights. He believes that doing so can prevent a war between the two countries. He believes that such negotiations will weaken Syria's protector, Iran. And he is interested in negotiations because he feels he needs to do something and he can't negotiate the surrender of Judea and Samaria with Hamas. Unfortunately, all of Olmert's rationales for opening negotiations with Syria are based on false assumptions. A review of the results of the US's current, much-less radical bid to appease Syria in Iraq demonstrates this clearly. The insurgency being waged against US-led coalition forces in Iraq today is directed by Syria and Iran. In an attempt to decrease the dimensions of the war, last month the Americans opened direct, high-level contacts with Damascus. First, Speaker of the House of Representatives Nancy Pelosi paid a visit to Syrian dictator Bashar Assad.
Pelosi, who supports a US retreat from Iraq, praised the Baathist regime and so ended the isolation Damascus has been relegated to since it ordered the assassination of former Lebanese prime minister Rafik Hariri in February 2005. Although the Bush administration condemned Pelosi's visit, weeks later it followed her lead.
At the beginning of the month, Secretary of State Condoleezza Rice held a meeting with her Syrian counterpart, Walid Muallem, in Sharm e-Sheikh. The Americans hoped that direct contacts with Syria would moderate its behavior. Unfortunately, the opposite has occurred. Far from moderating Syria, US moves to mollify it have served to embolden Syria to advance its hostile policies. In the aftermath of Pelosi's visit, the regime cracked down on internal opposition, rounding up dissidents and sentencing them to prolonged prison terms. Rice's meeting with Muallem failed to put a damper on Syrian sponsorship of the insurgents. On Monday, a US official in Iraq said, Our best estimate is that 85 to 90 percent of all the suicide bombers are foreign. Ninety percent plus come through Syria.
Beyond Iraq and internal dissent in Syria, the legitimacy Washington has conferred on Damascus is emboldening the Syrians to destabilize Lebanon. The Fatah Islam Palestinian jihadist group that is now leading the hostilities in northern Lebanon is a creation of Syrian intelligence. Today the Syrians are keen to destabilize Lebanon in a bid to intimidate Lebanese lawmakers into rejecting the UN tribunal which is set to try Syrian officials for their role in Hariri's assassination. All of these Syrian actions point to the clear conclusion that the American appeasement efforts have backfired. Were Israel to similarly seek to appease Damascus, and to do so by far more radically offering to surrender the strategically vital Golan Heights to Syrian control, far from diminishing the prospects of war, Israel would likely exacerbate the likelihood of a Syrian or Syrian-sponsored strike against it.
Similarly, it is doubtful that opening negotiations on an Israeli withdrawal from the Golan Heights would weaken Syria's relations with Iran. Why would Syria consider distancing itself from Teheran when its close alliance with the ayatollahs is what is provoking the US and Israel to mollify it?
So if offering to discuss an Israeli surrender of the Golan Heights will increase the probability of war and embolden the Syrians to intensify their alliance with Iran, the only remaining rationale for speaking to them is Olmert's desire to have some sort of diplomatic platform to stand on. Here the issue of a leader's competence to advance his nation's interests through diplomatic initiatives comes into play.
By expressing a willingness to imperil the security of the country by opening talks with Syria that will only radicalize Damascus still further, Olmert is demonstrating that he is incapable of responsibly advancing Israel's interests. Indeed, his willingness to engage in surrender talks with Damascus shows that he doesn't even understand what Israel's national interests are.
