Palestinians say final-status talks to start Wednesday Mon Nov 26,

WASHINGTON (AFP) - Final-status negotiations towards a peace deal between Israel and the Palestinians will be formally launched here on Wednesday, a Palestinian official told AFP Monday. The negotiations on the final status will begin on Wednesday in the presence of Palestinian president Mahmud Abbas, Palestinian negotiator Yasser Abed Rabbo said.Rabbo also said a joint Israeli-Palestinian document setting out the contours of future negotiations is due to be released Monday on the eve of US-hosted Middle East peace conference in Annapolis, Maryland, Rabbo said.

This document, which we are due to conclude today with the blessing of the Americans will determine the terms of reference for negotiations -- such as the roadmap and international resolutions -- and the modalities for negotiations after Annapolis, he said.Israel foreign ministry spokesman Mark Regev denied the two sides had agreed on a final draft of a joint document but said the negotiation teams had made important progress in talks on Sunday.Another Israeli official denied there was an agreement to launch final-status negotiations on Wednesday, which would end a seven-year hiatus.The Israelis and Palestinians have been trying to narrow differences over the joint document to be issued at Tuesday's peace conference in intense negotiations.
Israeli Prime Minister Ehud Olmert and Palestinian president Mahmud Abbas were scheduled to meet later Monday with President George W. Bush, kicking off three days of intense diplomacy.More than 50 countries and organizations -- including some 16 Arab nations -- are gathering for Tuesday's conference, which is being seen as the first real initiative to revive the peace process in seven years.

Bush cautiously hopeful on peace talks By ANNE GEARAN, AP Diplomatic Writer NOV 26,07

WASHINGTON - President Bush stepped cautiously into the most direct Mideast peacemaking of his administration on Monday, meeting separately with the leaders of Israel and the Palestinian Authority to explore whether peace is possible. A day ahead of a major Mideast peace conference in Annapolis, Md., Bush said he was optimistic. The gathering is to launch the first direct peace talks between Israel and the Palestinians of Bush's nearly seven years in office, and has attracted Arab and other outside backing.

Israeli and Palestinian leaders have already said they want to conclude a bargain within the 14 months that Bush has left in office. The two sides were unable to frame a blueprint for the talks before they came to the United States, and negotiations over the text were expected to continue into Tuesday.Bush emerged from an Oval Office meeting with Israeli Prime Minister Ehud Olmert and told him: I'm looking forward to continuing our serious dialogue with you and the president of the Palestinian Authority to see whether or not peace is possible. I'm optimistic. I know that you're optimistic.Next, he met with Palestinian President Mahmoud Abbas, who stressed the need to address issues of Palestinian statehood, sticking points that have doomed previous peace efforts.

We have a great deal of hope that this conference will produce permanent status negotiations, expanded negotiations, over all permanent status issues that would lead to a peace agreement between Israel and the Palestinian people, he said. This is a great initiative and we need his (Bush's) continuing effort to achieve this objective.Olmert said that international support — from Bush and also, presumably, from the Arab nations that will attend the conference — could make this effort succeed where others have failed.This time, it's different because we are going to have a lot of participation in what I hope will launch a serious process negotiation between us and the Palestinians, Olmert said. He was referring to the talks expected to begin in earnest after this week's U.S.-hosted meetings.We and the Palestinians will sit together in Jerusalem and work out something that will be very good, Olmert said. As to timing, he added later: We definitely will have to sit down very soon.The agreement that was shaping up, as Palestinian official Yasser Abed Rabbo described it, is a starting point for negotiations and sketches only vague bargaining terms. The big questions that have doomed previous peace efforts would come later.The document was to include a formal announcement of the renewal of peace talks, Abed Rabbo said. It will set a target of concluding negotiations before Bush leaves office in January 2009. And it commits the two sides to resolving the key issues that divide them.Chief Palestinian negotiator Ahmed Qureia said after an afternoon meeting with Rice, Israeli Foreign Minister Tzipi Livni and others that details of the document had not been finalized. Our efforts are still going on to reach this document, he said.Some in Bush's administration doubt that a settlement is possible in such a short time frame and have reservations about whether the Palestinians, in particular, are ready to make necessary concessions. The goal of the talks is to set up an independent Palestinian state alongside Israel.

