WASHINGTON (AFP) – The Palestinians have yet to show that they can be Israel's partners in peace, a top US lawmaker said Wednesday after talks with Middle East diplomatic Quartet envoy Tony Blair.Israel has shown through its actions that it is ready and able to make peace, but the Palestinian Authority has yet to demonstrate that it can be a partner for peace, said House Foreign Affairs Committee chairwoman Ileana Ros-Lehtinen.I again reiterated the need for the Palestinian leadership to meet its basic obligations and commitments, including recognizing Israel's right to exist as a democratic, Jewish state, said the Republican lawmaker.The Middle East diplomatic Quartet, which seeks rapid resumption of Israeli-Palestinian peace talks, comprises the United States, the European Union, Russia and the United Nations.

Ros-Lehtinen said she and Blair had a very productive discussion about upcoming Quartet meetings as well as the deadly turmoil sweeping through the region.We discussed the threats that Islamist extremist groups pose to the entire region in general, and to Israel and opportunities for peace and security in particular, she said.The Palestinians walked out of peace talks after Israel refused in September to renew a temporary ban on building settlements in the West Bank -- on land earmarked for a future Palestinian state.

LIBYA:Rebel forces rout troops loyal to Moammar Gadhafi in a fierce battle over an oil port, scrambling over the dunes of a Mediterranean beach through shelling and an airstrike to corner their attackers. While they thwart the regime's first counteroffensive in eastern Libya, opposition leaders still plead for outside airstrikes against pro-government troops.Meanwhile, Gadhafi warns thousands of Libyans will die if US or NATO intervene, and says Libya will replace Western banks and companies with others from China, Russia and Brazil.

YEMEN:Two anti-government protesters are shot and killed in southern Yemen. A hospital official says the deaths occur during demonstrations in the town of Sadr, in the province of Lahaj. Protesters also clash with government supporters and security forces in the Red Sea city of Hodeida. Realistic options for ousting Gadhafi look limited

WASHINGTON – Short of a U.S.-led military offensive, international options to quickly force Moammar Gadhafi from power now appear to be highly limited, and Defense Secretary Robert Gates called for an end Wednesday to loose talk about steps that would amount to an act of war.There are still hopes that U.N. sanctions and other diplomatic moves can undermine Gadhafi's authority, and Libyan rebels pressed their fight against troops loyal to Gadhafi on Wednesday.But while a leading U.S. senator urged the Pentagon to be prepared to provide air cover for the rebels, there was little evidence of an appetite by the U.S., Europe or other powers to risk the consequences of military intervention.Gates captured the mood in telling a congressional panel, Let's call a spade a spade: A no-fly zone begins with an attack on Libya to destroy its air defenses. His point: To ground Libya's air force in a way that minimizes risk to U.S. or coalition pilots would mean initiating an act of war in an Arab land.The unspoken subtext is that with U.S. forces already deeply committed in Afghanistan, still winding down military operations in Iraq and on the watch for surprises in Iran and elsewhere in the suddenly volatile Persian Gulf region, the risks associated with military action in Libya might be unacceptable.

Alluding to Gates' announcement a day earlier that he had ordered two U.S. warships into the Mediterranean in case they were needed for civilian evacuations or humanitarian relief, Secretary of State Hillary Rodham Clinton said in separate testimony that the crisis could call for a mix of diplomacy and more.We are taking no option off the table so long as the Libyan government continues to turn its guns on its own people, she said.Clinton said she feared the prospect of Libya becoming infested with al-Qaida or affiliated terrorist groups on the scale of Somalia, the Horn of Africa country where the al-Shabab terrorist organization has gained a foothold.One of our biggest concerns is Libya descending into chaos and becoming a giant Somalia, Clinton said. It is right now not something that we see in the offing, but many of the al-Qaida activists in Afghanistan and later in Iraq came from Libya and came from eastern Libya, which is now the so-called free area.Gates, in testimony before a House committee, decried loose talk about military options in Libya, noting that even a no-fly zone would be a major undertaking. He said it could be accomplished if ordered by the White House, but it would require more airplanes than are found on a single U.S. aircraft carrier, which typically carries about 75 planes.So it's a big operation in a big country, he said, adding that the U.N. Security Council has not yet authorized any form of military action in Libya.