If Olmert wishes to prevent the coming war, he should be preparing for it. This he must do by highlighting Syria's radicalism and by neutralizing Syria's terror networks in Gaza, which would be used against Israel in any war scenario. SO WHILE there is no possibility of launching a diplomatic effort with Syria or the Palestinians, what about the Jordanian initiative? In contrast to the situation with Syria, Israel's national interests overlap those of Jordan. Israel, too, will be imperiled by a resurgent eastern front in the event of an American pullout from Iraq. Israel, too, will pay a steep price if the jihadist forces on both sides of the Jordan River unite. Yet, given the dangers that both countries face, it would be inexcusable for Israel to even consider transferring control over the Jordan Valley to the Jordanian military. At the same time, the societal fragmentation that would ensue from an Israeli withdrawal from its heartland in Judea and Samaria would undermine Israel's ability to rally as a society against external enemies. While the gulf between what Jordan proposes and what Israel can accept is large, the fact remains that the states' shared interests are significant enough to form the basis for mutually beneficial discussions. As MK Benny Elon has been arguing for years, Israel could offer Jordan functional sovereignty over the Palestinians in Judea and Samaria. At the same time, Israel could assert its sovereignty over what the Oslo accords refer to as Area C. Area C includes all of the Israeli communities in Judea and Samaria, the hinterlands and the Jordan Valley.
The assertion of functional sovereignty by Jordan over the Palestinians in Judea and Samaria would include the return of their Jordanian citizenship, which the late King Hussein abrogated in 1988. Such functional sovereignty would undermine the PA's political rationale and could act as a moderating force for Palestinian society as a whole - both in Judea and Samaria, and in Jordan. The assertion of Israeli sovereignty over Area C would preserve Israel's ability to defend itself against a resurgent eastern front. It would also be able to continue to protect the Hashemite kingdom from violent overthrow. All in all, bearing in mind Israel's shared interests with Jordan, the Jordanian initiative can form the basis for discussions that could lead to the first agreement between Israel and its neighbors that could strengthen Israel and promote the chances of peaceful coexistence with the Palestinians, to the benefit of all. BUT HERE we return to the question of leadership. Israel's ability to advance a confederative arrangement between the Palestinians and Jordan while ensuring Israel's continued control over Area C is wholly dependent on the skill of its leaders. Sadly, it is impossible to believe
that Olmert, who is willing to endanger the country by engaging Syria, would be capable of conceptualizing, let alone managing, such delicate discussions. Indeed, in all likelihood, were Olmert to begin such discussions, he would do so while running roughshod over Israel's security. And by doing so, he would cancel the possibility of reaching a mutually beneficial arrangement for years to come. This, then, points to the greatest failure of the Olmert government. Not only is it incapable of recognizing dangers. It is also blind to opportunities.

Over the past week, Ma'ariv has reported on two separate diplomatic initiatives that seem to be coming into line.
First, there is the possibility that Prime Minister Ehud Olmert will open negotiations with Syria on the surrender of the Golan Heights to Damascus. Second, the Jordanians are raising the possibility of forming a confederation with the Palestinians in Judea and Samaria. Any analysis of the reasonableness of these initiatives must begin with two questions. First, do the relevant parties share enough common interests to enable them to reach an agreement that will be mutually beneficial?
Second, do the sides have leaders who are competent to properly identify those interests and to work to advance them?
According to Ma'ariv, The prime minister has... become convinced that negotiations with Syria and a possible peace agreement will significantly alter the regional strategic situation and facilitate the isolation of Iran and a solution to the problem with Hizbullah. This is especially the case, the newspaper reported, against the backdrop of the collapse of Fatah and of [Palestinian Authority Chairman Mahmoud Abbas, aka] Abu Mazen, and the fact that there is no chance for a diplomatic
initiative with the Palestinians in the near future.The report added that the IDF's General Staff believes that Israel can avert war with Syria by negotiating the surrender of the Golan Heights to Damascus.
So Olmert sees three reasons to engage Damascus in negotiations about an Israeli withdrawal from the Golan Heights. He believes that doing so can prevent a war between the two countries. He believes that such negotiations will weaken Syria's protector, Iran. And he is interested in negotiations because he feels he needs to do something and he can't negotiate the surrender of Judea and Samaria with Hamas. Unfortunately, all of Olmert's rationales for opening negotiations with Syria are based on false assumptions. A review of the results of the US's current, much-less radical bid to appease Syria in Iraq demonstrates this clearly. The insurgency being waged against US-led coalition forces in Iraq today is directed by Syria and Iran. In an attempt to decrease the dimensions of the war, last month the Americans opened direct, high-level contacts with Damascus. First, Speaker of the House of Representatives Nancy Pelosi paid a visit to Syrian dictator Bashar Assad.
