Iran will soon release documents proving that the United States has supplied Israel with nuclear weapons, said Secretary of Iran's Supreme National Security Council (SNSC) Saeed Jalili.Based on the Nuclear Non-Proliferation Treaty (NPT), proliferation of nuclear weapons should be prevented. There is a main question in the Muslim world that where the Zionist regime [of Israel] has obtained its nuclear weapons from, was quoted as saying Monday, according to the semi-official Iranian Press TV.Using the usual adjective Zionist for Israel, a word that Hamas and Iran do not use, Jalili stated, The Zionist regime and those who provided it with nuclear arms should answer this question.He claimed that the United States has transferred nuclear material to Israel, which has declared nuclear ambiguity, meaning it has not said one way or the other whether the country possesses nuclear weapons. Most analysts estimate that Israel has approximately 200 nuclear warheads.Jalili accused the international community of harassing Iran over its nuclear depend program, including the issue of nuclear centrifuges, in order to overshadow other issues, such as Israel’s nuclear capability.Roger Cohen of The New York Times wrote on Monday, Iranian President Mahmoud] Ahmadinejad is a one-trick pony. I’m with Mark Fitzpatrick of the International Institute for Strategic Studies, who this year told the Washington Post: Iran will muddle along building its stockpile but never making a nuclear bomb because it knows that crossing that line would provoke an immediate military attack.The Islamic Republic is a study in muddle but lucid over a single goal: self-preservation.Iran has denied it is producing nuclear arms and continues to claim its nuclear program is only for peaceful purposes.

Abbas Turns Down Calling Israel Jewish in Return for Freeze

The Palestinian Authority Monday swiftly turned down Prime Minister Binyamin Netanyahu’s offer for a renewal building freeze if PA Chairman Mahmoud Abbas were to recognize Israel as Jewish.Both Abbas’ spokesman and his chief negotiators told foreign news agencies that Prime Minister Netanyahu can forget about his proposal. Spokesman Nabil Abu Rdainah told Reuters, The issue of the Jewishness of the state has nothing to do with the matter.PA negotiator Saeb Erekat told the French news agency AFP, This order has nothing to do with the peace process or with the obligations that Israel has not implemented. This is completely rejected.Prime Minister Netanyahu’s challenge, made in his speech marking the opening of the winter session of the Knesset, effectively put the ball back into the court of Abbas and may take the limelight off the United States.The Arab League on Saturday gave the Obama administration 30 days to pressure Israel into reviewing the recently-expired 10-month building freeze as a condition for the return to direct talks on establishing the Palestinian Authority as a sovereign state on land restored to Israel in the Six-Day War in 1967.Prime Minister Netanyahu’s preparedness to renew the building freeze is the clearest evidence to date that the United States offered Israel several guarantees if it were to renew the freeze. The Obama administration reportedly promised that the freeze would last for 60 days and would be the final opportunity for both Israel and the PA to agree on borders of the proposed new Arab state.The U.S. government also promised not to support any United Nations resolutions dealing with the PA and Israel for a period of one year, the deadline U.S. President Barack Obama has set for a peace agreement. Jordan backs Europe role in Mideast after Israel snub

AMMAN (AFP) – Jordan's King Abdullah II told the foreign ministers of France and Spain on Monday that Europe has a key role to play in the Middle East, after the pair were snubbed by their Israeli counterpart.Europe plays a key role in supporting peace efforts to overcome problems facing the Palestinian-Israeli talks, the king told France's Bernard Kouchner and Miguel Angel Moratinos of Spain at a meeting.A suitable environment should be created to ensure the resumption of the peace talks. Failing to achieve tangible progress in the peace process will increase regional conflicts, tension and violence,he said, according to a palace statement.Kouchner and Moratinos also met separately with Palestinian president Mahmud Abbas in the Jordanian capital as Europe seeks to enhance its role in the US-led deadlocked peace process.The purpose of our visit is to focus on the actual day by day difficulties in order to serve and help and be open enough to play the role of the friends of Israel and friends of Palestinians, Kouchner told reporters after the meeting.