In support of Gates' point, Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, told the committee that despite media reports of Libyan aircraft attacking rebel areas, the Pentagon as of Wednesday had not confirmed any such attacks. He also said it must be assumed, in planning for the possibility of establishing a no-fly zone, that Libya's air defenses are substantial. Neither he nor Gates said explicitly whether they support or oppose such an operation.White House Press Secretary Jay Carney, asked about Gates' comments, said, The fact that the no-fly zone idea is complex does not mean it's not on the table.Egyptian officials said two U.S. warships passed through the Suez Canal on Wednesday on their way to the Mediterranean Sea, closer to Libya. The amphibious assault ships USS Kearsarge and USS Ponce entered the canal from the Red Sea. The officials, speaking on condition of anonymity because they weren't authorized to talk to media, said the Kearsarge carried 42 helicopters.There has been no consensus call from Congress for U.S. military action in Libya. However, Sen. John Kerry, chairman of the Senate Foreign Relations Committee, said Wednesday that while a no-fly zone over Libya is not a long-term proposition, the Pentagon should be prepared to go that route if so ordered.The people of Libya do not ask for or need foreign troops on the ground, Kerry said. They are committed to doing what is necessary, but they do need the tools to prevent the slaughter of innocents on Libyan streets, and I believe the global community cannot be on the sidelines while airplanes are allowed to bomb and strafe.Senators, meanwhile, worked on an aid package to Arab countries to solidify democratic gains and improve relations with citizens in a part of the world accustomed to U.S. support for questionable rulers.Kerry, D-Mass., said at a hearing attended by Clinton that significant financial commitment by the U.S. was crucial to help what he called a monumental and uplifting transformation in the Mideast.

Some U.S. allies in NATO are mulling the idea of creating a no-fly zone over Libya. But Germany cautioned Wednesday against playing into charges that the West is unduly meddling in Arab affairs.I would advise that we conduct the debate ... about military options with all the appropriate caution and reserve, Germany's Foreign Minister Guido Westerwelle said in Berlin.The U.N. Security Council slapped an arms embargo, a travel ban and an assets freeze on Gadhafi, his family and top associates during an emergency weekend meeting. It also agreed to refer the case to the International Criminal Court at The Hague — a permanent war crimes tribunal — to investigate and prosecute possible crimes against humanity. But the U.N. has not yet included an authorization for the use of military force against Libya.Charles Heyman, a defense analyst and editor of The Armed Forces of the United Kingdom, said sanctions directed at the bank accounts and freedom to travel of high level Gadhafi supporters would have an impact. In his view, military intervention, including imposition of a no-fly zone, would prove to be counterproductive.A no-fly zone is the least bad option, but it's technically very hard to do and it costs a fortune and I don't think the U.S. or Europeans have to the money to spend now, he said.

Iran warships to transit Suez Canal Thursday: officials

CAIRO (AFP) – The two Iranian warships that passed through the Suez Canal last month en route to Syria, a move Israel branded political provocation, will make the return trip on Thursday, an official said.The Alvand, a frigate, and the supply ship Kharg will be in Port Said at four in the morning (0200 GMT) to begin passage towards the Red Sea, the official with the Suez Canal Authority said.The two ships transited the canal into the Mediterranean on February 22, the first Iranian vessels to do so since the Islamic revolution in 1979.In response, Israel put its navy on alert. Israel considers Iran, which opposes the Jewish state and supports Hezbollah in Lebanon and the Islamist Hamas group in the Gaza Strip, a serious threat.Israeli President Shimon Peres called the passage of the two warships through the canal a political provocation. Tehran described the move as a routine visit.Analysts said it was an attempt by the Islamic republic to project its clout in the region at a time when anti-government protests sweeping the Arab world from Casablanca to Cairo are shifting the regional balance of power.Egypt's ruling military council, which has been running the country since president Hosni Mubarak quit on February 11 following massive street protests against his government, approved the ships' passage through the waterway, a vital global trading route.The Suez Canal Authority said last month that ships of any nationality can pass through as long as the country is not in a state of war with Egypt.After the Iranian ships entered the Mediterranean, and steamed past the coast of Israel on their way to Syria, the United States said it was keeping a careful eye on their activities.We are watching the situation, said Colonel Dave Lapan, a Pentagon spokesman.