Pelosi, who supports a US retreat from Iraq, praised the Baathist regime and so ended the isolation Damascus has been relegated to since it ordered the assassination of former Lebanese prime minister Rafik Hariri in February 2005. Although the Bush administration condemned Pelosi's visit, weeks later it followed her lead.
At the beginning of the month, Secretary of State Condoleezza Rice held a meeting with her Syrian counterpart, Walid Muallem, in Sharm e-Sheikh. The Americans hoped that direct contacts with Syria would moderate its behavior. Unfortunately, the opposite has occurred. Far from moderating Syria, US moves to mollify it have served to embolden Syria to advance its hostile policies. In the aftermath of Pelosi's visit, the regime cracked down on internal opposition, rounding up dissidents and sentencing them to prolonged prison terms. Rice's meeting with Muallem failed to put a damper on Syrian sponsorship of the insurgents. On Monday, a US official in Iraq said, Our best estimate is that 85 to 90 percent of all the suicide bombers are foreign. Ninety percent plus come through Syria.
Beyond Iraq and internal dissent in Syria, the legitimacy Washington has conferred on Damascus is emboldening the Syrians to destabilize Lebanon. The Fatah Islam Palestinian jihadist group that is now leading the hostilities in northern Lebanon is a creation of Syrian intelligence. Today the Syrians are keen to destabilize Lebanon in a bid to intimidate Lebanese lawmakers into rejecting the UN tribunal which is set to try Syrian officials for their role in Hariri's assassination. All of these Syrian actions point to the clear conclusion that the American appeasement efforts have backfired. Were Israel to similarly seek to appease Damascus, and to do so by far more radically offering to surrender the strategically vital Golan Heights to Syrian control, far from diminishing the prospects of war, Israel would likely exacerbate the likelihood of a Syrian or Syrian-sponsored strike against it.
Similarly, it is doubtful that opening negotiations on an Israeli withdrawal from the Golan Heights would weaken Syria's relations with Iran. Why would Syria consider distancing itself from Teheran when its close alliance with the ayatollahs is what is provoking the US and Israel to mollify it?
So if offering to discuss an Israeli surrender of the Golan Heights will increase the probability of war and embolden the Syrians to intensify their alliance with Iran, the only remaining rationale for speaking to them is Olmert's desire to have some sort of diplomatic platform to stand on. Here the issue of a leader's competence to advance his nation's interests through diplomatic initiatives comes into play.
By expressing a willingness to imperil the security of the country by opening talks with Syria that will only radicalize Damascus still further, Olmert is demonstrating that he is incapable of responsibly advancing Israel's interests. Indeed, his willingness to engage in surrender talks with Damascus shows that he doesn't even understand what Israel's national interests are.
If Olmert wishes to prevent the coming war, he should be preparing for it. This he must do by highlighting Syria's radicalism and by neutralizing Syria's terror networks in Gaza, which would be used against Israel in any war scenario. SO WHILE there is no possibility of launching a diplomatic effort with Syria or the Palestinians, what about the Jordanian initiative? CAIRO (AFP) - EU foreign policy chief Javier Solana said Wednesday the European Union seeks more reponsibility in monitoring Gaza's border with Egypt, after its mission at the post was extended by a year. The Palestinians asked us to stay... and we said yes we accept.
But we would like to do it in a more effective manner, Solana told reporters after meeting with President Hosni Mubarak in Cairo.In particular on the question of the opening and closing of Rafah, we didn't have any responsibility in that, he said.The decision for a 12-month extension to the EU Border Assistance Mission (EUBAM) at Rafah, the Palestinians' only gateway to the world that bypasses Israel, was taken on Monday.
In Brussels, an EU official said the decision to extend, with an option for an additional six months, was taken at the level of ambassadors.