Yesterday we were with our friends the Israelis. The differences of perception are obvious but we have to overcome that.Kouchner and Moratinos met on Sunday with Israeli Prime Minister Benjamin Netanyahu and Foreign Minister Avigdor Lieberman, who reportedly told them to mind their own business.Before coming here to tell us how to solve our conflicts, I would expect you could have at least solved all the problems within Europe, Lieberman told his guests during a dinner in a widely published outburst.Speaking to reporters, Moratinos said Israel recognised Europe was playing a growing role in efforts to resolve the Middle East conflict.If we didn't have a role, if we didn't have any weight, if we didn't have any influence, maybe our friend Lieberman wouldn't have reacted as he did, Moratinos said.Kouchner said that although Europe did not have the same level of involvement as the United States, it had managed to successfully resolve centuries of conflict.Yes, we have problems in Europe. But it is also an example of problem solving, he said, noting Europe comprised of 27 countries who were at war for centuries but which now get along.Kouchner also said he was optimistic about the resolution of an impasse over renewed Jewish settlement building in the West Bank, which is threatening to bring down fresh peace talks between Israel and the Palestinians.On Sunday, the minister told the Palestinian newspaper Al-Ayyam that France preferred a two-state solution to be negotiated with Israel but an appeal to the UN Security Council to resolve the conflict remained a possibility.We want to be able to soon welcome the state of Palestine to the United Nations. This is the hope and the desire of the international community, and the sooner that can happen the better, he said.

The international community cannot be satisfied with a prolonged deadlock. I therefore believe that one cannot rule out in principle the Security Council option,he added.But the establishment of the Palestinian state must come as a result of the peace process and be the fruit of bilateral negotiations.Kouchner and Moratinos called in February for an international summit to recognise a Palestinian state. But a Western diplomat in Amman told AFP on Monday that this is a symbolic way to lobby for recognition of a Palestinian state, but it does not resolve the question on the ground.Israel has rejected Palestinian and international demands to extend a 10-month moratorium on new settler homes that expired last month despite Abbas ruling out any further talks until settlement activity is halted.We are doing our utmost with the European Union, the United States, Russia and our Arab brothers in order to push Israel to stop settlement activities to give a chance to direct negotiations,chief Palestinian negotiator Saeb Erakat said at the news conference with Kouchner and Moratinos.

Referendum on Land Surrender May Include Judea and Samaria

A Cabinet-level committee Monday put teeth into last July’s law requiring a plebiscite before any surrender of parts of Jerusalem or the Golan Heights.The bill is a victory for nationalists, who hope to expend the referendum provision for the approximately 300,000 Jews living in Judea and Samaria. Likud MK Ofir Akunis said he will submit a bill next week to require a plebiscite before Israel could give up parts of Judea and Samaria to the Palestinian Authority.Monday’s approval by the Ministerial Committee on Legislation of the Knesset involves procedural issues that allow implementation of the recently-passed law. A provision allows for circumventing a referendum in the event that 80 percent of the legislators agree, a virtually impossible circumstance given the nationalist stance of the Knesset.If Israel reaches any agreement with Syria for surrendering the Golan Heights or with the Palestinian Authority for giving up parts of Jerusalem, the public would vote on the question, Are you in favor of or opposed to the agreement approved by the Knesset? The only two ministers opposing the bill were Yitzchak Herzog of Labor and Dan Meridor of Likud and who is considered the head of the left-wing of his party. He previously has gone on record of favoring surrender of the Golan Heights in return for a peace pact with Syria.Backers of the international move for the Land for peace’ initiative called the new bill an obstacle to their goal. Defense Minister Ehud Barak, who also heads the Labor party that is part of the coalition government, called the bill needless. JERUSALEM – Israeli Prime Minister Benjamin Netanyahu on Monday said for the first time that he would extend the settlement restrictions in the West Bank — if the Palestinians recognize Israel as the Jewish national homeland.The idea, while innocuous to Israel's supporters, is widely seen as undermining the rights of Arab Israelis, and was immediately rejected by the Palestinians. But it could signal that Netanyahu is willing to bend and save a U.S.-led peace effort in exchange for a different concession.The expiration of Israel's 10-month moratorium on new settlement building two weeks ago thrust the month-old U.S.-led peace negotiations with the Palestinians into crisis. The Palestinians are refusing to continue negotiating with Israel as long as settlement building continues, but Netanyahu has insisted the curb on construction was a one-time gesture.The U.S. administration has been scrambling for weeks to find a creative way out of the quagmire and satisfy both sides and has put heavy pressure on Netanyahu to extend the slowdown, while offering a slew of incentives.In a policy speech marking a new session of parliament, Netanyahu offered his own formula to move forward.If the Palestinian leadership would say unequivocally to its people that it recognizes Israel as the national homeland of the Jewish people, I will be willing to convene my government and ask for an additional suspension,he said, in a speech that was heckled by some lawmakers.As the Palestinian expect that we will recognize a Palestinian state as their national homeland, we are entitled to expect that they will recognize Israel as our national homeland,he said.