Israel skips Quartet meet, as PM eyes interim deal

JERUSALEM (AFP) – Israel's Benjamin Netanyahu is considering pushing for a long-term interim agreement with the Palestinians in the absence of any moves to renew peace talks, press reports said on Wednesday.The idea was splashed across all of Israel's main newspapers as Palestinian negotiators held talks about resuming peace dialogue in Brussels with envoys of the Middle East Quartet of peacemakers -- in a session which Israel declined to attend.The Palestinians are unwilling to enter into serious negotiations and therefore we should examine the idea of a long-term interim arrangement, a senior source in the premier's office told Israel Hayom, a newspaper considered close to Netanyahu.In light of the instability in the region, the only possibility is to go for an interim arrangement, on condition that it is a long-term one -- and this is what we are currently examining, he said, referring the unrest sweeping the Middle East.Details of the plan are still sketchy but the idea is believed to involve the establishment of a Palestinian state within temporary borders, while at the same time holding talks on the principles of final status issues, the Haaretz newspaper said.News of Netanyahu's intentions were leaked to the press as the Quartet sought to push both sides into renewing some kind of peace negotiations, which ran aground last autumn over an intractable dispute about settlements.

Netanyahu had been expected to send his chief negotiator Yitzhak Molcho to the Brussels talks, but decided to skip the meeting when it became clear there would be no direct contact with their Palestinian counterparts, Haaretz said.The moment there were no direct talks, there was no reason to fly out there, a source in Netanyahu's office told the paper.Since the expiry in September of a temporary ban on settlement building -- which Netanyahu refused to extend -- the Palestinians have refused all direct contact with the Israelis, saying they will not talk while settlers build on land they want for a future state.Members of the Palestinian negotiating team, headed by Saeb Erakat, are currently in Brussels to negotiate the parameters of the Quartet statement that will be issued after a top-level meeting of the principals when they meet in mid-March, Palestinian sources told AFP.

Israel okays 14 new east Jerusalem settler homes

JERUSALEM (AFP) – Jerusalem municipality has approved construction of 14 new apartments in an abandoned Israeli police compound in occupied east Jerusalem, a councillor told AFP on Wednesday.Pepe Alalu, of the opposition Meretz party, said the 14 new units were to be built in the Ras al-Amud neighbourhood on land owned by a Jewish religious trust which was also seeking permits for a further 104 housing units next to the police building.I strongly condemn this, he said.It's really problematic.The Haaretz newspaper said the plan was to link up the Ras al-Amud housing with the adjacent Jewish enclave of Maaleh Zeitim, where more than 100 families now live.US-brokered peace negotiations between Israel and the Palestinians stalled late last year over a bitter dispute about settlement building.Since the expiry of a 10-month Israeli ban on new settlement construction, the Palestinians have refused all direct contact with Israel, saying they will not talk while settlers build on land they want for their promised state.Israel regards the whole of Jerusalem, including the eastern sector which it occupied during the 1967 Six Day War, as its united and undivided capital in a move which has never been recognised by the international community.The Palestinians want the city's eastern sector as the capital of their promised state.