It is to be endorsed by the end of the week, the official said, adding there were no obstacles from either Israel or the Palestinians on extending the mandate, which is set to expire on Friday.Working in cooperation with Palestinian and Israeli officials since November 2005, EU experts monitor movements of people, goods and vehicles at the Rafah terminal, as well as training officers from the territories who work there.Israel has rarely allowed the crossing to open since one of its soldiers was seized by Palestinian militants last June.People who are trying to cross (the border), they don't know if the border will be open or closed, said Solana, adding that the reasons for the closure were not always clear.We would like to have a much better understanding of the mechanism, said Solana, who is scheduled to visit the Rafah terminal on Thursday as part of a wider Middle East regional tour.

SOUTHERN SHUNEH, Jordan - Israeli Vice Premier Shimon Peres said Sunday his government would offer a counterproposal to an Arab peace initiative to resolve the conflict with Palestinians.
He urged Arab leaders to meet with Israel to hash out the issue.Arab League chief Amr Moussa suggested he would entertain the Israeli offer but said it would not be seriously considered unless it was reasonable.Arab countries have been trying to re-ignite the stalled peace process with their plan that offers Israel full recognition in exchange for a total withdrawal from lands it captured in the 1967 Middle East war and the creation of a Palestinian state.
Israel has welcomed the plan as a good starting point for negotiations, but objects to several key provisions such as pulling back to the pre-1967 borders and taking in millions of Palestinian refugees.
The Arab League has proposed, fine. We will make a counterproposal,Peres said during heated discussions that included Moussa and Saeb Erekat, a top aide to Palestinian President Mahmoud Abbas, at the World Economic Forum in Jordan.

Israel has no interest in stagnation and unfortunately, if the Arab initiative is take it or leave it, that will be a recipe for stagnation, Regev said. Peres adviser Yoram Dori also would not give details on the counterproposal or a timetable for its submission to the Arab League and Saudi Arabia. Our government, our Cabinet will discuss it, and we will submit our proposal to the Arab League and to the Saudis, he said.
Erekat urged Israel to solve the thorny issues including the future status of Jerusalem and Israeli settlements in the Palestinian territories. If Israel doesn't cooperate, he warned the region would be doomed. If we leave things to conflicts and wars and settling differences by bombardments and wars we will go into the 21st century in the vehicles of darkness and extremism, he said.
SOUTHERN SHUNEH, Jordan - Israeli Vice Premier Shimon Peres said Sunday his government would offer a counterproposal to an Arab peace initiative to resolve the conflict with Palestinians.
He urged Arab leaders to meet with Israel to hash out the issue.Arab League chief Amr Moussa suggested he would entertain the Israeli offer but said it would not be seriously considered unless it was reasonable.Arab countries have been trying to re-ignite the stalled peace process with their plan that offers Israel full recognition in exchange for a total withdrawal from lands it captured in the 1967 Middle East war and the creation of a Palestinian state.
Israel has welcomed the plan as a good starting point for negotiations, but objects to several key provisions such as pulling back to the pre-1967 borders and taking in millions of Palestinian refugees.
The Arab League has proposed, fine. We will make a counterproposal,Peres said during heated discussions that included Moussa and Saeb Erekat, a top aide to Palestinian President Mahmoud Abbas, at the World Economic Forum in Jordan.
We will come to the Arab League, to the Saudis, where they want. ... If you are serious and we are serious, let's sit together. You cannot send us a document and say take it or leave it.He did not elaborate on the counteroffer or say when it would be proposed.Peres' offer coincided with a new outburst of violence in the Gaza Strip over the past week with a combination of Palestinian factional fighting and Israeli airstrikes on the Islamic militant group Hamas that has killed scores of Palestinians. The airstrikes, in reprisal for Hamas rocket attacks on Israel, have destroyed a 6-month-old truce between Israel and the Palestinians.
The Arab peace plan was first floated by Saudi Arabia in 2002 and renewed in March at a meeting of the Arab League. Arab leaders have urged Israel to seize the new opportunity.But the proposal has remained grounded with the Palestinian infighting in Gaza and Israeli Prime Minister Ehud Olmert's domestic problems after his handling of a summer war with Hezbollah guerrillas in Lebanon was sharply criticized.Moussa said he would wait to see what sort of offer Israel proposed before considering it.If there is a counteroffer and a reasonable one, then we're all in business, he said.But Erekat said he backed the Arab peace deal, calling it the most important strategy.Mr. Peres, our negotiations have finished. ... Peres insisted he was.