Bush's tempered outlook as he readied the Annapolis conference suggested he has his own misgivings, although administration spokesmen said the United States will remain closely involved after Tuesday's session closes.State Department spokesman Sean McCormack said the administration is committed to moving the process forward but added t hat ultimately, it's going to come down to the two parties and bridging the differences that now exist between them on all the issues that we know are out there.
White House press secretary Dana Perino said Bush urged Olmert and Abbas to seize the moment.He said history is full of missed opportunities because people just looked to the downside, she said.
The Palestinian question underlies numerous other conflicts and grievances in the Middle East, and has scattered hundreds of thousands of Palestinians across several Arab states. The Palestinians are unlikely to strike any bargain that their Arab backers and neighbors do not support, so the Annapolis conference is meant to make Arabs what one administration official called ground-floor investors in the new round of talks. Saudia Arabia, linchpin of Arab support for the new peace push, said it agreed to attend after receiving assurances that the Bush administration would remain energetic after the talks begin, and intervene with its own ideas if necessary. When the president says I am fully backing this effort, I will use every resource ... how can you not be confident? asked the kingdom's foreign minister, Prince Saud al-Faisal. He also said Saudi Arabia would not consider establishing diplomatic relations with Israel until after Palestinian and other territorial questions are settled. Criticism directed at the conference from afar pointed to the enormity of the challenge.
Leaders of the Islamic militant group Hamas labeled Abbas a traitor even for coming to the meeting, and vowed to reject any decisions to come out of the conference. In Jerusalem, more than 20,000 Israelis gathered at the Western Wall, the holiest site where Jews can pray, to protest the conference. Israeli opposition leader Benjamin Netanyahu labeled the summit a continuation of one-sided concessions.In Iran, Ayatollah Ali Khamenei said in a speech that the conference has already failed and that the U.S. was only trying to preserve its reputation. The events unfolded as the Israeli military killed four Palestinians in the Gaza Strip in an airstrike and a ground clash. At a briefing with reporters, Olmert pounded his fist on a desk as he spoke of the need to work toward peace despite difficulties. We want to move forward, he declared. We don't want the status quo.But he also said Israel would insist that the Palestinians fight terror in Hamas-ruled Gaza before any peace deal would be implemented. After months of trying to forge a joint outline, Israel and the Palestinians have made an 11th-hour push in recent days to come up with a statement that their U.S. hosts call a workplan for the coming talks. But long-standing disputes over final borders, sovereignty over disputed Jerusalem — and the fate of Palestinian refugees who lost homes in the war that followed Israel's 1948 creation — have tormented peace efforts for decades. The negotiation teams have made important progress towards an agreement on a joint document, Israeli foreign ministry spokesman Mark Regev told AFP.But he denied claims by Palestinian negotiator Yasser Abed Rabbo that the two sides had already agreed on a final draft which would be made public later Monday after weeks of behind-the-scenes haggling.We want to move forward. We do not wish to maintain the status quo, Olmert later told reporters.We are heading towards a process that will have endless potholes. We are not naive. But at some point, we must start trying and we cannot say that we would not do anything because we are afraid of failure.
Another senior Israeli official however denied comments by Abed Rabbo that final-status negotiations on core issues such as the status of Jerusalem, which both sides claim as their capital, the borders of a future Palestinian state and the fate of Palestinian refugees, would be formally launched in Washington on Wednesday.
The final status talks will not begin in Washington, but probably next week in our region, the official told AFP.Amid an intense round of diplomacy in Washington, US Secretary of State Condoleezza Rice was to meet later Monday for the second time in 24 hours with the heads of Israeli and Palestinian negotiating teams, a Palestinian official said.State Department spokesman Sean McCormack said Rice felt confident that the preparations for the Annapolis talks were going well.She does feel ... that we will get to Annapolis in a good shape to accomplish all of the objectives that we, as well as the other participants, have laid out for the conference, he said.

In a major coup for US diplomacy, both Syria and Saudi Arabia are attending the Annapolis talks, which will mark the first time that Saudi officials have sat with Israelis to talk about peace in the Middle East. Saudi Foreign Minister Saud al-Faisal said in an interview published in Time magazine Monday that Israel and the Arab world were at a turning point in their search for peace. One of the elements of optimism is the sense of determination of the United States to see this through, he said, adding he believed in the ability of Bush's administration to steer the peace process. We have confidence in that. I hope we are proven right, he said. With their continuous involvement, and serious intent, this can turn things around.

Text of President George W. Bush's statement Sunday on the Mideast peace conference this week, as released by the White House:

I am pleased to welcome Prime Minister (Ehud) Olmert, President (Mahmoud) Abbas and representatives of more than 40 countries to the United States for the Nov. 27 Annapolis Conference. The broad attendance at this conference by regional states and other key international participants demonstrates the international resolve to seize this important opportunity to advance freedom and peace in the Middle East.

This conference will signal international support for the Israelis' and Palestinians' intention to commence negotiations on the establishment of a Palestinian state and the realization of peace between these two peoples.

It will also provide an opportunity for the Israelis, the Palestinians and their neighbours to recommit to implementing the roadmap, with the U.S. monitoring their progress by the parties' agreement. Finally, the conference will review Palestinian plans to build the institutions of a democratic state and their preparations for next month's donors' conference in Paris.

I remain personally committed to implementing my vision of two democratic states, Israel and Palestine, living side by side in peace and security.

The Israelis and Palestinians have waited a long time for this vision to be realized, and I call upon all those gathering in Annapolis this week to redouble their efforts to turn dreams of peace into reality.