DUBAI, United Arab Emirates – Investors rattled by spreading Mideast unrest drove stocks across the Arab world down sharply Wednesday, with regional heavyweight Saudi Arabia's exchange suffering another day of steep declines.The kingdom's benchmark Saudi All Shares Index tumbled 4.4 percent in late afternoon trading, piling on to losses sustained in a 6.8 percent rout late in the previous session after most other regional markets had closed.Investors are very jittery. There is clearly panic selling, said John Sfakianakis, chief economist with the Riyadh, Saudi Arabia-based Banque Saudi-Fransi, who said he expects the sell-off to continue. Whenever this jittery panic sets in, it has a snowball effect.The Saudi index has lost about a fifth of its value since the start of the year even as oil prices — the kingdom's main source of revenue — are pushing back toward $100 a barrel on the New York Mercantile Exchange.

Investors fear the demonstrations that have shaken Bahrain and Oman could spread elsewhere in the Gulf, including OPEC kingpin Saudi Arabia, the largest Arab economy. Anti-government organizers are calling for rallies in Saudi Arabia on March 11, though it remains unclear how much support opposition groups have.Increasing unrest in North Africa, particularly Libya, a significant oil producer, is putting further pressure on Mideast markets. Libyan leader Moammar Gadhafi again vowed on Wednesday to fight to the last man and last woman to defend his country against anti-government rebels who hold parts of Libya's east.Stock sell-offs in Asia and Europe and a lack of a clear end game for the regional unrest give investors little incentive to buy into regional markets, analysts say.The news flow is negative. The uncertainty is there, said Akram Annous, Middle East and North Africa strategist at Dubai-based Al Mal Capital.The Dubai Financial Market's benchmark index dropped 3.5 percent to close at 1,374 points.Shares of the Dubai developer of the world's tallest tower, Emaar Properties, plunged 6 percent Wednesday. The Dubai Financial Market's own shares shed 4.9 percent.National Central Cooling Co., also known as Tabreed, plunged 7.6 percent after it disclosed that it would tap into as much as 3.1 billion dirhams ($845 million) in new funds from Abu Dhabi state investment fund Mubadala Development Co.Annous said investors are selling off shares of many Gulf-based companies not necessarily because they expect significant unrest in places such as Dubai, Abu Dhabi or Qatar, but because of the potential ripple effects to their business elsewhere in the Arab world. Uncertainty in potential growth markets in North Africa such as Egypt, Tunisia and Libya makes it difficult for Mideast companies to plan ahead, he said.It's more that you're worried about how you're going to grow in the region, Annous said. You need to get back to that simple process where you know who's in control. Right now you don't even know who you're supposed to have dialogue with.Markets elsewhere in the region also fell.Qatar's stock index dropped 3.6 percent to 7,657 points. Kuwait fell 2.3 percent to 6,158.

Arab protest wave undermines Al-Qaeda, Iran: US

WASHINGTON (AFP) – US Defense Secretary Robert Gates said on Tuesday that protests across the Arab world have dealt a major setback to Al-Qaeda militants and Iran by endorsing democratic change.It basically gives the lie to Al-Qaeda's claim that the only way to get rid of authoritarian governments is through extremist violence, Gates told reporters.With a wave of unrest and protests toppling regimes in Egypt and Tunisia and prompting reforms elsewhere, Gates said grassroots movements are an extraordinary setback for Al-Qaeda.The Pentagon chief, a former intelligence analyst and CIA director, said that the example of mostly peaceful uprisings also posed a problem for Iran that might become more acute over time.Because the contrast in the behavior of the militaries in Tunisia and in Egypt, and -- except for a brief period of violence -- in Bahrain, contrast vividly with the savage repression that the Iranians have undertaken against anybody who dares to demonstrate, Gates explained.