In Jerusalem, Foreign Ministry spokesman Mark Regev declined to comment because he had not heard Peres' proposal. Even though Israel sees the Arab initiative as very positive, he predicted it would remain grounded. Israel has no interest in stagnation and unfortunately, if the Arab initiative is take it or leave it, that will be a recipe for stagnation, Regev said. Peres adviser Yoram Dori also would not give details on the counterproposal or a timetable for its submission to the Arab League and Saudi Arabia. Our government, our Cabinet will discuss it, and we will submit our proposal to the Arab League and to the Saudis, he said.
Erekat urged Israel to solve the thorny issues including the future status of Jerusalem and Israeli settlements in the Palestinian territories. If Israel doesn't cooperate, he warned the region would be doomed. If we leave things to conflicts and wars and settling differences by bombardments and wars we will go into the 21st century in the vehicles of darkness and extremism, he said.

God has always dealt with Israel in 7's, it just makes sense the last dealing with Israel and the World will be a 7 yr treaty. God rested from creation on the 7TH DAY. Every 7TH YEAR Israel is suppose to rest the land. And the 7X7=49 YRS and the jubilee is the 50TH YEAR.

Isn"t this interesting it comes from the same Person whos name was changed to Israel,(JACOB) and Israel and Jerusalem is the places dealt with in Daniel 9:24-27.

THE ARAB LEAGUE MAY BE THE MANY IN DANIEL 9:27 LIKE THE BIBLE SAYS WILL BE INVOLVED IN THE FUTURE 7 YR TREATY OF PEACE.

Livni is scheduled to meet the foreign ministers of Egypt and Jordan in Cairo on Thursday for what a senior Israeli official described as the first formal session of talks on the revived land-for-peace proposal.The Arab League named Egypt and Jordan to a working group which would contact Israel over the initiative, but the political turmoil that threatens Prime Minister Ehud Olmert's government delayed the process.Western diplomats played down the chances of progress in initial talks over the plan, which offers Israel normal relations with the Arab world in return for a Palestinian state and full withdrawal from land seized in a 1967 war.
These are good signs, Livni told reporters in Jerusalem. But she added: Just to market a plan to Israel, saying that these are the parameters for final status agreement, this is wrong. I think that this can lead to stagnation.Rather than having the Arab League as the central negotiating partner, Livni said, the idea is that Israel and the Palestinians will negotiate on a bilateral track on final-status issues.The Arab League would support the Palestinians in times of concessions, she told a news conference with German Foreign Minister Frank-Walter Steinmeier.

Olmert has so far refused to discuss final status issues -- the future of Jerusalem, the fate of Palestinian refugees and the borders of a Palestinian state -- in his regular bilateral meetings with Palestinian President Mahmoud Abbas.It's about time that the Arab League will support the moderates on the Palestinian Authority and give them the possibility to compromise on certain issues which relate to the Israeli-Palestinian conflict, and not to put this position as take it or leave it, Livni said.Steinmeier said the Arab League would send a delegation to Brussels next Monday to brief European Union foreign ministers on the initiative. God has always dealt with Israel in 7's, it just makes sense the last dealing with Israel and the World will be a 7 yr treaty. God rested from creation on the 7TH DAY. Every 7TH YEAR Israel is suppose to rest the land. And the 7X7=49 YRS and the jubilee is the 50TH YEAR.

JERUSALEM (Reuters) - Israeli Foreign Minister Tzipi Livni said on Monday ahead of talks on an Arab peace initiative that turning it into a take it or leave it proposition would only lead to further stagnation in the peace process. Livni is scheduled to meet the foreign ministers of Egypt and Jordan in Cairo on Thursday for what a senior Israeli official described as the first formal session of talks on the revived land-for-peace proposal.The Arab League named Egypt and Jordan to a working group which would contact Israel over the initiative, but the political turmoil that threatens Prime Minister Ehud Olmert's government delayed the process.Western diplomats played down the chances of progress in initial talks over the plan, which offers Israel normal relations with the Arab world in return for a Palestinian state and full withdrawal from land seized in a 1967 war.