Netanyahu has made similar demands in the past, though he has never explicitly linked it to the settlement issue. On Sunday, Netanyahu's Cabinet passed a bill that would require non-Jewish immigrants to pledge allegiance to the Jewish and democratic state of Israel in order to receive citizenship.The move is widely seen as undermining the rights of Israel's Arabs who make up a fifth of Israel's 7.5 million people.The Palestinians also refuse to accept Israel as a Jewish state, saying it violates the rights of millions of Palestinian refugees scattered around the world. Instead, they say it is sufficient that they recognize Israel's right to exist.Palestinian negotiator Saeb Erekat said the idea was unacceptable and accused Netanyahu of playing games in his address and said he saw no connection between Jewish settlements and Israel's national character.I don't see a relevance between his obligations under international law and him trying to define the nature of Israel,he said. I hope he will stop playing these games and will start the peace process by stopping settlements.Some 300,000 Jewish settlers live in the West Bank, in addition to nearly 200,000 Israelis living in Jewish neighborhoods in east Jerusalem.The Palestinians claim both areas, captured by Israel in the 1967 Mideast war, as parts of a future independent state and say that continued Israeli settlement construction sends a message that Israel is not serious about reaching peace.Netanyahu counters that the Palestinians — by demanding a complete settlement freeze — are imposing preconditions that should be sorted out in the course of direct negotiations.

He said his demand was no such condition.But there is no doubt that such a step by the Palestinians would be a confidence building measure that will open a new horizon of trust and faith among large portions of Israeli society who in light of events of the past decade have lost their faith in the Palestinians to end the conflict, he said.Arab lawmakers heckled Netanyahu throughout his address. This is a ridiculous proposal! yelled Ahmad Tibi.Right-wing lawmakers also heckled the suggestion that the moratorium could be extended.It remains unclear whether Netanyahu proposed it knowing it would be rejected, or whether the offer signals a true willingness to break the deadlock — perhaps in exchange for another incentive, from either the Palestinians or Americans.Netanyahu has been under heavy international pressure to renew the settlement slowdown. U.S. mediators have been offering Israel a series of vague assurances and incentives on the security and diplomatic fronts to get Israel to extend its settlement moratorium.Netanyahu, who leads a pro-settler coalition of religious and nationalist parties, has resisted the calls thus far, but has signaled he is open to a compromise.Meanwhile, a senior Palestinian negotiator lashed out at the United States for trying to mollify Israel with incentives.It's strange how the violator, who hadn't fulfilled his commitments, is given rewards and guarantees to lure him to implement what must be implemented, Nabil Shaath said.Since Israel's 10-month moratorium on new building starts expired on Sept. 26, peace talks have stalled less than a month after they were launched at the White House.Over the weekend, the 22-member Arab League gave the Palestinians another month to reach a compromise.