Describing himself as an optimist about these changes, Gates said it could take months or years for the unrest to play out but a process of change has begun after decades of frozen political arrangements.If political change in the region occurs without violence and gives rise to democratic rule, it will be a gain for everybody.
When asked if popular anger could pose a threat to allies in Saudi Arabia or Jordan, Gates played down any serious risk to US interests.We obviously have very strong and longstanding relationships with both of those countries, Gates said.Both kings have undertaken reforms over time. There is clearly a need for continuation of those efforts, and we're supportive of them.Admiral Mike Mullen, the chairman of the Joint Chiefs of Staff, agreed with Gates at the same press conference, saying it is a message that completely undermines the strategy of Al-Qaeda.At a Senate hearing earlier, the head of US Central Command, General James Mattis, made the same point, saying Al-Qaeda had suffered a propaganda blow.At the same time the populist-inspired changes that are taking place across the region undercut the message of Al Qaeda and other extremist groups, highlighting the bankrupt philosophies of terrorists who use violence and contribute nothing but mayhem to the innocent, Mattis said.These young folks today have achieved more change in 10 weeks than 10 years of Al Qaeda's murderous campaigns, he added.

Anti-rocket system passes combat test in Gaza clash

GAZA CITY, Palestinian Territories (AFP) – A state-of-the art anti-rocket system designed to protect tanks had its baptism of fire on Tuesday as Israeli forces clashed with Palestinian gunmen on the Gaza border, the army said.The military said an Israeli tank on border patrol was attacked by an anti-tank missile, but used the new equipment to neutralise the attack and did not return fire.For the first time during operational activity, the Trophy (ASPRO-A) system, also known as the Windbreaker, designed to actively protect against anti-tank missiles, identified, alerted and intercepted the missile, the army said in a statement.In a separate incident an army unit saw a group of gunmen approaching the border and opened fire at them, the army said.Both events occurred in the southern Gaza Strip.Palestinian medics said a man was wounded by a tank shell near the south Gaza town of Khan Yunis. An Israeli military spokeswoman said there was no tank fire.

Israel developed Trophy in the wake of its 2006 war with Lebanon's Shiite Hezbollah militia, when dozens of Israeli tanks were hit by advanced anti-tank weapons.The radar-guided system employs sensors attached to the sides of vehicles that detect and track incoming rockets and fire off countermeasures to destroy them before they can hit the tank, manufacturer Rafael says.The system was deployed on tanks along the Gaza border last year after one of Israel's frontline Merkava tanks was hit by a Russian-made Kornet anti-tank rocket. The missile penetrated the tank's armour but did not explode or cause any casualties.The new system is known in Israel as Windbreaker and as Trophy for export.Tuesday's clashes come after several days of tension along the border, following renewed rocket fire into southern Israel and a string of retaliatory Israeli air strikes.

GAZA CITY, Gaza Strip – The mass demonstrations sweeping the Middle East are touching the Palestinian territories, where West Bank and Gaza Strip activists are trying to organize their own Facebook revolutions.The Palestinian activists are inspired by the calls for democracy that toppled autocratic leaders in Egypt and Tunisia and threaten longtime rulers in Libya and Bahrain.In recent weeks, activists using Facebook have brought hundreds of people onto streets of the West Bank, waving Palestinian flags and calling for change. Smaller gatherings have taken place in Gaza. The protesters hope to stage a massive demonstration in both areas on March 15.

Whether they can succeed is far from certain because of the unique situation of the Palestinians. In contrast to countries where crowds have rallied against a single, despised leader, the Palestinians face a series of intertwined problems, making it harder to rally around a common cause.Palestinians seek an independent state in the West Bank and Gaza, areas wedged on different sides of Israel and ruled by rival governments. The Western-backed Palestinian Authority governs in the West Bank, where Israel's military still retains overall control. The militant Islamic group Hamas has ruled Gaza since 2007.The Palestinian split has crippled efforts to negotiate an independent state from Israel. Repeated efforts to reconcile, including a Palestinian Authority proposal to hold new elections, have foundered.The Facebook activists have divisions of their own. Some want the rival Palestinian governments to reconcile. Others demand they resign. Still others want to demonstrate against Israel's occupation.Activist Hasan Farahat, 22, said there was enough common ground. Everybody is sick of the situation. We want work, we want the right to speak freely. We want freedom, he said.The governments see even the smallest demonstrations as a challenge to their rule.On Monday, Hamas moved swiftly to break up a small demonstration in Gaza City where people called for Palestinian reconciliation. Hamas police arrested a protest organizer, seizing a tape from a German TV crew showing a security official slapping the man.In previous protest attempts, Hamas security arrested activists and seized their phones and computers, according to the Gaza-based Palestinian Center for Human Rights.The West Bank has seen about a dozen demonstrations, including two in Ramallah, where some 2,000 Palestinians demanded reconciliation. Others urged leaders to revoke interim peace agreements with Israel.
Palestinian Authority security forces initially broke up protests by beating participants. Now, organizers are threatened and sometimes arrested, they said.