These are good signs, Livni told reporters in Jerusalem. But she added: Just to market a plan to Israel, saying that these are the parameters for final status agreement, this is wrong. I think that this can lead to stagnation.Rather than having the Arab League as the central negotiating partner, Livni said, the idea is that Israel and the Palestinians will negotiate on a bilateral track on final-status issues.The Arab League would support the Palestinians in times of concessions, she told a news conference with German Foreign Minister Frank-Walter Steinmeier.

Olmert has so far refused to discuss final status issues -- the future of Jerusalem, the fate of Palestinian refugees and the borders of a Palestinian state -- in his regular bilateral meetings with Palestinian President Mahmoud Abbas.It's about time that the Arab League will support the moderates on the Palestinian Authority and give them the possibility to compromise on certain issues which relate to the Israeli-Palestinian conflict, and not to put this position as take it or leave it, Livni said.Steinmeier said the Arab League would send a delegation to Brussels next Monday to brief European Union foreign ministers on the initiative. In return, Arab states would establish normal relations with the Jewish state.

Italian leader Romano Prodi has said his country will not sign up just to any compromise on the revised EU constitution, adding that a minimalist solution - emerging as the most likely deal ahead of EU talks in June - should prompt member states which favour deeper integration to go ahead on their own.For us, the voice of citizens from the countries that ratified the treaty in 2004 has to be valued the
same as those from countries that have not. And that's why Italy is not ready to pursue minimal common denominations at any cost, Mr Prodi said on Wednesday (2 May) in Lisbon, according to Italian press. The EU constitution, largely ratified by 18 member states including Italy, was rejected by French and Dutch citizens in 2005. The European Union's German presidency is currently preparing a roadmap for adopting a revised version.Speaking at a debate about the future of Europe at the Portuguese parliament - Lisbon is set to chair the EU from July - Mr Prodi said we don't necessarily have to proceed all together at the same speed.Already now, some significant European projects, such as the euro or the Schengen zone, have been realized by only some member states, he added, referring to the 13-nation strong common currency area and the 13-member EU borderless travel zone.
Mr Prodi's comments come in the context of increasing support for a pared-down EU treaty. Recently, the Czech Republic, which was previously reluctant to back Berlin's attempts to save the draft EU charter, has confirmed its willingness to accept a short and simple version of the text and to see it ratified by 2009.With the UK and the Netherlands voicing support for a similar solution, which is to be adopted by parliaments rather than referendums, analysts suggest the EU could strike an important deal on the treaty at its 21 June summit in Brussels.Question marks still remain over the positions of two of the biggest EU states, France and Poland, however. Towards a Totalitarian Europe

Former Soviet dissident Vladimir Bukovksy has warned that the European Union is on its way to becoming another Soviet Union. When people who have worked on higher levels in the EU system note similarities as well, it is time people start taking this idea seriously.In 2002 Louis Michel, the then Belgian minister of foreign affairs and today a member of the European Commission, told the Belgian parliament that the EU will eventually encompass North Africa and the Middle East as well as Europe. The MEDA programme, the principal financial instrument for the implementation of the Euro-Mediterranean Partnership, between 2000-2006 spent €5,350 million on its various programs, according to the EU’s official website. During the period 1995-1999, some 86% of the resources allocated to MEDA were channelled to Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the Palestinian Authority.From 2007, MEDA will be replaced by the European Neighbourhood and Partnership Instrument, which over the period 2007 to 2013 is projected to spend €11 billion on, among other things, promoting cooperation between European and Arab countries in the sectors of energy and transport; in higher education and mobility of teachers, researchers and students; Multicultural dialogue through people-to-people contacts, including links with communities of immigrants living in EU countries as well as cooperation between civil societies, cultural institutions and exchanges of young people. The European Commission, the EU’s powerful government with extensive legislative powers, shall coordinate cooperation with non-governmental organizations (NGOs), universities, churches, religious associations and the media in matters related to this project, all according to documents available on the Internet.
Bat Ye’or, author of the book Eurabia, has warned against the post-Western culture of Palestinianism that has been promoted through these networks for decades: Through a coordinated campaign monitored by the networks of the European Union bodies, a system linking politics to markets, culture, universities, media and opinion makers, has spread its totalitarian grip over the member-states in order to impose a despicable culture of lies and denial that support Europe's pro-Palestinian foreign policy.The EU Commission and senior officials, frequently diffused through innocent sounding and semi-official organizations, create agreements with Arabs and then quietly implement them later as federal EU policy. This is accomplished because billions of Euros are floating around in a system with very little control.
Europeans are thus financing their continent’s merger with, in reality colonization by, the Muslim world without their knowledge and without their consent. It must be the first time in human history where an entire continent is being culturally eradicated with bureaucratic precision. This represents perhaps the greatest betrayal in the history of Western civilization, yet it is largely ignored by Western media.Joschka Fischer, ex-German foreign minister, warned that Europe risks becoming a playground for upcoming superpowers in the 21st century. He wanted more EU cooperation to remedy this. But we already are a playground for foreign powers, for Muslim nations in particular, who can dump their unsustainable population growth in our countries and harass the native population with near-impunity, and this is actively caused by the EU. It is going to be interesting for future historians to unveil how many senior EU leaders or bureaucrats have been bought and paid by Saudi Arabian oil money.
The idea that the EU is going to become a superpower is laughable. Europe at the dawn of the 21st century is a global joke, a decadent, weak and pathetic continent, despised by its enemies and viewed with pity by its friends. Outsiders don’t expect Europe to generate anything new, quite a few will be surprised if it even survives. This image will not be improved by leaders who have not only abandoned, but are attacking their own people, selling out their historical legacy to their worst enemies, and muzzling those who object to this.You cannot artificially create a dynamic power through bureaucratic decisions, you do it through the rule of law – laws passed with the consent of the people, with their best interest in mind and therefore respected by them – respect for private property rights and by getting the state out of the way as much as possible. There are no short-cuts. It is ridiculous to believe that this ramshackle, top-heavy Frankenstein monster is going to make Europe more competitive.I am not against cooperation between European countries in whatever form, but definitely in the shape of a pan-European dictatorship with massive amounts of bureaucracy. I understand the argument that individual nation states, save perhaps Germany, are too small to compete with China and the likes. Perhaps. But we need to get our priorities straight: Survival comes first; creating a dynamic economy comes second. The simple truth is that the EU constitutes a mortal threat to the former, and does absolutely nothing to advance the latter.
Paul Belien, the editor of the Brussels Journal, has argued in his book A Throne in Brussels that Belgium is used as a blueprint for the wider European Union. In 2000, Belgian authorities passed a so-called Quick Citizenship Act. In 1960, 7.3% of the population in the city of Brussels was foreign. Today the figure has risen to 56.5%. According to Jan Hertogen, a Marxist sociologist, this population replacement “is an impressive and unique development from a European, or even a world perspective.Yes, it is probably unprecedented in human history that a country has handed over its main city to others without firing a single shot, although this feat is now being repeated in many other European cities. Is there no opposition to this in Belgium? Yes there is, but they get silenced or even banned. The Flemish nationalist Vlaams Blok was outlawed for racism, and changed its name. The racism consisted of citing government statistics on overrepresentation in crime by immigrants. The judge concluded that truth is no defense.Père Samuel, a Turkish-born Catholic priest and one of the few speaking the language of Jesus, Aramaic, has been prosecuted for incitement to racist hatred by the Belgian Centre for Equal Opportunities and Opposition to Racism (CEOOR), because of a remark he made in 2002 when he said: Every thoroughly islamized Muslim child that is born in Europe is a time bomb for Western children in the future. The latter will be persecuted when they have become a minority. He claims Muslims are invading Europe and warns for an impending civil war.