TRIPOLI (AFP) – Libyan leader Moamer Kadhafi insisted his people loved him but was slammed as delusional as the United States slapped a record-breaking $30 billion in sanctions on his brutal regime.US and European leaders weighed the use of NATO air power to impose a no-fly zone over Libya and stop Kadhafi from using air strikes against his own people, as the strongman fights a bloody rearguard action against encroaching rebels.Anger at authoritarian Arab regimes in the Middle East and North Africa raged from Algeria to Yemen and has spread to the previously unaffected Gulf states of Djibouti, Kuwait and Oman.Interim regimes in Egypt and Tunisia felt renewed pressure from protesters impatient for real democratic change, while Iran denied reports that it had imprisoned key opposition leaders.Fears grew over the humanitarian fallout after more than six weeks of turmoil as the United Nations stepped up warnings of a mass exodus from Libya. More than 100,000 people have already fled into Egypt and Tunisia.The United States said it had blocked around $30 billion in Libyan assets, the largest amount ever frozen, while the European Union also imposed its toughest international sanctions yet on Kadhafi's crumbling regime.

Kadhafi was unrepentant, although his regime now controls only some western areas around the capital and a few long-time bastions in the arid south. Key oil fields in the east have fallen to the opposition. They love me all. They would die to protect me, he said in an interview with Western journalists in Tripoli on Monday, laughing off suggestions that he might leave Libya as the White House aired the prospect of exile for him.US ambassador to the United Nations Susan Rice said the interview showed how unfit he is to lead and how disconnected he is from reality.It sounds just frankly delusional, when he can talk and laugh to an American and (an) international journalist while he is slaughtering his own people,Rice said.The United States moved naval and air forces into position around Libya. Britain said it was working with its allies on a military no-fly zone over Libya, while stressing the logistical and diplomatic difficulties.Secretary of State Hillary Clinton denied that military action was imminent but said Kadhafi should quit power now.Forces loyal to Kadhafi on Monday attacked the town of Misrata, 150 kilometres (95 miles) east of Tripoli, and killed two people, a witness said. Rights groups say at least 1,000 people have now been killed in Libya.

Egypt imposed a travel ban Monday on its ousted president Hosni Mubarak, who resigned and retreated to his home in Sharm el-Sheikh on the Red Sea on February 11 following weeks of protests.Fresh clashes erupted between Omani police and protesters, a day after police killed at least one as the regional turmoil reached the normally calm Gulf sultanate.Bahrain's Crown Prince Salman said efforts were under way to launch talks with the opposition, which is demanding major political reforms amid a wave of anti-government protests.Two ministers in Tunisia's interim government quit on Monday, a day after prime minister Mohammed Ghannouchi resigned following protests demanding the removal of figures from the toppled hardline regime.

Kuwait too has been affected, with a key opposition group on Monday demanding the ouster of the prime minister as youth activists called for a rally on March 8 to force him to quit. In Djibouti, President Ismael Omar Guelleh, who is seeking a third term in April elections, accused the opposition Monday of choosing the path of violence.And in Iran, the websites of opposition leaders Mir Hossein Mousavi and Mehdi Karroubi said they and their wives had been arrested and put in a Tehran jail.