Belgium is an artificial state dominated by a French-speaking bureaucratic elite, and could be viewed as a laboratory for what the EUrabians want to do to the rest of the continent, such as population replacement, largely by Muslims, and silencing opposition to this by legal harassment and through various mechanisms de facto disenfranchise the native population.Article ten in the European Convention on Human Rights supposedly ensures freedom of speech, yet spends more text on defining what is not included within the limits of free speech than on what is. Criminalizing ideas is dangerous. As John Stuart Mill explained in his book On Liberty, freedom of speech is the foundation of true liberty. But since we now have pan-European anti-racism laws and pan-European guidelines banning mentioning any connection between Islam and violence, does that mean that it will be impossible to talk about the Jihad Europeans are subject to? The purpose of this legislation can be none other than to muzzle critics of mass immigration.As Robert Spencer commented, Soon Eurabia will resemble the old Soviet Union, in which dissidents furtively distributed samizdat literature and faced stiff penalties if the authorities discovered what they were doing. If a small group of people decided to openly sideline the democratic process and start imposing laws which the public didn’t approve, there would be a rebellion. But this is what the EU has done. They have just been smart enough to hide this fact under multiple layers of impenetrable bureaucratic Newspeak, to make sure average citizens don’t fully appreciate the magnitude of what’s going on. Ideas such as promoting peace are used as a pretext for this, a bone thrown to fool the gullible masses and veil what is essentially a naked power grab.
The EU can bribe the national elites by appealing to their vanity and sense of importance, elevate them from a national level to an international level, give them nice cars, fancy sounding jobs with power unrestrained by silly prosaic things such as the will of the people.Through promoting Multiculturalism and mass immigration, the EUrocrats hope to create a new, larger political entity by smashing the older nation states. And besides, it's easier to control people who have no distinct cultural or national identity. These self-serving elites are betraying the trust of the people they are supposed to serve, using them as guinea pigs in a disastrous social experiment by dismantling their culture and importing Muslims who attack them. They probably despise their own people, who meekly accept this and believe their ridiculous excuses.Native Europeans, who are no longer safe in their own cities, have been robbed of their history and have accepted more immigration in a shorter period of time than probably any other people in human history, yet are met with intimidation and repression if they refuse to accept more. This constitutes evil, there is no other way to put it.

Moreover, whereas constitutions have traditionally outlined the basic workings of the state, the proposed European Constitution, running into hundreds of pages, betrays an almost sharia-like desire to regulate all aspects of life. It is an instrument of control, a blueprint for an authoritarian state.
Nazi Germany was a totalitarian state, but such societies can also be transnational, as was the Soviet Union, which the EU resembles more than just superficially: An artificial superstate run by an authoritarian bureaucracy that overrides the will of the people and imposes its ideology on the populace. Are we back in the E.U.S.S.R? Although the EU, due to its transnational nature, most closely resembles the Soviet Union, there are also similarities with Nazi Germany. Later, leadership of Palestinian Arabs was transferred to Husayni’s nephew Yasser Arafat, a very dear friend of the EU, who in 2002 gave an interview in which he referred to our hero al-Husayni.If the EU is supposed to protect us from the horrors of Nazi Germany, it is remarkable how many of its traits it is copying, such as flirting with Arab strongmen and admiration for Islam. The Muslim immigration the EU is promoting to Europe has triggered the largest wave of anti-Semitism since the rise of, well, Nazi Germany, and may yet force the remaining Jews to leave. That Europeans should support this organization to prevent a new totalitarian regime is a sick joke. The EU is a lot closer to totalitarian states than the supposedly evil nation states it is going to replace.
Since there is no European demos, no pre-political loyalty or shared public community, and since legislate power has been transferred to the unelected EU Commission, there is no way the EU can function as a democracy in any meaningful sense of the term. The EU can only become one giant Yugoslavia, either ruled by an authoritarian oligarchy in the fashion of Tito, or fall apart into civil wars.
The slow, but steady stifling of free speech through legislation and Muslim Jihad violence indicates an ominous trend: Europe is moving in a totalitarian direction. This cannot be stopped or reversed before we stop Muslim immigration, which again cannot happen unless we dismantle the European Union.
